8.1 INTRODUCTION Under room and pillar mining if the extraction ratio is low, (i.e., < 50%) a pillar can support the overburden without collapse and there will be no surface subsidence whatsoever. In other words, if the pillar sizes are properly determined to support the overburden weight, the roof strata cannot cave and there will be no surface subsidence, provided the entry width is small and properly reinforced so that a continuous roof fall leading to piping or the total collapse of the roof does not occur. Under the prevailing mining conditions in the US if only development mining is em¬ployed in room and pillar mining (i.e., no pillar extraction), the extraction ratio is usually less than 50% and generally no surface subsidence will occur. If pillar mining is employed, surface subsidence may occur, depending on the extraction ratio and the size of the remnant pillars (or stumps) left in the gob. The higher the extraction ratio, the smaller the stump pillars left behind in the gob. As the size of the stump pillars becomes smaller, the possibility of their support¬ing the roof without collapse is smaller. If all stumps are crushed completely, the roof will collapse and surface subsidence will occur. Again, whether surface subsidence occurs, it depends on whether the remaining stumps can support the overburden or not. Therefore, since the weight of the overburden which the stump pillars have to support is proportional to the mining depth, a fixed¬size stump pillar can support the overburden at a shallow depth, but will collapse under greater depths. In this context extraction ratio is not the only parameter for determining whether surface subsidence will occur. Furthermore, during pillar mining a pillar can be cut away in many ways to finally reach the same extraction ratio. Therefore, the safest way to determine whether or not sur¬face subsidence will occur in room and pillar mining is to compare the strength of all stump pillars in the panel of interest with the weight of the overburden that the pillars have to support. If they are too small to support the overburden, surface subsidence will occur. Under normal mining practices the characteristics of surface subsidence profiles vary with methods of mining. In the US there are two types of coal mining methods, i.e., longwall and room and pillar mining. Longwall mining is indisputably a total extraction method, but different percentages of coal recovery are achieved in room and pillar mining. Recovery is much higher for sections with pillar extraction than those without pillar extraction. For those without pillar extraction, coal recovery increases with increasing entry width or decreasing pillar size. For those with pillar extrac¬tion, the total coal recovery depends on the amount of coal ex¬tracted from each pillar which is in turn dependent on the roof conditions and methods of pillar extraction. Bauer and Hunt (1981) analyzed the characteristics of the subsidence profiles due to the three types of mining methods in Illinois. Fig. 8.1 shows the range of locations associated with the following profile features: profile edge, maximum tensile curvature, maximum slope, maxi¬mum compressive curvature, and maximum subsidence. The scat¬ter of the data increases with decreasing percentages of extraction. The profile is much sharper for longwall mining and becomes milder as percentage of extraction decreases; for longwall mining the profile edge is always beyond the opening, while in room and pillar mining it may fall within. The location of maximum tensile strain moves outward, while that of the maximum compressive strain moves inward as the percentage of extraction decreases and the maximum subsidence decreases with decreasing extraction ra¬tio. The general concepts discussed in this chapter may not apply to the entry development sections between two longwall panels where roof caving in both panels are very severe and overlap each other. Consequently, it must be treated differently. 