I was this morning an interested listener to the remarks of Mr. Ashbel Welch in regard to his designing a new section for steel rails, in 1866; and for the salze of the truth of history, and in order t:, give the credit to an American (and where it rightfully belongs) of higning the first section for steel rails, which was intelligently adapted to that material; I beg to state the following facts: On the 14th of August, 1866, Mr. Ashbel Welch gave me an order for 200 tons of steel rails, to be made bbr the Camden and Amboy Railroad, from a section designed by him. BACKGROUND Before addressing the above topic in any detail, it is pertinent to provide some background on Australia for those people who have not been there or who have a limited knowledge of our continent. Australia is approximately the size of the continental U.S.A. (excluding Alaska) covering an area of approximately 7 million square kilometres. It has a very dry climate which has led to a concentration of people in major cities scattered around the continents perimeter. Australia's population is currently approximately 15 million. Of the work force of 6.3 million, 72% work in tertiary industries, 20.2% in manufacture, 6.5% in agriculture and 1.3% in mining. Agriculture accounts for 46% of exports, mining for 31% and manufacturing for 23,. Economic activity is based on:- Agriculture This is capital intensive and covers extensive areas and is reliant on low cost farming. A.range of foods and fibres are produced with over 70% of production being exported. Such products are of course subject to the usual vagaries of world market demand and market access, particularly in regard to the operation of trade blocks such as the E.E.C. Mineral Resources A wide range of minerals and an abundance of iron ore, coal, gas and uranium resources provide an increasing volume of exports. However, Autralia's oil resources at present only supply approximately 70% of local requirements. Industry This is diverse and encompasses the processing of agricultural products and mineral ores as well as helping to supply the consumer and capital goods needs of the whole community. However, the small scale of local markets, the geographic isolation of Australia and relatively high wage costs have limited the scale of Australia's industry. Advanced technology has overcome some of these difficulties and high tariff and import quotas protect local producers from the full force of international competition. In 1980/81 Australia's Gross Domestic Product amounted to $130 billion with approximately 24% of this being devoted to investment. In the past decade Australia has experienced inflation rates ranging from 5% to 17% and only modest real growth rates ranging from 0.4% to 5% per annum. We have also experienced, as have many other industrialised nations, continuing wage and price increases. Unemployment presently stands at 6%. MINERAL DEVELOPMENT As the above figures indicate, Australia's continuing prosperity is very dependent on the mineral and agricultrual sectors of our economy. The dependence on these sectors is highlighted by the table below which indicates our position in a global context. This prominence in the world mineral production has largely been achieved in the last 15 - 20 years. In fact, in the early 1960's, Australia had only 2 major mining export centres, Broken Hill in New South Wales and Mt. Isa in Queensland. This growth is highlighted by the fact that in 1963, for example, we exported only 9 tonnes of iron ore and less than 4 million tonnes of coal. In 1980/81 we exported 75m. tonnes ',of iron ore (valued at $1,117m.) and 47m. tonnes of coal valued at $1,965m.). The growth in our mineral industry has come about because of a number of factors. Abundance of Mineral Resources We are particularly well endowed with mineral resources, as indicated below.

