The Section meeting was held in Science Hall, the Chairman, Prof. Francis A. Thomson, presiding. E. Jacobs, Secretary of the Western Branch of the Canadian Mining Institute, acted as Joint Secretary: About 35 members and guests Were present. H. C. Bellinger, formerly Metallurgical Manager of the Great Cobar Co., Ltd., N. S. W., Australia, described the Horwood process. Papers as follows were presented and discussed: A Smelting Furnace for Cyanide Precipitate, by P. S. Anderson. Mining Methods in Rossland, by C. H. Loux. Geological Notes on a Part of Central Idaho, by Prof. D. C. Livingston. Some Notes on the Ore Deposits of Republic, Wash., by A. M. Balfour. E. Steidl, of the U. S. Bureau of Mines Rescue Car, spoke on the mine rescue service of the Bureau, and E. Jacobs described what is being done along similar lines in British Columbia and elsewhere. The evening was occupied in joint session, J. B. Fisken presiding. Mr. Fisken read a short paper on the benefit to the young engineer of an association y membership in the local section of either of the societies represented in the meeting, and C. F. Uhden gave a stereopticon lecture on Power Development Along the Spokane River.

The most fundamental feature of fracture is that it involves separation. Such separation can arise by either separation of molecules, more or less along the line joining their centers (tension), or by d sliding separation roughly perpendicular to that line (shear). Theoretically, a perfect crystal could never be broken by the application of perfectly axial compressive stress (until some sub-molecular actions occur). In tension fields the calculated forces between molecules are extremely high. Consequently, calculations based on the forces known to exist in materials at the molecular and crystalline levels always lead to strengths which are two or three magnitudes higher than the strengths obtained in service or in the laboratory. It has been a major problem, therefore, to explain: (a) How fracture can occur in compressive stress states. (b) Why the observed strength of a material is always much lower than its calculated strength.

The more than 40,000 mining industry professionals that are expected to attend the National Mining Association’s(NMA) MINExpo International2000 trade show and conference will be treated to the exhibition’s largest display ever. The exhibit is expected to cover more than 60,385 m2(650,000 sq ft) and feature more than 1,300 exhibitors. The event is set for Oct. 9-12, 2000 at the Las Vegas Convention Center in Las Vegas, NV. Richard L. Lawson, NMA’s president and chief executive officer, said, “MINExpo 2000 will showcase everything that mining is proudest of. This is the largest premier mining exposition in the world.” MINExpo is held every four years.

Reports for the calendar year 1923 that have been transmitted to the Bureau of Mines of the Department of the Interior by mine officials of the various coal-producing States show that accidents in and around the coal mines resulted in the death of 2,452 men. The output of coal during the year, as reported to the United States Geo- logical Survey, was 641,476,000 tons; hence the fatality rate per million tons was 3.82 as compared with 4.15 for 1922, a decline of about 8 per cent. The average rate for the decade ending with 1922 was 4.11. This reduction of 8 per cent in the fatal-accident rate per million tons is equivalent to the saving of 210 lives--that is, had the fatality rate of 1922 continued through 1923 the number of lives lost would have been 210 more than they actually were. Not only was there a net reduction in the fatality rate from all causes combined, but each of the main causes of coal-mine fatalities also showed a decline. Falls of roof and coal, which generally account for nearly half of all deaths in coal mines, were responsible for 1,158 fatalities in 1923, which represents a rate of 1.81 per million tons as compared with 1.90 in 1922. (See Table 2.) Haulage accidents underground usually cause about 17 per cent of all fatalities, and the reports for 1923 show that 413 deaths were due to this cause, indi- cating a rate of 0.64 per million tons, as against 0.71 for the previous year. Gas and dust explosions killed 372 men, the fatality rate being 0.58; the rate for 1922 was 0.65. Seventy-five deaths were due to electricity, for which class of accidents the fatality rate per million tons was 0.12 as compared with 0.16 the year before. Powder and other explosives caused 114 deaths, representing a rate of 0.18 as compared with 0.19 for 1922. Of the 2,452 fatal accidents during the year, 2,249 occurred under- ground, 46 in shafts, and 157 on the surface. A petrographic and microthermometric study of fluid inclusions in the Kentstown Granite, crosscutting quartz (VI) and calcite+quartz (V 2) veins in the granite and calcite+quartz (V 2) veins in the overlying sediments was performed on samples taken from the borehole. Comparisons of the type 1, type 2 and type 3 fluid inclusion populations recorded in the present study with those from other Irish Caledonian granites strongly suggest a similar fluid evolutionary history. Furthermore, the low-temperature CaC12-rich brines (type 5) of this study, which must be syn- to post-Lower Carboniferous in age, have correlatives both in Irish Caledonian granites and in the Lower Carboniferous base-metal deposits of the Irish midlands

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities, and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies including a fire or explosion, a massive roof collapse, mine inundations, or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life, and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training. Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.

