This chapter on the Alaska Juneau mill is intended to make clear that "choice of methods," or the selection of proper methods, is the first essential step in launching a new enterprise; and to illustrate that when entering into new country where local conditions and physical features are new or strange to an engineer, he should respect the practices already adopted and followed in meeting peculiar conditions in these new countries that may seem strange to a casual visitor. For example, Americans going into Malay Peninsula with their most up-to-date machinery for drilling placer prospect holes found their cost to total about $3 per foot; by adopting native methods, it was found the same work could be done for 50 cents per foot. Also, those not used to frozen road conditions in a country of arctic climate might scrape the snow off such a road and cause unending road troubles into the following spring and summer; while natives understanding local conditions would leave the snow on the road. THE aim of this paper is to point out the various ways in which design is taught in standard four-year mining engineering curricula in American colleges and universities; to discuss the reasons apparently justifying the great diversity of procedure that exists along this line; and to indicate possible solutions to the difficulties now attending the teaching of design. A study was made of typical four-year mining engineering curricula in 15 colleges and universities of the United States (Table I). Great diversity in content of the various design courses, if taught as described, became apparent immediately. It appeared that it might be both interesting and instructive if the cause for this colorful variety could be found. Was the cause local mining conditions, departmental individuality, or actual necessity? Study of the school catalogues revealed that the various design courses could be classified into two fairly distinct types; namely, (I) those dealing with mine equipment or structures, and (2) those dealing with underground layout of mine workings. It seemed reasonable to label the first type of course "mining design" and the second type "mine design." Some such distinction must have been in the minds of mining educators, for we find both names (i.e., mine design and mining design) used to designate the design courses included in the various mining curricula. Unhappily, the name and the apparent content of such courses do not, in all instances, conform to the classification made here, although in most instances such conformation does obtain (Table I). It is possible that in the exceptional case the method of teaching a design course, and consequently the content of it, may have been changed at some time without change in the name of the course. Apparently only 3 of the 15 schools made an effort to cover both types of design in their curricula (Table I). Two other schools did not list or describe any course of study that could with certainty be taken as a design course. Of the remain¬ing to schools, 9 gave a mining-design type of course and one gave a strictly mine-design type. Obviously, the preponderance of design courses afforded are of the mining-design type. Why? To answer this question, it is necessary to make a study of the prerequisites for the two types of design courses taught. In all schools the design courses were taught in the senior year; in eight, design was taught throughout both semesters; in two, it was taught during the first semester only; and in three it was taught during the second semester only. Consequently, excepting the last three cases noted, it is obvious that all prerequisites for a design course should be completed by the end of the junior year. PREREQUISITES What are the probable prerequisites for the different kinds of design courses as they appear to be taught? THE annealing or softening temperature of cold-worked copper is appreciably increased by almost unbelievably small amounts of silver. As indicated by some data in this paper, the softening temperature of high-conductivity, tough-pitch copper may be increased from 200° to 350° C. by the addition of only 15 oz. per ton (0.052 per cent) of that element. Because it has this higher annealing temperature as compared with the silver-free metal, silver-bearing copper finds considerable use in industry. For example, when hard-rolled copper is used in operations that involve soldering or tinning, silver-bearing copper insures against loss of strength, whereas silver-free copper becomes "dead soft." Yet-though several investigators, beginning with Caesar and Gerner1 in 1916, have shown that small amounts of silver do definitely raise the softening temperature of copper-data are lacking on the problem: What is the specific influence of different amounts of silver on this tem-perature? It was to help in filling this gap in the knowledge of what might be termed "alloy coppers" that the data given herein were obtained. The softening of cold-worked copper depends, of course, on a number of factors, of which the composition of the material is only one. Other highly important factors are the degree to which the material is cold-worked and the time it-is held at the annealing temperature. The method of cold working and the grain size of the metal produced are also signifi-cant. All these variables were taken into account in the investigation reported here, and the influence of silver on the electrical conductivity and on the working was also considered.

