One of the best present-day yardsticks of the material welfare of a nation is its consumption of minerals, The United States, with only 7 percent of the world population, consumes 45 percent of the world wealth, pays the highest real wages, has the shortest working hours, and numbers the largest percentages of home owners among its population, and at the same time its per-capita consumption of minerals is far greater than that of any other nation. In 1937, British India, with roughly twice the population of the United States, used less than 2 percent as much lead, 4 percent as muck zinc, and 13 percent as much copper; even in Europe, which has three times our population and where war preparations have greatly expanded the normal needs of peaceful industries, the aggregate consumption of metals and industrial minerals other than lignite is less than the total for the United States alone. The march of civilization passed from the Stone Age to the Bronze Age before the dawn of history. It may be questioned whether man or monkey first threw stones at an enemy, but only man could have fashioned rough stones into weapons. Eoliths rudely shaped by apelike men are believed by archaeologists to have antedated by hundreds of thousands of years the existence of our own human ancestors. The primitive people that followed the retreating Ice Cap northward in early quaternary period - at least a million years ago - were fairly adept in the shaping of flints and even used a little copper. The Bronze Age, so-called, superseded the Stone Age when, around 8,000 B. C., the news spread that chunk s of natural copper could be pounded into better weapons or cutting implements than ever could be made by chipping stones. The Bronze Age gave place to the Iron Age about 1,000 B, C., and though students of modern history may speak of the Coal Age, the Petroleum Age, and the Automobile Age, and so on, these ages have all been crowded into a brief century and a half. The truth is that we still are in the Iron Age, unless perhaps we choose to call it the Age of Many Metals.

Wrought Hadfield steel was tested in axial tension at from 100° to —196°C, to determine flow and fracture stresses as well as conventional properties. Ductility and related properties, such as fracture stress, decreased continuously with temperature. Peculiarities during straining indicated possible martensite formation or mechanical twinning. THE mechanical properties of austenitic manganese steel have been summarized by Avery and Day,' including the low temperature tensile properties reported by Hadfield and coworkers2,3 " These data show the material to be brittle at both liquid oxygen and liquid 'hydrogen temperatures. Avery and Day report considerable ductility measured by Charpy V-notch tests at —100°F (-73°C). Since the review of low temperature properties by Seigle and Brick' show face-centered cubic structures, other than Hadfield steel, to be ductile at low temperatures, it was felt that a study of tensile properties, between the reported intervals, should show whether the decrease in ductility was a gradual decline or an abrupt drop beginning at some intermediate point. X-ray examinations were made in an attempt to shed further light on the mechanism of work hardening of austenitic manganese steel. The presence of a magnetic constituent has been found by Hall" and by Avery, Homerberg, and Cook." Krivobok7 demonstrated the growth of magnetic constituents on reheating cold-worked specimens. Hadfield2,3 ' and Goss found no a iron. The steel from which the specimens were taken was commercial hot rolled % in. diam rod of electric furnace steel. Once the heavy work of mining, supporting and completing an underground structure is finished, there is frequently the problem of handling unwanted water infiltration into the opening. Methods of controlling the infiltration vary from collecting and channelling the inflow to shutting off the water at the surface of the opening or within the ground formation. Discussed are various methods of controlling ground water inflow from within the structure including collector pipe systems, shotcrete, cement grout, bentonite, and various chemical grouts. Case histories illustrating some of the methods and materials will be presented.

The application of cemented paste backfill (CPB) with alkali-activated slag and phosphogypsum (ASP) can contribute to the sustainable development of the mining industry. The effects of PG content, NaOH content, solid content, and waste rock-rod milling sand (W/R) ratio on workability, unconfined compressive strength (UCS), and setting time of ASP-CPB were investigated in this paper. The results showed that the workability of ASP-CPB decreased with PG content and NaOH content. Compared to OPC-CPB, ASP-CPB exhibited better workability and higher long-term (7 days and 28 days) strength at predetermined backfill formulations and curing times. The mid-term strength of ASP-CPB first increased and then decreased with PG content, while the short-term strength (3 days) decreased gradually due to the influence of soluble acidic impurities. Excessive NaOH will harm the strength of ASP-CPB, possibly due to the swelling effect of the reaction products (ettringite and sulfate). Strength and setting time increased and decreased with solid contents, respectively. Moreover, the compactness of the mixture has an important effect on strength and workability. The workability and strength of ASP-CPB reached the minimum and maximum values at a W/R ratio of 5:5, respectively. Pollutant index detection indicated that most of the pollutants in ASP-CPB leachate met the discharge standard, which proved that ASP-CPB is an effective method to recover PG. The results of the research will provide theoretical guidance for the efficient recovery of PG resources and support the achievement of safe, clean, and efficient mining.

