Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. INTRODUCTION In 1982 and 1983, as part of the mine design program for a New Brunswick potash mine, series of laboratory tests were conducted on potash and salt samples obtained during the mine exploration program. Concurrently, two rock mechanics monitoring programs were initiated in-situ the short term test at site A, and the long term test at site B (figures 1 and 2). SHORT TERM TEST (FIGURE 1) The purpose of this test was to obtain a quick confirmation of laboratory data and comparison of the rock response to excavation with the data available from Saskatchewan potash mines. Instrumentation in the main drift was installed on Day 4 after excavation, and the pressure cells were pressurized on Day 33. The packer type cells in the east crosscut were pressurized on Day 25. Excavation of the west cross-cut was begun on Day 71. This "mine by" test has provided important information required for calibration of laboratory tests, as will be shown later. The test data recorded are shown in a series of diagrams: a. initial room closures, main drift-figure 3; b. convergence graphs, main drift-figure 4; c. stresses recorded, main drift-figures 5 to 8 and, d. stresses recorded, east crosscut - figure15 Three types of instruments were used in this test. In the main drift. Saskatchewan Research Council water type hydraulic inclusions. encapsulated in potash, were used to measure lateral and vertical stresses. In the east crosscut a home-made packer type hydraulic inclusion was used to record radial stresses. The convergence stations consisted of end-grouted bars of reinforcing steel. LONG TERM TEST (FIGURE 2) The purpose of the long term test was to study the steady-state behaviour of a single opening in potash. Site B was placed in a remote area of the mine, well away from any anticipated early mining activities. To assure homogeneity of rock mass, the site was placed within a 30 meter thick vertical limb of a syncline-shaped ore body contained within a 360 metre thick vertical section of salt rocks. It was excavated mechanically as close as possible to the designed square cross-section for the entire length of the room. The square cross- section was chosen in order to achieve a comparable geometry in vertical and horizontal directions; that is, to eliminate any undesired effects of geometry interaction with lithostratigraphy which might have generated non-homogeneous behaviour. The site was extensively instrumented. As in site A, the convergence stations consisted of end-grouted bars of reinforcing steel. However, in order to avoid any measurement inaccuracies which would be associated with the brittle yield zone in the opening walls, bars were placed to the same depth in opposite sides of the opening. This allowed the convergence measurement to be obtained as the absolute convergence between two points, rather than the convergence of a single point with respect to a potentially unstable reference. For stress measurements the Saskatchewan Research Council cells were placed vertically, laterally and radially. Unfortunately, due to cost considerations, it was decided to use a compacted sand, rather than grout, to encapsulate the cells in the boreholes. Due to the extremely small strain rates, only radial ly placed cells could be adequately pressurized. The rest of the cells did not perform adequately, and are currently being replaced.

Olivine was first described and named by Warner in 1790. It is an olive green to greenish gray colored magnesium-iron silicate containing a mixture, in solid solution, of fosterite (Mg2SiO4) and fayalite (Fe2SiO4). Ratios between fosterite and fayalite in olivine are somewhat variable, but in general olivine contains at least 85% fosterite. Specific gravity is variable also, depending on the ratios of fosterite to fayalite. As a rule it is in the 3.2 - 3.4 range. All commercial olivine is obtained from the rock dunite, the most basic member of the peridotite group. Dunites, in addition to being composed primarily of olivine, generally contain assessory pyroxenes and spinels (chromite and magnetite). Dunites', when altered by hydrothermal solutions or metamorphism, often contain alteration minerals such as talc, serpentine, chlorite, vermiculite and amphiboles. In the 1930's and 40's considerable research was conducted on olivine for use as a refractory, plant food raw material, magnesium source for metal, and a source for magnesium chemicals. This research met with only limited success.

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.

