Financing the acquisition of a going coal mine operation has not had the exposure other finance-oriented projects have had. Therefore, C.I.T. feels that coal mining people and financial people should improve their understanding of the factors involved in this important type of acquisition. The discussion consists of two major subjects: analysis of the acquisition of the property, and sources and terms of funding the acquisition. Source and Terms of Funding There is a need to keep the competent medium-sized independent operator in the coal business, especially in these times of energy shortage. The creation of a resale market for coal mines encourages new investment in the coal mining business by medium-sized operators and their financial backers. Who provides debt and equity financing to acquire going coal mine operations and on what terms?

(communication to the Secretary, February, 1897): I have read Mr. Austin's paper with considerable interest, more especially as the designing and study of such works have been an attractive occupation for me during the last twenty-five years. Mr. Austin says that a " plant on a terraced site has generally been considered the most advantageous," and also that " many advocate a level site," while he himself " is disposed to advocate a modification of the latter plan, utilizing an extended surface with a moderate slope."* Among the advocates of the terraced sites as against level ones, I do not recollect ever meeting a metallurgist who had even made an attempt to plan his works for level ground, or who had, in a lucid interval, figured how much he gained or lost by one or the other method. The average metallurgist starts with the assumption that it is rational to conduct his material down hill because its movement is aided by gravity, while to elevate ore or furnace-material by machinery he vaguely believes to be not alone wrong in principle, but also unnecessarily expensive. Petroleum is found in almost every province in Persia. On the northern frontier, along the southern shore of the Caspian Sea, it is found near Enzelli and Shakhtesar and gas at Khoremabad. Oil is also found at Gumish Tepe, northwest of Astrabad, on the southeastern shore of the Caspian Sea. Further inland, to the south of Astrabad, oil is found at Dehahkuh-i-balae, also on the margin of the Khorasan desert at Semnan, 115 mi. (35 m.) east of Teheran. Along the western frontier, from northwest to southeast, oil is encountered at Ouschachi, north of Lake Urumieh; in the province of Azerbaijan, at Zohab, Khanikin, and other places in. the district of Kormanshah in the province of Ardelan. Further south, in the province of Luristan, oil is found east of Mendeli and in the Pusht-i-kuh districts. Considerable quantities of oil are also obtained from Schuster, Maidan-i-Naphtun, Ram-Hormuz, Beheban, which are almost on a straight line, running northwest and southeast along the foothills of the Bakhtiari Mountains. At Ahwaz, in the province of Arabistan, oil has been found along another range of hills whose axis also lies in a northwest-southeast direction. In the Fars province, boring for oil has taken place at Daliki, and indications of oil are found at Kheri, Fasa, Darab, and other places. A gas show is also recorded at Kuhi-Sung-Atush in this province, 30 mi. (48 km.) east of Darab. In the south of Persia, oil is encountered on Qishm Island, also at Ahmedi and other places north of Bunder Abbas. On the southeastern frontier, oil is found on the Sarhad range of hills. Thus, oil indications have been noted over a distance of approximately 1100 mi. along the western and 700 mi. along the northern frontiers of Persia. History The first working of oil in Persia of which there is any record took place at Kir-ab-US, Susiana, now known as Kiab, about 57 mi. northwest of Schuster. Herodotus (about B. C. 450) reported a well near Ardericca that produced three different substances; namely, asphalt, salt, and oil. The oil, which was black and had a strong smell, was called Rhadamance by the Persians.

The desirable high strength and hardness of the heat-treated strong aluminum alloys result from two distinct structural changes: (1) the formation of a solid, solution by heating at the required temperature for a sufficient period, and the substantial retention of this solid solution by rapidly quenching; (2) precipitation of particles of constituent and coalescence to a critical size to produce maximum strength and hardness. In alloys of the duralumin type, that is, alloys containing both copper and magnesium silicide precipitation takes place at normal atmospheric temperature, whereas in alloys containing copper without magnesium silicide or magnesium silicide without copper, maximum properties are obtained only after an accelerated aging treatment consisting of heating for 15 to 20 hr. at temperatures of about 150" C. The mechanical properties of these alloys subsequent to quenching but prior to aging are ideal for forming operations. Unfortunately, however, the alloys of the duralumin type age very rapidly during the first 24 hr. and aging is substantially complete after four days. For severe forming, such as the heading of rivets, it is desirable that this be accomplished within ½ hr. or at the most 2 hr. after quenching. Alloys containing magnesium silicide without copper also age at normal temperatures but the aging is less rapid and the material can be satisfactorily worked within several weeks after quenching. Some slight aging of alloys containing copper alone also takes place at room temperature but it is unimportant from the standpoint of workability. Any method of retarding the aging at room temperature of the duralumin type of alloys would be of considerable advantage in that the period during which the material could be worked successfully would be lengthened. For instance, in aircraft plants it is customary to supply the workmen with small lots of rivets that should be used within ½ hr . after heat treatment. Such procedure has the obvious disadvantage of being uneconomical, and furthermore there is always the possibility that the workmen would use the rivets after the time limit had expired, or the supply being depleted might use some that had not been heat-

