As this meeting terminates the year's agreement under which the Engineering Foundation has appropriated its income to the National Research Council, a brief summary of what has been accomplished seems called for. The Research Council was organized Sept. 19, 1916. The Executive Committee was appointed at that meeting; since that date two other meetings of the Council have been held, one in Boston, on Nov. 13 and 14, the other in Washington on April 19. During the intervals between the meetings of the Research Council, the Executive Committee has conducted all of the business of the Council. There have been 29 meetings of the Executive Committee, 13 in New York up to the first of May, 15 in Washington subsequently, and one in Boston. The meetings in New York were devoted to the organization of the Research Council and especially to appointment of committees. At the outset, the Council had no very clear idea of the way in which it was to organize; there were several other groups of scientific men at work, among them, the Research Committee of the American Association for the Advancement of Science and the Engineering Committee of the Advisory Commission to the Council of National Defense. Time was spent in straightening out these two principal complications, both of which were satisfactorily adjusted. The upshot of these negotiations is to leave the Research Council as the only representative, national body of research men, assisting the Government. During the period up to May, the Executive Committee in New York selected carefully the personnel of some 25 principal committees, and of a large number of sub-committees; so carefully were these chosen that of the entire number, several hundred, there have been only one or two declinations. Some of the important steps in the development of the Research Council are the establishment of the Military Section, composed. of the members of the Council connected with the Government and resident in Washington. This Section put the Research Council into close contact with the most important officials of the Army and Navy. From it has grown the Washington office of the Council, and the recognition of the Research Council as the "Department of Science and Research of the Council of National Defense; " and the establishment of the Washington office after the Council of National Defense had officially recognized the Research Council. About this time Dr. Hale, Chairman of the Council, appointed Dr. Millikan to be Vice-Chairman to represent the Council in Washington, and Dr. Millikan has since then been in charge of the work of the Council. At the request of the Secretary, Dr. Millikan has prepared a brief report of some of the work of the Research Council during its first year, which is appended to this report. It shows that the Research Council has been active in much of the important work. under way in our preparations for war, and that it has rendered effective services to the Government.

The authors have shown much ingenuity in their experimental work. However, I wish to point out that anelasticity theory tells us that we must be cautious when we use pulse methods for measurements which are to be correlated with knowledge of static stress-strain behavior. The basic stress calibrations used by the authors depend on the use of static moduli combined with the pulsed strains. No recognition of a possible modulus defect has been indicated. WM. A. COWAN, Brooklyn, N. Y. (written discussion*). -This is evidently an excellent continuation of the work described in the article "An Investigation of Fusible Tin Boiler Plugs" by Messrs. Burgess and Merica.1 The present paper gives information of much value in con-nection with the manufacture and inspection of fusible boiler plugs, and the investigation of the cooling curves of tin with various other metals close to the tin side of the diagram is very interesting. These curves corroborate in all cases, except that of antimony, the diagrams given by other investigators. However, only the liquidus curves of the thermal equilibrium diagrams are given, except for copper-tin alloys where one branch only of the solidus (representing the freezing, of the eutectic)

The use of operation research and computer techniques in the mineral industries continued to gain acceptance during 1966. There are generally at least five sources of information for researchers and practitioners in the field: (1) Technical periodicals like MINING ENGINEER- ING, Mining Congress Journal, etc. (2) Proceedings of the Symposium and Short Course on Computers and Operations Re- search in Mineral Industries, held last year at Penn. State University and jointly sponsored by the University of Arizona, Stanford University, Colorado School of Mines, Penn. State University and the Society of Mining Engineers of AIME. (3) Various local conferences, such as the 1966 Rocky Mountain Minerals Conference held in Denver. (4) United States Bureau of Mines publications. OXYACETYLENE .cutting has experienced rapid development in the last few years and greater advances and expansion and broader application may be expected in the immediate future. Marked changes in cutting practice may be expected as a result of the advances in metallurgical science that have produced special alloy steels with properties requiring different cutting techniques than for ordinary low-carbon steels. Much current attention is being directed to those problems of modified cutting practices. Cutting has thus ceased to be merely a shaping problem. It has been the custom of the Railroad Commission of Texas to hold hearings each month with respect to existence and imminence of waste of oil and gas in Texas and its prevention, and to issue orders restricting the production of oil to the reasonable market demands and allocating production to the various fields in Texas. The practice of designating the actual days during the month on which wells are to be shut down was discontinued in the order for November 1942, and orders issued thereafter contain only the number of shut-in and producing days for the month. Orders issued by the Railroad Commission are divided into two main subdivisions, the first a general shutdown order of all oil wells in the various fields in Texas, and second, the exception of certain fields to this general order. Table I shows the producing days for all of the fields in Texas for 1944 under the first of these classifications : The fields that have producing schedules varying from the general order may be divided roughly into three subdivisions, as follows: Table 2 shows the producing days for certain fields that were prorated as a group throughout 1944. Other fields which were occasionally included with this group were also prorated under the general order and by special orders. The producing days for these irregular fields are shown in Table 4. In Table 3 are listed fields that were exempted from any shutdown days during December 1944, the majority retaining this exception throughout 1944. Certain fields included in the general order were added to this group on the first day of the month shown.