The Metropolitan St. Louis Water District’s Project Clear is a 28-year program targeting wastewater capacity throughout St. Louis, MO. The extensive program includes the Jefferson Barracks Tunnel, running parallel to the Mississippi River at 2 m ID and 5,400 m long. A rebuilt Robbins Main Beam TBM began boring but hit challenging conditions about 2,400 m in, including water inflows. A larger 4.1 m Robbins Main Beam machine will complete the remaining 3,050 m in limestone, dolomite, and shale. The TBM will utilize a high-powered, high breakout torque cutterhead along with enhanced 360-degree probing & grouting capabilities to detect any karst formations.

THE year 1923 started a few days after the Venezuelan Oil Concessions, Ltd., discovered a 140,000-bbl. well at. La Rosa and a well of between 2500 and 5000 bbl. at La Paz, on the opposite side of Lake Maracaibo. These nearly simultaneous events changed, overnight, the general aspect of oil affairs in Venezuela. Up to that time, big things had been expected by the companies then in the district, but many major companies had shown little interest in the country. Within a few weeks the Pure Oil. Co. and the Gulf Oil Corpn. entered the field and acquired large properties. The Texas Co. purchased several concessions and the Standard of California, Atlantic Refining Co., and Mexican Petroleum Co. established offices. Representatives of many other companies visited the district during the first few months of the year. The sudden influx of buyers naturally caused a great rise in prices and this, together with overproduction in the United States, doubtless caused the slowing up of concession transfers in the latter part of the year. The following property transfers occurred: (1) The Gulf Oil Corpn. contract with the Maracaibo Oil Exploration Corpn., whereby the Gulf acquired the right to select 100,000 acres from the Maracaibo's zones. (2) The Gulf Co. purchase of one-quarter interest in seven concessions of the New England Oil Corpn., Ltd. (3) The Gulf Oil Corpn. purchase of several concessions of Kunhardt and others in the Perija district. (4) The Gulf Oil Corpn. purchase of certain portions of the one-kilometer Lake zone that were not covered by parcels or Government reserves (namely the "sobrantes"). (5) Pure Oil Co. purchase of all Government reserves turned back by Maracaibo Oil Exploration Corpn. in the districts of Mara and Miranda. (6) Standard Oil Co.: of New Jersey deal with the British Controlled Oilfields, Ltd., for control of approxi-mately the eastern third of the .district of Buchivacoa, state of Falcon. (7) Royal Dutch deal with the British Controlled Oilfields, Ltd., for the control of the central third of the district of Buchivacoa, Falcon. (8) The Texas Co. purchase of several concessions in Perija and one west of Mene Grande on the east side of Lake Maracaibo. (9) Purchase by the British Equatorial Oil Co., Ltd., of Goverment reserves corresponding to certain Creole Syndicate parcels under the margin of Lake Maracaibo near La Paz. (10) The Lago Petroleum Co. acquired a concession on all of Lake Maracaibo except a 1-Km. strip along the shore.

This paper deals with the analysis of pillar failure in a room and pillar mining operation of a deep underground coal mine. The incident here involved the failure of more than 100 pillars. The mechanism of pillar failure (bump/squeeze) has been studied in detail. The analysis consists of inmine eyewitness observations, laboratory experiments and analytical study of the pillar failure area using finite element technique. Results indicated that the mechanical properties of coal, roof and floor, geologic condition, and the method of operation have affected the mode of pillar failure. Hard roof and floor prevented roof caving and floor heaving in the gob area creating an inhomgeneous stress field on the pillar. This condition developed a yield zone and a core zone in the pillar. Progressive increase of vertical stress further increased the yield zone of the pillar and reduced the core pillar leading to a total squeeze of the pillar. However, the analysis indicated that the pillars were liable to bump provided any sudden shift of load occurred on the core pillar due to some dynamic shock imparted by a local failure of the immediate roof (slickenslided area) or during splitting.

