The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

Since the beginning of operations at the pellet plant at Ponta Ubu ES, Samarco Mineração SA has produced pellets for direct reduction and blast furnace processes. Of the total amount of pellets produced from 1977 through 1993, 55% are used in the blast furnace, about 45 Mt (49.6 million st). The principal components of pellet gangue are calcium oxide, magnesium oxide, silica and alumina. They should be added in adequate quantities to guarantee the mechanical resistance of the fired pellets under blast furnace conditions. Over the years, the pellets produced by Samarco had a silica content between 2.5% and 2.8% and varying binary basicity preferably between 0.8 and 0.85. On the other hand, the increasing amount of industrial waste in siderurgical plants caused by the increase of steel production has caused some countries to put into practice methods to reduce the volume of slag produced in the blast furnace. This paper’s goal is to find an alternative for decreasing the amount of slag produced in the blast furnace. It is possible to decrease pellet gangue by decreasing the silica content to about 2%, leaving the metallurgical properties and quality of pellets unaltered. For this work, Samarco pellets were used with SiO2between 2.5% and 2.8%, pellets with high silica and pellets with SiO2 between 2.0% and 2.3% low silica. Both were partially fluxed by the range of varying basicity CaO/SiO2from 0.8 to 0.95 during production.

The Goodyear nickel prospect is located 45 km southeast of Kalgoorlie (31.04¦S, 121.80¦E) near the eastern boundary of Hampton Area - East Location 45 (Figure 1). Nickel mineralisation was discovered on the Goodyear prospect in March 1996 when a reverse circulation drillhole (GYC5), initially drilled in December 1995, was deepened to meet a minimum footwall penetration requirement of 20 in that had been set for the drill program. Approximately 3 in of sulphides averaging 4.9 per cent nickel was intersected from 296 metres down-hole, this being within 2 in of the first end-of-hole. Hole GYC5 was part of an eight hole drilling program undertaken by Titan Resources in late-1995. This program was designed to test whether nickel mineralisation in the Dunlop prospect, discovered by the Western Mining Corporation - BHP Camylia Joint Venture immediately east of the East Location 45 boundary, continued across the tenement boundary. The area targeted by the initial drill program had been explored by Western Mining Corporation in the mid-1980s using extensive surface sampling and a drilling program that included 17 RAB and percussion drillholes. None of these holes intersected nickel Mineralisation.\

"The Marmara Ironworks was not the earliest ironworks in Ontario, but it was distinguished from other early works in a number of ways. It was established on an ambitious scale as a self-sufficient and, for the time, sophisticated community. In effect it was an iron plantation on the scale and scope of those at Hopewell, Pennsylvania and Saugus, Massachusetts(1). It was, besides, the only one of the few early ironworks in Upper Canada which operated almost to the end of the nineteenth century, albeit in fits and starts, and which used magnetic ores rather than bog iron ores (limonite). Furthermore it is the only works which has produced archaeological interest over a number of years. The ironworks is on the east bank of the Crowe River near Highway 7, on Lots 7 and 8, Concession 4, Marmara Township, Hastings County, Ontario. It is the property of the Village of Marmara, and the extant remains encompass about 2. 5 acres of the original 2000 or so which made up the original grant. The mineral riches of the Canadian Shield had been known since the days of the Jesuit missionary-explorers. A consortium headed by Alexander Henry and the Duke of Gloucester planned to exploit the copper near Sault Ste. Marie during the last part of the eighteenth century, but nothing came of the venture(2). This attempt may have grown out of Lord Dorchester's suggestion that private enterprise be encouraged in order that the iron ore which ""abounds"" in Canada might be exploited(3). John Graves Simcoe, the first Lieutenant Governor of Upper Canada was also anxious to see iron working develop. Simcoe was eager to encourage many enterprises, among which ""the development of iron mines""(4) - Governor Gore had been approached by John Mason for help with his ironworks in Norfolk County (5). Three Americans had applied for permission and support to erect an ironworks on the Gananoque River at the falls to become known as Furnace Falls. They were granted 1000 acres of land in fee simple to encourage their endeavor(6). Sir Peregrine Maitland, only a few months after taking up his duties as Lieutenant Governor in 1818, intended to visit the ""bed of iron ore on the Crow River"" (7) - Maitland was to provide a good deal of support, both moral and substantive, to Charles Hayes when he came to Canada in 1820."

