Discussion of the paper of COURTENAY DEKALB, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 331 to 337. HORACE V. WINCHELL, Minneapolis, Minn.-Mr. Dehalb summarizes the reasons which he believes are important for the revision of the mining laws, as follows: "1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous." We all appreciate the force of that suggestion. The idea of the old prospector who made rules and regulations in the early days, which were attempted to he incorporated, so far as possible, in the Mining Act of 1872, was that all of the veins in a certain district outcropped upon the surface, or approximately parallel to each other upon the surface, and maintained that parallelism beneath the surface. Therefore, it seemed perfectly proper and natural for each man to stake his claim upon an outcropping, and have the right to follow that vein in working downward, with the general expectation that his workings would always remain just as far away from those of his neighbor as the outcroppings upon the surface. This does not happen to be the case. Dr. Raymond has very ingeniously referred to the subject in one case, in words which read as follows: "If all mining properties presented this beautiful simplicity of structure (ideal location of ideal vein), and all mining locators exhibited a corresponding simplicity of purpose, the application of the law would be easy, but the naiveté of the statute fares badly between the freaks of nature and the tricks of man."

IF one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. It is not the purpose of this paper to reiterate in extenso any of the material already published. The contributions of the Survey officials to the Commission's report have been published in a separate document as Bulletin No. 394. This docunient is for free distribution and may be obtained upon application to the Director of the Survey. In the preparation of this paper I desire merely to make a few suggestions regarding the possible necessity of some restraint upon or control of one branch of the mining industry with which I have been somewhat closely associated for the past 20 years-that of coal. Computer-aided torsional analysis of grinding mill drives is defined and related to the mill design process. Equations of torsional dynamics are developed for general mechanical drives. Consideration is given three solution types - specifically the determination of undamped natural frequencies, the calculation of steady vibration amplitudes, and the prediction of transient torques during starting. Following a summary of the methods of calculating drive motor performance, the problem in making practical application of this theory are discussed. Experiences in both calculating and measuring the torsional loads on a large ball mill with dual synchronous motors are reviewed. Conclusions are drawn on the effectiveness of computer-aided torsional analysis for improving mill drive reliability.

The future of plant design in mineral processing and extractive metallurgy is discussed in relation to present trends and the future need to build plants that will treat larger tonnages and lower grades of ore. The future equipment and plant design of crushing, grinding, screening, classification, flotation, magnetic concentration, gravity concentration, hydrometallurgy, thickening, filtration, tailings disposal, health, safety, environment, and materials of construction are discussed. Future plants are expected to follow upon present evolutionary trends. The impact of escalation, energy costs, and increased regulation of the industry is foreseen as a major influence on plant design.

Considerable difference of opinion seems to exist as to whether the rate of air flow when a fan is placed on a given duct should be determined by the use of static pressure or total pressure characteristics. A little study will show that both methods are correct. Assume that a fan is connected to a duct by an expansion piece as shown in Fig. 1, and that steady flow is established. Considering the atmospheric pressure as zero pressure, let the static head at the outlet of the fan be h and the velocity at this point be vl. The total head at the outlet is then h + „"• The total head at this point must be equal to the total head at the end of the duct plus the losses that have occurred between the two points. The static pressure at the outlet of the fan is the static pressure of the fan and it is also the static resistance of the duct from that point to the end. The friction in the straight duct is f. If the duct were the same area as the fan outlet, would be the static resistance of the whole duct system. Complying with air pollution regulations created the need to dispose of increased sulfuric acid production by the Morenci smelter. As a result, a two-module leaching plant was constructed to leach Morenci flotation tailings. The leaching plant was equipped to perform the following operations: leach feed pumping, agitated leaching, two-stage countercurrent decantation, neutralization of leached tailings, and copper precipitation. Ancillary facilities were provided for neutralizer and flocculant preparation as well as precipitant handling and recovery of precipitates. Plant control is automatic from a central control panel supervised on a shift schedule by one operator and two helpers. Construction of the first module was initiated in April 1973 and leaching of tailings commenced in November 1974. Construction of the second module began in January 1975 and was completed in November 1975.

