Traditional techniques for the experimental determination of toxic fumes produced by the detonation of high explosives are not applicable to blasting agents. To detonate properly, blasting agents require confinement, a significant booster, charge diameters of 3 inches (7.5 cm) or greater, and charge lengths greater than two times the charge diameter. Without these conditions, blasting agents will not detonate at full order, leading to a misrepresentation of the gaseous products.

INTRODUCTION The first commercial plant in the world to successfully produce pellets from manganese ore fines is the ICOMI pelletizing facility in northern Brazil. The main purpose of this paper is to describe the manganese pelletizing process that was developed through a cooperative R & D program by the Bethlehem Steel Corporation and ICOMI, i.e., Industria e Commercio de Minerios, S. A. The process combines heavy- media and gravity separation, reduction roasting, magnetic separation, and pelletizing on a straight-grate indurating machine. It produces high-grade manganese pellets from reviously unsalable low-grade ore fines at a rate of 20,000 tonnes (1) per month. The physical properties of the manganese pellets are comparable to those of iron ore pellets. The pelletizing plant, built at a cost of about 18 million dollars, is part of an ICOMI complex that includes manganese ore mining, an ore-washing plant, and railroad and port facilities, as well as two town sites. These two towns, one at the mine and the other at the port, each with complete community services, were built by ICOMI to serve the needs of over 1500 employees that operate the industrial complex. To give an idea of the magnitude of the investment represented by this complex, the cost up to 1957 to develop the mine and supporting services and social infrastructure was over 100 million dollars. It should be borne in mind that the above capital cost figures are in dollars of the years during which the respective projects were initiated and completed.

RECENT investigations1-4 have suggested that the total plastic strain, C, for high temperature creep under a given stress can be correlated by means of a temperature-compensated time, te- where t is the duration of test, e is the base of natural logarithms, aH is the activation energy for creep, R is the gas constant, and T is the absolute temperature. A typical set of data on which this deduction was based is given in Fig. la. A method was devised and developed by the Bureau of Mines for decomposing manganese sulfate at significantly lower temperature than that required by the conventional procedure of using heat alone. This technique, called the partial reduction method, effected decomposition at 700° to 800° C, as compared to 900° 1,000° C normally required. The process consisted of heating, in the absence of oxygen, a mixture of manganese sulfate and a controlled quantity of a reducing agent. The suitability of commercial-type equipment was tested in laboratory-size models of an externally heated rotary kiln, a r bbled muffle-hearth furnace, and a fluidized-bed reactor. The rabbled-hearth furnace gave the best results with the least operating difficulty produced a gas containing more than 80 percent SC and eliminated 96 percent of the sulfur when coal was used as the reductant. Sintering of the powdery decomposition product produced an agglomerate containing, in percent, 63.6 Mn and 0.4 S.

IT is known that pearlite forms from austenite by a process of nucleation and growth, and that the rate of formation of pearlite may be described by a rate of nucleation and a rate of growth.1,2 The manner in which these two quantities operate to produce the observed isothermal reaction curve has been analyzed in a paper published in 1939.3 Two types of process were described: (1) that in which nucleation occurs at the grain boundaries of the parent phase, with the nodules growing toward the centers of the grains, initially as hemi¬spheres and then after impingement as roughly radial-columnar structures; and (2) that in which nucleation occurs generally, with the nodules growing to full spheres until impingement with other growing nodules restricts growth. Both cases are met in the formation of pearlite from austenite (Fig. 1);2.4 the former, occurring near the knee of the S-curve has been named "grain-boundary transformation," and the latter, occurring at temperatures near Ae1, has been named "group-nodule transformation." In developing our knowledge of the factors that determine the rate of formation of pearlite from austenite, it is important 1,2 to obtain data on the rate of nucleation and the rate of growth of pearlite. Such data, when obtained near the knee of the S-curve, will furnish information of use in understanding the factors that affect hardenability; when obtained at higher temperatures, such data will be useful in understanding the behavior of steels that during heat-treatment react to pearlite.2 It is the purpose of this paper to present data on the rate of nucleation and the rate of growth of pearlite in dependence upon composition, grain size, temperature, and the degree of homogeneity of the parent austenite. The studies are restricted chiefly to plain carbon commercial steels.* PREVIOUS DATA ON RATE OF NUCLEATION AND RATE OF GROWTH Data on the rate of nucleation and the rate of growth of pearlite have been published by Scheil and Lange-Weise,5 by Mirkin and Blanter,6,7 by Mehl,1 and by Dorn, De Garmo and Flanigan.2 It is difficult to interpret the data, for in most cases too little information is given on austenitizing temperatures and times, the state of homogeneity of the austenite (presence or absence of carbide, etc.), austenite grain size, and mode of formation of pearlite at the temperatures given.