The newest addition to the Anamax Mining Company's Twin Buttes copper producing complex is a by-product uranium extraction plant which was placed into service in February 1980. The plant is unusual in that it is placed internal to the copper countercurrent decantation, solvent extraction, and electrowinning plant. The plant reached full production within a month and, to date, has produced continually above design rates.

An explosive may be defined as a substance (usually a mixture) that has the property of yielding, readily to combustion or oxidation upon application of flame or shock, the combustion or oxidation process being rapid and accompanied by formation of such relatively large quantities of gases that much violence and pressure are produced; these, in turn, react against their surroundings and cause what is termed an explosion. By their very nature their action is destructive and disruptive of adjunct materials; hence, all explosives axe potentially hazardous and every type of explosive, irrespective of its relative safety, should be handled, .stored, and used with utmost care at all times and under all conditions. It should always be remembered that any explosive can be rude safe only in certain of its features and under certain conditions and circumstance. If these facts (and they certainly are facts) are always kept in mind, most of the modern types of explosives can be utilized advantageously in our industrial life and with a considerable degree of safety. That commercial explosives can be handled. safely is borne out in part by the fact that in the past 15 years at least 3,000,000,000 pounds of the commercial explosive dynamite have been transported by railroads in the United State, without injury to any person, insofar as available records indicate.

Regular meetings are held on the first and third .Tuesdays of each month, for informal lectures and reports on technical subjects. The Mining Club of the University of Wisconsin has held four recent meetings On Oct. 17, sixteen new members were inducted, and a committee was appointed to buy a Liberty Bond. The second meeting, Oct. 31, was devoted to general entertainment, at the home of Professor McCaffery.

"IntroductionThe data contained in this paper were collected during the course of an investigation which covered 15 representative coal mines in 6 coal-mining States. The purpose of the investigation was to determine by atmospheric sampling how much dust was raised into the air during the various operations of coal mining, such as undercutting with machines, loading coal by hand, and transporting it from the working face to the surface. The data thus obtained were considered from two angles - namely, the possible physiological effect of inhalation and the explosion hazard of the dust. No attempt will be mode to discuss the former factor in this paper.CONDITIONS OF MININGThe mines in which this investigation was conducted were considered representative, and it is believed that the results obtained will suffice for the average dustiness encountered in most coal mines. .All of the coal mined was bituminous, from beds 30 to 120 inches thick. Only the ordinary room-and-pillar system of mining was employed. Daily production ranged from approximately 700 to 1500 tons and the men employed from 150 to 450. Coal was undercut by short-wall mining machines in all mines, with the exception of one in which pick mining was employed. Loading at the face was done by miners; none of the mines used mechanical loaders. Electric drills, both for brushing roof and for shooting coal, were commonly used although some roof work was done with jack-hammers and a. little of both with augers. Coal was hauled by motor, mule, or rope power in end-gate cars with capacities ranging from 1600 to 3600 pounds. With few exceptions, coal was won at the face by dry methods - that is to say, no water was employed fox wetting down the dust either during undercutting, loading, or transportation."