Dynamic measurements of Young's modulus have been made for poly crystalline Ni-W alloys from room temperature to 800°C. The alloys studied range in composition from pure nickel to Ni-10 at. pct W. The results indicate that Young's modulus decreases linearly with temperature above the Curie temperature. The rate of change of Young's Modulus with temperature mas found to range from 104 psi per "C for pure nickel to 0.82 x 104 psi per °C for Mi-10 pct W. At all temperatures the elastic modulus decreases with increcrsing tungsten content up to 1 at. pct W, and increases as the tungsten content is increased above that level. Young's modulus decreases slightly as the carbon content is increased from 0.002 to 0.09 wt pct C THE knowledge of the elastic modulus of metals and alloys is important for a number of reasons. The first and most obvious reason comes from the need to predict elastic deflections under given loading conditions. A second and somewhat more subtle reason comes from the fact that the elastic properties of an alloy must be known before a proper account of the mechanisms of plastic deformation can be made. This is especially true for high-temperature creep of crystalline solids. Sherby and his coworkers have shown that the high-temperature steady-state creep rates of crystalline solids are inversely related to the elastic modulus1,2 and that the temperature dependence of the elastic modulus must be taken into account if reliable determinations of the activation energy for creep are to be made. In addition, measurements of the elastic constants of solid solutions are needed to allow one to assess the modulus interaction contribution to solid-solution Strengthening.3-5 Pelloux and Grant6 have demonstrated that substantial solid-solution strengthening at room temperature and elevated temperatures occurs when refractory metal solute atoms are added to nickel. While the high-temperature elastic properties of pure nickel have been measured by a number of authors,7-10 the elastic properties of nickel-based refractory metal alloys have not been determined. The purpose of this paper is to report on measurements of Young's modulus of polycrystalline Ni-W alloys at elevated temperatures. It is expected that these measurements will be valuable to studies of the mechanical properties of nickel-based refractory metal solid solutions. I) EXPERIMENTAL Young's moduli of polycrystalline samples were determined by a dynamic method in order to reduce high- temperature anelastic and plastic relaxations. The samples were forced in transverse free-free vibration; that is, both ends of the sample were unrestrained and the vibration was transverse to the long axis. The fundamental resonant frequency was determined by the Forster method.11 The analysis of this type of vibration which was formulated by Rayleigh,12 Timo-chenko,13 and pickett,14 and reviewed by Fine," leads where fn is the resonant frequency of the nth mode, r is the radius of the circular cross section. L is the specimen length, ßn is 1.5056 for free-free vibration in the fundamental mode of vibration, 6 is the mass density, and E is Young's modulus in the axial direction. This equation can be transformed into: E = 9.17605 x 10-6(L/D)E/Lf2 [2] where E is Young's modulus in psi, L is the length in inches, d is the diameter in inches, W is the weight in grams, and f is the resonance frequency in cps. Eq. [2] was further modified in order to take account of the thermal expansion of the samples. The resulting correct term is: where the thermal expansion coefficients for nickel and tungsten, respectively. Xw is the atom fraction of tungsten in the sample and T is the temperature in "C. The treatment of the thermal expansion coefficient as a linear function of composition seems sufficiently accurate since an error of 25 pct in the expansion coefficient will result in only a 0.3 pct error in the modulus at 1000°C. A) Apparatus. The equipment for this investigation has been described by Lytton et al.16 Several modifications of the equipment have been made. The most significant change involved replacing the detector crystal transducer with a magnetic transducer. A phonographic magnetic transducer was employed as a sensing device since the contact pressure necessary to produce a stable signal is much less than that for a crystal transducer. This magnetic transducer is also not affected by conditions of high temperature and vacuum which are present in these experiments. The vacuum was 10-5 torr at room temperature and about 5 x 10-4 torr at 900°C. This was sufficient to prevent surface contamination of the samples during the tests. THE remarkable outflow of natural gas recently developed in Western Pennsylvania, and along the valley of the Ohio and its tributaries, has called attention to an important series of patents for improvements in glass-fnrnaces and the manufacture of glass, which the brothers Siemens have made since 1872. The basement-patent of this series, is No. 127,806 of the U. S. Patent office, and is of date June 11th, 1872. This