Andalusite is a member of the sillimanite group of minerals consisting of andalusite, kyanite, and sillimanite. These minerals are the structural polymorphs of Al,Si05 (the anhydrous silicate of aluminium) and although chemically similar, they differ in physical properties due to their different crystal structures. For further information on the sillimanite group, see the chapter on Kyanite and Related Minerals that follows. The minerals are generally the products of the metamorphism of alumina-rich sediments and are found in schists, gneisses, or hornfelses, which have undergone either regional or thermal metamorphism from their original form. Sedimentary deposits may also form since the minerals are chemically and physically resistant to breakdown. When heated to a sufficiently high temperature the sillimanite group minerals convert to mullite with a resultant volume expansion and the liberation of silica. Due to the stability of the mullite formed, its high hot strength and resistance to chemical and physical erosion, they are widely used in the manufacture of refractories and special ceramics (Table 1). The reaction can be represented as follows: [ ] The worldwide use of these minerals depends to a large degree on their availability (Fig. 1). Andalusite, with its lower conversion temperature and the lowest volume expansion on being heated is the natural choice as a raw material to produce energy-saving refractories without prior calcination. The Republic of South Africa holds by far the largest minable andalusite deposits of the world, estimated at some 70 Mt of known in situ reserves. The only other large commercial production of andalusite comes from France, with known reserves of about 5 Mt. Potential new deposits are known from China, Ireland, Australia, and South America. World consumption of andalusite in special performance refractories has risen from less than 10 ktpy in 1960 to nearly 300 ktpy in 1990, which is due to cost effectiveness in many industrial applications compared to other conventional refractory products. Andalusite-based refractories have traditionally been used in Europe, South Africa, and the Far East; usage in America was limited in the past due to relatively high delivery costs and availability of other local refractory minerals. However, there is a significant trend towards greater use of andalusite in North America, thus opening new markets and replacing other traditional refractory raw materials. GEOLOGY Andalusite occurs in metamorphosed rocks of clay-like com- position, as in the andalusite-hornfelses in thermal aureoles (contact metamorphism), formed under conditions of high temperatures and low stress, and in regional metamorphic rocks, such as the andalusite-schists. These schists are mostly unconnected with definite igneous intrusions but were presumably also formed at high temperatures and under low stress. Andalusite can also appear in alluvial deposits associated with the primary deposits. At depths of 10 to 20 km, temperatures of up to 450°C might be expected. Another result of increasing depth is an increase of pressure due to the load of the rock cover. The load stresses involved in metamorphism is generally believed to lie in the range 0 to 10 000 bars. During contact metamorphism the increase in temperature is brought about by the injection of magma. The temperature reached in the country rock at some distance from the igneous body will always be less than the initial temperature of the intrusion, which is presumably less than 1 200°C, and will vary with time and distance from the contact. A simple metamorphic reaction involving dehydration of an aluminous sediment can be: [ ] At higher temperatures sillimanite would form at the expense of andalusite, while kyanite would be the mineral formed at higher pressures, as can be seen in the phase diagram of A12Si05 (Fig. 2).

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

A novel impedance probe was commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mudline, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mudline information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are reviewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

The availability of concentrated brines rich iodide, bromide, chloride, sodium, magnesium and calcium ions has led to extensive chemical manufacturing operations in Michigan. The brines, ranging 1,000 to 8,000 feet below the earth's surface, are the remnants of ancient oceans which periodically covered and receded over the land area which is now Michigan. After pumping the brine to the surface, iodine and bromine are extracted via an oxidative process. Iodine and bromine find application in catalysts, disinfectants, flame retardants, oil field fluids, film, and gasoline additives. Addition of alkalinity to the brine precipitates magnesium hydroxide, used in high quality refractories needed for steel manufacture. The brines are also the country's primary source of calcium chloride, employed in ice and dust control.

