Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. [The products of mites hive historically beet a very large and important segment of total shipment transported by American Railroads. Much as the Mining transportation Executives right have wished for coal and other mineral deposits to be found along navigable rivers, where railroads have for years been competing with the very aggressive Army Corps of Engineers and the inland waterway operators, the mineable reserves are more often that not located in the arid west far from these "free" waterways. The rivers cannot go to the mines but the railroads could, did, and continue to invest it new lines to reach new mines. The mining industry and the railroad industry have good reason to rely upon each other. The former Northern Pacific Railway, the Great Northern Railway, the Chicago, Burlington and Quincy Railroad and the Spokane, Portland and Seattle Railway merged in 1970 to form the Burlington Northern Railroad, with Lou Menk as its first President. In situ or pre-mining horizontal stresses are arguably the least well understood of the principal inputs into underground coal mining geotechnical engineering design, whether analytical, empirical, or numerical. This is a direct result of both the cost and difficulty of obtaining meaningful stress measurements, the various limitations of the measurement method in terms of sourcing strata types that approximate the assumed conditions of the post-measurement mathematics to convert measured strains into stresses, and a common practice by some geotechnical professionals to preferentially utilise generic values rather than interrogate the available measurement data for cause and effect relationships between horizontal stress magnitudes, directions and a range of associated controls. That numerical modelling simulations attempt to mimic reality but often rely on simplified generic horizontal stress input assumptions is a particular cause for further consideratio The paper attempts to further explore the nature of in situ horizontal stresses using a range of stress measurement results from the Australian coal sector supplemented by several international studies addressing the same basic issue, the result being a number of credible and highly relevant “cause and effect" inter-relationships between the three principal in situ stresses in addition to the influence of rock properties (e. Young's Modulus and Poisson's Ratio), cover depth and the larger-scale structural geological environment. In particular, the paper demonstrates that despite being commonly overlooked as a primary rock/coal material property, Poisson's Ratio and the associated K Effect are intrinsic to understanding 3D in situ stress measurement results and therefore, predicting in situ stress magni- tudes more generally for geotechnical analyses purposes. As a fundamental question, the paper addresses whether it is necessary and of engineering value to characterise in situ horizontal stresses: according to distinct "domains," in the same way that more easily identifiable geotechnical properties such as rock mass ratings, coal seam thickness, ply splits, and cover depth are often treated.

Linear goal programming is a multi-objective optimization technique where the constraints of a linear programming formulation of a problem are considered as additional objectives. The optimal solution is the one that comes closest to satisfying all the objectives. An interactive computer program was written to utilize this technique in solving the feed blending problem faced by power plants de- pendent on multiple sources of coal supply. This program determines the amount of coal from each supplier to utilize in the blend. Examples of the use of the program in both long and short term coal procurement planning scenarios are given.

The current interest in sulfur recovery from coal measures is indicated by a recent report prepared for the Public Health Service (1) It was noted that the concentration of pyrites to a product containing 42-48 percent sulfur should be relatively easy with present equipment. It was also pointed out that a utility potential exists for the high-grade iron concentrate which results as a by-product of the consumption of pyrites in the acid-making process. However, economics, marketing characteristics, location, transportation, pyrite levels and coal characteristics all strongly influence the feasibility of fostering industrial development of such processes. The extent of pyrite recovery and product quality is intimately related to pyrite particle size and its degree of liberation, a consideration usually given greater emphasis in metal ore preparation than in processing coals. Consequently, fine crushing to nearly 20 mesh probably will be essential for maximum practical processing. It appears that any process separating pyrites from a coal must involve a reprocessing of the normal preparation plant refuse, although some yields can be attained from certain existing operations as products from, a shaking table or a jig. Further, the existence of millions of tons of coal refuse cannot be ignored as a mined source of raw materials. The recovery of saleable products from such wastes, although untried on a large scale under current conditions, not only offers a realistic source of sulfur but also would achieve a secondary refuse with the minimal contents of substances which incite and propagate the burning of organic and inorganic combustibles. These silicate materials, thus beneficiated, also offer some potential for economic utilization. Some significant tonnages of pyrites have been produced from coal measures in the past, but the experience was, in general, not consistent with current coal preparation practice. The processes involved did not include cyclones and heavy media; nor were they carries out under the sociological environment concerned with pollution as exists today.

At the 25th Peruvian Mining Convention, the start-up of Antamina was called ?the mining event of the year.? Antamina, one of the largestcopper-zinc mines in the world, began operations in May 2001.Augusto Baertl is Executive Chairman of Compañía Minera Antamina, the operating company. He said in a convention address that Antamina would be in full production in 2002. ?I would like to stress that Antamina is, in every respect, a highly stringent operation, as it intends to be the Peruvianmine of the future,? Baertl said. ?Antamina has set the target of being, and remaining throughout time, a model mine as to technology, environmental practices and social responsibility.? [ ] In the areas of technology and operations, Baertl noted that ?we have incorporated the best engineering design available and state-of-the art technology for mining, grinding and transportation processes, among others.? In the environmental area, he said that ?we have carried out careful environ-mental impact studies and have incorporated modern technologies and methods to control and minimize any environmental impact.? In the social field, Baertl noted that ?our relationship with neighboring communities is being developed under the premises of the social responsibility philosophy.? These include popular consultation processes, environmental committees and conciliation discussion committees. The purpose, he said, is to encourage communities located within the area of influence of the project to find and lead by themselves their path toward sustainable development, beyond the life of the operation itself.?

