For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. An analysis of batch and continuous thickening in terms of the movement of planes of constant concentration (i.e. continuity waves) is presented. Use of solids flux as a primary variable greatly facilitates the analysis and clarifies the relationship between batch and continuous thickening. An "ideal" slurry is defined as one whose settling rate is a function only of the local solids concentration. An analysis of continuous thickening of this ideal slurry in an ideal thickener explains many aspects of the steady — and unsteady — state behavior of real slurries, such as the main features of a thickener's "solids profile" (including the break attributed to rake action), the sudden appearance at abnormally high feed rates of a zone of constant concentration and the velocity with which it rises, and the effect of detention time at constant weight of sludge per unit area. Where deviations exist, they are explained in terms of the batch settling behavior of real slurries. The purpose of this paper is to interpret continuous thickening phenomena in terms of batch settling behavior. Both types of thickening may be considered as the process of propagating concentration changes, due to the downward movement of the solids, from the bottom of the settling vessel upward through the slurry.' These concentration changes may be either finite or infinitesimal as in the case of the propagation of a continuous concentration gradient. The slurry itself may be moving downward as in the case of continuous thickening. The downward velocity of the slurry may be such that the concentration changes being propagated up from below remain stationary relative to the thickener walls. This is the case for steady-state thickening. It seems appropriate to analyze continuous thickening in terms of the movement of planes of constant concentration. This has already been done for batch settling."3 Although our main interest is in real slurries, there are certain aspects of both types of settling which can be deduced from a theoretical analysis of highly idealized systems. To this end, an "ideal slurry" is defined as one for which the dimensionless settling rate at any point is a function only of the local solids concentration.1,2 An "ideal thickener" is one in which there is no radial variation in either the solids concentration or in the downward component of slurry velocity. The underflow outlet is a point sink. It is to be expected that the behavior of non-ideal systems will deviate in some measure from theoretical results. However, the same characteristics which cause deviations in continuous thickening should be evident in batch settling, permitting a rational explanation of the former in terms of the latter. Current radon-222 and radon-daughter control principles and practices for U.S. underground uranium mine atmospheres are discussed and a brief review of the applicability of other possible control methods such as rock sealants, radon-222 removal, and radon-daughter removal is given.

IN 1940, when it appeared that the United States soon might be cut off from foreign sources of high-grade manganese ore, the Bureau of Mines began an extensive series of investigations on the production of ferrgrade products from low-grade domestic ores by ore-dressing, pyrometallurgical, and hydrometallurgical methods. Among the hydrometallurgical processes for oxide ores investigated was a sulphur dioxide process in which the manganese was recovered from solution by precipitation with lime;1 this process is essentially as follows: The ground ore is suspended in water and leached with SO2 gas to extract the manganese as manganese sulphate. Calcium chloride is then added to the slurry to precipitate calcium sulphate and form manganous chloride solution, and the resultant slurry is filtered to remove the calcium sulphate together with the in- soluble portion of the ore. Calcium hydroxide is added to the filtrate and the mixture is agitated with air to precipitate hydrated oxides of manganese and regenerate calcium chloride. The precipitate is calcined, and the calcium chloride is recycled. To determine manganese extraction, reagent consumption, grade of product, and similar data for this process, a laboratory investigation was started. Two minor modifications in the process were soon made: (I) the ore was suspended in calcium chloride solution instead of in water in order to extract the manganese and precipitate the calcium sulphate in one step, and (2) the agitation with air after the addition of slaked lime to the filtrate was omitted because manganese hydroxide is readily precipitated without air agitation and can be nodulized or sintered to a satisfactory product. When the process was carried through a series of cyclic tests, it was noted that the concentration of dithionate ion (which is one of the products of oxidation of SO2 by MnOz) in the cycled solution gradually increased; at the same time the chloride content of the solution gradually decreased, owing to soluble losses in the leach residue and in the precipitate. After a number of cycles, the calcium chloride became virtually completely