THE technical- advantages of adding oxygen to air and producer gas, or using it as a reactive agent, producing 400 B.t.u. gas instead of. the present 150 B.t.u., with higher flame temperatures and a reducing flame possible, with a smaller volume of gases passing through a furnace, will result in quicker melting, sharp working, and the production of a higher quality steel. Probably electric-furnace quality steel can be produced in an open-hearth furnace using oxygen. A modern, standard, 100-ton open-hearth furnace, with all equipment, costs from $350,000 to $500,000; there are about 1000 open-hearth furnaces in this country. When considering the use of oxygen in the open-hearth furnace, it is necessary to study: (1) The use of oxygen in the present furnaces, such that modification of existing furnaces and equipment cost the minimum, although the full advantages of oxygen are not thus obtainable. (2) The use of oxygen in a furnace designed for its use, producing quality and quantity steel at the lowest possible cost. This entails the junking of approximately one-half the value in existing equipment-writing off $250,000,000. The basis of such an estimate is the present cost of manufacturing open-hearth steel. Objection may be taken to some of the unit prices here given, but while some companies obtain their ores for much less, the prices quoted are -market price. They are used to show the maximum economy obtained by oxygen at that point.

Terminal facilities were recently completed at Conneaut, Ohio, on Lake Erie, for the Bessemer and Erie Railroad Co. (a wholly-owned subsidiary of U.S. Steel Corp.) which may become the blue- print for all future coal shipping terminals. Design and engineering of the new facility was by Soros Associates, New York, N. Y. Unlike terminals of conventional design, for example, those at Toledo and Newport News, which load coal directly from the railroad car to the vessel, the new installation passes the coal into temporary storage, loads the vessel from temporary storage and provides alternative reclaiming systems in case of major system failure.

IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

(communication to the Secretary*).-I notice that Mr. Callow takes issue with me on certain points I have previously contributed to the Transactions, to which I would reply," follows: Regarding Inspiration: Mr. Callow's refinements of gravity methods made just prior to the advent of flotation in the Southwest were intended to be "down to the minute," and the gravity flow sheet for Inspiration ores which he brought out at that time as the result of his long campaign of experimentation was regarded by many as the last word in wet gravity work. It was not my intention to discredit this good work when I said "he threw small light on slime treatment." "Minus 200 mesh," however, is not-synonymous with "real slime." Repeated treatments by gravity methods will result in the separation of a very large percentage of the fine granular sulphides in sizes much finer than 200 mesh, and I gave him due credit for that. The unavoidable losses were made in the "real" slime which I mentioned in the paragraph which Mr. Callow refers to as my "statements on page 1871," and his refinements were not a solution to the real slime problem. Mr. Callow has called attention to the fact that his best results at. Inspiration in gravity work were obtained on Joe Bush ore and he presents a table, viz., Tests Nos. 68, 71, and 72; and asks us to consider and compare these results, made by his refined gravity methods, with the results obtained by 'flotation methods in the new mill "during the second half of 1915 and in August, 1916." Of course, the ore treated in the mill was what happened to come. It was not Joe Bush ore, and therefore comparisons of detail figures are of no value. In regard to Mr. Callow's statements under the caption "Callow Cells Adopted by Arizona Copper Company," I would say that those who have been sufficiently interested to read my paper and' his remarks will notice what amounts to contradictory statements on several points which I cannot allow to go unchallenged. I was on the ground constantly and got my information at first hand. The tables published were the official ones. Mr. Callow was not present during the period and has been laboring under that disadvantage.

