If world oil prices stabilize at $ll/bbl, if the US decides on the "accelerated supply" case for domestic fuel resources, if investment capital is available, if environmentalists' demand become reasonable, if land withdrawals are halted, if government grants generous depletion allowances and fast depreciation write-offs, and if many other "iffy" conditions are met-then shale oil production may reach the 1-million-bpd level by 1985, according to the Project Independence Report. In the "base case" scenario, oil shale production would be, at best, about 250,000 bpd at $11 prices, and "much lower if expectations for $7 oil prices prevail." In this regard, the FEA study reflects the conclusion reached by companies engaged in oil shale development work. Thus, except for some new technological breakthrough in mining, the birth and growth of the US oil shale industry will occur only if oil prices stabilize at about $ll/bbl.

Continued development in the deeper fields discovered during 1937 and 1938 was largely responsible for the 16 per cent (2,913,400-bbl.) increase in production, bringing the 1939 output to 21,376,230 bbl., the largest for South Arkansas since 1929. The older settled fields continued to decline and Rodessa was added to this classification. Magnolia field accounted for much of the increase, with Schuler field showing only a slight increase. There were 248 wells drilled during 1939, five more than during the previous year. Of 198 wells drilled in proven fields, 21 were dry; 46 of the 50 wildcats drilled were dry. The old depth record of 8332 ft. was increased to the present record of 9028. Trend of Prospecting Production from the porous " Reynolds " oolite zone of the Smackover limestone continued to be the objective of prospecting. During the year 20 seismograph, 3 gravity meter, 1 magnetometer, 1 soil analysis and 1 electromagnetic crews were reported in the state. The geophysical work was largely concentrated in three southern counties: Columbia, Lafayette and Union. As indicated in Table 2, the same three counties received most of the important drilling tests. At the end of the year only three seismograph crews remained in the areas. The area for prospecting Smackover limestone was greatly narrowed during the year by the failure of two "fault zone" wells to find satisfactory permeability in the oolite zone, and by the relatively thin sections of porosity found in wells drilled in townships 18 and 19 South. Geology Most of the wells listed in Table 2 afforded additional control on structure of the lower beds, but gave little new information on stratigraphy. Of the 248 wells drilled, 3 ended in Tertiary, 34 in Gulf, 1 in Paluxy, 29 in Glen Rose, 15 in Travis Peak, 15 in Cotton Valley, 139 in Smackover, 2 in Eagle Mills and 10 in Carboniferous. Reading in the AIME annual reports that certain activities have been financed by the Rocky Mountain Club Fund, less senior members of the Institute may wonder. "What's the Rocky Mountain Club?" Less youthful members will not have to wonder. They will recall the Club as an intriguing, almost fantastic organization, largely of western mining men, that flared across the New York horizon, flamed brilliantly for a little more than two decades, then sputtered out of existence- glorious even in its last flash. It was the only product of its mold, a fabulous group of magnanimous men who unhesitatingly sacrificed a cherished dream for which they had raised millions of dollars so that the money, instead of creating a magnificent club house, could be used instead to save the lives of starving Belgian children in World War I.

Chemical and physical properties of soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the native soils, especially when these soils are classed as prime farm lands. In northeast Texas, lignite primarily occurs in the Calvert Bluff formation which is underlain by the Simboro and Hooper formations. These formations are in the Wilcox group (early Eocene). The Carrizo formation, that unconformably overlies the Calvert Bluff formation, consists of thick layers of sand with poor water and nutrient retention capabilities. These materials are least suited for placement on the surface of reclaimed land. The oxidized, medium textured overburden of the Culvert Bluff and Simboro formations possess adequate water and nutrient retention properties and are better suited for sustained plant growth when compared to the existing native soils. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation although acid forming sulfides occasionally occur. Materials high in sulfides must be buried during mining or appropriately treated prior to reclamation.

Improvement of drilling operations through the development of new, unconventional drill bits is a prime research target at Sandia Laboratories, Albuquerque, N.M. Sandia is currently focusing efforts on four new bit designs which its engineers believe may eventually improve penetration and reduce operating costs. The Energy Research and Development Administration (ERDA) has budgeted $500,000 in support of this program to date. Two of the drill bits-one that chips rock with high voltage spark discharges, and another which fires small projectiles into the rock ahead of a regular roller bit-are designed to increase both penetration rates and downhole bit life.

THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.

