A proper economic analysis of pit slope design must reflect the trade-off between the benefits and the increased risk of slope failure inherent in steeper slope angles. This paper describes the results of a case study in which a newly developed probabilistic economic analysis procedure was applied to the selection of a pit slope design at a large porphyry copper mine in the southwestern U.S. The paper also demonstrates the availability of the required data such as the probability of failure schedule and cost of failure models, under "real-life" conditions.

IN smelting copper, lead, and silver ores, it is scarcely possible in every case to make analyses of the various parcels of ore, with the view of combining these and the fluxes so accurately as to yield, in the furnace, slags of exactly the most favorable composition. This is even more difficult with ores which require previous calcination, or with mattes which have been roasted in heaps. Even in cases where the greatest pains have been taken and the most elaborate calculations made beforehand, it frequently happens that variations in the working of the furnace interfere with the result so much desired. Generally, the practical metallurgist must be content with ascertaining the average composition of his ores and fluxes, making a calculation once for all as to the most advantageous mixture, and leaving slight changes in its composition to be taken care of as it is passing through the furnace. The various products then afford him the best material whereon to base his judgment as to the manner in which his smelting mixture is working. Of course the character of the slag is one of his chief guides, but it is not always possible from its outward characters alone to form a correct judgment as to its composition. Neither would it be possible or practicable to apply chemical analysis for this purpose, as it would be impossible to wait for its results while working a furnace. THE Iron and Steel and Institute of Metals Divisions will meet jointly at the Statler Hotel, Detroit, Oct. 4 and 5, during the Metal Congress, Oct. 2-6. The Wire Association, the American Welding Society and the American Society for Steel Treating, together with the two Divisions of the Institute, constitute the Congress this year, and each body offers an interesting technical program. The National Metal Exposition will, as usual, be held concurrently. Visiting metallurgists will find themselves engaged in a bit of research not listed in the program-a time study of how best to exploit in a few days both the Congress and all that the place of meeting has to offer. For Detroit, the beautiful "City of the Straits," is third in rank industrially in the United States, and its great manufacturing plants offer much of metallurgical interest. This is especially true of the automobile plants which will be open to members of the various societies during the week of the Congress.

Most of the geological data appearing in the technical press are based on "careful observations" made from an auto stage and a casual glance through the U. S. Geological Survey Bulletins, No. 340 of 1908 or No. 397 of 1909, both by F. C. Schrader. Mr. Schrader's report is still the best publication on the district. A really careful study of this report will uncover only a very few statements which have since proven questionable. This is a remarkable record when it is considered that only a short time was spent by Mr. Schrader in the field and that there was very little development work done at that time. The mining world and especially Mohave County, Ariz., will feel a sense of gratitude to Mr. Schrader for revising his early report. on this

The application of a simple analog computer constructed in a home workshop has registered a 10% to 15% gain in truck productivity at the mammoth Pima mine, located 35 km (22 miles) south of Tucson, Ariz. The newly installed dispatching board enables the truck control foreman to make near-optimum dispatching decisions and to monitor each individual truck, identifying any that are off schedule.

INTERNATIONAL ENGINEERING CONGRESS, 1915.. Announcement. In connection with the Panama-Pacific International Exposition which will be held in San Francisco in 1915, there will be an International Engineering Congress, in which engineers throughout the world will he invited to participate. The Congress is to be conducted under the auspices of the following five National Engineering Societies: American Society of Civil Engineers, American Institute of Mining Engineers, The American Society of Mechanical Engineers, American Institute of Electrical Engineers, and The Society of Naval Architects and Marine Engineers. These societies, acting in co-operation, have appointed a permanent Committee of Management, consisting of the Presidents and Secretaries of each of these Societies, and eighteen members resident, in San Francisco. Discussion of the paper of EMIL GATHMANN, presented at the San Francisco meeting September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1485 to 1492 H. W. LASH, Cleveland, 0.-I have found in practical experience that it is not objectionable to have some blow-holes in ingots. They enlarge during solidification and have a tendency to cause the steel to rise. If they are of fairly small size they weld up quite readily, especially where they are some distance from the surface. In that way a pipe, which is much more detrimental than a few small blow-holes, is prevented. There is a very great difference in the formation of blow-holes in steel. You get one condition in soft steel and entirely another condition in rail carbon, or the still higher grades. The figures that are given in Mr. Gathmann's paper I imagine are taken from the higher carbons, as it is very seldom that piping occurs in soft steel. J. W. The Upper Santa Cruz Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary [(Fig. 1)]. The principal water use area lies between, and includes, the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the ground waters of the upper and lower Santa Cruz basins. The upper basin contains the Tucson and Sahuarita-Continental critical ground water areas. The Tucson water use area encompasses the Tucson metropolitan area and extends from the northern boundary of the basin south to the boundary between the Tucson and Sahuarita-Continental critical ground water areas near San Xavier. The San Xavier use area is the San Xavier Indian Reservation. The north and south boundaries of the Continental use area coincide with the limits of the Sahuarita-Continental critical ground water area. The first study of ground water in this valley was initiated by Dr. G. E. P. Smith in 1905, and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of ground water development and utilization. Beginning in 1939, the ground water branch of the US Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), published a series of bulletins concerning ground water occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the Arizona State Water Plan (Arizona Water Commission, 1975) comprising a detailed inventory of water availability and use in Arizona and a study of alternative futures. The importance of ground water supplies in the Upper Santa Cruz Valley cannot be overemphasized. Metropolitan Tucson, surrounding agricultural areas, and the mineral industry are completely dependent upon ground water. Agriculture has been the largest user of ground water. The land distribution of the Upper Santa Cruz Basin is rural in character with large tracts of land included in national monuments and national forests. The Upper Santa Cruz is one of several state basins that does not depend upon one single industry as its major economic activity. Agriculture, mining, tourism, international commerce, and manufacturing all contribute to a viable economy. The city of Nogales, on the Mexican border, and the city of Tucson, to the North, are the centers of commerce in the basin.

