The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

Artisanal mining is a rudimentary activity that today attracts over 30 million people in virtually all developing countries around the world. As the price of gold has steadily increased over the past decade, 15 million people have become involved in extracting this metal in 55 countries. Individuals have switched to mining from primary industrial sectors such as agriculture to increase their income. These workers generally have little capital, low education levels, and no previous experience in mining. Together with a lack of technical support from governments, these factors lead to disorganized and informal mining activities that generate environmental and social chaos. The absence of technical knowledge and capital has caused a proliferation of Gold Ore Processing Centres (GOPCs) around the world established by local entrepreneurs, who provide a way for miners to process their ores using amalgamation for a fee that is relatively low to non-existent. Gold recovery by the independent miners rarely exceeds 30 % and gold-rich tailings are left at GOPC facilities as a form of payment. GOPCs recover around 90 % of the remaining gold using cyanidation, flotation, and amalgamation, without any compensation paid to the miners. In processing these mercury (Hg)-contaminated tailings, Hg cyanide complexes are produced that are dumped into aquatic environments, leading to rapid bioaccumulation of Hg by fish. In the town of Portovelo, Ecuador, the establishment of partnerships between GOPC entrepreneurs and artisanal miners has proven to be successful in forming legal small-mining companies to create more equity and reduce pollution. About 108 GOPCs operate in Portovelo-Zaruma, with 40 % of these still working illegally without proper regulation and permitting. Over 20 % of these GOPCs continue to use grinding, concentrating and amalgamating of the gold, with 58 % performing cyanidation of tailings and/or gravity concentrates, and 15 % combining flotation with cyanidation. About 94 % of the GOPCs concentrate the ore prior to applying amalgamation, which significantly reduces Hg emissions to the environment. Incorporating flotation has given the operators increased skills in mineral recovery, with the side benefit of producing a copper concentrate as added value. Despite these innovations, mineral recovery is still inefficient, and waste management is a major challenge in creating true sustainability in this sector (technical efficiency together with social and environmental responsibilities). Further organization, training and capacity-building are needed. The principles of Lean Manufacturing Methods ("Just in Time" production and "Automation") are suggested as possible techniques to assist small GOPCs to become sustainable. In this concept, a larger mining company can become associated with artisanal miners in a partnership to provide training and investment for exploitation of small deposits that would be infeasible as a single large operation. As well, an International Training Centre for Artisanal Miners (ITCAM) is being established in Portovelo with collaboration of the Government of Ecuador to further enhance and upgrade mining activities in this region. ITCAM will provide artisanal miners with technical, business and environmental training to become responsible small-scale miners. In building this new capacity, ITCAM intends to create an atmosphere of trust to attract private and corporate investors to become partners with artisanal miners.

Artisanal and small-scale mining (ASM) operations continue to grow across sub-Saharan Africa and serve as a source of livelihood to many rural communities. Owing to safety, health, environmental, and social concerns, the occupation has been regarded as a menace in several sub-Sahara African countries. Recent studies in the field of ASM prescribe formalization as a way to tame its excesses while enhancing its potential. This paper explores the concept of formalization as it relates to ASM and how it is being affected by the funding situation. The paper seeks to address the question as to whether formalization of artisanal mining operations can achieve the desired results in view of the lingering credit constraints in this mining subsector. It is recommended that, as a way of extending the scope of formalization, focus should be placed not only on access to credit in ASM but also towards optimizing the creditworthiness of ASM firms, with the goal of improving the viability of the operations.

A novel nondispersive electro-optical gas analyzer has been designed, fabricated and tested. The instrument is based on a pressure modulated absorption technique. Key features of this new gas analyzer technique include long-term zero and calibration stability. The technique was investigated for the gases carbon dioxide (CO2), carbon monoxide (CO), methane (CH4) and nitrogen dioxide (NO2). The delivered analyzer was capable of measuring the three species CO, CO2 and NO2. It is a compact (300 cu in) package, is battery powered and weighs 15 lbs. Some thirty readings of each gas may be made on a single battery charge.