In a recent paper,' a very early suggestion by Ludwik2 concerning the nature of the mechanical behavior of metals has becn reexamined and extended. In essence it was suggested that there exists, at least under certain conditions, a mechanical equation of state; that the stress required for flow depends upon the instantaneous values of the strain, strain rate, and temperature, and not upon their past values. It is proposed that under these circumstances thc stress does not depend upon past history of these variables, but is like the temperature of a gas that depends only upon the instantaneous values of the pressure and volume. Experiments indicate that the fatigue limit of various drill steels becomes vanishingly small in the presence of water and other corrosive liquids. Therefore one must generally expect fatigue failures of drill steels in a great many field operations. However, it is theoretically possible to so choose the hammer impact speed of a percussion drill in order to maximize the total length of hole drilled before failure occurs. In this paper the existence of an optimum speed is demonstrated and it is shown to be comparable to presently used piston speeds. The influence on drilling speed and hole length of a number of other pertinent design features, such as bit geometry, hammer geometry and steel properties is also established. Although machinery should be designed to obtain optimum performance, it is not always clear just what performance characteristic is to be optimized. For example in a rock drill it would be desirable to optimize all of the following characteristics: drilling speed, bit life, steel life, total length of hole drilled before failure, and efficiency of energy conversion. The word failure could signify excessive bit wear, bit fracture, steel fracture, or some other type of component failure. It is not possible in general to optimize all performance criteria simultaneously. For example, one could achieve fantastically large drilling rates at the expense of bit or steel life, energy requirements and physical size of system. It therefore becomes necessary to compromise requirements in order to achieve a well-balanced albeit non-optimum design. It is, however, extremely useful to explore the interrelationships between the different performance characteristics. Such a procedure would help to establish theoretical limits of performance within the framework of existing knowledge and also serve as a practical design procedure for special applications where a particular performance characteristic is of greatest concern to the user (e.g., steel breakage might be especially undesirable in certain locations). It is the purpose of this paper to examine the problem of how one may drill the deepest possible hole before breakage of the drill steel occurs. Of course the problem is almost trivial if a well defined fatigue limit (endurance limit) exists for the drill steel. In such cases one merely keeps the piston impact speed sufficiently low to insure that the stresses in the steel never exceed the fatigue limit, thereby achieving an infinite life. If, however, no definite fatigue limit exists, as seems to be the case in the presence of even mildly corrosive agents such as water (see later discussion), then a finite life is inescapable and one can at best hope to maximize the useful life of the system. The traditional financial objective for a single mine company has been to operate as frugally as possible and to pay out most of the earnings as dividends. If the business is cyclical (as it is for most metals) the dividends might fluctuate quite widely. When the mine is exhausted the company disappears. This is still quite a viable strategy for a single mine company. It is not however a viable strategy for the world as a whole. The mining industry is built by mine development companies who can mobilize the people and capital to bring new mines into production. Their skills must include marketing, engineering, finance and other politics. It is very rare for a property to be brought in without the support of a major company that can provide all these services. The exceptions will usually have some other form of big brother support, for example the U.S. government uranium contracts at guaranteed generous prices. The mine development company will seek as a minimum to perpetuate itself by developing new mines in order to replace those which are running out. The more common and more ambitious objective is to grow -- that is to add to its ore reserves and current production by developing more new mines. The financial objectives for that company are very different. Obviously if all the earnings were paid out in dividends there would be nothing left to work with. The first financial policy then is to spend an appropriate amount on exploration for new properties. The next is to retain enough of the earnings to provide the capital for new projects at least sufficient for the equity. There is no magic formula as to what proportion of earnings should properly be distributed as dividends by a growth-oriented mine development company. As a rough rule of thumb distributing half or more will probably leave too little to work on and 30% or so is probably a good balance. However the circumstances differ widely from company to company. It may be useful to set an objective for the rate of growth of a company's earnings. Some have picked rates such as 15% per annum compounded. Others have set a target in real terms which might appear as 10 or 11% plus inflation. Obviously the arithmetic of compound interest is very attractive; however in practice there is much variation. Indeed current returns from existing operations swing widely with the business cycle and there is no assurance that economic new properties will be found according to someone's arbitrary time schedule. For example, Western Mining Corporation Limited in Australia explored for 30 years with little to show for it, but then found the great Australian nickel deposits and more recently the huge Roxby Downs copper. That long dry spell could not have fitted anyone's arbitrary calendar of growth and yet they would not have found such orebodies without that long period of effort. Should they have abandoned the search? Once a new property has been found or acquired there has to be a threshold rate of return on the new capital to be invested against which to evaluate the property's economics. Conventionally this seems to be 15% after tax, a number common in other heavy industries as well. In some cases it is expressed as a lower number plus allowance for inflation. Discounted cash flow analysis is a very useful tool but it does not make the decision. In the end a "go" decision depends on judgment of many factors some of which are numbers used in the DCF calculation whose credibility must be examined. It is curious how frequently investment proposals come in with the rates of return very close to 15%. The project advocates know that a number much less than 15% will not fly and that a number much more is not necessary. With much higher nominal and real interest rates of recent years, even though before tax, logic suggests that the hurdle rate should also rise. The power of compound interest is so great that 20% is very hard to achieve in any cash flow projection but 18% may be a sensible yard - stick. Once again it is remarkable how many project proposals come in with an 18% return. On the record the mining industry as a whole has not been overly restrictive in choosing its hurdle rates of return. This is shown by the abundance of metals in recent years and the failure of metal prices to keep up with inflation. All of the foregoing is standard text book stuff.