"The nebular theory is a noble speculation supported by plausible argument, and the verdict of science on the whole subject cannot be better expressed than in the words of Newcomb :—'At the present time we can only say that the nebular hypothesis is indicated by the general tendencies of the laws of nature, that it has not been proved to be inconsistent with any fact, that it is almost a necessary consequence of the only theory by which we can account for the origin and conservation of the sun's heat, but that it rests on the assumption that this conservation is to be explained by the laws of nature as we now see them in operation. Should any one be skeptical as to the sufficiency of these laws to account for the present state of things, science can furnish no evidence strong enough to overthrow his doubts until the sun shall be found growing smaller by actual measurement, or the nebulæ be actually seen to condense into stars and systems.' " Leibnitz2 is credited by Cuvier3 (who associates with him Descartcs) with " amusing their imaginations " by conceiving the world to be an extinguished sun or vitrified globe upon which the vapors, condensing in proportion as it cooled, formed the seas, and afterwards deposited the calcareous strata. Whiston4 believed the earth was crested from the atmosphere of one comet and deluged by the tail of another. THE annual meeting of the Woman's Auxiliary to the A.I. M.E. is always held in New York, in con- junction with the annual meeting of the Institute in February. Business sessions, teas, dances, a theater party, luncheons, excursions, and many other interesting activities filled the four days to overflowing. In all ,216 women were present, from all parts of the United ,/ mates, and there were several from Canada. On Mon- ' day not only the visitors, but the New York members also, gathered around the registration desks, where Mrs. E. N. Wolfes, Mrs. S. J. Jennings, and Miss Georgene Davis saw that everyone was properly registered and provided with tickets to whatever functions she desired to attend. Greetings were eagerly ex- changed as friends met at the luncheon on the fifth floor, where the hostesses of the day were Mrs. J. D. Handy, Mrs. T. T. Read, Mrs. Sidney Rolle and Mrs. H. J. Wolf. In the afternoon, there were visits to art galleries and other interesting exhibits, arranged by Mrs. Frederick Laist. Mrs. W. H. Bassett was the hostess at a very delightful Thé damant at the Italian Gardens of the Ambassador Hotel. Many of the men attended this function also. In the evening the visiting ladies were entertained at a theater party, with Mrs. Wilbur Judson as hostess. The play that was seen was Gorki's "At. the Bottom."

THE need for improved mine communication to increase efficiency and to insure greater safety has long been recognized. General and unrestricted communication between all points underground, and between the surface and all points underground, is probably the least advanced phase of the mining industry. An ideal system of mine communication must re- quire no fixed wire installations. The equipment must be small, lightweight, and readily portable, and the power requirements low. A system that can be used not only under normal circumstances but also in an emergency, when the continuity of wires, tracks, and pipelines may be disrupted, must function independently of any aid furnished by standard installations.

