The Atlantic City iron mine is located in Fremont County in central Wyoming, near the historic gold mining camps of Atlantic City and South Pass City. The mine lies on the southeast flank of the Wind River Mountains at an elevation of about 2,470 m (8,100 ft) above sea level (Fig. 1). An 81-h M2 (200-acre) tailings impoundment at the Atlantic City taconite operation has been a source of blowing dust. The site qualified for reclamation under Wyoming&apos;s Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction incorporated commercially available organic amendments and fertilizers into a 300-mm- (12-in.-) thick cap of a sterile clay loam cover material. The water level was lowered in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin. A wide tailings pond spillway was built that allows flood control while minimizing seasonal water-level fluctuations in the pond. Rock berms and rock snow fences were built for wind-erosion control and soil-moisture preservation. Future work includes tree planting in the protective wind/ snow shadows of rock berms and rock snow fences and plugging a decant pipe. US Steel opened the Atlantic City iron mine in August 1962. It closed in 1983. Taconite iron ore was mined by surface methods. The ore was magnetically separated from the waste. The magnetic concentrate was mixed with bentonite, formed into pellets and roasted to produce a blast furnace feed stock for US Steel&apos;s blast furnaces in Geneva, UT. The pellets were hauled by rail to the Geneva Iron Works. The Atlantic City Mine produced three types of wastes. These included waste rock overburden from mining, a coarse-grained (sand to small-gravel sized), nonmagnetic reject rock termed "cobbs" and fine-grained tailings ranging from 600 to 75 µm (28 to <200 mesh). Using sheet piles and pipe piles for permanent earth retaining is one of the most economical methods for constructing basement walls since they can also work as temporary shoring during construction. A major mixed-use redevelopment project in the UK, encompassing two to three large city blocks, utilized both sheet and pipe pile walls for a two-level subterranean parking structure. The 290m (950ft) x 100m (330ft) basement’s steel walls were designed to temporarily support excavation during construction and eventually to become a load carrying permanent structure in order to expedite the construction process and to achieve cost reduction. Two types of press-in piling machines, one for sheet piles and the other for pipe piles, were used for the job because of their abilities to press in sheet and pipe piles within tight tolerances for finished walls, for difficult installation conditions with very hard soil, and for its very low noise and practically zero-vibration operation; an essential factor for the job in close proximity to other businesses and residents. BACKGROUND Steel sheet pile and pipe piles have been used for many purposes including earth retaining. They are produced at steel mills and spirally welded at a fabrication yard to their corresponding specifications under strict quality control measures. Therefore, they can form highly reliable walls to its design capacity with proper installations. Their advantages as underground walls are:  They can form a high level of water cut-off function with their interlocks sealed by welding or with hydrophilic materials. See Figure 1 for a few examples for a sheet pile application.  They can carry vertical loading in addition to horizontal load and bending moment.  They can be a self-standing and temporary/permanent wall with flexible design and construction processes; bottom-up, top-down or hybrid sequences can be chosen per the project’s needs.  They can form a thinner wall than other wall types, creating larger inner space. Discussion of the paper of W. N. BEST, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1527 to 1537. WILLIAM A. WILLIAMS, San Francisco, Cal.-I would like to ask whether .Mr. Best ever had any experience with an oil burner that used neither air nor steam? W. N. BEST, New York, N. Y.-Yes. This type is commonly known as the "mechanical spray burner" and uses oil heated under high pressure to above its vaporizing point. These burners are not as efficient as the atomizing type for the following reasons: 1. They produce a round flame which; as with any other type of burner, must pass over a flat surface. A round flame cannot fit a flat surface. 2. They do not evenly distribute the heat, resulting in localized heat. 3. The outlet through which the fuel passes is very small; so all gravities of oil, especially oil containing sand, cannot be burned. 4. Their construction is such that they must be cleaned frequently, as the residuum in the fuel clogs the burner. 5. The oil opening being small, the capacity of each burner is small, so that many burners must be used in a boiler or furnace. (The fewer burners there are, the more accurately they can be regulated.) In marine boilers, these burners are largely used, because they do not require either steam or air for atomization. However, there are other methods by which this objection to other types can be eliminated, such as by the use of a rotary blower and steam turbine engine, the exhaust front the engine passing into the engine condenser, thus obviating loss of water. Mechanical burners are rarely used in shops. I know of but one power plant using them. With mechanical burners, the fuel must be maintained at a high pressure. On board naval vessels, some mechanical burners demand an oil pressure of from 100 to 6001b. It is advisable to reduce the pressure as much as possible, as fractured pipes or fittings are particularly dangerous, for the heated oil escapes as a vapor. In such cases there is liability of an explosion caused by spontaneous combustion.

