The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

By means of the measurement of the enduring property and microstructure observation, an investigation has been made into the influences of the element Re and TCP phase on the enduring property of the single crystal nickel base superalloys. Results show that the needle-like TCP phase is precipitated along the <110> orientation on {111} planes in Re-containing/free superalloys during the long term aging, the TCP phase is identified as µ phase, and the precipitated µ phase in 4.5%Re alloy is gradually spheroidized during aging. Thereinto, the needle-like µ phase may obviously decrease the enduring lifetimes of the alloys due to the consumption of the refractory elements and the effect of the stress concentration. But the stress concentration is not easily generated in the regions near the spherical-like µ phase, which is a main reason of reducing the enduring lifetime of 4.5%Re alloy to a small extent.

Hydraulic fracturing to precondition the orebody to enhance rock mass cavability is gaining acceptance in underground cave mining applications. Assisting cavability is becoming important as an increasing number of cave mines are being implemented in hard, deep and competent rock masses where clamping stresses are higher and cave column heights may be in excess of 1000 m. Propagating large caves to surface in such conditions can be challenging as risks such as slowed propagation and air gaps can develop during the process.Underground-based hydraulic fracturing is routinely used at Cadia East as a means of preconditioning the orebody to assist in cave propagation, fragmentation and seismicity reduction. This paper presents a summary of a surface-based hydraulic fracture program that was successfully implemented to assist in the propagation of the Cadia East Panel Cave 1 (CE-PC1) cave to surface through competent overlying rock masses. In this case study, the propagation of the CE-PC1 cave slowed as the cave grew past 750 m in height, initiating a Trigger Action Response Plan regarding the cave propagation rate. Surface-based hydraulic fracturing was subsequently used to stimulate the cave to propagate through the final 450 m to surface. To cater for the future introduction of 12 car trains, London Blackfriars railway station is being extended from the north end to span across the River Thames. Following the demolition of existing buildings, a number of challenges had to be overcome including working adjacent to a live railway line, above live London Underground tracks and working in small restricted spaces. Trains entering and exiting two lines of track at the bridge&apos;s north end of track meant that access was difficult due to the location and proximity to existing infrastructure. The site was very much constrained and congested and there were also a series of works in place to maintain passenger flows so as not to inconvenience the travelling public. The site had been developed many times in the past resulting in a number of obstructions that would require removal during the piling work including old brickwork, reinforced concrete, redundant railway sleepers and track and existing concrete and timber piles. A number of solutions had to be devised to overcome these obstructions. Piling works were undertaken during the day and at night to meet programme.

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

Researchers at the National Institute for Occupational Safety and Health?s (NIOSH) Spokane Research Laboratory are developing a borehole profilometer to dynamically measure the roughness pro-file of boreholes used to install roof bolts fully encapsulated with resin. Numerical measures of roughness were calculated from profiles of borehole surface roughness to determine potential roof bolt anchorage capacity. The concept of dynamically profiling was proven through the following series of laboratory tests: a sensitiv-ity test using various grits of sandpaper, a known-profile test along a section of a concrete hole, and a simulated borehole test in a pipe with machined grooves. Two profilometer prototypes were devel-oped that measure slight changes in the radius of a borehole using either strain-gauged, spring-steel arms or rigid, steel arms attached to a spring-loaded cone and a linear potentiometer. Both instruments performed reasonably well in the laboratory and were subsequently tested in boreholes drilled in two concrete blocks using different drilling techniques to obtain three different borehole surface roughnesses. A Z2 roughness parameter was calculated with data from the first profilometer, and an average radial increment was calculated from the test results of the second profilometer. Although both instruments were able to readily distinguish the difference between smooth and rough boreholes, the correlation coefficient (r2) for a linear relationship between Z2 and average radial increment was 0.577. Pull tests were conducted with resin bolts installed in the concrete blocks, but maximum pull-out strength could not be correlated to borehole roughness because in each of these tests, failure occurred at the resin-bolt interface. A more sophisticated prototype has been designed to measure surface roughness and also accurately determine the location and tilt of the instrument in the borehole. However, this instrument has not yet been fabricated or tested.