The material balance equation has been used for many years by engineers to determine reservoir performance. The use of this equation in general has been twofold: first, to determine the oil-in-place in a reservoir; and second, to predict the future performance. The Schilthuis form of the material balance equation, or one equivalent to it, has been used by many of the engineers. The use of the Schilthuis form in predicting future performance has proved to be laborious in that one generally must make several estimates at each step of the trial and error calculation before arriving at a check of the oil-in-place. A method is presented for expediting the calculations. The Schilthuis form of the material balance has been rearranged into a more useable form. In using the material balance to predict the future performance of a reservoir, it has become common practice to estimate the incremental oil production for each step of the calculation which corresponds to a given pressure reduction. Instead of estimating the incremental oil production, the method outlined in this paper better lends itself to estimating the instantaneous gas-oil ratio. A check of oil-in-place is more easily accomplished by estimating gas-oil ratio since it is less sensitive to small inaccuracies. This method incorporates the same self-checking feature inherent in the Schilthius form. DEVELOPMENT OF SIMPLIFlED EQUATION In the development of the simplified equation, the Schilthuis form of the material balance equation will he used. Substituting in Equation 1 for and rearranging terms In Equation 2, the cumulative oil production (n) is multiplied by a factor which is uniquely a function of pressure. Also, the cumulative gas production (G) and net water influx are also multiplied by factors which are a function of pressure alone. Sources of data for the pressure factors are a bottom-hole fluid analysis and the ratio of initial gas cap volume to oil volume in the reservoir. Cominco American has operated the Magmont Mine for 16 years as a traditional open stope room and pillar mine. Diminishing ore reserves and the discovery of high grade ore zones over 90' in thickness caused consideration to be given to hydraulic sandfilling as a method of ground support to increase pillar extraction and mine life. This paper will review the results of sandfill testing. Plans for underground experiments, and operational plans for the future will also be discussed.

