The greater portion of the brown ore in the vicinity of Easton, along the north slope of the Lehigh Mountain or Durham range of hills, is obtained from mines instead of from open cuts or quarries, as is the case in the ore-beds in the western part of Northampton County, in Lehigh County, and in Berks County. The reasons for this method of procedure are various, and the principal causes of the shaft and regular mine system of working being adopted instead of the open air cuts, are: First, the large amount of stripping that would be necessary, as the richer and more valuable portions of the ore do not appear to be found as near the surface as those in other portions of the Kittatinny valley; second, the occurrence of the ore in regular beds, interstratified with the clay, and, to a less extent, in pockets or erratic deposits, as is the case in the mines of Lehigh County; and third, on account of many of the mines being situated at the immediate base of the Lehigh Mountain, where the surface water would be in such large quantities as to be with difficulty handled, and where the subsequent caving in of the sides of the open cut would be almost certain to expose the gneiss rock, which is water-bearing, the large quantities of water coming from which would probably drown out the ore-bed. Shafts, and a regular system of gangways and mining are therefore required by the configuration of the surface, the depth of the deposits and their geological structure. The ordinary size of the shafts is about four feet square, but where an extensive plant of pumping machinery is required the size may be increased to eight feet by six, with two compartments for the hoisting and pump-shaft respectively. Pelletizing on a commercial scale is only 10 years old; yet in this period more than 150 million tons of pellets have been produced. Instrumentation and controls have played an important part in the development of an entirely new industry in almost unprecedented time. Initially, most control circuits used in the pelletizing industry were manually operated, since the confidence factor in instruments and controls was quite low at that time. This changed considerably in recent years and improvements in the use of instruments and controls have probably developed more rapidly in pelletizing than in any other metallurgical process. Now, within a decade of the start of commercial operations, the use of manually operated controls has changed and consideration is being given to the utilization of computers for data logging and control purposes.

The San Francisco Section met on September 11 to discuss the problem of Labor in its Relation to the Mining Engineer. Mr. W. H. Shockley was in the chair. T. A. Rickard opened the discussion under four heads: The recognition of the union, the rustling-card, the sliding scale of wages, and the' contract system. He expressed his belief that collective bargaining cannot be ignored, and insisted that the mining company represented a collective bargaining of its shareholders with the men. employed in its mine. He held that the contract system was often used unfairly, but that used fairly it was the best check on labor tyranny. The rustling-card he held to be right in principle, in so far as it gave the employer the choice of employees, but he believed that it was often used in an irritating way to black-list refractory laborers. The sliding scale of wages was easy to establish in prosperous times, but it would inevitably lead to trouble when conditions went against the miner. His conclusion was that the quarrels of labor and capital were due mainly to a lack of the sense of fair play and of social justice. Albert Burch agreed with most of the foregoing, and insisted that 90 per cent. of the men were inclined to be just, but that the 10 per cent: made all the trouble. He stated that he had introduced the rustling-card in the Coeur d'Alene in 1899, as a means for getting rid of agitators. E. L. Foucar considered that labor was irresponsible. He described his experience in Peru, where the authorities promptly stopped a strike of Italian miners by threatening prompt punishment for any display of violence. Morton Webber also gave a bit of his own experience, to show that the chief trouble is that the men do not think for themselves, and are therefore easily led by fomenters of trouble. F. H. Probert described his experiences in Germany and. also in Arizona, and insisted that too often the men were not given a fair hearing. E. T. Blake argued that a manager must get the workmen's point of view, in order to control them effectively. He believed that young men who started life doing manual labor were in a better position to understand their fellow workers. George J. Young suggested that the mine owners should encourage the good men to lead the unions, and not leave the direction of the unions to the noisy element.

Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science-the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures.