United States Antimony Corporation, at its Yankee Fork property in central Idaho, is currently using a combination of flotation, gravity-amalgamation, and concentrate cyanide leaching, silver sulfide precipitation, and activated charcoal loading to recover both silver and gold. Tine processes of flotation, milling, gravity concentration, amalgamation, concentrate leaching, sulfide precipitation and gold recovery via charcoal are discussed. The flow sheet illustrates the use of cyanidation as an alternative to shipment to a smelter.

Over the years, improvements have been made in the recovery of nonferrous metals, including improvements in the areas of mineral processing, pyrometallurgy and hydrometallurgy to extract cobalt as a byproduct from host minerals containing mainly nickel, copper and associated precious metals. At present, the technological emphasis is on solvent extraction coupled with electrowinning (SX-EW) for lateritic sources of supply within the Southern Hemisphere, such as in Australia and New Caledonia. Although sulfide-bearing ores, such as those found in Canada and Russia, will serve as a viable long-term source for cobalt, a ubiquitous metal, the future trend is anticipated to be in the implementation of compact and efficient SX-EW facilities that apply state-of-the -art innovation with environmental compliance This paper serves to collate the known practices for the recovery of market-grade cobalt by means of electrowinning from either an aqueous sulfate medium or chloride medium after upstream leaching, solvent-extraction and solution-purification procedures. For completeness, other commercial production techniques for the recovery of cobalt as a sulfide or oxide product are included in the summary of current cobalt processing practices.

The computational fluid dynamics (CFD) technique was used to analyze and optimize the design of the dynamic air classifier integral to Raymond® Bowl Mills. Flow patterns and particle behaviors were modeled in the RB Bowl Mill equipped with various classifier designs. These CFD simulations resulted in the development of a hybrid turbine classifier that has now been field-tested, yielding significant improvements to both mill throughput and product size distribution. This paper demonstrates the viability of CFD as a tool for air classifier design and as a technique that can be extrapolated for use with other pulverizer and classifier arrangements.

It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

In situ recovery (ISR) of uranium alters the baseline groundwater geochemistry in order to mobilize and complex uranium to extract and concentrate it. ISR wellfield restoration is often challenging, and primarily relies on groundwater sweep, reinjection of treated permeate, and/or injection of reductants. Greater focus should be placed on injection-based approaches (using existing infrastructure) based on established engineering concepts used for in situ remediation of groundwater plumes. Such injection-based approaches could shorten restoration timeframes consequently reducing long-term operational costs. This paper addresses various types of injection-based approaches to wellfield restoration based on in-situ remediation success with other constituents that require similar treatment. This paper describes necessary design practices for injecting reactive chemicals (e.g., reductants or biostimulants), operations and maintenance (O&M) strategies to prevent fouling of the chemical delivery system and well network, and natural constraints to restoration. Best practices for successful biostimulation strategies that minimize residual uranium, radium, oxoanions, and other trace elements are as described. Advantages of such injection-based approaches could include significant reductions in restoration times, and consequently, lower restoration costs.

Underground roof falls can have devastating effects on the safety of operations personnel, and equipment, and seriously impact production. Immediate steps are usually taken to danger off and secure the area while clean-up efforts are designed and implemented. A critical step, often overlooked due to production demand, is the determination of - why the roof fall occurred so that additional occurrences can be avoided in future developments or what measures can be taken to identify areas that have similar ?symptoms?? Forensic engineering includes the investigation of materials, products, structures or components that fail or do not operate/function as intended. The authors define forensics in ground control engineering as the study of evidence discovered while examining underground roof falls by applying expert observational techniques and established mining engineering principles to determine the probable cause, hypothesize solutions, and design engineering safeguards to prevent reoccurrences. Simply stated, the primary steps in the forensics of underground roof fall techniques are: ?Assess regional and local conditions prior to the event. ? Assess post-event conditions. ? Hypothesize plausible ways in which the pre-event conditions became the post-event conditions. ?Search for evidence that either denies or supports the various hypotheses. ?Apply engineering skill to relate the various facts and evidence into a cohesive scenario of how the event may have occurred. This paper details the proposed technique by utilizing a roof fall case study that required the examination of five primary factors: mine design parameters, excavation geology, method of excavation, method of support, and mining cycle times.