(a) Moisture. - Moisture, "as fired," is specifically significant in pulverized-coal firing because of its effect upon the continuity of raw-coal feed to the pulverizer, pulverizer capacity, flame stability, and speed of ignition. The extraneous moisture content is a rough index of potential difficulties in unloading and maintaining the flow of raw coal to the pulverizer and of pulverized coal to the furnace, with the troubles increasing geometrically as the percentage increases. Sticking or other stoppage of coal flow at any point between the bunker and the furnace is especially serious with pulverized-coal firing because there is danger of immediate loss of output. Where moisture is a problem, the designer must exercise great care in the design of coal-handling and preparation apparatus.

The stability of shale gas wells drilled through current and future coal reserves can be compromised by ground deformations due to nearby longwall mining. Depending on the longwall-induced rockmass permeability, the high-pressure explosive gas from the damaged well may reach mine workings and overwhelm the mine ventilation systems. This study uses geomechanical models to estimate the rockmass permeability induced by mining. A two-panel longwall model of a deep, 341-m-cover mining site in southwestern Pennsylvania is constructed in 3DEC to explicitly model the rockmass by a discrete fracture network (DFN) technique. Stress-induced fracture apertures and permeabilities are calculated across the model and are validated against permeability measurements. A fracture flow code (FFC) is developed to use these results to predict potential inflow to the mine should a gas well breach occur. One hundred DFN realizations are simulated, and the results show that for a gas pressure of 2.4 MPa, the average of the predicted inflow rates to this deep-cover mine is 0.006 m3/ s, significantly lower than the average inflow of 0.22 m3/ s for a shallow-cover mine (145-m deep) studied in the previous work (Khademian, et al. 2021). The result can help assess the potential hazards of a shale gas well breach for mine safety and evaluate the ventilation requirements to mitigate the risk.

This report describes the design, analysis, and results of a special experimental mine-sampling project conducted as part of the Bureau of Mines continuing program on sample-methods research. The experimental project was conducted at the Bureau?s Denver Mining Research Center and at the Climax molybdenum mine within the framework of a cooperative research agreement between the Bureau and Climax Molybdenum Co., Division of American Metals-Climax, Inc. The primary objective of the project was to investigate the interrelation-ship between sample volume, number of samples, the standard deviation of an assay distribution, and the precision required for an estimate of grade of ore, and to develop this interrelationship into a relatively simple method of application for use in mine sampling.