In a recent paper,' one of us has presented some experimental evidence on the relationship between twinning and brittle fracture in steel. From metallographic examinations of brittle fracture it could be derived that mechanical twins and microcracks are formed already in front of a running brittle fracture. A tentative explanation based on the evaluation of the statistical distribution of mechanical twins vs various angles to the fracture was given in the above mentioned paper. It was suggested that these twins are caused by stress waves emitted by a running brittle fracture. With the aid of high-speed photography and the use of photo-stress sheet we are now able to study in more detail the propagation of a brittle fracture and the emittance of stress waves connected with fracture. A typical example is given in Fig. 1. In this figure a running brittle fracture in an ordinary Thomas steel is shown. The experiment was performed on a Robertson apparatus and the stress waves caused by the fracture were made visible with photo-stress

EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1,2 Aside from an article by Churchill, Rowley, and Martin in 1948,3 little has been published on the subject of fluorine in coal except by foreign investigators.

It will be of interest to compare the statistics of the gas-producer plant at Aspen, Colorado (recorded by Mr. W. S. Morse in a paper read at the Montreal Meeting, February, 1893*), with those at the Marsac mill, Park City, Utah, where such a plant was first introduced by the writer in July, 1890. In both mills a Stetefeldt furnace is used for roasting; but the Marsac mill has the old-fidsdshioned revolving dryers, while at Aspen, shelf-dryers are at hand. At Aspen, separate Taylor-producers are provided for the Stetefeldt furnace and the shelf-dryers; at the Marsac mill one 7-foot producer supplies gas to both the furnace and the dryers. Hence, in the latter case, the quantity of coal consumed for each apparatus can only be estimated, based upon the relative consumption of wood before gas was introduced. According to Mr. Wilson's statement, the relative consumption of wood in the Stetefeldt furnace and the revolving dryers was as 3 to 2. In the year 1892 the Marsac mill put through the dryers and the Stetefeldt furnace the following quantities of ore and salt (approximate dry weights) : ore, 22,800 tons; salt, 2262 tons. There were consumed in the Taylor-producer 2,714 tons of Rock Springs coal. The authors are to be complimented on their timely study of solution-hardening effects in a bcc metal. Unfortunately there are some misleading aspects of the paper that should be discussed and clarified which is the purpose of this letter. In particular the writer is concerned about the allusions to rate theory of deformation that are inferred by the authors. This position is taken on the basis first of the "weaker" temperature dependence of the yield and flow stresses of the alloy relative to pure niobium and second of the strong temperature dependence of the Young's modulus of elasticity. It is by now well-recognized that any collection of data points used to determine a flow-stress temperature-dependence relationship must be established under isostructural conditions, i.e., similar or identical sessile and mobile dislocation densities and arrangements. Admittedly this is a formidable experimental undertaking and not what would be expected in an exploratory investigation of the present kind. As an alternative to the former one can consider, however, the temperature dependence of flow stresses at comparable strains. In the present study the authors have elected to use the lower yield stress and ultimate strengths to exhibit the temperature dependence of their alloys except for the data points taken at liquid nitrogen temperature. Here they have used the proportional limit for the yield stress and the fracture stress for the ultimate strength. This seems to be an unrealistic choice particularly in view of the fact that this temperature is below the duc tile-brittle transition region for the alloy and no supporting data points were obtained between -55" and -196°C. If the authors' data in Fig. 2 are extrapolated and data points selected at a constant strain, for example a strain of 0.01, the reader can quickly verify that a temperature dependence exactly paralleling that of pure niobium is obtained.

THE Federation of Engineering Societies has been created for the sole purpose of public service. This initial meeting surely warrants some discussion of a few of the problems to which this organization, for expression of the --. engineering mind, can quite well give consideration. Some of the greatest of the problems before the country and, in fact, before the world, are those growing out of our industrial development. The enormous industrial expansion of the last fifty' years has lifted the standard of living and comfort beyond any dream of our forefathers. Our economic system under which it has been accomplished has given stimulation to invention, to enterprise, to individual improvement of the highest order, yet it presents a series of human and social difficulties for the solution of which we are groping. The congestion of population is producing subnormal conditions of life. The vast repetitive operations are dulling the human mind. The intermittency bf employment due to the bad coordination of industry, the great waves of unemployment in the ebb and flow of economic tides, produce infinite wastes and great suffering. Our business enterprises have become so large and complex that the old personal relationship between employer and worker has to a great extent disappeared. The aggregation of great wealth, with its power of economic domination, presents social, economic ills which we are constantly struggling to remedy.

