A SERIES of papers on the study of austenite grain A size in cast steels has been published recently.'" These studies show that in the as-cast state, the austenite grains are quite large, for they form as the steel freezes at a very high temperature, but a simple reheating above the critical range produces a new set of austenite grains which, in many instances, is finer than ASTM grain sire No. 8. Furthermore, there is no apparent relationship between as-cast austenite grain size and subsequent grain size produced by heat treatment. The as-cast austenite grain size can be determined easily in plain carbon and low alloy steels which produce a continuous grain boundary f errite envelope in the as-cast structure. THE work performed by, the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

Early in 1963, the Inspiration Consolidated Copper Co., at Inspiration, Ariz., began a program to make automatic the lubrication of several critical points on their KW Dart 37SL haulage trucks. Prior to installation of the automatic lubrication system, all the haulage trucks were serviced by hand every three shifts. Now, with automatic lubrication, the service period has been extended to four shifts. What are the principal benefits to be expected from such a system? 1) Uninterrupted production; 2) extended machinery life; 3) good housekeeping; 4) lower maintenance costs. Of these points, the most important to truck maintenance are extended component life and lower maintenance costs.

THERE is at least one concrete indication that Soviet Russia's two most important iron ore producing centers are seriously depleted. While keeping in mind Russia's penchant for reverse propaganda, one piece of evidence indicates that Magnitugorsk in the southern Urals and Krivoi Rog in the Ukraine have been mined to a point where lower grade ores are being recovered. An article in Pravda, Soviet newspaper, by I. P. Bardin. a Russian metallurgist, says that ore presently mined must undergo an expensive enriching cycle before it can be used in blast furnaces. Com- pounding Russian metallurgical troubles is the low quality of coking coals. High ash and sulphur content typifies the coal Badin talks about. Coal from the Ukraine, Eastern Siberia, Kazakhstan, and the Far East requires extensive treatment before it can be used, according to the article in Pravda.

As permissible explosives and electric detonators are now generally recognized as the only safe means of blasting in coal mines, this paper is limited to their use. Causes of Misfires There are many different causes of misfires, but the principal ones are as follows: 1. Explosives which have deteriorated through improper storage either at the storage magazine, the distributing magazine, or at the working face. This is not only true of the explosive itself, but also of its detonating agent. 2. Improper priming and charging at the working face. This commonly occurs when the explosives are handled by inexperienced persons. 3. Improper methods of tamping; the leg wires of the detonator may be abraded or broken by the tamping bar or stick, thereby causing a short or broken circuit. 4. Faulty leading wire, or electrical apparatus of insufficient strength to explode the detonator. Prevention of Misfires Storage is an important factor, especially with permissibles of a nitrate or ammonia base. Both explosives and detonators should be stored in substantially built, fire-resisting magazines and should be situated so that the minimum amount of moisture and heat is present. They should be so constructed that a constant supply of fresh air enters; the floor of the magazine should be raised to permit the circulation of air under the stored explosives. Boxes should be stored top side up and in such a manner that the old explosives are used before those of a later delivery. This eliminates chance of deterioration from lengthy storage. Detonators should be similarly handled and stored. The distributing magazine stock should be regulated so that not more than one day's supply is on hand.

