Since 1998, environmental extremists have waged war with the central Appalachian coal industry in West Virginia and Kentucky. In particular, they have filed three lawsuits challenging the legality of excess spoil ‘valley fills’ under CWA, NEPA and SMCRA: 1) Bragg v. After being forgotten or ignored for nearly 100 years, the ability of bromine chemistry to extract gold from ore has been rediscovered. While bromine chemistry is similar to chlorine, there are some important differences. Bromine in its elemental form is a dense, fuming, red liquid. Elemental chlorine is a gas and requires a substantial amount of equipment to handle, store and deliver to solution. Bromine has an advantage in its ability to rapidly and completely oxidize heavy metals to water soluble halide salts. The first patent for use of bromine chemistry for gold extraction was issued in 1881 (1). By 1895, work done in Colorado concluded well roasted ores required approximately 1-1/2 lbs/ton of elemental bromine for superior extraction of metals (2)). At that time, bromine was deemed to be cost effective vs. chlorine even though it was more expensive on a pound basis than chlorine. The advent of cyanide technology virtually eliminated both chlorine and bromine from consideration for leaching of ores. Cyanide was so inexpensive that it made deposits requiring unique technologies unattractive for mining. Only since the deregulation of gold price has bromine/chlorine technology been considered for those ores not amenable to cyanide. While chlorine has found its way into the pretreatment steps, bromine is just beginning to realize its niche in the marketplace.

Franklin Industrial Minerals operates several mines/quarries, including two room and pillar underground mines. Both of these mines are operated as multiple level room and pillar including heading and bench operations on one or both of the levels. This paper focuses on Franklin’s Crab Orchard, Tennessee mine, which produces both high purity chemical grade limestone and crushed stone for construction applications. The high purity chemical specifications for the chemical grade limestone and filler/extender applications are inconsistent with the non-chemical rock being produced to supply the crushed stone market. As a consequence Franklin has developed a unique mine plan and operation to maintain both product balance and a safe and stable working environment.

In recent years, equipment manufacturers have been busy developing remote control systems to catch up with the sophistication and efficiency of continuous miners. Now the tables are turned, and manufacturers are undertaking the new challenge of upgrading, refining and equipping continuous miners to take full advantage of the capabilities made possible by modern, successful remote control systems. Because the operator can safely advance the miner farther without pulling out for roof bolting, continuous miners now need to be equipped with means of complying with correct face ventilation, dust suppression, methane detection, diffusion and improved lighting. Some of the exciting possibilities being developed to catch up with remote control include feedback controls using laser beams as datum points, coal sensing devices with feedback signals to show the operator what the machine is doing, show where it is relative to the coal seam, how hard it is working, and more sophisticated use of cyclic control. Mining machinery manufacturers have accepted the new challenges, and faster, safer mining procedures are already in sight.

Computerized Preventive Maintenance is important in maintaining consistent and efficient operation in any industry utilizing sophisticated and expensive equipment on a continuous basis. At today's large bulk materials handling facilities, the problems of continuous operation of complex machines with their thousands of components exposed to abrasion, dirt, dust and the elements, are intensified and multiplied. Effective preventive maintenance can increase profits. Yet, the number of tasks to be performed is so staggering that it is beyond error-free human capacity. The computer must be an essential ele¬ment in any efficient and economical preventive maintenance system. Computerized preventive maintenance techniques have been successfully used in many fields, usually involving highly skilled and specialized personnel working under favorable and controlled conditions. Now, The Pittsburgh & Conneaut Dock Company has developed and is applying a computerized preventive maintenance system that is applicable to the bulk materials handling industry. The "system" has taken many years of intensive effort to develop and has been time-tested and proven during the past years on equipment handling materials with rugged physical characteristics and corrosive and abrasive qualities, under some of the most adverse weather conditions on the Great Lakes.

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. An auxiliary cross-pit mining system, working in tandem with the prime excavator, is evaluated technically, operationally and economically for application in the selective removal and replacement of soils and unconsolidated ovezburden. Previous studies on cross-pit technology and applications of this technology are briefly reviewed. Stratigraphy plus pit, operating and economic parameters are assumed and applied in the evaluation and comparison of a base case dragline system with two alternatives - a dragline/scraper-dozer combination and a drag- line/cross-pit system combination. The economics of the proposed cross-pit system favour it as a viable alternative to conventional systems.

The use of EPB shields in the so-called mixed face conditions has set new demands to man and machine in EPB shield tunneling. EPB shields were initially conceived to drive in the pressurized closed mode in soft ground, whereas hard rock TBMs were designed to work in the unpressurized open mode. The present use of EPB shields in hard rock and mixed face conditions requires the combination of both technologies by finding best compromise solutions. This paper deals firstly with the geotechnical and mechanical interactions between machine and ground. Further on the critical points such as tool wear and tool replacement are exposed, together with a proposal of best solutions.

