"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. A subsequent spin off of the energy shortage is the new life for barite. Over 90% of the barite produced in the world is used as a weighting material in oil well drilling muds. Business is booming; the price of barite has risen; scarcity is imminent, and exploration is going full steam ahead. New barite-producing companies are being formed and many of the barite consumers are considering becoming producers. Prospectors have found a new "love," smaller deposits are being explored, and old deposits, previously rejected, are getting a reappraisal. Even barite tailing piles are being resampled.

Silver has been a much maligned metal in recent years. In the last three and a half years the price has fallen from around US$7.00 -$7.80 to as low as $3.50 this spring. It has consistently under-performed most other precious metals in the past few years, and has fallen to its lowest levels since the late 1940s in inflation-adjusted terms. Perhaps this is beginning to change. Since April, silver prices have outperformed gold and platinum. While this may continue in the years ahead, key questions remain regarding the pace and timing of any future silver price advances. I want to talk about the supply and demand factors that have led silver to its recent position. Also, I will outline a possible path for silver supply, demand, and prices for the next several years. Before I dive into my discussion of the silver market, allow me to explain who I am. One of the points we always make to clients early in a relationship is that, when you are listening to someone's opinions, you always must remember who it is you are listening to, and why he might be saying whatever it is he wants you to hear. So often, people take opinions from brokers, traders, or investment advisors as gospel truth, never stopping to ask themselves two key questions: Is there any reason to believe that this person knows what he is talking about, and, second, is he trying to sell me something, in telling me this.

The Olympic Dam deposit was discovered in July 1975 with the intersection of 38 m (125 ft) of 1.05% copper in diamond drill hole RD 1. A further eight holes were drilled with only marginal encouragement to November 1976 when RD 10 cored 170 m (558 ft) at 2.12% copper and an economic discovery was confirmed. The discovery of Olympic Dam is an excellent example of the application of broad-scale scientifically based conceptual studies to area selection combined with the backing of an exploration management willing to support its exploration scientists in testing their ideas with stratigraphic drilling. It also illustrates the persistence required in mineral exploration. The project began in 1969-1972 with the development of a conceptual model for the formation of sediment-hosted copper deposits. This model suggested that the alteration of continental-type basaltic rocks could release copper into solution from which it could be concentrated in favorable stratigraphic positions. In mid-1972, this concept was applied to a review of the Proterozoic and Lower Paleozoic rocks in South Australia aimed at defining targets for stratigraphic copper deposits.

The practice of roof bolting in world-wide mining activities is very well known, having been used extensively for over 50 years. The theory of roof bolting, however, is extremely complicated, and only recently have investigators attempted to explain the theory. Discussions of the mechanics involved usually originate with actual experience gained in the use of roof bolts. The use of roof bolting in mines has grown dramatically during the period after World War II. Other scientific techniques have emerged in mining research in the same period. Included in these techniques is the study of rock mechanics, which has now developed into an impressive research effort. Various means of analysis have been utilized in rock mechanics, most of which reduce rock to an isotropic, homogeneous medium that could be easily analyzed. Because of the inherent nature of rock, direct research methods frequently are not certain to provide satisfactory results, whereas indirect methods must idealize a given set of conditions in order to be useful. One of the indirect research methods is the photoelastic technique, the theory of which is widely known and needs no elaboration. This technique has been used extensively to examine the state of stress around underground openings of various shapes in certain types of strata, and under various configurations (1,2,3,4,5). Much of the theory used now in the design of underground openings is based on photoelastic evaluation. Unless rigorously applied, how- ever, the photoelastic technique is at best a qualitative means of evaluation. It is useful, however, for unusual examples which can be more or less easily analyzed to obtain the overall state of stress which could not be determined by other means. Little work has been done in the photoelastic analysis of rock bolting, mainly because direct research techniques have proven useful.

Most phosphate ores in China are characterized by fine dissemination of the intergrown minerals and high content of carbonates. Therefore, in order to recover phosphorus minerals by flotation, some technological problems must be solved, such as fine particle flotation and separation of phosphate from carbonates. For effective flotation of finely ground phosphate ores and selective separation of phosphorus minerals from carbonates, S-series and L339 modifiers have been developed. A series of combined collectors with improved collector ability and selectivity have been developed and applied in several flotation plants in China. In this paper, CCLS, a combined collector for phosphates and PA-31 and a collector for reverse flotation of carbonates, are described. It has been found that some surfactants added with fatty acids function well in flotation at lower temperature, hence heating pulp in winter may be excluded. It is important for energy savings. The synergy mechanism of these additives in fatty acid flotation is discussed in this paper.

