The electric utility industry is the largest customer of the U.S. coal industry, consuming nearly 50% of present coal production. By 1980, the electric utilities are expected to burn over 500 million tpy of coal or 75% of total coal production. When coal is burned in electric utility plants, ash is produced in one of several forms. These include fly ash, bottom ash and bottom slag. At the present time, approximately 20 million tons of these ashes are produced and must be disposed of by the utilities at a cost of 50[c] to $2 per ton. In 15 years, more than double this quantity will be produced. Only a small quantity of this ash is put to any practical use. Much remains to be done about expanding uses for fly ash and bottom slag.

ANALYTICAL results have previously been presented for the diffusion-controlled solution of a second phase in a finite medium for planar, cylindrical, and spherical geometries.' These results were obtained by numerical methods using digital computer techniques and are applicable not only to the stage of the problem where the unstable phase shrinks to zero size, but also the subsequent stage where the concentration gradients in the matrix phase become negligible (essentially complete homogenization). That an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1897 in authorizing entry of oil lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

An analysis for predicting the behavior of reservoirs exploited by a combined gas drive and gravity draintrge mechanism is presented. The method allows the prediction of gas-oil ratio, oil production rate, and cumlulative oil recovery for high relief pools in which pressure is maintained either by gas injection in the crest of the structure or by a combined gas and water injection program. The reservoir is represented by a model of communicating vertical prisms, with production or injection at the upper or lower boundaries of each prism. The theory of macroscopic gravitational segregation of two fluids within a reservoir is discussed in detail for all ranges of saturation. A description of an application of the analysis to a typical field problem is also presented. INTRODUCTION The importance of gravity drainage as a producing mechanism has become more evident during recent years. However, many of the reservoir engineering methods which have been used in the past for predicting the behavior of reservoirs producing by this mechanism have required such drastic, simplifying assumptions that the calculated performance in some cases does not resemble the actual pool behavior. The mechanism of fluid displacement in porous media has been described by Buckley and Leverett,1 and a simplified "one zone" method based on this development has been used by engineers to evaluate the performance of gravity drainage pools. Welge2 has modi- fied this approach so that the calculation time has been markedly decreased. In addition, many other authors3-9 have analyzed various phases of the gravity drainage producing mechanism during the past several years. In a high relief reservoir in which gravity may affect the recovery mechanism, there are two main types of exploitation programs which can be employed: 1. Reservoir pressure is maintained by injecting gas into the upper portions of the reservoir. In this case gas is not released from solution and, if dynamic pressure drops are small compared to the total pressure of the system, the gas and oil may be considered to be immiscible and to have constant fluid characteristics. 2. Reservoir pressure is not maintained and a "natural depletion" mechanism prevails. The term "natural depletion" can be used to describe the production history of a reservoir in which a gradual decline of average pressure and the associated release of solution gas continue throughout the producing life. In this mechanism gas is released throughout the reservoir and there is a continuous change in the characteristics of both the gas and the oil phases. It is the purpose of this paper to present the results of mathematical developments by which a method has been devised for evaluating the performance of reservoirs which are depleted by the first type of exploitation program discussed above. It should be mentioned that, although throughout the analysis gas and oil represent the two fluids existing in the reservoir, the method is equally applicable to gravity drainage in water-oil systems. The new potash refinery of Duval Sulphur & Potash Co. produced its first tonnage of muriate of potash in November 1951. Full capacity was attained in early 1952. Excellent extraction efficiency is being obtained by the process, which is basically froth flotation. System temperature control is practiced and has proved to be of great metallurgical value through high potassium recovery and. low reagent cost. WHEN Duval Sulphur and Potash Co. recently entered the established potash industry, the vast amount of pioneer work essential in an entirely new endeavor was unnecessary. Thus it was possible to screen and assemble proved techniques into a highly efficient process based on the combined knowledge of the industry. It is hoped that the refinements Duval has added to these cumulative achievements will contribute to the rapid advance of the potash industry and related enterprises. The process selected utilizes as raw material syl-vinite ore typical of the Permian Basin. This ore is principally comprised of interlocked crystals of potassium chloride, about 40 pct, and sodium chloride. Also there is as much as 1 1/2 pct of dispersed clay slime which, because of its nature, highly complicates beneficiation of these ores. The refining method is basically flotation in which the mineral sylvite is floated away from the halite-clay gangue to produce a 60 pct K,O muriate of potash product for the plant-food trade. The fact that the floatability of minerals with fatty-acid collectors changes as the pH of a pulp varies was utilized in the early days of flotation, when sulphuric acid was used with oleic acid to float sphalerite and galena. from gangues which themselves float with fatty acids in alkaline pulps. Gaudin1 showed that this difference in floatability is a regular function of the extent of the change in pH. The present paper offers an explanation of the phenomenon, and on the basis thereof sets up recommendations for control of soap-flotation operations. Experimental Parallelism between floatability of a mineral in a given environment and its contact angle in that environment is so well established,2 and the contact angle is so readily and rapidly measurable, that contact angles have been used throughout the experimental work to indicate relative floatability. Experiments comprised contact-angle measurements on a number of representative minerals and metals, and a variety of subsidiary tests designed to check and to amplify the contact-angle indications. Contact-angle measurements were made by the method described in detail by del Giudice.3 Sequence of procedure for determination of the points of Fig. I was: I. Polish specimen. Most specimens yielded zero contact angle after polishing; a few showed a slight "cling." Cling is characteristic of specimens that pit on polishing; it is due to a residue of organic contamination, originally on the particle surface, which persists in the pits. The cling did not change total contact angle after conditioning, and is not, therefore, additive in the upper part of the curves of Fig. I. It may have broadened the bases of the curves for the affected minerals slightly. 2. The specimen was next conditioned in soap solution for 5 minutes. 3. The conditioned particle was transferred, under conditions that precluded surface drying, to an aqueous solution of the pH desired and contact angle determined. 4. The particle was thereupon transferred, again without surface drying, to water. The confirmatory tests will be described at the places pertinent in the argument. Discussion of Results Gaudin and Vincent4 have shown that contact angles with heptoic acid as a collector decrease for a given specimen when the concentration of collector present falls below a certain value. A similar reduction in angle occurs with collector-conditioned particles that are visibly slime-coated, and varies roughly with the extent of coating. Since in the last case the reduction in angle is certainly due to reduction in the proportion of total conditioned mineral surface presented to the bubble, the authors believe that the same condition prevails in the first case cited, and that similar reduction in angle and floatability will occur whenever starvation quantities of collector are present, whether by design or by reason of excessive consumption.