replaced by calcium dithionate, the quantity of dithionate ion formed during the leach being more than enough to make up for the losses of dithionate in filtering. The calcium chloride process thus developed into a calcium dithionate process. Since the latter eliminated the need for make-up calcium chloride, and the dithionate solutions appeared much less corrosive than the chloride solutions, work on the calcium chloride process was dropped in favor of the calcium dithionate process. INTRODUCTION Landowners in Texas for many years have freely granted, reserved and leased "oil, gas and other minerals" or interests therein. In recent years we have witnessed much litigation concerning what sub- stances should be included as "other minerals" within the phrase "oil, gas and other minerals," and this question has received the attention of numerous legal scholars. At the South Texas Uranium Seminar held in Corpus Christi, Texas, in September, 1978, Mr. William R. Dodson presented a paper dealing with this very subject and entitled "Uranium - Mineral or Surface? Who Owns It?" In his paper, Mr. Dodson reported on two recent Texas Supreme Court decisions, Acker v. a, 464 S.W.2d 348 (Tex. 1971) and Reed v. Wylie, 554 S.W.2d 169 (Tex. 1977). which held that the particular substance in question in each case is not a mineral within the phrase "oil, gas and other minerals" if substantial quantities of the substance lie so near the surface that production will entail the stripping away and substantial destruction of the surface. Since that time another chapter has been written in the Texas saga of "When is a Mineral not a Mineral?" and it is the intent of this paper to present an update of the Texas law. A review of the early Texas cases so ably covered by Mr. Dodson in his paper will not be repeated, except as is necessary to illustrate the evolution of the legal doc- trine which has been so aptly named "The Surface Destruction Test". BACKGROUND In order to appreciate the genesis of the problem, one must consider that oil and gas production commenced in Texas many years ago, Spindletop came in in 1901. As oil and gas became more valuable, land- owners with considerable frequency sold interest in the oil, gas and mineral estates in their lands, and reserved interest in the oil, gas and mineral estates in their lands when they disposed of their property. Due to the oil and gas background, and perhaps be- cause oil and gas was paramount in the minds of the parties, the traditional language employed in these grants and reservations was "oil, gas and other minerals" or variations thereof. There are literally hundreds of instruments employing this language constituting a link in the chains of title to thous- ands of acres of Texas land. In addition, there are thousands of acres of Texas land held by oil, gas and mineral leases, the primary terms of which have been perpetuated by production, containing similar language in their granting clauses. The severance of the mineral estate from the surface estate results in two separate and distinct estates, each having all of the incidents and attributes of an estate in land. with the surface estate being the serviant estate, and the mineral estate being the dominant estate and having certain easements in the surface estate to explore. produce and remove the minerals. Harris v. Currie. 176 S.W.2d 302, 305 (Tex. 1943). As observed by the court in the Harris case, this is because a grant or reservation of minerals would be wholly worthless if the grantee or reservor co~lld rwt enter upon the land in order to explore for and extract the minerals granted or reserved. Although the Texas law has recognized that an oil and gas lessee has the right to use so much of the surface as is reasonably necessary to produce the minerals. Warren Petroleum Corporation v. Monzingo, 304 S.W.2d 362, 363 (Tex. 1957), recent decisions of the Court have qualified this doctrine. In Getty Oil Company v. Jones. 470 S.W.2d 618 (Tex. 1971). Getty's pumpine, units were interfering with ones self-propelled sprinkler system utilized for irrigating the premises, and Jones sought to require Getty to install the-pumping units in cellars so that the sprinkler system could pass over them. In an effort to accommodate both the surface estate and the mineral estate, the court held (page 622) "...where there is an existing use by the surface owner which would otherwise be precluded or impaired, and where under the established practices in the industry there are alternatives available to the lessee whereby the minerals can be recovered, the rules of reasonable usage of the surface may require the adoption of an alternative by the lessee". Bearing in mind that the "reasonable use doctrine" grew up in the oil and gas industry involving sub- stances which can be produced by methods that do not destroy or deplete the surface estate, the question presented is whether the Texas courts will extend this doctrine to situations where claimants of "other minerals" seek to produce shallow deposits of iron ore, coal, lignite and uranium by surface mining methods which do destroy or deplete the surface estate? The surface destruction test