Over the last 80 years the conveyor belt has advanced from the troughed rubber belt to those with standard steel cable cores and those which can navigate curves or climb steep inclines. Now the latest generation of belt conveyors can claim hitherto unheard of capacities of 20,000 tph and single flight lengths well exceeding 16,000 feet. The stranded steel cable core belt is principally responsible for the spectacular improvement in load carrying ability of belt conveyors. The allowable working tension of these belts ranges from 2,500 lb per in. of belt width for 1/4 in. diam cable to 4,000 lb per in, for 3/8 in. diam cable. These ratings far exceed the 240 lb per in. per ply for rayon or nylon construction, and 30 lb per in. per ply for a lowcost cotton fabric.

Fluorine recovery in the United States has been restricted chiefly to manufacture of ordinary superphosphate and wet-process phosphoric acid. However, there is an expanding use of fluorine by industry in the form of hydrofluoric acid. Improved methods for recovering fluorine from phosphate rock would yield an adequate supply of fluosilicates and a substantial contribution to the hydrofluoric acid requirement. THE bulk of natural phosphates is comprised of calcium phosphates, which are usually apatites;' calcium aluminum phosphates such as pseudowavel-1ite; and aluminum phosphates, which occur in extensive deposits, notably on Grand Connetable Island." Nearly all deposits of current commercial value are apatite, often with admixed material of other classes. In the trade coarsely crystalline material, mainly fluorapatite of igneous origin, moves as apatite, whereas the fine-grained material of sedimentary origin is marketed as phosphate rock. The latter classification includes the phosphate shales in western North America. Although several genetic varieties of phosphate rock are recognized, most known reserves are of marine origin. Calcium phosphate is concentrated from Florida land pebble and Florida hard rock deposits and from Tennessee brown rock deposits. Phosphate Rock as a Fluorine Carrier: More than two decades ago Reynolds and Jacob surveyed the fluorine content of commercial phosphate rock from various parts of the world. Later these samples were re-analyzed by a new and more reliable method of determining flourine. The revised results with interim additions of new samples, published a few years ago in a brief summary," are shown in Figs. 1-3. Through the points representing the respective varieties of rock medial straight lines are drawn. In some instances the lines are well defined by the points; in others, where scattering renders the position of the best line uncertain, the greater weight is given points near the end of the covered range. Wherever distinct varieties are not recognized among regional deposits the custom is to identify the sample with the geographical location of the deposit. Although all rock varieties cannot be classified with certainty, the plotted results exhibit three distinct types of rock in which the F to P2O5 ratio diminishes, remains sensibly constant, and increases, respectively, as the grade of rock increases. Existence of two types of Florida land pebble, Fig. 1, is supported by additional results recently supplied by a producer." Generally speaking, phosphate rock from continental deposits carries considerably more fluorine, and apatite and insular phosphates less, in proportion to the phosphorus content than is required by the formula for fluorapatite. Exceptions to this are apatite from Canada and certain samples of Florida waste-pond phosphate. The manner in which excess fluorine is held and the nature of the carbonate in carbonate apatite are discussed in recent articles. High-grade calcium phosphates with F to P2O5 ratios less than 0.05 have been found in Curacao, Christmas Island," Mexic,13 and elsewhere. The calcium aluminum phosphates and aluminum phosphates aften carry notable amounts of fluorine. The F to P2O, ratio for one sample of pseudowavel-lite concentrate was 0.05." Aluminum phosphate from Grand Connetable Island is very low in fluorine, whereas some aluminum phosphate minerals" carry as much fluorine as highly fluorinated phosphate rock. Fluorine in Domestic Phosphate: The curves shown in the figures permit interpolation of the F to P2O5 ratio corresponding to the midpoint of selected ranges in grade of any one of the several varieties of phosphate. Multiplication of the interpolated ratio by the mid-range grade (P2O5) yields a figure for the percentage of fluorine in this grade. Then, with the use of the mid-range grade, the amount of fluorine held in phosphate reserves can be estimated, see Table I. Accordingly, on Jan. 1, 1950, the fluorine complement of known domestic reserves exceeded 420,000,000 long tons of the element. A previous figure," deduced in 1940 by a simpler procedure

