NAME AND OBJECT. SEC. 1. This Institute is incorporated under the Membership Corporation Law of the State of New York ; its corporate name is AMERICAN INSTITUTE OF MINING ENGINEERS; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely (1) Members ; (2) Honorary Members , (3) Associates , and (4) Honorary Associates Only Members and Associates residing within the United States of America, Republic of Mexico and Dominion of Canada shall be entitled to vote at the meetings of the Institute. SEC. 2 All Members, Honorary Members, Associates and Honorary Associates of the American Institute of Mining Engineers as the same existed on the day of the incorporation of this Institute, are Members, Honorary Members, Associates and Honorary Associates, respectively, of this Corporation SEC. 3. The following classes of persons shall be eligible for membership in the Institute, namely, as Members and Honorary Members, all professional mining engineers, geologists, metallurgists or chemists, and all persons practically engaged in mining, metallurgy or metallurgical engineering ; as Associates and Honorary Associates, all persons desirous of being connected with the Institute who, in the opinion of the Council, are suitable. SEC 4. Every candidate for election as a Member or Associate of the Institute must be proposed for election by at least three Members or Associates; must be approved by the Committee on Membership, as prescribed in the By-Laws ; and .must be elected by the Council. Not less than three-fourths of the votes cast shall be necessary to an election Every person so elected shall become a Member or Associate, as the case may be, upon payment of his first dues as herein-after prescribed Each candidate for Honorary Member or Honorary Associate, must be recommended by at least ten Members or Associates ; must be approved by the Council ; and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of all the Directors present ; provided, however, that the number of Honorary Members and Honorary Associates shall not at any time exceed twenty SEC. 5. INTRODUCED in 1946 to serve a need in power-plant operation, closed-circuit TV has been used by well over 200 organizations in approximately 25 different industries. Known as industrial television, or simply ITV, it can be described as a private system wherein the television signal is restricted in distribution, usually by confinement within coaxial cable that directly connects the TV camera to one or several monitors, Figs. 1, 2. The picture is continuous and transmission is instantaneous, permitting an observer to see an operation that may be too distant, too inaccessible, or too dangerous to be viewed directly. Destructive testing or the machining of high explosives can now be conducted hundreds of feet away by personnel who still have close control through the eyes of the TV camera. It is also possible for one man to control operations formerly requiring the co-ordinated efforts of several workers. For example, at a large midwestern cement plant conveyance of limestone from primary crusher to raw mill and loading into five storage bins once necessitated the work of two men, one having little to do but prevent spilling of material by manually moving the tripper on the belt conveyor as occasion required. TV cameras mounted on the tripper now provide bin level indication to the conveyor operator at the crusher position so he is able to control the entire loading operation remotely, Fig. 3. By means of a switch, the picture from either camera is alternately available on a single viewer, or monitor, Fig. 4. Each camera is mounted on the tripper by means of a simple adjustable support and looks down into the bin, which is identified by the number of cross members on the vertical rod. Each associated power unit is located on a platform above the camera, Fig. 5. This centralized control by means of TV often has produced superior results, and in many instances saving in operating costs has been sufficient to write off equipment costs within six months to a year. Where a key portion of a process may be enclosed or otherwise inaccessible, TV again reduces the likelihood of mistakes and permits closer control by making available to the operator valuable information he might otherwise never possess. An example of this can be found at a strip mine where the coal seam lies 50 ft or more below the overburden, which is removed by a large wheel shovel. From his centrally located position the shove1 operator was unable to judge accurately to what extent the wheel buckets engaged the earth. His chief indication of efficiency was the amount of overburden on the belt conveyor as it passed his control point 75 ft from the wheel. Now, two television cameras mounted on the tip of the boom permit the operator to view the wheel from each side and provide him with a close-up view of the buckets so that he can take immediate and continuous advantage of their capacity, quickly compensating for ground irregularities and avoiding obstructions, Fig. 6. While the word television conjures up visions of highly complex and intricate apparatus such as that employed in modern TV studios and transmitting stations, the term industrial television should indicate compact, straightforward equipment. Most present-day ITV systems contain fewer than 25 tubes including camera and picture tubes. The average home television receiver alone requires at least that many tubes. Equipment like that illustrated in Fig. 1 contains only 17 tubes, of which 3 are in the camera. It can operate continuously and dependably, without protection, in any temperature from 0" to 150°F. It consumes less current than a toaster and weighs under 140 lb. Camera and monitor may be separated by 1500 to 2000 ft and by greater distance with additional amplification. This equipment is designed to withstand vibrations up to 21/16 in. and will operate successfully under more severe conditions of vibration and heat when suitable enclosures are provided. Any number of cameras may be switched to a single monitor, and any number of monitors, within reason, used simultaneously. Two types of applications in the mining industry have already been described. A third under serious consideration by several organizations will make use of ITV for remote observation of conveyor transfer points at copper concentrating plants so that evidence of belt breakdown and plugging of transfer chutes can be spotted immediately and costly overflow of material avoided. A television camera will soon be installed to view a trough conveyor near the exit of an iron-ore crusher to indicate clogging of the crusher as evidenced by reduction or absence of material on the