I AM very much impressed by this manifestation of international brotherhood; the mining engineers on both sides of the ocean have similar subjects to deal with, meet with the same difficulties, expose themselves sometimes to similar dangers; they are like companions in arms in the battle fought by mankind in order to subjugate the natural forces and to draw profit therefrom. There is no other field where this fraternity must manifest itself more actively than in the studies pursued with a view to improving the safety of mines and to rendering impossible in the future these mining disasters, which every year claim hundreds of victims. These are very difficult problems, the solution of which requires numerous and laborious experiments accompanied by very arduous scientific investigations; it is extremely desirable that the various mining countries, which have undertaken to solve these difficult problems, should unite their efforts in order to succeed as soon as possible and as well as possible. This idea has been fully grasped by your Bureau of Mines, which has brought me to Pittsburg; the daily exchange of views with the distinguished chief of-the mine investigation division, George S. Rice, and with his excellent collaborators, the comparison of the results obtained at Lievin and Bruceton, the checking of these results by means of new tests, the profound study of the measurements, diagrams, measuring and laboratory apparatus, the cooperative investigation of new apparatus, or the preparation of new investigations, are, I hope, of such a nature as to bring about great progress. I think that it will be interesting to you to know what has been done in France along this line.

Partition (Tromp) curves, as used in diagnosing problems in coal cleaning equipment, are discussed and classified using five arbitrarily chosen types to represent, on a scale from one to five, system performance. Causes of unsatisfactory Tromp curves for various cleaning units, ranging from operational inadequacies to problems best corrected by the equipment builder, are analyzed.

THOMAS CROWE,* Victor, Colo.-The interest manifested of late in the treatment of low-grade ores, together with Mr. Clevenger's discussion of the Mill and Metallurgical Practice of the Nipissing Mining Co., prompts me to acid a few remarks relative to concentration in connection with cyanide treatment of low-grade ores. Mr. Clevenger in this discussion does not condemn concentration in this connection, but, nevertheless, the tone of his remarks would lead one to believe that his conclusions are like those of many others: that concentration is often turned to as a last resort in an attempt to improve or obtain an extraction upon an ore by the recovery and sale of the refractory portion of the ore. This, I will attempt to point out, is not always the case. Concentration in connection with cyanidation often performs an entirely different function, i.e., one of saving fine grinding. Economy being the keynote of successful treatment of low-grade ores, the problem often becomes more commercial than metallurgical, and, as there is generally a definite ratio existing between cost of operation, degree of comminution, and percentage of extraction, the grade of ore under treatment usually imposes a limit upon these factors. With many ores grinding is the most expensive single item in their treatment; therefore, the degree of comminution is very apt to be governed by the allowable cost of operation. With most ores the degree of comminution controls to a great extent the percentage of extraction. So in the treatment of low-grade ore it often becomes necessary to sacrifice extraction, through coarse grinding for the benefit of cost, in order that the greatest ultimate profit may be obtained, and it is under these conditions that it is, possible for concentration to play an important part in overcoming to some extent the effect of mesh. The precious metals occurring in an ore are usually closely associated with the metallic portion of the ore, and as this metallic portion is generally fairly well liberated from the gangue at comparatively coarse meshes, further grinding of the ore is necessary only in order that the metallic portion may be reduced sufficiently fine that the precious metal part of it may be dissolved by cyanide solutions in a reasonable length of time.

THE problem of the proper size and capacity of the open-hearth furnace has been a predominant issue ever since its inception some sixty years ago. The original furnaces, built in 1868 at Landore, England, were only to 3 to 4 tons capacity, and from' this there has been a steadily increasing and almost uniform rate of expansion until furnaces producing 300 tons are in successful operation today. At the end of the first half of this 60-year period, or about the year 1900, 50-ton furnaces we're common. Up to this time the problems of expansion had been largely those relating to suficient capital and the engineering development of larger units. But as 75, 100-ton and larger furnaces were proposed apprehension grew and other questions assumed leading consideration.