has answered this question in the negative, at least as to iron. coal and lignite. However, the multitude of mineral estates in Texas which have been created by a grant. reservation or lease of "oil, gas and other minerals" will, doubtlessly, continue to fuel the fires of litigation. It is estimated that $10 million has been spent this year on the search for new ore deposits. ? Claim staking in B. C. to July 31, totalling 14,250, is up 2000 over 1962. ? Helicopter companies report a record total of 25 aircraft chartered to mining groups, with additional numbers used in oil-gas exploration. ? Leading assayers state that business with the industry is double that of the previous year. ? Diamond drillers report an increase of approximately 25% in the amount of contracts now on hand. THE mineral pyrite (or marcasite) occurs in coal beds as balls, lenses, veinlets and bands. Several million tons are wasted annually on the refuse dumps from coal mining and coal-preparation activities. Sporadic attempts have been made in the United States to recover this pyrite for manufacture of sulphuric acid but only a few plants have succeeded in recovering it on a commercial scale. Several chemical companies in the East became concerned about supplies of pyrite early in 1943, but by late summer of that year the situation had eased. If for no other reason than national security and self-sufficiency during war-time, methods of recovering pyrite from coal-mine refuse should be worked out and made available to coal-mine operators who are potential producers of pyrite. Eastern sulphuric-acid plants are particularly likely to have their sources of raw material blocked by war conditions, so that special studies to determine where supplies of pyrite can be obtained for these plants from inland sources are desirable. Davis's1 summarization of conditions during World War I gives the following facts: During those years, the shortage of pyrite became acute. Shipments of hand-picked pyrite were made from a number of coal mines in Illinois, Indiana, western Kentucky, Ohio and Pennsylvania. A mechanical concentrating plant for separating pyrite from picking-table refuse was built at Danville, Ill., and operated for several years, and a small pyrite-concentrating plant treating washery refuse near Gillespie, Ill., operated for several months in 1918. The Consolidation Coal Co. of Fairmont, W. Va., constructed and operated a sulphuric-acid plant using pyrite recovered from coal-mine refuse. The U. S. Bureau of Mines during 1917-1919 made a comprehensive survey of pyrite-production possibilities from coal mines and estimated that there was a potential yearly production of 435,000 tons from Ohio and Pennsylvania and 928,000 tons from Kansas, Missouri, Iowa, Illinois, and Indiana mines. This estimate included only mines that could produce one per cent or more of their coal production as pyrite containing a minimum of 40 per cent sulphur. PYRITE PRODUCTION According to the Minerals Yearbook,2 approximately 660,000 long tons of pyrite was produced in the United States in 1941, with an average sulphur content of 42 per cent. The average value f.o.b. mines was $3.09 per long ton. Spanish pyrite, 48 per cent sulphur minimum, was quoted at 12 cents a unit c.i.f. U. S. ports, equal to $5.76 a ton for shipments of minimum sulphur content. Most of the pyrite produced in the United States is obtained as a by-product in the dressing of copper and zinc ores. An increase in the number of deep wells being drilled where extreme bottom-hole temperatures are encountered, and the anticipated drilling of wells where temperatures in the range of 500°F or higher may occur, has brought about a comprehensive investigation of cementing materials and of the techniques involved in their proper usage at these elevated temperatures. Included are developments in cements, retarders, weighting materials and other cement additives which make it possible to formulate a variety of compositions to help resolve the cementing problems of these extreme well conditions. The problems associated with the selection and testing of cements are discussed, and a resume of field results is included. Previous studies on strength retrogression indicate that caution should be exercised in the selection of a cementing composition for use in high-temperature wells. It now appears that, by the addition of silica flour as a stabilizing additive to certain cements, compositions covering a wide range of slurry densities can be designed to meet extreme well conditions without strength retrogression. Improvements in cement retarders make it possible to produce a four-hour thickening time at static temperatures up to 500°F. This temperature is considerably higher than conditions presently being encountered in drilling and completion work. Inert weighting materials, used to produce 20-lb/gal or heavier cement slurries, are reviewed. INTRODUCTION As the search for oil continues, the number of wells being drilled to depths of 10,000 ft or below has continued to increase over the past decade. During 1959, there were 50,893 wells drilled in the United States for a total of 209 million ft of hole. Of this