FULLY 60 per cent of the serious and fatal accidents in Maryland coal mines are due to falls of roof and side. Usually, the victim of the fall sustains a broken back, sometimes not only the vertebrae being fractured but the spinal cord also being severed. When the spinal cord has not been severed and yet the vertebrae have been broken or injured, it is often possible to rehabilitate the victim of the broken back. - Such accidents are classed as Permanent Total and the victim receives a certain compensation from the State Industrial Accident Commission; sometimes the amount is awarded in a lump sum, but usually it is paid weekly. When the amount allotted to the victim of such an accident has been expended, either in a lump sum or weekly payments, the victim of the accident is dependent on public charity. Some efforts have been made to physically rehabilitate the victims and make them at least partly self-supporting before the expiration of their compensation payments. The State Industrial Accident Com-mission has done some of this rehabilitation. The Maryland Bureau of Mines, in cooperation with R. C. Thompson, Supervisor of Vocational Rehabilitation, State Department of Education, and his assistants, has, through an informal cooperative arrangement, placed several of the victims in hospitals in Baltimore for treatment. Six years ago, through the efforts of the Maryland Bureau of Mines, a dozen or more broken-back victims were examined by an orthopedic surgeon and report was made to the Bureau regarding such cases and the possibility of their rehabilitation. This paper details the result of such examinations.

A levitation zone melter is described which has the necessary characteristics for processing metals of controlled purity. No crucible is required; control of the solidification variables is stable; the environment of the charge is chenzically controlled. Rotation of the solidifying interface and mixing in the liquid by the magnetohydrodynamic stirring produce an eight-fold increase in freezing velocity over former melting units with better resulting solute redistributions. The smooth appearance of processed specimens, resistivity ratios as a hnction of position, as well as a segregation curve, are presented as evidence of smooth continuous solute fransport over distances in excess of ten zone lengths. THE difficulties of the floating zone-purification of higher density metals in large quantities under conditions of lowered surface tension are well known and have hindered fundamental research programs for some time. The inordinate amount of time required to obtain a small reproducible yield of high-quality metal has excluded the use of such material for many important material research programs. However, with the use of controllable induction levitation forces' to accomplish stable liquid zones with nearly flat solidifying interfaces, and with good physical and chemical control of the processes involved, these difficulties can be overcome. A zone melter that is to be used for both high-purity and controlled composition work in metal systems must have the following three characteristics: 1) The process must avoid the use of containers. 2) Physical control of the solid-liquid interface and of the mixing within the liquid phase must be stable. 3) The chemical environment of the melt chamber must be controllable. A description of an apparatus that accomplishes these objectives follows.* APPARATUS One of the basic features that is necessary for good process control of large sections is that the charge, the coil, and the motion mechanisms be within the same chamber. This arrangement permits a close coupling between the work coil and the load, which then provides a good flexibility for adjustments of coil dimensions, for controlling the amount of levitation needed for stable operation at a given power level. An overall view of the melter is shown, with the melt-chamber door open, in Fig. 1. The radiation shields surrounding the single-turn induction coil are of water-cooled copper. The chamber is stainless steel, as are most of the components within the chamber. The control panel for the scanner is located at the immediate lower right of the melt chamber. This panel controls the operation of the scanner. The operations controlled are the interface rotation rate, the stretch-squeeze or diameter control, the up and down scanning speeds, and the induction power. All of the drive motors are constant-torque variable-speed motors. The scanning speeds are set with precision helipots and continuously observed with the voltmeter on the control panel and checked with a mechanical indicator within the melt chamber. The rotation rate is also set with a precision helipot. The up-scanning speeds are 2 to 300 in. per hr.