Because of increased pressure from Federal & State Regulatory Agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Pressure to minimize costs of waste treatment equipment and land usage makes development of a treatment process incorporating these desires mandatory. "Standard" methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, (such as iron, needing aeration) add to the problem of concentrating neutralized solids. In a paper published in the September 1970 issue of "Coal Age," *the results of extensive test work by personnel of the Homer Research Laboratories of Bethlehem Steel Corporation, Bethlehem Pa., were reported. This paper dealt specifically with development of a flow sheet to treat acid mine drainage (hereafter referred to as AMD) from coal mine operations. Carbon-in-pulp (CIP) is a preferred method of gold recovery from cyanided pulp. However, the resin-in-pulp (RIP) process is considered to have several advantages for the recovery of gold. Mintek therefore undertook a research programme to develop a commercially-viable RIP process. The MINRIP RIP process and a novel gold­selective strong-base resin, Minix, were developed. The process has been successfully demonstrated at a scale of 100 000 t/month. Continuous countercurrent tests using synthetic solutions indicate that the relative performance of an adsorbent depends on the composition of the solution. Minix resin yielded a higher gold loading than that of carbon, while maintaining an acceptable barren value. Batch tests on a number of gold-bearing materials indicated that Minix has potentially a higher capacity than carbon, and loads gold faster than carbon. An economic appraisal that consolidated the countercurrent results and the economic study indicated that the capital and operating costs of the Minrip process are considerably lower than those of CIP. The amount of the cost advantage depends on the gold content of the feed and the throughput.

The three major catalyst markets that utilize industrial minerals as raw materials are petroleum refining, chemical processing, and emission control. Because of economic, competitive, and regulatory pressures, catalyst producers are pushed to develop products with improved performance to meet changing environmental standards. Also, refiners are demanding new families of cracking catalysts that will crack residual fuels. In 1987, worldwide cracking catalyst sales amounted to $457 million (Occelli, 1988a). Recently enacted federal and state laws to improve air quality have prompted strong growth for environmental catalysts, which in 1989 accounted for more than a third of the $1.9 billion catalyst market in the United States (Farrauto, Heck, and Speronello, 1992). A catalyst is a material that promotes or enhances a chemical reaction but does not itself enter into the reaction. One of the more important mineral groups used as catalysts is clays. The first recorded use of clay as a catalyst was its use in the dehydration of alcohol (Bondt et al., 1797). Clay minerals that are used as catalysts are kaolinite, halloysite, smectite, palygorskite, and sepiolite. Minerals used as catalysts, catalyst supports, or as a raw material to make zeolites are kaolinite, halloysite, sodium montmorillonite, calcium montmorillonite, hectorite, palygorskite, sepiolite, talc, calcined kaolinite, gibbsite, chlorite, and titanium dioxide.

Microscopic observation of physical and chemical changes which take place in various materials under conditions of elevated temperature and controlled atmosphere can often yield valuable insight into the fundamental physical-chemical reactions which control processes in which these materials play an active role. The technique of high-temperature microscopy thus becomes an important tool for basic and applied research in pyrometallurgical and allied fields. Investigators have long been aware of this and through the years have applied the technique to a wide variety of problems. However, up to this time, application has been on a rather limited scale due to the high initial cost of equipment and the relatively low rate of production of data resulting from the complexity of the apparatus and attendant problems in manipulation.

A key operating challenge is to ensure collective effort is geared towards the most efficient achievement of identified operating and corporate objectives. The industrial desktop emerges as the new tool for continuous improvement and innovation in industrial operations. Here, process information, reliability maintenance, process simulation, production schedules, performance monitoring are integrated using Microsoft enabling tools at the desktop. A workflow model is presented to assist in implementing a strategic information system in metallurgical plants.

The use of frozen soil as ground improvement and temporary ground support for the excavation and construction of cross passages and adits has gained in popularity over the last decade. Frozen soil provides a number of advantages for this application such as being waterproof, structurally stable, and working well with any soil type. One of the greatest advantages is the ability for the system to be adaptable to the project geometry and site limitations. Multiple case histories illustrate that freezing can occur from the ground surface, from within the tunnel, or as a combination.