THE absolute efficiency of crushing and grinding in a ball mill is not known. A number of investigators have made calculations to this end and have presented efficiency figures. Two factors have prompted further investigation of this subject: (1) the unbelievably low magnitude of the values offered, and (2) a desire to obtain, if possible, true relationships between the relative efficiencies of a ball mill operating under varying conditions. A useful forward step in the study of mill efficiency was made when Martin1 and Gross and Zimmerley2 proved the correctness of Rittinger's law, and incidentally the incorrectness of the so-called Kick law, and when Gross and Zimmerley3 determined and gave surface values for Tyler sieve-sized quartz. These data are probably accurate throughout the range of the sieve scale, but on -400 mesh (which is the finest sieve available), the surface data, as obtained by the hydrofluoric acid disso-lution method, are of doubtful reliability. Any inaccuracy existing in surface determinations of -400-mesh material, especially when comparing runs in which varying quantities of this product are formed, will cause the resulting relative mill efficiency values to be distorted. Moreover, knowing surface accurately, the efficiency calculations require a surface energy figure. The objective of this paper is to present a practical method for calculating minimum safety factors of rock slopes with a horizontal layer of weak material. It is demonstrated that the most critical failure surface, in this case, is a bilinear surface composed of a horizontal failure surface inside the weak layer and an inclined surface inside the rock. The model presented in this paper shows that with a good approximation, the change in slope for the bilinear failure surface may occur directly below the slope crest. This assumption simplifies the calculation of safety factors considerably, because the most critical failure surface is located directly, and the trial computations for a number of failure surfaces are not necessary. Special parameters involved in slope stability analyses of highwalls in open-pit mines are discussed and, by an example calculation, the applicability of this method is demonstrated.

While the size of the blast-furnaces used for smelting leadand copper-ores has constantly increased, during late years, the manner of removing the slag from the furnace to the slag-dump has (until quite recently, at least) practically remained the same. The only appliance in practical use has been the two-wheeled slag-pot, holding about 300 to 400 pounds of slag, or as much as one man could manage to pull or push on a smooth, hard surface. When these slag-pots on wheels were first introduced, the daily capacity of a lead or copper blast-furnace hardly reached 30 tons of smelting-charge. With furnaces of this size, and even when the capacity had been doubled, this kind of slag-pot answered well enough. All the improvements made were in the construction of these pots and not in an increase of their size, which was limited by the weight which one man could handle. But the size of the furnace went on increasing. The daily consumption of one furnace rose gradually to 75 tons, 100 tons, and even more. The writer had occasion to construct some of these furnaces, which, in their day, were among the largest, if not the largest, of the water-jacketed kind then in existence. A water-jacketed furnace will always smelt more in the same time than a furnace with brick walls. Already, in those days, the slag-removal from these enlarged furnaces received due attention by the writer. The removal of 60 tons of slag in 24 hours, in pots holding only 300 pounds each, will require 400 pots to be filled in 24 hours; and when the amount.of slag increases to 90 tons, 600 pots will be required. That is to say, in the last case, 25 pots in each hour, or 1 pot each 24 minutes, will have to be put under the slagspout, filled, pulled away, and replaced with another. The Cordero mine is located in the Nevada portion of the Opalite Mining district that straddles the Oregon-Nevada state boundary. The mercury deposits of the district occur along the margins of the broad east-west graben valley of McDermitt Creek. The only other major producers, the Opalite and Bretz mines, on the northern margin of the graben have thus far exploited only shallow deposits within 100 feet of the surface. Through December 1965, Cordero has produced 94,680 flasks of mercury, the most of which came from the large underground cinnabar deposit. Nearly all of the mercury ore deposits in this district have been found in Miocene rhyolitic intrusives, flows, tuffs, and lake beds. These rhyolites have been argillically altered at depth and extensively silicified at or near the surface. These silicified areas or "opalite" masses were the original cinnabar-bearing outcrops.