total, approximately 4.45 per cent were drilled below 10,000 ft and 0.30 per cent below 15,000 ft, with a record depth of 25,340 ft recorded (Table 1). With the drilling of this record-shattering hole comes the question, "How deep can wells be drilled?".' Limitations with respect to equipment (surface and subsurface), cementing materials and techniques would cause some concern; however, a panel of experts have agreed that the U. S. oil industry has the equipment and know-how to drill a 50,000-ft hole. The greatest deterrent would be the 700°F temperature they would anticipate encountering at this depth. Although the number of wells drilled under what is generally considered hot-hole conditions (230°F and higher) has been relatively high, each well often presents distinctly individual problems and requires separate consideration and selection of special materials, techniques and equipment. At the present time there are over 30 additives and special cements available for use in "tailoring" a cementing composition for a specific well. It is not uncommon to use three or four different additives with the basic cement to produce the desired slurry characteristics. A generally accepted procedure is to make laboratory tests on selected cementing compositions prior to pumping them into wells deeper than 12,000 ft, or where static temperatures are in the range of 260°F or higher. In some instances, it is recommended that laboratory tests be made where less severe well conditions are encountered. Prior to selecting a cementing composition for a particular well, key personnel representing the operator, drilling contractor and service company should meet to determine that each individual is acquainted with every detail which might influence cementing results and to discuss the execution of the job. For cementing hot-holes, a number of factors must be evaluated before proceeding with the operation. Consideration must be given to the following. 1. Thickening time—The slurry must remain fluid for a sufficient length of time to allow displacement down the casing and up the annular space in a primary cementing job or, in squeeze-cementing, adequate thickening time for both the build-up of a satisfactory squeeze pressure and the reversing out of excess cement. The thickening time of standard retarded cements will often be too short under extreme temperature conditions, thus involving special formulations and requiring laboratory tests to determine the proper amount of additional retarder to obtain the desired pumpability.

AS a member of the Institute and as the president of the National Coal Association, I come before you today in a dual role. As an Institute mem-ber I welcome the opportunity to make complimentary reference to the growing support which bituminous coal operators are giving to programs looking to the advancement of the engineering profession, and to suggest plans whereby these programs may be enlarged to mutual advantage. As a representative of the bitu-minous industry, it gives me special pleasure to express the appreciation of the industry for the services ren-dered to it by members of your profession. Needless to say, there is a close relationship between the engineer and the coal operator. With increasing frequency and in the interests of the industry, the engineer is becoming more of a factor in the business of producing coal. I need look no further for an out-standing example of this encouraging trend than to Samuel A. Taylor, who not only is a bituminous coal producer but also has risen to such eminence in the engineering profession as to have been chosen the head of this great body of technical men, the American Institute of Mining and Metallurgical Engineers. There are many coal operators whom I might mention as having achieved distinction in the engineering world, such as Howard. N. Eavenson, chairman of the .Coal and Coke Committee. And I would be guilty of a serious .oversight if I failed to make reference to Eckley B. Coxe, one of the founders of the Institute in 1871, a prominent anthracite operator and credited with several important inventions. While it is true that a. considerable number of execu-tives of coal-producing companies in this country came up through the engineering ranks. the proportion of mine executives in England, France, and Germany who are graduate engineers is much larger than it is in the United States. In France all members of the staff are engineers and such is the case in Germany up to the owner of the mine. In Germany the owner is not so frequently an engineer as is the rule in France.

Some recent experiments in the use of compressed air for rock drills at higher than usual pressures, up to 150 lb. per sq. in., emphasize the importance of maintaining the compressed-air system in the best condition if the greatest possible over-all efficiency is to be secured. No claim of high over-all efficiency can be made for the compressed-air system of braking that is used on railroad trains, yet the air brake works effectively. Compressed air is not used efficiently in the rock drill, but no other type of machine drilling is yet a serious competitor of the air-driven rock drill.

