The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

DURING several years immediately preceding the adoption of wet-charge smelting at McGill, various necessary conditions affecting this procedure, such as plant rearrangement and the metallurgical nature of the concentrate produced at the concentrator, were fully considered. Wet-charge smelting is not altogether novel to the recently reconstructed smelter at McGill. A number of years prior to this improvement, when flotation methods were initiated at the concentrator, large tonnages of wet and (at that time) sticky flotation concentrate were charged directly into the reverberatory furnaces, because of the difficulty in handling the entire tonnage in the roasters. The plant had excess reverberatory units and this surplus furnace capacity was utilized to smelt raw flotation concentrate. During the years 1927 and 1928, a number of actual operating furnace test runs were made to determine in principle the feasibility of wet-smelting operation. Results were encouraging, and in November 1932 the roasting plant was shut down. For some time thereafter the wet feed was delivered directly to the reverberatory side-charging calcine hoppers already in place. Feeding the wet material through the old calcine hoppers and charge holes into the furnace involved considerable labor, but under the conditions existing at that time it was desirable to continue wet smelting even under the handicap of this laborious procedure. The smelting plant during this period was on a curtailed production basis, operating only about 15 days per month. The alternate starting up and shutting down of the roasting plant presented a difficult problem and charging the wet material directly to the furnace entirely eliminated this difficulty. The roasting plant was never operated thereafter. EARLY PROCEDURE Fig. 1 shows the general layout of the smelting plant before the smelter was remodeled. In any theory of a hydrodynamic nature dealing with the vertical flow of gas-liquid mixtures in pipes, the two factors that present the greatest difficulty are the relative motion between the phases and the energy loss resulting from turbulence work. The former has generally been referred to in the literature as "slippage" and the latter as "friction." A third factor of importance is the nature of admixture between liquid and gas for both the relative motion between the phases as well as the turbulence work are functions of the type of mixture. Although much work of a general nature has been performed on the vertical flow problem, there have been very few attempts made to study experimentally the factors involved in the phenomenon individually. Of these, perhaps the most notable is the work of Moore and Wilde1 on slippage. Some writers on the subject have assumed that over a wide range of operating conditions the controlling type of mixture is one in which gas bubbles of uniform size are distributed throughout the liquid, and that the data obtained from experiments on the motion of single bubbles through various liquids may be used in evaluating the slippage. Ver-sluys2 has further assumed another controlling type of mixture in which the liquid occurs as a dispersed phase within the gas and applies data on the fall of drops of water in air to calculating the relative velocity. It was for the purpose of studying the applicability of data on single bubble motion to the slippage factor and to further observe the nature of mixtures that a research program was conducted at the University of California during 1932 and 1933. FREQUENTLY the careful engineer puts the word porphyry in quotation marks or precedes it with "so-called," when he writes of the Porphyry Copper mines. This is done by way of serving notice that he is aware that the term is not a precise one, though no one who is informed on the subject would in any event misinterpret it. The name originated from the fact that the rock containing the copper at Utah Copper, Morenci, Nevada Consolidated, and Braden-the first four to be developed-was in each instance known as porphyry. The term was convenient; and when Ray, Miami, and inspiration came along they fell into the Porphyry category even though the ore consisted essentially of a rock called schist instead of porphyry. The word is not inclusive enough; nor as a matter of fact is it sufficiently exclusive. Numerous copper deposits occur in porphyry rocks that are not Porphyry Coppers, paradoxical as it may seem. Desiring to be more accurate and at the same time to use a word that is in some degree descriptive, various engineers have adopted the expression "disseminated copper deposits." This alludes to the characteristic scattering of grains or specks of copper minerals more or less uniformly throughout the mass of the rock. Yet here again the implication is not entirely accurate, for the following reason: in some of the ores, the proportion of copper minerals "peppered" in the rock is small, compared with that which coats the walls of cracks and minute fissures; and that which is found as veinlets along planes of fracture. Many geologists have extended their interpretation of the term disseminated to include both types of mineral occurrence. The American Mining Congress, of which the President is Carl Scholz, and the Secretary is J. F. Callbreath, and of which many of the officers and directors are prominent in Institute affairs, has extended to the members of the Institute a cordial invitation to attend the nineteenth Annual Session of the Congress, to be held at the La Salle Hotel, Chicago, Nov. 13 to 16, 1916, and to take part in its deliberations. The morning sessions will be, general meetings at which the attendance of all members of the Convention is hoped for, and which will he devoted to a discussion of subjects related to the three several heads, "safety," "efficiency" and "conservation." The afternoon meetings will be divided into several sections, each devoted to the discussion of subjects of interest to its special branch of the industry. It is planned to have 811 papers printed and distributed, allowing the author a limited time in which to present the salient features of his address and giving up the greater part of the time to a discussion of the subject presented by members on the floor. By this plan it is hoped to have a free expression of opinion and to provide ample time for reaching conclusions to be embodied in resolutions representing the best thought of the mining industry.