Introduction The methods used in surface, mining vary throughout the world, depending on many variables such as: the types of over- burden materials, the depth of the overburden, the thickness of the seam, and other operational choices, both financial and functional. However, the stripping machines are typically draglines, stripping shovels, excavators, scrapers, loaders, and bulldozers. In all cases the economic feasibility of mining thin seams depends on the market needs, the market location, the equipment used, the mine management, the quality of the coal, and the labor market. Slight negative combinations of these parameters have closed many mines while positive combinations allow others to exist. The limited mobility or slow movement of large stripping shovels, draglines, and bucket wheel excavators make them more economically fitted to areas where large quantities of overburden are to be moved. This is necessary to keep the transfer and setup time between pits a negligibly small percent of the total operational time. Equipment such as the scrapers, loaders, backhoes, trucks, and bulldozers that are either very mobile or can be trailered is more versatile and can be used in the smaller area mines.* Mobile equipment is also more practical in areas with shallow overburden because of the constant movement required while removing overburden. In thin coal seams the equipment is usually paired such that the operational equipment can be listed as: (1) dragline-loader, (2) shovel-truck- loader, (3) scraper-loader. (4) loader-truck-loader, or (5) loader-loader. In these operations the overburden is removed with the first machine(s) of the pairing and the loader or loaders are used for coal production. Recent articles in Coal Age (Chironis, 1978) and Mining Engineering (Wiebmer, 1978) have discussed varying philosophies in mining similar seams of coal. One operator uses draglines for competitive mining while the other uses scrapers for the same purpose. Both cite strong cases sup- porting their choice of equipment as good sound economic decisions and their success supports their choices. The drag-line operation is adding new larger draglines to decrease the cost of mining, rather than to increase coal production. The scraper operation has also gone to more and larger scrapers for basically the same reasons. These operations and all

Clement Le Neve Foster was born at Camberwell on March 23, 1841, his father being Peter Le Neve Foster, who was secretary of the Society of Arts for 26 years. As a boy of 12 he was sent to school at Boulogne, receiving a preliminary education there; and in 1857, when only 16 years old, he took his degree of Bachelor of Science from the University of France. In October of the same year he returned to London and entered the Royal School of Mines, which was then in Jermyn Street. He distinguished himself by winning a scholarship and a medal, and by securing his degree as Associate of the Royal School of Mines in the abbreviated period of two years. This was followed by a year at the Bergakademie at Freiberg; subseque1:tly he visited several mining districts in Germany and Hungary. On returning to England, in November, 1860, he received from Sir Roderick Murchison an appointment upon the Geological Survey. During five years he was engaged in field-work, first on the Wealden beds in Kent and Sussex, and then in Derbyshire and Yorkshire. At this time his evenings were largely devoted to reading for a degree from London University. In 1861 he matriculated, obtaining the Bachelor of Science in 1863, with honors in biology and a University scholarship in geology; in 1864 he passed the two examinations entitling him to the Bachelor of Arts degree, and in 1865 he received the degree of Doctor of Science. In 1865 he succeeded Mr. Richard Pearce as lecturer to the Miners' Association of Cornwall and Devon. At the same time he became the curator to the museum of the Royal Geological Society of Cornwall at Penzance, a member of the council in 1873, and a life-member in 1874; he made frequent donations to the museum, besides contributing several valuable papers to

The disposal of phosphatic clays has presented a problem to the phosphate industry since the mining of phosphate rock first began in Polk County. As the flotation process was introduced in the late 1920's the problem of clay disposal was increased significantly since clay is present in proportionally greater quantities in reserves yielding flotation concentrates. Because of their physical character and the tremendous surface area per unit volume, these clays have the characteristic of retaining large volumes of water as they are slurried during processing. The disposal of clay and the recovery of a portion of the water require settling areas with a capacity ranging up to 2 cu ft for each cubic foot of phosphate matrix mined. According to a recent study by the Bureau of Mines, the average cost for disposal of these wastes is 24.5[c] per ton of product. This is a major cost of phosphate rock production.