Some form of wage incentives has been used traditionally in the mining industry to determine miners' pay. However, very little is actually known about the administration of such wage incentive plans in mining. As far as the authors know this is the first time a general examination of wage incentive systems as applied to underground mining has been undertaken.* This article reports the results of an investigation pertaining to the administration of wage incentive programs for miners who drill, blast, and load- mainly in underground metallic mining operations. This investigation was conducted to obtain management's views and attitudes towards wage incentives; therefore, the results do not necessarily represent accurately the thoughts of the miners themselves nor those of any organized union of miners.

A techno-economic assessment for the recovery of several elements from seawater is presented. Gold recovery has been used as an illustration for the economic evaluation of several processes. Current technology does not present any economically viable alternative to recover gold from seawater because its concentration is several magnitudes too low. However, with the increasingly larger availability of concentrated seawater, mainly from desalination and other processes, coupled with advances in technology, especially genetically modified specific microorganisms, may make the recovery of gold and other desired elements from seawater a reality in the near future.

The clay particles of 2 microns or less required for modern paper coating are predominantly flat plates, lying smoothly on the sheet and producing a high gloss. Operating speeds of today's coating machines necessitate a clay composition of 60 and sometimes 70 pct solids as against the 35 to 40 pct required in the past. Since clays in suspension may solidify in flow, only those of intrinsically low viscosity can be used as high coating solids. THE literature of paper technology contains a number of articles having reference to developments in the field of coating and filler clays for use in paper manufacture. Much of this information has not been included in mining publications and has therefore not been readily available to all in the mineral industry. Recent developments in this field, including spray drying of clays, are presented here. U. S. Bureau of Mines figures for 1952 indicate that the paper industry consumes more than 50 pct of all kaolin produced and sold in the U. S. As most of the kaolin used by the industry comes from Georgia producers, the fraction of their output destined for paper use is thus appreciably higher than 50 pct. Small wonder that the kaolin industry, especially in Georgia, is highly sensitive to the quality requirements of paper mills and must respond promptly to technological developments in paper manufacturing. The paper industry itself is not the ultimate consumer. For the greater portion of the clay the end product is the printed page, and the demands of printing and publishing have sparked some of the technological advances in paper making which have, in turn, brought about methods employed in the kaolin industry. As compared with the product of 20 or 25 years ago, one of the most striking characteristics of the graphic arts today is the mass production of quality printing of fine pictorial work, much of it in full color. During this time periodicals with printing standards close to those of yesterday's slick-paper publications that were printed on a slow schedule and for a limited circulation have grown to the point where they go out to many millions of readers, often at weekly intervals. The complexity of technological improvements brought about by this increased circulation is probably not appreciated even by technical people, unless they have had reasonably close contact with the industry. The advance has come about through developments not only in the art of printing, but also in the field of paper making and even at the level of clay mining and processing. The smoothness required for faithful reproduction of the kind of printed matter under consideration is attained with a clay-coated paper. Since the distribution expense of the publication will depend to a great extent on its weight, the paper used must not be too heavy. This means a lower basis weight than was normal for conventional clay-coated papers some 25 years ago. And for this mass production market it becomes necessary to provide a paper having these and all the other required characteristics at a very moderate price—not the premium price conventional clay-coated papers formerly demanded. This challenge has been met by a new method of producing coated paper. In the past, application of clay coating to paper was a conversion operation, performed separately from the making of the base sheet. The newer development is called machine coating. Here application of the coating is an integral step in a continuous process by which wood pulp, clay, and other ingredients are manufactured into a sheet of coated paper. Many more problems are involved in this procedural change than are apparent at a casual glance. The coating operation, for example, must function at much higher linear speed than could be obtained with coating mechanisms previously employed. The application machinery developed to meet this requirement necessitated changes in composition of the coating color.* This created new requirements, summarized below, for the clay employed as coating pigment. In addition to smoothness, a relatively glossy printing surface is needed, and to a large measure it is the function of the coating clay to make possible the development of both these surface characteristics. Traditionally, pigments such as satin-white, prepared by reacting lime with paper-makers' alum, were used to assist in producing a high finish. However, economic considerations and others preclude large-scale use of such material in the new processes. This article discusses principal areas relevant to financing natural resource projects using as an example a hypothetical newly proposed direct reduction facility. The issues most directly affecting the project from the standpoint of financing are categorized in four groups: 1. Lenders' differing requirements with respect to projected cashflows; 2. The impact of leveraging on project viability; 3. The importance of appropriate debt structure; 4. The significance of accurate and complete capital cost estimates. The findings emphasize that the economics and the financing of a project are not only inseparable, but that they should also be viewed as directly interactive during the project planning process.