The Eastern fields comprise a distinct geological and geographical unit, located in the northern part of the Appalachian geosynclinal prov-ince. In this area are the fields of New York, producing from rocks of Devonian, Silurian and Ordovician age; the fields of western Pennsylvania, where oil and gas occur chiefly in rocks of Mississippian and Devonian age; the fields of eastern Ohio, where oil and gas are obtained from rocks of Pennsylvanian, Mississippian and Silurian age; and the fields of West Virginia, where oil and gas are produced from rocks of Pennsylvanian, Mississippian and Devonian age. Many of these fields are of great antiquity in comparison to the age of the producing areas in a greater part of this country, and consequently in most instances it is impossible to obtain accurate historical statistics. In addition, the records of many of the more recently discovered fields are either unobtainable or are not sufficiently reliable to justify their incorporation in a review of this character. Rather than overemphasize certain fields and areas, where complete records are available, when there are many other fields of equal importance for which statistical data are not available, the authors have made a tabulation of development that does not take into consideration past operations and production. The records utilized in preparing this paper were derived largely from the scout reports of several of the larger companies, which generously made them available to the authors. These were independently tabulated by counties and townships, in order to eliminate as far as possible duplications and, excepting the Clinton fields of Ohio, where many of the smaller wells have not been individually reported, they represent the most accurate information available. Market conditions in both the oil and gas industry were far from favorable during 1932 and in consequence there was a total decline in drilling in the Eastern States, which is 22 per cent less than the number of completions in the preceding year. This decline was not constant over the entire area, as is shown in Table 1. The oil fields of both New York and western Pennsylvania were the scene of renewed drilling activity, which was largely restricted to the water-flooding operations in the Bradford and Allegany fields. This paper was prepared as a supplement to the general review by Dr. N. G. W. Cook. His analysis of the problem in terms of the strain energy involved in making the excavation is excellent. It will contribute much towards a clearer understanding of rock behavior and control. Several of the practical applications described herein can be directly related to Dr. Cook's theories and conclusions, and are based on the very same principles. CONTROLLED BLASTING IN ROCK EXCAVATION Generally speaking, the natural rock is a relatively strong and competent structural material, if we conserve its inherent good properties and perhaps reinforce its weak spots. The difficulty often lies in blasting out the tunnel or chamber without damaging the walls and roof we wish to have remain afterwards. Much progress has been made in the last five years in better understanding the controlled excavation of rock. The specialized techniques known as smooth wall blasting and presplit blasting have now developed from the status of curiosities of rock excavation to the point where these techniques are specified in contracts drawn up for such rock excavation projects as tunnels, underground pourer houses, etc. These techniques have been well described and discussed in previous publications; there is no need to reiterate here. It might be well to point out that recent research has demonstrated the effect that inherent rock stress may have on presplitting in certain directions. Material can be presplit most readily parallel to the direction of maximum compressive stress, and this may not always be in the direction desired. Inherent rock stress measurements by stress relief over coring, etc., may have important value in deciding how to best presplit proposed excavations. THE testing of flotation oils has occupied a large part of the time of the testing departments of various companies using the flotation process in the beneficiation of their ores. The great differences in ores and iii oils has made such work necessary as it has not been possible to select the oil best suited for the purpose without trial of many kinds. In fact, individual shipments of flotation oils from the same manufacturer will often differ so radically that the mill men have been forced to test every lot of flotation oil before its use in the mills. Further, although almost every imaginable product of the distillation of wood, from alcohol to pitch, has been tested in a more or less perfunctory manner by various people, few companies have allowed the results of their tests to be made public. This work was undertaken for the purpose of obtaining reliable data regarding the value as flotation agents of a number of products that are obtained from the distillation of wood by different methods, and incidentally to determine whether some of the products not used at present could be used. Large quantities of such materials are being wasted or burned in the wood-distillation plants of the United States, and if some use other than fuel could be found for these materials, such a use would represent a distinct saving to the country as a whole, would increase the profit of wood-distilling plants now operating and perhaps make it possible for others to operate which at present cannot do so except at a loss. At the same time it was thought that if such products can be used as flotation agents, then their use would serve to increase the number of oils and other products available for flotation purposes. Airborne respirable dust levels on longwalls can be reduced if operators approach the dust control problem in a logical and fundamental manner. This can be accomplished through the proper application and continued use of effective dust control techniques. The Bureau of Mines is currently assessing the effectiveness of longwall dust control techniques in use today to provide mine operators with guidelines for selecting the most appropriate control technology. This paper presents a fundamental approach to the problem of shearer dust control. Three dust control techniques to be discussed are: deep cutting/increased pick penetration for reducing the amount of respirable dust generated; drum water sprays/improved water supply system to suppress the amount of airborne respirable dust; and improved external water spray system, the “shearer-clearer, "to push the dust close to the face. The techniques have been evaluated infield trials and have been shown to be both practical and effective in applications to control shearer generated dust.

Those who deem the subject of this paper an old and superseded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 R. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " StÜckofen," the father of the blastfurnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand.