has been followed by eleven other patents (including one re-issue), all for improvements in glass-furnaces, or methods of manufacture, of which the latest is of date July 11th, 1882. Nine of these patents were issued in 1880-82. The following is the list of these patents, in order of dates, viz.: 1872. June 11th. No. 127,806 (U. .... The subject is one of great interest in every point of view to railroad managers and steel-rail makers. It has occurred to me that if in this connection your society would take up the matter of the shape or section of steel rails and the form of joint, and be able to arrive at such form for difEerent weight of rails as you could recommend to the railroa~ls of tbis country with a view of obtaining uniformity, it would be, in caseof adoption, of great value both to the railroads and makers of wils. My idea is that if botb your society and that of the civil engineers ahould join in the adoption of templates and their recoalmendation, it would be more likely tb have the desired effect. Mine Taxation On Monday morning, Sept. 22, a session on- Mine Taxation was held in cooperation with the Internal Revenue Dept., U. S. Treasury, Mr. R. C. Allen presiding. The first systematic attempt of the National Museum to gather material representing the economic geology and metallurgy of the country was made in connection with the Centennial Exhibition. The department may be considered as having originated then, althongh it was not formally inaugurated until December, 1882. Previous to the Centennial, all the illustrations of economic geology had been included in the mineral collection, and the illustrations of metallurgy were so very few that they had also been included with the minerals. When the museum began its collections for the Centennial, the subject of the mineral resources of tile United States was placed in the hands of Professor Wm. P. Blake, who was eminently fitted to undertake the work by his experience at various international exhibitions and his extensive acquaintance with the mining industry of the country. Professor Blake prepared a broad and exhaustive plan for this purpose, and the very large collection shown at Philadelphia was well calculated to set forth the vast mineral wealth of the country. The history of the department proper may conveniently be divided into three periods : first, the formative period, during which the Centennial material was mainly administered upon, ending Jnly 1, 1884, with the beginning of the preparation for the New Orleans Exposition; second, the New Orleans Exposition period, from July 1, 1884, to June 30, 1887, during which the collections for the New Orleans Exposition were made, exhibited at New Orleans, returned to Washington, and installed permanently in the museum; third, the southwest-court period, from July 1, 1887, to October 1, 1889, during which the collections were arranged in the southwest court of the museum.

The activation of sphalerite was found to occur at a much lower rate with Pb++ then with Cut++ or Ag+. To prevent activation with Pb++, the ratio [m in solution must approximate 103. An example is given illustrating how this condition is met in practice through the addition of zinc sulfate and soda ash. In selective lead-zinc flotation, the mill operator, especially the one who is concentrating a partially oxidized ore, often must add zinc sulfate and/or soda ash for effective depression of the sphalerite. In the present paper the authors show how this practice prevents the activation of sphalerite in the presence of Pb++. A number of years ago Gaudin (1) postulated that Zn++ might control the activation of sphalerite with Pb++ through competitive adsorption. However, recent experimentation has shown the activation of sphalerite with Ag+ and Cut++ to be a chemical reaction in which silver or copper ions replace zinc in the sphalerite lattice through the formation of a more insoluble sul-fide (2,3,4) Thus, if activation with Pb++ is similar to that with Ag+ or Cu t+, zinc salts should control the activation of sphalerite not through competitive adsorption but because the ratio of [zn++/Pb++] in solution regulates the extent of the chemical exchange between Zn++ and Pb++ in the solid phase. The objective of this investigation has been to study the kinetics and equilibrium conditions for the uptake of Pb++ by sphalerite and to investigate the prevention of lead activation with zinc salts. BASIC PRINCIPLES Sphalerite activation has been shown to be a replacement reaction wherein a less soluble compound is formed at the expense of the more soluble zinc sul-fide (2,3,4) For example, if sphalerite is placed in an aqueous silver nitrate solution, ZnS gives to the solution more S= than can exist together with Ag+, and hence the following reaction takes place: ZnS + 2 Ag+? Ag2 S + Zn ++; k = [zn ++]/[Ag ++]2 = 10 26 (1) Therefore, ZnS will dissolve in the presence of Ag+ and activation of sphalerite with Ag+ will proceed after monolayer coverage by solid state diffusion until equilibrium conditions are reached