One of the largest mining shows in the world is set take place April 15-18 in Santiago, Chile. Expomin 2008 is expected to attract more than 60,000 professionals from around the world who are involved in all aspects of the mining industry. Expomin has become an important place for mining leaders to meet, organizers said, ?with great expectations for the development of new business in international markets.? This is the 10th Expomin. The event, held every two years, is expected to at-tract exhibitors from more than 25 countries, representing nearly 1,000 companies and more than 3,000 brands related to the mining industry, organizers said. Most all of the world?s largest equipment manufacturers and suppliers ? surface and underground ? will be represented. The importance of the event to the Chilean and international mining industry can be seen by the increase in size of the exhibition ? 13 percent more surface space in 2008, compared with the 2006 Expomin. The exhibit will be broken down into four pavilions, covering 34,054 m2 (355,570 sq ft). An outdoor area for the large mining equipment will cover 16,120 m2 (173,520 sq ft).

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

The paper begins by describing an underhand cut-and-fill mining concept for a 50m thick, generally tabular though irregularly shaped orebody dipping at 30 degrees and occurring at a depth of between 2300 and 2700m in the Sudbury Basin. From this, the broad design requirements of a fill system are stated. Two and three-dimensional numerical models are then described which were built to evaluate the theoretical benefits of different types of fill reinforcement. Included in this evaluation are the effects of span, fill strength, fill tightness, as well as static and dynamic loading types. Results, supported by large-scale physical models, are presented to show the significance of reinforcement on stable, undermined fill performance. Finally the paper describes work which has been done to evaluate the suitability of so-called silicated cemented backfill. This system is, in principal, attractive for deep mining applications since transportation is in the "safe" hydraulic regime, while fill water run-off, segregation and shrinkage effects are potentially eliminated in the stopes. The results from various surface and underground trial pours are reported which substantiate the proposed use of this type of backfill at depth.

To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded. The feasibility of maintaining equipment location, personnel location and vital statistics in surface and underground mining operations has increased with advances in radio frequency identification (RFID) technology. The paper addresses the use of this technology, relatively new in the mining industry, to track surface equipment in mine pits, loading points, and processing facilities. Specific applications are discussed including a simplified and a complex truck tracking system and an automatic pit ticket system. The paper concludes with a discussion of the future possibilities of RFID technology in mining, such as monitoring biofeedback of personnel (heart and respiration rate, body temperature, exertion level, etc.) repetitious movements to study work habits, and logging air quality via personnel sensors.

Minera Yanacocha operates a complex heap leach gold facility in the Northern Andes of Peru. Four leach pads and thirteen solution storage process ponds form an extremely complex system. Distinctly different wet season and dry season rainfall accumulations present unique challenges to the process water balance. Minera Yanacocha operates four excess water treatment facilities which discharge water to the environment at specific quality standards in order to maintain a balanced system. Numerous government agencies and non-government organizations are involved with the permitting, monitoring and control of the discharged water. Minera Yanacocha maintains a relationship with 65 villages and communities, with a population of approximately 29,000 people and the city of Cajamarca with approximately 100,000 residents. This paper provides a high level review of the system complexity, the water balance, the excess water treatment facilities and social aspects of solution management.

Under a Cooperative Agreement with the U.S. Department of Energy’s National Energy Technology Laboratory (NETL) and the Mining Industry of the Future Program, CQ Inc. is demonstrating the GranuFlow™ process for improving the recovery of fine-sized coal in commercial coal preparation facilities. The State of Pennsylvania’s Energy Harvest Grant Program is also providing funding for this project. The GranuFlow technology involves the addition of an asphalt emulsion to a slurry of fine-sized coal (<100 mesh or 0.15 mm, typically froth flotation concentrate) before mechanical dewatering in screen-bowl centrifuges. The emulsion selectively agglomerates the carbon-rich particles, resulting in increased particle size and improved recovery of the coal fines during the dewatering process. This paper summarizes the test conditions and current results for both bench-scale investigations and full-scale commercial plant demonstrations.

Mining is essentially a materials management process where materials are classified, excavated, moved to a desired location, processed at a cost and sold for a price hopefully to generate a profit. ?How much is that cost and can it be reduced?? is the age-old question. The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

Case Studies in Open Pit Design Using Whittle 4D will be discussing the following four examples: 1) Optimization of process plant design using Whittle 4D as a sizing tool. In this case, the home office and project team had different views of the size of the final project. The home office wanted to reduce the size of the project to reduce capital expenditure, while the project team suggested a larger project. Whittle 4D was used to determine Net Present Value and Internal Rate of Return using the Whittle scheduler (FDAN) to schedule many alternatives, and calculate the NPV and return for each alternative. 2) Comparison of pit optimization methods: Lerchs-Grossman vs floating cone. Many pits are developed based on floating cone economics. A comparison of methods in one large gold mine resulted in the stripping ratio of the pit being reduced by 10% in the Whittle 4D optimization as compared to the floating cone optimization. 3) Pit optimization to determine if a new mill is justified. A large heap leach gold and silver mine needed to determine if a new mill was justified. The planning and scheduling would take several man months if completed without pit optimization and scheduling software. Whittle 4D software proved to be very effective in providing optimized pits and a mine schedule in a short time frame. 4) Pit optimization to determine how to mine and size. Open pit optimization determined where the underground operation should start, and whether the material should be processed by milling or heap leaching. One of our clients asked for help in determining where the pit should end and a new underground operation start. We used Whittle 4D to help determine where the pit should end and where to go underground. In addition the operation needed to determine how to process the material.