The Candelaria deposit was first discovered by Spanish prospectors in 1863; but its silver ore was not exploited on a large scale until 1873, when the Northern Belle mine was opened. The first Northern Belle mill was built at Belleville, 13 km (8 miles) to the northwest. From 1876 to 1886 the Northern Belle paid over $1 million in dividends each year. In 1882 a 43 km (27 miles) pipeline was built to Candelaria from the White Mountains to the west to furnish water for the mills and town at Candelaria; it was 100 mm (4 in.) in diameter, hand- riveted, and made in England. Sections of this pipe are used. as claim posts today. At its terminus at Metallic City, above Candelaria, a large concrete reservoir was built and called Metallic Lake. It is being used today by Candelaria Partners. Production at Candelaria declined after the mid-1980s, revived for a short period in the early 1890s, and during the 1920s a 300 ton mill operated for three years. Candelaria Partners is owned jointly by Occidental Minerals and Congdon and Carey, with Occidental being the operator. An engineering study done in mid-1979 resulted in engineering for the plant commencing in late that year and heap leaching being started in September 1980. Two million tons of ore per year containing 108 g Ag and 0.28 g Au per mt (3.15 oz Ag and 0.008 oz Au per st) will be mined from the Lucky Hill and Mount Diablo .areas about 1.6 km (1 mile) up Pickhandle gulch from the heap leaching operation. Waste -to -ore ratio is about 2:l. Ore is mined by front-end loaders and hauled by 85 ton trucks to the primary crusher, a 1,070 by 1,780 mm (42 by 70 in. ) gyratory. Primary crushed ore is conveyed to a stockpile of 10,000 tons live capacity from which it is reclaimed by hydraulic reciprocating feeders and conveyed to the crushing and agglomeration facility. This unit is composed of a 1.8 m by 2.6. m (6 ft by 12 ft) double deck screen, a 2.1 m (7 ft) standard cone crusher, and three conveyors. At the conveyor transfer points NaOH and NaCN solution is sprayed on the ore as it falls through a row of 75 mm (3 in.) hanging steel bars. During this process of turning and dividing the ore, the fines agglomerate with the coarse ore to give better percolation for the leach solution on the heaps. Provision was made for the later addition of 2 kg per mt (4 lb per st) of cement to aid in the agglomeration. Agglomerated ore at minus 50 mm (2 in.) size is then conveyed to a 390 mt (430 st) loadout bin where it is transferred to 85 ton rear dump trucks for haulage to the leach pads.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. IT is well known that high residual stresses are created in tubing by the sinking process, in which no internal tool or mandrel is used.1-4 In this process, the wall thickness is usually slightly increased.4,5 In tube drawing with a plug, the residual stresses are gradually reduced with increasing reduction of wall, and, by the conventional approximation methods of stress measurement, no stress is detected in tubing in which the wall reduction is over 50 per cent of the total reduction in cross-sectional area.1-6, It has also been observed that higher stresses are set up by the use of wide-angle dies than by the use of acute dies.2 The actual stress distribution in drawn .tubing has been investigated by a few workers,7-9 but has not been related to the conditions of the drawing process: Some attempts have been made to correlate accelerated cracking tests for stresses in brass products with the magnitude of the circumferential stresses and the condition of the metal.1-10 MATERIALS AND PREPARATION The material used in this experiment was commercial cartridge-brass (70 per cent Cu, 30 per cent Zn) tubing in the straightened and annealed condition.‡ This tubing was of various outside diameters and had a wall thickness of 0.032 in. It was sunk to 1/2-in. outside diameter by means of an experimental 10,000-lb. hydraulic draw-bench, with a maximum drawing speed of 8 ft. per minute. All dies were of 1/2 -in. diameter. Various die materials and contours were used in order to study the effect of die design on residual stresses in the tubing; the specifications for the dies are given in Fig. I. Castor oil was used throughout as lubricant. Chattering occurred in sinking some of the tubing, particularly when dies having the more acute angles were used, but the tubes showing chatter marks did not differ markedly from those with a smooth surface regarding the magnitude of residual stress. The source of the chattering has not yet been revealed. The wall of the tubing becomes thicker during sinking, as previously observed 4,5 The increases in wall thickness were 3, 7 and 9.5 per cent on the average for 6, 20 and 33 per cent reductions in diameter, no effect of the contour being noticeable. The reductions mentioned throughout this investigation do not consider this fact, but are reductions of the outside diameter. For the evaluation of the residual stress two fundamentally different methods were used. The approximation method1,11 of splitting a certain length of tubing was employed to obtain a bird's-eye view of the effect of various drawing conditions on the circumferential stress measured by the diameter change occurring on splitting. "Hard chromizing process is a method for developing a surface modified coating providing wear, corrosion resistance and high temperature surface protection. Two carbon steels with 0.45 wt% and 0.95 wt% carbon contents, respectively, were chromized with pack cementation process at 950'C for 4 and 9 hours, respectively. The phase transformation and microstructure phenomena of chromized coating layer and matrix of two steels were studied with X-ray diffractometer and electron probe microanalyzer. (Cr,Fe)23C6 and (Cr,Fe)7C3 carbides and (Cr,Fe)2N1-x nitride phases were observed on the chromized surfaces. The thickness of chromized layers obeyed the parabolic rate law. The mechanism and diffusional kinetics of the chromizing process were proposed. The diffusivity of chromium in the (Cr,Fe)7C3 carbide phase was calculated using the moving boundary method.IntroductionChromizing process is one of the surface treatment technologies that can produce a chromium contained surface layer with sufficient corrosion and wear resistance on the steel matrix [1-7]. The relatively low cost and no ""line-of-sight"" restrictions are main advantages of chromizing. Adequate bonding strength of these coatings to the substrate was reported [7]. Chromizing process can be classified into soft chromizing and hard chromizing [2]. Soft chromizing is applied to steels containing less than 0.1wt% carbon through which chromium will be diffused. High temperature oxidation resistance improvement is the main purpose of soft chromizing process. On the contrary, the hard chromizing can be applied to steel containing more than 0.3wt% carbon, and very hard chromium nitride and carbide layers will be formed on the surface, which are very resistant to wear, corrosion and temperature [5-7]. The distribution behavior of Pb between molten copper and FetO-SiO2 (-CaO, Al2O3) slags was investigated at 1473 K (1200 oC) and p(O2)=10-10 atm in view of the reaction mechanism of Pb dissolution into the slag. The distribution ratio of Pb (LPb) decreases with increasing CaO content (~6 mass pct) irrespective of Fe/SiO2 ratio (1.4~1.7). However, the addition of alumina into a slag with Fe/SiO2=1.5 linearly decreases the LPb, whereas a minimum value is observed at about 4 mass pct Al2O3 at Fe/SiO2=1.3. The log LPb continuously decreases with increasing Fe/SiO2 ratio, and the addition of Al2O3 (5 to 15 mass pct) into the silica-saturated iron silicate slag (Fe/SiO2 < 1.0) yields the highest Pb distribution ratio. The log LPb linearly decreases by increasing the log (Fe3+/Fe2+) value. The Pb distribution ratio increases and the excess free energy of PbO decreases with increasing Cu2O content in the slag. However, from the viewpoint of copper loss into the slag, the silica-saturated system containing small amounts of alumina is strongly recommended to stabilize PbO in the slag phase at a low Cu2O content.