The Sc-Y and Sc-Zr systems were studied by thermal and X-ray methods. Both systems are characterized by complete solid solubility in the low temperature hexagonal form and in the high temperature bcc form. In the Sc-Y system, there is a minimum in the solidus at 50 at. pct and 1365°C, while the solidus in the Sc-Zr system follows a nearly straight line relationship between the melting point of scandium and zirconium. There is a minimum in the temperature of transition from hexagonal to bcc in the Sc-Y system at 43 at. pct Y and 1175°C; while the temperature of transition is raised in the Sc-Zr system to a maximum of 1415 °C at 30 at. pct Zr. INTEREST in the metals of the first transition series has usually stemmed from their useful properties; however, there is now a great deal of interest in determining the fundamental nature of these metals. Since scandium is the first of these transition metals, a study of the preparation and Properties1 and the alloying behavior of scandium2 was initiated. In a continuing study of the alloying behavior of scandium, the systems of scandium with zirconium and yttrium have been established. Extensive solid solubility in both the Sc-Zr and Sc-Y systems was expected from application of the classical rules of Hume-Rothery. Also, the modified Darken and Gurry plot as suggested by Gschneid-ner3 showed ideal conditions for solubility in the Sc-Zr system with less favorable conditions in the Sc-Y system. The effect of scandium on the transformation temperature of zirconium and yttrium was of interest, since a recent empirical observation by Uly and Burr4 predicted that the solute scandium would raise the transformation temperature of zirconium and lower the yttrium transformation. In addition to noting the validity of the above predictions, the SC-Y and Sc-Zr systems were established. EXPERIMENTAL METHODS Materials. The metals employed in this investigation were crystal bar zirconium, distilled scandium prepared by the method described by Spedding, et al.1 and yttrium prepared by the method described by Carlson, et a1.5 The major impurities present in these metals are listed in Table I in ppm. Alloy Preparation. All the alloys examined were initially formed by comelting the two metals in a nonconsumable electrode arc-melting furnace under an atmosphere of purified helium or argon. The buttons were inverted at least five times and re-melted each time to ensure homogeneity. During preparation of Sc-Zr alloys, approximately 1 wt pct was lost which was attributed entirely to the loss of scandium by distillation. When preparing Sc-Y alloys, approximately 1.5 wt pct was lost, but it was assumed that the intended composition was maintained, since the relative weight lost when arc melting the component metals was nearly the same. Samples weighing 15 to 20 g were prepared for time-temperature thermal analysis, while only 1- to 2-g samples were prepared for the optical pyrometer and X-ray diffraction studies. Thermal Methods. The solidus and the melting points of the metals were determined by an optical pyrometer method described previously.2 The temperatures at which the transformation from hexagonal to bcc occurs were determined by differential thermal analysis. Several points on the solidus and liquidus in the Sc-Y system were also determined by this method and are in good agreement with those obtained by the optical pyrometer method. The procedure followed in the preparation of samples for thermal analysis and the furnace used have been described elsewhere.2'6 Since a limited quantity of scandium was available, most of the alloys were not melted during thermal analysis, thus avoiding contamination by the crucible. The alloy could then be reused and the composition changed by adding the desired quantity of solute to obtain the next alloy. Heat Treatment and X-Ray Methods. In order to ensure homogeneity, the "as arc-melted" alloys Were wrapped in tantalum foil, sealed in quartz capsules and heated at 1100°C for 15 hr and then cooled at a rate of 8 deg per min. By an extension of drilling activities in 1938, the Polish oil industry succeeded not only in maintaining production but even in increasing it slightly. This increase, however, was from present oil reserves and not due to the discovery of any new fields. Most of the new wells were drilled in the Jaslo district, particularly in the Lipinki-Libuszal oil field, because of the shallow depth of the producing sands. At the Boryslaw field the 12,332 meters drilled could not compensate for the steady drop in production. A drilling campaign similar to that of the previous year in the Stanislawow district resulted in a slight decline of production. A number of the new wells have been subsidized by the Fund for the Advancement of Drilling2 in Poland. As the present sums at the disposal of this fund are insufficient for a great exploration program, they are chiefly used for the maintenance of the actual production. New wells on known folds, but more than 1000 m. outside the present productive areas, are entitled to a subsidy. Applications for wildcats outside the known productive areas have not been received in 1938. Even when the Polish oil industry was prosperous, wildcatting was not frequent and in their present impoverished condition the oil companies are no longer able to bear such financial burdens. The only way to start a large-scale drilling campaign on the still existing promising areas seems to depend on the granting of new substantial subsidies from the Treasury. Such measures are being considered by the Polish Government. It has been suggested that a fund for wildcatting might be raised by a small increase in the price of benzine. An advance of one grosz per liter of benzine would raise, on present home consumption of 108,000 kilogram-tons, about 1.3 million zloty, an advance of 5 grosze more than 6 million zloty.3 This small increase in price would hardly be felt by the motor-car owners, as it would mean an extra expense of 80 to 400 zloty in a year.