The Presidio mine of The American Metal Co. is situated in the "Big Bend" region, some 45 miles over state highway south of Marfa, a station on the Southern Pacific R.R. It lies 20 miles by road north of the Mexican border, in semidesert surroundings typical of this general section of the United States and the adjoining part of Mexico. All supplies are hauled in by truck from Marfa under contract. The concentrates and precipitates produced by the mill are carried by the same trucks to Marfa, from whence they are shipped, respectively, to the El Paso and Selby plants. History The mine was discovered about the year 1880 and was soon thereafter taken over for development by some army officers stationed at Fort Davis, Texas. It was later operated by the Presidio Mining Co., which treated the ore in a small pan-amalgamation mill from 1883 until 1913, when a cyanide plant was erected which has been in continuous operation ever since. When the present company, a subsidiary of The American Metal Co., Ltd., took over the mine in April, 1926, the ore-bearing zone had been worked for about 2200 ft. to the east of I the outcrops down the dip of the formation, at which point it is at a I vertical depth of 500 ft. below the surface. Up to that time the mine had produced some 1,150,000 tons of ore averaging about 17 oz. silver. After a development campaign the company started milling again in February, 1927. Since then the production has been approximately 4700 tons per month of ore; of which the yearly average grade has varied from 19.7 to 23.2 oz. silver, $0.20 to $0.50 gold, and 2.0 to 2.5 per cent. lead. No other property in this district has ever produced tonnage of any importance.

Exxon is reclaiming an 80-hm2 (200¬acre) Wyoming uranium tailings basin in accordance with US Nuclear Regula¬tory Commission (NRC) requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long¬term reclamation maintenance was eliminated. The resulting design is simi¬lar to regions stable from erosion cre¬ated by nature. The concepts used in the design and implementation have wider reclamation application. Highland history Exxon operated the Highland uranium operations from 1972 until mid-1984. Open pit and underground operations mined the roll front, sandstone ore body. The 2.5 kt/d (3000 stpd) mill employed conventional crushing, grinding, sulfu¬ric acid leach, CCD, SX, precipitation, and drying circuits. The mill produced 10 Mt (11 million st) of tailings. An¬other operator began commercial scale in situ leach operations in 1988. The tailings basin was constructed by deposition of mill tailings in a natural ravine dammed with a 30-m (100-ft) high by 1050-m (3400-ft) long clay core earthen dam built entirely downstream of tailings. Figure 1 shows the layout of the tail¬ings basin in 1984. Tailings were de¬posited along the dam face on the east side of the basin as well as in the west end and along the south edge until the early 1980s. This left a deep water pond in the middle of the basin. The deep pond was largely filled with tailings during the last four years of mill opera¬tions by the construction of two tailings causeways and the operation of a float¬ing tailings line. The pond water volume was mini¬mized by recycling tailings water to the mill and by operating a 32-L/s (500¬gpm) evaporation enhancement spray system during the last few years of mill operations. Regulatory requirements Several conceptual tailings basin rec¬lamation plans were prepared during the mine life. In September 1984, Exxon began preparation of a detailed plan in response to an NRC request. Water, Waste and Land Inc. (WWL) of Fort Collins, CO was selected to help pre¬pare the plan that was submitted to the NRC in December 1984. The design had to meet the require¬ments found in NRC regulations (NRC, 1985). These were based on regulations prepared by the Environmental Protec¬tion Agency (EPA, 1983) at the man¬date of federal law (UMTRA, 1978). The NRC regulations contain strict primary standards and a somewhat more flexible set of secondary standards. The primary standards include requiring that: • radiation from tailings be reduced to background levels; • radon gas emitted by the tailings be reduced to 20 pCi/m2/s from the surface of the reclaimed tailings pile; • tailings not be dispersed into the environment; and • these conditions endure without routine maintenance for at least 200 years and for 1000 years to the extent reasonably attainable. The lengthy time requirements pre¬sented a large engineering challenge. Radon is a radioactive, chemically inert gas with a 3.8 day half-life. It is released from uranium tailings by the radioactive decay of radium, which, in turn, is a radioactive decay product of uranium. Radon emissions from ura¬nium tailings can be controlled with an earthen cover thick enough that the radon gas decays to its solid, short-lived radio¬active daughters before the radon dif¬fuses through the cover material into the air.