WELL known member of the Institute, Henry Krumb, survived the Japanese earthquake and has written a most interesting description of his personal experience to a friend in New York, an extended excerpt from which we publish, by permission, below. Not having been written for publication it has increased value as a human document in its vivid description of personal impressions and sensations in the midst of such a catastrophe. The earthquake was the most terrible experience I have ever passed through. We arrived at Miyanoshita, Friday, Aug. 31, about 6 p.m., having left Yokohama about 2:30 that afternoon by automobile. It was a most beautiful ride, although rather warm, but not unusually so, as it has been uncomfortably hot ever since we arrived in Japan. The first part of this automobile trip was along the old highway from Kyoto to Tokyo, which is lined with fine old pine trees. There are 52 villages along this highway and we saw real Japanese country life: naked children, both boys and girls, and men wearing nothing but gee-strings. The country on either side was intensively cultivated, the green rice fields and lotus ponds making a most beautiful sight. The occasional hills were all re-forested with young pines. In places the road runs close to the ocean beaches. The last part of the trip was up a steep mountain road, cut out of the side of the mountain. On one side of the road, in the gulch below, was a roaring river. The road crosses this river several times. Miyanoshita is beautifully located on the side of a mountain about 400 ft. above this river at an altitude of 1400 ft. The grounds of the hotel are laid out in Japanese style, small lakes with fish, waterfalls and dwarf trees making a very pretty sight. On the morning of Sept. 1, after walking around the garden and the hotel, we went to our room and I started to write up a few notes. Mrs. Krumb was reading a guide book. A few minutes before noon she came over to the table where I was writing and said that it was about lunch time. Just at that moment hell broke loose. It was the first earthquake I have ever experienced and I did not immediately realize what was happening. The building was shaking as a mine office might shake when heavy blasting was going on near by. Mrs. Krumb, having experienced many earthquakes, stepped to the open door between our room and the bathroom and called to me to get out from under the chande-lier. The plaster was commencing to fall and a large wardrobe fell over. I then knew what was happening and ran to the win dow. Before I reached it a large chunk of plaster from the ceiling hit me on the head and cut my forehead and nose. Mrs. Krumb ran for the other window just as the marble mantelpiece and the dresser fell. Without any hesitation, she jumped out of the win-dow and I followed suit out of the other. Luckily neither of us sprained an ankle-we had jumped 8 ft. We started to runaway from the building but had not gone more than 25 ft. when a second shock or rather a continuation of the first became so violent and the ground under our feet was trembling so that it was almost impossible to stand up without holding on to a tree. The ground seemed to have become liquid and rocked violently, it seemed to me in a vertical direction. In some later shocks the movement was more horizontal. About this time Mrs. Krumb saw the blood on my face and commenced to break down, but only for a moment: As soon as she saw it was not serious she was all right and during the following days stood the experiences and hardships as well as the best of them:

Introduction In recent years, the industries of the US have been caught between ever increasing environmental concerns and an increasing uncertainty in availability of fuel. An obvious solution is to use our vast reserve of coal by direct combustion or gasification. The problem involves development of a fuel that is environmentally acceptable for these purposes. In order to resolve this problem in the shortest period of time, it would be ideal if an existing technology could be modified to produce a clean fuel from coal. Shortly after World War II, the iron ore industry was compelled to develop a high quality ore from low grade resources. This need led to the development of the taconite industry which involved milling, concentrating, and pelletizing technologies. These technologies are now fully established and applicable to conversion of coal. This presentation introduces a process for converting high sulfur coal into carbonized composite pellets, which emit low quantities of sulfur and particulate matter and may be produced by employing proven elements of technology. The new product, a clean pellet fuel (HelifuelTM) was initially developed by McDowell-Wellman Co., a subsidiary of Helix Technology Inc., at their Dwight-Lloyd Research Laboratories

The DIAGRAM computer program has been used to develop stability diagrams such as Eh-pH, log [CNI-pH, and log [Me]-pH for the systems Me-CN-H 0 where Me = Au, Ag, Fe, Zn, Cu, Ni, Co. More complex 2 diagrams involving sulfur- and arsenic-containing species are also presented. With the aid of these diagrams, a discussion is presented of the solution conditions (e.g. pH, [CN], [CNS], Eh) vhich influence gold and silver extraction in cyanide solutions. Special emphasis is given to the effects of ore minerals or calcination products, such as pyrrhotite, pyrite, arsenopyrite and hematite on gold-silver dissolution. Application of the stability diagrams to solution treatment operations such as cementation is also indicated.