RECENTLY spectrophotometry has been reported to provide a convenient technique for the rapid and reproducible determination of xanthate concentration in pulp solution 1,2 and for a kinetic study of xanthate decomposition in acid solutions." Since the application of this analytical technique is feasible for those compounds showing pronounced light absorption maxima in the near ultraviolet region, it was deemed advisable to investigate the absorption spectra of some of the organic compounds that are used in flotation. It is known empirically that certain groups of atoms in an organic compound cause characteristic light absorption in the ultraviolet and near ultraviolet range, and the wavelengths and intensities of the corresponding absorption maxima are relatively independent of the nature of the remainder of the compound. The characteristic values of such groups, which are known as chromophores, are given in the literature. 4,5 According to this information, many of the sulphydryl compounds are expected to show absorption maxima in the near or long wavelength ultraviolet region, whereas the saturated fatty acids and the saturated alkylamines do not.

An empirical model is developed that predicts accurately the transient response of salt creep to incremental and decremental changes in stress and temperature. Even though the model is empirical, it is derived from a firm theoretical framework for the micromechanical deformation processes of both steady-state and transient creep. In the model, the transient creep functions modify the steady-state creep behavior, which in turn is based upon creep mechanisms and the def ormation-mechanism map. The model is applied successfully to experimental stress-drop results obtained for salt.

INDUSTRIAL specialization has rapidly created a demand for new and better alloys. A more thorough understanding of the requirements of specific industries and the discovery of processes by which it has been made possible to utilize certain metallic elements in larger quantities, together with greater purity in most virgin metals, has resulted in a great increase in the number and variety of alloys. This increase in the number of elements entering into non-ferrous alloy manufacture has increased the contamination in secondary metals, as received by the smelter. In order to successfully refine scrap of a much more complex nature it has been necessary for the smelter to install new equipment and to constantly search for new methods of refining as well as to improve the methods already in use. In some instances it is largely responsible for specialization in the secondary metal industry. It is usually necessary to remove the contaminating impurities in scrap or eliminate to a degree not objectionable, no matter how introduced. In order to know what metals or elements are of an objectionable nature, the smelter must make a study of the effect of single elements and combinations of elements on many of the physical and mechanical properties, such as strength, ductility, color, hardness, casting soundness, etc. The smelter of secondary metals must be able to utilize scrap materials of all kinds, for, sooner or later, most fabricated metal parts and the waste products formed during the process of manufacture find their way to the smelter. In addition, the smelter, in contracting for salvaged material from the producer, gets some undesirable and unusual materials. The value of secondary metals and the importance of their recovery has increased in recent years and it is no longer sufficient to recover the base metal only, such as copper from copper-bearing material, but it inessential that other elements present be recovered and converted into useful form.

MILNOR ROBERTS,* Seattle, Wash. (written discussion?).-The coal fields of Washington, on which Mr. F. A. Hill's paper gives much detailed information, lie on the western slope of the Cascade Range, which extends north and south through the State just west of its center. The mines are on the lower half of the slope, the lignite fields of Lewis and Thurston Counties extending into valleys and low hills west of the mountains. An exception is to be noted in the case of the Roslyn field, a small but important area which lies on the eastern slope.

MILLING called for four sessions and a luncheon and covered broad ranges from speculative theory to basic practice, and from coal to gold. An attractive and profitable feature was the "get-together" of "coal preparers" and "ore dressers" for mutual discussion of their common problems. The first event was the Milling Luncheon in the Engi¬neers' Club on Monday. A concentrated group of high¬grade appeared and many matters were discussed, but only two called for official action: The meeting unanimously recommended the use of the Tyler standard sieve scale as against any new scale, and also the adoption of micron designation for fine particles in place of decimals of an inch or millimeter, or theoretical mesh size. The real sessions began on Monday afternoon with a menu of Mineral Physics for the ore dresser, metallurgist, geologist, physicist, et al. Four papers by the staff of the U. S. Bureau of Mines dealt with the chemical and physical aspects of mineral structure as revealed by the first two years of research to date. A fifth paper by Dr. M. J. Buerger correlated to the foregoing the knowledge of "The Lineage Structure of Crystals" and finally a sixth paper was a progress report of further developments of the last year in explosive shattering of minerals by the U. S. Bureau of Mines.

