This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 49,875 acres of the 54,833-acre Big Jacks Creek Wilderness Study Area (ID-111-7C) in order to evaluate the mineral resources. The study area is located in Owyhee County, ID, about 15 miles southwest from Bruneau, ID. No mining districts are in the study area, but part of one placer claim, located in 1924, extended into it. The northern portion of the area was covered by oil and gas lease applications; all were cancelled prior to 1985. No economic concentrations of minerals were found in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Big Jacks Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

"The Ordos coal field is located in the northern midwestern part of China (Fig. 1). Since the mid- 1980s, it has been developed into one of the major coal fields in the world, producing approximately 833 Mt (918 million st) of raw coal in 2013. There were once more than 400 coal mines operating in the region. However, due to the combination of market conditions and implementation of government consolidation policies, the number of coal mines operating in recent years has been reduced considerably, with increasing output.The surface of the Ordos coal field is covered with loess and alluvium layers of varying thicknesses. In many areas, their combined thickness may amount to as much as 100 m (328 ft) underlain by thin bedrock. Many loess and alluvium are aquifers receiving water from rainfalls. There are also gullies of varying depths crossing the coal field. Figure 2 is a typical stratigraphic column highlighting the coal seams and roof and floor rocks of interest.In conjunction with the development of highproductivity coal mines, numerous ground control instrumentation tests have been conducted in the operating longwall panels. Analyses of the results of those tests offer the opportunity to understand the effect of wide-ranging mining and geological factors on the overburden movement. For this reason, trips were made to coal mines of interest to interview mine management and collect their unpublished internal research reports on ground control instrumentation. In addition, literature searches on published thesis/dissertations and papers in the professional journals were performed. Finally, data from a total of 95 fully mechanized longwall panels were collected. The instrumentation involved primarily the monitoring of hydraulic pressures of longwall shields, from which the first roof weighting and first roof caving interval and periodic roof weighting and periodic roof weighting interval were identified and determined. Some panels also included measurements of roofto- floor convergence at the face, roof strata bed separation, longwall face sloughage and the height of caving and fractured zones in the overburden. Those 95 panels were located in 20 coal mines (Fig. 1) congregated along both sides of the Wulunmulun River with the following mining and geological conditions. All together those 20 mines produced more than 224 Mt (246 million st) in 2013, accounting for approximately 27 percent of the total coal production in the Ordos coal field:1. Period of mining: 1991-2013.2. Mining methods: All panels employed the one slice, full-seam natural-caving longwall mining method like those practiced in the United States. All panels were developed with a twoentry system with a single-row of chain pillars measuring 20- x 20-m (65.6- x 98.4-ft) wide.3. Coal seams (Fig. 3): Coal in Ordos coal field is high-quality steam coal, that is very low in sulfur, potassium and ash, but high in Btu. Data were collected in panels mined in a total of 10 seams with 82 panels in four seams and the remaining 13 panels in six seams. The first six seams (1-2, 2-2, 3-1, 3-2, 4-2, 5-2) were mined by the Shenhua Coal Group (the world’s largest coal company) and the #4-2, 5-2, 6R, 62, and 62R seams were mined by both the Shenhua and Yitai Coal groups. In each coal group, the sequence of mining was in descending order. For example, in Shenhua Group, the top seam 1-2 was mined first, followed by the 2-2, 3-1, 3-2, and 4-2 seam in that descending order. In Fig. 3, the top-down sequence of coal seams is listed from left to right in each coal mine group. All seams were near horizontal with dip angles less than 3°."