SCHLESINGER,* Denver, Colo.-Two problems are of great interest to the radium manufacturer at the present tine: The first is to perfect a process, more efficient and more economical, which is capable of treating a greater variety of ores. . Practically all the radium now manufactured in the United States is extracted from carnotite ores and these vary a great deal according to their location. The amount of sulfates contained in the ore is of particular importance, and any straight acid-leaching method, such as developed by the Bureau of Mines, becomes prohibitive when the ore contains more than 0.5 per cent. of sulfates, as the sulfates go into solution and naturally precipitate the radium as insoluble radium sulfate. Since the amount of ore obtained from any one claim is usually comparatively small, it is necessary to work a number of claims in different localities, and a process, in order to be commercially satisfactory, should handle all of these ores. In other words, it would be entirely unprofitable for radium manufacturers to employ any process which cannot treat any but sulfate-free ores. He must deal with carnotite containing appreciable amounts of sulfates, and must be able to work this in with the other ores. Carbonaceous ores from certain sections in Utah; which are known to contain as pinch as 1.0 per cent. and more of volatile matters, are prone to a, nitric acid-leaching process. The second problem relates to the treatment of concentrates. There is no doubt that a very large amount of low-grade ore, containing less than 0.75 per cent. uranium oxide, is available. Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control of the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. The types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent are discussed, together with the technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.

