The NC State University Minerals Research Laboratory (MRL) and Waste Reduction Partners (WRP) of the Land of Sky Regional Council joined efforts in 2000 to initiate a technically sound and practical program for the management of high-volume coal combustion by-products (CCBs) in North Carolina. The accumulation of CCBs from coal burning boilers throughout the state of North Carolina posed a substantial storage problem, and the area was overripe for an effective management program, which would be environmentally sustainable. In particular, the public utility generators had filled storage ponds on their properties, and the storage overload had grown to critical proportions. Much the same situation existed for paper mill biosolids, which were stored on site in landfill cells along with daily output of CCBs from the mill boilers. A conversion process via the patented pyro-process12 (US Patent No. 5,342,442) to produce synthetic light weight aggregates (LWA) from CCBs and paper mill sludge was conceived to process large quantities of both these waste materials. MRL and WRP initiated and formed a consortium that brought together academia, private industry and state agencies to evaluate the production of LWA by the pyro-process. The industry partners included representatives from the power companies, industrial ash generators, expediters for coal ash products, as well as concrete block manufacturers. It was important to welcome interested parties from not only the western North Carolina area and other parts of the state but also from neighboring states including Tennessee, South Carolina and Georgia. Membership of this consortium evolved during the intervening years to include the following participants and supporters: Progress Energy Carolinas; Duke Energy; Santee Cooper; Full Circle Solutions; Land-of-Sky Regional Council; NC Department of Pollution Prevention and Environmental Assistance; Ecusta Business Development Center; Blue Ridge Paper Products; Jackson Paper and Manufacturing Company; Miller Perlite; Appalachian Products; General Shale Brick; Metromont Materials; Small Business Technology Development Center of the University of North Carolina system and North Carolina State University The initial development program conducted at the Minerals Research Laboratory (MRL) was to formulate an acceptable LWA product, which fulfilled user specifications for light weight concrete block and structural concrete application. Support work and program coordination efforts were furnished by retired technical volunteers in WRP. The work advanced steadily, using proven technologies well established in the mineral industry, to generate a very satisfactory LWA. The consortium then concluded that a more comprehensive CCB conversion program would have more appeal for full scale manufacture and commercialization, if a variety of products from CCB separation were generated. This product assortment would include bottom ash, low carbon fly ash, recovered carbon of high purity, as well as the synthetic LWA. The bottom ash would serve the concrete block market, the fly ash was in demand for ready-mix concrete, and the high carbon product could be pelletized and used as a fuel for reburn or by the steel industry, and the LWA was a sought-after component for light weight concrete applications. After scouting all these potential markets and finding them to be viable, the consortium then inaugurated an integrated pilot plant program for the CCB separation and conversion. The plan was organized in three (3) parts: (1) Phase I ? bench scale evaluation studies (2) Phase II continuous pilot plant evaluation and (3) Phase III ? conceptual commercial plant design including marketing efforts and attraction of business entrepreneurs to build a full scale manufacturing plant. Phase II would serve to validate the process in a continuous mode and produce substantial quantities of products for preliminary marketing efforts and for demonstration-of-use purposes. The consortium agreed to the name, CAROLINA ASH PRODUCTS, (CAP), for the integrated pilot plant program. The products generated might be designated with the CAP label as: bottom ash would be named CAP Granules, low carbon fly ash would become CAP Ash, recovered high carbon product would be CAP Carbon, and LWA would have the name CAP Stone. Phase II of the program processed 20 tons (18 t) of ponded ash from Progress Energy storage at a rate of 600 lb (271 kg) of raw ash per hour with favorable results. PRELIMINARY STUDIES Prior to committing laboratory research and development effort as well as support and coordination activities to this program, it was necessary to determine (1) the level of need for a freshly launched CCB reutilization program in this state and (2) what degree of versatility was necessary for such a process. State agency records and a survey of recent boiler operations indicated that in the state of North Carolina at least 77 facilities manage CCBs from their boiler operations. Despite continuing development efforts in more eastern parts of the state, the use of CCBs for commercial applications has not increased to a level which alleviates the need to store vast quantities in private monofills on the generator?s property. More than 1.25 million tons (1.13 million t) of CCBs are landfilled in NC annually, with 300,000 tons (271,985 t) per year generated in western NC alone. Many different boiler types, which span both very old units and those that are modern and efficient, were to be found. These included stoker-fired units, pulverized coal boilers, slag-tap furnaces, and fluidized bed combustion boilers covering a range of sizes. Any systems designed to separate CCB components from all these sources and convert them to useful secondary products would need broad processing latitude and flexibility. Up to the present there has been a paucity of research done in the western part of the state to find productive alternatives to storage in landfills. With tipping fees in our largest landfill now approaching $40 per ton ($44 per t) and escalating transportation fees (about $200 per truckload up to 40 tons, traveling a distance of 25 miles), the problem has become urgent both economically and ecologically. A well-designed, integrated wet process for CCB separation into value-added products had much potential to be less expensive than landfilling as well as to provide saleable materials with acceptable profit margins. These preliminary investigations also revealed that other major waste streams, in particular paper mill sludge and municipal and animal waste biosolids were important candidates for priority attention. Since these biosolids could furnish the organic component of a synthetic LWA product, they could be consumed as part of the same program. This added interest value to a growing list of partners to support and participate in the program.