in the system (2, 4) Because of the large difference in the solubility of ZnS and Ag2S, zinc salts cannot affect the reaction unless a complexing agent, such as cyanide ions, is present to complex Ag+ more tightly than Zn++ . By complexing Ag+ and Zn++ in solution, the uptake of Ag+ by sphalerite can be regulated by controlling the ratio m. . Experimentally (2) it was found that the activation of sphalerite by Ag+ could be prevented through the addition of NaCN if this ratio reached a value of approximately 10 26. The mechanism of sphalerite activation with copper salts is given by the following reactions: ZnS + Cu ++ ? CuS + Zn + + ; (2) k = [Zn++]/[Cu++] = 10 11 ZnS + Cu + ? Cu2S+ Zn++; (3) Experimentally Mao (3) found that the activation of sphalerite with Cu++ or Cu + was prevented if the ratios expressed in Equations 2 and 3 were approximately l09 and l022, respectively, with cyanide ions as the deactivator. Although zinc salts do not affect the activation of sphalerite with silver or copper ions in the absence of a complexing agent, activation with lead ions theoretically can be controlled by the addition of zinc salts because of the relatively small differences between the solubility of ZnS and PbS (5). A cathode sputtering technique is described which elin7inates the need for ultrahigh vacuum in preparing thin films of materials sensitive to gaseous impurities. This technique uses a fraction of the atoms sputtering within an anode container to getter actice gases, such as HzO, Oz, and Nz. The gases alzd gettering metal are deposited on the container walls, thus shielding the coating zone of the system from contamination. The use of the method for preparing superconducting-normal metal couples such as Ph-Cu and Ph-Pt is described, and the properties of the individual and composite films are given and discussed. GETTER sputtering is a method which greatly simplifies the preparation of thin films in cases where composition control is critical. A major difficulty with conventional sputtering and other vacuum-deposition techniques is the contamination of the forming film caused by residual gases, such as H20, CO, Oz, and Nz, in the coating equipment. The difficulty arises from the fact that even when the residual pressure in the system is as low as 1 x 10"6 Torr, with a deposition rate of 10A per sec, there are as many contaminating gas collisions with the substrate as there are with film-forming metallic atoms. It is not surprising, therefore, that with reactive metals, such as tantalum and niobium or with semiconductors, such as silicon and germanium, films with properties far different from the starting materials are obtained. In the case of niobium and tantalum, deposited either by sputtering or vacuum evaporation in systems with reactive gases at pressures of the order of 1 x l0-' Torr, the loss of superconductivity is traceable to interstial oxygen or nitrogen. On the other hand, working in vacuum of the order of 1 x l0-" Torr, Marchand and enema' have shown that superconducting films of tantalum with properties approaching those of bulk material are possible. At this level of gaseous impurities -lo6 metallic atoms arrive at the substrate before a contaminating collision occurs again assuming a deposition rate of 10A per sec. It is evident from the above that any successful vacuum technique requires the elimination of reactive gases from the region of the system where coating is occurring. Getter sputtering accomplishes this using conventional vacuum equipment with residual pressures in the 106 Torr range. In fact? vacuum systems with residual pressures of lo-" Torr are adequate for most purposes. With this method, sputtering is confined within an anode can and, by geometric design, sputtering itself is used to purify the argon at the lower and upper parts of the system by the gettering action of the reactive metal. In consequence, the central region of the system where coating occurs is shielded from gaseous contamination. Getter sputtering is particularly useful for the preparation of alloy and compound films. With this method, if a cathode of homogeneous composition is bombarded with high-energy argon ions, transfer of material to the substrate having the same composition as the cathode will occur. This is true after an initial equilibration time, even though the constituents of the cathode may have different sputtering rates. During equilibration, the surface of the cathode changes composition due to differences in sputtering rate, but mass conservation demands a steady-state condition such that the atoms sputtered from the surface have the same composition as the cathode material from which the surface is generated. A few weeks ago the Institute lost, by death, from its list of members one who in recent years, by frequent attendance at meetings, by the preparation of papers, and in many other ways, had shown a warm interest in Institute affairs; who had an extensive acquaintance among his fellow-members, and whose memory it is fitting to perpetuate by a permanent