OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Sequential and evolutionary changes through time are recognizable in many, perhaps most major families of ore deposits and their geological environments. These changes are additional useful indicators of the evolutionary history of the earth and its tectonic processes. They are important in mineral exploration because they involve consideration of time as a fourth dimension, thereby indicating the most favorable ages, rather than types of rock for investigation. Many of the changes are analogous to those recognized in faunal evolution. Some primitive, unspecialized types of ore deposits occur nearly unchanged through rocks of widely differing age. Others diversify into several, more specialized variants, whereas still others become extinct. The place of these is taken by new, younger types, some of which undergo sudden proliferations and later diversifications of their own. In Archean greenstone belts irrlportant iron, nickel, gold, and base metal deposits occur co-regionally, but in different stratigraphic positions in the same, thick volcano-sedimentary successions. Here their close temporal and spatial associations suggest common genetic exhalative hydrothermal processes. The massive base metal sulfide family of ore deposits provides an excellent example of evolutionary changes, exhibiting distinct variations through both time and space. Deposits belonging to this family span the entire range of time, occurring in rocks of ancient Archean to Recent age, and specific types within the family also span the entire range of spatial environments from ensimatic to ensialic. Moreover there are possible evolutionary metallogenic links between certain types of massive base metal sulfide deposits and other important base metal ores, noteably Mississippi Valley-type and porphyry copper deposits.

Introduction Troublesome shales have plagued the petroleum industry for more than 50 years. Unstable boreholes have been experienced when drilled into shale formations; sane have been studied almost at the beginning of rotary drilling. A little progress has been made since then, but much is still to be learned. No simple solution exists so far, but good drilling practices combined with good mud practices have been helpful. It is well known that shales in general have a strong affinity for water, and when water is adsorbed, the stability of the shale section of a well is reduced; cohesive strength will be re- bed, properties will be altered and shale will generally expand and/or crumble. The amount of water a shale will adsorb depends on the characteristics of its clay mineral and the ionic concentration of surrounding fluid. Fluid loss and the resulting hydration of an unstable formation can lead to serious downhole problems. The rate of fluid loss depends greatly on the permeability of the deposited cake. In impermeable formations, however, there is no loss of fluid into the formation. As such, shale, because of its very low porosity and almost no permeability, could be termed impermeable. Yet there is strong evidence that shale surfaces are wetted by an invasion of fluid into the formation through microfractures and jointed planes. It is this wetting that causes the shales to swell and slough into the hole, resulting in problems such as increased mud volume and treating costs, bridges and fill-up, stuck pipe, overgauge hole, poor cement jobs and increased cement requirements, and logging and completion difficulties. Drilling operations have been defeated by severe shale problems, resulting in & hole being plugged and abandoned after several weeks of drilling. Shales are we1l known as being difficult and costly to drill. Numerous fishing jobs have plagued drilling operations, and the cost of reaming tight holes ad weighting up the drilling mud to control shale sloughing has been high. The concept of controlling water loss to stop sloughing was introduced in the 1920's. It was known-then that calcium in fresh water re- strains clay £ran excessive swelling (theory of osmosis) . This reinforced the belief that calcium-based muds such as lime, gypsum and calcium chloride should minimize hydration of clays. Lime muds were then introduced for this purpose and others in the 1930-1940 decade1. They were used for shale inhibition but were not effective. In an attempt to improve them, a special calcium-type mud beam popular during the 1950's. Hole enlargement continued and they too were considered ineffective. During & early 1960qs, papers were published claiming that shale swelling could be prevented by using high concentrations of chemical thinner called Chrane Lignosulfonate1. This began the era of highly treated lignosulfote muds. Unfortunately, the hole enlargement problem continued. During & mid-1960’s, oil based muds were used for the purpose of inhibition of shales. Not until 1966 did Mondshine2 suggest that the water phase be saturated with calcium chloride. The cost of using oil based mud was considered by most operators not worth the additional hole stability. The potassium chloride-polymer muds were also used in many fields in the United States and western Canada. The use of these muds has been claimed to prevent clay swelling by inhibition and encapsulation in sane areas of western Canada. They are also expensive and their ueneral application is still experimental. To reduce filtrate loss when sloughing shale becomes a problem during drilling is a reasonable practice. This study will investigate the use of cationic organic additives to mud to form a protective barrier between the shale - which are primarily composed of clays - and water that will keep water from entering the microfractures and will also prevent them from hydrating. In so doing, an understanding of modern clay chemistry and & dispersive properties of cationic additives in water based systems will be our most valuable tools. This study will also present and solve a mathematical model for simulating cation transport phenomena in fractured shales using the Framdlich equilibrium adsorption isotherm. The studies will analyze wellbore failure and stability as affected by cationic organic material.

