Introduction The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track" or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.3 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV, Pre-Feasibility Planning Proper early planning and identification of priority items were necessary to expedite project progress. On April 1, 1978, HIMCO leased the rights to the Borealis prospect and initiated exploration activities almost immediately. Since Borealis was showing excellent potential for mine development, an effort to clear the way environmentally was initiated during the summer of 1979. With the Borealis properties located within the Toiyabe National Forest, the US Forest Service (USFS) was recognized as the "lead" or respon¬sible agency for addressing the environmental issues. Early scoping of the environmental issues by both HIMCO and the USFS allowed HIMCO to take the initiative and address two potentially critical issues-archaeological and biological. Third party consultants, agreed upon by HIMCO and the USFS, were contracted to conduct archaeological and biological surveys. Desert Research Institute of Reno, NV, provided archaeological services, and JFL & Associates of Boulder, CO, provided biological services. These efforts began in the fall of 1979 and continued through the summer of 1980. Conservative Design Criteria By adoption of conservation design criteria, flowsheets and processing data required for detail engineering were firmly established with a minimum of impact on schedule. On Oct. 21, 1980, HIMCO formally initiated a feasibility study to evaluate the Borealis project. Four organizations were contracted for particular scopes of work: • John T. Boyd Co.: Ore reserve estimation, preliminary mine plan, and mine capital and operating cost estimation. • Bechtel Civil and Minerals: Conceptual engineering, processing capital and operating cost estimation. • Hazen Research Inc.: Metallurgical testing. • Sierra Pacific Power: Cost estimation for power supply. Metallurgical testing and conceptual engineering of both heap and agitation leach flowsheets were investigated concurrently. Numerous economic evaluations were conducted for both heap and agitation leaching at varying production capacities. The results indicated a heap leaching flowsheet treating 454 kt/y (500,000 stpy) yielded the best economics and was compatible with the "fast-track" development goal. Conservative design criteria was established to provide operating flexibility and ensure plant productivities. A summary of major design criteria is presented in Table 1. HIMCO assembled the results of the studies of the various consultants along with internally generated studies to produce the feasibility document. The decision to supply 100% equity by HIMCO rather than arrange project financing help to expedite the project. Cooperation Between HIMCO and Regulatory Agencies With cooperation and mutual trust established between HIMCO and regulatory agencies, the time required for environmental permitting was streamlined as much as practical. To expedite the required construction permits, HIMCO proposed to the USFS that HIMCO fund the total cost of an Environmental Assessment Report (EAR) and that issues be addressed at the technical level of an Environmental Impact Statement (EIS). The previous studies on the critical issues of archaeology and biology provided HIMCO with the information to satisfy the proposed approach. Houston International Minerals and the USFS agreed to have Environmental Research and Technology (ERT) of Fort Collins, CO, prepare a draft EAR for the USFS.

Para ello, es necesario que la empresa realice ajustes en su organización, procedimientos y políticas, de forma que se pueda aprovechar la inversión de una tecnología. Asimismo, los impulsores del cambio deben hacer el esfuerzo de identificar los medios por los que las premisas sobre las que se basa el cambio y la instrumentación de los mismos, permitan ser absorbidas gradualmente por la organización.