INTRODUCTION How often has the thoughtful observer pondered the apparent contradictions experienced in the weather? One can take records of two days, one in the winter and one in the summer. The "degree days" indicate that space heating and domestic load were present in one case and not in the other. The Business Index may be about the same, indicating that the industrial activity of the area and its concomitant use of fuel were about the same. Thus the volume of the products of combustion released to the atmosphere varied only as related to the space heating demand. Yet on one day in winter the atmosphere may be clear and bracing, while on a summer's day the air is thick and murky and the visibility sharply reduced. The situation may be reversed. What are some of the factors that contribute to the creation of these conditions? These few notes have been prepared to indicate some of the influences that are exerted on the problem. THE SOURCES OF ATMOSPHERIC POLLUTION The industrial area of Pittsburgh, Pa., has been a dominant center for the production of iron and steel for over one hundred years. In fact, with the growth of the numerous auxiliary processes Allegheny County which contains Pittsburgh is probably the most industrialized county in the world. In addition, the type of manufacture carried out in this area is predominant dependent on thermal energy (heat). That energy is supplied from coke and coal produced in the vicinity of Pittsburgh. Indicative of the stupendous quantities of fuel that are employed in this industrial area's economy, the following (Table No. taken from the U. S. Census (1940) may I of interest. An influence that has never been fully appreciated by many individuals is the fact that no matter what adventures the gases of combustion experience as they pass through the various processes, ulti¬mately the spent gases are discharged through chimneys to the atmosphere.

Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style'- “that curiously personal thing”--in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period- Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

The exploration of deposits of the metals will never become an exact science. There will always be an element of uncertainty in prospecting and developing mines. In countries where the surface has been closely scrutinized, most of the deposits whose outcrops contain valuable metals have probably been discovered. Many metalliferous deposits, however, are normally so much altered at the surface that the true significance of their outcrops is likely to be obscured. If a deposit is not exposed, its presence may become known by some one of its characteristics that is different in kind or in degree from a similar feature of the associated rock. Thus, a deposit that is not exposed may be discovered because of its magnetic property. So few minerals are strongly magnetic that the value of magnetic surveys is limited, but the dip needle has nevertheless proved of great aid in locating magnetic belts, and these in some regions are associated with workable iron ores. The Cuyuna Iron Range of Minnesota, which does not exhibit any outcrop of iron ore, was discovered by drilling "areas of attraction" that are due to belts of magnetic rocks associated with the iron ores. In some regions the use of the dip needle is justified, even if it does no more than reveal the strike of the rocks, since a knowledge of the latter enables the driller to locate and point his holes to advantage. The measures of gravity by the use of the pendulum are so accurate, or the limit of error is so small, that one might detect the presence of a concealed tabular deposit approximately at the surface, 34 ft. (10.36 m.) thick, having a density double that of the surrounding rocks. However, not many deposits have a density twice that of ordinary rocks and a thickness as great as 34 ft.; if they lie a short distance below the surface the density or the thickness must be even greater. Consequently, there is not much hope of sufficiently developing the gravity method of detecting deposits of heavy ores to make it of practical value. If the limit of error could be reduced to about one-tenth the present factor, and if the rather tedious and painstaking methods of determining gravity that are now in use could be simplified, the method would promise some degree