A phase diagram showing boundary curve and quantity of liquid in the two-phase region was determined for a mixture of natural gas and natural gasoline in the region of its critical conditions. The temperatures and pressures of phase measurements were in the range of 85 to 212 F. and 1300 to 2600 Ib. per sq. in., respectively, with the critical conditions at 169.5 F. and 2615 Ib. per sq. in. abs. Color phenomena were observed in the region of the boundary curve from 102' to 192 F. Approximate densities of the single-phase and two-phase regions and analysis of the system are included. Boundary curves between the single-phase and the two-phase regions have been determined for several binary mixtures containing hydrocarbons. 2,3,4.6,7,10,11,12,14 These investigators did not report the relative amounts of liquid and vapor within the two-phase region. The equilibrium values obtained from the dew-point and bubble-point data can be used to compute the lines showing percentage of liquid on the pressure-temperature phase diagram8 but the positions of the lines near the critical temperature and pressure are uncertain. Relative amounts of vapor and liquid were obtained for a gasoline and a naphtha1 within the two-phase area but not in the region of the critical temperature and pressure. The bubble-point and dew-point lines, as well as the percentage liquid lines within the two-phase region, were determined by visual observations in glass apparatus. Pillar recovery has been associated with nearly one third of roof fall fatalities in underground coal mines during the past decade. Safe pillar recovery requires global stability and local stability. Global stability is addressed primarily through pillar design. The local stability risk factors include cut sequence, the final pillar stump, supplemental supports (timbers vs. Mobile Roof Supports (MRS)), roof bolting, and many others. The National Institute for Occupational Safety and Health (NIOSH) has evaluated each of these factors through field research and analysis of accident statistics. The paper discusses design methods and technologies that have been transferred to the mining community and implemented.

Nearshore construction projects often require installation of steel piles and specific methodologies of installing piles may adversely affect nearby species of concern. Water is an uncompressible medium which allows for easy transmission of energy through the water column. Energy transmission through water depends on the following factors for pile driving: 1) direct contact of the pile and the water; 2) the depth of the water column; 3) the size of the pile; 4) type of hammer; and 5) the energy of the hammer. Seasonal restrictions are usually the best practicable alternative for reducing habitat impacts when pile driving activities may adversely affect the species of concern. When seasonal restrictions are not practical other options need to be evaluated, including mitigation and noise attenuation devices. The broad array of mitigation options will not be discussed as part of this presentation but instead will focus on noise attenuation technologies. Dewatered cofferdams can be effective noise attenuators as they eliminate direct contact of the pile with water while driving. Also, introduction of a compressible medium, like air, near the energy source can provide sound energy attenuation. An unconfined bubble curtain is relatively inexpensive but is not effective in tidal marine projects or rivers and may have unacceptable secondary effects. Secondary effects must be evaluated as these can increase exponentially for larger projects. Secondary effects to the environment include air quality degradation from air compressor use, transportation costs for fuel and equipment, and the potential for injecting oily compressed air into the water column. The confined bubble curtain works well in nearly all environments. It usually is more expensive initially, relative to an unconfined air curtain, but there is less potential for harmful secondary effects. Generally, seasonal restrictions will be adequate to protect species of concern. However, there are conditions in which mitigation or one of the sound attenuation options should be utilized. Site specific factors, including the amount of energy being imparted into the environment, sensitivity of the species of concern, current, accessibility, length of time needed to complete the project, and the cost of the sound attenuation, should be factored into the permit evaluation.