AS part of a program to investigate the diffusive properties of dilute ternary austenites, we have made a determination of the effects of cobalt on the activity of carbon in y iron. Samples of pure iron and Fe-Co alloys were equilibrated at 1000°C in controlled CO-C02 atmospheres, following the procedure of R. P. smith.' The 0.010-in.-thick samples were analyzed for carbon by microcombustion analysis2 to give a set of isoactivity curves. The latter were converted to activity-coefficient (standard state at infinite dilution) plots by combination with Smith's data' for the activity of carbon in pure iron measured in a CO-C02 mixture. Table I shows the composition of the base alloys used, while Fig. 1 shows the experimental results superimposed on a set of curves generated by the relation In the notation of Wagner,' the interaction parameter is the second coefficient on the right, Eq. [I] adequately correlates the experimental points for those alloys which were prepared from electrolytic iron by arc-melting (2,4, and 7 pct Co). The results for the 10 pct Co alloy (supplied by Crucible Steel Co.) do not correlate with the others. In fact, the experimental points for this alloy correspond to an interaction parameter of It is possible that the interaction parameter is a function of concentration for large cobalt additions, but we are inclined to attribute the discrepancy to the presence of a significant amount of aluminum added to this alloy for deoxidation purposes (Table I). Preliminary measurements for the system Fe-C-A1 have indicated an interaction parameter of Which implies that the effect of aluminum in solution on the carbon activity is sixty times greater than the effect of an equal weight percentage of cobalt. These observations cast some doubt on the precision of the results of Chandhok, Hirth, and Dulis who used this same 10 pct alloy for their experiments, obtaining an interaction parameter of E = 2.2. There is considerable doubt as to the activity of a plane Fe-C system. Using a CH4-Ha mixture, Smith obtains cg = 6.1 for the effect of carbon on the activity of carbon in austenite, rather than the value of 8.9 given in Eq. [I]. The use of CHa-Ha mixtures has recently been questioned by Kaufman, Radcliff, and cohens who state that there is some possibility that other hydrocarbons are formed. Fortunately, the determination of the interaction parameter is not sensitive to the coefficient of Nc. For example, using the CHI-H2 results we obtain a value which is almost the same as that obtained using the CO-CO, results. The authors wish to thank Mr. E. J. The US Bureau of Mines investigated rapid froth flotation through more efficient bubble-particle collisions that improved the overall flotation kinetics. An in-line static mixer efficiently mixed the bubbles, water and ore, selectively attaching these bubbles to the hydrophobic mineral's surface. As the mixture entered the flotation chamber, the hydrophobic mineral was already attached to the bubbles and was quickly floated away from the remaining ore pulp. The rapid flotation system was evaluated for beneficiation with a western porphyry copper ore containing 0.67% copper and with a phosphate-bearing amine flotation tailings sample containing 9.5% P2O5 in a quartz matrix. Over 88% of the copper was recovered from the ore in a rougher concentrate containing 5.9% copper at a rate seven times, faster than conventional flotation. Sixty percent of the quartz in the phosphate-bearing sample was floated at a rate four times faster than conventional flotation. The unfloated product retained 80% of the phosphate in a 16.9% P2O5 concentrate.

The value of mineral production in Alabama continued to increase and reached a new high of $260 million, 3 percent above the previous high established in 1967. Record high values were reported for bentonite, crushed marble, lime, miscellaneous clay, portland cement, salt, sand and gravel, and scrap mica. The value of coal, total cement, petroleum, and stone accounted for 87 percent of the State's total value of mineral production. Alabama ranked second among the States in the production of bauxite and scrap mica and third in kaolin, masonry cement, and native asphalt.

Magnetic fields have been used for inclusions removal from melt and preparation of materials with gradient compositions. Fundamental in these applications is that the induced magnetic forces on the particles/melt can enhance migration and change the interaction behavior. In the present paper, migration and interaction behavior of electrical-insulating particles in a conductive melt under strong magnetic field are theoretically analyzed. It is found that the migration can be considerably enhanced for micrometer sized particles by applying a strong magnetic field. In addition, two forces are involved in the interaction between two particles: the interparticle magnetic dipole-dipole attractive force due to magnetization and the repulsive force induced by flow of the melt. This theoretical analysis renders a better understanding of recent experimental results. Additionally, a new method by using strong magnetic field can be proposed to control the particle size distribution for the preparation of metal-matrix composites.