Significantly increase the amount of fresh air that sweeps the face in front of a continuous mining ma-chine, in order to prevent methane gas buildup. Approach Water sprays are mounted along the sides of a continuous miner and behind the cutter head to help push ventilating air along the required path, and prevent its short circuiting. Separation Technologies Inc.’s (STI) electrostatic separation technology is a dry, continuous process for the separation of discrete particles. This high-volume process does not require any additives nor is any additional waste produced. In December 1993, STI, in cooperation with New England Power(NEP), installed an 18-t/h (20-stph) prototype electrostatic separator at NEP’s Salem Harbor plant. The plan was to convert waste streams of type F fly ash into commercially valuable products. In July 1995, a second separator was installed at NEP’s Brayton Pointplant. Fly ash feed, ranging from 6% to 25% carbon (loss-of-ignition fly ash or LOI), is separated into <3% LOI “clean” ash and sold as a portland cement substitute in the New England concrete markets.

It is possible to reproduce the performance of an operating CIP or CIL plant in the laboratory, in small scale batch kinetic tests, coupled with mathematical models that translate kinetic data into predicted steady state gold profiles across multi-stage adsorption circuits. Once the performance of the commercial plant has been mimicked by the model, the plant operating parameters can be varied systematically in the model, and the likely response of the plant to the step wise change can be determined. In this way it is possible to inexpensively optimize the operating conditions of an existing plant, with no disruption to plant operations and no economic risk to the mining company. This approach had been adopted by IAMGOLD to optimize the performance of their Rosebel CIL plant following several major expansions in mill capacity since 2004.

C. W. MERRILL*-Mr. Hughes&apos; paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably, a matter of vital interest.

This paper examines the problem of optimising the life-of-mine costs of an underground mine, focussing particularly on the costs associated with the underground development needed to provide access to and haulage from the ore zones. This mine optimisation problem is modelled as a network and a solution technique is outlined. The effectiveness of this solution technique is then demonstrated by applying it to a prototype test example and some actual case studies. Finally, extensions of this technique to other underground mining problems are discussed.

Separation Technologies, LLC (ST) has developed a processing system based on triboelectric charging and electrostatic separation that provides the mineral processing industry a means to beneficiate fine materials with an entirely dry technology. The environmentally friendly process can eliminate wet processing and required drying of the final material. The process requires little if any pre-treatment of the material other than grinding and operates at high capacity ? up to 45 tonnes per hour by a compact machine. Energy consumption is low, approximately 1 kWh/tonnes of material processed. Since the only potential emission of the process is dust, permitting is typically relatively easy. In contrast to the other available electrostatic separation processes that are typically limited to particles greater than 75 µm in size, the ST belt separator is ideally suited for separation of very fine (<1 µm) to moderately coarse (500 µm) materials with very high throughputs. The triboelectric particle charging is effective for a wide range of materials and only requires particle ? particle contact. The small gap, high electric field, counter current flow, vigorous particle-particle agitation and self-cleaning action of the belt on the electrodes are the critical features of the ST separator. The high efficiency multi-stage separation through charging / recharging and internal recycle results in far superior separations and is effective on fine materials that cannot be separated at all by the conventional electrostatic techniques. Since 1995, this triboelectric process has been extensively used for the beneficiation of coal fly ash with eighteen separators in place and over 100 machine-years of operation at locations in the US and Europe. The technology has been also successfully applied to the beneficiation of a variety of minerals including calcium carbonates, talc, and potash.

Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and stability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