This paper presents an outline of several models that have been developed to aid surface mine planners evaluate alternative mining methods and dragline sizes. The models presented belong to a larger group of models that are incorporated in the SEAMPLAN computerized mine and reclamation planning system. SEAMPLAN was developed in the College of Engineering at Montana State University. Initial funding for the development was derived from the USDA Forest Ser- vice and EPA. Enhancements to SEAMPLAN are currently being funded by DOE (Contract DE-AC22-80ET-14173). SEAMPLAN is a comprehensive surface mine and reclamation planning tool that contains a number of major modules: Data Entry and Review, Production Analysis, Reclamation Analysis, and Impact Analysis. The Production Analysis Module contains programs that enable the user to evaluate alternative methods of removing overburden in a surface coal mine and then to assess auxiliary activities required to support the overburden removal operation. A set of these programs addresses the use of draglines for removing overburden. Six basic dragline mining techniques have been modeled. For one-pass dragline operations four methods can be analyzed: (i) simple side cast, (ii) side bench, (iii) extended bench, and (iv) extended bench with side bench. Two methods of two-pass operations are modeled: (i) single dragline, and (ii) tandem draglines.

In the garden of national problems recognized by the American public, imports of mineral products is a hardy perennial. Concern for the security of mineral supplies has preoccupied nations since the industrial revolution and the mechanization of warfare. Since 1973, Americans have also been sensitized to the potential economic costs of overseas mineral supply disruptions and the cartelization of foreign production. Though oil prices have plunged since 1981, the import dependency issue remains topical. Political turmoil in Southern Africa reminds us that mineral supply disruptions will occur in the future as they have in the past. Producers of iron and steel, copper, and refined petroleum products seek protection from imports on national security grounds. The Reagan administration is proposing sweeping changes in the management of the federal mineral stockpiles. s an enduring need to take stock of the mineral trade position of the United States. This article considers the changing role that the U.S. has played in the twentieth century in non-fuel minerals trade. We begin by enunciating some principles that are useful in analyzing this trade. The changing pattern of trade in the 1900-1969 period is then reviewed. There follows a more detailed analysis of mineral trade trends in the 1970-84 period. Some consideration is given in the final section to the significance of non-fuel mineral trade for the U.S. economy. THE ECONOMICS OF U.S. MINERAL TRADE The allocation of non-fuel mineral products in the United States has in this century been accomplished primarily through the market mechanism. Except where trade barriers have distorted price signals, this means that mineral supplies have been obtained from the least cost source, with little regard for their country of origin. Mineral prices facing U.S. firms are sensitive to shifts in the domestic supply and demand, but are also sensitive to economic conditions overseas. The balance of trade in each mineral product has depended on the amount that is profitably produced and consumed domestically at the world price. The nation has produced exactly as much as it has consumed only by chance. U.S. demand for non-fuel minerals is derived from the demand for manufactures, farm commodities, and other goods whose production requires mineral products as inputs. The demand for such goods can be quite volatile, and in most industries moves cyclically due to its sensitivity to the level of aggregate economic activity. The supply of mineral products depends on the cost of extracting and processing mineral raw materials. These costs do not vary greatly in the short run. Because of these attributes of mineral markets, U. S. trade in mineral products fluctuates considerably from year to year. Most of this volatility results from shifts in domestic and overseas demand and from changes in exchange rates and trade barriers. Longer run changes in the mineral trade pattern can also be discerned. These depend on secular trends in demand and in the cost of mineral extraction and processing at home and overseas. The United States was originally endowed with extensive reserves of an array of mineral-rich ores and fossil fuels. It is also a nation with an entrepreneurial climate and technological capability conducive to extracting and processing those reserves. Not surprisingly, it has at one time or another ranked among the world's leading producers of a great many mineral products. With a population that is large and an economy that is technologically advanced by world standards, the U.S. has also been a leading consumer of mineral products. Because of its voracious appetite, the bulk of mineral products produced domestically has traditionally been consumed domestically as well. Net exports have been sizable only in those industries in which the nation has enjoyed an extraordinary cost advantage. A decision support system for the management of the mineral resources of a developing country has been derived. The system allows the evaluation of the impact of a mineral project in a developing country in the broad context of its economy. The analysis permits the assessment of the overall socio-economic consequences of mineral prospects and allows incorporation in the evaluation of issues that are broader in scope than the pure financial objectives. The system is built around the Leontief framework of economic analysis. The original input-output model, enhanced to incorporate country-specific behaviour is integrated with cost-benefit analysis and shadow pricing. The analysis leads to synthetic measures of profitability at market and shadow prices. These measures are useful to direct the mineral policy of a developing country through the exploitation of those mineral resources which are most likely to bring about economic growth and social advancement.