"Sillimanite, kyanite, and andalusite are aluminum silicates having the same chemical composition (Al2Si05) and are used in the ceramic industry for the manufacture of high-grade refractories. ""Natural sillimanite with added corundum or other alumina to just short of mullite 2SiO2) proportions is unequalled for jobs where strength at high temperatures, resistance to spalling, and resistance to slagging by acid slags is desired. High-grade porcelain ware also requires these minerals.""At the same cost, sillimanite would be preferred for most uses, but the lack of any large source of sillimanite has given economic preference to kyanite or andalusite for special refractories and high-grade porcelain ware.""3/The possible economic value of the sillimanite schist in the piedmont Plateau was first recognized by Dr. L. L. Smith, of the University of South Carolina, who published an article in the Engineering and Mining Journal, August 1943, on an occurrence of sillimanite schist in South Carolina.The Bureau of Mines was interested in developing a large source of sillimanite to relieve the shortage of high-grade refractories, and initiated a project to locate the ore-bearing areas in Georgia and South Carolina and to develop the most favorable ones.Two hundred and seventy-eight outcrops of sillimanite-bearing schists were found by a Bureau of Mines engineer.4/ The schist occurs irregularly throughout a belt extending from Talbot County, Georgia; to Spartanburg County, South Carolina, about 220•miIes long and approximately 15 miles in maximum width. The Bureau drilled four areas of the more coarsely crystallized schist in Georgia and South Carolina:In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon; chief; conducts preliminary examinations, performs the actual exploratory work; and prepares the final report. The Metallurgical Branch;.R. G. Knickerbocker; chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

Solid, cylindrical crystals of a iron have been fractured at 10°K by the simultaneous application of tension and torsion stresses. Thus, a complex distribution of normal (sN) and shear (ss) stresses existed in a cleavage plane at fracture. In every crystal the clearage-plane normal was inclined to the specimen axis, so that a unique point, M*, in the operative cleavage plane was defined where the quantities sn and s2 N + s2 S) were maximized. It is shown that the maxirrzum resolved normal stress on the cleavage plane at fracture decreased as the resolved shear stress in the cleavage plane at M* increased. Thus, a normal stress la?*! for fracture was not satisfied. A fracture law which takes shear stress into account. and which predicts that (s2 N +s2S) should be constant, is to be preferred. However, the data is best represented by a linear dependence of sN on sS, sS which 110 physical significance can be attached. It is suggested that the fracture-nucleating -mechanism is a short-range one. A critical stress law has not yet been unequivocally established for the propagation of cracks in metals. Measurements of the tensile fracture stresses of variously oriented zinc single crystals1 failed to establish the normal stress law expressed by In Eq. [1], sN is the fracture stress, P, resolved normal to the fracture plane, and 0 is the angle between the fracture -plane normal and the stress axis. Similarly, a comprehensive investigation failed to verify the normal stress law for the tensile fracture of a-iron single crystals.' However, a subsequent investigation,3 using iron from the same ingot, presented fracture data which obeyed the normal stress law. It has been shown previously4,5 that the Griffith criterion for fracture6 does not predict such a normal stress law. This result is of particular significance in considering the fracture of metals, such as zinc and iron, which may fail by cleavage. In these metals fracture propagates in a well-defined "cleavage" plane, whether or not an applied stress is normal to it. When the cleavage-plane normal deviates from the direction of application of a uniaxial stress, for example, the crack propagates under the combined action of normal (sN) and shear (ss) stresses. After graduating with a B.Sc. degree in electrical engineering from the University of Bristol, he joined the National Coal Board's management training programme. Mr B. Moore was born in Coventry, England. He matriculated at Bablake School and then atended Birmingham University, obtaining a B.Sc. Mining Engineering degree in 1953. Professor J .S.J. (J annie) van Deventer matriculated at Swelendam High School. He studied chemical engineering at the University of Stelenbosch, and obtained the degrees of Hons. B. Ing. in 1978 and Ph.D. (Ing.) in 1985. Professor M.D. Brayshaw received most of his education in England but obtained his Ph.D. (Eng.) at the University of Natal. High productivity of the equipment employed is one of the key factors in reducing production cost in mining. One of the best ways to achieve it is an increase in availability. In order to identify the most adverse factors affecting it, reliability and maintainability analysis ought to be done. If its results are to be conclusive, a sufficient amount of credible and consistent data is indispensable. Following the experience from field studies done in underground mines, this paper discusses the current status of failure and maintenance reporting, as well as problems encountered. It exposes the importance of adequate data collection on failures and downtime as well as it reviews the benefits of analysis based on such material. The question of benchmarking with regards to mining equipment performance is also addressed. The paper concludes with some recommendations on data collection and processing, as well as stresses the need to standardize the most important reliability/ maintenance notions throughout the mining industry and to conceive appropriate performance measures.

PT Kaltim Prima Coal?s 13.1 km overland conveyor (OLC) was commissioned in 1991. It is of conventional 3 roller 350 trough belt type. Cost and performance optimization during initial design ended up with 5.4 mps belt speed, 1000 mm belt width to convey 1350tph, and 7 mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30 mtpa (million ton per annum). Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4 200 tph satisfactorily.