The loading of bituminous coal mechanically was recognized about the year 1900, but during the following 28 years less than 5 per cent of the bituminous production in the United States was loaded by mechanical means. During the past 16 years, however, the usage of some form of mechanical loader has had a very rapid and accelerated growth, until at present production of bituminous coal by mechanical means has reached an all-time high of approximately 46 per cent, and is still increasing. This rapid growth in the use of the mechanical loader has been supplemented by an increase. in mechanical cleaning. The importance of mechanical cleaning of coal was recogniaed many years before the mechanical loader was introduced. because of the impossibility of cleaning manually the sizes below 2 in.. and the increasing competition from other fuels. Utilization of mechanical loaders without nleclianical cleaning 011 the surface for at least one or more sizes is the exception, rather than the rule. One exception is a mine that employs caterpillar-mounted mobile loaders exclusively, and mines the entire seam without any selectivity, and yet loads and ships six grades of coal of the very highest quality without mechanical cleaning. Such a fortunate situation can exist only where mining conditions are ideal, where top and bottom are exceptional and there are no impurity partings, and where there is loader height. The conversion from hand loading to mechanical loading has definitely introduced many problems in the preparation plant of yesterday and in the modern streamline plant as well. Many of these problenis have been solved by good, sound, conscientious initiative on the part of the plant personnel, with minor expenditures; the solution taking the pattern of rearranging 2nd improving the equipment at hand. Other problems have caused, and are causing, considerable concern and difficulty. Large Impurities The removal of large quantities of large impurities from the lump coal, and their handling and disposal, is definitely a troublesome and costly problem. The cost of manually removing the impurities from the picking table alone, based on the actual recovered lump coal, can reach a cost of 42 cents per ton or more. In the design of future plants it would be wise to give this phase of preparation considerably more time and thought, particularly if the seam of coal contains one or more heavy partings and the mining procedure is all seam. This same caution applies to seams that may not contain heavy partings but have poor and heavy draw-slate top, which falls with the coal during the mining cycle. One of the more recent of the modern preparation plants has answered this problem by installing a rock crusher under the picking table in such a manner that the impurities can be diverted by gravity directly to the crusher. Studies of roof and floor movement are of interest to those actively engaged in mining. This is especially true in the case of an entirely new area where there is no precedent for guidance. The potash deposit being mined is in the southeast corner of New Mexico, about 20 miles east of Carlsbad. The deposit was formed by the land-locked, shallow, Permian Sea that extended through parts of western Texas, Oklahoma, Kansas, southeastern Colorado, and eastern New Mexico. The saline deposits vary from 500 to 4000 ft. thick. Neither of the companies operating in this area has delimited its commercial ore bodies. As all production so far has been from Federal and State leases, the Department of the Interior and the State of New Mexico have a direct interest in the development and extraction of these ore horizons. The ore is composed of an intimate mechanical mixture of sylvite (potassium chloride) and halite (sodium chloride). It lies generally in a horizontal bed varying from 5 to 12 ft, in thickness, and has a cover of approximately 1000 ft., consisting of about 500 ft. of salt beds and 500 ft. of sediments. The immediate mine roof for several feet is principally salt with some potash and clayey material. The next 500 ft. above, from the standpoint of structure, may be considered rock salt with a few inter-bedded potash members. The upper 500 ft. is of sedimentary (Permian and Triassic) origin and contains several water-bearing formations with flows varying from 10 to 500 gal. per minute. This water intensifies the interest in convergence problems as the ore and surrounding formations are water soluble. Potash salt (sylvite) and rock salt (halite) are plastic minerals. Plasticity is defined as a "property of solids by virtue of which they hold their shape permanently under the action of small shearing stresses but are readily deformed, worked, or molded under larger stresse."1

No data have been published on the stabilities of these oxides nor on the phase relations in the system Mo-0. The southeastern coast of China, from Ning-Po to .Macao, represents an element in the continental mass of Asia which has at practically all times in the remote past exhibited a tendency to rise rather than to subside.' This strip of land, 1,000 or more miles long by perhaps 150 miles wide at its widest part, has in fact stood above sea level since at least early Cambrian times, while the great basins to the north and west were receiving their massive accumulations of Sinian (Cambro-Ordovician), Carboniferous, and later deposits. We find, .therefore, a coastal fringe of metamorphic and igneous rocks bordering the huge expanses of sedimentary rocks which occupy the interior. Hong-Kong is situated toward the southwestern extremity of this fringe. Hong-Kong is an island of approximately 30 sq. miles, on the north shore of which is situated the city of Victoria, with its 325,000 inhabitants. This island was ceded to Great Britain in 1842. In 1560 the peninsula of Kowloon (about 5 sq. miles), being that part of the mainland lying directly across from the city of Victoria, was added to Hong Kong. Thirty-eight years later, in 1898, a stretch of territory, including the mainland behind Kowloon and. numerous adjacent islands, was leased to Great Britain for 99 years. This last addition is known as the "New Territory of Hong-Kong" and comprises 376 sq. miles in area. A map of Hong-Kong, Kowloon, and the "New Territory" is shown in Fig. 1. My studies of this total area of over 400 sq. miles were devoted primarily to an investigation of the mineral resources. Systematic mapping of the immensely complex exposures of rocks was not possible in the time at my disposal. However, observations in, this. direction warrant a few generalizations.