It has been shown by various investigators that during constant stress creep the dependence of minimum creep rate, 6,, on stress, o, is given by em = A onat low stress levels, md by 6, = A' exp [ß s] at high stress levels. In these relations A, n, A', and ß are constant at constant temperature. A single relation has been found which satisfies conditions for both high and low stresses and agrees well with experimental results. This relation is 2, = AN (sinh a s)n, where A" is a constant at constunt temperature and a = p/n. This relation also satisfies the linear relation, 6, = k s, found at temperatures near the melting point at low stresses. EXPERIMENTAL creep results have led to a number of empirical relationships between minimum creep rate, 6,, and the applied stress, s. Under conditions of constant stress it is generally found that at low-stress levels,'-' the dependence of minimum creep rate is given by 6, = Asn. At high-stress levels'74 the experimental results fit the relation, 6, = A' exp [po l. In these relations A, n, A' and ß are constant at constant temperature. A model based on climb-of-edge dislocations from a pile-up array leads to a relation similar to that found experimentally at low stresses.' On the other hand. theories based on chemical-reaction rate,5 nonconservatively moving dislocation jogs, and jog migration and climb-of-edge dislocations4 lead to a relation similar to that found experimentally at high stresses. No difference in mechanism between low and high stress levels has been clearly defined; it is questionable whether such a difference really exists. In any event, the major argument usually given in substantiation of a change in mechanism from low to high stresses is that no single relation exists for defining the stress dependence of the creep rate over wide ranges in stress. However, such a relation has been found and is of the form, dm = A" (sinh a s)n, where A" is a constant at con- stant temperature and a = ß/n. This relation agrees well with experimental results over wide ranges in stress and temperature for copper, aluminum, an A1-3.1 pct Mg alloy, and an austenitic stainless steel. STRESS DEPENDENCE OF MINIMUM CREEP RATE At low stress levels the minimum creep rate, gm, depends on the stress, 0, under conditions of constant stress creep through the relation em=Aon [1] The quantities A and n have been defined previously. In the range in which this relation applies, a linear dependence is found in a log em,-log o plot. Above the stress range of application of relation [I], the minimum creep rate increases much mar; rapidly than predicted by relation [I]. This behavior is shown in Fig. 1 for a series of creep tests on copper4 at various temperatures ranging from 673 o to 973°K. Relation [I] is satisfied at the lower stresses, although the results at 973°K are quite limited. In all cases the transition beyond the applicable range of relation [I] is a gradual one indicating no abrupt change in mechanism. For all test temperatures, values of n have been determined from the results in Fig. 1. These are reported in Table I under Alog tm/hlog o. At high stress levels the stress dependence of minimum creep rate under conditions of constant stress is given by im = A' exp [ß a] 2] All factors have been defined previously. In a log em-0 plot, relation [2] predicts a linear function. Experimentally, a pronounced deviation from the prediction of relation [2] is found at lower stresses. As the stress is lowered, the minimum creep rate decreases more rapidly than predicted by relation [2]. This shown for copper in Fig. 2. Again it is found that the transition from high to low stresses is gradual and no really sharp change is found. Values of p determined from the high stress results are given in Table I. Stawell Gold Mines (SGM) is an underground mining operation located in Victoria, Australia. The mining method employed is long hole retreat stoping, utilising up and downholes and artificial concrete pillars. Stawell is currently mining the Golden Gift and Magdala orebodies.Access to the Magdala and Golden Gift deposits is via 6.0 m wide by 5.5 m high declines developed at a gradient of one in eight to one in seven from the surface to a depth of 1500 m, with a planned depth of 1650 m. From the declines, cross cutting drives are developed to intersect the orebodies. Orebodies in the Gift system are discrete lodes which are generally mined from a bottom up centre retreat to minimise geotechnical stresses.Ore development fronts are currently located between 1000 m and 1500 m below surface, with all ore being hauled to the surface using a fleet of 60 tonne underground trucks. With the use of conventional pyrotechnic long period (LP) delays, broken rock of combined ore and waste is thrown 10 m from the face and the materials hauled to the surface. The majority of the mullock from development is consumed in the underground as backfill.With the use of Orica Mining Services eDev™ Electronic Blasting System for Tunnelling, the waste is thrown up to 40 m from the face, while majority of the ore is left 5 - 10 m from the face, effectively segregating ore and waste. This enables significant recovery of gold values with minimal loss and significantly reduced dilution. By using this technique in ore drives with a 30:70 waste to ore ratio, SGM is able to haul 24 000 tonnes less mullock to the surface annually. Resue mining is applied to narrow vein headings and gives a 40 per cent grade increase at the faces as well as increasing the economic footprint of development. This will also contribute to an improved grade profile for the year from 3.98 - 4.16 g/t Au and allow extra capacity for ore haulage from stoping and for milling.This paper describes the application and the successful blast outcomes achieved using the eDev™ Electronic Blasting Systems for resue mining at SGM. Results to date, since commencement in March 2010, have been achieving significant benefits in terms of ore grade as confirmed by geologists grab sample grades. Face advance have also shown improvement with better breakage of perimeter holes giving improved face profile. These benefits are delivering increased productivity and safety performance when compared to other resue firing techniques.

Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

Numerical modeling was used to investigate the feasibility of using two geophysical imaging techniques, cross-borehole ground penetrating radar (XBGPR) tomography and electrical resistivity (ER) tomography, for detecting and characterizing defects in deep-mixed soil columns. XBGPR modeling was accomplished with a three-dimensional numerical forward modeling code and a two-dimensional inversion routine. Spatial variations in apparent dielectric constant (Ka) and attenuation (a) were mapped. Electrical resistivity modeling was accomplished with a three-dimensional numerical forward modeling code and a three-dimensional inversion routine. Spatial changes in electrical resistivity were then mapped. Three different types of defects were simulated, in addition to a defect-free column. The computer simulations suggest that XBGPR tomography and ER tomography might be useful, non-destructive methods for detecting and estimating the extent of defects in deep-mixed soil columns. The results show that small, isolated defects might be difficult to detect, but defects approximately equal to or larger than the sampling interval (for XBGPR) or vertical electrode spacing (for ERT) should be detectable.

In a mine operation, the proper strategy to handle residues is one of the main concerns, in particular when dealing with mine/plant liquid effluents. Most active water treatment systems at metal mines rely on standard alkali-addition procedures. However, the increase of mineral prices, stricter environmental standards and high metal content in some effluents, has led to the development of alternative treatment techniques for their removal and/or recovery. This article presents a roadmap to face mine wastewater treatment requirement, with focus on two active treatment strategies: 1) conventional lime-based technology and 2) the use of NaSH or Fe(OH)3 for metal precipitation and separation, including possible valuable elements recovery. The Roadmap consists of 1) Approach to effluent treatment 2) Characterization 3) Precipitation tests 4) Solid/liquid separation tests and 5) Economic analysis.

Leachates from gold heap-leaching mines may contain selenium concentrations as high as 2 mg/L. Previous studies report satisfactory selenium adsorption by activated alumina from relatively "clean" drinking waters. However, the findings of these studies cannot be directly applied to the treatment of mine leachate where other ions compete for the alumina adsorption sites. This study evaluated the adsorption of selenium from a mine leachate to develop design parameters for a full-scale activated alumina process. The study revealed that 68% of the selenium in the leachate could be removed by alumina at pH levels greater than 5.0. At pH levels less than 4, silica was poorly adsorbed by alumina, and selenium adsorption was improved. Silica adversely affected the selenium adsorption capacity.

"INTRODUCTION Talc is a hydrous magnesium silicate mineral found throughout the world in deposits of economic importance. This mineral occurs in different physical forms and varying degrees of purity, both of which affect its ultimate commercial usage. Talc is used in finely ground condition by the ceramic, paint, paper, rubber, cosmetic, and other industries. Most domestic talc production is of this type. Talc also occurs, although much less frequently, in massive, fine-grained, fairly homogeneous bodies; the impure varieties are the familiar soapstones, and the purer form is frequently called ""steatite."" Because of certain properties, the purest grades of this massive variety have a monetary value about 20 times that of the ground talc.One desirable property of this massive talc is its amenability to accurate cutttng, machining, and working in many ways, similar to a hard wood or soft metal, and then firing without warping or appreciable shrinkage into a hard, refractory ceramic body. Consequently, shapes that cannot be formed conveniently by molding and pressing can be produced readily with ordinary machine tools. When talc is fired to about 1,100° C., it is converted to a ceramic body with certain very desirable physical properties. This fired material has a hardness and toughness frequently superior to steel. It is a refractory and an exceptionally good electrical insulator. When formed from a high-grade talc essentially free from iron, it has unusually low dielectric losees, even at very high frequencies."