Seven wells were completed in the field during the year, at depths averaging 4100 ft., and there have been no dry holes. Initial productions have ranged from 150 to about 400 bbl. per day. At the end of the year daily average production amounted to about 1400 bbl., which is equivalent to 33 per cent of Hungary's daily internal consumption. Production increased somewhat in the Government-controlled oil field at Bükkszek, also discovered in 1937, but nothing occurred to alter previous indications that this field would be capable of only relatively insignificant development. WHEN metallic materials are deformed plastically, the process may be considered as one in which hardening and recovery occur simultaneously. The net hardening is that produced by deformation in the absence of recovery lessened by recovery during and immediately following deformation. Strain hardening takes place through movements of large groups of atoms acting to a degree as an entity. A complex microstress system is developed. Recovery is a diffusive-type process involving single atoms or, at most, only a few atoms in concerted action. This is accompanied by elastic strain relaxation. Recovery is strongly temperature-dependent. The driving energy for the process resides in thermal fluctuations of the atoms augmented by the energy of the stress field producing the deformation, and by that produced by the deformation. At very low temperatures recovery is essentially absent, or very small. At high temperatures in the hot working range, recovery is so rapid that deformation results in no appreciable net hardening. The interplay of strain-hardening and recovery results in differing end structures depending on the temperature and the strain rate of the process. For example, there is a prominent difference in the spacing of the slip markings and in the detail of X-ray diffraction patterns. High temperatures and slow strain rates favor a wide spacing of slip markings and sharp reflections.',' This suggests that change in rate of the recovery concurrent with deformation modifies to a degree the manner of the deformation. Different slip systems may operate. For very slow rates, the mechanism may, as has been suggested, differ from that of "classical slip." In the experimental work that follows the findings will be interpreted from the point of view developed in this section. Recovery and Electrical Conductivity Electrical conductivity is a sensitive indicator of the state of strain in a material3' * and was used in this investigation. The materials studied in wire form were: OFHC copper, a high purity (99.99 pct) and 2s grade aluminum, and grade A nickel. Wire annealed and initially 0.050 in. in diam was drawn through diamond dies in a simple holder maintained at 25", —75°, or — 195°C. Precautions were taken that for each material all conditions of drawing were the same except the temperature. Electrical resistivity was measured for each condition at 20°C. This was done as soon as practical after drawing to minimize possible room temperature recovery. The data for the four materials are plotted in Fig. 1 in terms of the change in resistivity for drawing at the several temperatures. The effect of temperature of drawing on the increase in resistivity is most pronounced for copper. Drawing at 25°C to 80 pct reduction in area increases the resistivity approximately 2 pct; drawing at —195°C to the same reduction increases the resistivity about 6 pct. The increase in resistivity" & in this metal is due to extra scattering of conduction electrons originating in the lack of orderly arrangement of the atoms induced by the deformation process. IN discussion of Dr. Fitterer's paper on electrolytic separation of slag inclusions, some results from experiments on electrolyzing high-carbon steels at the SKF Research Laboratory were given.1 We had been working for a number of years on chemical methods of separating the inclusions but could not find any solvent that would dissolve the steel without attacking some of the inclusions, particularly the sulfides in which we were mostly interested at the time, nor any that would dissolve all sulfide or silica in filings as fine as 300 mesh without attacking the iron. Electrolytic methods had also been tried without any real progress until we learned from the Bureau of Mines about the use of the collodion membrane around the anode. Our early difficulties were to some extent different from those of the Bureau of Mines, perhaps because of experimenting on steels of higher carbon content, but most of our difficulties were of the same nature as those of the Bureau. Formation of large quantities of basic hydroxides use of impure and oxidized ferrous sulfate. To protect from oxidation from the atmosphere during electrolysis, after purer chemicals were obtained, a thin layer, 1/8 in. or less, of molten paraffin was poured over the surface of the cathode liquid, where it solidified. It was found desirable also to hold the cathode chamber slightly acid by initial addition of 0.1 per cent acid (sulfuric or hydrochloric) to prevent precipitation of the hydroxide. This acidity would decrease gradually and the cathode chamber would become neutral before the end of the electrolyzing. The increase in acidity in the anode chamber during our early experiments had appeared to cause attack of the precipitated sulfides in the residue, which originally was analyzed by volumetric method for sulfur, and for this reason a 10 per cent sodium citrate solution was substituted for the sulfate in the anode chamber.

The Mine Planning System consists of two parts: 1. A Sales Forecast (Sales Planning) 2. A Production Planning. The mathematical methods of the sales forecast are the exponential smoothing and a method with Markov-Chains. By these methods the quantity of material (ore, coal) will be calculated for the time planned. These quantities constitute the points in the production-planning. In the production-planning , special kinds of networks are used for calculating the resources-equipment required, labor and costs. A special routine optimizes the sequence of the mining areas within the mine on the basis of the lowest costs. The resources can be limited. The activities will be shifted when the demand exceeds this limit. The basis of the production-planning are computer files, in which the geological data and economical evaluations are stored.

MORE years ago than I care to admit I conferred the title of "combustion engineer? upon my-self since nobody else would confer it. I thought at the time, and for some, years thereafter, that my field was limited to the precincts where the fuel was being burned, but I found that I could stand in the door of the furnace room and hear distressed heat units calling for help all over the plant. Some of them were over-worked, others were compelled to do useless work, and still others, anxious to render a proper account of themselves, were not permitted to do any sort of work at all and were utterly wasted. The combustion engineer has something to do at that interesting occasion when the heat unit is being born in the furnace, but his responsibility does not end there. He must follow the little fellow throughout the entire period of its hectic existence in the plant and see that it gets a fair chance and a square deal everywhere. I fear that the general impression of the combustion engineer's duties is much as mine was in the beginning; that his job is limited to the implements and processes incident to the specific operation of converting fuel into active, heat energy and of applying it to the boiler, the still, or what-not, with the least possible waste. But is it not true that a heat unit saved in a remote corner of the plant means just as much to the fuel account as another saved at the furnace? And if nobody else is looking after the heat units out on the range why should the combustion engineer spend all of his time hanging around the corral? If combustion engineer is not a broad enough title to cover the man in charge of a general heat unit rescue campaign call him any-thing else you please. The job is all that counts. The name means nothing. A skunk by any other name would smell as bad. The greatest field I have ever found for general "heat rescue" work is the oil refinery. In refining we first put heat into the oil and then take it away from the vapor. The greatest heat losses occur during the cooling operation, but there are losses, many of them preventable, either wholly or partly, at every step of the several processes in oil refining.