The lack of visibility near earthmoving equipment results in an average of five fatalities in U.S. surface mines each year. These accidents occur when a piece of equipment either strikes another vehicle or worker, or travels over the edge of an embankment. Researchers at the National Institute for Occupational Safety and Health have evaluated off-the-shelf proximity warning systems that sense obstacles near the equipment and provide an alarm to the operator. Limitations of existing systems have necessitated the development of new systems designed specifically for mining equipment, including a GPS-based proximity warning system and a computer-assisted stereovision system.

Mine-to-mill optimization is a holistic approach to the optimization of mining and processing operations. Developed at the Julius Kruttschnitt Mineral Research Centre, it attempts to minimize energy consumption through the optimization of the particle size reduction process. The approach involves sampling and modeling of blasting and processing, computer simulation to optimize the operation and develop alternatives, implementation of the most promising alternatives, and sampling to quantify energy savings. The primary objective of the present effort is to adapt mine-to-mill technology to the aggregates industry. This paper presents an update of work being conducted at quarries operated by the Luck Stone Corporation of Richmond, Virginia.

Flowsheet improvements, such as series/parallel SX plant configurations, discontinuation of plant sumps and improved filter pumping concepts, the use of in-settler baffle systems, and the Krebs and combined mixer-settler designs offer opportunities to reduce SX plant cost. Today's plants employ permanent cathodes and mechanical stripping, and the increased capital cost can be offset by labor savings and higher current densities. The wider use of HDPE and new cell construction materials also reduce capital cost. The "Portelex" type of relocatable design embodies such new, cost-saving measures in a simple basic plant. Organic inventory and losses are reduced by new, fast-settling, hybrid organic reagents with improved kinetics and selectivity.

Many concerns have been expressed worldwide regarding the use of diesel equipment in underground mines due to the potential health risks associated with diesel particulate matter (DPM). In assessing the risk to the health of miners and designing control strategies for DPM, it is important to know the concentration of DPM in the working areas of a mine. In some mines, significant stratification occurs due to the characteristics of the diesel exhaust, affecting exposure and the ability to measure DPM concentrations accurately. This study outlines some of the concentration profile data obtained during sampling at three mines where diesels were employed. Mine #1 (a gold mine) employed large openings in which a diesel-powered roof bolter was used. Mines #2 and #3 are both room-and-pillar operations with varying conditions. Mine #2 is an experimental mine where two stationary diesels were utilized for sampling purposes, while Mine #3 is a traditional evaporite operation using two mobile diesel vehicles for section haulage. These field studies indicated that some level of stratification occurred in all the mines, but the stratification was not as pronounced in the case of Mine #2 due to the complex pattern of exhaust emissions generated by the vehicles. The stratification seemed to depend on the distance from the vehicle, the mine air velocity, whether the vehicles were moving or stationary, and whether the exhaust was diluted by equipment design features. The concentration of DPM was generally higher at samplers located near the roof and lower at samplers located near the floor. However, this was not found in all cases. This paper provides conclusions on how knowledge of stratification patterns can be utilized in sampling and control of DPM in mine atmospheres.

The Caribbean islands, with their very diverse geology, are a source of several industrial minerals both for their own domestic consumption and for export. The geology of the Greater Antilles, which comprises Cuba, Hispaniola, Puerto Rico, and Jamaica has a Mesozoic or pre-Mesozoic basement overlain by sediments and volcanics, the latter being dominantly island arc in character. Later granitoid intrusions were emplaced. Obduction of ophiolites also occurred variously from the mid- Cretaceous to the Palaeogene. Thick accumulations of limestones surround the older strata, along with Neogene and younger sediments. The Lesser Antilles islands form an arcuate chain, mainly of volcanic rocks of calc-alkali or sub-alkaline affinity with some younger limestones and siliciclastic sediments. Trinidad and Tobago have closer similarities with the South American continent in their geology. Tobago has a metamorphic complex, juxtaposed with a volcanic-plutonic complex, and limestones. Trinidad has very thick Cretaceous to Recent exposed sedimentary sequence. The current exploitation of industrial minerals in the Caribbean is dominated by construction raw materials (mainly sand and gravel, limestone, and cement), although there is extraction of gypsum, silica sand, marble, clay (almost entirely for construction use), pumice, and natural asphalt. Salt is obtained from solar evaporation of seawater. Limestone of high purity and high brightness, gypsum, pumice, and high-density igneous rock have potential for further development of their markets, particularly ex- ports. Potential new and undeveloped industrial-mineral resources include residual and sedimentary kaolin, bentonite, zeolites, magnesite, and talc. Cuba could be a source for many industrial minerals in the future.