Declining metal prices over the last few years have reduced the number of new metallurgical plants being built and limited opportunities for introducing new processes. However, technological advances are still being made. With increasing economic pressures, the emphasis is now on reducing unit costs by making equipment larger and through use of technologies with lower operating costs. This trend can be seen in the increasing size of grinding mills and flotation cells used in recent plant designs and in the adoption of HPGR crushing as an alternative to SAG milling. Few new technologies achieve widespread introduction until there are clear economic or operational drivers. These might currently include: ò          increasingly stringent environmental standards; ò          availability of exotic materials for equipment construction; ò          increasingly sophisticated instrumentation and control systems; ò          the need to treat increasingly refractory oretypes; and ò          the length of supply routes to many new plants. As a result of these drivers, a number of new and revitalised technologies will get increasing prominence in the design of new operations, such as: ò          use of ultrafine milling equipment such as MIM's Isamill for treatment of refractory gold ore concentrates; ò          use of thiourea as an alternative for cyanide in sensitive locations; ò          novel hydrometallurgical routes for treating base metal ores in remote locations; ò          paste thickening for tailings deposition; and intensive cyanidation of gravity concentrate

This report summarizes Bureau of Mines experiments in purifying sulfate leach liquors, which were prepared from low-tenor beryl concentrates by modifying the Degussa process. The leach liquor was prepared from a beryl concentrate containing 2.7 percent BeO by (1) sintering the beryl concentrate with limestone in a rotary kiln at about 1,150° C. and by (2) treating the sinter first with sulfuric acid and then with water to form and extract beryllium sulfate. About 80 percent of the beryllium was dissolved. The resulting leach liquor contained 2.4 grams of BeO, 20 grams of Al203, and 6 grams of Fe203 per liter. The laboratory solution contained much more aluminum and iron than a solution derived from treating 10 percent BeO concentrate, which is the standard raw material used by industry. Tests were made to determine the behavior of the solution toward alum purification and limestone neutralization both of which were employed industrially in conventional Degussa procedure.