"According to the legislation, valorization type, origin and characteristics of waste material, various standard procedures are available to evaluate environmental impacts. A Mn-rich slag was sampled from a metallurgical plant. After its characterization (elementary analysis and mineralogy), five standard procedures were carried out (i.e. TCLP, EN 12457-1). Each fixed parameter of the standards was systematically studied in a large range: pH, Liquid/Solid ratio, contact time. For example, EN 12457-1 led to a low ME mobilization, increasing with the L/S ratio, the contact time and an acidic pH. As a conclusion, the representativeness of the considered parameters and their potential variations are predominant to assess of the real environmental impact during slag reuse. Introduction Recent studies have been carried out about environmental impacts of waste containing metallic elements (ME) because of their potential mobility [1-7]. Indeed, slags are either dumped or valorized in various activities such as building materials. In order to assess environmental risk, various standard procedures are used depending on country legislation, origin of waste and valorization way. Results of leaching tests are linked either to special legislation (e.g. Dumping: EC, Council Decision 2003/33/EC, Construction products: EC, Council Directive 89/106/EEC) or to legal levels used in drinking water (Directive 98/83/CE) when leachates could migrate to groundwater. If ME in leachates are lower than drinking water authorized levels, the waste will be considered as non-hazardous. On the contrary, if the leachable amounts exceed them, the question about the risk has to be posed. Beyond the abundance of leaching tests available, variety of operational conditions induced by these regulatory tests does not make the choice easier. According to operational conditions induced, ME release could vary from one test to another one. ME concentrations in leachates depend on pH, Liquid/Solid ratio, contact time and particle size [3]. To highlight the importance of these operational parameters, potential risk for valorization of a manganese-rich slag was assessed by comparing several standard leaching protocols [8-12] with a global study dealing with the influence of operational conditions. For each regulatory protocol, the most influential parameters (L/S ratio, pH, particle size and contact time) have been studied in a large range."

Recent evidence has indicated that the films forming at crude oil-water interfaces are the result of naturally occurring su,rface-active components in the crude oil rather than oxidation products resulting from exposure of the oil to air. Since the presence of such films may strongly affect the displacement of oil from porous media, a knowledge of their composition and formatiorz is of fundamental importance. In this study, without the assumption of a specific mechanism, film formation is considered to involve the transfer of a weakly surface-active species in solution in the oil to the oil-water interface. The film gas law and the Gibbs adsorption equation may thus he applied to the system. The rigid films which form upon decrease of the oil-water interfacial area are considered a result of the very slow rate of re-solution of the film material into the oil. When the shrinkage of the interface is very rapid, the amount of film material leaving the interface is negligible, and the system may then be treated in the same manner as an insoluble film. The combination of these treatments leads to a new concept of the film factor in which it may he quantitatively related to the concentration of film-forming material at the interface. Suitable experiments can then yield the following information. 1. Original concentration of surface-active species in the oil. 2. The change of concentration with time. 3. Concentration of surface active species at the interface. 4. The change of this concentration with time. 5. Interfacial tension of the system at any time and its variation with time. 6. Equilibriunz concentrations for a given set of conditions. 7. Concentration requirements for solid film formation. 8. Molecular diameter of the adrorbed species. These calculations may be made solely from data taken from measurements on the original oil. While using the pendant drop method of interfacial tension measurement of crude oil-water systems, Bartell and Niederhauser&apos; remarked on the thin, transparent, pliable, solid films or membranes which were often formed at the interface between crude oil and water. As a result of their observations of these films, Bar-tell and Niederhauser concluded: 1. The films are formed by material from the oil adsorbed at the interface rather than by a reaction at the interface. 2. The adsorption of the film-forming material is a rather slow process. 3. There are good indications that the process is reversible; i.e., the film constituents may re-dissolve into the oil. 4. The film will spontaneously spread over any new surface formed. 5. The process of adsorption at the interface is accompanied by a decrease in the interfacial tension of the system. Although they had proved that film formation was not due to a reaction at the interface, Bartell and Niederhauser were unable to demonstrate conclusively whether these film-forming constituents were present in the original reservoir oil or whether they were formed as oxidation products after exposure of the oil to air. Recent evidence seems to point to their presence in the original oil. Although the true nature of the film-forming constituents is still uncertain, these conditions would be fulfilled by the assumption of the presence of a slightly soluble surface-active component in the original oil. This component would migrate to a freshly formed interface because it would thereby lower the free energy of the system. The component at the surface constitutes an expanded monolayer which would become compressed, upon retraction of drop, due to the slow rate of re-solution of the film components into the bulk of the oil. It is possible, by involved extraction processes, to separate or at least concentrate this film-forming fraction. However, using the assumptions made above, the technique of monolayer film study may be applied to reveal much of the nature of the adsorbing material without resorting to an actual separation of the film-forming constituents.