THE Morning mine is operated through one main working adit, known as No. 6 or 800 tunnel level. At a distance of 10,000 ft. underground from the portal is the vertical four-compartment, main working shaft, which extends to the 3050 level, a distance of 2250 ft. below the collar, or 800 level. Shaft-stations are cut and levels opened every 200 ft. of depth and the ore is stoped to the next level above. The vein is nearly vertical and the ore is usually fairly massive and brittle. Both walls are soft and slabby and much difficulty is therefore experienced in holding them. Stopes are usually carried up in short sections, approximately 200 ft. in length, that are mined as rapidly as possible in order to avoid a too great replacement or repair of stope timbers. The four-compartment vertical shaft, 110 ft. in the footwall of the vein, is the sole medium of outlet for all ore mined below the adit level. Two compartments of this shaft are used exclusively for hoisting ore, except at the time of changing shifts, when one compartment is used to handle some of the men and timber. The third compartment is equipped for handling men, tim-ber and all general supplies and is operated by a Nord-berg 300-hp. electric hoist. This hoist has a lifting ca-pacity of 14,000 lb. with an average rope speed of 800 ft. per minute. The fourth compartment is used solely as a manway and pipeway.

In connection with the work of Committee D5, Coal and Coke, of the American Society for Testing and Materials in developing new standards and improving old standards, series of tests were made to check the variance of sample preparation and analysis of American coals. Table I in the "Tentative Method of Preparing Coal Samples for Analysis - 02013-62T" is rather complicated, and the tests were designed to develop data for the simplification of this table. An allowance of 20% of the total variance of sampling and analysis for the sample preparation and analysis steps was used. Also, instead of coals being grouped into ash ranges, they were grouped as washed and raw (unwashed) coals. As a result of these tests, a simplified Table I for Tentative Standard 02013 has been proposed. A standard test for laboratories to check their variance of sample preparation and analysis has been developed. Committee D5 on Coal and Coke of the American Society for Testing and Materials has been making a study of all standards applying to coal for the purpose of improving and bringing them up to date and for breaking some of the existing standards covering a number of tests into single standards. As an illustration, sample preparation is now partly covered in ASTM Designation D492-48, Sampling Coals Classified According to Ash Content, and partly in ASTM Designation D271-58, Laboratory Sampling and Analysis of Coal and Coke. The latter contains, in addition to parts of sample preparation, methods for determining Moisture, Ash, Volatile Matter, etc. Although revision of sampling methods and sample preparation methods are now assigned separately, it is possible that they may end up as one standard. One of the first new Tentative Standards developed as the result of these studies was ASTM Designation D2013, Tentative Method of Preparing Coal Samples for Analysis. Although this method is quite an im- provement over that in the old standards and gives very specific instructions, Table I (attached) is quite complicated and rather hard to understand. In order to take advantage of reduced quantities or weights, it is necessary to know the ash content within rather narrow limits before sample preparation and no distinction is made as to whether the coal is cleaned or uncleaned. No limits of accuracy are assigned to the sample preparation and analysis. The total over-all accuracy of sampling, preparation and ash determination as given in D492-48 has been specified for commercial sampling procedure as follows: "This procedure is intended for an accuracy such that if a large number of samples were taken from a single lot of coal, the test results in 95 out of 100 cases would fall within ? 10 per cent of the average ash content of the sample." Although Appendix 11, Method for Determining the Over-All Variance of Reduction and Analysis in the Tentative Methods for Mechanical Sampling of Coal, ASTM Designation D2234-63T, does give a method for determing the over-all accuracy of preparation and analysis expressed as variance and also the F test, it does not permit the determination of the variance at the various stages of reduction or of the ash determination. It was decided in 1961 to ask a number of laboratories to run a series of tests for the purpose of determining the variance at various stages of reduction and analysis with the view of simplifying Table I of the Tentative Standard D2013-62-T. This paper is a record of this series of tests with recommendations which resulted from the tests. At the same time and preceding these tests the International Organization for Standardization under Committee TC/27 WG 7 was studying the same problem. Tomlinson1 of England and Dr. paul2 of West Germany had made studies giving quite a bit of information. Also Schwerd and coryel13 published some information which was the main basis for the Mechanical Division provision in ASTM Tentative Standard D2013-62T, Table I. In checking with the various laboratories which offered to cooperate in these tests, none was found which used mechanical division through the entire preparation procedure.