The Coal Mine Health and Safety Act of 1969 legislated maximum dust levels for the working place. As the law was implemented, extensive efforts were undertaken to provide the technology necessary to control dust generation. One approach to dust control was the use of high expansion foam in place of the usual water sprays on coal cutting equipment. At the time of the act, high expansion foam had already seen considerable testing for the suppression of dust in underground coal mines. Work by MSA, several coal companies and the Bureau of Mines itself had provided data which showed foam to have some merit as a dust control mechanism. It suffered in a few areas, however, which limited its practical application. Its principal difficulty was persistence which hampered operations due to foam buildup, but problems were also encountered due to equipment size and form.

Bauxite is the main raw material in alumina and refractory industries. China has plentiful bauxite resources, most of which belong to the diaspore type bauxite with characteristics of high aluminum content, high silicon content and low ratio of alumina and silica (A/S). The resources with A/S 4-7 account for more than 60% of the total resource reserves of bauxite. Therefore improving the A/S through bauxite desilication is the key task of bauxite concentration in China. Normally the grinding fineness of 80-90% - 0.074mm is required in the bauxite flotation process. Thus fine grinding of bauxite ores is necessary, which leads to the high energy consumption. In the meanwhile, bauxite ores are easy to produce slime during grinding processes. The large amount of slime produced in fine grinding greatly worsens the process environment of bauxite flotation, affects the separation performance and results in the loss of metal. Also, fine grinding makes the flotation concentrate difficult to dewater, while the water content in the flotation concentrate must be removed by distillation in the subsequent alumina dissolution process, causing the increase of energy consumption and cost in the production of alumina. In this study, the selective grinding behaviors were examined with Henan Bauxite as feed. Separation of alumina and silica at a coarser grinding fineness was achieved and new route was explored to enhance the desilication in bauxite concentration to improve the A/S of bauxite concentrate.