THE important advances that have been made of recent years in mining and milling methods and in mechanical equipment at mines need no re- telling, but there has been a remarkable growth in one type of equipment which has gone nearly unnoticed. That is the increasing use of storage-battery locomotives underground. Since the war the number of these locomotives and their field of use have increased tremendously; their growing acceptance represents an al- most complete reversal of opinion from an earlier period when they were generally looked upon as in- adequate for the strain of mine service. At the time when storage-battery powered units were first making their bid for recognition, the use of power in haulage had already passed through several phases; hand tramming, rope haulage, compressed air locomotives, even gasoline locomotives, had all been used, ending finally in the general adoption of the electric trolley locomotive for practically all power-haulage requirements. It was, and is, conceded that the trolley loco- motive met more adequately the varied and severe conditions of mine service than any previous type of haul- age unit. Subsequent developments have had to endure comparison and surpass in performance that type of haulage before changes would be considered.

A discussion of the paper published in Bi-Monthly Bulletin, No. 20, March, 1908, pp. 227 to 237, and No. 22, July, 1908, pp. 615 to 620. PROF. HENRY M. HOWE, New York, N. Y. (communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J. (communication to the Secretary t) :-Professor Howe's criticisms of my definition of steel are not, it seems to me, well founded, for the . following reasons: The term "fusion-process" has been used during the past quarter or half century to distinguish the crucible, Bessemer and Siemens-Martin processes from the puddling- and cementation-processes, and probably no one at all conversant with the art of iron-metallurgy would now mistake its meaning. Moreover, no steel-metallurgist is in doubt of the meaning of the term "hardened? as applied to steel. If it were really necessary to describe what is meant by the term then it would

Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore

Published literature regarding the nation's oil reserve has been largely concerned with the estimated quantities in sight in known producing fields. This proved reserve has never been large in relation to demand. It has been the practice to consider the total future reserve (beyond that in sight within known fields) in the light of the broad potentialities of vast areas of partially explored sedimentary rocks, which are regarded as possible oil territory. Until recently, but little attention has been given to the rate at which the unexplored potentialities may be. converted into the proved reserve classification. To a certain extent, therefore, our contemporary viewpoint on the subject of national oil reserves is characterized by a pronounced contradiction. On the one hand, we measure known reserves as sufficient for only a few years of consumption—i.e., relative scarcity; on the other hand, we are confident that millions of unexplored acres will yield many new oil fields and that countless deeper productive formations underlie many of our known productive fields—i.e., infinite abundance. Of greater significance than the quantitative measure of either of these reserve classifications is the rate at which reserve replenishment must be accomplished in order to maintain an adequate time supply of proved oil reserves. The accumulation of geological data covering broad areas supports the belief that the remaining undiscovered oil reserve is exceedingly large. The distribution of oil in sedimentary formations of practically all ages, from Cambrian to Recent, is suggestive of almost unlimited possibilities; and the relatively small proportion of these possible areas that has been intensively explored in this country is a further index of the probable magnitude of the undiscovered future reserve. The implication that may reasonably be drawn from these observations is that oil, though distributed with less regularity and concentration than its related hydrocarbon, coal, nevertheless is a relatively abundant natural commodity of which the exhaustion appears remote. DEVELOPMENT of the cement industry in Mexico began some 40 years ago. It has gradually reached great importance in the economic life of the country and has contributed greatly to the technical and economical advances which have been so noteworthy, particularly during the last 15 years. From a modest start, the industry now comprises 18 cement-producing plants having a potential annual capacity of approximately 14 million bbl. About half the plants were built and equipped with secondhand machinery during the last world war when no new machinery could be procured. They will hardly attain full production before being modernized and reconditioned, a job now under way in several of the plants. At present, the