INTRODUCTION Boliden Mineral AB currently mines sulfide ores in 18 mines and processes them in eight concentrators. Most ores are typically complex. Gold consti¬tutes a considerable part of the value of the ore reserves. The value of total production in 1984, distributed by different metals is shown in the pie chart below. Traditionally, gold has been recovered as a byproduct, or coproduct, along with silver in floated copper and lead concen¬trates. Gold-price trends over the past decade have prompted comprehensive efforts by Boliden to increase the recovery of gold in concentration processes. Gravimetric recovery of gold in the grinding circuit is one method that has led to quick results. This method supplements tradi¬tional recovery processes based on flotation. The development of a feasible circuit, and the results obtained by its application in the central concentrator at Boliden, in the northern Swedish province of Västerbotten, are reported below. GOLD MINERALOGY IN BOLIDEN ORES The gold content in Boliden Mineral's ores is primarily in the form of alloys with the elements silver and mercury. A minor quantity appears in an unalloyed form.

Many methods of evaluating the efficiency of mineral separations have been described in the literature. In most cases, these present the efficiency as a single number. This paper argues that single-number measures of efficiency are inadequate because they seldom allow reliable comparisons, and are unlikely to correspond to the optimum operating conditions. To realistically make comparisons, it is necessary to distinguish the particle-induced component from the equipment- induced component. In a number of situations where the separating property can be identified (such as in gravity concentration and classification), this can often be done. However, in more complicated systems, such as flotation, this has not been possible. A technique is described whereby particle and equipment contributions to efficiency can be distinguished without the need to define the separation property. Because smelter schedules define a boundary correlation between grade and recovery, they generate some of the better single¬-number measures of efficiency, but even these have limitations.

A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micrometer-range particles that form pastelike, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake flow control structure that allows expressed liquid, from the cake in the dry beach region to be returned to the liquid pool while maintaining a high-solids throughput. To provide optimal performance with various operating parameters (i.e., feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids and slurry type), the cake flow control is adjustable. The second part of the beach is preferably at a zero angle. Tests showed that the new design allows increases in solids dryness and solids throughput. "An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys, to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in) was measured by the extensometers, photogrammetric reconstructions, and laser scanner over a 6-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls was significantly lessened. INTRODUCTION Limestone formations in the United States can be subject to relatively high horizontal stresses due to the presence of tectonic loading of the strata. Horizontal stresses have a documented history of causing stability issues in underground limestone mines. Kuhnhein and Ramer (2004) discussed the influence of horizontal stress on complex ground control interactions associated with limestone pillar design and mine layouts. Esterhuizen et al. (2008) documented roof damage observations associated with high horizontal stresses such has roof guttering, beam instability, oval-shaped falls, and failure propagations. There have also been a number of documented case histories of horizontal stress causing unexpected roof and pillar failures at shallow depths (Stacey and Yathavan, 2003). To the knowledge of the authors, there has only been one well-documented case of floor failure causing stability issues in an underground limestone mine. Murphy et al. (2015) documented the role that a weak, moisture-sensitive floor had in the development of a massive roof collapse. For this paper, the study site neighbored, and was in the same general geology of, the site in Murphy et al. (2015). However, the weak, moisture-sensitive floor was not present for the current study. The current study site has experienced significant floor instabilities caused by high horizontal stresses. The instability area was monitored using two different methods to determine if the floor failure would eventually propagate into roof or pillar failure. The objective of this paper is to analyze displacement monitoring measurements from string potentiometers and remote sensing techniques in an area experiencing active movement. Based on the measurement trends and observed damage from inside of the mine, the presumed failure process will be discussed."

Closure plans for open pit mines require the prediction of final pit lake water chemistry. The geochemical models used for water quality predictions make assumptions about the physical and chemical behavior of the water in the lake; however, few pit lakes have been well documented to provide empirical data for model design. The pit lake at the Sleeper Mine has been characterized with regular water chemical analyses and regular, continuous, multi-parameter profiles through the water column. The lake has undergone repeated periods of chemical and thermal stratification, punctuated by rapid turnover events resulting in vertical homogenization within the water column.

When I reached Warren after the "de luxe" South American expedition I had little idea what was in store for me. Evidently, Mr. Thayer had left it to Dr. Ricketts and John Greenway to work out the details The next morning Greenway asked me to come to his office and told me that he and Dr. Ricketts had discussed the question and that Anaconda would make me an offer I could not refuse. They proposed to pay me almost $1000 a month, more than twice my current salary. They had agreed that I should stay with Calumet and Arizona for the rest of the year to help with Bisbee development and anything I could to assist with the New Cornelia plans and construction Of course I could not turn down such a flattering offer, as I had about reached the limit of advancement with a much smaller company in anything save a high executive job, and it would be a long time before I could be ready to change from exploration and geology to operating. The German hardcoal industry became aware of the chances inherent in these new technological possibilities for the optimization of operational sequences and of decision-making and planning processes as a potential for success at an early stage and it has worked out a purposeful concept for their implementation.