The fact is not.ablc though probably little known that thc Unitcd Statcls is the only nation obtaining and distributing through its Govcrn-ment burcaus any data pertaining to waste metals and drosses. Some foreign goverrlnlents do issuc reports relating to rnine or smelter production of prirrlar~ metals, but none gives in scope and detail t'he information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United States were contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for thc year 1907 obtained ant1 compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-letal indust,ry. Thc Nationd Conscrvation Commission had emphasized its opinion that the known domestic supply of certain kinds of the morc important irietals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lanlentable lack of any data regarding the quantity of scrap inetals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses wcrc nearly as essential t,o both producers and consumers as the stat'istics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey t'o do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. To Install Waste Heat Boiler at White Pine White Pine Copper Co.'s smelter 18 miles southwest of Ontonagon, Mich., will have a six story high boiler utilizing what otherwise would be waste heat from a copper reverberatory furnace. Designed and under construction by the Babcock & Wilcox Co., the boiler will supply steam to a turbo-generator furnishing power for the projected development. The boiler will be in line with and following the reverberatory furnace. Using waste heat from the furnace in place of fuel for steam generation, about 50 pct of heat in the fuel originally supplied to the furnace will be recovered by the waste heat boiler. Exploration conducted over the past 15 years at White Pine, wholly owned subsidiary of Copper Range Co., has disclosed reserves of 309 million tons averaging 21.3 lb of copper per ton. Ore mineral is chiefly chalcocite (Cu2s).

IN the basic open hearth process the reaction of manganese in the bath with iron oxide in the slag attains a condition very closely approximating true equilibrium, and the distribution of manganese between slag and metal during the refining period is determined by the factors which control this equilibrium condition. For this reason a number of investigators have studied this reaction both in the laboratory and under various conditions of furnace operation. The principle reaction and its equilibrium constant are: FeO (in slag) + Mn = MnO (in slag) + Fe (liq.) [1] (MnO) .= (FeO),[%Mn] The symbols in parentheses represent activities of the two oxides in the slag which, in the simple slags consisting almost wholly of the two oxides, may be assumed equal to the respective mol fractions. The symbol (FeO)r is used to denote the total iron oxide computed as FeO; or it is the sum of the mol fraction of FeO plus twice that of Fe2O3. Early attempts to obtain laboratory data on this reaction suffered from failure to appreciate the great speed of the reaction. When slag and metal are cooled slowly together, the equilibrium shifts with temperature and the final compositions correspond to equilibrium at the freezing point rather than at bath temperature. The early work of Oberhoffer and Schenck¹ and of Tammann and Oelsen² apparently suffered from this source of error. In most of the other published laboratory investigationsa. '.' this error was not present but other uncertainties have existed, notably dependence upon optical temperature measurements and exposure to atmospheric oxidation.

Critical analyses of the work expended in producing oil by the utilization of gas energy have appeared in the publications of Shaw,' Pierce and LewisI2 and Herold,3 authors who have ably discussed the factors which must be taken into consideration in comparing energy consumed per barrel in various wells which are flowed by means of gas-lift. However, two distinct phases of oil production are concerned with the ratio of gas energy consumed to oil produced. One of these phases is the gas-lift, which utilizes the differential gas pressures for the purpose of flowing oil, whether these pressures be natural reservoir pressures or be induced by artificial compression of gas or air. The other phase has to do with prorating oil production in pools which are operated either as units, or are subject to such restrictions as those imposed at Oklahoma City by the Corporation Commission, or by similar controlling groups in other fields. An abundance of literature is available relative to the problems of flowing wells by gas-lift, but the first suggestion that the energy of the gas within the oil and gas pool might serve as a basis for proration, appeared in the timely article by Mc Williams.4 Much of the dissatisfaction with proration in certain fields arises because some operators feel that besides the hazard to the wells which accompanies the test, the method of allocating production on the basis of the " potential" gage is inequitable and gives some operators a distinct advantage over others.5 The most severe penalty may be exacted from the most progressive operators or those who attempt to produce their oil with a minimum quantity of reservoir gas. WHAT was certainly the greatest event of January, and perhaps it will prove to be the greatest of 1923, or even of the next decade, was the meeting of the premiers of the principal Euro-pean powers in Paris on Jan. 2, to consider what should be done with respect to German reparations. The French and British were unable to come to any agree-ment, and the conference broke up on Jan. 4. The French and British parted friends, but each with the determination henceforth to pursue its own economic and political way. This event was profound in its significance and perhaps will be calamitous) in its consequences. Following the disruption of the Conference at Paris, the French immediately began preparations to occupy the Ruhr district on the ground that Germany was in default on coal deliveries, without waiting. for Jan. 15, the next due date for reparation payment. This action by the French led to orders being issued by President Harding on Jan. 10 for the withdrawal of the remainder of the American troops on the Rhine. Thus ended the physical participation in. European affairs by the American army, whose vanguard landed in France in June, 1917. The French occupation of the Ruhr Valley, i.e., the great industrial region of western Westphalia, was made with a large military force. The Germans offered no physical resistance, and passed under French control with sullen resentment. The coal miners to a con-siderable extent refused to work and there was more or less disorganization of railway service. Before the end of the month the opinion was expressed that the French occupation was an economic failure and there were reports of French blast furnaces being blown out for lack of coke.