Optimum Colliery is an opencast strip mine producing 18Mt of bituminous coal per annum for the export and inland markets as well as for domestic power generation at the Hendrina PowerStation. Coal is exposed by four 60m3 and four 11m3 walkingdraglines and transported from the open cuts to the processing plants by twelve 130 ton coal haulers. Overburden and interburden areas are drilled by nine 250mm-diameter rotary drill rigs. Until 1997 all surveying tasks were conducted by electronictotal stations requiring accurate control points from which line-of-sight XYZ readings could be taken. In 1997 a GPS system was introduced which consisted of a fixed base station and two rovers. The rovers were able to perform most of the survey tasks assigned to total stations. In addition, two overburden drills were equipped with blasthole drill navigation systems, which includes the drill monitoring and material (strata) recognitions system. The rest of the drilling fleet will also be equipped with GPS systems. Blasthole positions are designed in the office based on survey and geological/geophysical information and transmitted via radio link to an industrial PC on the drills. Together with GPS positional data, both the planned and actual drill positions are displayed on an LCD screen. This eliminates the need for surveyed hole positions to be staked before drilling, and for actual hole positions to be surveyed after drilling. As holes are drilled, performance and rock property data transmitted back to the office. Future applications will include GPS monitoring of dragline positions and pad elevations. GPS receivers on the draglines will utilize the existing base station to calculate and transmit XYZ co-ordinates. Another application will be locating of boreholes in the field prior to the pumping of specified explosive charges into the blastholes. Charging instructions for each blasthole will be loaded into the computer on the explosives truck which will be equipped with a GPS system for hole identification.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable. The material will he presented in three parts. as follows I. United Stares Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Other Foreign Patents. At present the source of virgin iron for steel produced in New Zealand is titanomagnetite extracted from titaniferous beachsands. Some of these beachsand deposits contain extractable quantities of ilmenite as well as titanomagnetite and both minerals represent challenging sources of vanadium and titanium products in addition to iron. This study looks at some theoretical aspects of smelting these ores directly with coal rather than with electric power, and takes into consideration the properties of the raw materials, the thermodynamics of possible process routes and the background of the economics involved.