The A. I. M. E. Subcommittee on Bituminous Mining has been trying for several years to secure the information that was collected by the Marquette Cement Manufacturing &. on the subsidence of its property caused by mining coal beneath it. The Marquette company was willing to have these data used, but it was impossible to obtain them because the records had been filed away. About two years ago these records became available and the engineering data presented herewith were compiled from them by R. L. Auchmuty, assisted by L. E. Young, who was connected with the collection of the information. On account of the cost, it is impossible to reproduce all of the data here, although the original information is on file with the records of the Committee on Ground Movement and Subsidence. The accompanying charts show representative and average data and give only the engineering information with enough description to tell how it was obtained. It is hoped that all of those connected with the original case will participate in the discussion that this will bring forth. Howard N. Eavenson, Chairman, Subcommittee on Bituminous Coal Mining. PRobably the most complete records of subsidence due to coal mining in the United States are those compiled by the Marquette Cement Manufacturing Co. at LaSalle, 111. These records, covering a period of more than three years, were compiled and used as evidence during the suit of the Marquette Cement Manufacturing Co. vs. the Oglesby Coal Co. at Oglesby, LaSalle County, Ill., in which the cement company successfully endeavored to stop the coal company from mining under its property. Fig. 1 shows a typical section of the geological formation. The cement company was mining the LaSalle limestone which lies about 125 ft. under the surface. The limestone is 30 to 35 ft. thick and underlain by about 15 ft. of shale. The cement company was mining about 20 ft. of the limestone, and in some places 10 to 12 ft. of the underlying shale, by the room and pillar method. The mining of the limestone always preceded the mining of the shale. The coal company was mining by longwall advance methods the NO. 2 seam of coal 42 in. thick underlying the limestone bed by 435 to 470 ft. Silver paste including nano sized particles maintains conductivity in high temperatures without forming oxide layers. In the industry, printing process produces wasted silver paste inside the cylinder and on silk-screen. Pyrometallugical silver recycling methods have environmental problems and do not extract pure silver after removing polymer and organic materials during the extraction process. In this study a simple wet process, of recycling the waste silver paste, using ammonia, was conducted. Silver ion extraction yield was increased using oxidant in the ammonia solution. Possible extraction yields, such as pH, concentration, temperature of ammonia, oxidant concentration and the extraction time. The particles that were obtained after the extraction process will be used as porous hydrophobic catalytic and applied to AI mask and hydrophobic ink. In the operation of the coal mines in Utah few adverse conditions confront us. Physical conditions for the economical extraction of the coal are as near perfect as it is possible for them to be. Still several obstacles are encountered to keep up our interest and prevent us from getting in a rut. Of these I shall speak only of Burning, Wants, and Sluffing of Ribs. Should one travel the outcrop from Ivy Creek in Emery county to the Utah-Colorado line, there would be one outstanding feature indelible impressed upon one&apos;s mind. That feature is the omnipresent indications of burning in place. Viewing the eastern escarpment of the Wasatch Plateau from a distance, many splotches of dark red are plainly seen always lying above the coal floor. This stratum is a felspathic sandstone, appearing as a white line running the full length of the above escarpment and about midway between the floor of the valley and the top of the plateau. The coal bearing complex consists of shales, sandstones and coal. This complex varies from two hundred to eleven hundred feet in thickness. The number of coal seams are exceedingly variable. As a rule the argilutites form the bulk of this complex. This material is baked by the burning of the coal and the iron present is oxidized to the ferric state, coloring the shale to a dark red. This baked material forms a shingle tales that in places cover the entire complex. It is natural to expect that the most extensive burning is in the canyons facing to the south and east and on the south slopes of the ridges running to the east or west. Such, indeed, is the case. Still in this arid region many crop fires have existed upon the north slopes, especially in those canyons that face to the east. In fact today, instances are not rare where grassy north slopes, heavily timbered with balsam and fir that have attained a diameter of 14 to 24 inches, are found growing upon the disintegrated baked shingle and later development proves that the coal has been burned at least 500 feet back from the outcrop. Still these conditions are not normal. In this arid climate the south and east exposures are steep and barren, except for the scrub pine, cedar, mahogany and kindred semixerophytes. Bunch grass is also a lover of such exposures. There is very little soil found in such places; it is either blown away as fast as formed or washed away by the rare torrential rains, or the rapidly melting snow. Thus we see that the physical conditions are favorable for the starting and maintainence of outcrop fires. This brings us to the probable origin of this phenomenon. There are four probable ways&apos; that such fires, could be started, namely:
