Tunnel driving is recognized as one of the most hazardous of occupations; this is a reflection of the high accident severity rates and resultant high compensation and similar costs in this industry. Most tunnels are driven by contractors who bid for the jobs, taking into consideration the prevailing industrial insurance rates at the time the bids are placed. After the bid is secured the contractor then attempts to complete the job at the minimum cost to himself. In a sense the accident-cost item is fixed for at least one year when a policy is secured. Time is generally an important factor not only for the contractor, but also for the insurance carrier and the assured. If the assured represents a private interest, the cost burden usually is ultimately placed on the general public which avails itself of the service contemplated; if the project is a governmental enterprise the cost burden unquestionably falls upon the general public involved and on the general tax payer. For these reasons it is of vital interest to the public that accidents not only be kept at a minimum as a humanitarian objective, but also because the accident-cost burden, too frequently not even realized and considered to the degree that it should be, can assume proportions that materially affect the cost of the enterprise. The basic industrial insurance rate for tunneling in California in 1932 contemplated an earned premium of 12.12 percent of the labor pay roll. The State has been particularly engaged in large construction enterprises, some of which involve high accident cost rates, notably structural-steel bridge building, which contemplates an earned premium of 19.65 percent of the labor pay roll. When this figure is compared with the much lower rates that apply to other industries it is apparent that a heavy toll in human wreckage is taken by such engineering projects, which must be viewed as monuments to human suffering as veil as to human achievement.

The only complete phase diagram investigation of the Ti-W system is by Maykuth and coworkers,&apos; Fig. 1. Although previous work by Gonser2 indicated complete miscibility, later investigations3°5 essentially confirmed the diagram depicted in Fig. 1. The present study was undertaken because preliminary results on metal-rich ternary Ti-W-C alloys indicated complete solid solubility between 0 titanium and tungsten at temperatures above 1300°C—in contradiction to the presently accepted diagram. The powdered elements, as well as crystal bar titanium and tungsten sheet, were used in the preparation of the experimental alloys. The iodide titanium, obtained from Foote Mineral Co., Exton, Pa., had a total impurity content of less than 410 ppm, of which 150 ppm were interstitials (H, O, N, C). The overall purity of the titanium powder (Var-Lac-Oid Chemical Co., New York) was better than 99.7 pct. Major contaminants, in ppm, included: 0, 800; N, 10; H, 1500; Fe + Co + Ni + Cu + Zn, 50; C1, 200. The measured lattice parameters of the titanium were a = 2.94A and c = 4.68,A. The tungsten sheet and the tungsten powder (Wah Chang Corp., Albany, Ore.) contained the following impurities (in ppm, values in parentheses refer to the sheet tungsten): Mo, 50 (70); 0, 140 (110); Fe, 20 (60); Ni, 20 (not determined); N, 110 (not determined); sum of other impurities, <60 (<100). Samples from the iodide titanium bar stock and from tungsten sheet were prepared by repeated melting of the chipped materials in a nonconsumable electrode arc furnace under high-purity helium. The melted alloys were heavily cored, and homogeneity of the alloys could only be achieved after prolonged heat treatments at subsolidus temperatures. The majority of the alloys were therefore prepared by cold compacting the well-mixed powders in steel dies and pre-homogenizing the compacts for 6 hr at 1300°C in a tungsten-element furnace. The vacuum was better than 10"6 Torr, but for additional protection the sample container was wrapped in zirconium foil. Both preparation methods led to identical results. The measurements of the solidus temperatures were carried oat in the Pirani-type furnace described in a previous paper.6 Incipient melting in alloys containing between 20 and 90 at. pct W was rather difficult to detect visually, and therefore a photoelectric transducer system7 was employed to indicate the phase change. For the investigation of the solid-state equilibria, the specimens were first homogenized for 2 hr at slightly subsolidus temperatures in the Pirani fur- nace and then reequilibrated at, and rapidly cooled (-100°C per sec) from, the selected equilibrium temperatures. After the runs, the alloys were analyzed microscopically and by X-ray diffraction. With the exception of spot checks for oxygen and nitrogen in processed alloys, no other chemical analyses were performed. However, as the weight changes of the alloys during processing were within 0.05 pct and the lattice parameters of indeqendently prepared alloy series agreed within 0.0015A, it is reasonable to assume that no significant concentration shifts with respect to the nominal compositions had occurred. Traditional, calcium compounds cannot be used in vanadium extraction processing due to the limitation of sodium roasting technology, which results in unsatisfied dephosphorization for vanadium-containing hot metal in converter and thus increasing the dephosphorization burden for subsequent steelmaking. The calcium roasting technology is an alternative for vanadium extraction and allows adding lime into vanadium slag in converter. In the present study, vanadium was leached by soda from roasted vanadium slag with high calcium content. Effects of roasting temperature and time, leaching temperature, Na2CO3 concentration andliquid to solid ratio on vanadium leaching rate were studied. The results show that 94% of vanadium was extracted by roasting the vanadium slag at 950℃ for 2.5h and then leaching in 160g/L Na2CO3 liquid at 95℃ for 1h with liquid to solid ratio of 10:1 ml/g. Impurities of Si and P reacted with calcium and formed insoluble Ca2SiO4 and Ca3(PO4)2 respectively.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting research at a Pittsburgh Coalbed longwall mine to evaluate and optimize bleeder ventilation and gob gas venthole longwall methane control systems. Gas flow into these two methane control systems was investigated using a combination of Sulphur Hexafluoride (SF6)tracer gas studies and gob venthole pressure monitoring experiments. The insights gained from this research has facilitated the development of a longwall subsided strata methane control system conceptual model. This model provides the basis for design suggestions to increase the efficiency of the gob gas venthole system to permit the bleeder ventilation system to become a "safety net" for methane control.