LAST year the authors presented a paper that discussed the various electrical measurements they perform in drill holes, which they name "electrical coring."' The object of the present paper is to give a brief account of the points of scientific interest that have been elucidated by further field work and laboratory research, as well as the economic, results that have been attained recently. The practical examples given in this paper are drawn, for the most part, from the field work performed in Russian oil fields during the years 1931 and 1932. This is due to the fact that, thanks to the comprehensive cooperation of the Russian geologists and scientists, the authors are allowed to make public a large amount of recent information. In other countries in which the authors are engaged in similar work, the competi¬tion between private companies makes it imperative, for a considerable lapse of time, to avoid publication of the results obtained. The following points will be discussed successively, under sepa-rate headings: 1. Electrochemical phenomena in drill holes. 2. Stratigraphic correlations and tectonic studies. 3. Relations between the productivity of oil horizons and their electrical resistivity. 4. Location of coal seams. 5. Summary and conclusions.

The installation in 1948 of a Humphrey spiral concentrator section at the Hill-Trumbull plant of The Cleveland-Cliffs Iron Co. is the latest commercial method on the Mesabi Range being used for the recovery of fine iron ore. In two stages of concentration 84 spirals treat approximately 120 long tons per hour of minus 1/8 in. ore. These spirals augment the production of the heavy-density plant which recovers the plus 44 in. iron from the plant crude ore. Structure of the ore is such that, when crushed, about 50 pct of the plant crude is minus 1/8 in. size. After desliming in a 66 in. Akins classifier, grinding the classifier product in a ball mill and again desliming in a 78 in. Akins classifier about 15 pct of the crude ore remains to be treated in the spiral plant.

ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

September steel production established a new record for a 30-day month with 9,034,000 tons. It was the highest of any month since March. Output of ingots and steel for castings was 535,000 tons more than was poured in August 1952, and 373,000 tons over the total for September 1951. Prime Minister Daniel F. Malan touched a gold button to start South Africa' a first uranium plant into production on the premises of the West Rand Consolidated Gold Mine, near Krugersdorp, Transvaal, 25 miles west of Johannesburg. Uranium oxide is being extracted from mine tailing after removal of the gold. Thirteen gold mines in the region are scheduled for uranium production. Defense Materials Procurement Agency signed an agreement-with the Bagdad Copper Corp., Bagdad. Ariz., for expansion of the firm's facilities to enable delivery of at least 27 million lb of copper a year and 91,0000 lb of molybdenite. It is said that the company will spend about E million on the expansion.

Simulation is a tool useful in the evaluation of the probable effect which various changes may have on the performance of time-dependent systems. This is especially true as far as rail transportation in mining is concerned. The VPI-OCR RAILSIM program is a computer program designed specifically for solving a broad range of problems encountered in the design of haulage systems of new mines as well as in the operation of haulage systems in existing mines. This program is one of several computer applications for evaluating mining systems developed at the Virginia Polytechnic Institute and State University under contract with the Office o f Coal Research of the U.S. Dept. of the Interior. The RAILSIM program uses Monte Carlo techniques to introduce variability in the occurrence of events such as would be observed in real systems. Data are required to describe the haulage network, locomotives, stationary facilities, and other miscellaneous parameters. Output from the program lists measures of performance that are useful in assessing the capabilities and limitations of given system configurations. The output information may cover many shifts of operation to indicate the broad range of variation and interaction which can occur as the system responds to varying levels of demand for service. The RAILSIM program was tested extensively in mining operations. The results of some of these tests are used to illustrate the usefulness of this program.

A section of unstable overburden that has hampered an all-dragline mining operations at Texasgulf's phosphate mine in eastern North Carolina, is being successfully removed by hydraulic dredging. Blocks are dredged, drained, and developed ahead of two large draglines that strip the remaining overburden and mine the 12-m section of ore. Dredging assistance has increased ore production, increased ore recoveries to a maximum, reduced unit costs, and has made it possible to reclaim mined-over land that would be left underwater mined by all dragline methods.

THE practice of using acid-lined converters at the plant of the Old Dominion Copper Mining & Smelting Co. was discontinued early in January, 1913, and they were replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyères. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyères must wait until such time as a slight falling off in the matte supply-allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter.

Approaching exhaustion of areas where traditional prospecting methods can pay off and sharply rising costs require increasing sophistication in planning exploration. Most outcrops, not only of ore and gossan but also of obvious zones of alteration, have been examined; many of the anomalies readily detectable by geophysical means have been drilled; geochemical surveys now cover extensive tracts. How should the explorationist proceed to find the ores that will keep his company in business and supply the world with the energy and raw materials it needs? Two courses are open to him: (1) saturation coverage by geology, geophysics, geochemistry, and drilling in the expectation that something will turn up or (2) critical analysis of the factors responsible for the concentration of valuable minerals in the earth's crust. The successful explorationist applies both methods to the limit of his resources. The second course, analysis of geologic factors, also comprises two principal lines of research: (1) ever more detailed study of the chemistry (including isotopic analysis) of the ore and gangue minerals of known deposits in an effort to understand how they were formed and (2) increasingly detailed mapping of their environment to determine the reasons for their localization. Again, both are very necessary.