Gem-quality red beryl in the Wah Wah Mountains of southwestern Utah formed as a post-magmatic mineral in a topaz rhyolite flow. Unlike topaz, this beryl occurs along fractures in devitrified rhyolite, rather than in lithophysal vugs. The flow occupies a graben and perhaps a significant paleo-drainage. Beryl occurs at medial depths within the eroded flow, about 170 m below overlying mafic lava flows. Both beryl-bearing fractures and the host rhyolite show an unusual amount of argillic alteration compared with other topaz rhyolite flows. Alteration may be related to the incursion of surface water along shrinkage fractures within the flow. Whole-rock concentrations of CaO within the host rhyolite are very low (<0.01 % to 0.18%) compared with other topaz rhyolites and Be concentrations (about 20 ppm) are about average. Low Ca activities prevented fluorite precipitation and allowed Be transport as fluoride complexes. Beryl probably grew at subsolidus temperatures (-300-650°C), but above the temperature of kaolin development (200-300°C) as fluoride-rich vapors, released by devitrification, encountered fractures and mixed with vapors derived from surface water flowing through the fractures. Beryllium fluoride complexes reacted with water vapor, silica minerals, alkali feldspar, water, and Fe-Mn oxides along fractures to produce red beryl. Continued reaction of the cooling flow with surface water at lower temperatures probably produced a boiling, more acidic fluid that produced the argillic alteration. Consequently, eruption of low-Ca topaz rhyolite followed by entrance of surface water into medial portions of a devitrifying and still hot lava flow appear to be critical factors that led to red beryl formation.

The steepness of the slopes of an open pit mine has a substantial influence on the financial return of the mine. The paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice pitwall profiles are often planar in crosssection and the profile in between ramps especially tend to be planar and defined by a constant inter-ramp angle. Sometimes rock layers exhibiting different strengths require the inclination of the profile to vary with depth, but the inclination across each layer is usually constant. Here instead, a new geotechnical software, OptimalSlope, is employed to determine optimal pitwall profiles of depth varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties and Factor of Safety (FoS). Bench geometries (bench height, face inclination, minimum berm width) are imposed in the optimization as constraints which bind the maximum local inclination of the sought optimal profile together with any other constraints such as geological discontinuities that may influence slope failure. The obtained optimal profiles are always steeper than their planar counterparts (i.e. the planar profiles exhibiting the same FoS) up to 8 degrees depending on rock type and severity of constraints on local inclinations. The design of a copper mine is first carried out employing planar pitwalls, secondly adopting the optimal pitwall profiles determined by OptimalSlope. The adoption of optimal slope profiles leads to a 34% higher net present value and reductions of carbon footprint and energy consumption of 0.17 Mt CO2 eq and 82.5 million MJ respectively due to a 15% reduction of rockwaste volume.

The US Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits. These studies include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, accessibility of ore minerals to leach fluid, surface subsidence potential and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental and economic feasibility of in situ mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability and porosity as they relate to in situ mining.

"In early 2014, Nicholson Construction Company was awarded, together with its tunneling sister company Bessac, the Norris Cut Miami Tunnel Project. The 2.5-meters diameter segmental lined tunnel, 1600-meters long, is aimed to replace the existing 54” force main connecting the Waste Water Treatment Plant (WTP) on Virginia Key to Fisher Island. To overcome project challenges such as the highly permeable limestone of the Fort Thomson Karstic Formation (one of the most permeable formation in the World), the project team has developed State of the Art solutions: The TBM was launched with pipe-jacking technique for the first 70-meters and then converted to segment erection mode. It allows substantial schedule savings and drastically reduces the size of the circular launching shaft. The TBM, jointly designed and manufactured by Bessac and Herrenknecht, can convert from slurry to EPB mode within a few minutes. The cutters can be replaced by wet divers thanks to an innovative application in the TBM industry. PRESENTATION OF THE PROJECT The aim of this project is to replace the existing 54-inch force main pipeline which transmitted all sewage collected from Miami Beach, Surfside, Bal Harbour, Bay Harbor, North Bay Village and Fisher Island to the Central District Wastewater Treatment Plant (CDWWTP) to Fisher Island. The existing pipeline consisted of pre-stressed concrete cylinder pipe which is in poor condition in a number of locations and could be subject to sudden failure. An adjacent portion of this existing force main under the Government Cut (North Fisher Island) has already been replaced as part of a previous design-build contract and involved the installation of a 60-inch diameter fiberglass-reinforced mortar pipe installed inside a micro-tunneled casing."