The stability of a 70/30 Mn-Cu alloy aged to peak damping has been investigated using electron microscopy, X-ray diffraction, and torsional pendulum measurements. Storage at room temperature or at 100" C causes a reduction in damping capacity. This is shown to be due to the formation of subdomains which "lock" the main domain structure and so hinder their movement. After storage the damping capacity can be restored by a retransformation treatment, which generates structures identical to those found in newly aged specimens. Plastic deformation by rolling also causes a decrease in damping capacity. In this case the damping capacity can only be restored by retransformation if the amount of deformation is less than about 5 pct. THE general metallography and structure of these high damping capacity alloys has been discussed in Part I of this work.1 Part II deals with some of the variables that affect the damping capacity. In particular, the stability of the damping capacity of a 70/30 alloy aged for 2 hr at 425° C and quenched has been investigated. The temperature sensitivity of the damping capacity of a 70/30 alloy aged for 2 hr at 450° C has been reported by Birchon.2 The damping capacity begins to decrease with increasing temperature, and is very low above the M, temperature of 125°C. The cubic — tetragonal transformation is completely reversible and there is no apparent thermal hysteresis associated with the change in damping capacity. Another important effect was first reported by Dean and his coworkers.3 They noticed a decrease in the damping capacity with time for specimens of a quenched tetragonal alloy. More recently workers at the Admiralty Materials Laboratory 4 have studied the stability of an aged 70/30 alloy. They found that the damping capacity decreased to half its original value after about 1000 hr at room temperature. EXPERIMENTAL The techniques used for electron microscopy and X-ray diffraction have been described in Part I. The damping capacity was measured by means of a torsional pendulum, using rectangular specimens, 3 by 0.3 mm with a 6 cm gage length. The specific damping capacity, S.D.C., was calculated as a percent amplitude decay in free vibrations over 10 cycles, starting at an amplitude which corresponded to a 700 psi surface shear stress. Because of the stress dependence of the damping,' the values obtained were about a third those reported for a 5000 psi surface shear stress.' RESULTS a) Effect of Aging Temperature. The effect of aging temperature on the damping capacity is shown in Fig. 1. The damping capacity reaches a peak of 12 pct after aging at 400° to 425°C) then begins to decrease as the volume fraction of a Mn increases. At higher aging temperatures the structure becomes cubic again with a low damping capacity. b) Stability of the Aged Structure. The damping capacity of the aged alloy decreases with time at room temperature. This process could be accelerated by storing at 100°C, when about 100 hr were required for the damping to fall to half its original value. The results of room temperature and 100°C storage, for times up to 1000 hr, are shown in Fig. 2. The damping capacity starts to decrease after about 24 hr at 18° C and 1 to 2 hr at 100°C. It was found, however, that the damping could be almost completely restored by retransformation. The specimens were held at a temperature above the M, for a short time, 250° C for 5 min, and then quenched. Under the present emergency every consumer should store as much coal as he can. Although there is no shortage of coal, there is likely to be a shortage of labor to mine excessive quantities in the fall, and railroads cannot be expected to deliver coal promptly on account of the need for transporting war materials. Some miners must join the armed forces, and those who are left may be unable to mine coal as rapidly as you will need it when winter comes. When the first cold days arrive, there may be a shortage of trucks to deliver coal. Deliveries may be planned in advance, and your turn might not come until it is too late.

