This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

The lack of integration of mining and metallurgical information with sufficient detail for analysis causes inefficient operation and hence sub-optimal energy and water use. It is difficult to analyze the performance of mining and metallurgical processes without an integrated view of mine transactions, stockpile inventories, process flows and assays. To take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. This paper presents an infrastructure with advanced tools that sift through available data, identify and eliminate gross errors, and transform the data into business information for continuous improvement and optimization. Collaboration is a key component of improving efficiency of energy and water use, and the evolution of Web technology enables collaboration and troubleshooting of plant information to more quickly act on issues to reduce wasteful operation. For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. Wangaloa Coal Mine opened in 1945, and by the time of its closure in 1989, had produced 750 000 tonnes of coal and disturbed an area of 75 ha. The original mining licence required land rehabilitation to exotic forestry, however the current owner, Solid Energy, has worked with Crown Minerals and local councils to write a new rehabilitation objective. The site is now being stabilised and replanted with native species, and may be available for public use before the coal mining licence expires in 2007. Site discharge permits expire in 2017, and by that time, it is anticipated that discharge water chemistry will be similar to background levels. MWH are currently contracted for management of the mine rehabilitation project. The Kaitangata coal unit mined at Wangaloa is sulfurous lignite with associated pyrite. Kaitangata coal contains 3.2 wt per cent sulfur, which is higher than most New Zealand coals. Initial analyses at Wangaloa indicate low pH (2.56.2) values in soil, groundwater and surface waters as a result of acid rock drainage (ARD) processes, leading to increased metal mobility and challenging conditions for vegetation. Pilot studies indicate pinus radiata needles contain up to 67 mg/kg boron, and elevated As, Cu and Zn concentrations in surface waters. The main lake at the site has a pH of approximately 4.9, despite lime dosage in 2002. There is a real need for a complete geochemical model of the Wangaloa coal mine. Such a model could be applied to similar restoration projects, and would assist by pinpointing geochemical processes and toxic metal relationships most harmful to the receiving environments. Using this model, rehabilitation in the future will be targeted and more efficient. This project is part of a larger scheme to characterise and model the Wangaloa mine site restoration, including waters, soil, vegetation, geology and invertebrates.

External quantum efficiency measurements at 300" and 77°K are presented for vapor-grown GaAs and GaAs1-xPx electroluminescent diodes as a function of junction depth and doping. In GaAs, external efficiencies are found to decrease exponentially with increasing junction depth, defining an average absorption coefficient of 900 cm-1 at 300°K and 350 cm-1 at 77°Kfor epitaxial layers of p-type GaAs. It is shown that photon absorption losses dominate at room temperature and, in fact, account for most of the external efficiency degradation between 77° and 300°K. Healever, the internal ('junction) quantum efficiency is also found to decrease by a factor of 3.5 between 77" ALTHOUGH rapid progress has been made in recent years with GaAs, Gap, and their alloys for use in electroluminescent diodes, there are still important unknown factors related to the performance of these de- and 300°K. The dependence of GaAs efficiencies on donor and acceptor concentrations is presented, illustrating best efficiencies at donor concentrations of 1.5 to 2x 1018 cm-3 . External efficiencies are found to be independent of acceptor concentrations less than 3 x 1019 cm-3 but to degrade at higher doping. The fabrication of GaAsi-xPx electroluminescent diodes is briefly discussed. External efficiencies here for planar uncoated diodes are about 0.035 pct at 300°K and 0.4 pct at 77°for x = 0.42. A brightness of about 8500 ft-Lamberts is attained at 77°K and of 315 ft-Lamberts at 300° K. for curvent densities of 10 amp per sq cm. vices. For example, although the external efficiency is known to decrease by factors of typically 10 to 30 between 77°K and room temperature, the exact causes of this are still uncertain. Experimental results of ill' and carr2 with zinc-diffused electroluminescent diodes suggest that this external degradation is almost entirely due to increased absorption losses at room temperature, with a relatively temperature-independent internal efficiency; recent calculations by Gonda et al.3 corroborate this hypothesis. In contrast, Pilkuhn and Rupprecht4 find the internal efficiency of solution-grown GaAs laser diodes to degrade from 100 to 66 to 40 pct as the temperature is increased from

This report describes the engineering feasibility and economic advantages of using a steep angle conveyance (SAC) system in conjunction with medium and large draglines to transport spoil in a typical Western Coal Mine. The SAC system, including a receiving hopper, a steep angle conveyor and a sticker/spreader, is capable of processing overburden material at the rate of 7,000 tons/hr. The unique feature of this system is the steep angle conveyor which transports the overburden material from the pit bottom to the top of the spoil at angles to 45 degrees. Compared to other means of cross-pit conveyance considered during this study, the SAC system offers the advantage of easier operation, lower conveyance cost and greater mobility. The results of this study have shown that integration of the SAC system into both established and planned new mines would improve the overall mining operation, expand the operating capability of existing equipment and reduce mining end reclamation cost.

During the meeting of the Institute last year at Port Pirie, the opportunity was taken to sample the lead bullion coming from the blast furnace and various stages during the refining process. Also, in the desilverising section, the upper zinc rich phase was sampled as the silver content built up and in the cupellation operation a series of samples was taken as the silver content of the bullion increased. In these two cases, the samples were taken under the supervision of a member of the staff of the Broken Hill AssociatedSmelters.In the following account of the microstructure of the samples taken, only the main phases present have received attention. In this connection deduction from phase diagrams of binary alloys has been used in conjunction with the assays carried out on duplicate samples taken at the same time as those for micro examination.

MINFO has been developed to serve as a frontend for three databases created to store basic minerals information gathered during the minerals resource assessment conducted by U.S. Bureau of Mines(USBM) for the Malheur and Jordan resource areas of southeastern Oregon(MJRA). The primary database is the Minerals Location Inventory (MLI.DBF) which contains of information assembled from field work performed during this project, the USBM Minerals Availability System/Mineral Information Location System(MAS/MILS) database, the Oregon Department of Geology and Mineral lndustries(DOGAMT) Mineral Information Location(MILOC) database, and the U.S. (Geological Survey(USGS) Mineral Resource Database System(MRDS), In addition, assay results are contained in the geochemical database (ELEMENTS.DBF) and modified X-ray diffraction analysis information is contained in the minerals database (MINOR.M.DBF). MINFO includes four types of program modules: ? Enter/Edit Data was developed to allow the addition of new information and to encourage correction of errors by providing a convenient means of entering and editing data and a large degree of automatic checking and filtering of entries. ? ACAD/DBF Link links each site symbol posted on the map in the drawing file to a record in the database. This provides the user with the ability to use a mouse or other pointing device to graphically select a site for viewing and editing. Edits are performed directly in the database file, ? Reports contains 7 formats of data output for creating files for printing, transfer to other database formats, and exporting to other software packages such as spreadsheets and word processing programs. ? Maps includes 5 programs for creating AutoCAD script files which can be used to create maps of selected information in conjunction with AutoCAD. Mineral location mapping files derived from MLI.DBF can be created in 2 formats. Mapping files can be generated from each of the 2 sets of geochemical analyses contained in ELEMENTS.DBF. X-ray diffraction analyses can also be translated into instructions for creating and posting piecharts at sampling sites.

South Deep Gold Mine, owned by Gold Fields Ltd., is situated near Westonaria in the Gauteng Province of South Africa and mines the conglomerate bands of the Upper Elsburg reefs (Mondeor Conglomerate Formation) of the Witwatersrand Supergroup and the Ventersdorp Contact Reef (VCR) of the Ventersdorp Supergroup. The stoping and underground developments are mechanized. The Upper Elsburg reefs are mined by a variety of mining methods, including mechanized drift and fill, modified drift and bench, longhole stoping, and low-profile mining. Optimal mine design and scheduling for deep-level mechanized mining are complex, and success is highly dependent on detailed, robust, and accurate geological and geostatistical models. Geological structures significantly influence the sedimentological characteristics, distribution, and preservation of the Upper Elsburg reefs and VCR. Accordingly, particular emphasis is placed on the generation of a mine-scale structural model that accommodates the relationships between the older north-trending fault systems (West Rand and Panvlakte faults) and younger east-trending dextral wrench faults. Results from underground mapping, borehole intersections, and highresolution three-dimensional seismic data have been integrated to produce coherent three-dimensional geological models. The Upper Elsburg reefs suboutcrop against the VCR and comprise an easterly diverging clastic wedge, thickening from the suboutcrop position, to approximately 130 m at the mine?s eastern boundary. The Upper Elsburg reefs are characterized by conglomerate and quartzite bands forming multiple, stacked, upward-fining unconformity-bounded couplets. Palaeocurrent directions are dominantly from west-northwest to east-southeast, indicating that the more proximal deposits are preserved close to the suboutcrop, with distal facies to the east. Sedimentological modelling is applied to individual stratigraphic units and caters for facies definition. This is achieved through channel width (CW) kriging and fitting of type sections to borehole and mapping data. Homogenous geological geozones for each stratigraphic unit are thus defined within individual structural blocks on the basis of those sedimentological parameters that have been found to have a positive spatial correlation to gold concentration. These geozones then serve as constraints to the evaluation of the orebody. This contribution presents a summary of the modelling processes that are currently applied in the development of high-confidence, timeously produced geological models that are essential input for mineral resource estimation and mechanized mine planning and scheduling.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Dado que la comunidad de Michiquillay recibe una gran cantidad del canon minero a través de la gestión de la Municipalidad del mismo nombre, se planteó mejorar las relaciones de parentesco y la inmersión en la modernidad económica y socia de dicha comunidad y pasar de una economía informal a una economía social o solidaria. En ese sentido, el presente texto describe el proyecto de participación colectiva entre los miembros de la comunidad Michiquilllay y La Encañada, con el objetivo de construir una propuesta de privatización del proyecto minero Michicallay. El trabajo de campo se realizó en los ocho sectores y se desarrolló desde hace dos años, alcanzando la comunicación y sostenibilidad del mismo.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. A prerequisite for good filter performance is that the total filter installation has been well designed. In this sense, the filtration testwork will provide scale-up data, and an insight into the relationship between operating parameters that may then be optimised, and used in the development of a control strategy. A good understanding of the filter’s operating principles will ensure correct selection and sizing of ancillaries, allowing in particular for the difference between instantaneous and average flow rates.

Drill cores from uranium roll-front deposits, hosted in lower Cretaceous strata, were examined from the proposed Dewey Burdock in-situ uranium recovery site in the northern part of the Edgemont uranium district, South Dakota. Uraninite (UO2), coffinite U(SiO4)0.9(OH)0.4, and doloresite (H8V6O16) occur as pore-occluding cements within the Fall River Formation in the Dewey area. In contrast, within the Lakota Formation in the Burdock area, uranium (with very little vanadium) is absorbed onto woody fragments and amorphous carbonaceous material in pressure-solution seams. Both areas have typical uranium roll-front mineralogy with 0.5 wt. % pyrite in the reduced solid phase and no pyrite in the oxidized solid phase. The groundwater at the ore zone is not oxygenated, so the uranium is relatively insoluble. Uranium in solution in ground waters is <10µg/L at Dewey and <22 µg/L at Burdock. Micromineralogic and geochemical data are being used to understand water/rock interactions, uranium distribution and movement, and as input factors for predictive reactive transport models.

The Gameta Gold Deposit is located on the north-eastern corner of Fergusson Island in the D&apos;Entrecasteaux Islands of Milne Bay Province, PNG, at lat. 9¦ 25&apos; 5, long. 150¦ 47&apos; E or AMG co- ordinate 256740 E/8959000 N (Figure 1). The area is covered by the Fergusson (SC56-05) 1:250,000 scale Topographic Map Sheet and the Koitabu (9079)1:100,000 scale Topographic Map Sheet. The property is held 100% by Union Mining NL (UMG) and lies 105 km NNE of Alotau and 33 km to the ESE of UMGs recently developed Wapolu Gold Mine, a Joint Venture between UMO (51%) and Macmin NL (49%). The inferred resource estimated from surface results and 105 RC drill holes, currently stands at 1.89 million tonnes at 2.6 git gold (1.0 g/t Au cut-off) or 155,000 oz. Evaluation of the property is currently proceeding. To date 111 RC holes have been drilled for a total of 4611 m.