FOR some time mining engineers have been interested in the possibility of using small diameter shafts, sunk by core drilling, as aids to ventilation and as emergency escapeways. The possibilities are interesting to contemplate, but new methods involve unknowns, and interest tends to remain passive until these unknowns are solved. Recently we have completed two 36-in. diam. core drilled shafts, and wish to make the data on these available to the industry. Both shafts were drilled for the McLain Fire Brick Co., one at its Buckeye mine and the other at its Colonial mine. Both mines are in the fireclay underlying the Lower Kittanning coal. Both mines have been in operation for a number of years [ ] and have required expensive maintenance work on return airways. It was decided that considerable savings could be effected by short-circuiting the air to the surface through small shafts. It was also realized that these holes, located near the present workings, would be of added value as emergency escapeways. Originally, 48-in. diam. shafts were considered, but actual computations showed 36-in. diam. shafts were more than ample at both mines. The shaft at the Buckeye mine is 240 ft deep, and that at the Colonial mine 258 ft deep. Both holes were started in the lower part of the Conemaugh formation and penetrated Conemaugh and Allegheny strata. The holes were started through the unconsolidated materials overlying bedrock by constructing a concrete collar with a wall thickness of 8 in. Then the shafts were drilled by the shot-core drill method. An annular groove was cut in the rock by the abrading action of chilled steel shot run under the shoe of the core barrel. The drilling was done in stages, the core barrel drilling the groove for a certain distance depending on conditions encountered, and then the cores broken off and taken out in sections. The core barrel had a 36-in. o.d. and the finished diameter of the shaft measured almost 37 in. The major questions that could not be answered until the completion of the first shaft were, (I) how much ground water would be encountered, how would it hinder the drilling, and how difficult would it be to seal off, and, (2) how would the walls of the hole stand up. The holes of course could be cased or lined, but that is considerable added expense in any shaft.

The water-supply of a country may be considered from three points of view: (1) its abundance and availability for agricultural purposes; (2) its chemical properties in their relation to manufacturing purposes; and (3) its quality and quantity as affecting domestic consumption. This paper concerns only those characteristics which may affect manufacturing and domestic uses. The so-called sanitary analyses deal not only with the common mineral elements found in water, but with organic matter and with those substances which, by their presence, indicate changes taking place through the agency of living organisms. Since these living organisms are frequently accompanied by others, capable, as are believe, of causing disease, the products of their action are looked upon with suspicion even when, as in the case of nitrates, that action may have taken place at a time long past. Therefore, upon the quality of the water-supply depends much of the history of a country, when rightly read, as well as much of its promise for the future. Thus, the hardness," or content of calcium and magnesium salts, gives a means of distinguishing at once between the waters traversing only igneous or other siliceous rocks and those coming from calcareous deposits. The presence of decomposing organic matter and intermediate products betrays a use of the water as the public carrier of refuse, which renders doubtful its fitness for domestic supply. In certain regions, one of the most valuable historical records is made by the relative amount of chlorine in the different waters. In the absence of rock-deposits carrying salt,, the chlorine present in rain and snow, and hence in mountainstreams and springs, appears to be derived from the air-borne, finely divided salt spray resulting from the beating of the ocean waves on the coast. The use of phosphates was studied as a way of purifying acidic copper leach solutions for direct electrowinning. The addition of 2.5 gpl phosphorus to plant solutions originally containing 6.25 gpl Fe (III) at pH 2 0 reduced the iron concentration by one half. Under identical conditions, but without phosphorous additions, the iron concentration was reduced by less than 1 gpl. Any residual phosphorous had no undesirable impact on electrowinning. The concentration ratio of Fe (III) to phosphorous which provides maximum iron elimination was determined. Higher ratios bring about a redissolution of the iron precipitate. Several ways of controlling iron with phosphates are discussed. These take advantages of more rapid and complete iron precipitation at lower pH levels.

