FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

PrEvious to the introduction of the motor vehicle the broken stone or macadam' road met the conditions of rural horse-drawn traffic better than any other type of road, but under fast motor traffic it has been proved to be quite unsatisfactory, and necessitates high maintenance charges. Such a road depends for its success upon the fact that the rock dust fills the voids between the stones and acts as a cement or binder. Under ideal conditions it should be constructed of rock so suited to the volume and character of horse traffic that only enough fine dust is worn from the stones of which the road is composed to take the place of that carried off by wind and rain; and when these conditions are met, the fine dust resulting from the wear of traffic forms with the stone a smooth, impervious shell, shedding the surface water and protecting the foundation. With increase in the number and speed of motor vehicles, however, it was soon found that the cost of maintenance also increased, until at the present day highway engineers consider the old method of constructing and maintaining broken-stone roads increasingly inadequate, and are introducing every known type of binding material other than rock dust to cement the stone together. Among the most prominent types of products in use are those produced from our various petroleums. That the value of modern methods of road preservation was appreciated in this country much earlier than we have been accustomed to believe is demonstrated by the recent revival of an old patent which was granted to one John Martineau, of Elbridge, N. Y., in 1834. Petroleum had, of course, not been discovered at that time, but he claims as his invention and improvement "The application of tar, turpentine, or any of that class of tenacious, cohesive substances, reduced before use to a fluid state, and that state used as a cement, to apply to, and combine with sand, gravel, pebbles, and pulverized stone, such as is used for a Mc-Adam road, or cobble stone, the interstices of coarser material being in all cases filled,'as well as may be, with sand and gravel and cemented with tar or turpentine, to form the wearing face or surface of streets,

WHAT are the reasons for the present public interest in the synthetic fuel industry, an interest which has culminated in the recommendation of the Secretary of the Interior that we start at once on a nine billion dollar program of construction? Three separate factors seem to have combined to create this pressure. First are recurrent seasonal and spot shortages of gasoline, fuel oil, and natural gas. Second is the international outlook, which forces us to face the possibility of war, with all that means in the way of increased call on our domestic resources and interference with our foreign commerce. The shortages we have experienced are superficially the result of lack of transportation, but basically they reflect a rapidly rising demand which has outstripped the expansion of productive facilities of all kinds. Not only oil and gas, but steel, coal, automobiles, and meat are temporarily in short supply for much the same reasons. The military problem has both long-range and short-range aspects, but the immediate necessity is to create reserve capacity in the United States to supply perhaps 2,000,000 barrels daily additional liquid fuel in time of war.

LEAD SMELTERS AND REFINERS in 1932 were confronted with the problem of adjusting operations and costs to curtailed production and consumption at reduced prices, a problem which has been partially solved at least by improvements in operating technique and increased efficiency. At the Mount Isa properties in Australia, a third blast furnace and additional Dwight-Lloyd sintering machines were installed during the year, designed to increase the production to 6,000 tons of bullion per month. The large proportion of lead carbonate in the ores to be treated has presented metallurgical problems. Of the total lead contained in the concentrates to be smelted, two-thirds is Dresent as carbonates and one-third as sulfides. In the iiitial operations, the resulting Dwight-Lloyd sinter was soft, contained an excessive amount of fines, and was easily fusible. When charged to the blast furnaces it developed accretions in the upper part of the furnace owing to the easily fusible lead carbonates softening and fusing at the top of the charge column. This was remedied by the addition to the sinter feed of diluents of higher melting point, granulated slag and crushed limestone. The sinter feed consists of concentrates, Cottrell dust and wind-box cleanings, totalling 57 per cent of the charge; return sinter fines 15 per cent; granulated slag 23 per cent; and crushed limestone 5 per cent. The sinter produced contains 34 per cent lead and 0.5 per cent sulfur. Experiments indicated that double sintering under these conditions was of no advantage, so the original plan of single sinter treatment was retained.