Dynamic load testing is employed with ever increasing frequency to estimate the strength and elastic settlement behavior of piles of all types. For dynamic loading ram masses up to 20 Mg have been used and pile resistance forces up to 30 MN have been activated. Strains and accelerations induced by the impact are measured near the pile top and a load-set curve is computed by the so-called CAPWAP method. This paper briefly describes both the necessary equipment and other details of the dynamic tests and the available analytical tools for data interpretation. Furthermore the need for further research and the current status of standardization will be discussed. This paper also presents the results from several static and dynamic correlation tests on cast-in-situ piles of up to 2 m diameter and 64 m length. The results demonstrate the economical and technical feasibility of this test method.

A processing unit was developed for the complete cleaning of titanium alloy chips. The process uses solvent degreasing, magnetic separation, and anodic solution of nonmagnetic impurities in 10 weight-percent sulfuric acid. Vacuum arc-melted ingots weighing approximately 10 pounds each were prepared from cleaning chips according to ingot specifications.

The design of the settling pond for the Malvern Hills opencast coal project was based on a primary requirement to control runoff and sediment generated from the immediate 6 ha mine catchment, which included two seepages from old underground workings. The pond has been particularly effective in controlling turbidity in the outflow water, with the consent limit of 50 NTU being met on all but one occasion and normal levels of discharge less than 10 NTU. Water quality testing carried out at the time of consenting indicated that there were no acid-generation issues with the proposed mine site in dominant mudstone strata of the Broken River Formation, and that water from the old mine workings was near-neutral in terms of pH and well-buffered. However, it became apparent over the very dry summer of 2003 - 2004 that slaking of the exposed mudrocks in the mine batters was resulting in significant acidity generation, and outflow pH levels were well below the consent limit of 6.5 during and following periods of rainfall. Although these acidity problems have been remediated in the short-term by the use of lime products, it is clear that a programme of lithotype characterisation for AMD should have been undertaken and this has now been implemented. Design of long-term acid drainage control measures is being carried out, and will probably be based around the use of hydrated lime for pH control with enhancement of natural wetlands.

Coal is a complex heterogeneous commodity that can be mined in a number of ways and needs to be processed to a homogeneous quality that satisfies the customer?s requirements, while attempting to maximize revenues. Only a small proportion of coal is suitable for metallurgical use. Export coals cover a wide range of qualities and some coals can be used optimally in the raw state for energy production. Critical quality parameters vary and can be a combination of heat value, ash, volatiles, sulphur, phosphorus, sizing, amongst others. The level of beneficiation is generally dictated by the washability of the coal, mining contamination, and the target product quality. The steps in the coal chain covered in this paper comprise exploration, mining selections, production, the washing process, and product delivery. Many points of sampling are needed to maximize yield at the correct quality, and some of these will be described in the paper. Keywords coal chain, coal beneficiation, sampling.

"In 1998, the Iron Ore Company of Canada initiated an aggressive program to improve the performance of its Carol Lake Concentrator located in Labrador City, Newfoundland. This program was termed the Concentrator Upgrade Program. The Concentrator Upgrade Program was a group of initiatives developed with the common goal of improving the overall process and operations of the IOCC Carol Lake Concentrator. The main goal of the program was to increase the annual production capacity of the concentrator from 18.0 million tomes to 21.6 million tomes. This gain in capacity was to be done mainly through improvements in process iron recovery. The target iron recovery value was 80+% versus a historical value of 70%. This improvement in iron recovery would translate to a natural weight recovery improvement from 44% to 50%.The Concentrator Upgrade Program provided the first opportunity in 30 years to make fimdamental changes to the concentrator flowsheet. To accomplish this, several pilot plants were built to evaluate new circuits. AAer 2 years, a new flowsheet was selected for the primary gravity separation circuit and the magnetite circuit. The centrepiece of the new flowsheet was the introduction of Hindered Settling Separators to the metallurgical process.The Concentrator Upgrade Program has since proceeded into detailed engineering and, as of February 2001, construction. The first one of IOCC’s 3 primary AG Mills (Mill 11) has been converted to the new flowsheet at the time of writing and is in the throes of commissioning. This paper will review the flowsheet development program in the pilot plant for the gravity separation circuit and examine the overall benefits to the operation of the IOCC Carol Lake Concentrator."