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

This paper discusses the challenges faced by the design team of the under-river crossings of electric transmission feeders in New York City, a densely populated urban area. The under-river crossing of a 345 kV feeder was initially designed as Horizontal Directional Drilling (HDD), but was redesigned as a utility tunnel because of site con¬straints on both sides of the river. Multiple studies addressed location, available tech-nologies and costs. Multiple soil investigation phases addressed design aspects of HDD, as well as tunneling. Contractual issues varied from a design build alternative with Geotechnical Data Report (GDR) to design tender approach with GDR & Geotechnical Baseline Report (GBR).

"SUMMARYWaste management in general, and the water treatment of mine and mill effluents, has become an ever increasing burden for mining operations. A reduction in these expenditures would undoubtedly be desirable if this could in fact be achieved within effluent guidelines and monitoring requirements.A brief summary is presented of the research which has as its aim the development of methods which would reduce such costs and lead to solutions for environmentally acceptable close-out conditions for acid generating mine waters. The basic concepts of Ecological Engineering and Biological Polishing are presented, together with an indication of the present state of these research efforts. Details are provided of the progress of various experiments which aim to promote reducing conditions, organic matter production and the establishment of biological filters which remove metals from the water which are then retained within the waste management areas. These conditions should lead to a curtailment of acid drainage and an improvement in effluent quality.A description is provided of the first pilot demonstration using this approach to achieve a walk-away condition for the close-out of a massive sulphide tailings resulting from 10 years of operating a copper/zinc concentrator in Northern Ontario.1.0 INTRODUCTION1.1 Waste management and close-outIt is recognized that the achievement of a cost-effective and competitive mining operation, from the commencement of exploration for ore bodies through to the day-to-day efficient operation of the mine, requires a certain expertise and sophistication. However, the environmental effects of these activities are considered peripheral issues and their importance as an integral part of the planning and development of the mine/mill, is not always appreciated."

In Bureau of Mines research on recycling chrome refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated, concentrates were reformed into briquets, and modulus of rupture tests were conducted at 1,350° C. The test results indicated that the beneficiated minus 6-mesh material could be used for producing magnesia-chrome refractories.

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

The St. Peter Sandstone is typically a well-sorted, friable, ultra-pure, fine- to medium-grained, quartzose sandstone with silica content higher than 99 weight percent in places. The sand grains are well-rounded, highly spherical and characteristically frosted. Their size typically varies from 2 millimeters diameter (No. 10 U.S. Standard Sieve Series size) to less than 0.08 millimeters diameter (No. 200 U.S. Standard Sieve Series size). A freshly exposed surface of the formation is commonly white with shades of pink and green. Weathered surfaces are a dirty gray or brown and are case-hardened at many localities. Bedding is characteristically indistinct, and the formation usually appears massive throughout. The rock is cross-bedded and ripple-marked locally. The formation is generally porous, permeable and rarely fossiliferous in Missouri. The St. Peter is continuously present in the subsurface in the northern half of the state and along the southeastern edge of the state. The St. Peter crops out in a narrow band that starts in western Montgomery County and runs southeastward, along the Missouri River, to just west of St. Louis and continues south, just west of the Mississippi River, through Scott County. The outcrop belt varies from less than one mile wide to over ten miles wide, and it is over 150 miles in length. The formation dips into the subsurface radially away from the outcrop band. A notable isolated outcrop occurs in Lincoln County to the north of the main outcrop band. The St. Peter is discontinuously present in the subsurface along a band in the west-central portion of the state. It is not present at the surface or in subsurface in the remainder of the state. The formation averages 80?100 feet thick. There is an estimated 3.8 trillion short tons of St. Peter in Missouri. Sieve analyses on drill cuttings indicate three subsurface locations in northeastern Missouri where the St. Peter is greater than 10 percent by weight of sand falling in the 20?40 U.S. Standard Sieve Series size range. The St. Peter was first produced in Missouri in the 1870s for the manufacture of glass. Since that time it has been used as a paint additive, filler material, polishing compound, filtering media, and recently it is commonly used as a fracture proppant in oil and gas wells. The St. Peter is currently quarried and produced in Missouri from four sites located in St. Louis, Jefferson and Perry counties. In the same area there are at least nine abandoned historic mine sites.