Mineral aggregates experience degradation during field and laboratory compaction. Reduction in the aggregate size is accomplished by abrasion of the particle edges and fracturing of individual pieces which have become overstressed. Little is known of the factors that govern the amount of breakdown experienced for a given situation. A field study was made of the factors affecting aggregate breakdown under compaction using three carbonate aggregates of different physical properties. The preliminary results indicate that rock type, compactive effort, gradation, and thickness of compactive layer are factors which exert the greatest influence. Mineral aggregates experience a mechanical breakdown of some of the aggregate pieces into smaller fragments during any compaction process, whether in the field or laboratory. This phenomenon occurs as abrasion of the sharp edges during movement and reorientation of the particles in densifying and/or as granulation and fracturing of those pieces which have become overstressed. Two types of aggregate breakdown occur in the field. This type is almost entirely a mechanical action. The other occurs after the construction period when the roadway has been put into use. This in-service breakdown is; a different phenomenon from the breakdown during construction in the sense that it combines mechanical with chemical changes. Time becomes an important consideration that may cause subordinate factors in construction degradation to develop into principal ones for in-service breakdown. THE activity and enthusiasm of pioneers still prevail among workers in applied geophysics1.- Within the year, new devices have .been tried out, instruments and technique have been improved and the methods of application to commercial problems have been increased in many ingenious ways. There is still great need for more skillful interpretation of results in terms of geology, but oil the whole geophysical prospecting is making encouraging progress toward finding its proper place and function in engineering and geological practice. Spectacular successes continue to be reported, particularly .from the Gulf Coast, where the race for salt domes has not slackened, and encouraging results have been giined elsewhere in the mapping of structures in the search for oil. In the mining field, however, it can hardly be claimed that the same measure of success has been obtained, for brilliant efforts worthy of wide recognition have been overshadowed to some eatent by the unfortunate outcome of surveys undertaken unwisely without recognition of the limitations of the work. Consequently, hopes were aroused that could not be fulfilled, and it must be admitted in an impartial survey that there are a few regions, chiefly in the far north, where the standing of geophysical prospecting is somewhat doubtful and where the course of public opinion regarding it shows a certain similarity to the history of the market during the past few months. Reliable work, however, is steadily going 011 and it can confidently be expected that the methods will eventually be regarded in many regions as an essential part of the technique of securing geologic data needed for intelligent exploration.

By substituting photoelectric automatic car loading for mechanically induced hydraulic automatic loading and by protecting the process against operational failures, the engineering staff at International Minerals & Chemical Corp.'s Carlsbad potash mine has developed a reliable loading process that operates without an attendant. The photoelectric control, developed primarily because of frequent failures in the hydraulic control system, has not changed the basic loading operation and physical layout. Mine-run ore ranging in size from minus 200 mesh to 30-in. lumps is dumped onto a conveyor belt which discharges into a so-called "flop gate chute" which in turn, feeds the ore into six-ton capacity mine cars. Each car is filled progressively by moving the entire trip forward. When a car is filled 12 in. above its rim, the direction of flow into the car is reversed 180º and filling of the next car back is begun while the entire trip is moved forward again. Once the next car is properly spotted under the front chute, the flow is again directed to the forward position.