PALEOLITHIC MAN, laboriously shaping a stone implement in his cave, discovered that the dust irritated his eyes and nostrils and hindered his labors, whereupon, muttering a few incantations, forerunners of modern profanity, he removed himself and his work outside. There, ignoring the jeers of the hairy ?old-timers,? he turned his back to the wind and resumed operations in comparative comfort. Thus originated the dust problem in the mineral industries, and its solution. Despite long familiarity with the annoyance, danger, and loss occasioned by dust, little progress was made in the engineering solution of its problems until recent years. Some advance can now be reported but too many traces of ancient tradition and practice still remain. Considerable published information is available but only a part of this is of proved accuracy and utility. The greater portion is either misleading, being derived from too few cases to be of general application, or entirely erroneous, originating in guesswork, legend, or individual inspiration, divine or otherwise. The engineer, confronted with a dust problem, has neither the time nor the special training required to extract the values from this mass of low-grade. It is, therefore, desirable that we attempt to correlate the known values and to put them into a form upon which actual progress can be based. This discussion is, then, for the benefit of that engineer, particularly the engineer in the mineral industries and more particularly in ore-dressing plants, and is merely a gathering of facts already known but difficult to segregate.

A KNOWLEDGE of the mutual liquid solubility of zinc and lead is of importance in various phases of zinc metallurgy. The determination of this solubility has been the subject of numerous investigations, but unfortunatel, the results vary widely, particularly at higher tempera-tures, and it has been impossible to decide what data are most reliable. It was decided to investigate the matter and in view of the disagreement in the published results, it was felt necessary to take rather unusual precautions to insure the reliability of the data. For this reason deter-minations were made by four different methods, and the procedures of several of the previous investigators were duplicated. The previously used methods can be divided into two classes: methods involving freezing the entire melt and taking samples of the lead-rich and zinc-rich phases in the solid state, 1,2 and methods in which the. samples are taken while the bath is liquid and at the desired temperature. 3,4 Data obtained by methods involving freezing the entire melt show much lower solubility of lead in zinc than methods in which the liquid is sampled at temperature. The latter method was used by Spring and Romanoff5 and by Hass and Jellinek.6 The results of these two investi-gations are in agreement at temperatures near the melting point but at higher temperatures Hass and Jellinek find a higher mutual solubility.

Accident cost data bases for all mining sectors covering the period 1975 through 1980 have been created on the PDP-11/70 and VAX-11/780 computers at the Bureau of Mines Pittsburgh Research Center. The total expected costs of the following tangible elements are computed: (a) loss in personal income; (b) compensation of wages from State, Federal, and union funds for disabling injuries; (c) benefits for injuries resulting in death or permanent disability; (d) medical treatment and hospital care; (e) investigation of a fatal accident; and (f) production loss due to accidents involving fatalities or amputation injuries. Each cost record computed contains a reference to the original record in the Health and Safety Analysis Center (HSAC) accident files to permit concurrent analysis. The intended applications include examinations of annual trends in mine accident statistics on the basis of economic loss. This provides an additional perspective on mine accidents. Various examples of the use of these data bases are presented.

