The insufficiencies of our mineral resources are becoming well known, and the national political conscience seems to be troubled at last by our dependence upon mineral commodities which must come from other lands. This realization places increased responsibility upon the industrial, educational, and governmental groups whose task it will be to solve the problems of mineral supply. As we all know, from the time that man first sought mineral deposits until recent years, prospectors have been largely responsible for mineral discoveries. Today the era of the prospector is almost over. The human ants that have literally examined all accessible outcrops and have tested the gravels of nearly all stream beds in the United States have left undiscovered few worthwhile mineral deposits within the scope of their recognition. The pages in the history of mineral exploration are now being turned from the era of the surface prospect to the era of the hidden de- posit.

IN order to provide a clear picture of the development of the sink-and-float process of concentration as applied to the iron ores of Minnesota, a few pertinent facts should be brought out concerning the ores and the products of concentration. Iron ore is primarily a cheap commodity handled in immense quantities. The price of iron ore at present, based on a natural iron content of 51.5 per cent, varies from $2.55 to $2.70 per gross ton f.o.b. cars at the mine or washing plant in Minnesota. Last year 92,000,000 gross tons were shipped from the Lake Superior district (Minnesota, Michigan, and Wisconsin) to the furnaces. Concentrated iron ores have no greater value per unit of iron content than ores that can be mined and shipped direct from the shafts or open pits. For years only the higher grades of concentrating ores could be treated and sold in competition with the immense reserves of direct shipping ore available. These higher-grade "straight wash" ores required only the simplest treatment; namely, the washing out of fine sand from coarse ore particles. As the exhaustion of the "straight wash" ore is reached, rock is found replacing part of this sand, and the ore no longer responds to the former sizing treatment. Substantial tonnages of this marginal (jig ore) remained to be treated. Because of the limitations placed on concentrates by the furnaces-namely, low price of product and minimum amount of fines-iron-ore concentration has been and must continue to be a one-pass process. Only an increase in price or a change in structure of concentrates allowed by the ore consumer will encourage departure from this practice. Faced with the necessity of handling large tonnages, with the limitations mentioned, iron-ore research men have found their search for new and more efficient methods of treatment seriously handicapped and removed from the field of fine crushing. Sink-and-float treatment appeared to offer the best field in coarse concentration and has been proved by several plants to be well adapted to our problem. The use of ferrosilicon as a medium solid was decided upon. In our present practice, the ferrosilicon metal, carrying about 83 per cent iron, 15 per cent silicon and 2 per cent carbon and nonmagnetics, is crushed to pass 65 mesh and used without further sizing. When mixed with water the specific gravity of the medium may be controlled to within 0.02 per cent above or below the required gravity. INTRODUCTION A computer study of excavation support loads in tunnels and other excavations in discontinuous rock masses was undertaken with the distinct element method introduced by Cundall (1971). In the distinct element method the rock mass is modeled as a composition of individual blocks of rock defined by the joint planes. Normal and shear deformation laws are ascribed to the joint surfaces; the blocks of rock themselves are considered to be rigid. The particular version of the program utilized in this study ran a mini computer and used inter, active techniques for the input of geometrical data such as joint orientation and spacing and subsequent display of rock mass deformation and other data. Two major aspects of the behavior of excavations in jointed rock masses are examined in this paper: i) the behavior of unsupported excavations in rock masses with varying joint configuration, joint properties and in situ stress fields; and ii) the modification of the behavior of similar excavations when support is provided. In the latter case the excavation behavior was examined through the use of ground reaction curves. THE DISTINCT ELEMENT METHOD The Distinct Element method introduced by Cundall (1971) is a computer based analysis that simulates the behavior of a system of discrete, semi-rigid rock blocks. Block interactions are governed by realistic friction and stiffness laws; each block may undergo unlimited displacement and rotation while progressive failure is modeled.

