INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

PDMI mines five different grades of ore. Shovel operators were experiencing problems differentiating one material type from another. In 1997 PDMI decided to try GPS ore control to aid operators in identifying material boundaries. Computer generated ore control maps and GPS data defining the shovels' position is fed to a computer on board the shovel. A monitor, located near the shovel operator, displays material types, their boundaries, and the shovels' position and movement in relation to the mining face. This information has reduced errors in material identification by 50%.

The mining industry has always been cost-focussed but in recent times mining companies have moved towards obtaining a competitive advantage through the implementation and sustainability of best practice in the areas of improved safety, operating costs, quality and productivity. This is the concept of Value In Use û that mining companies see value generated all the way to the bottom line through improved change, and those changes become an established mine practice. Many mining companies do not have the resources or the knowledge to sustainably achieve such an outcome. This has led to companies looking to their suppliers to deliver measured value to their business through partnership arrangements. Suppliers have been able to leverage their knowledge of products, product applications and services to offer alternative supply agreements that bring greater returns to their businesses while improving supplier/client relationships. Orica has developed such a partnership with Coal & Allied in the form of a Continuous Improvement Program. Coal & Allied is based in the Hunter Valley region of NSW and is the largest coal producer in that region. Both parties are contractually bound to jointly deliver Value In Use projects to Coal & AlliedÆs Hunter Valley Operations and Bengalla mine sites. It is the request of the Orica and Coal & Allied Steering Committees that this paper does not include the details of actual projects or the costs or key performance indicators associated with the program. This is to maintain the competitive advantage to both Orica and Coal & Allied through the implementation of such a program. It is in the writersÆ opinion that this paper does not lose any significance through this restriction as the most important component of the Continuous Improvement Program is not the projects themselves but the methodology behind them. With this in mind the paper will discuss the development of Value In Use offerings, the key aspects of the Coal & Allied and Orica joint program, what is a Value In Use project, how to measure its value, finally why and even more importantly what makes this program is a success.

Water is a limited and precious resource in Australia. Because of the increasing demand for water from all sectors of the economy and the variability in supply, efficient management of water resources is of vital importance. The national water reform agenda has provided a strong impetus to all states and territories to progressively move towards more efficient and sustainable water management. The Queensland Water Act 2000 is the legislative framework for providing water for the environment and for planning for the security of supply to water users. The comprehensive water planning process prescribed in the Act results in new tradeable water allocations that are separate from land. These water allocations are well specified and can be traded on a permanent or temporary basis. Trading of water allows it to move to its highest value use, thereby encouraging the most efficient distribution of this limited resource. In addition to transferring ownership of water allocations, it is also possible to change the attributes of the allocation, such as the location from which water may be taken. Changes to water allocations are subject to approval from the resource manager. Pre-testing allows for certain changes to be approved very quickly, making the trading process more streamlined and cost effective. Temporary trades, or seasonal water assignments, currently account for the majority of water trades in Queensland. However, permanent trading activity is expanding steadily as old water entitlements are converted to tradeable water allocations and as the market matures. The permanent trading market provides significant opportunities to the mining sector. It allows mining companies to buy water allocations at market prices without compromising environmental outcomes or causing third party impacts.

Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East, providing more than 80 % of the region's foreign exchange. In 1992, the 15 countries that constituted the region accounted for 29.5 % of world crude petroleum output, 20 % of world natural gas plant liquid production, and 5 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. A fairly wide range of non fuel minerals is also produced in the region. The most significant are boron minerals, bromine, chromite, gypsum, phosphate rock, potash, strontium, and sulfur. However, the variety of minerals produced, output levels, and the size of the overall non fuel mineral economy of the region is dominated by Iran and Turkey. Turkey, with a diverse mineral production and strategically situated between Europe and the Middle East, was first in world production of run-of-mine boron minerals, second in strontium behind Mexico, and fourth in pumice. It was also a significant world producer of chromite, magnesi'lm compounds, mercury, and sodium sulfate. Turkey was also the Middle East's largest cement and steel producer. Iran continued to expand output of most mineral commodities following the war with Iraq from 1980 to 1988. It was a significant world producer of gypsum and strontium and on its way to becoming a major iron and steel producer in the region. Despite a very small domestic mineral industry, Israel was second in world production of bromine and a significant producer of phosphate rock and potash. In terms of processed minerals, Israel was a major world diamond cutting center and exporter of cut diamond. Jordan ranked sixth in world production of phosphate rock. Saudi Arabia was eighth in world production of sulfur.