The aim of this paper is to point out the various ways in which design is taught in standard four-year mining engineering curricula in American colleges and universities; to discuss the reasons apparently justifying the great diversity of procedure that exists along this line; and to indicate possible solutions to the difficulties now attending the teaching of design. A study was made of typical four-year mining engineering curricula in 15 colleges and universities of the United States (Table I). Great diversity in content of the various design courses, if taught as described, became apparent immediately. It appeared that it might be both interesting and instructive if the cause for this colorful variety could be found. Was the cause local mining conditions, departmental individuality, or actual necessity? Study of the school catalogues revealed that the various design courses could be classified into two fairly distinct types; namely, (I) those dealing with mine equipment or structures, and (2) those dealing with underground layout of mine workings. It seemed reasonable to label the first type of course "mining design" and the second type "mine design." Some such distinction must have been in the minds of mining educators, for we find both names (i.e., mine design and mining design) used to designate the design courses included in the various mining curricula Unhappily, the name and the apparent content of such courses do not, in all instances, conform to the classification made here, although in most instances such conformation does obtain (Table I). It is possible that in the exceptional case the method of teaching a design course, and consequently the content of it, may have been changed at some time without change in the name of the course. Apparently only 3 of the 15 schools made an effort to cover both types of design in their curricula (Table I). Two other schools did not list or describe any course of study that could with certainty be taken as a design course. Of the remaining 10 schools, 9 gave a mining-design type of course and one gave a strictly mine-design type. Obviously, the preponderance of design courses afforded are of the mining-design type. Why? To answer this question, it is necessary to make a study of the prerequisites for the two types of design courses taught. In all schools the design courses were taught in the senior year; in eight, design was taught throughout both semesters; in two, it was taught during the first semester only; and in three it was taught during the second semester only. Consequently, excepting the last three cases noted, it is obvious that all prerequisites for a design course should be completed by the end of the junior year PREREQUISITES What are the probable prerequisites for the different kinds of design courses as they appear to be taught? The accompanying Fig 1 is a graphical scheme of intermediate accuracy for expediting interconversions of mol, weight, and volume percents. This chart consists of a family of curves of mol or atomic or volume percent plotted against weight percent, each curve in the family providing for a certain ratio of molecular or atomic weights or densities. Thus, the whole range of variations is presented in a very familiar format, and the conversion is effected simply by choosing the proper curve and reading off the required values. An entire series of conversions for a given binary system can be found by following the appropriate curve. It is interesting to examine the analytical geometry of the plots. The curves, which must fit into a square and all join at the 0 and 100 pet points, may be shown to be hyperbolas with their centers on the extension of the diagonal of the square which they intersect. If confronted with the problem of pumping a mixture of slime-free sand, gravel and boulders up to six in. in diameter, at the rate of 175 tons per hr in one single-stage pump against a static head of 90 ft and a total head of 140 ft, of which 20 is on the suction side, an engineer might be forgiven for backing away from the job, especially if he were also told that the pump wearing parts must have a minimum hardness of 550 Brine11 for the sake of abrasion resistance. Yet precisely that feat has been accomplished in the gravel pit of John B. LaGarde, Inc., near Anniston, Ala. The pump used is of decidedly novel design and its successful operation since installation 1.5 years ago suggests that it may be of timely interest in numerous other applications in the mining industry, such as pump transportation of coal washer refuse or rock from open-pit's without unduly fine crushing.

(communication to the Secretary*). -I hesitate to discuss in general terms a paper such as Mr. Wysor's, which bears evidence of so much careful and detailed investigation, yet it is the broad possibilities which his paper presents that are really attractive and his cautious conservatism may make us unappreciative of these possibilities. Mr. Wysor calls attention to the fact that the iron-ore mixture which he uses, carrying 0.28 per cent. of potash, is probably above the average. No doubt this is true, but on the other hand it may be very much less than the mixture at some blast furnaces or very much less than would be the case with special mixtures bearing the question of potash in mind. Unfortunately, iron ores are not ordinarily examined for potash, and with the ordinary analyst there is opportunity for very considerable error in the determination. The 10th Census gives 270 complete analyses of iron ore, on the accuracy of which we may rely. Of these, there are 21, or 8 per cent., that carry more potash than Mr. Wysor's mixture; 14 of these carry approximately twice as much, or more; eight carry approximately three times as much, or more; three carry approximately five times as much; one carries over seven times as much. It may be worth while to take some of the ores that are known to be high in potash and consider the possibilities in the light of Mr. Wysor's investigations.

THE necessity of adopting improved methods of bituminous-coal cleaning at. many collieries is recognized by all familiar with the requirements of the various bituminous markets, the approaching exhaustion of the relatively small areas of inherently high-grade-coal, and the difficulties encountered in maintaining a uniform grade of shipped coal. Many coals lose much of their .market value by degradation in size, and, in any event, if the cleaning process is to contemplate wetting the coal the minimum amount of fines should be produced to prevent sludge losses and the difficulties resulting from the moisture content of the wet fines. Hence, it is desirable to by-pass the finer coal dry, if this can be done without too-great increase in impurities in the final product. This procedure has given excellent results at washeries at Steelton and in the Birmingham district. If the raw fines are too impure to permit admixture with the washed coal, it may be desirable to use dry methods, such as the pneumatic table, rather than to wet an excessive amount of such fine material. The bituminous-coal cleaning plant should therefore: (1) Treat the raw coal in as large lump as possible and without sizing; (2) eliminate degradation of pure coal -in the washing process; (3) avoid wetting the fines, if possible; (4) produce washed coal practically free from mechanically included impurities; (5) crush the refuse and retreat, if much intergrown coal, and refuse are present, rather than precrush the entire feed. Ordinary gravimetric methods of concentration, whether hydraulic or pneumatic, will not meet all of these requirements, as the large lump includes those sizes. now sent to the picking tables, if it is desired to treat material of such size. I do not know of any prior commercial method, based on the falling velocity, coefficient of friction or resistance to fracture, that permits the production of clean coal varying in size from, say, 10-in. lump to 1/16 -in. mesh.

THE late George S. Rice was active in the investigation of bumps, particularly in the last ten years of his career as chief mining engineer of the U. S. Bureau of Mines. Since most of his investigation was carried out in Great Britain, continental Europe, and-to a lesser extent-Canada, his thinking on prevention was influenced considerably by the experience of those countries. It is not surprising, therefore, that when he was called upon a few years before his retirement to investigate bumps in the U. S. and suggest ways to prevent them, he turned to longwall mining. A longwall method had been most successful in combating the bump hazard in mining coal under deep cover, especially in Great Britain, but the prevailing method there at the time was advancing longwall mining, which he knew was uneconomical under U. S. mining conditions. For this reason he proposed a modified retreating longwall system that he believed included the best features of the advancing method. As brought out by Rice,1 if the cover is 2000 ft and 50 pct of the coal is extracted, the static load on the remaining pillars will be about 4000 psi, which exceeds the ultimate crushing strength2 in most instances. If the pillar coal is overloaded before a pillar line is established, then the abutment zone preceding a line of extraction is no place to split pillars or extract them by any method other than an open-end system. Rice therefore advocated open-end mining, preferably by longwall, but he was willing to compromise with long-face mining if the longwall method was not acceptable.

Theodore Dehon Rand was appointed Treasurer of the American Institute of Mining Engineers by the Council, at the Boston meeting of February, 1873, to fill a vacancy caused by the resignation of the treasurer who had been elected at the first meeting in Wilkes-Barre in May, 1871. He was elected by the Institute to this offce in the following May, and yearly thereafter until 1903. He often alluded with amusement to the abrupt way in which he was injected into this position, by my coming to his office and asking him to accept the appointment as Treasurer, on the ground that he was eminently fitted for the position by reason of his legal and business knowledge, his interest in geology and mineralogy, and more particularly because he was a neighbor of the person (to wit, myself) who was slated for the Secretaryship, and they could thus convenient.ly confer on Institute matters. First evidence of bauxite in Jamaica resulted from an analysis of a soil sample collected at Bull Savannah in 1938 during a systematic local investigation of the island's soil types. Results of subsequent work indicated the possibility of the occurrence of deposits of commercial grade and dimensions, and in 1942, with a view to emergency development of the deposits as a war measure, the Jamaican Government declared all bauxite in the colony to be Crown property.

Most mining engineers and metallurgists who get out of school usually wind up working for a large or medium-sized company and are seldom heard of again. The enterprising few who decide to go into business for themselves soon discover that while they can adequately tackle the various technical problems involved in developing a new ore body, they know little about putting together a feasibility study-and even less about financing their project.