yearly consumption is only about 8 to 9 million bbl but is steadily increasing. This is only a fraction of the cement consumed in the U.S.A., which is about 250 million bbl per year, although on the basis of consumption per capita per year, the figure is 1/3 bbl for Mexico and 1 2/3 bbl for the U.S.A. Cement consumption in Mexico is well above the average of all other Latin American countries, with the exception of the Argentine, and considering the potentialities and undeveloped riches of Mexico, the road construction and irrigation works, it is fair to assume that the Mexican cement industry will still prosper and expand in spite of temporary setbacks in the future caused by local events of economic or political nature. Portland cement is manufactured by burning a mixture of raw materials, one of which is mainly composed of calcium carbonates and the other of aluminum silicates. The most typical materials answering this description are limestone and clay, both of which occur in Mexico in many varieties. To be usable for cement manufacture limestone should contain at least 77 to 80 pct calcium carbonate. Lower grade limestone can be used for cement manufacture only if the lime content is increased by the beneficiation process, which has not yet been adopted by the Mexican cement industry. Most of the limestone used by Mexican cement plants has a calcium carbonate content of 90 to 95 pct and therefore requires addition of one or several correction materials. A typical composition of raw mix for cement manufacture is 85 pct limestone and 15 pct shale, clay or volcanic materials. Occasionally it is necessary to add a smaller amount of sand or other siliceous material to increase the silica ratio in the raw mix. Likewise, it is sometimes necessary to add 1 or 2 pct iron ore to facilitate fusion in the kiln and to obtain proper relation between alumina and iron oxide. After calcining and

Levi Holbrook was born in Westboro, Mass., March 7, 1836. He was a descendant of John Holbrook, who came from England in 1660 and settled in the Massachusetts Bay Colony. Mr. Holbrook was prepared for college at Williston Seminary, East-hampton, Mass., and after one year spent in the West, he entered Yale. He was a, member of Phi Beta Kappa and of Linonia. During the six months following his graduation he was in Boston, under medical treatment for his cyes; then he took a horseback trip across the Rocky Mountains to the Columbia River and back, and resided in Danville, Va., for a time. From 1860 to 1863, as his eyes permitted, he was a student of modern languages and literature in Cambridge, Mass., part of the time being a resident graduate at Harvard University. Finally, however, he was obliged to abandon the idea of a literary life and from 1864 to 1867 he was engaged in financial business in Boston. The following year, he spent in New York, and then traveled for a year in Europe, Egypt and Asia Minor. In 1871, he returned to New York City. Mr. Holbrook was a member of the New England Historic Gcncalogical Society, the Society of Colonial Wars, and the Sons of the Revolution, was registrar general of the Order of the Founders and Patriots of America from 1915 to 1920, and had been governor of the New York society of that order. Levi Holbrook was born in Westboro, Mass., March 7, 1836. He was a descendant of John Holbrook, who came from England in 1660 and settled in the Massachusetts Bay Colony. Mr. Holbrook was prepared for college at Williston Seminary, East-hampton, Mass., and after one year spent in the West, he entered Yale. He was a, member of Phi Beta Kappa and of Linonia. During the six months following his graduation he was in Boston, under medical treatment for his cyes; then he took a horseback trip across the Rocky Mountains to the Columbia River and back, and resided in Danville, Va., for a time. From 1860 to 1863, as his eyes permitted, he was a student of modern languages and literature in Cambridge, Mass., part of the time being a resident graduate at Harvard University. Finally, however, he was obliged to abandon the idea of a literary life and from 1864 to 1867 he was engaged in financial business in Boston. The following year, he spent in New York, and then traveled for a year in Europe, Egypt and Asia Minor. In 1871, he returned to New York City. Mr. Holbrook was a member of the New England Historic Gcncalogical Society, the Society of Colonial Wars, and the Sons of the Revolution, was registrar general of the Order of the Founders and Patriots of America from 1915 to 1920, and had been governor of the New York society of that order. There was no development work in Bolivia during the year 1935, and oil was produced only to meet the needs of the army and of the local market. The refineries in the districts of Camiri and Sanandita treated 25,978,737 liters (163,388 bbl.) of crude oil, which yielded 4058 bbl. of aviation gasoline (Camiri only), 7381 bbl. of gasoline, 718 bbl. of kerosene (Camiri only) and 83,105 bbl. of fuel oil.