IN some districts of the bituminous coal field the problem of construct-ing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large. Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it is felt that a description of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton acid Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, 111. All three have water conditions that make it necessary to regularly seal off till worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bitu-minous coal fields of the United States with anything like so large a number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will he included herein on the Saxton mine than on the others, as the writers are more familiar with it.

In the USA the cost of steel ribs for tunnels approximates $100 million each year. European practice has long since abandoned heavy steel ribs for tunnel support, and tunnel coats in Europe (normalized for wages) are about half the costs incurred in the USA. A feeling has existed for some time that the USA practices of supporting tunnels with heavy steel ribs have been overly conservative. The USA practice is based on rock load coefficients by Karl Terzaghi. In 1946, Karl Terzaghi published a tunnel rock classification system (Terzaghi, 1946), with the rock loads on tunnels predicted for each class of rock. No data on real rock loads were presented by Terzaghi and his rock load coefficients may have been largely intuitive. His classification system and associated predicted rock loads have been widely used in the USA. Each rock class, taken from Terzaghi&apos;s classification system, is assumed to generate loads of loosened rock resting as dead load. The dimensions of the loosened rock are described by rock load coefficients multiplied by the tunnel diameter. The resulting rock loads are used by design engineers, contractors and agencies to size supporting steel ribs. Terzaghi clearly stated that he had conservatively assumed high rock loads for his classes 4, 5 and 6 to take a presumed effect of groundwater into account. If the tunnel was not affected by ground- water, Terzaghi stated those rock loads should be reduced by 50 percent. Twenty two years later Tor Brekke (1968) wrote a paper clearly showing that based on observation of more than 250 tunnels groundwater does not affect tunnel rock loads. In 1969, Deere, et al., published measurements made on a number of tunnels, and a well-known curve was drawn by Deere to illustrate Terzaghios coefficients graphically. Deere&apos;s text stated that Terzaghi&apos;s predicted rock loads were too high and should be reduced. Cording and Deere (1972) more recently published data indicating that very large real rock caverns and chambers were being successfully built using rock bolts, which can take only a very limited rock load, thus indicating that real rock load is much smaller than Terzaghi or even Deere predicted.

The present work is concerned with selective dissolution of niobium from Gabal El Faliq concentrate sample by using fluoridefree process. The chemical analysis of concentrate sample revealed the presence of high amount of ZrO2, Nb2O5, Re2O3, and HfO2 assaying 33.6, 1.99, 4.8, and 1.2%w/w respectively. Several economic minerals including zircon, samarskite, fergusonite, and xenotimewere recorded in the studied sample. About 98%of Nb content was selectively dissolved at the optimumconditions of 1:2 concentrate sample: KOH weight ratio, 2.5 h fusion time, and fusion temperature of 550 °C. Organic solvent extraction process using Aliquat 336S in xylene was effectively used for preparing pure Nb2O5 (98.95%).

The Eve Mills deposit is in Monroe County, Tenn., near the southeastern corner of the State. The deposit was examined in February 1943 by a Bureau of Mines engineer, and drilling the property was recommended to increase the on: reserves enough to justify mining should war needs require it. The deposits were explored, by 32 diamond-drill holes totaling 11,649 feet during the periods from July 1943 to November 7, 1945, and from April 1944 to August 17, 1944. The drilling campaign disclosed a large area of mineralization. The ore, however, is apparently confined to long, narrow sheets. The indicated grade of the ore bodies blocked cut by the Bureau of Mines is 4.o8 percent zinc and 2.10 percent iron.