8.2 CASE STUDIES Kohli et al. (1982) described several case studies on surface subsidence due to room and pillar mining with pillar extraction. In one case, the seam was 6 ft thick and ranged from 650 to 800 ft deep. The panel was 720 ft wide (Fig. 8.2) and was developed with seven entries. Each entry was 18 ft wide and the pillars were driven at 88 ft center-to-center between entries and crosscuts. Dur¬ing retreating, two additional pillars (pillars J and K) were devel¬oped, two blocks ahead of the pillar line, to take the barrier pillar, 160 ft wide, between panel No. I and No. 2. Pillar extraction began by taking a central slice across the whole panel, beginning from pillar 0 through J. After that, each pillar was sliced by 6 wing-slices, 3 on each side, leaving 4 stumps, 2 on each side. One of each pair was triangular shaped approximately 6 ft wide by 26 ft long. The other was trapezoidal, 26 ft long by 16 ft and 10 ft wide at the upper and lower bases, respectively. This resulted in a total extraction ratio of 85% within the panel. Obviously the stump pillars were not large enough to support the overburden and col¬lapsed completely. The final subsidence profiles were rather smooth, just like those under total extraction (Fig. 8.3). The max¬imum subsidence on Lines A and B was about 3 ft for an average mining height of 6 ft, but the locations of the maximum subsidence were skewed toward panel No. 1. Along Line D, the central por¬tion was flat-bottomed, but the maximum subsidence was only 2 ft, mainly because Line D was only two blocks from the right-side edge. Notice in every profile there was heaving of as much as 0.3 ft, beyond the edges above the solid coal. In another case (Fig. 8.4), the seam was 6 ft thick under 650 to 850 ft cover. Three panels, 710, 400, and 350 ft wide, respec¬tively, were extracted side by side. The entries were 18 ft wide and the pillars at 88 ft center-to-center between entries and crosscuts. Pillar extraction was practiced the same way as described previ¬ously. According to the mine maps, there was no barrier pillar left between the adjacent panels. Thus after extraction the three panels formed a common gob of more than 1460 ft wide. This was re¬flected in the development of the subsidence profile along the county road. After Panel No. I was mined, the maximum subsi¬dence of 1.2 ft occurred at Monument No. 1. This was increased to 1.6 ft after the extraction of Panel No. 2 and went to a further 1.8 ft after the extraction of Panel No. 3. The final maximum subsidence of 4.3 ft occurred at Monuments No. 6 through No. 8, while the remaining portion of the county road showed rebound. However it must be noted that the subsidence profiles were rather bumpy and fluctuated, perhaps an indication of the irregular stump pillars that were left and crushed at various time after mining. "INTRODUCTION Characterization of waste rock is frequently an oversight in mine planning which can contribute to significant delay in permitting and ultimately development. Thorough waste rock characterization is now a prerequisite to developing operating and closure plans acceptable to regulators and the public. BACKGROUND A long history of mine development has placed virtually all focus on the economic extraction and beneficiation of ore materials, while waste rock characterization and management received substantially less attention and consideration. Inadequate waste rock characterization has contributed to planning and management practices that are having unintended and unforeseen impacts to surface and groundwater, and in some cases lead to significant long term closure liability. In response, the regulatory community has developed guidelines for performing waste rock characterization during the pre- mine permitting process that in some cases seem onerous (BLM, 2013). Additionally, where a project proponent has not met these guidelines or results have been deemed “inadequate”, the Nevada Division of Environmental Protection and Bureau of Land Management (regulatory agencies) will only issue operating permits with rigid management practices to address the uncertainty, including requirements for lining waste rock facilities. WASTE ROCK CHARACTERIZATION FOR NEVADA PROJECTS Newmont Mining Corporation (Newmont) operations in Nevada approaches waste rock characterization like ore characterization, as it requires a similar investment of time, funding and attention to detail in order to pass public and regulatory scrutiny. Newmont follows a tiered approach to characterization that creates three over-lapping data sets representing an “escalation” in analysis at each tier, an approach that has thus far gained regulatory approval. “Tier 1” waste rock characterization for most Newmont projects begins with exploration drilling which follows internal standards and procedures. 20-foot composite samples are prepared from all drilling and analyzed for multiple trace elements using inductively coupled plasma mass spectrometry (ICP-MS) methods and for acid-base characterization using method ASTM-E1915. If the exploration program is successful and further resource or reserve development is recommended, the Tier 1 data are used to prepare a Waste Rock Characterization Plan (Plan) that will be presented to regulatory agencies as a part of baseline project characterization."

Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.

Literature research is an inexpensive, yet effective tool for the direct discovery of ore deposits. Case studies abundantly demonstrate that properties with viable mineralization and *proven reserves have been overlooked, forgotten. or ignored and can be rediscovered by inexpensive literature search techniques Areal studies s as WaIlaby Enterprises Mining District Data Base Program appear to be more effective than traditional commodity studies. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.

This paper presents the results of grinding tests performed on magnetite from Kiruna (Sweden) and on chromite from Skoumtza (Macedonia. Greece). Stresses were measured by XRD, which determined the variations in the characteristic structural spacings of the minerals both before and after, grinding in a HSM/250 Herzog laboratory ring mill. Anal Isis of the magnetite and c hromite crystallinstallin was performed hi measuring the broadening of the strongest diffraction peak (311). .Also, structural analysis on chromite was carried out using the Mikheev model. Ultrafine-grinding tests on the magnetite and chomite demonstrated that this type of treatment can induce profound variations m the surface-stress state. These included plastic variations of the cell followed by "chemical" stress with oxidation front the stricture to form hydroxide or carbonate, films. This can have a great influence on the mineral reactivity to flotation reagents

Coal, as one of the vital sources of energy in China, has raised widespread concerns regarding its safety issues amidst the country’s economic growth driven by coal. To address this concern, this study employed the Kuznets curve, multiple linear regression, and data envelopment analysis models to investigate the impact of Chinese coal economic development on coal mine deaths from 1992 to 2021. The findings revealed a clear correlation between the Chinese coal economy and coal mine deaths. Specifically, per capita coal output, the death rate per million coal tons, and the death rate per hundred thousand persons exhibited positive, negative, and negative correlations, respectively, with the growth of coal income over the past three decades. Moreover, when the coal workers and coal output factors remained unchanged, the income of coal demonstrated a negative correlation with future changes in coal mine deaths. Notably, with three decades of coal economy development, substantial improvements in coal mine safety have been observed in China. Consequently, this research provides valuable insights for formulating safety measures and policies in coal mines across different economic levels, as well as a useful framework for assessing safety development in the coal industry.

High temperature pressure oxidation (>190°C) is a wellrecognized and versatile metallurgical oxidative pre-treatment process commonly used to liberate gold from refractory sulfide ores and concentrates. The pressure oxidation of refractory gold ores was first commercially applied in 1985, at Homestake Mining Company’s McLaughlin mine in the United States. Since that time numerous refractory gold and other high temperature pressure oxidation facilities have been built throughout the world. The design of each facility was met with unique challenges and opportunities which have led to an array of plant configurations, pressure oxidation autoclave sizes, and sulfide oxidation capacities. This paper presents a historical review of high temperature pressure oxidation operations and current projects in execution with a focus on the autoclave vessel design, circuit configuration, and unit sulfide oxidation capacity as a basis for characterization and comparison.

The planetary mill is very much suited for the ultra-fine grinding of mineral fillers. Ultra-fine grinding here refers to grinding powders to a size range 5-1 0 rnicrons. Such powders enhance the quality of the final product. The operation of a specially built planetary mill is described. It is shown that a target size of 5 rnicrons can be reached in a few hours using the dual drive planetary mill. A centrifugal field of 37G is generated by the gyration arm of the mill. The design allows the desired setting of canister critical speed. The ultra-fine grinding of alumina, titanium dioxide, hematite, magnetite, kaolin and silicon carbide are described. Also, the continuous operation of the mill is shown.

Production scheduling is one of the most important factors affecting mine planning. A program -Mine Scheduler -that aids mining engineers with the setup of an optimum open pit production scheduling algorithm has been developed. A mathematical model for open pit scheduling that optimizes the Net Present Value of the cash flows was formulated. A simulated data is formulated as a Mixed Integer Linear Programming (MILP) problem. What&apos;s Best by Lindo Systems is used as the MILP solver in Microsoft Excel. The implementation of the algorithm focuses on problem setup, allowing users to easily evaluate, simplify, and develop the model that best fits their production scheduling.

Development of the flotation reagent scheme at Climax Molybdenum Company&apos;s mine at Climax Colorado is reviewed. Features of the mineralogy, milling practice and background of reagent changes are outlined. Special attention is given to the hitherto unpublished details of the application of depressants for copper and lead impurities. The present rougher flotation reagent scheme utilizes a neutral hydrocarbon oil, low in unsaturates and wax, as collector with a sulfated coconut oil emulsifier and pine oil frother. Lime and sodium silicate are used as rougher conditioning and slime dispersant agents. Chalcopyrite and galena impurities are de- pressed in both rougher and cleaner plants by stage addition of Nokes reagent and sodium cyanide to yield a metallurgical grade molybdenite concentrate containing greater than 90% molybdenite and less than 0.5%, 0.1% and 0.05% iron, copper and lead impurities, respectively.