The main reasons leading to the development of pelletizing in these countries, alternative pelletizing methods and feed materials utilised, are illustrated with typical examples. The major factors which may influence the future growth are discussed and trends of development in the immediate future, till 1978, examined. The probable pelletizing capacity by 1985 is projected.

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

Very useful general relationships between operating parameters and the operating results for open- and closed-circuit grinding under steady- state conditions are described. The basic idea of the developed methods consists of the introduction of a known reference state. The relations derived from very simple approximations to individual processes allow one to evaluate fineness and mass flow of the desired state after changing the parameters (feed rate, fineness of the feed material, mill length, transport behavior through the mill, classifier characteristics). It was also possible to derive some general relationships, e.g., * an equation for the influence of the operating parameters of the mill on the fineness of the mill output * a criterion to establish if the desired state of a closed grinding circuit is steady state at all * a possibility to substitute the common influence of the transport behavior of the mill and of the classifier by-pass fraction with the coarse stream on the mill outlet product by means of a fictitious worse transport behavior. The applicability of the described methodology to many problems in grinding practice, including questions of controlling grinding circuits, is demonstrated by some examples. In particular, a working diagram of the standard closed grinding circuit has been established.

THE last few decades have witnessed the introduction of many new nonmetallic mineral products and changes in the use of many of those already well known. Among these is diatomite, formerly employed as a mild abrasive and, at one time, as the absorbent material in dynamite. Now nearly 100,000 tons a year are mined and milled into such things as filter aids, cement admixtures, insulants, fillers, absorbents, cosmetics, cleansers, etc. Pumice, commonly regarded as only an abrasive, is now also employed as an insulant, as light-weight aggregate and as a concrete admixture. With increasing use of insulants, light-weight aggregates, and acoustic stuccos and plasters in the building trades, both these mate-rials should find increased application. Analytical expressions are derived from empirical data relating the basic physical device parameters to the radiation dose. To put in perspective and justify the approach taken, the overall problem and methods of attempted solution of radiation damage to transistors in a missile or satellite environment is briefly examined. The main emphasis is on a new criteria for neutron radiation hardness and the device design implications resulting from using this criteria. Contrary to other derived criteria, the derived bipolar hardness relation depends mainly on the initial lifetime rather than the base transit time. It is shown, that contrary to previously accepted beliefs, the inherent attainable radiation tolerance of JFET's is at least a factor of ten greater than the radiation tolerance ofbipolars. Experimental results on JFET's designed for maximum neutron radiation tolerance are presented. The accuracy, utility, and range of possible validity of various published lifetime and carrier removal damage constants are discussed. It is well known that transistors are subject to damage due to radiation at much lower radiation levels than those which would cause structural damage to a missile or satellite. The three principal categories of radiation damage to transistors are displacement, ionization, and thermomechanical. The main cause of displacement damage is fast neutrons, and the main effects which permanently degrade transistor operation are minority carrier lifetime reduction and carrier removal. A second-order effect is mobility reduction. The main cause of ionization damage is gamma radiation which results in permanent effects due to charge build-up in the oxide and transient effects due to photo-current generation. The transient effects are usually handled by using circumvention techniques in the electronics system. The extent of the transistor degradation due to displacement and ionization damage depends strongly on the transistor type, whereas the extent of thermomechanical damage does not depend on the transistor type, but depends mainly on packaging and metallization which are common to all transistor types. The standard transistor types are categorized in Fig. 1 and typical cross-sections are shown in Fig. 2. The original reason for the designation of the two classes of transistors was that the unipolar operation depends on only one carrier (majority) and the bipolar operation depends on both minority and majority car- riers. The bipolar is then seriously degraded by minority carrier lifetime reduction, whereas the unipolar or field effect transistor is not. One of the two principle classes of field effect transistors, the junction field effect transistor (JFET), depends strongly on carrier removal. However, the insulated gate (MIS) is little affected by either carrier removal or lifetime changes, but is virtually eliminated as a radiation resistant device because of permanent charge build-up in the insulator caused by ionizing radiation. The bipolar and JFET suffer only minor effects due to charge build-up in the oxide passivation when compared1 to the MOS. This is because the active region of the MOS is adjacent to or part of the oxide layer. It is then the bipolar and JFET which are potentially resistant to permanent radiation damage.