Prior to 1903, the world&apos;s supply of sulphur was primarily from surface deposits in Sicily. The discovery of the first salt dome sulphur deposit in 1867 and successful development of the Frasch process for recovering the sulphur resulted in a large part of this essential element being supplied from these mines since 1920. Although the basic process is the same today, engineering and technological developments have evolved to allow its application under many adverse conditions. These and other challenges for the industry in today&apos;s environment will be discussed in the paper.

The stability of key strata is of utmost importance in ensuring safe and effective coal seam mining operations. To minimize disturbance impacts on these strata and ensure their stability, it is crucial to assess the degree of disturbance caused by mining activities. This study proposes the evaluation index “disturbance degree of key stratum (KSDD)” and establishes a quantitative KSDD criterion to measure the degree of disturbance on key strata. To facilitate the assessment process, an intelligent calculation system for KSDD is developed. The classification criteria are derived by combining the measured three-zone heights from multiple mines. The reliability and accuracy of the KSDD quantitative criterion are validated using field measurement data. Furthermore, the KSDD quantitative criterion is applied to the Meihuajing mining area No. 23, and the distribution characteristics of KSDD are analyzed. The findings of this study can serve as a valuable reference for reducing disturbance and enhancing the stability of key strata during subsequent mining operations. Overall, this work contributes to the field of ground control in coal seam mining by providing a comprehensive approach to assess and mitigate the disturbance caused by mining activities on key strata.

During, 1956 the water used in mining iron ore in the United States amounted to about 2 billion gallons and the water used in producing iron concentrates-amounted to about 166 billion gallons. By 1980 an increase of about 65 percent is anticipated in the amount of water used for mining and beneficiating iron ore. Except for boiler-feed makeup water the quality requirements for water, for mining and beneficiating iron ores are not stringent. Adequate supplies. of water for development should be available at reasonable cost with the possible exception of some in arid regions.

Relative quantitative analyses of certain mineralogical and textural properties of carbonate rocks were made with an image analysis computer. The instrument, referred to by its manufacturer as a Quantimet; consists of a petrographic microscope, a television camera and monitor, a detector, an electronic computer, and a read-out meter. Measurements were made on polished and etched specimens, standard thin sections, and on scanning electron micrographs of carbonate rocks. Critical to the success of the analysis is the preparation of the specimen in such a way that good optical contrast is obtained between the various petrographic components. The dolomite content, the pore volume, pore boundary projection, and pore size distribution of high-purity carbonate rocks were measured by image analysis methods. The frequency and size distribution of void inclusions in dolomites were determined by image analysis of scanning electron micrographs of cleaved surfaces. Image analysis methods permit rapid and quantitative assessment of various microscopic properties. The results are of reasonable accuracy and certainly are relative quantities that may be used to characterize carbonate rock materials.