This paper discusses the major portion of the hoist (drag or crowd) system and it shows how static control accomplishes its major aims. In 1959, the first truly static control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the proven rotating amplifier control system has since proven to be much more. When they conceived the original system, the designers had much more in mind than simply replacing the rotating amplifier with one that had no moving parts. The long range plan, which started with the initial system consisting of an SCR (silicon controlled rectifier) preamplifier and magnetic amplifier power amplifier, called for eventually, a control system low in cost and maintenance, relatively simple in design and extremely reliable. The plan also included the elimination of as many of the shortcomings of the rotating system as possible. No small accomplishment, when it is considered that the rotating control system had been, with only minor modifications, the standard of the industry for 20 years. The final step in the original design plan called for the eventual development of an amplifier that could be used as one of the basic building blocks of the future. DEVELOPMENT RESULTS Since the successful unveiling of the first static control system, continuous development has resulted in a slow, but sure progression along the path described by the original plan. The first version of the new control corrected one of the shortcomings of the rotating system by removing the necessity of operator anticipation. This was accomplished by making the system faster in response so that the operator noticed virtually no delay between his movement of the master controller and that of the machine. Thus, after the operator became familiar with the operating characteristics of the machine, he was able to become more relaxed while digging. The natural result of this accomplishment was higher production. All of the subsequent versions of this new control were even faster than the initial design. Although it was not distinguishable by the operator, the further increase in response resulted in large gains in the limiting of transient torque peaks applied to the machine while digging. Also, a more effective control of the torque and power peaks was obtained when plugging the motion being controlled to a stop. THE plan of organizing a summer class of students of the School of Mines, for the practical study of mining and miner's work, received at the outset the following cordial indorsement : I have thought over the plan proposed by you of taking the students to the mines during the summer, and of having them actually take part, under the direction of skilled workmen, in all the various kinds of mining work; and of using them as a carps of engineers to make Inside and outside surveys, particularly with a view to the detailed study of the geology of the mine. I have no hesitation in saying, that if the students have been previously instructed in the theoretical part of their studies, by lectures and practice during the winter, the plan would be an admirable one. Of course experience will suggest modifications of detail. From the work you have done at our mines this spring, I feel sure that you would be perfectly competent to carry out your plan, and I shall gladly aid you in any way I can. "Yours, sincerely, T. B. Coxe." The plan of the proposed summer school thus indorsed by Mr. Coxe was adopted by the trustees of Columbia College, and an appropriation of one thousand dollars, or so much thereof as might be necessary, was voted for the experiment. A volunteer class of thirteen students was formed, and the first summer school was held at Drifton, in July and August of that. year (1877). The following extract, from an editorial notice in the Engineering and Mining Journal, of August 11, 1877, will give an idea of the 'organization of the school and the work required of the students. "The students, on reporting to Professor Munroe, were divided into squads of two or three men each, and on Monday, July 2d, were assigned to the Care of skilled miners, selected for the purpose by the mine boss, for instruction in gangway work. Half of the students worked in the morning and the other half in the afternoon, one squad at a time with each miner. The times of going and coming to and from work were so arranged that each student spent four to four and a half hours in the mine each day. Industrial specialization has rapidly created a demand for new and better alloys. A more thorough understanding of the requirements of specific industries and the discovery of processes by which it has been made possible to utilize certain metallic elements in larger quantities, together with greater purity in most virgin metals, has resulted in a great increase in the number and variety of alloys. This increase in the number of elements entering into non-ferrous alloy manufacture has increased the contamination in secondary metals, as received by the smelter. In order to successfully refine scrap of a much more complex nature it has been necessary for the smelter to install new equipment and to constantly search for new methods of refining as well as to improve the methods already in use. In some instances it is largely responsible for specialization in the secondary metal industry. It is usually necessary to remove the contaminating impurities in scrap or eliminate to a degree not objectionable, no matter how introduced. In order to know what metals or elements are of an objectionable nature, the smelter must make a study of the effect of single elements and combinations of elements on many of the physical and mechanical properties, such as strength, ductility, color, hardness, casting soundness, etc. The smelter of secondary mctals must be able to utilize scrap materials of all kinds, for, sooner or later, most fabricated metal parts and the waste products formed during the process of manufacture find their way to the smelter. In addition, the smelter, in contracting for salvaged material from the producer, gets some undesirable and unusual materials. The value of secondary metals and the importance of their recovery has increased in recent years and it is no longer sufficient to recover the base metal only, such as copper from copper-bearing material, but it is essential that other elements present be recovered and converted into useful form. This paper will deal not with the smelting and refining or separation of impurities from secondary metals but an attempt will be made to show the increased value of metal scrap when properly segregated and in a less contanlinated condition. A numerical method to derive approximate solutions for stress intensity factors for rectilinearly anisotropic bodies without resolving to complex variable approach is presented. The method is based on the assumption that the crack opening profile can be simulated by a simple curve such as an elliptic function and a relationship is found for the stress intensity factor in terms of near tip displacements. An example solution is derived for a transversely isotropic body and the results are verified with Westergaard's stress function approach. The proposed model has a great potential for the applications to fracture mechanics of anisotropic rock materials.

