The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

"The Collahuasi copper mine, located at an altitude of 4300 meters above sea level in northern Chile, commenced operations late in 1998. The mine is currently the 4‘h largest copper producer in the world and comprises an open pit, a 60,000 tpd sulphide concentrator, a 15,000 tpd oxide heap leach and SWEW plant and a 200 km concentrate pipeline to a port facility.Constructing, commissioning and operating a mine at high altitude presents unique challenges in terms of the performance of both equipment and people. It is important that these be recognized and carefully considered during the feasibility study and the detailed design stages and the success of the Collahuasi project is largely due to this. The plant design incorporates a number of features aimed at mitigating the problems of altitude and the construction methodology also took into account the particular site conditions.This paper discusses the Collahuasi project team’s approach to planning for the remote location and also some of the problems experienced during construction, commissioning and operation.INTRODUCTIONThe Collahuasi mine is located in northern Chile, some 250 km to the south-east of the port of Iquique and 15 km from the Bolivian border. The mine facilities lie between 3800-4300 m above sea level on the Altiplano, the central plateau of the Andes mountains, and cover a total of approximately 95,000 hectares. Although the area is arid, it experiences an average of 150 mm of precipitation annually and weather conditions can be extreme. Temperatures during the day range between -3 to +11 º C and are generally below 0ºC at night, sometimes as low as -20°C. High energy winds are common and humidity is low. Much of the precipitation occurs during the winter as snow but there also occurs a period during the Chilean summer known as the “Invierno Boliviano’’ (or Bolivian Winter) which is characterized by severe electrical storms and rain."

Ultrafine-grained surface layers were obtained by surface mechanical attrition treatment (SMAT) in copper and titanium samples. The thermal properties of the deformed layers were characterized using a scanning thermal microscopy (SThM) that allows thermal conductivity to be mapped down to the submicrometer scale. A theoretical approach, based on this investigation, was used to calculate the heat flow from the probe tip to the sample and then estimate the thermal conductivities at different scanning positions. Experimental results and theoretical calculation demonstrate that SThM can be used as a powerful tool for the thermal property and microstructural analysis of ultrafine-grained microstructures.

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. A procedure was developed for recovering metal values from copper-smelter fume. The fume is first leached to neutrality with dilute sulphuric acid to obtain a solution of zinc sulphate containing a low level of impurities. The tailings from this leach are treated with hydrochloric acid in two stages, in which tin and zinc are quantitatively leached and recovered as a tin concentrate and a zinc sulphatelzinc chloride solution.About 80 per cent of the lead sulphate is converted into lead chloride, which can be recovered as a pure product.Data on the effect of temperature, acid concentration, aeration, and solid/liquid ratios on the hydrochloric acid leach are presented, and the fate of the most important metals during the recovery process is described. Alternative treatments of the tailings from the neutral sulphuric acid leach were briefly investigated.

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. Electronic and Electric Equipment contains a range of components made of a wide variation of metals, plastics and other substances. Up to 60 elements can be found in complex electronic equipment: base metals, precious metals and special metals in circuit boards and batteries. Because of its amount WEEE represents a considerable metal resource with a higher special and precious metal content than found in ores. The Umicore integrated smelter and refinery recovers and supplies back to the market 17 different metals from EEE. Pre-treated materials enter state of the art, material and energy efficient metallurgical processes for environmentally sound recovery of metals and treatment of off gasses and hazardous substances. The organics in the feed function as reducing agent and alternative energy source during smelting for precious metal recovery. Lithium-ion batteries are treated using a dedicated process. As a result the environmental footprint of metals produced from EEE is much smaller than primary production.

The principal source of funding the working capital requirements of gold miners has traditionally been equity. However in the 1980s, with a substantial increase in activity in the exploration for, and the production of, gold the traditional sources of equity finance became no longer sufficient to meet demand. With the often high cost of raising equity, the need for developing alternative financing structures became critical, especially since the stockmarket crash of 1987 which at least until recently, adversely affected the amount of equity capital available for investment in mining.