DURING an electron microscope study of the w phase in zirconium-base alloys,1 a stereographic technique was devised which allows the synthesis of high energy electron diffraction patterns from a single crystal containing several variants of a second phase. The technique will be described using as an example the w phase which forms in a bcc matrix. The w phase was suggested by Silcock et al.2 and Bagaryatskii et al.3 to have a hexagonal structure with (0001)111(111)^, [001]B//[110]B* *The subscripts B and 1 are used to refer to the bcc phase and one particular orientation of the w phase, respectively. and with cell parameters aw = v2aB, where a^ is the lattice parameter of the bcc struc-ture. Since there are four <lll>B directions there should be four orientations of the w phase. In approaching this problem the question to be answered is, "What reciprocal lattice vectors from the B phase and the four w variants lie in the particular reciprocal lattice plane of interest?" One may restate the question in the form, "What plane normals from the B phase and the four w variants lie in the particular reciprocal lattice plane of interest?" The question is answered and the desired diffraction patterns are plotted using the following stereographic technique. Knowing the cw/aw ratio (=0.613 for the as-quenched form of the w phase), a stereographic projection of plane normals from one w variant can be constructed relative to a cubic projection using the above orientation relations, with the direction of the projection along the [001]B direction, Fig. 1. In certain areas of the New Cornelia pit, considerable secondary blasting is necessary to reduce oversized boulders, formed from primary blasting, to pieces which will pass the 41/2-cu yd dippers on the shovels. Some of the boulders are &apos;dobied, but when time permits they are blockholed and blasted. In most instances one hole drilled to a depth of 2 to 3 ft and blasted with 1/3 to 1/2 of a stick of powder will break a boulder satisfactorily. Blockholing is normally done by using a jackhammer of the 55-lb class, 1-in. round drill steel, and detachable steel bits, 2-in. gauge when new. A bit change is usually made after the completion of each hole. The use of light drilling equipment in blockholing is desirable, both from the standpoint of safety and ease of doing the work, and when it was seen there was a possibility of using a lighter jackhammer through the use of tungsten-carbide bits and at the same time get at least the same drilling efficiency as with the standard equipment, it was decided to test tungsten-carbide bits. The claims for long life of the bits and footage drilled before resharpening gave hopes of eliminating much of the delay time in changing bits which is unavoidable with the use of steel bits. and thus gain in actual drilling time.

WINCHELL, Minneapolis, Minn.-There are two questions I should like to ask: First, does the Department still adhere to the decision made in the East Tintic case? Second, does the Department require placer ground to he of such value that, in the opinion of the Forest Service employees, it will pay to work, before admitting the location to be valid? T. C. HOYT,* Ogden, Utah.-With reference to the first question: the Department does not hold to that decision, as it was reconsidered by the Secretary Of the Interior, and the Department is governed by the decision of the Secretary Of the Interior, on those points always. The Department of Agriculture makes no decision as to what constitutes a sufficient discovery. The mineral examiners simply report their findings and Opinions. These are transmitted to the chief of the field division of the General Land Office, who in turn transmits the reports to the Commissioner Of the General Land Office, who decides whether the report raises an issue requiring a hearing. If a hearing is ordered, expert testimony is given on the question of the discovery, as well as the evidence of practical people who operate in the vicinity of the claim in question. As to the extent of placer values considered sufficient to justify a location, my answer will need a little amplification. I couldn&apos;t answer it directly for the reason that sometimes people resort to placer claim location as a means of acquiring land for Other purposes than placer mining, which makes it absolutely necessary that the government give close attention to the question of whether good faith has been shown, as it is the evidences of good faith that largely determine whether a report adverse to a claim shall be made. That is a difficult point to cover sometimes. For instance, in the region I have recently visited there are some 17 miles of a valley, from ¼ to ¾ mile in width, all covered by placer locations. It is valuable stock-grazing land, and is stocked at the present time. It also contains a stand of timber, and is on the watershed of an important stream-important from the fact that it furnishes the water supply to government storage reservoirs, and to pending reclamation and Carey Act projects. In this case the placer claims will not be disturbed as mere locations. They will simply remain there, and there will be no action with reference to them until the claimant asks for patent or, before patent, begins to denude that watershed and remove that timber. The intermetallic compound Ti2Co was studied by X-ray diffraction and metallographic techniques. The phase occurs off stoickzometric composition, with its greatest variance at high temperature. The solubility limits of the phase have been cletermined, and an amendment to the titanium-cobalt phase diagram is suggested. THE first intermetnllic compound to appear at the titanium-rich side of the titanium-cobalt system was found by Laves and wallbauml to be Ti2Co. They described this compound as isomorphous with Ti2Ni and Ti2Fe, and demonstrated that it had a face-centered-cubic structure with 96 atoms per unit cell. This contention is supported by the work of Duwez and Taylor2 and Orrell and Fontana3 who also determined the lattice parameter to be about 11.30A. Rostoker4 believed that Ti2Co did not exist, and that the phase considered by the other workers to be Ti2Co was Ti,Co20. However, Orrell and Fontana determined oxygen and nitrogen contents and found that their alloys did not contain sufficient of these elements to produce significant quantities of a stoichiometric oxygen compound. The present investigation was initiated to determine the composition limits of the phase Ti,Co.