NUMEROUS references have been made recently to "Alaska's oil reserves," and in view of the wartime petroleum situation sober thinking demands a dispassionate and scientific study and investigation of these reserves or supposed reserves. The question naturally arises, "Is there actually oil in Alaska, or are the reserves there a supposition?" True, in 1923 President Harding established Naval Petroleum Reserve No. 4 in Alaska, certainly implying that oil was there. This reserve, embracing about 35,000 sq. mi., was set aside on the advice of the Bureau of Engineering of the Navy Department and was based upon the existence of known petroleum seepages at Cape Simpson on the Arctic coast. The Cape Simpson seepages have been known for more than fifty years, but in spite of persistent rumors of other seepages in northern Alaska no definite evidence of their existence has been available.

AT THE beginning of February the British Government announced acceptance of the American terms for funding the war debt, the main features-being as follows: Interest rate of 3 per cent. for the first 10 years and then 3 ½ per cent. up to the final extinguishment of the debt at the end of 62 years. The interest from the time since the loans were made to the actual beginning of the funding arrangement to be recomputed at 4 1/4 per cent. instead of the 5 per cent. rate now in effect. Congress ratified the contract respecting the British debt. The ship subsidy bill was relegated to the rear, which is indeed an end to the project. The natural consequence of this will be a liquidation of the Govern-ment's shipping business. The joint committee on the reorganization of Govern-ment departments made its report to the President. In general this seems to offer a well-considered plan for the coordination of Government service. The pro-posals respecting the bureaus that are particularly associated with the mining industry may be subject to criticism. According to the committee's plan, the Geological Survey remains in the Department of the Interior, but the Bureau of Mines and the compilation of the statistics of mineral production are transferred to the Department of Commerce. The Lausanne conference among the European powers came to an end early in February, without any treaty having been signed, owing to the refusal of the Turks to accept the ultimatum of the Allies. Theoreti-cally this left conditions in a state-of war between the Allies and Turkey. However, no actual movements have resulted. The French and Belgians continued to hold the Ruhr district of Westphalia, extending their lines and administration of the region. The Germans adhered to the policy of passive resistance. In the Parliament of Great Britain the French and Belgian policy was plainly declared to be unwise and dangerous. French and Belgian industries, moreover, were troubled by strikes among their own coal miners for higher wages. The Poles and Lithuanians engaged in border war-fare;. the civil war in Ireland continued. The rest of the world was quiet insofar as military operations are concerned.

(Cleveland Meeting, October, 1912) THE following notes are submitted in the belief that they may interest some of the many owners of small water-power plants, so generally used in mining-work throughout the West. A small and somewhat primitive quartz-mill was taken over by a leasing company, and a 10-stamp battery was installed. Originally, power had been furnished by a Pelton wheel ; but, since the supply of water depended on the rate at which snow was melting on the mountains, a steam-plant had been added to help out during cold spells. This auxiliary plant was antiquated and expensive to operate, and, soon after starting up the remodeled mill, it broke down completely; so that it became necessary to get all the power possible out of the Pelton wheel,. with its ever-varying water-supply. The pipe-line, about a quarter of a mile long, was made up. of assorted sizes, from 7 to 11 in. in diameter; and, since it was buried deep under snow, there were no data from which to calculate the theoretical size of the nozzle. The stream being at this time at a low stage, it was important to make the most efficient use of the available water. This was done by using a nozzle large enough to pass the whole supply-taking care, however, to limit the size so as not to lower the water-level in the tank at the head of the pipe-line. As the weather became warmer, the nozzles were gradually enlarged to meet the increasing volume of water; but a point was finally reached where further enlargement only gave decreased power. Evidently the loss from friction had more than balanced the gain from the increased flow through the pipe. However, the area of nozzle that developed the, maximum power from the pipe-line had been found. This was used; and the surplus water was allowed to run to waste at the head of the line.