The excavation for the Sydney Opera House Parking Station comprises a large donut shaped underground cavern with a central sandstone pillar. The maximum effective roof span is about 19 m and the rock cover is between 7 m and 8 m. Permanent support for the roof and the various services tunnels consists of a combination of tensioned anchors, and untensioned dowels, and mesh with shortcrete and fibrecrete as the final lining. Steel sets were installed at main intersections.Fundamental to the design philosophy for excavation of these spans at such shallow rock cover was the use of monitoring to check on the adequacy of the installed support. Prior to excavation, extensometers, inclinometers, piezometers and surface settlement survey stations were installed. Underground survey stations, anchor load cells and shotcrete pressure cells were installed as excavation proceeded. Excavation commenced at the crown using an initial heading and three widening stages. Geological mapping during excavation confirmed borehole expectations, namely sandstone beds 1 to 4 m thick interbedded with thin shale units. Bedding plane contacts varied over short distances from tight partings to thick brecciated seams. Jointing was subvertical and joints tended to be bed-limited.

Construction materials indeed face a dilemma...as does the building industry as a whole. A stop & go economy; a severe drop; in housing starts; lingering indecision over just what corrective steps are to be taken or to their degree of commitment; no less basic disagreement in regard to which of the, Nation's problems is really the most pressing -- inflation or recession? Optimism has become a rare quality these days. At moat the cautious view is that this new year will see a long, hard struggle back, with hopes that 1976 at least can truly mark a dual anniversary celebration for the United States and its economic health. Yet the paradox is that once recovery does return, those very construction minerals and materials --which in recent years have experienced the ups and downs of overcapacity, shortage, and now declining demand again-- will once more face the spectre of mass inability to service revived and growing needs for its product. Mounting costs, present marginal expansion investment, and substantial lead times required for new facilities to come into production, could well form a bottleneck to economic upswing. The result again can be another cycle of shortage-induced inflation, and with it continued gyrations within the demand supply relationships of the country's building industries.

Research into the safe and economic extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa highlighted that future practices will have to consider pertinent risks associated with this least safe of all underground coal mining methods conducted in South Africa. To this end, a computer-based program called A-PEP (Analysis for Pillar Extraction Potential) was developed to assess three aspects of this mining practice, viz. risks associated with the physical attributes, operational risk attributes and economic attributes. This intelligent tool can thus be used when planning to conduct underground pillar extraction to ensure that all pertinent risk elements and legislative requirements are considered to conduct this mining method safely before a submission is made to the Department of Minerals and Energy. An extension of lognormal theory and its application to risk analysis models for new mining ventures by B. M. WAINSTEIN*, B.Sc., M.B.A. (Witwatersrand) (Visitor) The lognormal distribution, which remains the most popular distribution model for ore values, is investigated. The T-distribution, an integral part of this theory, is dependent on the sample size, n, and the unknown population parameter, o2, which cannot be integrated out. Hence, o2constitutes a nuisance parameter. In this study, the robustness of the T-distribution to changes in o2 is examined. It is found that the T-distribution is robust for 0,1 <= o2 >= 2,5, a domain covering most practical applications of the lognormal theory. By the use of o2 = 0,7, multiplier factors, which facilitate the computation of the confidence limits, are derived for a comprehensive set of confidence levels.

From a distance, the 0.75-km (0.5-mile) rail line that sits in the shadows of Vale-Inco?s Stobie Mine outside of Sudbury, Ontario could be mistaken for a standard conveyor belt hauling ore from the nearby mine. But with its large, yellow-painted loop and interconnected green rail cars that invert themselves on the loop before correcting with a smooth rollover further down the track, one might assume that this is some sort of test track for a new roller coaster. The fact of the matter is that it is the proving ground for Rail-Veyor technology, a technology that the company hopes will one day change the face of ore transportation in surface and underground mines around the world. With a line of linked, low-profile rail cars that are capable of carrying up to 1 t (1.1 st) per car of ore by way of simple, above ground, lightweight rail track, the technology is not groundbreaking. In fact, it was developed in the 1960s for the French State Railroad. A demonstration plant for the Florida Institute of Phosphate Research was installed in 2000 and the first commercial under-ground installation was in 2007 in South Africa at Harmony Gold?s Phakisa Mine. There, a 4.7-km- (2.9-mile-) long tram between two shafts operates three Rail-Veyor trains on a shared track. The difference is that the application that is being tested day-and-night in Sudbury is getting closer to wide production, thanks to the use of computer controlled automation that has helped turn an old idea into a cost-effective modern solution.