Hindered-bed separators are recognized as low-cost, high-capacity devices for both classification and density separation; however, since their inception, there have been few significant advances in the fundamental technology. Recently, Eriez has shown through modeling and pilot-scale testing that the innovative approach to feed presentation offered in the CrossFlow teeter-bed separator provides improved metallurgy when compared to traditional hindered-bed classifiers or single-stage coal spirals. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Most recently, a side-by-side industrial scale evaluation has verified that this technology improves overall efficiency and simultaneously reduces the separation cut-point. With regards to coal processing, data from full-scale units indicate that the CrossFlow offers good separation efficiency, high unit capacity, and metallurgical results consistent with laboratory- and pilot-scale separators.

The accurate assessment of the in situ deformability of rock masses is very important in the de and construction of underground openings for mining and geotechnical engineering applications. This paper presents a method and device for determining the in situ deformability of rock masses by relating the borehole jack load to the diametral displacements at a number of orientations around the borehole wall. The method called mu1tiple measurement method include the steps in which: a) diametral displacement sensors are installed at different orientations around the borehole to measure the changes in length of various diameters of the borehole; b) a uniaxial load is applied on two opposed octants of the borehole wall, and; c) using elastic theory and assuming a reasonable value for the Poisson's Ratio of the rock mass, the in situ deformability of the surrounding rock materials is determined from the measured diametral displacements and applied unidirectional load. The multiple measurement method has a significant advantage over existing methods since it provides several independent data in a single test from which to calculate the in situ deformability of the rock mass. The multiple data provide a check and counter check on the reliability and accuracy of the various measurements. The multiple data would also provide a means of quantifying the degree of fissuring on the borehole wall. Information on the degree of fissuring is very important in numerical modeling of rock masses.

A method is outlined for taking into account variation in chemical potential of both components in evaluating capillary effects at growing interfaces. The results are compared with experiment, and seem to be in reasonably good accord for Widman-statten ferrite growing in austenite. ENERY pointed out that during the steady-state growth of phases with a rather small radius of curvature at their advancing edge capillarity cannot be neglected. By proper application of the Laplace equation a correction must be made to the activity gradients down which diffusion occurs. Subsequent workers have concerned themselves with attempts to evaluate specific cases by the use and modification of the principles laid down by Zener.2-5 To solve the problem in its simplest form it is necessary to assume thermodynamic equilibrium at the interface and to select some criterion which will allocate the available free energy between reversible and irreversible processes. Zener chose to assume that the division should be made such that the new phase grew at the maximum rate. Other workers have used the same2,3 or different assumptions, e.g., maximum rate of free-energy dissipation,4 minimum rate of entropy production.5 Li6 has proposed that the "thermokinetic potential" should be a minimum at steady state. The purpose of this presentation is to note that most prior treatments have considered variations due to capillarity only in the chemical potential of the mobile constituent, and that a more consistent treatment must involve a consideration of the variation of chemical potentials of both solute -and sol- vent in a binary system.* As an example, the way in which this arises for ferrite growing from austenite may be illustrated by reference to Fig. l(a). Currently six economic heavy mineral deposits are known on the Penholoway Terrace. These are (from south to north) the Green Cove Springs Mine (GCS), Boulogne Mine, Folkston Mine, Mission, Lulaton, and Ludowici. The GCS deposit is located to the west of Highway 17 between the towns of Green Cove Springs and Palatka in the state of Florida and has been mined since 1972. To the north, the erosion created by Black Creek restricts the northern extension of the orebodies and to the south a karst depression and erosion by the St. Johns River restrict southern extensions. The deposit is 20 miles long and up to 4.5 miles wide. Deposit thickness is from 5 feet up to 45 feet. The deposit is a series of regressive barrier island sequences deposited during the Pleistocene along the ancient Penholoway and Wicomico shorelines. The initial transgression of the ocean up to the location of the western Henry orebody was an extensive sea-level still stand as evidenced by the unit thickness and stacked transgressive regressive sequences. This period was followed by sporadic regressing seas and still stands, progressing eastward and stranding the sand bodies which make up the East Extended, TE, and East TE Ridge orebodies. The orebodies are underlain by predominantly non-mineralized fluvial sands and occasional back barrier lagoonal deposited clays. There is a predominance of wetlands on the southern extents of the zone as the surface elevations decrease due to a large karst depression.

The following is a Maintainability Design Checklist for coal mining equipment. The purpose of the checklist is to provide a summary of design review points for the maintainability assessment of new or existing underground equipment. It specifically focuses on the identification of equipment design features, tasks, or procedures that impact equipment downtime, repair costs, labor hours and maintainer skill level requirements. Some checklist points are general in nature. The checklist was designed to be used across all categories of underground equipment. The intent is to draw attention to design features and maintenance procedures that will increase maintainability requirements. You are encouraged to adapt this checklist to site specific or machine specific requirements by: Inserting specific performance criteria for various categories of maintenance tasks. For example; all hydraulic lines on a shuttle car should be replaceable in 15 minutes or 25 minutes, etc. Adding or deleting checklist items for different categories of equipment. You would include environmental control equipment, for example, on face equipment and not on shuttle cars or man trips. Adding additional checklist items based on site or equipment specific maintenance histories or experience, company maintenance standards, or other factors.