John Marks said in his acceptance of the Hartman Award in 2008, “I guess that without the occasional complaint, your mine is probably over-ventilated” (Marks, 2008). Miners are seldom in this situation and spend much of the time trying to find enough air to keep an operation running. With examination, there are usually changes that can be made to increase the efficiency of ventilation systems. Mine ventilation air is a costly commodity, especially by the time it has been heated or cooled and moved to the bottom of the shaft and through the mine airways. Modifications that result in surplus mine ventilation air could bring financial and environmental benefits. Some issues mine operators have needed to address recently are increased airflow requirements to dilute diesel particulates in metal and nonmetal mines, to ventilate reserves that are deeper, hotter, and further away from fans and shafts, and to meet demands from increased production. This paper discusses successful methods to find additional usable air when there is no extra ventilation capacity. Most of the options presented in this paper are useful for metal/ nonmetal operations but some may be applicable to coal as well.

Materials produced in quarries have been used for different intentions such as concrete and cement raw material, asphalt and embankment aggregates, railway ballast. Especially in cement manufacturing, the chemical composition and the uniformity of the raw materials play a strategic role in the economy and quality of the cement process. Therefore, it is necessary to achieve uniformity and desired chemical composition and maintain these at all production stages according to the type of cement produced. To achieve this goal the production planning and pit design play an essential role. This paper briefly outlines the production optimization of cement raw materials in a quarry in Istanbul western part of Turkey. For the purpose it was used the 3D ore body modeling and the geostatistical techniques. The variation of chemical components (%CaO, %Al2O3, %Fe2O3 etc.) and quality control parametres (LSF, SR, AR and etc.) obtained from the quarry were determined. Then the values of unknown chemical components and quality control parameters in the ore body were estimated using Kriging which is one of the geostatistical interpolation methods. The open pit design was also created by specifying wall slopes and taking into consideration of the grade distributions of the benches. The most important revolution in the paper is investigating the effects of the block dimensions in block modelling which is important for reserve estimation. The other important point in the study is using the different range values in variogram analysis for determination optimal reserve estimation. n this study, the effects of two parametres on reserve and waste amount estimation were determined according to CaO% distribution. The study was pointed out that the changing of the two parameters are very important for the optimal mine planning and environmental considerations.

Turquoise Ridge is an underground gold mine located in the Potosi Mining District, approximately 64 km northeast of Winnemucca, Nevada. Turquoise Ridge Underground is accessed via two shafts and a system of internal ramps and utilizes underhand drift and fill mining methods with cemented rockfill. The mine also employs mechanical mining as well as sill benching as mining methods. Ground conditions at Turquoise Ridge Underground are poor, and the Rock Mass Rating (RMR) may be less than 20, or very poor, in ore headings. Current production rate is 2,700 tonnes of ore per day. Key challenges in increasing production levels and reducing costs are the development of sufficient stoping areas and the transition from top-cut development to undercut stoping. Completion of the infrastructure development in the North Zone is necessary to achieve and optimize higher production levels. The #3 Shaft project is well underway and is expected to be commissioned in mid. 2022. The shaft will drastically decrease the haulage requirements in the North Zone

Ethoxylated phosphoric ester surfactants were evaluated as collectors for flotation of carbonates from sedimentary phosphate ores, at slightly acidic pulp pH, using sulfuric acid or sodium fluorosilicate as a phosphate depressant. With 12 to 15 carbon atoms in the hydrophobic chain, maximum collecting power was observed for 9 to 10 ethylene oxide units. Only fine carbonates, ranging in size from about 20 to 160 µm or 40 to 200 µm, were effectively removed with phosphoric ester collectors. Utilization of seawater, or water of extremely high hardness, did not detrimentally affect selectivity. Silica, silicates, and residual fine carbonates can be separated in a second flotation stage, with primary amine as a collector. Coarse carbonates are separated by direct flotation of phosphate with fluoride ion as a phosphate activator and primary amine as a collector. In a seawater pulp, fluoride ion was not required. Typical examples of laboratory and pilot- scale test results are given to illustrate capabilities of the various flotation flowsheets.
