In the history of American mining, so far as I know, there is no cleaner, brighter, or more completely successful mining adventure than that of the United Verde Extension.* It deserves to be placed on record here. The mine is at Jerome, 25 miles northeast of Prescott, in Yavapai county, Arizona. For 30 years before the U.V.X., as it is known to mining men, achieved celebrity, the Jerome district was identified with a copper mine, the United Verde, one of the great mines of the world. The success of this mine, of course, stimulated the search for similar orebodies, or for an extension of those already known, in adjacent ground; but, despite vigorous prospecting, the United Verde remained for many years alone in its glory. The reason for this solitariness was geologic: a fault with a big throw frustrated the effort to trace the ore-zone, thereby causing exploratory work to be both uncertain and costly. Despite these failures to develop other mines in the vicinity, the belief persisted that all the ore was not localized in the United Verde mine, but before we consider the reasons for such a belief we must look at the geologic conditions. The basal rock of the Jerome district is a schist, which has been correlated with the Yavapai formation of the Bradshaw quadrangle. This schist is geologically ancient, for it is of pre-Cambrian age. Introduction Maximization of profit consistent with environmental protection is the principal goal of new applications development for any conventional or in situ mining technique. Efficient evaluation of all the parameters that contribute to mining costs and production hinges on proper design and evaluation of testing programs and data. The program discussed uses several field and laboratory procedures to estimate ore deposit characteristics and optimize lixiviant compositions. Ore characteristics and lixiviant compositions are then used in a long path leaching test (stream tube test). Stream tube test data are analyzed by mathematical models with computer assistance to predict such wellfield rate parameters as target metal production, lixiviant consumption, and restoration. When these predicted rates are combined with market values for target metals, capital expenditures, prices of lixiviant chemicals, and other economic variables (labor costs, power rates, and licensing fees), an assessment of the relative feasibility of various proposed mining plans is possible. The flowsheet in Fig. 1 illustrates this process. [ ] Field and Laboratory Procedures In general terms, the procedures followed in the evaluation of an in situ leaching application aim at accomplishing: •rapid leaching and maximum recovery of the target metal in a marketable form, •low consumption of lixiviant chemicals, •unquestionably satisfactory restoration of the mined aquifer, and •minimization of capital and operating costs for the above through development of an optimum mine plan. Keeping these goals in mind, the following minimum test program is generally recommended. Geology •Estimate of ore reserves and their variability. •Average disequilibrium value for uranium deposits. •Ore thickness, depth to ore, water level, degree of confinement, and consolidation. •Characterization of quality and quantity of other ore deposit constituents (e.g. sulfide minerals, ion exchange parameters). Hydrology •Single well pump and injectivity test. •Downhole vertical permeability test to compare flow rates of barren and mineralized formations. •Groundwater quality as it may affect licensing, hydro metallurgy, and restoration. Hydrometallurgy • Flask or autoclave tests for optimization of lixiviant parameters and determination of specific reaction rate constants. • Flask or autoclave tests for assessing amenability of lixiviant solutions with ore, consumption of lixiviant, stability of metal in solution contacting ore, and environmentally important species mobilized. • A long-path leach test for modeling the behavior of the lixiviant solution flowing through a long mineralized streamline (stream tube testing). •Metal recovery tests from lixiviant solutions (ion exchange, electrowinning, etc.). •Lixiviant regeneration tests. •Environmental restoration tests.

The method of Tagg2 has also been used on the same data, thus furnishing a comparison of the e two methods, as well as a method of using the two methods jointly. The method of measuring the apparent resistivity is that suggested by Wenner,3 and illustrated in Fig. 1. A current I enters the earth at the positive pole C and leaves it at the negative pole D. USE of copper as an intentionally added alloy in steel and cast iron has rapidly expanded with-in the last fifteen years. It is estimated that in 1931 not more than 2000 tons of copper were so used; by 1941, however, this figure had grown to 13,000 tons. Tonnage figures during the war years have been restricted just as copper itself has been restricted, but copper-bearing cast irons and steels have played a part in the production of ordnance equipment. They are used in gun carriages, airplane landing-gear assemblies, scout cars, bulldozing equipment, army trucks, armor plate and many other instruments of war. These wartime applications have their counterpart in many peacetime applications; derricks, dredges, mine equipment, railway equipment, trucks, farm implements, automobiles, and tractors, all usually contain some parts made of copper-bearing steel or iron. An example of this is the Ford tractor which in 1940 contained over 300 lb. of copper-bearing steel castings. To this list should be added corrugated building sheet for exterior use most of which, at the present time, contains upward of 0.15 per cent copper. With the return to peacetime economy and the removal of wartime restrictions, it appears certain that copper cast irons and steels will find increasing application in civilian goods.

A mutispectral scanner (MSS) obtains remotely sensed data of the earth's surface in vector form, one vector element for each spectral sensing band of the MSS. Data generated by either airborne or orbiting MSS systems are organized in a lattice of scan lines and elements within scan lines. Each element, called a pixel, is represented by an observational vector and corresponds to a relatively small specific area on the ground. The total observations for a sensed scene frequently are in the millions and are composed of a number of populations, each representing a different land form category. Based on samples from the populations, the mean vectors, or spectral signatures, and the covariance matrices for the categories may be estimated. From these, an among category covariance matrix and a combined within category covariance matrix can be found. The total among category variance is the trace of the among category covariance matrix. Canonical analysis finds a linear transformation matrix such that the first transform variable accounts for the maximum possible part of the total among category variance. Similarly, the second transform variable, orthogonal to the first, accounts for the maximum possible part of the remainder of the total variance, and so on. Such transformation often results in over 95 percent of the total variance accounted for in the first three canonical variables, even though the initial number of spectral bands exceeded twenty. Transformation of bulk data into three canonical variates allows color map products to be developed by assigning each variable to a different basic color. Such color products are believed to be more useful for photo-interpretation than color products resulting from any combinations of three of the initial spectral bands.

The presence of connate water in oil sands is of far greater practical significance in secondary oil-recovery operations than it is in primary operations. The percentage saturations of oil, water, and gas in a depleted field determine whether it will be economically possible to recover oil by secondary methods, and whether water-flooding or gas-driving, or either, will be successful. It is suggested that economic recovery of oil by secondary water-flooding can occur only when a rich bank of oil is formed by the encroachingm water. If the sand has a greater effective permeability to water than it has to oil before flooding, a bank will not be formed, and water-flooding will not be successful, although gas-driving may be. Published results of laboratory work indicate that the effective permeability of a sand to oil and water depends primarily on the saturation of the sand by these phases. They also indicate that a small difference in relative saturation produces a large difference in effective permeability to the phase in question. There thus exists a critical range of saturations, wherein a small change in oil and water content of the sands will make water-flooding possible or impossible. In gas-drive operations the water saturation is less critical but no less important. The presence of connate water in a sand increases the proportion of the residual oil that may be recovered by gas drive. Sands containing oil saturations too low and water saturations too high to make water-flooding possible can often be subjected to gas drive with economic recovery of oil. The results of laboratory work on test samples that do not contain water cannot be applied to normal field operations. More tests on cores containing water as well as oil are desirable, and the improvement of coring technique is necessary. However, sufficient data are already available to enable an operator to use core data intelligently in estimating the chances of a secondary oil-recovery program. Introduction In recent years laboratory work has led to a much better understanding of the principles of oil-reservoir performance. The general principles of the expulsion of oil from sandstone by gas or water were developed by geologists of the Second Geological Survey of Pennsylvania in the 1870lsl but only recently has the mechanism of gas or water drive been intensively investigated. The oxidation behaviors of simple and complex chloride systems of copper, iron, nickel, cobalt, and manganese in a stream of oxygen were investigated using a thermogravimetric analysis technique. Their reaction mechanisms are discussed from stoichiometry, thermodynamic feasibility, and X-ray diffraction analysis of reaction products. The results are used to determine an optimum operating temperature of the selective oxidation step in a chlorination process for producing nonferrous metal chlorides, elemental sulfur, and ferric oxide from copper-nickel sulfide flotation concentrates.

THE Birmingham district of Alabama has utilized the slag from its blast furnaces consistently since the earliest development of the slag industry. Today there are producers of slag cement who started business in 1900, and who have, under a progressive policy, expanded the number of their products to meet present demands. There are producers of slag aggregates and other crushed slag products who have been successful for periods of over thirty years. There are at the present two companies, Cheney Lime and Cement Co. and the Southern Cement Co., manufacturing puzzolan cement; two companies, Birmingham Slag Co. and Woodstock Slag Co., making slag aggregates and by-products; one company, Tennessee Coal, Iron and Railway Co., a subsidiary of the U. S. Steel Corporation, producing ground open-hearth basic slag for soil conditioning. Two companies, the Sloss Sheffield Steel and Iron Co. and the Woodstock Slag Co., make slag concrete in ready-mix plants and one company, the Superock Company, manufactures fine and coarse slag aggregates under a new granulation process. No Portland cement is made with slag as an ingredient, because dolomite is used so extensively as a blast-furnace flux that the magnesium content of the slag is excessive. Sources Of Slag In the Birmingham district there are 22 blast furnaces, of which the majority are in blast. The present production is 165,000 tons of pig iron monthly; the production in 1935 was 1,297,960 gross tons1. There are also two blast furnaces at Gadsden and one ferroalloy electric furnace at Anniston. From these two sources is obtained slag to approximately 1.1 tons per ton of pig iron.

The coal-fields of Missouri, situated in the northern and western portion of the State, are distributed, in whole or in part, over 57 counties, embracing an area estimated by Mr. Broad-head' to be practically 23,000 sq. miles, including small detached beds and outliers in St. Louis, St. Charles, Lincoln and Warren counties in the eastern part of the State. This area includes about 8,000 sq. miles of Upper or Barren Measures, 2,000 sq. miles of exposed Middle, and 12,420 sq. miles of exposed Lower Measures. In a general way, the Missouri coal-field is bounded on the east by an imaginary line entering the northern part of the State just east of the 92d Meridian and passing across the State in a southwesterly direction to a point on the Kansas-Missouri line a little below the southern boundary of Barton county. An important part of the field overlaps this line and extends down the northern side of the Missouri river, underlying the greater part of Randolph, Howard, Boone and Audrain counties. In all, 34 counties produced coal during the year 1903. Fig. 1 shows the position of the coal-fields in Missouri. Geological Features. The Coal Measure formations, all of the Carboniferous age, rest unconformably upon the rocks of the sub-Carboniferous or Mississippian series, and, in some cases, upon the rocks of the Devonian and Silurian ages. Drainage of acid mine water into surface streams of coal mining areas is one of the most serious problems of stream pollution, since there is no known method that completely prevents its forming and no economically feasible treatment after it has formed. The mine acid problem differs from other pollution hazards because acid production does not end with cessation of mining but actually becomes more evident when pumping is stopped. The acid problem in the Pennsylvania, Ohio, West Virginia, and Kentucky bituminous coal areas of the U. S. began with the first operation in 1761, and the volume of acid discharge today is largely the cumulative result of years of mining. Provided they lie above the drainage area, the oldest mines, now long abandoned, are almost without exception producing acid in the same manner as those now operating or recently abandoned.

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metaliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land the surface of which is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar " method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years .ago, has become valuable agricultural land dotted here and there with growing towns. Frequent references will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are equally applicable to all coal-mining states. Briefly stated, the question is "Does the owner of the substrata or underlying mineral, owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

The Tennessee Valley Authority (TVA) has conducted investigations to identify the major causes of coal pile inventory adjustments. This paper describes past and current attempts to improve inventory survey accuracy and reduce costly inventory adjustments. The unique interaction between accountants and engineers is also reviewed. Data and results of a recent field test wing downward-looking radar developed by Ohio State University are presented. These show great promise in determining coal pile depth and density, thus improving inventory accuracy. This electromagnetic remote sensing technique, if successful, would provide an optimum technical and economic method of surveying all 12 TVA stockpiles without costly borehole drilling or disrupting stockout and reclaim activity. The effect of changing coal quality to meet environmental standards has made accurate coal pile density measurement more important than ever in reducing the costs of electric power generation from coal.

INTRODUCTION. THE following general survey of the character and present condition of the silver-mines of Mexico, though not offered as a detailed treatise, has been prepared with care, is believed to he generally up-to-date, and is offered as a summary which may be found useful by mining engineers. Mexico has ranked for several centuries first among the silver-producing countries. It is now second as copper-producer, and seventh as gold-producer, with a fast-increasing output every year. The total amount of capital invested in its mining- and smelting-works is more than $250,000,000, while the yearly metallic production is $160,000,000. There are more than 20,000 recorded mining properties. The silver-mines of Mexico represent deposits of three principal classes: (1) veins and stock-works in eruptive rocks; (2) fissure-veins crossing the crystalline schists, granite, diorite, etc. ; and (3) veins and replacement-deposits in limestone. The true fissure-veins in some districts contain (in value) more gold than silver. In other deposits, the silver is decreasing in depth, leaving galena and zinc-blende as the principal ores.

In the utilization of natural resources owner, operator, and consumer* should share the attendant benefits. Development needs to be planned under terms recognizing fully the interests of all concerned, for ally undue advantage given to any one of these participants is apt to involve even greater and disproportionate injury to one or both of the others. For this reason it is well to preface any consideration of needed reforms in legislation affecting the disposition of public land with a survey of certain fundamental principles that determine the general conditions of a11 land transfers preliminary to development, utilization, and production. The disposition of any undeveloped natural resource, whether timber, oil, coal, or water power, as a transaction to which land owner and prospective developer are parties, must be based in theory upon a division of expected returns.' Whatever the terms of such disposition, neither party can reasonably ask for anything other than an equitable division of the returns. Under this analysis three and only three questions need to be discussed; namely, what are those profits, how is this division to be accomplished, and what is the equitable basis of division ? The answer to the third question should probably be found by applying to the problem the principles of theoretical sociology, and the question need not be mentioned further at this time, inasmuch as it does not involve the practical considerations to be kept in mind in connection with the other questions, which are concerned with only the measure of returns and their division. That is to say, whether the land owner's equity is to be stated as 95 per cent, ox as 6 per cent, of the profits attending the development of the particular resource, no change would be necessary in the method to be adopted of arriving at the closest approximation of the prospective total profit. Pebble phosphate mines of Florida have been established from south of Hardee County to north of the Georgia state line, a distance of over 200 miles. Mining has been carried out on an ever-increasing scale since 1885, but phosphate deposits that can be mined on the economical standards of today, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate usually occurs as rounded pebbles, ranging in size from about 1 in. down to approximately 400 mesh. The phosphate may vary from well-defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white "salt-and- pepper rock." The screen size distribution varies considerably between locations; the recoverable phosphate may extend down to the 400-mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

THE purpose of this paper is to invite attention away from the obvious, direct monetary costs of oil-field overdevelopment (as dis-tinguished from "social costs") to a consideration of the role played by the exercise of freedom to create even allegedly excessive1 plant facilities in contributing to the maintenance of equilibrium in the whole economy and in promoting material progress. The obvious and most commonly discussed effect of overdevelop-ment of oil fields is illustrated by the allegation that already the excessive development of the East Texas field has cost upward of $162,000,000;2 in other words, the drilling of 12,500 wells more than the number esti-mated as the requirement for economical recovery of the reserve has unnecessarily raised the total cost of development that amount. Many other illustrations of so-called excessive development of oil pools could be presented. Some of them, like Cushing, Powell and Long Beach, might be drawn from the era antedating widespread discussion in the trade of such matters as optimum well spacing, reservoir energy, the conservation rate of depletion of reserves, etc. Numerous other cases can be found in the records of the current era, which began with the introduction of rationalized restriction of production. Besides East Texas, there may be mentioned Oklahoma City, Centralia and, more recently, the town-lot development of Bloomingdale, Michigan.

Since 1880 the occurrence of gold-ore has been known in the Lake of the Woods district. In 1879 the writer examined a so-called silver-location in the lake. More recent developments have extended, south and east, to the Rainy lake and along the Seine river, which flows from the northeast into the Rainy lake. The gold occurs in quartz-veins in the Huronian series. These Huronian rocks occur in belts in the Laurentian; the latter being the predominant formation in the eastern part of Ontario.

Low metal prices prevailing at the beginning of 1950 stimulated the search for improved mining methods. More experience was gained during the year with such new developments as the jackleg drill, millisecond delays as applied underground, trackless mining, and Diesel powered equipment. One of the outstanding innovations in mining practice was the starting of the Round Mountain "dry land gold dredging operation." The Government is now inviting the mining industry to open up every available source of new metal supply and this circumstance will undoubtedly speed the development of new machines. New methods will also result but it is doubtful if economic efficiency will be at its peak.

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. Chicago, care of Postmaster, New York. Qualifications required: Desire to serve in submarines. Degree of M. E. E. E., or E. M. Two and one-half years' practical experience in profession. Not over 35 years old. Physically strong and sound.