Present methods of roof support require that first a hole must be drilled, and then a toggle belt or grouted resin bolt be set. Automating this system is very difficult. Therefore, we decided to develop a system which would insert pins into the roof in one step. We think that this type of system can be automated much easier. It would then speed up the roof bolting operation and eliminate the need for a man to work under unsupported roof, making roof bolting a much safer job. There are two ways that a pin can be inserted in a mine roof without drilling a hole. It can either be pushed in, using a very high, constant axial force; or it can be hammered in like a nail. The former method involves very high compressive stresses in the pin, and requires complicated machinery to prevent buckling. Since hammering the pin does not require high axial forces buckling is not as likely. Also, experiments have shown that there are no problems associated with getting the pin to go in straight. We chose to develop the second method. While investigating methods for hammering a pin into a mine roof, we learned that piles were being driven 10 times faster than by conventional methods with a method called "orboresonance." We decided to turn the pile driver upside down, and drive pins up into the mine roof. Sonic Pin Setting Machine The machine consists of a steel bar supported at the nodal points of its first mode of transverse vibration (Fig. 1). A mechanical oscillator, driven by a hydraulic motor, is attached to one end of the bar. This provides the forcing function for the vibrations in the bar. The hydraulic power is supplied by a portable unit. When the forcing function is near the natural frequency of the bar, large amplitudes of vibration occur and require little power input. An anvil is attached to the bar at a point of maximum deflection, providing a means for striking the pin. Since the bar is being driven near its natural frequency, it takes little energy to accelerate the bar back and forth between each hit. This means that most of the power being put into the bar is going into driving the pin. This is unlike conventional pile drivers which use most of their power to accelerate the hammer back and forth between hits. The resonant frequency of the bar we used is about 250 Hz, which is in the audible range, hence the term "sonic pin setting machine." The system benefits are: (1) elimination of the two-step drilling and pin-setting roof bolt operation, (2) increased speed, (3) more intimate contact between the formation and bolts, (4) less expensive roof bolts, (5) higher integrity, (6) potential for automatic operation. Modifications During the months from Oct. to Dec. 12, 1974, under U.S. Bureau of Mines grant No. 00144104, "Projects on Coal Extraction," six members of the senior class at Carnegie Mellon University designed and built the experimental machine. They drove three pins into the Safety Research coal mine at Bruceton, Pa., and determined that the project was worth continuing. In January 1975 we began making modifications and repairs in preparation for a more extensive program of testing at Bruceton. The major items were: 1) Design and build a collapsible pin guide to keep the pin parallel with the line of travel of the lift table. 2) Move the anvil to the center of the bar. 3) Refinish the nodal holes and install new node pins and bushings. 4) Realign the bar in its frame. 5) Install a relief valve on the lift unit to control the upward force. The upward force that we exert on the pin is relatively small, so there is no tendency for it to buckle. This means that all we need to do is hold the pin straight during its initial penetration. Large striation-free single crystals of bismuth have been grown from the melt by rapid freezing. Zone-refined bismuth, together with doping impurities if desired, is placed in a shallow flat-bottomed graphite boat and melted in air with a propane hand torch. The torch is then withdrawn in a manner which causes the melt to freeze direction-ally. Crystallization, which resuires only a few minutes, usually results in the formation of a single crystal even when a seed crystal is not used. Crys -tals of any desired orientation may be grown by using oriented seeds. Undoped crystals grown by this method have residual resistivity ratios greater than 200. THE growth of large single crystals of bismuth by either the Czochralski or horizontal zoning technique is not entirely satisfactory. Specifically, difficulties are encountered in producing single crystals of the required dimensions in all desired orientations, and striations caused by low-angle polysynthetic twins are frequently present in the crystals. In addition, both methods are time-consuming and require special apparatus of some complexity. A simpler method has now been developed for growing large striation-free bismuth single crystals of desired orientation in a short time. Fig. 1 shows a typical setup consisting of a rectangular graphite boat which contains zone-refined bismuth, a 1/8-in.