Largest uranium deposit in the Northwest is Dawn Mining Co.'s Midnite mine on the Spokane Indian Reservation. The orebodies lie along the contact of granite and metamorphosed sedimentary rock and are controlled by faults and shear zones near the granite contact. In the oxidized zone the deposits consist mainly of the secondary uranium mineral meta-autunite; sooty uraninite and primary uranium minerals are known to occur at greater depths. Elevations in the mine area range from 2500 to 3500 ft. The rolling hills and low, rounded mountains are covered with grass and evergreen trees. HISTORY AND DEVELOPMENT Original showings were discovered with a geiger counter in the spring of 1954 by prospectors Jim and John LeBret. High radioactivity in several schist outcrops was found due to scaly coatings of a greenish-yellow, fluorescent mineral, later identified as meta-autunite. Prior to this time autunite was not known to occur in the state of Washington, and no significant uranium deposits had been found in the Pacific Northwest. Outcrops in the area were few, and most of the ground was mantled with 2 to 10 ft of overburden, but three other radioactive zones were discovered by prospecting the ridge southward along the strike of the schist near its contact with granite for three quarters of a mile. IN 1943 diamond drilling from the surface in an area 2 miles southwest of Leadwood, Mo., discovered a lead deposit of a markedly different character from the usual southeast Missouri type. Subsequent drilling of about 500 holes indicated several million tons of ore, and in 1950 a 701-ft vertical shaft was sunk into the orebody. This paper describes the geology, of this interesting occurrence insofar as it is known from the drilling and the small underground exposure at the bottom of the shaft. Geology The location of the Southeast. Missouri Lead Belt and of 'the Hayden Creek property are shown in Fig. 1. As shown here, there are two separate producing areas, one from which the larger tonnage has come, located near Bonne Terre, Flat River, Desloge, and Leadwood, and the other to the south around Fredericktown and including famous old Mine LaMotte. The best published description of Lead Belt geology is by Tarr.* In pre-Cambrian time in this cherty dolomites. Several of these formations may be found in direct contact with the pre-Cambrian as their deposition progressively overlapped the older rocks on the flanks of the igneous knobs and ridges. Immediately overlying the pre-Cambrian there is, not uncommonly, a thin basal conglomerate of granite or porphyry boulders, which is incorporated into the overlying sediments. Deposition of the lower part of the rock section was fairly continuous, and the Lamotte sometimes grades almost imperceptibly into the lower sandy Bonneterre. Since the sediments were deposited on an uneven floor, they tend to reflect the irregularities in that floor. Most of the steep dips found in the district, that is, dips in excess of 10°, are original dips and not caused by deformation. Such domelike structures in the sedimentary rocks around the igneous knobs have localized a considerable number of the orebodies in the district and particularly those in the Fredericktown area. Many of the larger orebodies, however, have no close relation to the pre-Cambrian topography. Most of the lead production has come from the lower 150 ft of the Bonneterre formation, where disseminated ore spreads laterally parallel to the bedding for great distances. Average stoping height is about 20 ft, but in a few places there are stopes over-175 ft high.

The measures overlying some coal beds are under stress as the result of geological movements after the measures have been deposited. The removal of the coal in the process of mining induces additional stress in the roof measures. Certain types of deposits have sufficient inherent strength to be self-supporting over definite width of excavations and the stress is adjusted without appreciable movement of the material, to the extent that no part of the material will become detached and fall. The uplifting of the measures in geological time often results in the establishing of cleat planes or planes of weakness in the measures overlying the coal, and these planes generally have a uniform direction. Measures that have not been subject to uplifts are less liable to have noncompensable stresses, although any method of underground mining results in the creation of stress in the roof measures over the excavations and over the coal pillars. The immediate roof measures extending upwards of 10 to 15 ft. above the coal give the greatest concern in maintaining the roof in the advance work in the solid coal. Immediate measures which are inherently weak often may be scaled and supported for indefinite periods by a system of timbering. As an excavation is made, the pillars adjoining must take on the weight previously supported by the coal removed. The roof over the excavations takes on the function of a beam and if too weak to be self-supporting it will fail either through shearing or bending, and the roof cavity may enlarge until a self-supporting arch is formed. As support is removed by taking the coal away, there is a tendency for the roof members to move toward the excavation in an effort to compensate the stress; particularly is this true where there is an overlying bed of clay, which may act as a lubricant on which adjoining members may slide. Unstabilized stresses, plus the force of gravity, plus the inherent strength of the material, govern the tendency of mine roof to fall when not supported by timber. In general, most mine roof depresses when the coal is removed. This depression may be in the nature of a sag as the result of bending, or the edges of the pillar may break away or the floor may come up or heave.

It was found that a shear stress applied during the recovery had no effect on the amount of recovery if the stress was less than the instantaneous yield point irrespective of the direction of the stress. Large ajplied stresses during recovery had a marked effect, which depended on the direction of stressing. Single strain reversals at -72°C not only produced the Bausch-inger effect but also increased the flow stress. The increase inflow stress was attributed to vacancies, which have appreciable mobility at -72 °C. THEORIES I-' of recovery suggest that the internal stress field of the dislocations plays an essential role. Most investigations of recovery use time and temperature as the independent variables; however, here stress has been introduced as a variable in two ways: 1) by varying the internal stress field according to the amount of strain prior to recovery and 2) by applying an external stress during recovery. Tannen- baum and Kauzrnann studied the effect of applying a stress during recovery by measuring the change in creep rate after recovery; they found that stresses as high as 95 pct of the creep stress had no effect on recovery. Earlier, Wood and scrutton6 showed that an applied stress during creep increased the rate of poly-gonization. The experiment by Wood involved poly-crystalline aluminum whereas Tannenbaum and Kauzmann used a single crystal of zinc. In this investigation, zinc single crystals were used and deformed in a manner to prevent polygonization. Thus, the main difference between this investigation and that of Tannenbaum and Kauzmann is the use of the stress-strain curve instead of creep rate as the index of recovery.