General solutions of this problem appear to be very important for interpretation of field results of resistivity measurements, concerning structural investigations. Such solutions have been given by many authors for the special case of a finite number of homogeneous layers (Fig. 2)lV4 as well as for the more general case of continuously ranging resistivities.5-8

Modern underground mines operate fleets of mobile production equipment including drill jumbos, long-hole drills, load-haul-dump machines, trucks and bolters. Their availability has a substantial impact onto production cost and thus onto mine profitability. Through appropriate collection of pertinent data and information, use of adequate performance measures and their analyses, mine operators can identify the most promising and cost effective opportunities to get more from their equipment and to reduce the overall cost. This paper presents results of the study aimed to review and analyse means and measures used to quantify equipment availability and its contributing factors (reliability, maintainability and maintenance support) in several Canadian underground mines. It overviews current reporting procedures, sources, quality and quantity of the data and information collected as well as examines performance measures and their definitions used by the surveyed mines. Problems concerning data acquisition as well as meaningfulness and usefulness of the above mentioned metrics are also discussed. The paper concludes with some suggestions and recommendations concerning several aspects of equipment availability assessment. It is believed that the latter may become a more useful tool for mine operators in their efforts to reduce production cost than it seems to be the case at present.

My first paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896— 30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening," hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, dis-cusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allo-tropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it ha been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. LITERATURE data1'3 have suggested that the resolved shear stress necessary to initiate slip in a particular slip system in tungsten single crystals is strongly dependent on the tensile orientation of the crystals. This orientation dependence is contrary to the critical resolved shear stress criterion. Because the Schmid factors for slip on particular {110}( I l l), {112}(Ill), or {123}(111) slip systems in a (100) oriented tungsten crystal are virtually identical to the respective Schmid factors for a (110) oriented crystal, slip should initiate on the same system in both orientations, independent of the values of the critical resolved shear stresses. Thus, it would be expected that, for a critical resolved shear stress model to hold, the proportional-limit stress for these two orientations must be similar. The expectation of similar proportional -limit stresses has not been borne out by reported experimental observations. Rose et nl.' reported that the proportional-limit stress for crystals near the (110) orientation was 92,000 psi, approximately three times that of (100) oriented crystals (31,000 psi). Garlick and probst2 reported greater than a fourfold difference. Most recently, Beardmore and ~ull~ examined tungsten crystals with orientations along the edge of the standard stereographic triangle and showed a gradual increase in proportional-limit stress from 28,000 psi for the (100) orientation to 93,000 psi for the (110) orientation. Again, the difference was more than threefold. As has been emphasized by these investigators, the apparent gross variation of proportional-limit stress with orientation precludes any meaningful analysis of slip mechanics using a simple critical resolved shear stress relation. The purpose of the present communication is to report that, by use of refined strain-measuring techniques, the proportional-limit stresses for the (100) and (110) orientations are quite similar. Obviously, to determine accurately the value of the proportional-limit stress, which is by definition the stress at which nonlinear stress-strain behavior first occurs, the method of measuring strain must be capable of high accuracy. The investigators cited used as the measured elongation the crosshead displacement of the tensile machine. This method, however, introduces extraneous strain contributions from the load train. Because these extraneous contributions are considerable in the initial portions of loading (as has been well-documented in the literature) the proportional-limit stress measurement, dependent on the deviation of a line from linearity, can be significantly affected. During the course of a recent study, room-temperature strain was measured directly on several (100)-and (110)-oriented tensile specimens axially oriented within 5 deg of the desired direction. Each specimen was fitted with two foil strain gages mounted on opposite sides of the 0.08-in.-diam reduced section. The tensile specimens were loaded at a crosshead speed of 0.01 in. per min on an Instron Universal Testing Machine. Strain was monitored through an external bridge circuit in which the specimen strain gages comprised two arms. The bridge output was recorded against the applied load. A strain of 2 x 10"" could be readily detected by this method. Some specimens were subjected to conventional loading while the load for others was cycled between zero and continually increasing values until the first deviation from linearity was observed. The results of these methods were similar, and the stress at which nonlinear behavior occurred was considered the proportional-limit stress. The proportional-limit stresses measured in this study are approximately 5000 and 6500 psi for the ( 100) - and ( 110) -oriented crystals, respectively, a range of values almost a magnitude less than those reported previously. Representative curves are presented in Fig. 1. Because of the nature of the measurements made, the point of departure of a line from linearity is often debatable. While the load-strain curve for the (100) -oriented crystals made a relatively abrupt deviation from linearity, the curve for the (110) -oriented crystal was more gradual, so that the actual point of tangency may be at a lower load than reported.