Introduction The Helen mine and the Victoria mine of Algoma Ore Properties, Limited, in the Michipicoten district, Ontario, are 120 miles north of Sault Ste. Marie, on the north shore of lake Superior. They are on the Algoma Central railway between Hawk Junction and Michipicoten Harbour. Between them, these mines have produced 10,757,113 tons of iron ore. From 1900 to 1918, 2,823,369 gross tons of brown ore was shipped, and from 1939 to the end of 1949, 7,933,744 tons of siderite was produced from the open-pit operations and underground development. The finished product, known as 'Algoma sinter', is shipped to blast furnaces both in Canada and the United States. The iron-ore bodies are a part of a tabular shaped area of iron formation that extends over a length of more than 10,000 feet and has maximum width of 1,000 feet. The two siderite orebodies, known as the Helen and Victoria, are separated by two diabase dykes. The Helen orebody is 1,600 feet long with a maximum width of 250 feet and the Victoria is 1,200 feet long with a width comparable to the Helen. These orebodies are considered to be a replacement of the original rock by iron carbonate. The introduction of the iron-1bearing material probably occurred after the development of the major folded structures. The open-pit mining of siderite started in the Helen ore body in 1939 and continued until 1945. During this period, 3,853,395 tons of ore was mined. Open-pit mining started in the Victoria body in 1946 and is still being carried on. Underground development commenced in September, 1947. Diamond drilling and surface sampling had shown the Helen deposit to average 35.61 per cent Fe and 7.28 per cent SiO2, and the Vi.otoria deposit 33.73 per cent Fe and 10347 per cent SiO2?

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

A review of development and a reevaluation of uses of the hydraulic air compressor are suggested by the constant changes in technology, which frequently make an old art valuable in solving current problems. Contacts with research workers in various branches of engineering indicate that this older method of producing compressed air may not be familiar to some or that its salient features might be useful in solving problems involving uses of compressed air. Briefly, a hydraulic air compressor may be described as an inverted siphon, consisting of an intake head where water and air are mingled, followed by a gravity-fall tube in which air is intimately mixed with the water and is compressed as the water pressure increases during the fall down the tube, then a separating, or stilling, chamber in which air bubbles rise to the surface of the water and collect in the upper portion of the chamber at a pressure equal to the weterhead maintained by the height of water in the discharge leg of the circuit. The water, which now contains only the fraction of air that has gone into solution, passes out of the separating chamber and rises up the discharge leg to the surface, which is, of course, at some suitable distance below the level of the intake. Present-day applications include (1) utilizing low hydraulic heads, which otherwise have little commercial values; (2) utilizing low hydraulic heads in reclamation work to supply compressed air, or in some instances to produce a small suction, for air-lift pumping (or for operation of air motors), with minimum attendance and without need for electric power; (3) utilizing medium heads, as at dam and lock installations, to produce compressed air for pneumatic operation of airlifts, gates, valves, and rubber gate seals; (4) utilizing underground waters, as in mines, to produce compressed air for general mine use; (5) using this method of isothermal compression of air in combination with standard compressors wherever hydraulic head is available, thereby securing the advantages of low-temperature intake to the mechanical compressors and reduction of moisture content below that of atmospheric air; (6) development of large air supply at pressures up to 150 p.s.i.g., which, after performing work in reciprocating or centrifugal expansion cylinders, is available at temperatures approximating -50° F. Possibilities in freezing and reheating should be mentioned which may prove economical for obtaining uniformly dry air for process work, wind-tunnel tests, or large air-conditioning installations, such as ventilation of underwater traffic tunnels, and may be economic for supply of supercharged air to gas-turbine plants.

The economic growth of Hong Kong and adjacent territories in Southern China is, to a considerable extent, dependant on air transportation, but the present Kai Tak Airport is incapable of expansion to meet future needs. After years of study, agreement was reached to build a new airport on the island of Chek Lap Kok, some 34 km remote from Hong Kong, with an ultimate capacity of 87M passengers and 8.9 Ml of cargo per annum. Apart from the building of the airport and its associated infrastructure (including a new town), other similar massive construction works have been necessary in the form of land reclamation from the sea and existing outer lying islands. The construction of bridges, tunnels, railways and highways are also an integral part of the project. The paper provides a broad overview of the concepts of the scheme (called The Airport Core Programme) and highlights some of the major operations and equipment being used in the projects, whose cost at 1992 prices was reckoned to he Hong Kong (HR)$l63hn.