A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

The rapid decay and disfiguring of stone monuments in urban and desert rural areas has challenged conservators to protect stone surfaces from premature decay. They attempt to halt the natural process of stone decay and possibly to restore the original strength lost mostly by chemical weathering and the loss of binding cement. Ageneral solution is not possible because the physical and chemical characteristics must be considered for different stone types. The failures of stone preservation and restoration are greater in number than the cures. The need for repair of stone decay goes back to evidence of Roman replacement of decaying stone. The presence of excess water in buildings has long been recognized. Moisture tends to enter masonry from air in humid climates, a most important but often underrated factor (Fig. 1) suggesting that sealing should be the answer. Undesirable staining and efflorescence result in accelerated scaling. Today, the great variety of chemicals available to the modem conservator for sealing. consolidating, or hardening stone fall into two very different categories: surface sealers and penetrating stone consolidants, or a combination of both. SEALERS Sealers develop a tight, impervious skin which prevents access of moisture. Surface sealing has saved monuments from decay by eliminating the access of atmospheric humidity. Pressure tends to develop behind the stone surface by moisture escape. Efflorescence, crystal growth action, and freezing can cause considerable spalling (Anderegg, 1949). Flaking results when moisture is trapped behind the sealed surface. Yellowing and blotchiness are also frequently observed. The following sealants are in common use today: linseed oil, paraffin, silicone, urethane, acrylate, and animal blood on stone and adobe. Extensive cracking and yellowing has resulted soon after application. In the past many such treatments have created more problems than cures: 1. Linseed oil and paraffin have been in use for centuries. Embrittlement and yellowing occur rapidly because these are readily attacked by solar ultraviolet radiation. 2. Animal blood as paint has temporarily waterproofed adobe mud and stone masonry. The origin of blood paint has a religious background rooted in the Phoenician and Hebrew cultures. Instant water soluble dried blood can substitute for fresh blood. Winkler (1956) described the history and technique of the use of blood. 3. Silicones have proven very effective and are long lasting. In contrast, acrylates, urethane, and styrene are generally rapidly attacked by UV radiation (Clark et al., 1975). Sealing of Different Rock Types Granitic rocks have a natural porosity traced to 4.5% contraction of quartz, during cooling of the parent magma, compared with only 2% contraction of all other minerals; protection against the hygric forces may require waterproofing of granite in some in- stances. The Egyptian granite obelisk in London is an example. Soon after its relocation from Egypt to London, Cleopatra&apos;s Needle was treated, in 1879, with a mixture of Damar resin and wax dissolved in clear petroleum spirit; surface scaling became evident after half a year of exposure to the humid London atmosphere. The treatment of the ancient granite monument from Egypt has denied access of high relative humidity (RH) in London to the trapped salts inherited from the Egyptian desert and has protected the monument from decay (Burgess and Schaffer, 1952). The sister obelisk set up in Central Park, New York City, has fared less favorably because similar treatment was done too late, only after the salts hydrated and hundreds of kilograms of scalings disfigured the obelisk surface (Winkler, 1980). Surface coating of other common stones may be needed. Crystalline marble absorbs moisture from high RH atmospheres: dilation may ensue when curtain panels bow as the moisture starts to expand during daily heating-cooling cycles. A good sealer may prevent the moisture influx provided that no moisture can enter from the inside of the building. Limestones, dolomites and all carbonate rocks are subject to dissolution attack by rainwater, especially in areas where acid rain prevails (Fig. 2). The interaction of sulfates in the atmosphere with the stone can be halted by waterproofing to avoid the formation of soft and more soluble gypsum. The stone surface attack can be diminished if nearly insoluble Ca-sulfite crusts can form, instead of Ca-sulfate. Replacement of fluorite or barium compounds at the stone surface acts as a hardener, rather than a sealant. Sandstones have generally high porosity and rapid water travel can occur along unexpected routes and from any direction. Any surface sealing may do more damage by scaling and bursting than if the stone is left without treatment. Sealing of sandstones is therefore not advised at any time. Testing the efficiency of sealants: Several authors discuss waterproofing materials, silicones, urethanes, acrylates and stearates, as to their water absorption, spreading rates of water on the treated surface, water vapor transmission, resistance to efflorescence, and general appearance (Clark et al., 1975). De Castro (1983) measured the angle of contact of a microdrop (0.004 cm3) on a stone surface as characteristic of the wettability.