According to international projections and future energy scenarios, coal will continue to be a prominent fuel for the next 25 years. In fact, in many regions around the world, coal is expected to dominate the electricity sector until the year 2030. At the same time, with instability and volatility of oil prices, coal is also positioned as an alternative feed stock for conversion into liquid fuels. Energy economists maintain that coal liquefaction is viable at crude oil prices of $35 or more per barrel. Depending on technology and coal composition, 1 ton of coal can produce 1 to 4 barrels of oil. Increased coal production and the expanded utilization of coal also raise environmental concerns regarding greenhouse gases and the problem of handling CO2. Carbon sequestration research, currently conducted in many parts of the world, has demonstrated considerable potential for C-storage in unminable coal seams. Such geologic storage, when possible, can also be integrated into an enhanced coal bed methane recovery process Can coal fuel power plants and industrial facilities, provide diesel and other liquids and, at the same, also be used as a medium for permanently storing CO2? This presentation will provide a global perspective on these questions and stress on the need to reconsider, or even redefine, coal as the fuel for the future.

The tonnage produced on mechanized automated retreating longwall faces in the United States is growing rapidly. This time last year some 14 faces were operating, and in addition to that, three were known to be down looking towards revision or repairs before being placed back in service. These, it is believed, are now in service. It is estimated at the present time, therefore, that somewhere between 20 and 25 faces are being operated in the country. A survey made last year by the School of Mines, West Virginia University, indicated that longwall mining in general has been beset with a great many problems, some more serious than others. The problems that we propose to discuss here are those pertaining to roof and floor trouble in the tailgates. Longwalls are operating in this country at the present time under an overburden ranging from 200 feet to nearly 3000 feet. Main and tailgate entries are operating in panels of up to five each, with the width of the pillars between these entries varying from 20 to 50 feet. Face lengths are running from 270 feet to 670; actually a face 800 feet long should be possible. The most economical face is often spoken of as being around 450 feet.

During the past three years the New York Trap Rock Corporation has been restricting blasting operations to days when favorable atmospheric conditions prevailed. By favorable atmospheric conditions is meant the absence of temperature inversions or isothermals in the lower atmosphere or under 6,000 feet altitude. Strong wind and wind shear can also cause conditions unfavorable for blasting. As a result of this practice, there has been a marked decrease in the number of blasting complaints received. The New York Trap Rock Corporation operates four stone quarries on or near the Hudson River within 60 miles of New York City. The Company supplies approximately 7,080,000 tons of high grade, crushed and graded aggregate, rip rap and by-products to the New Pork City area annually, This stone is carried to the market by a fleet of company owned deck &cows which are moved by tugs of a subsidiary towing company. Stone from two of the quarries is diabase: and, from the remaining two, dolomite.

This study examined the-feasibility of clay mineral identification and quantification by reflectance radiometry and subsequently developed a computer algorithm for deconvolution of the component spectra. Clay mineral analysis of 53 rocks and soils from Alberta, Saskatchewan, Ontario and Nevada by X-ray diffraction (XRD) compare favourably with the radiometric determinations. The application of the technique to precious metal exploration was examined at the Horse Canyon epithermal gold deposit, Cortez Mine, Nevada where low levels of illite and kaolinite are present alongside local silicification. Consequent on the success of the laboratory and field work a field portable clay mineral analysis system was designed and constructed.

An improved mine environment is the single most critical factor affecting the health and safety of workers engaged in underground coal winning. A very important subclassification of this wide field is mine ventilation, which essentially deals with 'mine atmospheric environmental control.' To ensure proper mine atmospheric environmental control, adequate quantities of air must flow through working sections in the mine. In recent years much attention has been paid to the fan and its prime movers, but the efficient use of the fan output in the workings has not received an equal amount of investigation. In mechanically ventilated mines friction losses in main airways often account for 70 to 90 percent of the total pressure loss sustained in the system. Also the leakage losses are a serious detriment to the efficiency of mine ventilation systems. It is not uncommon to loose 60 to 70 percent of the air between the fan and the last open cross-cuts due to leakage directly into the return Proper assessment of these losses in simulating and projecting complex ventilation systems is vital. Network analysis of ventilation systems is not new. Scott and Hinsly (1951) presented the detailed mathematical framework. Since then work has been done in adopting this technique to analog, and within the past few years, to digital computers. Development of computer programs to solve ventilation network problems has been reported in United Kingdom, Japan, U.S.S.R., South Africa, Germany, and the United States. The purpose of these programs is to serve as an experimental mine wherein analysis of proposed alternatives or ventilation planning can be tested. The great power of the computer as a planning tool lies in the ability to input empirical or Projected data into programs with predicting ability. But, however good a computer program is, unless fairly accurate input information is available accurately assessing the engineering factors of the ventilation system, the output will be suspect. Thus, to simulate and project mine ventilation systems, good estimates of leakage and friction factors are important. Yet, relatively little work has been done in the past three decades to determine these more realistically.