A four foot overhang provides shade protection for the walls. The building is heated and air conditioned. Risk factors associated with the development of muscu­loskeletal discomfort and disorders during the operation of heavy mobile equipment include whole-body vibration and awkward and sustained joint postures of the shoulders, neck, and trunk. Cab design may influence awkward postures of the joints, and task duration may influence duration of exposure to awkward and static postures and whole-body vibration. To reduce exposure to risk factors related to the interface between cab design and task, it may be necessary for manufacturers to address cab design. This study assessed the repeatability of a cab design checklist developed to evaluate various design characteristics that can influence exposure to risk factors for musculoskeletal discomfort. The ability of the cab design checklist to identify posture-related deficiencies of design was also assessed. The checklist was used by two administrators across 10 pieces of heavy construction equipment. Video analysis was performed to quantify postures of the neck, shoulder, and trunk; correlation analysis was used to determine whether specific questions from the checklist were associated with the identification of awkward postures. The repeatability assessment resulted in kappa coefficients ranging from 0.52 to 1.0 (good-to-excellent reproducibility) across each piece of equipment, and an overall kappa coefficient of 0.77 (excellent reproducibility) when considering all equipment together. Results from the correlation analysis showed that shoulder flexion posture was correlated with scores from the cab design checklist. However, results of the cab design checklist were not significantly correlated with shoulder abduction or awkward postures of the neck and trunk. Results suggest that the cab design checklist may be useful for identifying cab design characteristics that need further improvement and for identifying design characteristics that increase shoulder flexion. The strength of the repeatability assessment suggests that outcomes of the cab design checklist administered by different individuals may be consistent, independent of the type of equipment being assessed.

This study was done to evaluate the costs of various dumping operations at waste and spoil piles. It has been theorized that accidents associated with dumping operations might be reduced by short-dumping rather than edge-dumping, but many operators have been reluctant to use short-dumping because they believe it is not as cost effective as edge-dumping. To evaluate this perception, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health reviewed the costs of various dumping methods at waste and spoil piles. The study found that overall cost differences between the two methods were not significant in most cases. However, while overall cost differences between the two methods appear small, capital costs could be more significant when short-dumping if numerous dump sites are used concurrently. The choice of which method to use should be based on considerations of the safety of dozer and truck operators.

Ever-growing global needs for critical metals, such as rare earth elements (REE), and base metals, such as copper and nickel, and their environmental impact motivated the pursuit of sustainable flowsheets. Regeneration of hydrochloric acid in chloride-based leaching flowsheets as a critical unit operation is an example of such endeavours. This study presents an efficient hydrochloric acid regeneration method from a magnesium chloride solution waste by addition of sulphuric acid in relatively low temperatures. The effects of temperature, initial magnesium chloride concentration, amount of sulphuric acid added, and airflow are examined. Experimental work are focused on temperatures between 80 and 95°C, initial magnesium chloride concentrations of 2 to 5 M, 100% to 220% stoichiometric sulphuric acid additions, and airflows between 200 to 600 mL/min. The developed technology recovers hydrochloric acid at a high rate and concentration with a relatively small environmental footprint. INTRODUCTION The mining and metals sector is under increasing environmental and economic pressure to make more efficient use of chemical reagents and energy in the production process. This affects several areas of process and flowsheet design such as the selection of the most appropriate unit operations and the overall design of the process steps paying heed to sustainability. Owing to the inherent inefficiencies of physical and chemical processes used in the mining industry, there will be materials and streams generated that are not a desirable part of the envisaged flowsheet. Thus, methods are implemented to recover and recycle such effluents. If the recovery and recycling are not economical, then procedures are followed to neutralize and dispose these effluents. In many cases, these effluents are potential contaminants or hazardous materials, and their disposal should be looked at in a much larger context. The safe management of the contaminants and hazardous effluents is a daunting problem in the mining industry and is fraught with technological, economic, social, and political challenges.

The Kelsey Centrifugal Jig (KCJ) utilizes the application of centrifugal force (and the resultant enhanced gravitational field) to conventional jigging technology principles to successfully process materials where the valuable constituent particulates are very fine and/or where there is a small specific gravity differential between these and the gangue minerals. The KCJ has been successfully employed in mineral sands applications in Australia for approximately 12 years. More recently, the KCJ has been tested and installed on zircon tailings dump retreatment projects in Australia and the USA, while being considered for similar projects in RSA, and is about to be installed in zircon tailings processing duties in India and Africa and in a tin removal duty in a rutile circuit in Australia. Extensive test work has been carried out on these applications and some typical performance data is presented in this paper. Information is also provided on the principles of operation of the KCJ and on the keys to a successful KCJ installation.