I all of the 14 million tons of kaolin produced in Georgia through 1949 had been mined from a single deposit 20 ft thick, it would represent a mined-out area of less than 1 sq mile. This measure of depletion is in such strong contrast with the large size of the area shown in Fig. 1, from which most of the output has come, that there has developed an optimistic outlook concerning future supplies of kaolin equal in grade to that already mined. Dozens of mines are widely but not evenly distributed within this area, which consists mostly of parts of Twiggs, Wilkinson, and Washington counties. There are scarcely half a dozen kaolin mines elsewhere in the state that have been appreciably productive, although the areas in which they occur may have good possibilities. Most of the efforts to find new deposits, therefore, will be confined to the area shown in Fig. 1, for it is here that the industry has established its facilities, and prospecting is encouraged by relatively numerous outcrops and opened deposits of kaolin. The Ocmulgee and Oconee rivers drain the area. They and their main tributaries have flat, swampy floodplains covered with alluvium and for the most part thickly wooded. The divides between these streams are intricately dissected by the minor tributaries, which are spring-fed in steep-walled, cirque-like heads. Gullying and under-cutting are active along the streams but are partly controlled by unusually dense vegetation. The mean altitude is about 350 ft above sea level, and locally the relief ranges up to 200 ft. The area is near the inner margin of the Coastal Plain, and is underlain by Cretaceous and Tertiary formations. Its general location is shown in black in Fig. 1. The division between the Coastal Plain and the Piedmont plateau is actually a very sinuous line, the fall line, marking the extent to which erosion has stripped the Coastal Plain sediments from the southeastward-sloping surface of the crystalline rocks of the Piedmont. Cretaceous Host Formation The kaolin deposits, which are described in the succeeding section, occur sporadically in lenslike bodies in a thick series of poorly sorted clayey sands constituting the lowermost of the Upper Cretaceous formations, the Tuscaloosa. The basis for this correlation has been reviewed by Cooke.1 The same formation has been termed the Potomac group by Ladd2 and the Middendorf formation by Smith' in reports on the kaolin deposits. In another report, Veatch4 called the formation the Tuscaloosa but correlated it with the Lower Cretaceous. The Tuscaloosa in this area consists of fine to very coarse sands, commonly cross-bedded, which contain widely different proportions of white, pink, and yellow kaolin and considerable white mica. A few of the coarser beds contain quartz grains up to 3 in. in length, with bodies of pure white kaolin of equal size that appear to have been formed by the weathering of feldspar grains in place. In the kaolin-producing area, gravel and cobbles occur mainly at the base of the formation. Fig. 2 shows the relations of the Tuscaloosa and its kaolin deposits to the adjacent formations. Its base, on the eroded surface of the crystalline rocks, dips southeastward 50 to 60 ft to the mile, according to LaMoreaux.5 The upper surface of the Tuscaloosa is also an unconformity,

SINCE: the date of my previous paper on this subject, presented at the Cincinnati Meeting, February, 1881, and published in our Transactions, vol. xii., p. 459, I have had occasion to revisit the Canadian apatite region, and to collect further data concerning its geognosy, which I hope to describe at a future time. At present, I shall put on record a few brief observations concerning the more recent operations in apatite-mining in the Lievre district, to the north of the Ottawa River, where the mines are as yet confined to a small area in the townships of Buckingham, Portland, Templeton, and Darry; the earlier workings having been along the Rideau Canal, to the south of the Ottawa. The large mining operations lately undertaken in the Lièvre district show that the crystalline phosphate of lime or apatite belongs to lodes of great size, which traverse the ancient gneiss of the region. These lodes include a granitoid feldspathic rock, and a pyroxene rock, with large masses of quartz, of carbonate of lime, of pyrites, and of apatite. All of these often show a banded structure, riot unlike that of the gneiss, to which they- are evidently posterior, arid of which they

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and