There are multiple stages in a mining operation that a mining engineer has to draw polygons to be used as operation guidelines. These polygons are drawn by hand and based on engineer?s experience. However, having automatic procedures for forming the shapes can increase the quality and decrease the efforts required. These shapes need to be homogenous in grades and rock types so that the quality and dilution of material sent to the plant can be estimated with the good approximation. In this paper, a clustering algorithm with shape control is introduced which can provide reasonable guidelines for all the aforementioned shapes by manipulating its parameters. At the end, implementations of the algorithm on a small part of a gold deposit with different mining strategies is presented and evaluated based on homogeneity of grade, rock types and determined destinations as well as the shape.

The appraisal of mineral resources of the Challis National Forest, Idaho, by the U.S. Bureau of Mines, was made so that the mineral resources of the forest could be appropriately considered in land use planning. Information from this study is intended to help the U.S. Forest Service to incorporate mineral resource data into forest plans. The study was done in conjunction with the U.S. Geological Survey, which released a companion report on the geology and mineral potential of the Challis National Forest in 1989. Mineral development activity in and under the Challis National Forest has been of great economic significance to Idaho and the United States. Since the 1960&apos;s, mines within the forest have produced mineral commodities worth more than $590 million A current (1989) commodity prices. Identified mineral resources have a gross value of about $2 billion at current prices, including 8 strategic or critical minerals. The U.S. Bureau of Mines study identified and described 723 active and inactive mineral properties within the forest. Mineral properties with identified resources were evaluated to determine their economic significance, and an assessment was made of the feasibility of mineral development. Of the 2,516,191 acres in the Challis National Forest, about 390,000 acres were classified as having mining development interest commercially important mineral production, mainly of molybdenum, gold, and silver from the Challis National Forest is likely for the foreseeable future.