-thick flat quartz plate which covers the entire inner bottom of the boat, and three additional quartz plates about 1/4 in. thick which are used to separate the bismuth from the graphite everywhere except at a small area at the left of the boat. The graphite boat is 1 in. high, and its sides and bottom are about 1/8 in. thick. The quartz plates should be smooth and clean. The graphite boat is heated from the right with a propane torch, as shown in Fig. 1, until the bismuth is completely melted. The melt has the shape of a triangle with a narrow neck at the apex farthest from the torch. The melt is frozen direc-tionally by gradually moving the torch toward the right, away from the boat. The bismuth in contact with the graphite, at the left end of the neck, freezes first. The freezing interface then moves down the neck into the main bulk of material, where it develops a convex shape ideal for the continuation of single-crystal growth. The interface continues to move through the melt until the entire bulk is solid. The entire procedure may be completed, in air, in a matter of minutes. The technique described almost always yields a single crystal whose basal plane is nearly perpendi,cular to the bottom of the graphite boat. In earlier experiments, in which the bottom of the melt was in direct contact with the graphite boat, single crystals were grown with basal planes parallel, perpendicular, or at some intermediate angle to the bottom of the boat. At times the orientation of the bulk of the material differed from the orientation of the material in the narrow neck. In these cases, a nucleation site initiated the growth of a differently oriented crystal, and the thermal conditions favored the new orientation over the initial one. The thermal conditions depend on a number of factors, including the heating technique, the placement, shape, and thickness of the quartz plates, the thickness of the walls and bottom of the graphite boat, and the quantity of bulk bismuth employed. All of these factors, plus the initial orientation and the presence and effectiveness of nucleation sites, will determine the orientation of the final large single-crystal slab. When a crystal of specific orientation is desired, an oriented section of a rapid-freeze crystal is shaped by spark cutting and grinding for use as a seed. To grow a doped crystal, the desired impurity is placed in the graphite boat together with the bismuth chunks and seed. Crystals doped with mercury, cadmium, lead, and selenium have been grown. The rate of freezing is so great that the distribution coefficient of any impurity approximates unity. On a gross scale, therefore, impurities should be more homogeneously distributed in rapid-freeze crystals than in Czochralski or zoned crystals. Because of the possibility of constitutional supercooling, however, it is quite possible that impurities are not homogeneously distributed on a microscopic scale in the rapid-freeze crystals. Generally the single crystal slabs which have been prepared are initially 5 to 7 mm thick. Thicker crystals may be obtained by using one of these slabs as a seed. FRED TURRELL GREENE Fred Turrell Greene was born in Brooklyn, N. Y., Nov. 22, 1872. His father, William A. Greene, was born in Providence, R. I., and his mother, Angenora Semlear, was born in Brooklyn, N. Y. Fred's early school clays were spent in Boston, whence his father moved to Canada in 1882. Attending first the Collegiate Institute in Toronto, .then the High School at Berlin (now Kitchener), Ontario, where he graduated, Fred progressed to the Toronto University and the Michigan College of Mines, at Houghton, where lie graduated in 1897. He secured employment almost immediately at Butte with the engineering force of the Boston & Montana Consolidated Silver Mining Co., under Chas. S. Batterman. In 1899 he went to Rossland, B. C., where he spent more than a year as mining engineer and assistant superintendent of the War Eagle Consolidated Mining and Development Co. and the Center Star Mining Company Ltd. Returning to Butte in 1900, he acted as assistant geologist for the Anaconda Copper Mining Co. until 1906, when he filled a similar position in St. Paul with the Great Northern Railway for about two years. From 1908 until his tragic death on Christmas day, 1917, his headquarters were in Butte, where he enjoyed an excellent reputation -as consulting mining engineer, with a rapidly widening circle of clients. During the past four years he had been consulting engineer for the Elm Orlu and other mines controlled by Hon. W. A. Clark, and was in charge of underground developments and law-suit preparations for the celebrated apex case between the Elm Orlu and the Butte & Superior companies. At the time of his death he was in charge of similar work for the Utah Metals Co., in connection with their mines at Bingham, Utah. He was also for some years active in the Coeur d'Alenes, as consulting geologist for the Federal and other companies there, and was considered an authority on this as well as the Butte district. Mr. Greene was unmarried, and is survived by his parents, a younger brother, who is in the army, and one sister, Mrs. James A. Hatch, of New York. Some of the most important and valuable ideas regarding the nature and origin of copper ores have originated in Butte, since that district is not only one of the greatest examples of mineralization known in any land, but has gone through a long course of mining litigation, and was, one of the first to be studied intensively by geologists. In connection with the early investigations, as well as with the most recent in that camp, Mr. Greene played an important part. His conscientious devotion to his duties and his intelligent handling of the problems presented for solution sufficiently explain the esteem in which he was held by his employers and his professional associates.

The three basic ingredients of fertilizers are nitrogen, phosphorus, and potassium. Nitrogen comes from natural gas or other sources and is usually a "manufactured" ingredient. Phosphorus and potassium come from mineral sources which are mined in open pit and underground mines all over the world. Phosphorus is one of the 15 chemical elements needed to sustain life. Along with nitrogen and potassium, it is essential to the fertility of the soil and to the growth of plant life. Plants require phosphorus for proper soil conditions, early root formation, and crop maturity. Humans and animals require phosphorus for bone and tooth development. The primary raw material for phosphorous fertilizers is phosphate rock. It is found and mined in many areas of the world. Morocco, the United States, USSR, Tunisia, and some Pacific Islands are the leading rock producers. Other sources of phosphate are guano, bone meal, and other natural organics, but these comprise a very small percentage of all phosphate used. Phosphate rock in the United States is mined in Florida, North Carolina, Tennessee, Idaho, and Montana. Florida alone produces about 70% of all the rock mined in this country, mostly from a 20 X 30 mile area in Polk and Hillsborough Counties in central Florida known as the Bone Valley district. There are phosphate reserves in many parts of Florida, and within the past three years mining has begun in north Florida in Hamilton Country (see Fig. 1). In 1967, world phosphate rock production was about 75 million short tons (st). Building a small underground coal mine is a risky endeavor, especially in the recent economic environment. ARCO's Mt. Gunnison No. 1 Mine, located in western Colorado, was designed and built as a small expandable speculation mine with initial production to be sold on the spot market, so it was very important to minimize capital exposure. This mine, operated by West Elk Coal Company, a subsidiary of Anaconda Minerals, was successfully built under budget at $35 million, and has been operating successfully since completion of construction in late 1982. The initial planning phase of a project is extremely important for testing the economic and technical feasibility of a proposal. The construction phase, by contrast, carries with it significant cost and quality risks which can relate to long-term economic and operating problems and therefore directly affect the viability of the project. This paper discusses several different aspects of the cost overrun risk involved in building an underground coal mine, and how attempts were made to minimize these risks during construction of the Mt. Gunnison Mine. Good people, construction planning, and execution are essential factors in assuring a quality, cost-effective project, with corresponding risk minimization during the construction phase and long term favorable implications for the operating phase.

CONSIDERING the two great interests of to-day, in iron upon the one hand and steel upon the other, and recognizing with measurable distinctness the peculiar fitness of each for special services to which they are applied, the proposition to unite the two metals in combination, to bring into simultaneous use the peculiar advantages which each offers, has great attractions. The limited success which has been attained by trying to bring about such combinations of the two metals through the use of fluxes in welding, has led to the general adoption of the opinion that an effective union of the two metals is impracticable, or to the view that if practicable it would have but limited commercial value. Such opinions are, I think, premature and erroneous, and having gained some knowledge of the character and value of the "Wheeler process" for welding iron and steel without the use of fluxes, I submit the following observations and opinions of the matter for your information, with the hope of eliciting such a discussion of the subject as it may require. The principle of the invention is to bring the two metals simultaneously to a welding heat in one pile, and then to manipulate it.