THE importance of making analyses of gases in furnaces which are used for metallurgical purposes is every day growing more and more evident. It is the only method of understanding the reactions that take place in the furnace, and of economically conducting the operations both with regard to the fuel used and the reactions which take place on the bodies to be subjected to the influence of the heat and gases. As a knowledge of the composition of gases is becoming every day more necessary to the proper conduct of furnace operations, it seems desirable that furnace managers should generally know that the analysis of gas for commercial purposes is neither difficult, tedious, or expensive, and that it does not necessarily imply the use of corrections requiring difficult instrumental observations and long and tedious mathematical calculations. Any method, therefore, which will tend to render these analyses simple will also tend to having them made and repeated as frequently as the analyses of the ores and other materials charged in the furnace. They should be made even more frequently, as their composition is affected by any change in the condition of the furnace, and a knowledge of their composition will give a ready clue to the unseen and otherwise not easily detected changes which are taking place. Techniques for the epilaxial growth of single -crystal silicon carbide films on silicon were developed. The vapor-phase decomposition and bydrogen reduction of silicon tetrachloride (SiC14) and Propane (C3H8) resulted in clear films of silicon carbide, lip to seveval microns in thickness. The growth took place in a horizontal . silicon epilaxial reactor at 1100°C (pyrometer) at a rate of- 3000Å per minute. Electron diffraction and X-ray diffraction studies demonstrated that the films were single-cyrstal, ß -phase, or cubic silicon carbide. SiO2 film were used to mask areas of the silicon sur-lace in order that the silicon carbide might be grown in controlled geometries. Both n- and p-type films were grown on p-type silicon waters.. Heavily doped silicon films of the same conductivity type as the silicon carbide films were deposited over the silicon carbide in order to affect better probe contact to the structures. when n-type silicon carbide mesas were grown on p-type silicon substrates the de vollage-current relationships between films and substrates were that of junction diodes. These diodes showed a sensitivity to while light ill that the incident light increased forward- and reverse-satro,ation currents, P-type silicon carbide mesas grown on p-type silicon were ohmic rather than rectifying in their voltage -current relationship. No conclusions could he reached concerning heterojunc-tiou rectification in the structure. SILICON carbide is a semiconductor with many interesting properties. It decomposes at temperatures above 2200°C.1 It occurs in two general crys-tallographic forms—hexagonal (a Sic) and cubic (ß Sic)—with the cubic form having a forbidden-gap energy of 2.32 ev and the hexagonal form (specifically the 6H polytype) a gap energy of 2.86 ev.3 It behaves as an extrinsic semiconductor at temperatures approaching 5003C. It has been shown to have a high resistance to radiation damage4 and p-n junctions formed in Sic have been shown to radiate visible light under forward- or reverse-bias conditions. Epitaxial silicon carbide on silicon carbide has been successfully grown through the use of a variety of techniques, such as gaseous cracking of SiCL4 and CC4, nearly all of which require a deposition temperature above 1500°C.6 This paper will cover very recent work on the gas-phase deposition of highly ordered films of silicon carbide on high-quality silicon single-crystal substrates. The films have been shown to ex- hibit junction-rectification properties when geometrically isolated regions are electrically biased with reference to the silicon substrate. There will be no discussion of the mechanism of heterojunction rectification, but the methods of film fabrication, geometry control, and structural evaluations will be covered in detail. Electron diffraction, X-ray diffraction, and diode electrical properties were used to characterize the films and the junctions. GAS-PHASE DEPOSITION OF Sic The techniques for the deposition of silicon carbide films were a logical outgrowth of the standard silicon epitaxial process. The major premise followed was that, for any film to nucleate in an ordered fashion where there is considerable mismatch in lattice parameters (in this case 22 pct), an extremely clean, damage-free substrate surface must be presented to the gas stream. Thus a standard gas-phase HCl etching step was used to prepare the substrates for growth. A minimum of 5 µ of substrate-surface material was removed prior to the deposition of Sic overgrowth films. The techniques used for growing silicon carbide films were those of growing silicon alone, with the added injection of a hydrocarbon gas into the hydrogen and silicon tetrachloride gas stream. The hydrocarbon gases used thus far have been research-grade (99.99 pct) methane (CH4) and propane (C3H8). Propane ultimately gave the best results. The gas flows were controlled through a panel shown schematically in Fig. 1. A hydrogen main stream of 30 liters per min passed through the horizontal quartz-tube epitaxial reactor, while SiC14, C3H8, HC1, and doping gases were injected as side streams. The

Sorting tests on limestone at the Lohjan Kalkkitehdas Oy Ojamo mine, Finland, are described. The tests, conducted to evaluate a Sortex 811MW optical separator, were successful, and upon completion, the sorting machine was put into production. Likewise, many are the differences among things that are salty and from which salt can be extracted, as, for instance, all the lyes from any kind of ashes and the urine of all animals. But because these are not things that give men the useful elements necessary to life, I shall omit speaking of them in detail with the exception of some of the more notable ones, and I shall tell you that I find that men proceed in only two ways in order to have a sufficiency for their needs. One is that of extracting it from the salty waters of the sea itself, or from springs, with a certain technique [34v] adapted to the places, either by congealing or by evaporation; and the other is that of mining it from the earth. The science of particle shape analysis has expanded rapidly in the decade since precise numerical-statistical techniques were developed for use in characterizing the shape of closed forms. Use of Fourier descriptors permits shape to be quantified to whatever degree of precision is required. With this technique, particles and particle systems can be compared either on the basis of shape characteristics displayed by individual particles, or on the basis of aggregate shape characteristics representative of large samples of particles. Shape characterization work completed to date has shown that the physical characteristics of particle systems (porosity, permeability, strength, mechanical stability, chemical reactivity, and flow characteristics (viscosity)) are related directly to particle shape. Furthermore, it has been shown that particle shape is a function of chemical composition, process of formation, and post-formational history of the particle. In this light, particle shape analysis has potential applicability to a host of engineering and industrial problems encountered in processing particulate material. It can be used to optimize the efficiency of separation processes and particle feed systems, to trace particle pathways through processing systems, and to monitor the operation of specific processes, the wear of critical machine parts, and the quality of end products in processing systems. In this paper we discuss these specific applications of shape characterization to particle processing.