Great Salt Lake brine was subjected, in laboratory scale, to conditions simulating solar evaporation. Solid phases and the variation in composition of the liquid phase throughout the potassium salts crystallization zone are presented. These experimental results are discussed and compare with stable equilibrium data of the quinary system Cl-, SO4, Na+, K+, Mg + + and H2O. The Great Salt Lake brine in Utah is a vast reserve of several potential chemicals which has attracted much attention in the recent past. From the standpoint of an ore reserve, it may be said that the lake contains a low grade ore which has to be concentrated by evaporation of water. Because of the fairly favorable weather conditions in the Great Salt Lake area, it seems reasonable to consider solar evaporation as an economical means of concentration. From the view of phase chemistry, the main constituents of Great Salt Lake brine make it belong to the five component system: C1-, SO4=, Na+, K+, Mg++ and H2O. Because of their low concentration, the presence of other elements may be regarded as having little effect on the equilibrium of the five main components. Equilibrium data for the quinary system of our interest has been available for many years. Using these data, it is possible to calculate how the brine of the lake will concentrate when subjected to solar evaporation. In practicing solar evaporation, the weather factor and supersaturation conditions cannot be ignored, but their introduction into calculations using equilibrium diagrams is almost an impossible task. With the experimental work presented in this paper, an attempt is made to compare the stable equilibrium data of the quinary system as applied to the case of the Great Salt Lake brine and the dynamic equilibrium when that brine is subjected to continuous solar evaporation. Sea water brine belongs to this quinary system when only the major constituents are considered. The study of this system has been carried on since the last decades of the nineteenth century. The reason for these intensive studies was to give a geological explanation to the underground potash deposits. AS a result, many theories were presented trying to relate the equilibrium data with the geological formation, paragenesis and metamorphism of these deposits. Two main approaches were followed for the equilibrium studies of this quinary system. One of them, and the best known to us, was the school started in Germany in the last century by J. H. Van&apos;t Hoff. The other one, which started about the same time, was the school of N. S. Kurnakov in Russia. Both approaches were different and as a consequence generated opposite theories about the geological formation of potash deposits. The Van&apos;t Hoff school studied the quinary system of sea water under careful laboratory control, resulting in stable phase diagrams. During these studies, Van&apos;t Hoff recognized the difficulties in crystallizing some double salts.&apos; ". . . . we unexpectedly found that some compounds whose formation in the solutions under investigation was possible at 25°C, nevertheless totally failed to put in an appearance. These, not to mention the calcium salts, were leonite, MgSO4 . K2SO4 4 H2O; kainite, KC1-MgSO4 . 3 H2O; and kieserite, MgSO4 .H2O. Even exceedingly slow crystallization with the addition of the compounds themselves did not remove the condition of supersaturation in the case of these bodies." However, those salts (leonite, kainite, and kieserite) were included in the stable phase diagram at 25°C as shown in Fig. 1 using D&apos;Ans data.3 The figure also shows the sequence of crystallization of the Great Salt Lake brine according to the stable diagram. The Bafq - Saghand ore belt (metallogenic zone) is the main region, where the major discovered Uranium resources are located. This belt is a unique Upper Precambrian terrane experienced Katanga ? Pan African tectono ? thermal events. The oldest sialic crust was formed during the middle Proterozoic and followed by K-granite intrusions of Lufilian Cycle (850-800 M.Y.).This event caused Tectono ? Magmatic ? Activization (T.M.A) characterized by intracontinental rifting and associated ore formations. This zone was considered as an iron ore belt in 1960s ? 1970s, and U ? Th ? REE belt in 1980s ? 1990s, but by new discovered of U ? Mo (Co, Au, As, Cu) mineralization is assigned as a U - Polymetal zone, hosting the full sequences of iron oxide (Cu, Au, U) ore forming groups. On the basis of detailed investigations this zone is characterized by the following peculiarities: This zone is the vestigial vessel of Gondwana basement, where the oldest granite and the first platform clastic cover is exposed. This zone is marginal part of Precambrian continental crust, consolidated in 1.3-1.0 B.a. The sub mature continental crust experienced Lufilian Orogenic and Katanga ? Pan African Tectono ? Thermal event by intercontinental rifting, and ore mineralizations. The ore forming stages were sequential processes, started by enriched mantle derived metallogeny, and ended by interaction of silanes/ HACONS (derived from outer core) with crust. The magnetite- apatite (REE, Ti) metallogeny developed from alkaline- ultrabasic magmatic differentiation, capable to from Au- Ni- Sulfide intrusive massifs during 850- 800 Ma. Degassing of silanes/HACONS from deeper level, not only caused mantle enrichment, and plume upwelling as a frontal load, but also played the main role to develop regional Si (-Na-K-Mg-Ca-Co3) metasomatism, and formation of U- Th- Ti- REE- (apatite, magnetite) deposits. The latest (583-510 Ma old) felsic magmatism was major IGU from U-Mo (-Co-As-Au-?Cu?) hydrothermal vein- type deposits. The albitite- type U- Ti- REE (Th) mineralization could be formed by interaction of ascending, and descending solutions along the deep- rooted structural conduits.

Rail cars are referred to as "yellow-balled" when they are sufficiently old or damaged to preclude their efficient operation on long-haul or main line routes. For most coal carrying railroads, their alternative value is salvage. This, however, does not necessarily preclude their effective use, on a limited basis, by small mines located near existing trackage. Because of age, the sizes of these hopper and gondola cars ace currently 50 and 70 tons rather than the 100 tons commonly built at the present time. As a gathering system, yellow-ball rail could provide an alternative, particularly in Kentucky, western Pennsylvania and west Virginia, to coal trucks, conveyor belts and pneumatic pipelines [4, p.17], belts and pneumatic pipelines. Rail service of this type provides a limited alternative to track abondonment, a possible financial return to a railbank [3], a direct contribution to service demand on main lines, and a means by which many small eastern coal mines could retain or regain competitive viability [4]. In terms of energy efficiency, compared to trucking coal, the total direct energy impact (fuel) of yellow-ball rail can be expected to range from 280-990 Btu/ton-mile while that for trucks ranges from 1850-3120 Btu/ton-mile [2].

During the past year or two, although these have not regained the stride that marked their progress in the preceding decade, we can still record, -some new developments. California produces annually between 55 and&apos; 60 different minerals on a commercial scale. The results of the first experimental study by the Bureau of Mines on the explosive properties of metal powders were published in 1945. Since that time the explosibility of numerous other industrial dusts and powders has been investigated. Part of this information has been published, but most of the data has not been released to date. This paper summarizes the results of experiments on 22 samples of titanium, zirconium, thorium, uranium, and hydrides of these metals. The major part of the investigation was made under cooperative agreement with the Atomic Energy Commission.