Techniques utilized to incorporate geological data in computer modeling and ore reserve estimation have undergone considerable evolution during the past fifteen years. Computer analysis and evaluation of two precious metal deposits are presented as examples of innovative computer techniques developed at Asarco. The first is a gold deposit occurring in a steeply dipping Pre-Cambrian greenstone sequence. The second is a manto-like manganiferous silver deposit occurring in a relatively flat sequence of Late-Paleozoic sediments. In both deposits, four sub-horizontal zones of geological influence are evaluated.

"INTRODUCTION Brutally honest mining executives will tell you that “safety is job #1 but.. dollars are also extremely important”. When economic times are tough, as they are now in mining, it can feel like you need to choose between safety and cost control. Leading edge companies know that it is excellence at both that provides the best performance. FLUID POWER SYSTEMS Fluid power systems are ubiquitous in mining – longwall systems, continuous miners, drills, haul trucks and excavators, etc. And fluid power systems are getting more powerful and using higher pressures to move greater volumes and achieve higher productivity. Average operating pressures in mobile equipment has been rising to 450 bar (6,500 psi) over the last decade. With increased system pressure comes ever increasing levels of stored energy. Stored energy that, if released in an uncontrolled fashion, can do tremendous harm to people and things.Fluid power systems are composed of pipe, flexible hoses, pumps, valves and actuators. They are filled with fluid (mineral oil or fire-resistant) to transmit power to where it’s needed for performing work. With time and use fittings can loosen, component performance diminishes and hoses wear and tear. In hostile environments, like coal mining, hydraulic hoses can fail in as little as 2 years according to DGUV (umbrella association of German Accident Insurers), maybe sooner in some particularly challenging environments. FLUID POWER SYSTEM SAFETY While appearing simple and benign on the surface, fluid power systems, particularly such systems on mobile equipment, have many potential hazards. Hazards that most workers aren’t aware of – particularly young, new hires. And those hazards that can quickly turn deadly. During the past couple of years, including at last year’s SME Conference, I talked to a wide variety of mining people about high pressure fluid injection injuries. Some people, often with little or no field experience, never heard of it. But, people with mine operations / maintenance experience were almost always aware of such injuries.Some had even seen it happen right in front of them. But most claimed it didn’t happen all that often. It just wasn’t seen as a problem!"

An integrated steel company is an industrial complex ranging from raw materials mining, through pyrometallurgical smelting and refining, and hot shaping, to product finishing and coating. Within this complex is a great variety of operations which use vast quantities of water, and a variety of water uses which can result in pollution of many different types. The industry has recognized most of its problems for some time, and has spent a great deal of money and effort in reducing and eliminating pollution. A recent survey by AISI showed that the industry has spent, within the last 15 years, two hundred forty millions of dollars on water pollution control, and has authorized spending eighty-seven millions more on this type of non¬productive facilities. While much still remains to be done, I think the record to date is one we can be proud of. In this presentation, we will attempt to outline a number of the water pollution problems encountered in an integrated steel company and to show what types of corrective action have been and are being taken, using Jones & Laughlin Steel Corporation as an example.

Digital camera and computer technologies can be used to monitor mine slopes and provide real-time warning of rock falls. NIOSH researchers assembled a surveillance system using low-cost video cameras and computer software from the security industry to test its effectiveness. The system is designed to signal an alarm when motion is detected and to record images of the scene. Masking can restrict motion detection to specific areas within the camera view; sensitivity is adjustable. The time-stamped images provide a record that can help reconstruct and quantify an event. Video motion detection can augment standard monitoring methods to increase safety in surface mines.