Wet autogenous grinding is utilized in three iron ore concentrating plants operated by The Cleveland-Cliffs Iron Company (CCI). This paper will trace some of the development in converting from the use of metal grinding mill liners to the use of rubber and will update the current performance of rubber liners in these applications. The Cleveland-Cliffs Iron Company is a natural resources firm with major interests in iron ore mining and processing and oil and gas contract drilling. The company also has interests in oil shale, uranium, forest products, and Great Lakes shipping.

The vast coal resources of North Slope, Alaska can be expected to attract substantial interest because the nearly flat lying coal beds of the coastal plan are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large scale coal mining and reclamation operations have not been carried out in the arctic The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the interrelationship between the problems due to permafrost and factors in reclamation of post mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines.

The term "powder factor" is almost universally accepted as the measure of the efficiency of a blasting program. It represents the economics of blasting since it designates quantity of explosive (thereby providing quality control in rock fragmentation) in terms of the associated volume broken. It is the wide use of this concept that explains the interest shown in an approach to rock blasting preferred by A. W. and Z. W. Daw* in a treatise on 3 blasting (1) substantiating its use in the form, Q = CVW3 for single shot hole, where Q = quantity of explosive lb Cv = blasting coefficient W3 = unit volume of rock It is obvious that the term Cv could also be called the apparent powder factor should the equation be written in the form, Cv = Q/W3 (lb per cubic unit). However, while the approach was ingenious** and the practical applications straightforward, their original, rather limited experimental work, along with certain assumptions, was questioned.

"We investigated experimentally and theoretically the adhesion behavior of Acidithiobacillus ferrooxidans (At.f6) to different copper sulfides. The adsorption experiment showed cell densities of 10.74 × 106, 8.06 × 106, 3 × 106, 4.24 × 106 and 2.35 × 106 cells/cm2, respectively, on the surfaces of djurleite, bornite, covellite and chalcopyrite. The order was: djurleite > bornite > covellite > chalcopyrite. The results indicate that A. ferrooxidans has high affinity to adhering to the surfaces of djurleite and bornite in the acidic region. But the thermodynamic approach predicts that there will be no attachment of At.f6 to the surfaces of bornite, covellite and chalcopyrite. This discrepancy is due to the inadequate description of electrostatic interactions. The DLVO approach shows attachment of At.f6 to the surfaces of djurleite, bornite and covellite, and repulsion between At.f6 and chalcopyrite. The DLVO approach can explain the differences of the adhesion of At.f6 to different copper sulfides.IntroductionThe bioleaching of low-grade copper sulfides is a developing technology, and has been applied successfully to the extraction of copper from secondary sulfide minerals (Watling, 2006; Pradhan et al., 2008; Akcil and Deveci, 2010). The bioleaching of chalcopyrite is still a major challenge (Bosecker, 1997; Brierley and Brierley, 2001; Ehrlich, 2004). A study conducted at Billiton Process Research showed the following preferential order of sulfide minerals leached by mesophilic cultures: chalcocite > bornite > cubanite > covellite > pyrite > enargite > carrolite >> chalcopyrite (Dew et al., 1999). The bacteria can solubilize the valuable metals from the orebodies by the oxidation of minerals. Bacterial adhesion plays a critical role in the bioleaching processes (Chen et al., 2008; Harneit et al., 2006). Generally, bacterial adhesion can be explained by surface thermodynamics and the extended DLVO theory, in which the adhesion energy between the bacteria and mineral is calculated as a function of the separation distance (Sharma, 1999; Bos et al., 1999; Sharma and Hanumantha Rao, 2002). These methods take into account Lifshitz-van der Waals interactions, electrostatic interactions and acid-base interactions (Busscher et al., 2010). These interactions are very well understood and formulated in mathematical equations. The most important inputs in these calculations are surface energy, surface charge, electron donation and electron acceptance on the bacterial cell surface and mineral."

The most promising near-term alternative to fuel cell driven vehicles is probably Hybrid Electric Vehicle (HEV or EV) technology. HEV technology combines the best characteristics of fuel-driven engines, electric motor drives, and energy storage components. It is designed with a combustion engine that functions as the primary power source, and an electric power storage system that functions as the secondary power source. The presence of the secondary power source allows designers to size the combustion engine for cruising power requirements. A new energy source for HEV or EV market will become lithium ion batteries (LIBs) in the near future. LIBs for HEV or EV has large scale about more 10,000 times than small size one for IT devices in order to achieve high electric density/capacity and high efficiency, etc. In those reasons, physical treatment of the batteries is more difficult for stable dismantling in comparison with the smaller one. Hybrid vehicle sales will grow by nearly 400 percent during the next seven years, according to a new report from analyst firm ABI Research. By 2013 hybrids will make up 6 percent of annual U.S. auto sales. The traction battery pack will become air-cooled LIBs which consists of several modules of Li ion battery and connected in series/parallel configuration to provide about >450 VDC, >150 kW peak power, and >80 Ah capacity. As the use of these batteries tends to increase significantly for the next years, it is relevant issues that development of new recycling methods as well as optimization of existing processes to treat spent LIBs for HEV have being addressed in order to obtain sustainability. In this study, physical treatment containing stable electrical discharge of spent LIBs for HEV was carried out for recovery of valuable metals from the batteries. Also In order to increase the yield of valuable metals through physical treatments such as electric discharge of spent batteries, crushing, and classification, we also focused on the recovery of cobalt from +8 mesh fraction due to its large portion in crushed intermediates.