record in the volumes of our Transactions. Dr. Byron William Cheever, acting Professor of Metallurgy in the University of Michigan, died at his home in Ann Arbor, on the 6th of March, 1888. He was born September 17th, 1841, in Ellisburg, Jefferson County, New York. In 1844, the family moved to Geneva, Illinois, and thence, in 1857, to Dundee, Michigan. Two years later, a third removal was made to Ann Arbor to take advantage of the educational facilities there offered; and in 1859 the subject of this sketch, with his two brothers, entered the University of Michigan. In 1863, he took the degree of Bachelor of Arts. After a year or two of business life, he entered the medical department of the University, and graduated as Doctor of Medicine in 1867. A taste for scientific work had been developed in him in early life; and, even while carrying on undergraduate and medical studies, his proficiency in chemistry found recognition in his occasional employment as assistant in the University laboratory. The interval between the close of his course in Arts and the commencement of his course in Medicine was also devoted to chemical work, partly in the city of Philadelphia, and partly in the West Indies, where he was employed in the service of a commercial company engaged in the guano trade. Dr. Cheever never took up regular practice as a physician. After receiving his medical diploma he went again to Philadelphia, and for about two years was employed as an analytical and consulting chemist in that city. Through close cooperation with geophysical and geological test work by Texas Gulf Sulphur Co. in Beaufort County, the Asheville Minerals Research Laboratory assisted in the evaluation of North Carolina's most valuable mineral resource, the Pungo River phosphate deposit. After a core evaluation study, the flotation process for the concentration of North Carolina phosphate was demonstrated in a 500-lb per hr pilot plant in Asheville. Tonnage samples of phosphate concentrate were produced for customer evaluation in the United States, Europe, and the Far East. Plans for a larger pilot plant to be erected at the plant site at Lee Creek were prepared for TGS. The larger pilot plant was operated by TGS in conjunction with a test dredging operation which led to the adoption of a dragline dry mining method to move 90,000 tpd of material for the production of 10,000 tpd of phosphate concentrate in the all-flotation phosphate concentrator. Calcining, dry grinding, and byproduct studies complimented the construction of one of the world's largest and most modern fertilizer raw-feed complexes on the eastern North Carolina seaboard.

The San Manuel district of Arizona was first prospected prior to the Civil War, but there was little or no production until 1881. Small operators tried to develop ore bodies from time to time after that without success. Then, in 1917, a drilling program was carried out; but it did not indicate a copper content of interest. Finally, in the 1940s, the U. S. Geological Survey drilled the property and obtained indications of a mineralized area. At that time, Magma Copper and its principal owner, Newrnont Mining Corporation, drilled many deep holes through the gravels and conglomerates and in 1948 proved an ore reserve of 367 million tons of 0.785% copper sulfide ore. Underground exploration and development were started in early 1948, and in 1953 design and construction of the surface facilities commenced. By the end of 1955 plant construction was completed. The ore deposit of disseminated pyrite, chalcopyrite, chalcocite, molybdenite, silver, and gold is in quartz monzonite porphyry gangue. Mine production, which is entirely underground, is by full-gravity block-caving. Initially, ore mined at a rate of 36,000 tpd was hoisted through two identical shafts. From the 5,000 ton coarse ore bins located at the collar of each shaft, the ore was hauled by a shuttle service rail- road in 100-ton bottom-dump rail cars a distance of seven miles to the rail bin. Fragmentation from block-caving supplemented by underground grizzlies at the loading stations controlled the oversize material to give a feed size acceptable to the two 7 ft standard Syrnons crushers. During operation, however, it became evident that a large amount of secondary breaking in the grizzlies was necessary to produce a suitable feed for the standard crushers. The decision was then made to install primary gyratory crushers on the surface adjacent to the shaft site ore bins. Under each 5,000-ton coarse ore bin, an 8ft by 20 ft (2.44 m by 6. 1 m) apron feeder transfers the ore to a 13 ft 6 in. by 10 ft (4. 1 m by 3. 