An analytical procedure is presented for evaluating the stresses in linings of bored tunnels caused by kinematic soil-lining interaction. Three cases of interaction as produced by the following conditions are treated: (1) relaxation of in situ soil stresses near a lining following its installation; (2) overburden pressure at the soil surface; and (3) free-field soil response resulting from an earthquake. Non-dimensional formulas and graphs resulting from parametric studies are presented for practical tunnel design applications. The procedure is applied separately to a steel lining and a concrete lining for a site located at the lower end of Market Street in San Francisco through which a BART (Bay Area Rapid Transit)tunnel passes.

Our earthly treasures are being quickly depleted. We have experienced what can happen in an energy crisis. You have read and heard all kinds of stories as to what caused this crisis. On the surface it would seem that all of a sudden a situation becomes a crisis whether it be fuel, potatoes, beef or whatever. Well, of course, they don&apos;t just happen. There is always a little fore-warning here, an indicator there. Someone recognizes a sign of potential trouble but is ridiculed when he forecasts it. We are running out of sand: Producers of aggregates who can say today ... "That couldn&apos;t happen to me", can well be awakened tomorrow to the cold fact of reality. It could come from any number of directions. Depletion is mostly foreseeable but zoning isn&apos;t. Legislation can also be sudden death to availibility. With the ever growing population moving into the rural countryside, available deposits are being sold either to developers or being zoned for restricted use. The fact that a gravel pit or quarry is located on a particular plot has not fazed some of the local planning boards when they decided to place the adjoining property in a residential Zone A. Proponents of zoning preach that such use is necessary to insure that the land will be put to its best use. Planning boards establish the best places for schools, homes, shopping areas, factories, etc., so that the individuals or groups are in harmony with each other. This is usually done to date without thought or consideration to the geological importance or potential of the area. Today over half of the United States is living under some form of land use restriction. Little consideration has been given to what lies under the ground to be zoned. Fortunately, the states are slowly getting around to geological surveying. I feel that it is about time that state and federal authorities institute governmental restrictions to prohibit or control local zoning ordinances which would deplete or deny an area of its natural resources. While I could continue for the balance of my time just on this facet of our industry&apos;s problems, my point is: How sure are you of your next load of sand? I could be well laughed at by some of you for saying that there is an alarmingly rapid disappearance of "nearby" sand and gravel reserves in many areas of the country. A questionable statement, except to those producers where depletion has already taken place.

The 2006 North American Tunneling (NAT) Conference was held June 10-15, 2006, in Chicago, IL. The biennial conference was the first NAT conference by the newly formed Underground Construction Association of SME (UCA of SME). The UCA of SME was formed earlier this year at the request of members of the American Underground Association (AUA) (ME, April 2006, page 75). The conference included a keynote session, technical programs, workshops, a trade show and social activities. The conference exceeded expectations with 570 attendees. They included engineers, equipment manufacturers, representatives from government agencies and other interested individuals in the underground construction industry. The trade show was also a success with more than 86 booth spaces sold. Vendors included the biggest names in the underground construction and tunneling industry and included equipment manufactures, construction contractors and engineering companies. The trade exhibition provided a forum for interested parties in the tunneling industry to meet and discuss services, equipment and techniques.

There are many factors affecting the strength of pillar, including width-to-height (W/H) ratio, mechanical properties of coal and surrounding rocks, property of partings in the coal, and the interface property between coal seam and the roof/floor. In this paper, the effect of varying pillar?s width-to-height ratio (W/H=3, 5, 7, and 10) and coal/rock interface cohesion (Cj =50 psi, 150 psi, and 300 psi) on pillar strength has been studied. The confinement effect of W/H ratio and interface shear strength is investigated by studying their effects on the average minimum principal stress developed in the pillar. The deformation behavior of the coal pillar is investigated. It is found that the pillar?s transition from strain softening to strain hardening behavior depends on its W/H ratio and the interface shear strength.

The Sappington Bridge, a steel arch span bridge constructed in 1904 over the Meramec River, was demolished due to its advanced state of deterioration. The demolition was a project to benefit Crawford County, Missouri, the U.S. Army, the Missouri Department of Transportation, and the University of Missouri – Rolla (UMR) was conducted jointly by the UMR Rock Mechanics and Explosives Research Center (RMERC) and the UMR Center for Infrastructure Engineering Studies (CIES). By arrangement with Crawford County, a 55-foot span of the old bridge was brought to the University Structures Laboratory in Rolla, while the longer, 200-foot span of the bridge was demolished using preburning and explosives. Originally, the longer span was to be blown up by C Company of the 5th Engineer Battalion (from Ft. Leonard Wood, Missouri) under the supervision of personnel from UMR. Unfortunately, permission for the operation from the Department of the Army could not be obtained in time to meet permitting requirements for the demolition. Therefore, a commercial demolition contractor was employed to perform the demolition, and to remove the scrap.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.