This paper presents various design and construction considerations involved in developing an underwater installation of lined, large diameter shafts not known to have been previously accomplished for the diameter size, depth or ground conditions identified with the Seabrook Power Station. Outlined approach provides for driving tunnels independent of shaft sinking operation, permits the use of prefabricated shaft lining and incorporates a safe dry tap method for connecting the shafts to the tunnels. INTRODUCTION The Seabrook Power Station, located two miles inland from the Atlantic Ocean, at Seabrook, New Hampshire, is a two unit, nuclear powered, electric generating plant, each unit having a capacity of 1150 megawatts (electric). Typical to all steam driven generators is the requirement for large quantities of water. Requirements for the Seabrook Plant will be met by intaking and discharging approximately 850,000 gpm of ocean water at a considerable distance from the shore line in water depths that render the environmental impact inconsequential. Obtaining, conveying and discharging such large quantities of water represents a major undertaking, particularly under today's environmental controls. Tunnels are well suited to reducing the environmental impact at the Seabrook site by conveying the water about 250 feet deep under the salt marsh (a valuable ecological feature) and under the beach well out into the ocean without any noticeable ground surface disturbance. Solutions of copper(II) sulphate in acidified aqueous acetonitrile leach copper from copper-lead matte derived from the drossing of lead with sulphur to produce solutions of copper(I) sulphate. The reactivity of the matte constituents towards copper(II) sulphate is Cu2S> PbS > CuS > > Pb. According to the leach conditions, part or ,all of the copper may be leached 'leaving a residue of CuS/PbS, or S/CuS/PbS04, or S/PbS04, to be recycled to the lead smelter. Complete extraction of the copper requires leaching with oxygen which occurs under mild conditions in the presence of acetonitrile and sulphuric acid in water. Copper is selectively recovered as a pure product by electrochemical or thermal disproportionation of copper(I) sulphate solutions. A notional process is proposed.

The smelting of the Broken Hill lead concentrates at the Broken Hill Asso,ciated Smelters produced, among other products, approximately 4,900 ounces of gold and 8,800,000 ounces of silver during the year ending June 30th, 1938. The following table shows the actual amounts of gold per ton of lead concentrate produced during this period at the important mines. The total gold in the period is calculated from the number of tons of lead concentrates produced, and by comparison with the production' of silver, shows thatthere is no constant relation between the amounts of gold and silver.The fact that no gold is seen during milling, even when gravity concentrating tables are employed, signifies that the gold does not occur as occasional coarse particles.Further, as the values increase considerably in the flotation slime, it can be inferred that the gold occurs as minute inclusions in one or more of the minerals in the lead concentrates.The four most abundant minerals in the lead concentrate are galena, zinc blende, chalcopyrite, and...

Los drenajes ácidos de mina de la Faja Pirítica Ibérica presentan una elevada acidez y altas concentraciones metálicas. En la mina abandonada de Monte Romero se ha testado un sistema de tratamiento pasivo multi-pasos a escala piloto, para tratar una descarga ácida con un pH de 3, 380 mg/L de Zn, 275 mg/L de Fe, 100 mg/L de Al, 15 mg/L de Mn, 5 mg/L de Cu y 0.1-1 mg/L de As, Pb, Cd, Co y Ni. El sistema consta de un primer pretratamiento denominado NFOL, donde se recrean a gran escala los procesos de atenuación natural observados en las terrazas de Fe de estos ambientes. Posteriormente el agua fluye a través del tratamiento Sustrato Alcalino Disperso (DAS), el cual está formado en primer lugar por dos tanques de 3 m3 rellenos con la mezcla reactiva DAS-caliza (80% virutas de madera y 20% de arena caliza), y conectados en serie con 4 piscinas decantadoras de 6 m3. Finalmente el agua fluye a través de un último tanque de 1 m3 de capacidad relleno con la mezcla reactiva DAS-magnésica (80% virutas de madera y 20% de MgO tamaño polvo). En el pretratamiento NFOL se produce la retención de aproximadamente el 35% del Fe, así como un 75% del contenido en As. En la parte basada en la disolución de la caliza queda retenido el resto de Fe y As, y el 100% de Al, Cu y Pb. Finalmente en el DAS-magnésico la totalidad de Zn, Mn, Cd, Co y Ni son retenidos. Basándonos en esta tecnología y mediante financiación de la Unión Europea a través del proyecto LIFE-ETAD (LIFE12 ENV/ES/000250) se está desarrollando un ambicioso proyecto para la implementación a escala real de un tratamiento pasivo para aguas ácidas con altas concentraciones metálicas, en colaboración con la empresa Sacyr Construcción y la Agencia de Medioambiente y Agua de la Junta de Andalucía.

Machine-related injuries are one of the major safety concerns in underground coal mines. Severe injuries and fatalities occur when a miner is struck, crushed, or pinned by mining equipment such as a continuous mining machine (CMM), shuttle car, or a scoop. Proximity detection systems (PDSs) have been applied in mining to reduce these types of injuries and fatalities. All of the PDSs that are currently approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines are magnetic-field based and could be affected by metallic objects such as trailing cables. Researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated the influence of trailing cables on the performance of PDSs. In particular, the magnetic field coupled from proximity system generators to a de-energized trailing cable was characterized. The results show that significant energy can be coupled from the proximity system generators to a trailing cable when there is a closed loop in the cable. The effect on PDS performance from the magnetic field radiated around an energized trailing cable was also quantified for different current amplitudes in the cable. It is shown that the magnetic field caused by the electric current in the trailing cable mainly consists of a 60-Hz signal and its harmonics which causes little interference to the PDS. The results presented in this paper can help PDS manufacturers to design better systems that are more immune to these effects.

Results of the R/V Sonne Cruise (Edison) to the Tabar-Feni Arc from March 11 to April 5, 1994, a joint German-Canadian research cruise aboard the vessel R/V Sonne, undertook detailed mapping of the Tabar-Feni island chain, Papua New Guinea. The Tabar-Feni chain is host to several large porphyry stocks and epithermal gold deposits, including the giant Ladolam gold deposit on the island of Lihir (minimum 19 million oz. Au). The principal objective of the cruise was to map the seafloor in the vicinity of recently active alkaline volcanic islands in the Tabar-Feni chain and to characterize the tectonic setting of large high-level porphyry and epithermal gold deposits in the region. Additional work was carried out on shallow-water hot springs associated with mineralized geothermal systems on the volcanic islands. Complete sets of 1:50,000 scale (20-m contour) maps of the seafloor were produced for each of the four island groups (Feni, Tanga, Lihir, Tabar). The Lihir group was the most active and the most interesting. At least 4 (and probably 6 or 7), previously unknown volcanic cones were discovered within about 10 miles south of Lihir. The volcanoes are clearly very young and appear to have erupted along extensional faults produced by regional plate rotation. This recent volcanic activity appears to reflect recent forearc extension and represents the southward propagation of volcanic activity towards New Ireland. One volcanic cone at 1,490 m water depth is hydrothermally active, with very large areas of diffuse venting (100-200 m across), densely populated by beds of giant clams (probably calyptogena). Other vent-specific fauna are also present, including crabs, snails, sulfide worms, scale worms, limpettes, etc. The clam beds sit on a crust of hydrothermally baked and indurated, sulfidic, hyaloclastite-rich muds. The mineralization consists mainly of fine-grained disseminated pyrite and amorphous Fe-sulfides. A second, much larger cone at a depth of 1,070 m is capped by massive vesicular lavas which are intensely fractured and mineralized. A constitutional diagram for the Ta-W-Re alloy system is presented. Rhenium dissolves in the complete range of solid solutions between tungsten and tantalum up to 48 wt pct in tantalum 'to about 30 wt pct in tungsten. Intermediate x and u phases only are found. X-ray diffraction and fluorescence, metallography and melting-point measurements were employed. THE constitution diagram of ternary alloys of tungsten, tantalum, and rhenium for temperatures above 1000°C is reported in this paper. Alloys in this system rich in tantalum and tungsten are of interest for high-temperature applications, and those rich in rhenium for electronic applications. No ternary phase diagram appears to be available in the literature. The three-component binary diagrams have been previously established1-3 and the present ternary data are consistent with these. EXPERIMENTAL TECHNIQUES Commercially pure tantalum (99.7 pct), rhenium (99.99 pet), and tungsten (99.9 or 99.95 pct) powders were purchased from Fansteel Metallurgical Corp., Chase Brass and Copper Co., and Fansteel or Westinghouse Electric Corp., respectively. These powders were pressed without binder and arc-melted under helium. The preparatory and analytical techniques employed were identical to those used for the Ta-Re system investigation carried out in this laboratory.324 These included X-ray diffraction and metallographic phase identification, X-ray fluorescent and wet chemical analyses, solidus determinations and heat treatments in a resistance-heated tantalum-filament vacuum furnace. For microstructural examinations standard mechanical polishing techniques were used through diamond laps. Polished speciments of all compositions were etched by swabbing with 4 parts HI?, 4 parts HNO3, and 1 part H20. Since the microstruc-tures of alloys containing one or two phases closely resembled their counterparts in the respective binary systems, typical examples are omitted in this presentation. In all the alloys examined, it was possible to observe the number of phases present. Particularly when there were small amounts of one phase involved, it was possible to identify it only by a combined conclusion based on X-ray diffraction, position of an alloy in a composition series, and the phase rule. A total of 100 different alloy compositions was arc-melted and studied in the as-cast condition metallographically and by X-ray diffraction. Specimens of each of these compositions were heat-treated at 2680, 2530, and 2020°C for 1, 2, and 4 hr, respectively. Those which were treated at 2020 were given a preliminary homogenization treatment at 2500°C for 1 hr. Specimens of 25 alloys were heat-treated at 1200o C for 168 hr. Solidus temperature measurements were made by the detection of incipient melting in eighteen alloy compositions. The metallographic and X-ray diffraction results are summarized in Table I. Graphically, this information appears in the isothermal plots of Figs. 2 and 3. Within the accuracy of the experimental methods, two such plots are sufficient to locate these data, since the results for 1200°C were similar to 2020 and those at 2530 resembled 2680