The Oregon School of Mines Society held its regular monthly meeting on the evening of October 23. This meeting was an informal reunion at which members gave accounts of personal experiences during the last three months. Many members of both junior and senior classes answered their country's call to arms and so did not return to college. The senior class is particularly well represented in the Army, as two men hold lieutenant's commissions and a third is already in France with a hospital unit. The junior class has also contributed men to various branches of the service. Plans for the regular meetings include discussions by members and lectures by outside authorities oil mining and allied topics. These meetings are open to the lower classes and all others interested. The Oregon School of Mines Society, composed of members of the junior and senior classes, has, joined with the sophomore and freshman relining students in purchasing a Liberty Bond under the name of the Miners' Club of 0. The introduction of underground machinery in mines, and especially the invention of the rock drill, called attention to the necessity for some motive power to drive them. The use of steam generators underground is as a general thing inadmissible, owing to the difficulties of ventilation and the transportation of fuel, and the great loss of power by condensation in the pipes, when surface generators are used, added to the inconvenience of getting rid of the exhaust steam, has precluded the direct use of steam for this class of machinery. Water as a power has with very few exceptions proved a failure, owing to its weight and incompressibility, and therefore the attention of mining engineers has very naturally turned to the use of compressed air. This agent not only answers all the requirements for power, but has the double advantage of greatly assisting in thoroughly ventilating remote workings, and in cooling the underground atmosphere. It is therefore clear that the successful introduction of underground machinery is dependent on the economical production of good and efficient air-compressing machinery. Although many improvements have of late years been introduced in this class of machines, the most of them are open to serious objections, the chief of which are the very small duty they perform for the power expended, and their great expense, due to the complexity of their construction. This latter fault is the chief reason why the introduction of rock drills and other underground engines is so limited, as comparatively few mines can afford to expend the required capital for the installation of a complete compressing plant. But with the introduction of a cheap and effective compressor, there is no doubt that power drills will become as generally used in mines as the hand drills are now. The great excess of power required in most machines to compress air over that given out again by the use of the air thus compressed (amounting as it does in most cases to sixty per cent.) is well known to all mining engineers. ALEXANDER BRYDEN Alexander Bryden, clean of engineers in the anthracite mining field, and a member of the pioneer Pittston family, was claimed by death Wednesday, September 26, 1917. The announcement was not a surprise, as he had been in a critical condition for several days. Mr. Bryden had been in failing health for a year past, but his indomitable will kept him at his accustomed duties until quite recently. Two weeks before his death he attended the regular weekly meeting of the Board of Directors of the Miners' Savings Bank in Pittston, Pa. At that time he apparently felt that his end was fast approaching, as he bade farewell to his associates on the bank board. Until a few days before the end, he continued to give attention to business matters at his home, in preparation for the end, which he met unflinchingly. In the passing of Mr. Bryden, northeastern Pennsylvania loses one of the best-known mining engineers, and the community, a man who, throughout his long life, was actively interested in its social welfare and business prosperity. He was for many years prominent in the management of the mining operations of the Pennsylvania Coal Co., and at the time of his death held the position of consulting engineer of the Pennsylvania and Hillside Coal. CHIEF among the varied problems facing the mine-manager is that of vein-structure and origin, which is highly important as a guide to successful discovery and development. If metalliferous deposits can be traced to the intrusion of waters along definite lines, then is there something tangible for him to study. But when he is told by a geologist that metalliferous deposits are due to some other cause, like magmatic differentiation, while not perhaps discouraged, he is impressed with a vague sense of new worlds to be conquered. In 1897, while manager of the War Eagle mine at Rossland, B. C., where, previously, the ore-bodies had not been supposed to occur as veins, I suggested to visiting members of the Canadian Geological Survey that, perhaps, the structure of the pyrrhotite-bodies of that mine, which had been proved to occur along well-defined fractures, might throw some light on the similar deposits of Sudbury, then held to be basic aggregations from the original magma. Later investigation has at least provoked discussion of this last deduction, questioning its correctness and suggesting that, perhaps, the deposits are actual veins. The following extract from a paper by J. E. Spurr 1 is quoted, because it sets forth Mr. Spurr's theory of the quartz-occurrences of the Silver Peak mines, which will be discussed in this article. It also graphically describes the attendant geological features. '' The Drinkwater group of mines, which is the most important part of the Blair gold properties, and which has produced practically all of the million dollars' worth of ore, as above stated, may be taken as typical of the gold-veins which, though widespread and numerous, show a wonderful similarity of character.