GENERAL STATEMENT Data frequently can be collected by several dif¬ferent methods. The method required for the nec¬essary precision for inflow prediction to mines should be selected and other methods avoided. Pre¬cision monitoring or measuring techniques fre¬quently require more time, expertise, and expense in their implementation that may not be justifiable. The temporal distribution of the data needs also may dictate the method used for data collection. Continuous recording devices may be required for time sensitive data whereas point measurements of other parameters may be adequate. Data needs will vary as the hydrologic investigation proceeds. In¬itial data needs may require only a qualitative col¬lection of data such as the areal distribution of precipitation. Subsequent data needs may require the measurement of ground water levels to the near¬est hundredth of a foot. Data requirements can be difficult to fulfill for ground water systems. This is particularly true for anisotropic, heterogeneous hydrostratigraphic units since the hydrogeologic parameters vary both ver¬tically and areally. Techniques exist for determining the storage characteristics of both unconfined and confined hydrostratigraphic units but these pro¬cedures require the installation of multiple wells in the same unit which may be impractical. Specific tests are discussed subsequently that permit the determination of vertical hydraulic conductivity. Data collected from field procedures or tests are generally preferred to laboratory derived data. This is especially true for hydrogeologic parameters such as hydraulic conductivity. SURFACE WATER SYSTEMS Precipitation Precipitation data can be collected from sources that maintain a historical record. The US Depart¬ment of Commerce, National Oceanic and Atmos¬pheric Administration (NOAA), maintains weather observation stations across the country. Such a sta¬tion frequently can be found near a proposed mine site but the type of weather data collected varies from station to station. Fortunately, precipitation data are collected ubiquitously. The data collected by NOAA can be purchased for the area of interest in the form of monthly and annual tabulations. Private weather stations constitute a second source of precipitation data. Existing data usually are analyzed by one of three methods. The station average method merely sums the depth of precipitation at each station and divides the sum by the number of stations as fol¬lows: [ ] where Pavg is the average precipitation (L), P, is the depth of precipitation at station i (L), and N is the total number of stations. This method is applicable where there are a relatively large number of stations uniformly distributed across the area (Hjelnfelt and Cassidy, 1975, pp. 71-72). The second method, called the Thiessen poly¬gon method, weights the precipitation at each sta¬tion in direct proportion to the area it represents without consideration of topography. The stations are plotted on a map and perpendicular bisectors are drawn on the lines connecting the stations. The polygons formed by these bisectors constitute the area that the precipitation for that station repre¬sents. The overall precipitation can be calculated with the following equation:

This paper discusses the challenges associated with the design and construction of a dual-cell, “figure eight” shaped shaft in saturated, soft ground for the Northeast Interceptor Sewer project in Los Angeles. The shaft will be excavated to a depth of41 m and used to launch two EPB TBMs. The specifications required concrete diaphragm walls, embedded below the shaft invert, and a grout curtain beneath the wall. To control water pressure and basal stability without a grout curtain, wall panels were embedded deeper than required into a stiff, cohesive deposit. Details of wall panel excavation using a Hydrofraise are presented.

"INTRODUCTION The public understanding of green solutions today is based on the definition of sustainability adopted by the Brundtland Commission (World Commission on Environment and Development) in 1987: “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” Over time this initial definition evolved to identify three distinct factors impacting sustainability that are often referred to as the “Triple Bottom Line”: Economic, Environmental and Social. The triple bottom line approach seeks to drive outcomes that create maximum value for all stakeholders. In the last ten years purveyors of water and wastewater tunnel solutions have found themselves on the wrong side of a politically polarizing issue in the crosshairs of politicians, environmental activists and community groups branding tunnels as expensive, “gray” and not-sustainable. Tunnels under design were stopped and large planned tunnel programs were delayed or canceled. Therefore being sustainable and “green” is not simply using natural vegetation, but creating an asset that meets current and future needs and will not become a future liability. As this paper will discuss, tunnel projects embody a sustainable triple bottom line project well, are equally sustainable as green infrastructure, and have begun to gain awareness for their sustainability. GREEN INFRASTRUCTURE CHANGES TUNNELING LANDSCAPE The green movement quickly swept across the nation in the mid to late 2000’s and was a hot topic in the media and at all the local, regional and national industry conferences. Politicians espoused the benefit of green infrastructure including job creation, urban renewal, aesthetics, property values economics and sustainability. The political microscope was focused the closest on stormwater and wastewater management, particularly in communities responding to combined sewer overflow (CSO) consent decrees from the Environmental Protection Agency (EPA). As communities with CSO problems evaluated their long term control program (LTCP), local government officials and planners began to balk at the huge price tag required for compliance and began looking for alternatives. “Green” infrastructure was proposed as lower cost solution that could be used to offset capital-intensive “gray” infrastructure like new sewers, storage tanks, tunnels, and treatment facilities. In addition, including green infrastructure in a previously negotiated LTCP required a reset on the entire planning process, additional studies and more planning which would push capital investment further off into the future, subsequently delaying unpopular user rate increases. As a result, tunnel projects as well as trenched conveyance and treatment plant projects that had not yet started construction were stopped, delayed or substantially changed."