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

Marine ferro-manganese (Fe-Mn) crusts and nodules are metal-rich chemical sediments that are archives of paleoceanographic proxies and potential metal resources and targets of deep-sea mining. Traditionally, crusts and nodules are subdivided into hydrogenetic, diagenetic, and hydrothermal types. While hydrogenetic Fe-Mn crusts are a potential resource for Co, Te, Pt, and REY, nodules are enriched in Cu, Ni, Mo, and Li, and hydrothermal deposits may be enriched in individual metals such as Mo, Ba, and Li, depending on the temperature and composition of the hydrothermal fluid. The different types of marine oxidic Fe-Mn precipitates, therefore, have different economic potential. Hence, a robust classification is not only helpful in the general geochemical characterization of such precipitates (and as such is a useful teaching tool, for example), but may also simplify the evaluation of their importance as a potential metal resource, which helps to prioritize exploration targets for deep-sea mining.

Abstract- Emergency shutdown systems (ESDs) for mining machinery provide critical functions to safeguard miners. Traditionally, ESDs were realized with simple hardwired circuits; today, there is a growing trend to use programmable electronic technology such as programmable logic controllers (PLCs). This paper describes an analytical study to quantify the safety integrity of a PLC-based ESD and a hardwired ESD. The safety integrity level of each design approach was determined by quantifying the average probability of failure on demand (PFDavg) as described by the recommendations for programmable electronic mining systems published by NIOSH and the IEC 61508 international standard. The safety analyses addressed system architecture, hardware failure probability, proof test interval, diagnostic coverage, and human error probability. The results indicated that a same level of safety, safety integrity level 3 (SIL 3), could be attained when evaluating random hardware failures. Neither approach could attain SIL 3 if manual activation was used. Human error was the limiting factor where, using human reliability analysis, PFDavg < 1 x 10-1; thus, the ESD does not meet SIL 1. It is apparent that automatic verses human¬activation of the ESD is a very important safety consideration. Manually actuated ESDs can only achieve SIL 1 regardless of the technology; therefore, additional independent safety layers of protection are needed to exceed SIL 1. Secondly, it is apparent that the technology choice is very important. The PLC-based ESD was much simpler to design and to validate safety1.

Energy consumption and wear of grinding media and liners are the major cost factors in milling plants. Since the beginning of the last century, much effort has been directed at the prediction of the power draw as affected by the mill operating conditions. This paper explores the prediction of the liner wear using the discrete element method (DEM). A mathematical model taking into account adhesion, abrasion and impact wear which occur in dry mills is derived in order to predict the loss of material on liners. The mathematical model is implemented in the DEM code using an objective function in order to produce realistic simulated profiles.