The detailed mineral composition of the lead-zinc ores at Captain's Flat was first studied in 1942 (Edwards, 1943).At that time the workings did not extend far below the 750ft. level. Since then development has been extended to the 1,390ft. level, and -at the request of the management of Lake George Mines Ltd., an examination of the ore from the deeper levels has been made as part of the research programme of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organization.This account is. based on that examination (Mineragraphic Rept. No. ,537, C.S.I.R.O.)GENERAL GEOLOGYThe geology of the Lake George Mines has been described briefly in The Geology of Australian Ore Deposits (1953), and in much greater detail in an unpublished report by K. Glasson (1952). The area consists of fossiliferous Upper Ordovician sediments overlain by volcanics (Kohinoor VoJcanics), and by fossiliferous Silurian sediments. The volcanies comprise a series of· flows ranging in' composition from dacite to rhyolite, with interbedded tuft's and shale lenses.The region has been strongly folded. The regional strike is from 340° to 355°, and dips are from 75°W. to 75°E, A major syncline, pitching 200 N., occupies the centre of the area. The Kohinoor Volcanic'l outcrop as two bands which represent the east and west limbs of this syncline.The Volcanks in the western limb, with whIch the orebodies are associated, are more strongly sheared than those in the eastern limb.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." The development of a design equation for, and the testing of, a constant- flow airlift pump IS described. The predictions of the new airlift model agree with the results of experiments carried out using riser diameters between 0.025 and 0.300 m, submergence depths between 5 and 10 m, suspension densities between 1000 and 1650 kg/m3, and a solids dg of 70 to 100µm. The predictions o the model also agree with data from the literature for submergence depths that reached 130 m. This airlift model was employed to simulate the pulp flow through a series of tanks, each of which was fitted with an airlift pump to transfer the suspension to the next tank. Particular attention was paid to the riser diameter, submergence of the airlift pump, and control of the air supply to the airlift pump during the simulated operation of a series of tanks. The results of the simulation highlight some design parameters that could affect the efficiency and operation of a plant that employs airlift pumps to transfer suspensions.

"During the period 1958-1980 seven deep shafts were sunk from the surface in the UK. From 1977 until 1989 sixteen deep shafts were sunk in the UK, all concrete lined. Subsequently from 1989 up to the present day no deep shafts have been sunk in the UK, a period of 30 years. Developments in the design and construction of deep shaft linings in the UK therefore were predominantly carried out throughout the period 1977–1989. This knowledge is recorded in several published papers by the author over that period which will be referred to in the paper. INTRODUCTION The paper includes a review of past precedent for the design of deep shaft concrete linings in the UK and sets out the principles for future designs, including the design load to be adopted and Factors of Safety (SFs) to be used in the design. Hydrostatic pressure increases with depth from the surface and therefore the concrete lining must increase in thickness and strength throughout its depth to resist the pressure. High strength concrete mixes were developed to enable economic linings to reach greater depths and these will be detailed. The ground conditions to sink through in the UK consist of predominantly competent (self-standing when excavated) rock, which can be water bearing, and hence a hydrostatic pressure resisting lining is required. The paper describes the construction measures needed to produce a dry shaft by way of pour length, joint detail, backwall grouting and joint sealing details. PAST PRECEDENT FOR UK DEEP SHAFT SINKING AND LINING Seven deep shafts were sunk from the surface in the UK from 1957–1977 over a 20-year period (Auld, 1987). These are listed in Table 1. Three shafts were for British Coal, two were for Cleveland Potash Ltd and two were for the Central Electricity Generating Board. The British Coal shafts were 5.486 m and 7.315 m internal diameter to depths of 550 m and 780 m, respectively. At 5.5 m internal diameter and a depth of 1150 m, the two Boulby Mine shafts for Cleveland Potash Ltd are currently the deepest shafts in the UK. The two Central Electricity Generating Board shafts of 5 m and 10 m internal diameter, to depths of 255 m and 440 m, respectively, were ventilation shafts for a pumped storage scheme. Six of the shafts were sunk by Thyssen (GB) Ltd and one by Cementation Mining Ltd."