05 m) grizzly set at 6 in. (152 mm) and sloped at 45 degrees. About 65% of the ore passes the grizzly and thus bypasses the 42 in. by 65 in. WEBSTER, Philadelphia, Pa.:-I would like to call ,attention to the fact that the results of the ordinary tension and bend tests do not always give us the information we want even if we figure out the amount of work done. You want a bending test of sufficient width and full thickness. In the case of eyebars, for instance, I have had experience with a 10- by 1-in. eyebar which gave perfectly good results in a full-size test of the finished bar. The 10- by 1.5-in. and 10- by 1.75-in. eyebars from the same heats-of steel were absolutely worthless in full-size tests. The narrow bending tests from all these bars gave good results. Bat after going into the matter fully, we found that if pieces about 3 in. wide and full thickness were used for the. cold bending tests, the heavier material would not stand this test, but failed. That is, in order to check the quality of the rolled bar you should have a wide piece of full thickness for cold bending, as the narrow pieces give misleading results. J. E. Y. :-I would like to ask if there have been any tests made to compare the results of Charpy tests with the true dynamic test similar .to the Wohler test, except that the piece is subjected to a tensile or compressive stress and to alternating stresses in addition, at the same time. This seems to me to approach more nearly than any other test to the conditions of actual service. where the piece is under a fixed initial stress plus a highly variable and often alternating stress. Some tests were made on this plan in England within a year or two. The test piece was Subjected to either a tensile or compressive stress of known amount and simultaneously to alternating stresses in addition. Such a. test as this gives information which we cannot get by a tensile test or even from the tensile strength multiplied by an. elongation. Such tests, however, are exceedingly tedious and require long periods of time in order to obtain valuable results. If material could be subjected to these dynamic tests and the same material to the. Charpy shock test, and if some reasonable qualitative relation could be established between the results of the two tests, then we could assume that the shock test, which is so simple and easy to make, was a measurably accurate test of the dynamic qualities of the material. Flotation of rutile with N-benzoyl-N-phenyl-hydroxyhmine (N-BPHA) has been investkated. Initially, floatability tests were performed in a Hallimond tube. The results indicated that rutile was floatable at pH 2-4 with N-BPHA concentration between 2 x 10-3 mol/L and 2 x 10-2 mol/L. Selectivity against hematite was recognized when operating at pH values below 2. Following the hypothesis of the formation of a surface chelate between N-BPHA and titanium ion, this compound was precipitated from a solution of Ti (SO4)2 to which N-BPHA was added. I. R. spectrometry of the rutile before and after treatment with N-BPHA solution confirmed the presence of this compound on the rutile surface. Adsorption isotherm and kinetics were determined by analyzing N-BPHA in solution with an U. V. technique. A hypothesis on the way N-BPHA is adsorbed on rutile is presented.

THE grades of commercial steel produced in large quantities can be divided into two general types from the standpoint of ingot structure-killed and rimmed. Killed steel covers a wide variety with carbon contents throughout the range of the steel portion of the iron-carbon diagram, and is the kind usually used in the production of alloy steels. Rimmed steel is normally associated with carbon ranges under 0.30 per cent, and is not yet used to a large extent in alloy practice, except for copper-bearing steels. The fundamental differences in the ingots made from these two types of steel can be seen most easily in Figs. 1 to 7. In the rimmed ingot shown in Figs. 5 to 7 there are two lines of blowholes approximately parallel to the sides and coming together at the top and at the bottom of the ingot. In the killed ingots shown in Figs. 1 to 4 these blowholes are not present. Also, the rimmed ingot has no well defined pipe, as com-pared to the deep pipe on the killed ingots, and there are numerous pri-mary blowholes in the lower portion of the rimmed ingot perpendicular to the surface and close to it, while on the killed ingot there are no blowholes of this type in the ingot shown in Fig. 1 and very small ones close to the surface in the lower part of the ingot shown in Figs. 2 to 4. With respect to the presence of pipe and the primary blowholes, the structure may vary considerably in both rimmed and killed ingots, therefore these cannot be considered as fundamental structural characteristics differ-entiating the two types of steel. The primary blowholes in rimmed ingots may be much less pronounced than those in the ingot shown in Figs. 5 to 7-as, for example, in "ingot iron," which is entirely free from them. An example of a cross section of an ingot-iron ingot is shown on page 16 of "Research and Methods of Analysis of Iron and Steel," published by the American Rolling Mill Co. (1920). A certain amount of pipe may also occur in rimmed ingots, though it is normally porous and not as well defined or deep as in the killed ingot of Fig. 1. At the Philadelphia meeting of the Institute, held in February, 1881,I had the honor of reading a paper on "A New Method of Mapping the Anthracite Coal Fields of Pennsylvania."