Studies relating to the behavior of coal toward oxygen may have for their purpose the determination of the fundamental factors that underlie spontaneous combustion, weathering and deterioration, and the general topic of storage, as well as those properties that have to do with the underlying principles of carbonization. There is also involved the possibility of developing information relating to the constitution of coal, or at least the chemical properties inherent in the type substances of which the coal is composed. It is the purpose here to record certain results bearing on this latter idea of the chemical properties that characterize the main constituents of bituminous coal. The avidity of freshly mined coal for oxygen has long been known. What happens to the coal or to the oxygen is not so clear. Is the oxygen absorbed or chemically combined, and what are the conditions as to time, temperature, texture, or components that are most involved in the phenomenon? If we subject a weighed quantity of coal maintained at a constant temperature to a current of oxygen, we may obtain three factors of interest—the weight increase of the coal, the weight of the water, and the weight of the carbon dioxide formed in the reactions involved at that

The principal interest in the oil situation in Colombia during the year centered around the enactment of the new petroleum law and the applications for concessions subsequently made by various interests. The year was a comparatively uneventful one from the standpoint of actual operations of drilling and development. There was a falling off both in exploratory work and in the development of producing properties; and as a result of curtailment of production, the output of oil from the country dropped to the lowest level since the completion of the looping of the Andian pipe line to the coast in 1927. Legislation Law No. 371 of 1931, with its Regulatory Decree No. 1270, was enacted during the year and marked Colombia&apos;s attempt to encourage more extensive exploration and development of the prospective oil resources of the country. Some of the outstanding provisions of the law are as follows: Tracts may be acquired by a concessionnaire directly and by transfer ranging from 5,000 to 100,000 hectares, except in certain reserved territories east of the summit of the eastern cordilleras where the maximum is increased to 200,000 ha. A security deposit of $1 per hectare, minimum $25,000, is required on government grants, and is returned to the concessionnaire only upon the fulfillment of stipulated terms of the law. Rentals, increasing progressively from 10c per hectare per year the first two years to 50c per hectare the sixth year, are required up to the start of the production period (beginning of development). The concession terminates 30 years after the beginning of the production period and can be extended for 10 years more at the option of the contractor. Wells must be produced at no less than 25 per cent of their maximum capacity. Royalties on oil from national lands vary from 2 to 11 per cent of the gross product, depending on the distance of the concession from the port of loading. Deeper drilling, resulting in greater circulating distance and pressure, has directed attention to the advantages of the study of properties and control of rotary muds, which until recently have not had much consideration. One fundamental property of muds is viscosity, and viscosity is influenced by the quantity and character of colloidal material and can be controlled by chemical treatment. Colloidal Matter of Rotary Muds Two types of colloids are found in muds; the hydrophobic and the hydrophilic. Hydrophobic colloids do not associate intimately with water and are sensitive to small quantities of electrolytes. Hydrophilic colloids associate intimately with water, but are not so sensitive to electrolytes. The colloidal particles of rotary muds are derived from clay; In clay the particles may range in size from submicroscopic to macroscopic; a substance is a clay if the greater proportion of the particles are within the size limits prescribed for clay. The larger particles are inert and have no effect on the viscosity of normal hydrophobic colloidal muds. There are two theories accounting for the colloidal properties of clay-water suspensions: (1) the physical theory, that clay in water is a coarse colloidal suspension, and (2) Ashley&apos;s1 theory, that clay is a granular material with a colloidal gel surrounding the crystalline grains. The most important colloidal substances known to exist in clays besides the clay particles are: (1) colloidal silica, (2) colloidal alumina, (3) colloidal ferric hydroxide, (4) colloidal silicates, and (5) colloidal organic matter. Plasticity, a peculiar property of clay-water suspensions, is due to the colloidal particles. It is commonly (although not with strict accuracy) measured in terms of viscosity, and depends upon the amount and the state of flocculation of the colloidal matter present in the suspension. Passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of the Federal Government into the problems of mining. Such a law was necessary simply to help re- solve a number of disputes in mining. Now, however, a hundred years later, the extent of government involvement in the mineral industry often comes as a shock to the mining engineer who has reached management level. In fact, he has been poorly prepared for an understanding of the role of government in the industry and he becomes frustrated, even hostile. In our political system, private industry is responsible for producing minerals and the Government sees to it that production will be adequate for a peace-time economy and for any emergency. There have been great social and political changes since World War I1 with the result that the Government&apos;s participation in our society has steadily increased. A new dimension in business and government relations has been introduced which should be examined more closely.