Laboratory and plant data covering 12 different operations show that lower than "standard" ball mill speeds increase grinding efficiency. In the case of high pulp-level mills, the gain is so great that the increase in capital cost of the larger lower speed mill will pay for itself in less than a year's time. THE object of this paper is to show the economic advantage of operating ball mills at relatively slow speeds. Although many operators know that grinding costs are reduced by operating mills at low speeds, they seldom do so for a variety of reasons. When capital is limited, first cost is of primary importance, and installation of the less costly, highspeed mill is favored. When materials are in short supply, as during a war period, capacity rather than economy is the primary consideration. Existing mills are then speeded up to provide the desired increase in capacity, and new mills are purchased without consideration of maximum grinding efficiency. When the mill speed is increased to secure more production, the increase in grinding costs is often obscured by the total benefit derived from the additional output. This increase in grinding cost is seldom recognized as being sufficient to be worth correcting. For these reasons one may be lead to the erroneous conclusion that slow-speed operation is only occasionally applicable. The effect of mill speed on grinding efficiency has been studied in laboratory tests."! The results of some of these tests are given in tables I and I1 and fig. 1. In these tabulations, batch tests using ore charges of 125 to 200 lb were considered comparable to high pulp-level operation and charges of 50 to 100 lb comparable to low pulp-level operation. For the high pulp-level operation, these tests indicate the existence of a maximum in efficiency for operation at a speed of 50 pct of critical, both for the soft (dolomite) and hard (chert) ore. In low pulp-level operation, a decrease in speed increases the efficiency of grinding dolomite; no maximum of efficiency appears in the range of speeds tested. High-purity tellurium oJ semiconductor grade may be prepared by a combination of electrowinning from tellurium oxide, electrorefining and controlled atmosphere melting, as detailed in the paper. SEMICONDUCTOR devices such as transistors and rectifiers depend upon extremely pure forms of silicon, germanium, and selenium. Although tellurium is chemically related to these elements, it has not been studied as a semiconductor because commercial forms are too impure. Highly purified tellurium would be an interesting starting point for a study of its solid-state characteristics. Tellurium shows a greater electrical conductivity in the direction of the helices or chains forming the crystals than at right angles to the chains, and thus is a semiconductor. Unlike selenium, the conductivity is only slightly increased by exposure to light. Impurities such as Ag, Cu, Au, Fe, Sn, As, Sb, Bi, Br, and I provide accepters and make extrinsic tellurium of the P type. So far, however, no elements have been found which, when introduced, would act as donors. Small amounts of tellurium dioxide enormously increase the thermoelectric power. Many extremely pure metals have been made by electrolytic refining or electrowinning procedures. Tellurium forms compounds in a number of valences, as indicated in Table I. The physical properties given in Table II do not show any unusual conditions which would interfere with the formation of elec- trodes, or the deposition of the metal on a cathode. Tellurium dioxide could be obtained in relatively high purities of 98 pct TeO2 or better at reasonable prices. Tellurium dioxide is soluble in caustic to form tellurites, which are conductive, ionizable, and from which tellurium metal may be deposited at a cathode. Preliminary solubility tests to saturation of tellurium dioxide in approximately 10 pct sodium hydroxide gave the results of Table III. The temperature range is a practical one for electroplating. To THE average person, the purport of the items and figures on the balance sheet of a mining company are hazy and the real financial condition of the company is cloaked in obscurity. It is also likely that the satisfaction of the stockholder in his investment, as well as the determination of the prospective investor, rests more on the reputation of the company, his confidence in the management, the stated earnings per share and the dividends paid, than on a comprehension of the information contained in the balance sheet. The balance sheet of any company at best can only closely approximate the true financial condition as of a given date. Any item of asset, except cash, can probably be altered if another's viewpoint is applied. It is difficult and expensive to drill and explore an orebody to determine the entire tonnage of ore therein. Those inherent difficulties render it practically impossible to prepare an absolutely correct balance sheet of a mining company. It is possible, however, to present the facts of a mining company more intelligently and comprehensively than is usually done. With this, in mind, a balance sheet of an imaginary mining company is submitted, with supporting schedules. The same fundamental principles hold true whether we consider a large or a small company. Less complexity is involved in dealing with the affairs of a smaller company. Therefore, for this purpose, the assumed company operates but two mines and a smelting plant. It has been deemed advisable to introduce the features of the operation of a mine acquired prior to March 1, 1913 and one after that date. The presentation therefore is concerned in one mine with the appraisement as of March 1, 1913 and in the other with the appraisement by reason of discovery. A consequential factor pertains to dividends paid from depletion reserves and therefore free of surtax to the stockholders. While supporting schedules, when necessary, give details of certain items on the balance sheet, it seems desirable to give further explanations with respect to some of them. This seems to be important because some mining companies do not treat the items as indicated on the statements submitted.

Rapid growth rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of federal surface mining standards may cause those states containing federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

ALTHOUGH a large number of X-ray photograms of cold-rolled steel have been published, two circumstances have led to the experimental work reported in this paper. The first is that no complete study, making use of the pole-figure method of Wever1, has been made of cold-rolled low-carbon steel. Wever has published pole figures of mild steel sub-jected to plane parallel deformation1,2 and undoubtedly he has applied the method to cold-rolled mild steel, but the authors have not found these data published. Kurdjumow and Sachs3 have applied the method to the study of rolling and recrystallization textures in electrolytic iron; their results will be referred to later. The reason for this dearth of papers using the pole-figure method is obvious; a greater number of photograms and more analytical work (although this work is quite simple and straight-forward) are required to construct a pole figure than most investigators have felt worth while, despite the fact that no other method of which the authors are aware will satisfactorily depict the orientations of the crystal-lites in a polycrystalline aggregate. The second circumstance that led to the work reported in this paper was the appearance of a paper by Wayne A. Sisson4 on the same subject. In his valuable study of the factors influencing the development of pre-ferred orientations in cold-rolled mild steel, Sisson made one observation that required confirmation; that is, that at some stage of the rolling proc-ess the type of preferred orientation changed from the type that gives a photogram characterized as a "six-point" X-ray pattern to that known as a "four-point" pattern. A similar observation had been made by Tam-mann and Heinzel5, who studied the orientations developed in the rolling of steel by the specular reflection of light from the etched surface of rolled samples. A NUMBER probably a sizable group of person with a dominant interest in metals maintain contact with the developments in ferrous metallurgy by reading week by week, as time permits, some four or five periodical devoted in considerable part to this field. It seems possible that some of these, like ourself, find it difficult to see the net results of the development day by day in clear perspective, The impression sometimes seems blurred by the uninterrupted succession of so many accounts, or out of focus from the very impact of so many reports of new things enthusiastic, well written, and understandable though they usually are. It is at times almost as though one were trying to observe, from a fastmoving vehicle, objects all too near at hand.