"Gold ores containing oxide and some sulfide copper minerals incur significant cost penalties when leached with cyanide, because 4-5 moles of cyanide are consumed for each mole of leached copper. This equates to ~4 kg of NaCN per kg of leached copper. Total cost of excess NaCN consumption plus CN destruction can exceed $4.00 per tonne of ore. AuGMENT Technologies has patents pending on a process that can 1) economically recover 70-80% of the cyanide that is fed to a mill, 2) produce salable copper cathodes, and 3) reduce the need for a cyanide destruction facility. Standard equipment for resin processing and electrowinning are used to recover the cyanide and produce the copper cathodes. Steps have been taken to determine: 1) how to develop the resin kinetics, 2) how much savings are incurred at a mill site, 3) how the novel 'electro-elution' circuit achieves efficient operation.IntroductionWhen gold ores containing nuisance copper are leached with cyanide, a significant cost penalty is incurred because 4-5 moles of cyanide are consumed for each mole of copper that leaches. Single crystals of ZnTe and ZnTe1-,Sex with x up to 0.13 have been grown from the elements by temperature gradient solution zoning using excess tellurium as a solvent. Best results have been obtained with charges with the compositions 45/55 at. pct Zn, Te, for ZnTe and increasing amounts of selenium for ZnTe1-xSex. The temperature in the molten zone was maintained at about 1070°C with a gradient of about 10°C per cm. Chemical analyses of quenched ZnTe ingots show tellurium concentrations in the molten zone as high as 70 pct with concentration differences across the zone of 1 to 2 at. pct Dark dots which are observed by transmitted light microscopy in as-grown crystals can be removed by annealing in zinc vapor at 900 C. INTEREST in wide band gap semiconductors has led to a new study of ZnTe and ZnTel-xSex crystal growth. ZnTe is the only II-VI compound with a wide band gap (2.3 ev) that can be made p type with low resistivity. Attempts to make it n type with low enough resistivity to be useful for p-n junctions have so far been unsuccessful.1 ZnSe has a band gap of 2.65 ev but can be made n type only. However, ZnTel-xSex solid solutions with x as low as 0.36 have been made both highly n and p type2 with a minimum band gap around 2.12 ev3 at room temperature and appear to hold the best promise for efficient injection electroluminescence in the visible. ZnTe has the lowest melting point of the zinc chal-cogenides (1295°C) and consequently attempts have been made to grow crystals from both the liquid and the vapor phase.4 Complicated apparatus is required for growth from stoichiometric melts because of the high vapor pressures of the elements at the melting point of ZnTe and because of the problem of quartz devitrification. Small crystals have thus been grown in high-pressure equipment by Fischer5 and by Narita et a1.6 with pressures of the order of 50 atm of argon to prevent excessive evaporation from the melt. Large crystals of ZnTe can be obtained by growth from the vapor phase4 but they often present numerous dislocations and inclusions. An improvement in the quality of vapor- grown ZnTe crystals was reported by Albers and Aten7 by equilibration of mixtures of small crystals with compositions lying on either side of the solid single-phase field at fixed temperature. The same technique was later applied by Aten8 to the growth of ZnTe1-xSex crystals with less than 1 pct inhomo-geneity. Because of the higher liquidus temperatures of the solid solutions and the high vapor pressure of selenium, previous attempts to grow ZnTel-xSex from the melt have been limited and unsuccessful.9 The phase diagram of the Zn- Te system is reproduced in Fig. 1, based on data from Kobayashi10 and Kulwicki.11 Carides and Fishher12 have reported lower liquidus temperatures on the tellurium-rich side, but their data would require confirmation. The liquidus temperature on the tellurium-rich side decreases rapidly with increasing tellurium concentration and the Te2 vapor pressure over the liquidus also decreases accordingly.&apos;3 The decrease in liquidus temperature and vapor pressure therefore makes it possible to use conventional apparatus if there is a sufficient excess of tellurium in the melt. Single crystals of ZnTe have thus been grown by Kucza,14 in a modified Bridgman technique, from solutions containing up to 60 at. pct of Te by lowering unsupported quartz ampoules through a temperature gradient at about 1200°C. Under these conditions, the phase diagram indicates that the entire charge is initially molten. Crystal growth can therefore proceed by normal freezing and rejection of excess tellurium into the melt. The modified Bridgman technique has several major limitations. Because of the rejection of excess tellurium into the melt during freezing, the melt composition and the temperature at the growth interface vary continuously. They tend to follow the liquidus until the eutectic which is very close to pure tellurium (447°C, >99 pct Te). Since the solidus composition also varies with temperature,15 crystals grown by this method are inhomogeneous. They present small variations from stoichiometry which may affect their structure and physical properties. The simultaneous increase in tellurium content and