Echo Bay Minerals operates a 650 tpd gravity float gold circuit at their Manhattan facility. The objective of this paper was to document the gold recovery by size distribution. This was accomplished by studying the material balance of each size fraction as it progressed through each gravity Circuit separator. It proved to be an impossible task. Figure I depicts the gravity circuit. The gravity cyclone underflow goes to two duplex Pan American type jigs. The jig overflow reports to the OK Flash Float Cell. The cyclone hutch product is reground and goes to a full size wilfly table. The rougher table concentrate reports to a pilot size Wi1fly cleaner table. The cleaner and rougher table tails circulate back to the jig feed. The gravity circuit was composite sampled for two to four hours per day for four days. Each sample was taken every 20 minutes. Each composite sample was filtered, dried, repu1ped, and screened through a wet/dry screening procedure. Each size fraction was checked for gold value by fire assay fussion technique. A material balance was run on each size fraction. The tables listing the results are enclosed.

The interphase modification activity of 1,3-phenylene dimaleimide (also known as m-phenylene bismaleimide (BMI)) has been studied in composites based on magnesium hydroxide (60% w/w) and a polypropylene block copolymer (PPBC) that featured an ethylene-rich elastomeric impact modifier phase. BMI was found to be a unique product that led to significant simultaneous improvements in composite strength and toughness, even at the high filler levels. BMI modification was found to promote encapsulation of filler particles with the elastomeric phase of the PPBC together with formation of a PP boundary layer of increased crystalline content.

The Second Narrows Water Supply Tunnel, Burrard Inlet Crossing project for the Greater Vancouver Water District entails deep shaft construction, subway sized pressurized face tunneling through highly variable ground conditions, installation of three permanent steel water mains and construction of elaborate valve chambers adjacent to either shaft. The paper discusses key elements of the planning and implementation of 6.69 m Ø slurry mixshield tunnel boring machine (TBM) assembly in a small diameter deep shaft including incorporation of a fully pressurized launch lock, preparations for saturation diving, surface support infrastructure and initial mining sequence.

The behaviour of chalcopyrite - mineral specimens and a Portuguese concentrate - in 2M chloride solutions prepared from hydrochloric acid and sodium chloride, has been characterized by cyclic voltammetry. The study has shown the influence of the potential and of the presence of impurities in the reaction schemes and their relative extent. The dissolution of chalcopyrite concentrate under potentiostatic control has been investigated and found to confirm the effect of the selected potential on the surface modification/rate of dissolution. An attempt has been made to correlate the information obtained with the response of the concentrate electrode to constant current treatments.

"SUMMARY The importance of information management was recognised in surface construction industry decades ago, and has increasingly being recognised through formal process and laws. Around the world, these laws and codes of practice are currently being drafted and enacted, to reflect the development of software tools and corresponding increasing adoption by industry. This paper deals with specifics of implementing information modelling in tunnelling business utilising BIM (Building Information Modelling) technology developed for buildings as well as similar technology developed for mining industry. Although BIM is recognized initially as a 3D digital representation of physical and functional characteristics of a facility, the real benefits come when complex capability through construction sequencing and even detailed programming (4D) and cost capabilities (5D) are included. INFORMATION MODELLING The Architecture, Engineering and Construction (AEC) industry requires the production of design and construction information, which involves the input from several teams. The tasks allocated to each team need to be carried out in a particular order and coordinated in order to benefit all those involved and the project itself; this is known as “collaborative working”. To ensure the quality, and guarantee that information can be used without change or interpretation, working processes and standards needs to be agreed upon or else it will hinder collaboration and have a negative impact on project delivery. Case studies show that the additional capital delivery costs due to uncoordinated, inaccurate and ambiguous information amounts to 20-25%. The solution to overcome these problems and improve collaborative working in a project is the adoption of BIM. It is a modern approach to the design, documentation, delivery, and life cycle management through the use of project information databases coupled with object-based parametric modelling. BIM requires traditional practices shifting from simple drafting to using 3D native models for building design environment. Additionally, it requires that models are equipped with information that has been traditionally decoupled in a text or other kinds of documents. The goal is not in creating a 3D graphic representation of design intent; rather, it is a comprehensive information management tool based on the simulation of design and construction build around a central repository."

The Minnesota Department of Transportation is constructing a stormwater storage facility (SSF) along Interstate 35W (I35W) south of downtown Minneapolis, MN. The project will provide storm surge capacity reducing the frequency with which major precipitation events result in flooding of I35W. The design consists of six, 42-foot diameter, 90-foot deep, adjacent underground shafts providing 14.7-acre feet of storage. Construction challenges include high groundwater with variable glacial outwash deposits. Constructability and ground variability were managed using construction manager general contractor (CMGC) project delivery. CMGC provides an environment for collaboration and innovation starting in the design phase and carrying through construction. This paper provides an overview of key efficiencies and collaboration examples implemented on the I35WSSF project which were aided by CMGC delivery.