During the twentieth century the Mesabi Range in northeastern Minnesota has been the major source of iron ore for American steel mills. The Mesabi Range extends along an iron bearing outcrop known as the Biwabik formation. This outcrop is some 120 miles long and up to three miles wide. The formation is from 200 to 650 feet thick and dips 5 to 10 degrees to the southeast. The iron content of the original Biwabik formation was quite uniform, but much of this formation has been subjected to alteration. Thus major variations in iron content and mineral composition exist both laterally and vertically in the present Biwabik formation. The remaining unaltered iron formation includes the magnetic taconites which are commercially processed by Reserve Mining, Erie Mining, Eveleth Taconite, National Steel, Butler Taconite, and U.S. Steel. These six operations have a capacity of 32 million tons. per year of iron pellets and have produced approximately 170 million tons of pellets since 1956. Capacity for another 30 million tons per year of pellets is being considered by the industry for the next ten years. This increase will be obtained by construction of new plants and expansion of present operations. Thus by 1977, it is estimated that approximately 60 million tons per year of iron pellets will be produced from magnetic taconite on the Mesabi Range. The portions of the Biwabik formation subjected to intense alteration resulted in the direct shipping, wash and heavy media ores. Since 1892, 1.8 billion tons of direct shipping ore have been shipped from the Mesabi Range. This ore has been the major source of iron for American steel mills. In 1966, 12 million tons of direct shipping ore and 18 million tons of wash, jig, heavy media and other gravity concentrates were shipped from the Mesabi Range. These products generally have poorer physical and chemical properties than the iron pellets produced from magnetic taconite. It is predicted that the shipment of these materials will decrease from about 30 million tons in 1966 to 6 to 8 million tons in 1975. This decrease will be due to depletion of reserves and poor quality product.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

In underground coal mining many excavated openings have a relatively short projected life span. To ensure safety for men and materials at a minimum cost over the projected operating life, only pillars for overburden support and roof bolts for support of the openings are used extensively. Mining activity constantly changes the geometry of the mine producing load changes on the structural support members of the openings that often induce unstable deformations which can lead to roof falls or pillar failures. The paper describes how simple deformation measurements can be used to design primary and supplementary roof supports and to predict roof falls and possibly pillar bumps. Specifically, bed separations in the roof measured directly with the help of borescopes and calculated from differential convergence data are used to optimize bolt links or support requirements for chemical stabilization of mine roofs. Roof falls are predicted on the basis of admissible values for cumulative convergence between roof and floor, convergence rate, and the change of the rate of convergence. The pillar extraction operations convergence anomalies detected from contouring identify bump prone pillars, while convergence and pillar dilation determine the yield zone in a pillar to verify pillar softening and de-stressing. The increased impact of mining subsidence in the U.S. coalfields and the recent regulatory constraints legislated by government and state agencies have provoked an intense research effort on this topic by government agencies, coal companies and academic institutions. Subsidence and horizontal strain predictions are a basic requirement if subsidence and its associated effects are to be controlled and contained within acceptable environmental levels. As a result, several such prediction techniques have been proposed or are currently under development to assist coal operators in minimizing the detrimental effects of these surface deformations. VPI&SU has been actively involved in this research effort in the past few years, with particular emphasis on the Appalachian coalfield. During the initial stages of this research a large number of subsidence case studies were collected from the literature, the coal industry and government agencies. In total, data from 32 longwall panels and 60 room and pillar panels were collected. This data bank was used to determine relationships between the basic mining and subsidence parameters, in order to allow the evaluation of the various prediction methods for the Appalachian coal region. Based on this data two subsidence prediction techniques, one based on profile functions and the other on influence functions have been developed. Profile function methods provide a tool for a fast calculation of subsidence on a line across a mine panel. Influence function methods, on the other hand, allow for a more detailed calculation of ground movements, in any mode and at any depth, on a grid or at any specific point. The limitations of the data of the collected case studies, i.e. accuracy of surveys, frequency of monitoring, lack of horizontal movement measurements, etc, led VPI&SU to the initiation of a detailed subsidence and strain monitoring program above a number of active mines, located in three major coal producing counties of Virginia. The aim of this program was to enhance the data base with accurate and complete measurements of surface movements and to allow, therefore, the refinement of the prediction techniques. This paper presents this monitoring program, discusses in detail the results obtained from three specific case studies and provides recommendations for the implementation of the field data in the general prediction methods.