For over 200 years meerschaum has been a significant item of trade between the Near East and countries to the west. Best-known for its use in making smoking pipes and cigar and cigarette holders, it is also used in making a variety of decorative and ornamental items. It is easily carved, and is given an attractive, lustrous finish by rubbing. No published specifications are known, but compact form, purity, uniform whiteness or light color, and uniform, porous texture appear to be requisites. Fig. la shows the appearance of a piece of crude meerschaum from Turkey; [Fig. lb a carved item; and Fig. lc, d, and e] show the fibrous and porous texture as revealed by the scanning electron microscope. Neither a major industrial mineral nor a precious stone, meerschaum nevertheless holds a record of long-and continuing-association with art and personal affairs of man. It is also a mineral to which modern methods of exploration and production probably could be profitably applied. An interesting account of the preparation and use of meerschaum in the early part of this century is given by Sterrett (1907). Geology and Mining Mineralogy Meerschaum is recognized now to be the compact variety of sepiolite, the claylike variety of which is one of the minerals included in the chapter on clays. The word "meerschaum," from the German meaning "sea foam," was in earlier times used synonymously with "sepiolite," a word of Greek origin suggestive of the resemblance of the compact variety-then the only variety known-to cuttlefish bone. At one time "meerschaum" was used as the commercial name, and "sepiolite" for the scientific name. However, to think of meerschaum as the name by which sepiolite is known commercially is no longer valid, in view of the recent emergence of the earthy variety as a competitor of bentonite and other clay materials. Present tendency is to restrict the term "meerschaum" to the compact variety, and to use the term "sepiolite" as a more general name to include both the compact and earthy varieties. This is the terminology followed in this publication.

AT the outset, the authors of this paper desire to file a disclaimer and an, explanation. They have no inside information from occult sources; neither of them feigns clairvoyant powers in the slightest degree. It is true that they have indicated on be graphs an approximate trend for the consumption of seven important mineral commodities up to the year 1954. At best this is a risky business; the figures do not pretend to be any- thing more than reasoned conjectures that are predicated on an attempt to evaluate some of the more obvious of the many factors that are likely to have a bearing on the future.

Under a cooperative agreement between United States Bureau of Mines and the Truax-Traer Coal Company, some operating-scale experiments have been made with the cyclone thickener in the preparation plant of the Shamrock No. 1 mine at Kayford, West Virginia. These tests were made with a 14-in. cyclone of the type developed by the Dutch State Mines in Limburg. It was applied experimentally to the thickening of solids in washery water to obtain performance data to show the range of sizes that may be recovered and other operating characteristics that would indicate the field of usefulness of this device in coal preparation practice. This is a progress report only. It covers results obtained in a series of 17 tests of the operation of what has been considered a unit of commercial size operating on suspensions of fine coal mixed with a relatively small amount of freeimpurities. The underflow material, after further dewatering in centrifuges, is a marketable grade of coal.

Improved procedure in the manufacture of rail steel has come as the rail user demanded better wearing qualities combined with greater unit weight. With each weight increase per lineal yard has come greater difficulty in making a product that would successfully withstand all tests that modern rails must meet. With these facts in mind, and with a sincere desire to produce a rail whose service in track would be satisfactory in all respects, the steelmaker was quick to realize that all of the factors entering into his process would have to be more closely controlled. Control of rail-steel slags was recognized as one of the most important of many interdepending factors. The object of slag control is to hold the slag compositions within a range that gives the best results with respect to economy of production, uniformity of analysis, and quality of the finished rails. The most important component of the slag from the standpoint of these production and quality factors is the ferrous oxide content. This component is a good indicator of the basicity and oxidizing power of the slag, and these largely govern the effect of the slag on the steel. Consequently, the

PLANS for development of the San Manuel ore- body have been worked out and are progressing parallel with construction of the surface plant. This property lies in the Old Hat mining district, Pinal County, Ariz., about a mile south of Tiger where the St. Anthony mine once produced gold, molybdenum, vanadidn, lead, and zinc. Two development shafts have been completed and serve as ingress for preparation of the 1475 haulage level and 1415 grizzly level. Three other shafts are being put down. The Nos. 3A and 3B shafts will provide the ore hoisting facilities. The No. 4 shaft, now being sunk, will be at the main mine service and supply yard, with primary function to provide the mine with supplies.