THE late steel strike resulted in an unusual reversal of field when Brazilian interests shipped steel to the United States to assure completion of a blast furnace under construction in Cleveland for the national Volta Redonda mill. The furnace is one of the key factors in an expansion program scheduled to raise Brazilian steel production by 280,000 tons, bringing annual output to 1 million tons. The first consignment shipped to Cleveland included 500 tons of slab and plate steel, and was followed later by another 300 tons. Brazil wants to blow in the furnace by July 1, 1953, and the restricted allocation system brought about by the steel shortage offered a real threat to the deadline. Volta Redonda, established during World War II by Brazilian and American financing, accounts for more than half of Brazil&apos;s steel production.

INTRODUCTION As the title of this paper suggests, the author does not believe that risk can be managed. Rather, the objective is to identify the risk which will be present in a given venture and assess the level of that risk which is acceptable. More often than not, the risk which is present is subject to little or no modification. After identifying and measuring the risk a corporation will decide to accept it and proceed in such a way that it will be less exposed, or it will decide not to proceed at all. The exercise for a corporation is different only in degree from everyday judgements made by average people in average situations. However, that word "degree" means that it is considerably more complex on the corporate level. There is good reason for the additional complexity of corporate risk evaluation. The variables influencing a company&apos;s decision can be more numerous and the penalties for miscalculation much greater than those normally encountered by an individual. It should be understood that no analysis of risk, certainly not one as brief as the following, can do more than touch on some of the high points. Before examining the sorts of risk which affect the development and operation of specific mines, let us consider the broader aspect of the term with which mining companies, and all other business corporations, must deal. Companies must determine their long-term objectives and strategies within the context of a constantly changing world. To plot their direction they must attempt to read the future by seeking answers to questions such as: How will society evolve? Which businesses will thrive? In which of these should we place our emphasis? If a company hopes to be around five or ten years from now it must make the attempt to answer such questions in order to judge the impact of changing patterns in the evolving business environment. Information is available to allow the lessons of the past to be projected on the future. We have data on birth rates, economic booms and busts, patterns of conflict within and between nations, drought and other forces of nature as well as individual events which cannot be predicted, but which over time, do seem to occur in regular cycles. Ultimately the question "where will we be and what will we be doing a decade from now?" must be answered by one or more senior people with responsibility for the company&apos;s future. The compilation and interpretation of hard data by competent support staff, can only be used up to a certain point in determining future corporate strategy since there will be alternative possible futures and a high degree of risk will always remain. At this point those elusive qualities of experience, instinct, and - "gut feeling" - become important factors in choosing a long-term corporate direction. The goals of a company have a significant bearing on its attitude towards risk. This in turn dictates the "hurdle rate of return on investment" which a project decision-maker will require. The hurdle rate is the minimum-discount-percentage-rate applied to forecast cash flows to give a present value of zero to the All-Equity-Funded Investor. The feasibility study for a project is a fundamental tool in the management of risk. An experienced team has an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of conservation is built in at all levels of study data and, if the project is technically feasible, the hurdle rate becomes a catch-all measure of risk in a base-case project cash flow.