This report presents a design and cost investigation for several alternative versions of a field-worthy mining machine-mounted respirable dust monitor. Three main design variations are considered: (a) light scattering sensing, (b) Beta-filter tape sensing, and (c) a combination of the two preceeding methods. Eventual instrument production coats as a function of design complexity are tabulated. Cost estimates for the development and field testing of field-worthy prototypes are also presented. A general discussion on the technical aspects of these design alternatives is included following a modular-hierarchical approach of progressive complexity. The technical background to this report has been provided by the experience and results derived from the work performed under U.S. Bureau of Mines Contracts Nos. H0166097 and H0377092.

The historic centre of one of the most beautiful cities in Northern Europe -Amsterdam - is being excavated to accommodate the new North/South metro line. This new line is due for completion in 2012, and will link the Buikslotermeerplein district north of the harbour, underneath the Central Station and the old city with its gables and picturesque canals, to the commercial centre in Amsterdam Zuid/WTC. Three underground stations are being construction in the old city at Rokin, Vijzelgracht and Ceintuurbaan. The logistics of working in the middle of an historic city are demanding -maintaining tram, vehicular traffic and pedestrian access along narrow streets, providing suitable protection for the public alongside the working areas, arranging adequate delivery routes, as well as monitoring the old and mostly historical buildings for potential settlement. Safety of both the public and adjacent properties is paramount. Diaphragm walling - 1.2m & 1.5m thick and up to 48m deep - was chosen as the support system for the three deep metro stations. Challenging engineering as well as state-of-the-art equipment to construct the diaphragm walls was needed in order to meet the tight working specifications, in the narrowest locations imaginable. Extreme conditions call for innovative solutions.

A series of four coal combustion experiments (I)' was conducted at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory in the Safety Research Coal Mine to evaluate the response of optical and ionization smoke and CO sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. With the increased utilization of diesel engines in underground coal mines, it is important to be able to discriminate fire products-of-combustion (POC) from diesel emissions. One proposed method to accomplish this is the deployment and interpretation of multiple sensors.

This paper observes the shape of throw explosion crater its ejecta locus of internal medium and the process of distance along with slope's angle developing. It was discovered that initial velocity is inversely proportional to slope's angle. The velocity of surface distribution at the lower half crater of explosion is larger than at upper one. It carries the relevant calculated formula and physical process of explosion crater forming under the inclined boundary conditions, and some important law. It proved that the gravity influence is very distinct for the blast action in the little resistance line.