The constitution of the iron-rich iron-nickel-silicon alloys at 600ºC. has been determined by X-ray crystal structure methods. If the results are represented isothermally by a conventional equilateral triangular plot, the single-phase solid solution (body-centered cubic structure) of the iron-rich alloys at 600°C. is bounded by four two-phase areas. Three three-phase areas separate the respective two-phase areas. Three of the phases in the polyphase areas have the same structures as the corresponding phases in the binary iron-nickel or iron-silicon alloys. There are two phases, however, that have not been reported previously and whose structures have been tentatively identified in the present investigation. The solid solubility limit of the iron-rich solid solution at 600°C. was determined by comparing the lattice constants of this body-centered cubic phase in the single and polyphase areas. It has been shown that the lattice constants of ternary alloys may be represented by surfaces whose distances above the ternary plot (representing atomic composition) are proportional to the lattice constants of the respective alloys. Then the intersections of the surface for the single-phase alloys with those for the corresponding phase in the polyphase alloys, at the respective temperatures, are the solid solubility limits of the single-phase alloys at these temperatures. The data of the present investigation were evaluated by this method, although by a system of orthographic projection it was possible to represent the three-dimensional model in two-dimensional diagrams. This investigation has shown that the solid solubility of nickel in the body-centered cubic phase of the iron-rich iron-nickel-silicon alloys at 600°C. changes from 3.7 weight per cent (Owen and Sulley) in the binary iron-nickel alloys to 5.0 per cent in the ternary alloys containing 4.8 per cent silicon. Further additions of silicon increase the solid solubility limit of nickel to 16.0 per cent at 12.6 per cent silicon. From this point the limit decreases to 9.5 per cent nickel at 15.5 per cent silicon and is, of course, zero at 15.3 per cent silicon in the binary iron-silicon alloys.

In August 2006 a technical alliance was formed between Orica Mining Services and Century Mine to provide blasting solutions. The alliance is in the form of a Rock to Specification (R2S™) service, one of Orica’s Blast Based Services (BBS™). The ultimate goal was to facilitate the rapid expansion of material movement from 26 to 41M m3 (34 to 53M yd3) per annum while maintaining a reliable ore supply to the mill.

Ligas amorfas e nanocristalinas à base de ferro apresentam propriedades excepcionais, como alta dureza e resistência ao desgaste com taxa de resfriamento entre 103 e 105 K/s. Assim, este trabalho objetiva a solidificação rápida (SR) da liga à base de ferro fundido (FoFo) com adições de Boro e Nióbio, resultando na composição química (Fe65Cr17Mo2C14Si2)88B8Nb4 (%at.). A liga foi processada através de melt-spinning, no forno Discovery® Plasma e Conformação por Spray (CS) e caracterizada por: DSC, DRX, MEV e microdureza Vickers. Foram obtidos: fitas amorfas (40 µm) através de melt-spinning, chapas (1,0 e 2,0 mm) por (SR) e CS da liga (Fe65Cr17Mo2C14Si2)88B8Nb4, com depósito (1,0 e 2,0 mm) e pós overspray (20 até 180 µm). A caracterização mostrou fitas amorfas, pós overspray nanocristalinos e chapas (SR) e depósito (CS) cristalinos com as fases: Fe-a, Fe-?, Cr7C3, FeNbB e Fe2B, com respectivas microdureza Vickers de 1044 ± 102 (HV1) para o depósito CS e 1480 HV para a chapa de 2,0 mm, mostrando alta dureza.

Kansanshi Copper Smelter began operation in March 2015. The smelter features a single Isasmelt furnace for smelting, one 6-in-line electric furnace for matte-settling and slag-cleaning duties, four Peirce- Smith converters and two rotary anode furnaces. A 1,450 t/day oxygen plant and a 4,085 t/day sulphuric acid plant are included in the smelter operations. This paper gives an overview of the operational performance to date with summary data for each smelter section. Challenges such as an unforeseen refractory failure in the Isasmelt furnace in 2016 are discussed. Design improvements around the electric furnace are mentioned. Plans for potential future improvements are put into context. A consistent focus on operations, maintenance and continuous improvement has seen the smelter easily achieve its nameplate capacity of 1.2 million tonnes per annum of copper concentrate throughput. The smelter now operates consistently at a concentrate throughput rate of 1.38 million tonnes per annum of copper concentrate. INTRODUCTION The smelter was commissioned in March 2015. Design and commissioning of the smelter have been discussed by de Vries, Hunt, Hanschar and Louie (2016). The smelter rapidly ramped up to achieve nameplate production (1.2 million tonnes per year concentrate) and in 2018 operated consistently at the rate of 1.38 million tonnes per year concentrate. This paper presents major operational data for each section of the plant and describes significant events and improvements during the first four years of operation. The smelter flowsheet is shown in Figure 1.