decrease in melt temperature also combine to reduce the rate of diffusion of tellurium away from the growth interface, thereby causing constitutional supercooling and possibly dendritic growth. To minimize these effects, the initial melt composition is in practice kept relatively close to stoichiometry (less than 60 pct Te). This however limits the possibilities of operating at low temperatures and pressures. This paper describes a modified method of crystal growth by temperature gradient solution zoning (TGSZ) which is an adaptation of the temperature gradient zone-melting technique developed by pfann16 and of the traveling solvent method of Mlavsky and weinstein.I7 The TGSZ method now applied to the growth of ZnTe and ZnTel-xSex crystals is characterized by its very simple experimental arrangement and sample preparation technique. Unlike the modified Bridgman technique, there is no increase in the tellurium concentration in the melt and therefore it is possible to operate at lower temperatures and pressures. This method is also suitable for maintaining a constant temperature at the growth interface.

The presence of gas in coal mines necessitates the use of costly ventilation arrangements and the use of expensive mining methods. On the other hand, the gas itself in many instances is of considerable intrinsic value, and its separate recovery might conceivably be a profitable undertaking. This paper is concerned with a study of the movement of gas in coal strata with the object of determining the laws governing gas movement and thus making at least a preliminary step toward the solution of the more practical problem of its control or recovery. Naturally, so important a subject has received much attention from scientists and engineers. In most cases, however, the studies have been concerned with the origin1$, the amount" the composition3 and the method of retention4 of the gas in coal; or, from the more practical side, have been concerned with the phenonlena and conditions associated with outbursts5 or explosions and their control. Numerous studies also have been made of the permeability of coal to gas" of gas pressures measured in coal seams, etc. The authors are unaware, however, of any attempt to present a consistent or complete picture of the laws governing the movement of gas through the coal. Study in West Virginia A recent study conducted at this University7 gives the first presentation of the distribution of pressures in a small section of a coal seam. Holes were drilled into the coal rib to various depths and at various distances from the coal face. The location selected for study was as remote as possible from disturbing influences of mining operations, faults, "wants," etc. The pipes extending into the coal that were used to determine pressures were grouted into the borehole for the entire depth of the hole, and great precaution was taken to insure accurate pressure readings. WHILE the yield stress of solution treated Fe-Cu alloys increases rapidly with aging, a precipitate has only been directly observed in overaged samples.&apos;-" This precipitate is essentially pure fcc copper, the E phase. Hornbogen2 suggested that the initial hardening is due to clustering of copper atoms in a bcc iron matrix. Hornbogen was not able to obtain direct confirmation for such bcc clusters by either X-ray diffraction or electron microscopy; however, he did observe analogous clustering in Fe-Au alloys7 where the scattering factor difference between iron and gold is more favorable than that for iron and copper. Fujii, Nemoto, Suto, and Monma4 recently observed diffuse electron diffraction scattering in a 2.5 pct Cu alloy aged at 500°C: for 30 hr. They suggested that part of the diffuse SCattering was due to a modulated structure of 26 to 42 wavelength parallel to the (110) matrix plane. This disappeared with further aging. However, 30 hr at 500°C is well beyond the peak strengthening in this alloy which occurred at less than I hr at 500oc.4 By transmission electron microscopy they could not distinguish between quenched samples and samples aged to maximum strength. The purpose of the present investigation was to try to obtain further confirming evidence for a precipitation stage preceding the formation of the fcc E phase. Change in Young&apos;s modulus was selected for study be- EXPERIMENTAL PROCEDURE The Fe-1.67 at. pct Cu alloy was supplied by the U.S. Steel Corporation in the form of a hot forged rectangular bar. The carbon and nitrogen contents of this alloy were 70 ppm and less than 10 ppm, respectively. The samples for Young&apos;s modulus measurements were made by cold swaging to & in. diam and cutting to 2 in. lengths. Tensile test samples 1 in. long were prepared by cold rolling to a thickness of 0.012 in. and then machining to gage dimensions of 0.5 by 0.012 in. For Mijssbauer studies, foils 1 mil thick were prepared by cold rolling. During fabrication the alloy was given intermediate anneals at 845OC followed by quenching. The specimens after preparation were solution treated at 1000°C (y field) or 845°C (a field) for 1 to 2 and 5 to 6 hr, respectively, in a dynamic vacuum of about 2 x lom6 torr. The tensile and modulus specimens were drop-quenched into iced brine through an aluminum foil which vacuum-sealed the bottom of the furnace tube. The MOssbauer foils were drop-quenched into helium gas cooled by passing through N2 (liq) in a copper coil. The grain diameter of the modulus and tensile specimens was between 0.025 and 0.035 mm. The samples were aged from 400" to 500°C in a dynamic vacuum of 2 x 10-6 torr and cooled by pulling into a water-cooled portion of the vacuum system. The dynamic Young&apos;s modulus was measured at room temperature using electrostatic excitation and detection of longitudinal vibrations.