The Republic of México is the world's largest producer of celestite/strontium carbonate and natural sodium sulfate. It is also a significant producer of flourspar, barite, graphite, sulfur, feldspar, salt and gypsum. New production may be brought on stream for borates, wollastonite, garnet, calcium carbonate and others. The country covers a geographic area of approximately 2 million square kilometers (760,000 square miles), and is divided into seven geological/geomorphological provinces. Less than 20 percent has been explored in detail for either nonmetallic or metallic minerals. This leaves large areas available for the discovery of world-class industrial mineral deposits. In addition to new deposits of those minerals currently being produced, there is exploration and development potential for borates, magnesite, rare earths, nepheline syenite, heavy mineral sands and numerous others.

This paper focuses on maintenance of underground salt air curative quality using environmental friendly solutions. Possible ways to preserve its curative properties, in relation with the admissible salt air quality parameters, are analyzed. In situ investigations regarding microbiological impregnation in walls and the air inside the Romanian salt sanatorium were initiated. The results of a pilot project, which is in progress at Praid salt mine, are presented. After the end of the investigation at this site, investigations will continue in other Romanian salt mines, such as Slanic Prahova, Targu Ocna and Cacica.

A Reichert cone concentrator was installed in an aggregate plant circuit to recover the extremely fine "flour gold" known to exist in the deposit. The gold content of the bank-run gravels averages about 0.1 grams per ton (about $1.45 per ton), based upon $14.47/g (345O/ounce) gold. Tine Reichert cone, in conjunction with a conventional shaking table, re- covers in excess of 85% of the gold. A screen analysis of the gold particles shows 44.1% is -i4 microns (-200 mesh) in size. The plant operates with a two-man crew.

Investigation of mined land characteristics, evaluation of irrigation systems and evaluations by the mining industry determined that irrigation is a feasible method for aiding the revegetation of coal mined lands in the western arid and semi-arid regions (Sherman, et al. 1980). The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid-set irrigation. Irrigation should be supplemental by complimenting natural precipitation and should be implemented on a temporary basis. For germination, the vegetation requires application of small amounts of water in a gentle, frequent, and timely manner. For the establishment phase of growth, moisture should be applied and stored in the soil either through pre-irrigation or deep irrigation.

INTRODUCTION The shield-driven method in Japan has been adopted widely in soft ground tunneling, namely, subway, water supply, sewer and utility tunnels, and recently this is an indispensable method in urban area. Since this method was started to adopt on a full scale from the beginning of 1960, construction achievements in length were about 830 km for 15 years until 1974 (1). According to the recent informations of the Japan Tunneling Association, the achievement in length under construction as of December, 1977, was about 350 km (2) and the extention of increase in shield-driven method can be guessed (Tab. 1). The boron review arrived too late to appear in the June issue. The United States was the world's second largest producer and the largest consumer of boron compounds during 1991. According to the US Bureau of Mines, boron mineral concentrate and chemical production in the US totaled about 1.1 Mt (1.2 million st), yielding about 608 kt (670,000 st) of BO, in 1991. Total estimated value was $440 million. That level of production was equal to 1990 revised production figures. Value was greater by $37 million, however, reflecting a strengthening of boron product prices. The US continued to supply essentially all its own boron while maintaining a strong position as a source to foreign markets of sodium borate products and boric acid. Domestic employment in the mining and beneficiation of boron products in 1991 remained at 1100 people, about the same level as in 1989. The Bureau of Mines estimated total world production of boron in 1991 - mineral concentrate and chemical - at about 2.9 Mt (3.2 million st). That corresponds to about 1.2 Mt (1.3 million st) of BO ,. World production in 1991 was about equal to revised 1990 levels. US production Mines and processing operations in southern California were the only domestic sources of boron mineral concentrates and chemicals in 1991. US producers, in order of quantity of production, were US Borax and Chemical Corp., North American Chemical Co., and American Borate Co.

For nearly two decades, MINExpo International has held the title to the biggest show in mining. The 2012 MINExpo is expected to be the biggest yet, with nearly 1,800 exhibitors rolling out the newest equipment and services across 12 halls. From September 24 to 26 in the Las Vegas Convention Center, MINExpo will present the newest in everything from automation and robotics to safety and communications equipment to reclamation services, and much, much more. The last MINExpo, in 2008, had nearly 38,500 visitors. The show?s sponsor, the National Mining Association, expects this year will be even bigger, with more than 40,000 visitors over three days. Twenty talks on the issues facing mining today are scheduled for Tuesday and Wednesday mornings, but the real action will happen out on the floor. That?s where ultra haul trucks big enough to carry as much as 363 t (400 st) of rock will be assembled next to underground loaders able to lift more than 20 t (22 st) in one scoop. Caterpillar, Komatsu, Liebherr, Sandvik, Atlas Copco: all the big names in mining equipment will be there. Their massive earthmoving equipment and mining machines are the centerpiece of the show. Preassembly for the largest pieces begins on August 6, 2012.