* At that time the State appropriation for the Second Geological Survey had just expired, and, as a new appropriation was not assured, no detailed plan had been adopted by Professor Lesley, State Geologist, for the practical examination of the mines, and the solution of the geological structure of special localities, or the representation in sections, vertical and columnar, of the general structure of the coal basins and coal beds. I had merely proposed a plan of mapping, as the material for the construction of maps was most available, and it was at that time uncertain what money the Survey would have to enable it to extend the surface and underground explorations, in order to make the examinations complete. After a continuation of the Survey was authorized until January, 1884, by the legislature, in May, 1881, the Anthracite Survey was regularly organized, and a plan adopted for a systematic and exhaustive geological and mine examination of the region. This plan provided for such work, other than that of mapping, as was necessary for a complete and practical geological and mining survey of a coal field. To do any geological work, of however general a character, it was absolutely. necessary that the members of the Survey Corps should obtain unrestricted access to all the mining records of the operators, which have been made with great care and accuracy and at an enormous expense during the past thirty years and more. The unanimous and generous support of the individual and corporate coal operators, of the plan of carrying on the Survey, was promptly assured, on condition that the results should be of such a character as to render them of practical utility to the property-owners and those directly interested. The cost of transporting mineral raw materials and products will receive greater attention in the next 10-20 years because raw material sources and markets are changing. Today, shipping costs may equal 20%-80% of the landed or delivered cost of raw materials and products. Companies are learning that total costs are what count to the company and customers. Transportation has historically been priced at "What the traffic would bear" and little real effort has been made to analyze the shippers problem and provide them with effective and low cost transportation. This climate existed in both ocean and rail transport. The shiplines and railroads did not understand the shipper's problems and few shippers understood transportation and how to buy it. Recently more consideration has been given to the advantages between the American Merchant Marine- American Flag and Foreign flag vessels. The discussions held focused on what action is desirable to encourage American flag operations. Based on extensive studies made by both A. E. Gibson, Maritime Administrator and R. J. Blackwell, Deputy Maritime Administrator, the resulting statistics show that the potential for ocean transport is as follows: U. S. Foreign trade is estimated at 620 million long tons annually in the early 1980's. It was 418 million tons in 1968. In 1968 only 6.4% of the U.S. ocean borne trade was carried on American Flag vessels. About 50 million tons of early 1980's trade will go ill container ships. That leaves over 500 million tons to go as bulk or "neo-bulk" cargo.

Although nickel was discovered and isolated as early as 1750 and its valuable properties recognized, many years passed before it was used commercially for wire, sheet, rods, etc., in the pure form. This was due partly to its high cost at that time and partly to the fact that it was not possible to refine and cast nickel into ingots sufficiently malleable to be amenable to the usual forging, rolling, or drawing processes. So remarkable was this fact, and so different from the experience at that time with metals such as copper and iron, that it has left its impress on the nomenclature within the nickel industry. To this day, furnace-cast nickel produced in such a manner as to be suitable for rolling and forging is called malleable nickel to distinguish it from the ordinary pig and shot nickel of commerce. In 1878, the firm of Jos. Wharton, of Philadelphia (which later became The American Nickel Works, a constituent of The International Nickel Co.) exhibited at the Paris Exhibition specimens of rolled pure nickel strip and of drawn nickel wire. About this time, there was considerable activity in the study of the refining of nickel and several methods were described, some of which were patented, for the production of furnace-cast malleable nickel including the use of manganese (Boed-dicker,1 Selve and Lotter2), the use of potassium permanganate (Berns-dorfer Metallwarenfabrik3) and the use of phosphorus (Garnier4). By far the most efficient method was discovered by Th. Fleitmann in 1879;5 it consisted in adding to the molten nickel, just before pouring the castings, from 0.05 to 0.125 per cent. of metallic magnesium. This soon became the recognized final malleableizing treatment for furnace-cast nickel.