FOR many years past it has been the practice at the Bairnsdale School of Mines to treat any parcels of auriferous concentrates sent in from the surrounding district by roasting them in a handworked reverberatory, and then chlorinating or cyaniding the product. According to Donald CIark, who has done a large amount of work on these ores, the results obtained were fairly satisfactory extractions of over 90 per cent being claimed. With some modifications, the method has been very generally adopted, not only in Gippsland but throughout Victoria. It is, however, difficult to get exact information as to the extractions actually obtained, and unfortunately no records of working results have been kept at the Bairnsdale School of Mines.Having treated several lots of ore by this method during 1907 and 1908 with unsatisfactory results, the writers thought it desirable to make a detailed investigation on some particular ore, both in the laboratory and on a working scale. The ore selectedwas a parcel of low-grade concentrates from Stirling, a small mining field situated about forty miles to the east of Bairnsdale. This ore was chosen chiefly on account of the heavy and inexplicable volatilization loss which took place even on roasting with the greatest care; the loss amounting to between 10 and 15 per cent. Introduction On the banks of the Columbia River, about halfway between Seattle and Spokane, sits Wenatchee, WA. It calls itself "the apple capital of the world." And it has a gold mining history that dates back to the 1880s. It was just outside Wenatchee - three blocks outside, to be exact-that Asamera recently dedicated its $60 million Cannon underground gold mine. At full production, it is estimated the Cannon mine will yield between 5 and 5.6 t/a (160,000 and 180,000 oz per year) of gold. That would make Cannon the largest North American underground gold mine to be brought into production this year. Cannon should also be among the top 10 of all North American gold producers. Asamera officials project Cannon's operating costs at about $4.8019 ($150 per oz). At that rate, the mine should also be one of the lower cost and most profitable gold mining operations in North America. One reason for low operating costs is low electric power costs. The Cannon operation will be paying about 2.5 cents per kWh for hydroelectric power supplied by the Bonneville Power Authority. Proven and probable ore reserves at Cannon are in excess of 4.7 Mt (5.2 million st). Reserve grades average 7.29 g/t (0.21 oz per st) of gold in three ore zones, in order of discovery - B, B West, and B North. The ore bodies could have been mined by open-pit methods. But underground mining was chosen for environmental reasons. In addition, the rich B North ore body extends beneath a nearby horse stable and arena. The Cannon mine area comprises some 20 km2 (5000 acres) in Chelan County. The mine site is located at the 305 m (1000 ft) elevation in Dry Gulch at the base of the Cascade Mountains. The initial estimate of mine life for the Cannon operation is eight years, depending on gold prices. But Asamera officials believe the Wenatchee area has excellent potential for future gold discoveries. Asamera, Inc. of Calgary, Alberta, owns 51% of the Cannon property, through its wholly-owned Asamera Minerals (US). Breakwater Resources Ltd. of Vancouver, British Columbia owns 49% of the operation. The Cannon mine is named in honor of longtime Asamera, Inc. executive and current company director, geologist Donald G. Can¬non. It was he who first brought the Wenatchee property to Asamera's attention and urged the company to pursue it. Asamera is a major explorer and producer of oil and gas. Its Cannon operation is the largest and most significant to date in its mining division, according to Rob¬ert G. Welty. He is Asamera's chairman and chief executive officer. It should be noted there was an element of serendipity involved in Cannon's development. The development program be¬gan when geologist Cannon visited the Wenatchee area. He was visit¬ing old mining districts. He liked what he saw. The Cannon property was eventually optioned for ex¬ploration, including a modest drilling program.

Methods of accounting for the feed size in analyzing the size distribution shift during comminution have been discussed in a number of papers.1,2,3 Based on experiments which charles2 performed with single Pyrex specimens, Schuhmann4 pointed out that the size modulus of an assembly of particles should be determined by the energy expended per unit volume (or mass), independent of the size of particle being comminuted. In this same paper, Schuhmann derived the Charles energy-size reduction relationship by considering that complex comminution operations can be considered to be the summation of many individual comminution events, each of which must be governed by Were 6wi is the mass of a particle receiving the impact, 6Ei is the energy delivered to the particle, ki is the size modulus of the product resulting from the impact, a is the distribution modulus of the assembly of particles, and A is a constant. Recent experiments on the compression loading of Pyrex spheres ranging in size from 1/8 to l-in. diam have shown that the size modulus of the fragments is determined by the strain energy at fracture per unit mass, independent of sphere diameter.' The objective of the present investigation has been to determine experimentally whether the size distribution of the product from such a complex comminution process as rod milling is determined only by the energy expended per unit mass independent of feed size. Samples of each Tyler sieve fraction ranging from 4x6 to 48x65 mesh were prepared from crushed Brazilian quartz crystals. One kilogram of each fraction was ground at 60 pct solids in an 8x9 1/4-in. mill containing 17.5 kg of rods (26 rods, 5/8-in.; 10 rods, 3/4-in.; and 5 rods, 7/8-in. diam). In each test, the mill was run at 77 rpm for 15 min. Size distributions were determined by a wet-dry sieving technique. Table I presents the size distribution of the products obtained by grinding each of the size fractions. Because the size distributions are so nearly alike, they are plotted in Fig. 1 by shifting each size distribution for the different feed sizes one screen fraction to the right. Thus, the lowest point in each size distribution represents 400 mesh and each of the other sieve sizes must be shifted accordingly. A single regression line was calculated by combining the data for the six tests, excluding the coarsest feed and the two finest feed fractions. 6 This regression line, which is given by (Y \0.88 where y is the cumulative percentage of material

Optimizing production scheduling in open pit mines is important for managing cash flows of mining operations. This paper describes a new, probabilistic, mixed integer programming (MIP) formulation which has been developed to minimize the risk of not achieving planned production targets, in terms of metal production and ore tonnage feed for the mill during production, while considering maximization of total discounted economic value. The new MIP model also recognizes that to minimize movement of excavators over long distances and accommodate equipment access, the blocks scheduled for mining within a period cannot be spread too widely. The model is applied to a laterite nickel-cobalt deposit, as an example of multi-element deposits that have complex ore quality constraints. The results show that the proposed model generates feasible schedules. When compared with traditional optimization techniques, the new model is superior in terms of minimizing the risk of not meeting production targets, especially at the early stages of production, and in terms of generating practical scheduling patterns.

The objective of this paper is to review advances in the art of borehole (slurry) mining made by the Bureau of Mines. The introduction gives historical and general background information on borehole mining. The borehole mining concept is defined and justified in terms of economics, health and safety, the environment, and resource conservation. This is followed by a description of the design of a prototype borehole mining tool (BMT) developed by the Bureau of Mines. Included are design drawings and performance specifications. The next section describes the application of the BMT in the extraction of metallurgical coal from steeply pitching seams near Wilkeson, Wash., during 1975-76. The field test showed that the BMT produced coal at the rate of 8 tons per hour (tph) (7,272 kg/hr) from a depth of 88 feet (26.8 m) and was effective in producing coal as far as 15 feet (4.6 m) from the center of the borehole. The data are used as a basis for an economic analysis of borehole coal mining and for the suggestions for the design of a second-generation borehole coal mining tool. The following section describes Bureau efforts in applying borehole mining to the extraction of uraniferous sandstone at Rocky Mountain Energy Corp.'s Nine-Mile Lake site, Natrona County, Wyo. BMT design changes appropriate to uranium mining are described along with production, reliability, and reclamation data taken during 1977-73. The field test revealed that the BMT produced 900 tons (81.8x105 g) of uraniferous sand at an average race of 8 tph (7,272 kg/hr) from a depth of 75 (22.8 m) to 90 (27.4 m) feet and created a cavity 25 feet (7.6 m) in radius. These data are used as the basis for an economic analysis of borehole mining of shallow uraniferous sandstones. Reclamation data included will be the results of backfilling experiments conducted at Nine-Mile Lake during 1978. The most significant of these data were that backfill was emplaced at the rate of 16 tph (14.5x103 kg/hr) and that 90 percent of the material extracted from a cavity can be backfilled.

The monosaccharides glucose, galactose and arabinose, and the polyols glycerol and mannitol (0.1 Ufo WIV) supported pure and mixed culture heterotrophic bacterial manganese leaching of solid pyrolusite (MnO2, 2% W/V) to yield 14-38 mg/litre manganous ion in 3 days from a simple mineral salts media at 30°C. Supplementation of pure bacterial isolates growing on glucose with soluble intracellular photosynthate from freshwater algae (0.07 g/l carbohydrate) and marine algae (0.11 g/l) led to an improvement in Mn++ yields of 24 and 100 per cent respectively. Extracellular products of the freshwater algae (0.3 g/l carbohydrate) boosted recoveries by 57 per cent.

The Bureau of Mines designed a chlorination apparatus to prepare CrCl2 free of CrCl3 by the direct reaction of chlorine and chromium. Equipment and procedures were developed for routine preparation of 25-pound batch quantities of anhydrous CrCl2. Calcium, iron, nickel, and silicon impurities were in the 0.01 to 0.05 percent range, and all other impurities were below 0.01 percent.