The Northeast Corridor Superconducting Maglev Project (SCMAGLEV) entails construction of a high-speed train system between Washington, DC and New York City, with the first leg between Washington and Baltimore, MD. This innovative project will shorten travel times between Washington DC and Baltimore to approximately 15 minutes, and connect Washington, DC to New York City in under an hour. In 2021 the draft EIS is expected to be issued for comment with a Final EIS/ROD anticipated by early 2022. This paper provides an update on the project as presented in Gall et al. (2020) and discusses the economic and environmental benefits, preferred alignment alternative, preliminary staging and launching of the TBMs for construction, and preliminary station design.

The Downtown Rail Extension (DTX) is principal element of the planned second phase of the Transbay Joint Powers Authority’s (TJPA) Transbay Program. When complete, this regionally critical project will connect Caltrain’s regional rail system and the California High-Speed Rail Authority’s statewide system to the Salesforce Transit Center in downtown San Francisco via a 1.3-mile tunnel. Studied since the 1970s, the DTX has now received environmental clearance, and key stakeholders are aligned on the project’s configuration and its expedited delivery. This paper describes efforts to optimize the DTX configuration and develop an informed project delivery strategy that incorporates construction industry feedback on project phasing, contract packaging, and procurement methods that accomplish the project’s budget goals.

The theory of ore flotation has developed at a rather fast rate and the application of theory to practice has been successfully investigated. Significant technological advances have been made in such areas as control of the ore grade, automation in metallurgical control through conductivity measurements, and the development of faster and continuous analytical techniques for ore pulp analysis. Further significant improvements in mill control are being_ investigated through the application of a computer control to the process. This represents the more advanced trend in process control. At the heart of a control system installation, the digital computer will communicate directly with process instrumentation, perform&apos; complex calcu¬lations to determine on a timely basis the control settings for attaining optimum results and automatically furnish signals to effect control actions. The process is considered as an integrated unit and economic criteria are used to measure its performance. The approaches to a mathematical model development to describe the process, optimization and control schemes as applied to an ore beneficiation process will be discussed.

The addition of dolomite to iron ore pellets improves their high-temperature reduction properties primarily by increasing their reducibility and raising their softening temperature. In this study we prepared dolomite-fluxed pellets from three different concentrates; Hibbing, a magnetic taconite, Knob Lake, an earthy hematite; and Carol Lake, a mixture of specular hematite with magnetite. The composition n of the concentrates is given in Table I. The pellets were subjected to standard physical tests and the following reduction tests: low temperature degradation, swelling, softening, and thermogravimetric analysis. Petrographic examination and electron microprobe analysis allowed us to evaluate the effect of composition and firing on the phase assemblage. Further, we were able to interpret the test results in terms of chemistry and microstructure. This approach enabled us to determine which fluxed composition best suited each of the concentrates.

"INTRODUCTION AND OBJECTIVES The operational safety of long and very long rail tunnels represents a key issue in all development stages, including design, construction, commissioning and operation. The spectrum of potential threats is very broad and challenging. These issues can only be mastered by means of a proper combination of a number of safety measures at various levels. This paper focuses on the specific safety issues and the extremely challenging conditions characterizing very long and deep tunnels. They include a significantly increased risk during operation that the incident train cannot exit the tunnel by its own means, long self-rescue and rescue distances, the presence of a number of trains, possibly mixed traffic as well as significant thermal issues. Amberg Engineering is strongly involved in the design and construction of most long and very long rail tunnels in Europe, including in particular the Gotthard Base Tunnel (GBT), Lyon-Turin Base Tunnel (LTF) and the Brenner Base Tunnel (BBT). The combined experience arising from these tunnels forms an invaluable body of expertise, which is summarized in this paper. The focus is on shared issues with practical relevant examples and project-specific solutions. Special attention will be devoted to the 57 km long Gotthard Base Tunnel, which will be operational by mid-2016 and will be the longest infrastructure tunnel worldwide. VERY LONG TUNNELS IN EUROPE Overview From the point of view of safety, tunnels in excess of about 20 km exhibit a significantly increased risk that incident trains could stop within the tunnel. This is related to the European Technical Specifications for Interoperability (TSI) on rolling stock, to be discussed in the chapter on rescue stations. This paper will specifically focus on the following longest tunnels in construction or operation, listed in Table 1."

1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies&apos; pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm&apos;s financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment&apos;s optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.