As the techniques and resolution for 3-D spatial analysis have advanced in the last decade, it is now possible to map in detail the microstructure of multiphase materials in three-dimensional digital space. In this regard, three-dimensional x-ray microtomography offers a unique imaging capability. Spatial resolution on the order of ten microns can be achieved with the use of microfocus x-ray generators. Recently, a state-of-the-art cone beam x-ray microtomography system has been installed at the University of Utah for the quantitative analysis of multiphase materials in three dimensions. This facility has been designed to obtain 2048 x 2048 pixel reconstruction over a 10-mm diameter, while also allowing for the imaging of somewhat larger (40-mm) objects. The system is capable of handling high-density materials, even materials having a density as high as 8.0 g/cm3. This unique, one-of-a-kind, instrument will be used to obtain three-dimensional spatial reconstruction for such applications as specific examples 3D liberation analysis, pore structure analysis of particle beds during filtration and air-void system of concrete structures. The utilization of x-ray microtomography not only will allow for quantitative analysis of multiphase systems but also allow for textural characterization and the determination of phase continuity. In this paper, we present information regarding the current use of this new facility and reviewed potential applications for the advanced analytical system.

Many concepts concerning equipment selection, performance prediction, and evaluation of support requirements for tunnel construction in soil or hard rock tunnels cannot be extrapolated directly for application in soft rock (compressive strength between 1.0 and 35.0 MPa). Case histories for small diameter (less than 3.5 m) tunnels in Austin, Texas, are analyzed to gain insight into particular problems encountered during tunnel excavation in weak sedimentary rock, and the performance of different excavation systems are compared.

"INTRODUCTION The character of mine drainage from areas of low pyritic coal3 and from average pyritic coal4 has been investigated, and to complete the study it seemed desirable to select a number of mines situated in high pyritic are as to determine whether or not this variation determines the relative acidity of drainage from mines operating in these characteristic coal fields. Advantage has been taken of some worked on in 1918 by Henry Leighton 5, then Professor of Economic Geology, University of Pittsburgh. He visited and has reported certain areas of high pyritic coal which we also visited during this study. Many of the mines were found to be idle in 1930 and a few were caved shut, apparently for several years. However, samples of the outflow from all mines visited were collected if possible and analyzed, and some general information was gathered for each mine. Australia is not capitalizing on the raw gems and precious minerals that it produces in abundance. In particular, there is an unrealised value for diamonds due to lack of processing after mining. Australia could enhance the value of its raw jewellery products by developing and integrated jewellery industry. For instance, initiation of a diamond industry would require training programmes to educate people in the requisite skills, such as diamond sorting, cleaving, sawing, bruting and polishing. Equally important would be the training of people in design jewellery, manufacturing, and appropriate diamond grading and sales techniques. Future technological advances in diamond processing will decide where the major diamond processing centres of the world will be. Australia, for a relatively small investment, could develop a highly productive diamond processing capacity using the new technology available. Australia&apos;s geographical position, and advanced banking and communication facilities provide the potential for this country to become a major trading centre for diamonds. W. M. Bertholf—This is an excellent report of a well-conducted investigation, of sufficient scope to provide generally useful information. Some years ago we had occasion to test the Humphreys spiral on the middling from our table plant. The conclusions reached in this investigation come as no surprise to us. In certain applications it is virtually impossible to improve on the spiral from the monetary returns point of view even though its "efficiency" may be low. We have noted that in all successful applications of the spiral the feed is "classified," hence we were somewhat disappointed in the showing the spiral made on the Poplar Ridge coal, the only one of the four which could really be considered the equivalent of a classified feed. As was noted in the paper, however, this coal contained a considerable amount of middle and high-gravity material, apparently more than enough to make up for the theoretical advantage of small particles in these categories. J. van Rensburg. Ten Council meetings were held during the year with an average attendance of eighteen. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J.