For many years the green and dry compressive strengths of pellets have been considered as possible criteria of pellet performance during induration. Little attention, however, has been given to standardizing the unfired pellet compressive strength test or to determining the characteristics of this test. The purpose of this study was to compare the constant deformation rate test with constant loading rate tests. In addition, the dependence of these tests on such pellet properties as size and weight was to be investigated.

Coal preparation practice and trends follow, among other factors, production trends in any given area. Considering an area the size of a state, some broad predictions may be made after a review of the annual production records. As this paper is concerned with coal cleaning in Utah, data on its production record are pertinent. Table 1 shows the percentage relation of coal production in Utah to the national total as a single figure up to 1935 which includes all recorded production. From 1935 through 1947 these data are presented by years. It is evident from these data that the production of Utah coal is ascending. The reason for this trend is industrial growth in the West resulting in a population shift which accounts for more people than the normal increase would supply together with Utah's relatively fortunate geographical location and its abundance of good-quality coal. Utah is also hopeful of supplying more coal in the future for West Coast power generation.I Utah is not unique among coal-producing states in anticipating greater production in the future. Coal Age states, " . . . it is now evident that a billion-ton yearly production of anthracite and bituminous by 1960 is not impossible." At present it is about 610,000,000 tons, the all-time high in 1947 was approximately 687,803,000 tons. In view of the trend outlined above, obviously more new mines will be required to produce the necessary tonnage. These in turn will require more mechanical cleaning capacity. Whether the required new plants will be built by present operators of mines and mechanical cleaning plants or by others now in the business of producing coal or expecting to enter it is of no consequence in this discussion. The fact is— they will be built.