The San Manuel district of Arizona was first prospected prior to the Civil War, but there was little or no production until 1881. Small operators tried to develop ore bodies from time to time after that without success. Then, in 1917, a drilling program was carried out; but it did not indicate a copper content of interest. Finally, in the 1940s, the U. S. Geological Survey drilled the property and obtained indications of a mineralized area. At that time, Magma Copper and its principal owner, Newrnont Mining Corporation, drilled many deep holes through the gravels and conglomerates and in 1948 proved an ore reserve of 367 million tons of 0.785% copper sulfide ore. Underground exploration and development were started in early 1948, and in 1953 design and construction of the surface facilities commenced. By the end of 1955 plant construction was completed. The ore deposit of disseminated pyrite, chalcopyrite, chalcocite, molybdenite, silver, and gold is in quartz monzonite porphyry gangue. Mine production, which is entirely underground, is by full-gravity block-caving. Initially, ore mined at a rate of 36,000 tpd was hoisted through two identical shafts. From the 5,000 ton coarse ore bins located at the collar of each shaft, the ore was hauled by a shuttle service rail- road in 100-ton bottom-dump rail cars a distance of seven miles to the rail bin. Fragmentation from block-caving supplemented by underground grizzlies at the loading stations controlled the oversize material to give a feed size acceptable to the two 7 ft standard Syrnons crushers. During operation, however, it became evident that a large amount of secondary breaking in the grizzlies was necessary to produce a suitable feed for the standard crushers. The decision was then made to install primary gyratory crushers on the surface adjacent to the shaft site ore bins. Under each 5,000-ton coarse ore bin, an 8ft by 20 ft (2.44 m by 6. 1 m) apron feeder transfers the ore to a 13 ft 6 in. by 10 ft (4. 1 m by 3. 05 m) grizzly set at 6 in. (152 mm) and sloped at 45 degrees. About 65% of the ore passes the grizzly and thus bypasses the 42 in. by 65 in. (1.07 m by 1. 65 m) Allis -Chalmers gyratory equipped with a Hydroset mechanism and having an open side setting of 5 ½ in. (140 mm). Grizzly undersize and crushed ore drop onto a 6 ft by 30 ft (1. 83 m by 9. 14 m) variable- speed apron feeder for transfer to a 54 in. by 90 ft 5 in. (1.37 m by 27.6 m) inclined conveyor equipped with a tramp iron detector. Indication of tramp iron automatically stops the conveyor and both apron feeders. Barcelona Metro Line 9 (Line 9) is an essential infrastructure, improving the transversal transport in Barcelona by connecting the greater part of the currently existing radial lines. The purpose of Line 9 is to create a peripheral line surrounding the city of 1.6 million people (metropolitan area exceeds five million), and includes 52 stations, of which a total of 32 are deep shafts and 19 transfer stations in a densely populated area with several geographical constraints.The tunnel has an inner diameter of 10.90 m, bored with an earth pressure balance (EPB) tunnel boring machine (TBM) in soil sections with precast concrete lining type universal ring and segments 40 cm thick.A single tunnel solution was adopted, driven by functionality and costs savings. The internal tunnel section is divided into two levels to allow for one way rail transit including the platforms in each station on each level in order to optimise the space created by the TBM excavation and comply with the operational needs. Borates have been mined in the desert areas of California and Nevada for more than 100 years. To about 1890, playa surface mining provided the chief sources of boron minerals. Underground mining of colemanite and later of borax and kernite was predominate until about twenty years ago. Open pit mining of the large deposits of borax and kernite near Boron, California has been most significant for the past twenty years. Mining of colemanite in the Ryan, California area, near Death Valley, began in 1907. Following the discovery of the large deposits in the Boron area (about 1957), mining in the Death Valley area became nearly nonexistent. Only small tonnages were mined for special uses. Little mining was done in the Boraxo area near Ryan. The first claim was made in about 1915 In 1960 the area became the property of the Kern County Land Company, which was acquired by Tenneco Oil Company in 1967. In 1976 the various borate properties and claims in this region were acquired by American Borate Corporation. The open pit mine is now approximately 400 feet (121.9 m) deep, 3000 feet (914.4 m) long and 1000 feet (304.8 m) wide. The borates in the Boraxo pit consist primarily of three minerals. These are about 50% coiemanite (C2B6O11' 5H2O), about 40% probertite (NaCaB5O9.5H2O), and 10% ulexite (NaCaBcO9.8H2O). The colemanite, along with boric acid and high-grade coiemanite ore from Turkey provide the only sodium-free borates for production of textile grade fiberglas. When heated to its decomposition temperature, colemanite decrepitates to a fine powder. This provides the basis for the concentration process. The gangue minerals in this deposit are primarily calcite and clays, including bentonite. The ore body has a very low arsenic content.which is a desirable feature. Test work had been done with samples prior to the results discussed herein. This paper will discuss results of test work which were the basis for erection of a plant, and the subsequent plant operations.

Trends in Test Filtration to Respond to Decreasing Sample Size There has been a steady decline in the quantity of samples available for testwork when developing new mining processes due to the maturing mining technology and the increasing costs of pilot testing. Larox, a supplier of filtration equipment and its co-operation partner Lappeenranta University of Technology (LUT) have been actively developing new equipment, testing methodologies and tools to plan test campaigns with the objective of being able to determine the optimum filtration technology and the parameters for sizing full scale equipment with a minimum sample size. With smaller sample sizes, the test scale diminishes from pilot scale to bench scale, and the small equipment size has implications for scale-up. Redesigning the equipment to simulate full scale equipment rather than to match filtration theory has led to some interesting developments. Comparisons between bench scale equipment and production units help identify the limitations of bench scale testing. The nature of filtration is such that it is unreliable to estimate filterability theoretically, and different testing methodologies have been investigated to be able to test the feasibility of filtration from samples as small as few grams. While not optimising the filtration technology, these methodologies provide an adequate level of accuracy for scoping studies. Together with improvements in equipment, a software tool has been developed to reduce the number of tests necessary to optimise filtration technology and parameters for sizing.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The MSHA preamble does allow that mine operators can also make audiometric monitoring a condition of employment. FRA requires employees to