The Channel Tunnel is an outstanding example of an undersea tunnel and its design illustrates most of the unique features of this type of tunnel. The marine site investigation was partic- ularly vulnerable to adverse weather conditions. To minimise this interference the time the drilling vessel was required to remain on station was kept to a minimum by expediting the drilling and the insitu tests as far as was practicable. To avoid additional unforeseen costs the contract documents were framed to take particular account of marine practice. The limited access at the coast line meant that for economy, maximum tunnel advance rates had to be attained. Ground excavation, handling and disposal methods and the provision of the lining were optimised and equipment specified in detail to ensure that no one com- ponent was delayed by a lack of capacity or mechanical failure in any other.

Secondary microplaty haematite in its variety of styles and generations is the defining component of the high-grade banded iron-formation (BIF)-hosted iron ores of the world that are dominated by martite (M; - haematite pseudomorphs after magnetite). The term microplaty haematite (mplH) was introduced during the CSIRO-AMIRA 1976-1994 iron ore program, and was used to differentiate the then main export martite-microplaty haematite (M-mpl H) ore types of Tom Price-Whaleback and Paraburdoo (Paleoproterozoic), from the newly exploited, more prolific supergene martite-goethite (M-G) ores (Mesozoic-Paleocene) of the Hamersley Province that are now the major Hamersley iron ore exports.Morris (1980, 1985) suggested that the most important genetic factor that distinguishes the two main ore types was regional metamorphism of Paleoproterozoic M-G ores at temperatures normally related to diagenesis (ca 80 - 100°C). As temperatures increased, mplH grew in goethite both spontaneously as well as by nucleating on martite and other pre-existing haematite. Because the conversion of goethite to haematite involves a ~27 per cent reduction in volume, the crystals probably grew within microvoids of their own creation, with iron transfer through water resulting from the process itself, a local hydrothermal process requiring no introduced hypogene fluids.Barley et al (1999) and Taylor et al (2001) concluded instead that oxidation of introduced siderite in hydrothermally metasomatised BIF ‘protore’ resulted in mplH + ankerite by reaction with heated meteoric fl uids. This postulated ‘protore’, still preserved locally at Mt Tom Price, was described during the CSIRO-AMIRA program as local post-ore BIF metasomatic residuals. These new hypogene-meteoric concepts for M-mpl H genesis have formed the basis for a range of varying local and international models that currently dominate the literature of iron ore.No valid petrographic data supporting the hypogene-supergene modelling was found but petrographic images of goethite-related mplH growth in a range of different environments are shown.

Petroleum production in the Rocky Mountain district during 1929 registered a small decline from that of the previous year, conforming with a gradual decrease in the amount of oil produced during the last few years. A number of causes may be mentioned to account for this result, chiefly overproduction in other regions and the apparent desire of operators in this territory to conform to the policy of proration and retrenchment adopted by special agreement among operators in many of the fields. Unit operation has been adopted to control oil production from the Sundance sands in the Salt Creek field, Wyoming, in line with the general effort to stabilize this phase of the industry and prevent excessive drilling of new wells. Another factor which greatly retarded development in the Rocky Mountain region was the executive order of President Hoover issued in March refusing the award of new prospecting permits to future applicants and threatening cancellation of all existing permits upon which actual drilling had not been done as specified by law. Only four states in the Rocky Mountain region are important oil producers. In 1929 Wyoming led with an average daily output of 52,600 bbl., followed by Montana, with 10,730 bbl.; Colorado, with 6500 bbl., and New Mexico with 2700 bbl. daily average. These states bear the following percentage relation to total production in the Rocky Mountain district: Wyoming, 72; Montana, 15; Colorado, 9; New Mexico, 4., (Table 1.) The total average daily production was approximately 73,000 bbl. and the total production of all four states during the year was 26,534,606 bbl. This is 2.7 per cent. of the total oil production of the United States during this period. This paper examines innovation in relation to the availability of anew material: the metal titanium. The paper aims to highlight the need for the inclusion of entrepreneurial innovation as a necessary focus area in the development of a titanium metal value chain. Both the Department of Science and Technology (DST) and the Department of Mineral Resources (DMR) have identified the creation of titanium metals production capabilities as a key growth area for South Africa. Using historical literature as a source of data, the activities of selected innovators who used titanium metal as a central component in their success, were investigated. The origin of the process innovation behind the titanium metals industry, and two titanium product innovations: namely, medical implants and sporting goods, were detailed as case studies. It was found that individual innovators were responsible for the creation, and rapid growth, of the titanium industry and titanium product applications. There is a need to link the current research and development into titanium metals production with individuals and organizations capable of commercializing innovative processes and products.