PRIOR to 1934 all haulage of ore and stripping on the Mesabi Range was by rail. Early rail systems had small narrow-gage locomotives with correspondingly small dump cars. These trains were replaced with larger standard gage rail systems powered by steam locomotives ranging up to 224 tons in weight, which have in turn been replaced by diesel electric locomotives. Along with this development cars have been increased to 30-cu yd capacity. Improvement of cars includes alloy steel construction for lower over-all weight and use of roller bearings to decrease rolling resistance. Despite all of these developments, the total material hauled by rail on the Mesabi Range has decreased every year. Yet, this is no reason to believe that rail haulage is becoming obsolete. Its adaptation to small mine operation has become impractical, but in large mines where normal railroad grades are possible or where hauls to plants or dumps are long, rail haulage is still one of the most economical methods of transporting large quantities of material.

The paper "Design of Surface and Near-Surface Construction in Rock" by Deere, Hendron, Jr., Patton, and Cording discloses a principal difference between civil and mining engineering as applied to openings in rock. Generally, the civil engineer considers an opening as an asset, where a mining engineer finds that most of his openings are a liability. The openings, or rock surfaces, treated in the paper by Deere and coauthors are designed for lasting stability and the foundations for dams, the diversion tunnels, abutments, and surface excavations are expected to be stable for long periods or provide continuous access and other useful purposes. Except for those openings used for the transportation of men, materials, ore, and for ventilation, the mining engineer finds that his underground openings serve no useful purpose once the mineralized rock has been removed. Usually, these openings create problems such as reduced ventilation efficiency, added requirements for scaling, sealing, and other tasks necessary to maintain or isolate the openings. The surface openings and mine plants present another liability to the mining engineer. After the product has been removed from the earth, the abandoned pits or strips, tailing ponds, dumps, and buildings sometimes become hazardous, unsightly, or occupy surface areas that could be used for other purposes. As a general rule, the various disciplines involved in rock mechanics have different objectives and uses for openings; however, the basic concepts regarding the design or control of openings in rock are similar for each discipline. The review by Deere and his coauthors contains examples of the duplications in this technology, and, in particular, the common approaches used by civil and mining engineers. This chapter reviews the steps which should be taken from the time it is decided to consider autogenous grinding in the development of a new ore deposit or the expansion of an existing plant up until the purchase of the new autogenous mills. In this case the term autogenous includes semi -autogenous, secondary pebble mills, and lump milling as well as fully autogenous grinding systems. Also, both wet and dry grinding alternatives have been included. Before the test program it must be decided how many bulk samples are required to properly assess the autogenous grinding possibilities of the deposit. Also, a decision must be made on where and how the samples are to be ground i.e. pilot mill at site or in established location, wet and or dry grinding, etc. In the test program itself, certain fundamental data must be obtained. The testing should include enough work to determine whether fully autogenous or semi-autogenous grinding should be used and what type produces best power efficiency. Also, all the other pertinent data should be collected such as power; tonnages; feed, charge, and product sizing; circulating loads, etc. If a secondary mill is required to produce a final grind the decision on whether a pebble or ball mill should be used may require additional test work. Finally, the concentration of the mineral may play an important part in selection of the circuit and should become a part of the final testing once the grinding has been established.

REVISION of the United States mining law is needed. chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. LAW OF THE APEX The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from masses which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future. development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes
