GEOLOGICAL problems are approached from a geometrical (space relations) viewpoint, a kinematical (time sequence) viewpoint, or a dynamical viewpoint. The first two require sound training in conventional geology and in field methods. The third approach requires a solid foundation of chemistry, physics, and mathematics. Modern training for geologists should include close integration of basic sciences with geological principles. INTRODUCTION Our knowledge of the earth has increased tremendously during the last half century. We know more about its surface configuration, the distribution of its natural resources, the procession of living forms that inhabited it in the past, the chemical composition of its oceans, the areal distribution of its surface rocks, the movements of its atmosphere, and so on. Not only do we know more facts about the earth, but we have a better understanding of the processes that take place on and within it, such as the nature of earthquakes, the thermodynamics of the atmosphere, the chemical equilibria involved in the formation of igneous rocks, the mechanics of stream flow, the dynamics of the earth's origin, and so on. Many sciences contributed to the sum total of this knowledge, including such established disciplines as geology, geography, physics, chemistry, astronomy, biology. Out of this accumulation of new knowledge grew also a group of new sciences, such as seismology, oceanography, meteorology, volcanology, hydrology. Collectively these latter are known as the geophysical and geochemical sciences, and to a large extent they began as branches of geology. Until the turn of the century, for example, the study of earthquakes (seismology) was a part of geology, although as early as 1846 Mallet, a physicist, had suggested that the subject could be investigated by elastic-wave theory. Comparatively little progress was made along these lines until the seismograph was developed near the turn of the century; since then, additional earthquake data have accumulated rapidly, but more important, the interpretation of these data essentially has kept pace with their accumulation. In similar fashion, meteorology was generally considered a branch of geology as recently as one or two decades ago. Considerable progress had been made in such aspects as weather forecasting, but the science dates its recent rapid rise from the year 1911, when Bjerknes first applied the principles of dynamics to the analysis of air masses. The rapid development of such disciplines as oceanography, volcanology and hydrology was due in part to the application of principles of chemical equilibrium, of dynamics, and of thermodynamics to earth problems, by men who were essentially physicists or chemists by training. The last half century, therefore, and particularly the last two decades, saw the influx of numerous chemists and physicists into the realm of the earth sciences. THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. In my paper on " End-Lines and Side-Lines in the Mining Law," read at the New York meeting of February, 1889 (Trans., xvii., 787), I discussed certain points involving the rights of a locator, B, who had located and surveyed a piece of ground, X + Y, of which only Y was properly subject to location, X being already held by another claimant, and had applied for and received a patent, granting X + Y, " excepting and excluding X." The paper concluded with the following questions : " Is there any difference in effect between the grant to him of Y simply and the grant of X + Y, ' excepting and excluding X' ? Why should any mining locator stake out his boundaries upon another location, and thus appear to assert a claim which he immediately withdraws? What is the legal force of such boundaries, established upon the land of another?" After calling attention to the fact that the entrance upon another's land for such a purpose is a trespass, and the principle that no trespasser can create by his trespass any right which he would not have without it, I reserved to another occasion a review of the history of the absurd practice of imaginary boundaries for mining claims, and a discussion of their legal effect. This practice is founded, of course, in the regulations and decisions of the United States General Land Office. There is nothing in the Revised Statutes which hints at it. On the contrary, the terms of Section 2322, giving to a locator " the exclusive right of possession and enjoyment" of the surface of his claim, seems clearly to forbid the use of that surface for the boundary-stakes of another locator. But the Act of 1866, though it provided for the issue of patents upon payment to the Government of so much per acre, and really by implication (as I have always believed) involved the absolute grant of the surface, was not so construed by the courts generally, or by the Land Office. Recent experimental data on the methane-n-butane-water system have been combined with data in literature to present: (I) the water-vapor content of natural gases, (2) the solubility of water in hydrocarbon liquids, and (3) the solubility of natural gases in water. Since water is present in petroleum reservoirs, experimental data regarding the behavior of water in hydrocarbon-water systems is of increasing engineering importance. A survey of literature (Table I) shows that data of these types are fragmen-tary at temperatures above the hydrate region. Experimental data taken from the authors' recent investigation of the meth-ape-n-butane-water system are presented.17

The trend initiated in January 1936, of stabilized gasoline prices, increased demand and extraordinary drilling activity, continued in California during the year 1937. Crude prices were maintained during the year at the highest level since September 1930. Wildcat activity with resultant new discoveries and development of proven acreage were greater than in any year since 1928. Many fields in California in former years have been produced at full capacity, with consequent loss of reservoir energy, but at the present time continued activity is maintained to develop adequate reserves, so that production in these fields can be taken at a rate to correspond with good operating practice. Naturally, this good operating practice will be influenced to some degree by gas outlets and, in certain instances perhaps, by oil outlets. In any event, these last two controlling features will result in favorable rather than detrimental operation. In fields producing from great depths, ultimate production will be practically limited to the flowing and compressor life of the well, since there is as yet no economical method for pumping wells below depths of approximately 7000 ft. Experience has shown, however, that such pumping difficulties will be overcome and that production secured by pumping will add some to reserves established on the flowing life of the wells. California continued to operate under voluntary curtailment, but with unlimited transfers of allowable between various fields. Even though there was at all times considerable production above the Umpire's established quota, a constantly increasing demand reduced storage during the year. This increasing demand was due mainly to the rapid rise in Pacific foreign shipments from May to September. It is questionable, however, whether this favorable condition will be maintained over a prolonged period. (See Fig. 1.) THE Pittsburgh coal seam in West Virginia contains the largest coal reserves of any coal seam in that State and is, therefore, one of the most important seams, and attains mineable thickness and purity throughout that part of the seam extending from the Northern Panhandle to Monon¬galia Co. thence south and southwest across the state to Wayne Co. near Huntington. The Pittsburgh coal is also mineable in the Upper Potomac region but is now practically exhausted there. The total mineable areas of this coal amount to 2,165 sq miles and are estimated, by the West Virginia Geological Survey, to contain 13% billion net tons. The largest body of Pittsburgh coal outcrops on the western edge of West Virginia, along the Ohio river as far south as Moundsville, West Va., going under the river at that point and extending at various depths down the river as far as Wetzel Co. line where it thins out to such an extent that it has little practical value, and on the eastern edge this large body outcrops along the Monongahela River. The territory to be covered by this paper is the area known as the Northern. West Virginia District comprising Wetzel, Monongalia, Marion, Preston, Harrison, Doddridge, Taylor, Barbour, Upshur, Lewis, Gilmer, Braxton and Calhoun Counties, and is also known as Dist. 3 under the Bituminous Coal Act. This region was originally opened for commercial mining along and adjacent to the Monongahela River around 1852 when the Baltimore and Ohio Railroad was constructed to Fairmont. It has been extensively developed, first, in 188o (when the Monongahela River Railroad, now B. & O. R. R., was constructed) between Fairmont and Clarksburg, and later, in 1916, between Morgantown and Fairmont when the Monongahela Railway was constructed and placed in operation, this area furnishing the major portion of the production over the past years. With the mining out of a great deal of this territory adjacent to the Monongahela River considerable interest has been developed in the back acreage; and within the past few years a number of diamond core drill holes have been made in the back areas of Monongalia and Marion Counties. In this back area the oil and gas well drilling showed that the Pittsburgh coal seam was of mineable thickness and ranged in depth from 350 to 1,000 ft below the surface of the stream valleys but this drilling did not furnish any definite data as to its thickness and quality. ECONOMIC IMPORTANCE The Pittsburgh seam in Northern West Virginia is of primary importance as a coal resource not only because of its large reserves but because of its contributing a very large part of the coal used in this country for general steam uses. Introduction IN order to realize the economies which would result in operating the mine pumps at the Chapin mine with electricity. generated by water power, the Oliver Iron Mining Co. recently installed a hydro-electric plant at the upper Quinnesee, falls on the Menominee river, and constructed a transmission line to the mine. On account of the large flow of water in the Chapin mine, and the great depth from which it has to be handled, it was necessary to make a thorough investigation of the merits of both the motor-driven centrifugal and motor-driven plunger pumps, in order that the most economical results as regards power, cost of installation, maintenance, and operation, be obtained. This investigation resulted in the selection of motor-driven centrifugal pumps, as the cost of the pumps and motors, installation, and maintenance was considerably lower, and the space required in the underground workings very much smaller, than for the plunger pumps. The overall efficiencies guaranteed by several of the centrifugal-pump manufacturers were so nearly those guaranteed by plunger-pump manufacturers that the saving in power which would result from the installation of plunger pumps did not justify their increased first cost and the increased cost of installation under the conditions prevailing at the Chapin nine. In order to substantiate the representations of the centrifugal-pump builders it was deemed necessary to insist upon a factory test of the completed units before shipment, the test to be conducted under conditions of head and capacity approximating as nearly as possible those under which the pumps would operate in service. Furthermore, it was considered necessary to demonstrate, by test, that there were no deficiencies in design or capacity of the pumps or motors before their final installation in the mine, as it would be extremely difficult to make alterations in the pumps or motors after they were installed.

THE modern smelting and refining of copper is distinctly an American development. The present demand for sound and perfect castings for rolling is due to the development of American industry. Prac-tically every article made from sheet metal or, for that matter, from any form of metal is made by mass produc-tion methods. Faulty material disturbs the orderly sequence of operations and in addition requires expen-sive inspection and unbearable rejection of finished product. This demand, therefore, is positive and will have to be met. Some mines produce ore that can be smelted and re-fined without the electrolytic process into satisfactory copper for the wrought metal industry, and some of these ores carry small amounts of impurities that are of use in hardening and toughening the copper. Most of the copper ore mined contains impurities that must be removed and, fortunately, precious metals which are separated at the same time make this re-moval profitable. The modern electrolytic refineries have their methods so well under control that the product meets all re-quirements without question if properly fire refined and cast. The "if" in this case is important, because there is evidence of carelessness or want of control at times in the material from some of the producers. It is nec-essary that the melted cathodes should be saturated with oxide to dispose of sulfur and that the copper should then be poled to the proper pitch or set. Sometimes statements leak out to the effect that it is unnecessary to oxidize completely the molten cathodes and a little less rabbling saves poles, which are expensive. The re-sult is that the rolling mill gets porous castings and produces seamy or slivered sheets or strips. The condition of the molds, their temperature, and the temperature of the metal are all important to good copper cakes, wedges, or wire bars. Cracked, and burned molds leave rough places and porous spots. Molds which are out of shape, or cracked, make shrink-age cracks which gap open when the castings are hot-rolled. Dampness means porosity. Drops of oil mean porous or honey-combed areas. Poor or irregular dress-ing means mold wash in the castings. Cold copper or slow pouring means cold sets.

The forces acting between a small rod, one end of which was made water repellent, adhering to a much larger air bubble in water were measured. An equation is deduced which correlates these forces and the influence of each force is discussed. The importance of the size of bubbles in a flotation cell is emphasized.

The tendency of the oxides of such metals as aluminum, zinc, chromium, and calcium to form compounds at high tempera tures with iron oxide is well established by past investigation. Data of this reaction, as developed in laboratory research, have been contributed by Burleigh, Hofman, and Wells, in America, and by many others abroad. A partial bibliography of the subject is appended. From these authorities we learn that the ferric oxide here has the function of an acid, giving in the case of ZnO a zinc ferrite, with a normal composition of ZnOFe2O3 This formation of zinc ferrite particularly affects the success of such processes as leaching or magnetic separation, and thus becomes practically important to the metallurgist. But the meager existing data do not entirely agree; and quantitative results from muffle-practice are conspicuously absent. Furthermore, it being of some general importance to the zinc smelter in both roasting and reduction, the following few notes of operations oil a commercial scale are contributed: I. Physical Properties of Zinc Ferrite. As formed for the most part synthetically by investigators, zinc ferrite exhibits characteristic physical properties, such as octahedral crystals, dark color, and a density over 5, together with a slight magnetic attractability. In examining with the microscope many products of mechanical muffle-roasting kilns, it is, however, impossible to find individual grains which can be identified as consisting entirely of zinc ferrite. The variety of colors, especially where each grain of blende was mechanically free from marcasite, rather conveys the impression of a partial ferritization of the grain. One side or end, for example, may often have the hard, dense surface and dark red to black color of the ferrite, while the balance shows the usual light yellowish brown of a normal iron-free blende.

THE following is the discussion of a paper, with the same title, by N. L. Alison, which appeared in our February issue: E. F. Tillson commented that while the fundamentals are well presented it would have been of interest to him to have had the author add some of his own experiences with fan installations. A. W. Hesse remarked concerning the use of the forward curved blade fan on the surface at a metal mine which has, ordinarily, but few airways, that the farther they are driven, the higher the resistance rises, and less air will be delivered, as the water gage will remain constant with a consequent loss in quantity. D. Harrington added that the metal mines do not or¬dinarily install fans until the mine is well developed, so changes are relatively slower after fan installation than at a coal mine.

I am deeply sensible of the honor you have conferred on me in electing me your president for this year. It is difficult to understand why I have merited such distinction at your hands, except that I may possibly have helped, in some small way, in the develop ment of metallurgical practice in the West. I fear, however, that I shall fall far shirt of the expectations you may have in regard to my fitness for such a position. The responsibility of preparing an address for this occasion has caused me considerable thought and anxiety. Unlike my predecessors in office, many of whom have dealt in their presidential addresses with subjects covering a wide field, which they could survey with the confidence born of their own extensive knowledge, I have been confined by my experience, during the last twenty-five years, almost wholly to that portion of metallurgical science which bears especially on the treatment of gold and silver. Yet perhaps some sort of general review of the progress of this branch of metallurgy in the West, besides being the contribution I feel myself best qualified to offer, may prove acceptable to many of the members of the Institute. Some few of the gentlemen present will remember the crude condition of metallurgical practice as it was conducted in Colorado only twenty-five years ago. My own personal experience covers a period of eighteen years; and during this comparatively short time I have seen the most astonishing changes in the conduct of metallurgical works. In all probability the marked progress which this country has exhibited could hardly be reached anywhere else, and this result has been achieved mainly by the activity and enterprise so characteristic of the men of the West. The first little successful attempt at smelting made at Black Hawk, in 1867, by Ex-Senator N. P. Hill, representing the Boston and Colorado Smelting Company, proved a great boon to the miners,

The reconnaissance of the Goldfield mining-district, describecl in this paper, was made in May and June, 1905, and, though this time was too short for a complete report, the work accomplished may serve as a basis for more thorough future research. Dr. Berkey has examined the rocks collected by me, and I am using his classifications. As a result of further field-work, and Dr. Berkey's examination of the rocks, this paper is an elaboration and correction of my views expressed in the Gold-$elm Sun, May 12, 1905. The sketch-map, Fig. 1, illustrates the geology of the Goldfield mining-district. Goldfield is an eruptive complex, consisting of alaskite (hinary granite), hornblende-andesite, hornblende-dacite, rhyolite, pyroxene-andesite, pyroxene-dacite (sometimes containing a small quantity of olivine), quartz-felsite, olivine-pyroxene-ande-site, and basalt. Considering this list to be arranged in the order of eruption, the age-sequence of the rocks conforms to Richthofen's law, formulated in 1868. From his observations in Europe and America, propylite, andesite, trachyte, rhyolite and basalt, occurring together, succeed one another. In a general way, the medium and the more acidic rocks precede the most basic—a result supposed by some to hare arisen from their position beneath the. surface, and due to a rude stratification by gravity in the original cooling magma during the older history of the earth, or to the same differentiation occurring during a quiescent (molten ?) period preceding eruption, being aided by the ease with which acidic rocks, mixed with water vapors, become fusible. INTRODUCTION The phenomenon of heat-weakening of rock with 10.6 micron radiation from a continuous-wave C02 gas laser has been investigated in detail at the Massachusetts Institute of Technology for over 5 years. The programs at MIT have explored the basic nature of the heat-weakening phenomena and rock fracture caused by heating (e.g., Refs. 1 and 2), and have resulted in quantitative estimates of the relationship between the amount and parer level of heating and the resulting decrease in the modulus of rupture of a rock beam in a three-point bend test (Ref. 3). Results of the tests reported in Ref. 3 indicate a greater than 90% reduction in the modulus of rupture for granite beams heat-weakened by a laser. These results prompted the U. S. Department of Transportation to seek an assessment of the expected feasibility of employing the heat- weakening concept in a full-scale tunnel boring operation. Present- day continuous rock-tunneling machines have demonstrated tunneling time and cost savings over drill-and-blast methods, when used in rock types that are easily broken by the cutters.