The Ilo Refinery was commissioned in 1975, with a cathode production capacity of 150,000 tpy. In 1994, Southern Perú Copper Corporation (SPCC) purchased the Refinery from Minero Perú SA. Subsequently, in November 1999, Grupo Mexico acquired control of Southern Perú. The anode production facility is located at the Ilo Refinery. A number of effective operating and quality control practices have been developed that have improved anode quality, as well as increasing anode production capacity to 350,000 tpy. These, and other optimization actions have allowed for a current density increase from 213 A/m2 to 275 A/m2, while maintaining current efficiency at 98% and sustaining the high quality of the cathode. The paper will outline the scope of operational practices in the Anode Plant and provide some discussion on the Ilo Smelter modernization project, and the resulting impact on the existing anode plant.

This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

The paper point out the Angostura deposit is located in Colombia. The Angostura deposit, located within the Eastern Cordillera of Colombia is hosted by Triassic-Jurassic quartz monzonite and quartz diorite porphyries emplaced into Precambrian gneisses of the Bucaramanga Group. Silicification, pyritization, sericitization, alunite and pyrophyllite and other alteration and indicator minerals suggest a high sulfidation origin for the strong hydrothermal alteration. Major faults and shear zones occur in the area with NE, E-NE, E-W, WNW, NW and N-S directions. Analysis of geological results and structural modeling has also demonstrated that there is potential for additional high-grade ore shoots within the presently known mineralized structures. Delineating these structures should result in an increase of overall grade and contained ounces.

"INTRODUCTIONTeck-Corona Operating Corporation's David Bell Mine is located 35 Km east of Marathon, Ontario. In conjunction with its 1000 tonne per day gold concentrator, the company operates an effluent treatment plant for the treatment of mill, mine and site effluents prior to environmental discharge. This paper provides a brief overview of treatment strategies and methods, employed to detoxify final effluent.WATER MANAGEMENTThe tailings impoundment basin, located 3 Km south of the plant site, provides storage capacity for all process effluents and site run-off. Basin supernatant (reclaim water) is recirculated to the plant for reuse as process water, in order to minimize fresh water consumption. As site run-off and limited fresh water intake exceed natural losses due to evaporation, reclaim water in excess of process requirements is passed through the effluent treatment (ET) facility to control tailings basin level by providing regulated discharge of environmentally acceptable effluent. (Figure 1)PASSIVE TREATMENTTo reduce treatment costs and burden on the ET facility, reclaim water is fed to the plant to take maximum advantage of natural destruction processes occurring in the tailings basin.These include: volatilizationphotodecompositionbiological oxidation and precipitationstorm water dilutionConcentrator recovery techniques (Figure 2) are directed toward maximizing gold recovery while limiting the addition and extraction of contaminants requiring disposal and eventual treatment.Currently ore ground to 90% -200 mesh is pre-aerated at pH 9.0 with lime for 18 hours prior to 30 hours cyanidation at pH 9.5 with low cyanide ion excess (70 ppm).Pre-aeration passivates cyanicides prior to cyanide contact. This reduces cyanide consumption and the formation of cyanide complexes. In conjunction with recovery requirements low pH is maintained to retard the dissolution of stibnite into its antimony and sulfide components."

A testing method for assessing the shear-bond strength of thin spray-on liner (TSL) on rock substrate was developed at Wits University Rock Mechanics Laboratories. The gap between a 20 mm thick steel ring and a rock core is filled with TSL along the depth of the ring. After the curing of the TSL for a predetermined period, the sample is placed on a base, which offers support to the steel ring and the TSL but not to the rock core. A compressive load is applied on the rock core displacing the core on TSL contact and punching it towards the void in the support base. Shear-bond strengths for different TSL products as well as shotcrete were measured. This paper describes the test set-up and points out the important aspects and procedures during sample preparation and test execution. The test results are also presented and discussed.

On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.