&apos; Neglecting any length change during the aging, (this is expected to be comparatively small), the fractional change of Young&apos;s modulus (?Et)/Eav, is equal to twice the fractional change of the resonant frequency (?ft)/fav . ?ft =ft —fo where fo and ft are the resonant frequencies of a specimen before aging and after aging to time t. The measured f&apos;s, approximately 51,000 cps, were corrected to 25°C for any variation in the ambient temperature. The tensile tests reported were carried out at room temperature in an Instron with a 1000 lb full scale load cell. The flow stress reported herein corresponds to a strain of 0.002. Calcium aluminates, calcium aluminate ferrate and calcium aluminate sulfate were synthesised by solid-state reaction, sol-gel method, a self-combustion method and by a polymeric precursor process. For chemical sintering methods the base chemicals CaO, CaSO4, Al2O3 and Fe2O3 were used. As precursors for sol-gel synthesis metal nitrate hydrates and Al2O3-Sol were used. In order to synthesise pure phases by a self-combustion reaction glycine was used as fuel and nitrates as metal components. In the polymeric precursor process metal nitrates and diluted H2SO4 were used as metal components and the resin was made using citric acid (C6H8O7) and ethylene glycol (C2H6O2). Precursor phases synthesised by these different methods were sintered step-by-step in order to investigate the crystallisation. Further on single phases were hydrated and their hydration behaviour was studied by heat flow calorimetry, X-ray diffraction and cryo-transfer scanning electron microscopy. Due to the different synthesis procedures different hydration reactions and microstructures of the phases will be shown.

Some time after my arrival in Rock Springs to fill a short engagement with The Union Pacific Coal Company, Mr. Dickinson informed me that he had placed me on the program for a paper entitled "Mechanical Loading in Indiana." Since development of mechanical loading operations on a genuine coal producing basis for that section began near Oakland City, Indiana, and rapidly spread over Southern Indiana, Western Kentucky and Southern Illinois simultaneously, the results referred to are in many ways common to all three states. Prior to December, 1922, several attempts at mechanical loading had been registered, notably among which were installations of the Jeffry Entry Driver, and the Meyers-Whaley loader. The object of most of these earlier installations was quick development rather than lower production costs in face loading. In this measure it is claimed the machines were at least partially satisfactory. Three items which seemed to delay rapid progress in the adoption of either machine were, excessive first cost, height of coal seam necessary, and timidity of the operator relative to the labor situation which might develop. When the Joy machine was put on the market in the form of the 4-B.U., with a clearance overall which would perform in coal slightly under five feet in height, and at a cost price of less than one-half that of other machines being sold, many operators were at once ready to take a chance along with the manufacturer. This desire was accentuated by the difficulty to operate coal mines at all at prevailing production costs. This condition also made the coal miner more receptive to machinery which would give added employment to the field. At the convention held in Cincinnati during May, Mr. .Joy stated that about 200 of his machines were in operation at that time. Mr. Whaley said that about 40 of his were in use in coal mines. It is probable that of the above sum 75 machines were installed in Indiana, Illinois and Kentucky. Since that time, possibly 50 more machines of later design have been added. Like many of our troubles, those which seemed most difficult to overcome, proved in the end to have been least of all, and in this case the sup¬posed resistance which labor would advance has been more or less imaginary. In Illinois and Indiana a scale of wages is being accepted which is consistent with average earnings of machine men. The fact that a large number of coal operators want and are buying more loading machines has encouraged mining machinery manufcturers on every hand to devote renewed vigor to the cause and it is generally understood that new types and models are being developed both in factories and mines with the coal industry eager always to see the latest development. I understand that at present the Goodman, the Jeffry, and the Sullivan machinery companies are each offering new designs to meet Indiana and Illinois requirements. It is not strange that with so many installations many were made as a result of an impulse to ride the band wagon without any serious attempt to study the results or draw any conclusions from the experiences of others with loading machinery.