Decision making can be defined as the selection process of the best routes from the alternatives in order to achieve a goal, and mostly involves uncertainty. Additionally, mostly qualitative variables (weak rock, massive ore deposit, etc.) are in question. Mine planning engineers often use their intuition and experience indecision making. As fuzzy set theory has been used since 1970, these uncertainties are easily evaluated in the decision-making process. Real world study is decision making under vague constraints of different importance, involving uncertain data (qualitative variables), where compromises between antagonistic criteria are allowed. This paper presents a new approach in the selection of an underground mining method based on fuzzy set theory for the Ciftalan Lignite Site located close to Istanbul in Turkey. The physical parameters such as geology and the geotechnical properties of ore, hanging and foot wall, economic effects, environmental effects, are established with field and laboratory tests together with the determination of other qualitative variables. Meanwhile, some qualitative variables dealing with the matter was described according to the view of a number of experts. Then fuzzy set theory is applied to these parameters, considering the available underground methods in order to choose the proper method. At the end of the evaluations, the room and pillar method with filling was determined as the most suitable method for the test site. Univariant equilibria between the Ibcc, IIhcp, and UIfee phases of thallium have been determined and indicate a triple point at 110°C and 37 kbars. Calculated II —I transformation curves are compared with the experimental. Transformation volumes and/or enthalpies are calculated and enthalpies are compared with available data. ThE triple point of solid thallium has been reported by Bridgman as 153°C and 38 kbar.' More recently, Jayaraman et at.2 have reported the triple point as near 115°C and 39 kbars. Meyerhoff and Smith,3 assuming the elevated-pressure modification of thallium is fcc, as Kaufman suggested,4 and that it is continuous with the room-temperature fcc phase in the Tl-In system, have used pressure data up to 5 kbars to predict the triple point at 162°C and 35.8 kbars. Piermarini and weir5 have indeed found the elevated-pressure phase to be fcc. The effect of variations of pressure and temperature in the IIhCp — Ibcc transformation in thallium have also been reported by werner6 and more recently by Ponyatovskii.7 The work reported here is part of an investigation of the effects of temperature and pressure on the Tl-In system. I) EXPERIMENTAL PROCEDURE The onset and progress of transformation were determined by changes in resistance. A commercially available tetrahedral-type pressure apparatus was used. Specimens of 0.060 in. diam, representing 0.63 pct of the cell volume, were encased in AgCl and mounted in pyrophyllite, as shown schematically in Fig. 1. It can be seen that the specimen is in series with the graphite furnace. Resistance changes of 0.1 pct could be detected with a Kelvin bridge. Resistance of the sample was of the order of 1 milliohm. Other pertinent details in regard to calibration and cell-assembly design are given elsewhere.' Temperature calibration of the cell was carried out in two ways as a function of input wattage. THE problem of surface support in coal mining is naturally divided into three branches: 1. Surface covered with improvements of such value as compared with the value of the underlying coal, or with such elements of danger to mining, that absolute support is essential. 2. Surface with improvements of less value than the underlying coal such that moderate settlement may be permitted, but destructive settlement must be avoided, either by reason of danger to human life or unwarranted property damage. 3. Surface of relatively small value as compared with the underlying coal where destructive settlement may be permitted. First Problem In the first case it is evident that the original support must be maintained either (a) by leaving ample pillars and confining the coal recovery to a very conservative first mining, (b) by so supporting less conservative first mining by filling or flushing that the gradual deterioration of the pillars may be prevented and subsidence avoided, or (c) by incompressible support as masonry either as an adjunct to insufficient pillars or in place of the original coal support. a. This month, Tax Notes examines tax legislation from a different angle, and sees some bright spots.The following article is based on a paper presented by the author at the International Gold Symposium in Rio de Janeiro in August 1989Introduction""No man's life, liberty, or property are safe while the Legislature is in session.”With one federal government, ten provincial governments, and two territorial governments all claiming to have constitutional rights to tax and otherwise regulate Canada's mining industry, and with each of these thirteen governments pursuing their respective rights with some vigor, government involvement in one way or another is an accepted way of life in the industry. While one's initial reaction to government involvement in an industry might be one of scepticism or fear, generally speaking the federal, provincial, and territorial governments in Canada tend to be pro-mining. They recognize the importance of the mining industry to Canada, especially in terms of job creation and exports. It is not surprising, then, to find that an array of valuable fiscal incentives are available to the industry through federal and provincial legislation.This paper summarizes the principal incentives that are inherent in Canada's tax legislation, as well as the Canadian Exploration Incentive Program. Although it is beyond the scope of this paper to deal with all of the incentives that are available, it is noted that various forms of federal or provincial assistance are also available outside of specific legislation, through negotiation with government departments. This latter type of assistance is generally directed toward helping with the cost of infrastructure such as roads or hydro lines, or Jess often toward loan guarantees or similar financing assistance."