There was an increased amount of activity in the oil business in Colombia during 1934 over that of the past several years in point of production, development and exploration. The Tropical Oil Co. continued to be the only company operating on what may be called a commercial basis, although the Gulf, through its subsidiary, the Colombian Petroleum Co., was actively engaged in exploratory and developmental work on its Barco property in eastern Colombia. The Socony Vacuum interests acquired an option from Sr. Luciano Restrepo on a concession in Las Monas-Sogamoso River area and carried out geological investigations on these lands during the year. Colombian Petroleum Company The activities of the Gulf in exploration and development in Colombia during 1934 were confined to the Barco concession. The following information is furnished through the kindness of Mr. E. S. Bleecker, Chief Geologist of the South America Gulf Company. Two strings of tools were kept in operation throughout the year on the Petrolca (Tarra) structure. Three wells were completed, including one deep test, all of which were producers from one or more of the three zones which have been defined in the Lower Cretaccous limestone formation. I DESIRE to call the attention of the Institute to a new form of drawing-board trestle. With the ordinary four-legged trestle, commonly used, one has not the means of adjusting the height of the board to the draughtsman. To obviate this inconvenience, and at the same time to enable one to incline the board, I have devised an arrangement of curved and straight slots and thumb-screws, by means of which the board can be raised three or more inches, and placed at any desired angle of inclination on either side. Figures 2, 3 (Plate I) show side and end elevations of the trestle for a single board, and Figure 4 for two boards. The latter form is adapted for use in schools, or where it is desired to economize space.

THE subject of fuel-briquetting has attracted much attention on the part of engineers and investors for the past 15 or 20 years, and especially in recent years, during which a number of plants have been built, with more or less commercial and technical success. Our technical literature contains numerous descriptions of certain processes, and discussions of the industry in general. For a history of the development of the art in the United States, and for descriptions of many of the processes which have been tried, reference may be made to the files of our Transactions, and, for more recent information, to a paper by C. T. Malcolmson, read before the First Annual Convention of the International Railway Fuel Association in June, 1909. The purpose of the present paper is to describe the briquette-plant of the Solvay Process Co. and the Semet-Solvay Co. at Detroit, Mich., which, after a period of long and costly evolution, is now operating satisfactorily on a commercial basis. I believe that it will be of interest to some of our members to have the details of operation, lower-consumption, labor, etc., as worked out on a practical and commercial scale in a going operation. The briquette industry has had a somewhat checkered career in the United States, and much the larger portion of the failures has been due entirely to commercial causes. It seems axiomatic to say that before undertaking the installation of a plant for manufacturing briquettes it is necessary that the local situation should be carefully examined : First, to determine the kind of briquettes, if any, the local market will consume; that is-to say, whether the available fuel-supply is such that briquettes would be a welcome addition, and whether the most promising field is the industrial or the domestic market. THE graphic methods and records described in this article have been developed, with satisfactory results, for the use of executives of the Chino Copper Co., in Hurley, N. Mex. Particular attention is directed to the use of large wall-charts, the quick reference display of large charts, the scale notation of metallurgical charts, the inclusion of mesh extraction on screen analysis diagrams. To properly comprehend the operation and metallurgical results from a concentrating plant, a daily record of essential data is kept, usually involving the dry weight of ore milled or treated, dry weight of concentrate or metal produced, assay values of heading, assay values of tailing, assay values of concentrate, and percentage of extraction or recovery. In addition it is often necessary to record moisture, pulp density, or dilution; percentage of weight of oils and reagents employed; screen analyses of grinding conditions, oversize, etc.; assay values of non-valuable or interfering substances; cost data; and such special information as may be required.

Florida is blessed with some of the worlds greatest phosphate rock deposits, and doubly blessed in that those deposits are uraniferous. Until recently, the uranium con¬tained in phosphate rock had been ignored, but spot mar¬ket prices in the $40-per-pound range have spurred actions which will soon transform the state into a major uranium supplier. In 1978, two plants in Florida and one in Louisiana went it on- stream to recover uranium oxide from phosphoric acid, and construction began on three other extraction facilities. Together, these six plants will be cap¬able of recovering 1940 t/y (2140 stpy) of yellow cake from Florida phosphate in the early 1980s, equivalent to 15% of the projected US requirement. By the year 2000, Florida phosphates will have produced a projected 49 000 tons (54,000 st) of uranium oxide to fuel the nation&apos;s nuclear reactors.