Restriction programs in important raw-materials industries in foreign countries have been abandoned after lengthy trials. Presumably, failure has been a logical consequence of the attainment of objectives of the restrictive schemes in the early periods of their administration in defiance of economic law. In general, the chief objective has been the elevation of prices of the products of these industries. More conservative plans have sought the maintenance of a price structure that was in jeopardy at the time restriction was initiated. The course of the administrat&apos;ion of restrictive measures can be traced by the result&apos;s of restriction, viz.: the creation or maintenance of highly profitable prices; the over-expansion of productive facilities; the accumulation of inventory; and finally, by the collapse of the price structure, which invariably has led to abandonment of the restrictive scheme. The theory and practice of restriction as applied to industries that have tried it are too well known to need detailing here. Restraint of Production of Crude Oil Regardless of the record of the catastrophic outcomes of restrictive measures in other industries, our industry has not been deterred from attempting restriction of crude-oil production. The assumed bases for success of our restrictive plan are clear. They follow from the fact that the physical characteristics of the petroleum industry differ from those of other industries that have tried restriction. Its raw material is a highly essential substance, a natural, exhaustible resource. The extent of its reserves is unknown, a fact that arouses the cooperative spirit of conservationists. At no time before the inauguration of restriction had its developed reserves been sufficient to supply more than the requirements for a few months without the help of new drillings. To a considerable extent its discovery involves the element of chance. Its economic production seems to require an unnatural relationship; namely, cooperation among competitors, because it is a fugitive resource, capable of moving from under one owner&apos;s property to underlie another&apos;s. Thus its recovery presents intricate legal questions concerning property rights.

Continuous Flight Auger (CFA) technique represents an important technological advance in the construction of piles in soft soils. The possibility of excavation under the water table with no need for drilling fluids, along with high productivity, have resulted in this technique?s becoming widespread in many countries. However, CFA technology has limitations because of its difficulty in penetrating hard layers and cross strata with cobbles and boulders. In these situations, pile verticality may be an additional problem. The Cased Augered Pile (CAP) technique consists of penetrating the soil with an auger housed in a casing. Two independent rotary heads sliding along the rig mast operate the auger and the casing. By adjusting the height of the casing shoe and auger bit according to soil type, it is possible to drill piles in very severe conditions - in the presence of cobbles and boulders - and to socket the pile into the rock. The use of a steel casing enables improved pile verticality. Therefore, the CAP technique is also used to construct secant piles to be used as diaphragm walls. The limitations of this technology are the depth, usually no more than 27 m (88 feet), and the size of the rig that supports the drilling tool, no less than 70 t (77 short tons) in working conditions. This paper illustrates CAP technology, the drilling system, and the characteristics of concrete and steel reinforcement and offers a case study of the Palermo-Carini second railway line, which used CAP to construct the new 30 km (18.6 mi) railway line, 20 km (12.4 mi) of which passes through the very congested downtown area of Palermo. More than 300,000 m (186.4 mi) of piles have been drilled in dense calcarenite formations with unconfined compressive strength of 15-25 MPa (2,200-3,600 lb/inch2), soft clay, and silt formations.