Rhenium sources and recovery methods were investigated by the Bureau of Mines to delineate potential resources of the metal. The only significant rhenium resource appears to be about 28,000 lb of rhenium contained in the domestic annual output of approximately 20,000 tons of byproduct molybdenite concentrates from porphyry copper operations. An estimated 70 to 80 pct of this rhenium is potentially recoverable by processing the rhenium-bearing fumes and dusts obtained during conventional roasting of molybdenite concentrate. At 70 pct recovery this would amount to 19,600 lb of rhenium. A more conservative estimate by the Committee on Refractory Metals of the National Research Council (1513 is that 12,000 lb of rhenium metal could be produced annually from current production of molybdenite from porphyry copper operations in the United States. A procedure was developed in the laboratory for recovering rhenium in the form of electrolytic flake by electrowinning the metal from a solvent extraction strip solution. The procedure included (1) water leaching of molybdenite roaster flue dust, (2) selective extraction of rhenium from the leach liquor by contacting it with a kerosine solution of a quaternary amine, (3) stripping of rhenium from the loaded organic solution by a perchloric acid solution, and (4) electrodeposition of rhenium from the loaded strip liquor. Raw material for the studies was flue dust containing 0.48 pct Re, 35 pct Mo, and 23 pct S in sulfide and sulfate form, and small amounts of numerous metallic impurities. Water leaching dissolved 85 pct of the Re and yielded a solution that was 13 in sulfuric acid and contained, 1 g/l Re and 16 g/l Mo. The solvent extraction strip solution that was electrolyzed for rhenium deposition was 1 molar in perchloric acid and 1 molar in ammonium sulfate and contained 13 g/l Re and 0.01 g/l Mo.

Keywords: Pyrometallurgy, furnace, ferrochromium, alloys, Zimbabwe Zimbabwe Alloys was founded in 1949 by a consortium led by the John Brown Group. It was the first ferrochrome plant in Africa. The establishment of the refinery was necessitated by an increase in world stainless steel demand and the need to reduce cost by shipping alloy rather than chrome ore. The location of the refinery in Gweru was influenced by a number of factors, not least of which were the abundance of chrome ore deposits, access to inexpensive power from Kariba, the availability of reductant coke from Hwange, accessibility to ports (as the town was well served with rail and road networks second to none in the country), and of course cheaper labour costs. The production of Low Carbon Ferrochrome (LCFeCr) was commissioned in 1953 and produced from an Open Arc Furnace with a Submerged Arc Furnace producing Ferrosilicon Chrome (FeSiCr) that is used as a reductant in the production of LCFeCr. An experimental furnace was commissioned in 1958 to help with efficiency and control on larger furnaces. A second Submerged Furnace was commissioned in 1963. Three other Submerged Arc Furnaces were built between 1967 and 1974. Several mines were acquired between 1974 and 1984, as a strategic move to ensure the growth of the refinery. A briquetting plant was commissioned in 1977, enabling the use of friable ores to enhance the capacity of ore supplies and ore cost management. A plant to recover alloy from slag was established in 1994 to capitalize on market demand without large capital outlay that would be required to build other furnaces to increase capacity. Zimbabwe Alloys has created employment opportunities throughout the years. There have been direct employment opportunities at both the refinery and the mining divisions. With time, indirect employment was realised both upstream and downstream of the refining process, enhancing the livelihood of numerous people. Zimbabwe Alloys' involvement with various labour skills has, of necessity, enabled it to develop a culture of safety at work, home, and play. Zimbabwe Alloys has contributed to society by participating and funding various local initiatives primarily to impact positively on societal needs. The latest development was in 1996, when Zimbabwe Alloys entered into a Technical Transfer Agreement with Japan Metals and Chemicals to improve the efficiencies and hence the profitability of the LCFeCr production process. A significant quantity of various alloys has been produced since inception, and significant foreign currency has been earned for the country. This was in spite of challenges that included the cyclic nature of market prices, the upheavals of sanctions affecting the macro-economic environment, and the challenges related to the deteriorating grade of chrome ore and reductant coke.

Methods of research and control of the intensity of gas inflow to undersoil layers, after the mines were abandoned are presented in the paper. Gas migration causes them to penetrate to lower storeys of buildings and earthen structures being a menace to people's health and life. The results of measurements of gas concentration in undersoil layers, gas emission to atmosphere and their accumulation in buildings on the territory of closed down mines are presented.