ONE of the most important methods of increasing the hardness of metals is alloying. In spite of the widespread use of alloys, the fundamental mechanism of alloy hardening is little understood. This is true even of the simplest form of alloy, the primary substitutional solid solution in which solute atoms substitute for solvent atoms at random in the crystal lattice of the latter. A fundamental understanding of the mechanism of solid-solution hardening would be important, both because of the widespread use of alloys of this type and because of the light that might be thrown on the mechanism of hardening in more complicated alloys. The present investigation covers the hardness of primary substitutional solid solutions of zinc, gallium,, germanium; and arsenic in copper. All of these are B subgroup elements from the third period of the periodic table. Cu, Zn, Ga, Ge, and As are in groups I, II, III, IV, and V, respectively and lie just to the right of the transition elements. Because of their cost, it is unlikely that Ga-Cu and Ge-Cu solutions will ever be of commercial importance, but the intent of this study has been to discover some of the fundamentals of solid-solution hardening and it has been demonstrated that such a study is far more likely to be fruitful if alloys are made up on the basis of position of the constituent elements in the periodic table than if commercially important alloys are used. Many investigations have. been made of the hardness of substitutional solid solutions, but lack of attention to purity of the metals, infrequent grain-size control, and the use of varying testing techniques have virtually invalidated any comparisons. The purpose of most investigations has been to solve immediate problems and not to solve the primary problem: Why do solid solutions usually have a greater hardness than pure metals? PREVIOUS WORK Theories have been advanced to account for the hardness of solid solutions,, but relatively little experimental work has been done. Perhaps the first experimental work of merit was that of Norbury1 on copper alloys. He showed that for several alloys there was a correspondence between the hardness of one atomic per cent solutions and atomic volume of the solutions. More recently Brick, Martin, and Angier2 have investigated the effect of various solute elements on the hardness of copper. They concluded that the hardening effect of these solutes depended "primarily on the difference in atomic volume of solute and solvent or, relatedly, upon the parameter, change of the solvent or the extent of solid solubility." They also observed the effect of these elements on hardness and texture developed by rolling and by annealing of rolled material. The peninsula of Nicoya contains virtually all of the known manganese deposits of Costa Rica. These are south and west of the Tempisque River, which flows across the peninsula near its juncture with the mainland. This peninsula forms the westernmost part of the province of Guana-caste, which is the northern. of the two Pacific Coast provinces of Costa Rica. The larger villages are connected by ox-cart roads and trails. The area may be covered on horseback without difficulty except during the rainy season, when rivers are in flood and difficult to ford. This is particularly true of the Rio Seco-Guay-jiniquil area, where there are no inhabitants and few open trails through the tropical jungle. Santa Cruz and Sardinal are served by the Taca Airlines, two planes a week from San Jose and Puntarenas. The port of Puntarenas has excellent loading facilities but none are available nearer the manganese districts; there ore must be lightered to vessels standing offshore. Physiography In Costa Rica there are three physiographic divisions: (I) the central plateau (Mesa Central), a somewhat dissected lava platform upon which are superimposed volcanic peaks, some of which are still active; (2) the Atlantic lowlands and (3) the Pacific lowlands. The peninsula of Nicoya and the larger part of the province of Guanacaste lie within the Pacific low- lands. The term "lowland" indicates relation to the central plateau, as the peninsula of Nicoya is largely mountainous. The mountains of Nicoya form the southern extremity of a range of low hills, which are almost continuous along the Costa Rican coast to the Nicaraguan border. The coast line shows evidence of subsidence. The Gulf of Nicoya obviously is the drowned valley of the Tempisque River. The west coast of Nicoya shows many rocks, shoals, bays, inlets and small islands as evidence of a sea encroachment. The altitude of the manganese deposits ranges from 0 to 800 ft. Topography is of the mature type of wide valleys and low hills, often with abrupt slopes. The climate is tropical and humid; rainfall of 125 in. falls largely between Sept. I and Jan. I. Vegetation often is very dense, the Rio Seco-Guayjiniquil area being truly tropical jungle, containing many hardwoods. History and Production The production of manganese ore in Costa Rica apparently dates from the first World War. It reached a peak of about 10,000 tons in the year 1919, then declined rapidly. Evidence of this period of prospecting has rotted away or been swallowed by the jungle. The war now in progress apparently revived the interest in Costa Rican manganese and has encouraged further prospecting. The solubility of hydrogen in pure iron and pure nickel, and of nitrogen in pure iron, has been determined and agrees well with earlier data. Nitrogen is insoluble in pure nickel and cobalt. The solubility of nitrogen in Fe-Ni alloys also confirms earlier- work. The solubility of hydrogen in Fe-Ni alloys increases non-linearly with increase in nickel content, but the solubility of hydrogen in Ni-Co and Fe-Co alloys reaches a minimum at 75 and 50 at. pet, respectively. The solubility of nitrogen in Fe-Co alloys decreases approximately linearly with increase in. cobalt content. Nitrogen is insoluble in Ni-Co alloys. Determined interaction parameters are in good agreement with predictions of Gokcen and Ohlani. THE solubility of hydrogen and nitrogen in liquid iron and iron alloys has been studied by various investigators.'-l' The method of solubility measuremerit due to Sievertsl is usually preferred when the vapor pressures of the liquid components are sufficiently small, but other techniques such as sampling the equilibrated melt and then analyzing by vacuum fusion have been used quite often. Previously reported data on the solubility of hydrogen and nitrogen in ostensibly pure liquid iron are summarized in Table I; certain of the quoted results were obtained by interpolation of the published data. Agreement between the various investigators is only fair, indicative of the experimental difficulties involved in obtaining gas solubility data. The only report found on the solubility of hydrogen in pure nickel is that of Sieverts.2 The solubility of nitrogen in iron-nickel alloys has received some attention, 10, 11 the results indicating that the solubility decreases with increase in nickel content, becoming zero for pure nickel.