THE construction of Norris Dam, built by the Tennessee Valley Authority on the Clinch River, a tributary of the Tennessee River, involved the production of coarse and fine aggregate for approximately 1,000,000 cu. yd. of concrete; A hammer-mill plant for the manufacture of sand from quarried rock was indicated as the most economical method of providing this material. The abrasive character of the feed as compared to the average hammer-mill feed made it necessary to control operations rather closely, and this resulted in the accumulation of many data bearing on production and maintenance. This paper will deal only with three specific sets of data, accompanied by such general infor-mation as miry be necessary to explain the conditions under which they were obtained and followed by discussions on the relation of silica content to hammer wear, comparative costs of slugger and stirrup hammers, and comparative costs of tool-steel and n manganese-steel grate bars.

IN his paper on the calculation of hardenability from chemical composition, Grossmann1 discussed the effect of most of the alloying elements used commercially. The purpose of the work reported in this paper was to determine the effect of several other elements on hardenability-arsenic, antimony, beryllium, cobalt, columbium, germanium, tellurium, tin, aluminum, and titanium-and to extend the range of composition of some of the elements studied by , Grossmann-chromium, copper, manganese, molybdenum, nickel and silicon. EXPERIMENTAL METHODS To determine the effect on hardenability, suitable amounts of the alloying elements were added to experimental heats and the hardenability determined by means of end-quenched hardenability specimens. The steels were melted in a high-frequency induction furnace with a basic crucible, using ingot iron as a base for some of the heats and S.A.E. 1015 for others. The alloying additions were made as ferroalloys or as metal, depending on the ' alloying element. Hundred-pound heats were split and poured into square, tapered, cast-iron ingot molds with hot tops. Aluminum was not used as a deoxidizer in most of the heats. The ingots were homogenized for 12 hr. at 1260°C. (2300°F.) , and forged into rounds of 1 ½ in. diameter. These bars were normalized twice from 840°C. (1550°F.) before machining into Jominy bars.
