In recent years, coal mining safety has attained national attention due to several highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with 42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year (National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture,? and can be defined as the characteristics of the work environment (such as the norms, rules, and common understandings) that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to present the aggregated results from those five safety culture assessments conducted at underground coal mines. Additionally, some general recommendations for areas where coal mines might focus their attention as part of their attempts to improve safety culture are offered.

This paper deals with the mining techniques employed at Canada Tungsten's northern Canadian operations, particularly with respect to their effect on productivity, safety, and stability of relatively large underground openings. The ore body was originally mined commencing in 1974 using conventional pneumatic jumbos in a topslice and horizontal benching room and pillar layout. Pillar stability became an increasing problem as mining progressed, leading to a re-examination and ultimately a conversion of mining method. Rock mechanics considerations and the effect of extraction rate on ground control costs and conditions are analyzed. Other areas discussed concern the results acheived through the use of large diameter I.T.H. drills, radio remote controlled L.H.D. units, and a unique system of hydraulic backfill placement.

Most coals are susceptible to spontaneous heating which in turn creates problem to mining, storage and transportation of coal. It is impossible in actual practice o eliminate spontaneous heating but spontaneous combustion can effecively be controlled through a clear understanding of its mechanism and the factors affecting it. There are altogether six stages in the process of spontaneous combustion. This includes the water adsorption stage and six oxidation stages: chemi-sorption (upto 70°C), decomposition of peroxygens (70°C-150°C), oxy-coal formation (150°C-230°C), combustion initiation (230°C) and active combustion (> 230°C). Heat is produced in all these stages. On the other hand heat is also dissipated so that some equilibrium temperature is reached. If this temperature exceeds a certain critical value (generally about 70°C), coal oxidation may advance to spontaneous combustion. The major factors influencing spontaneous combustion of coal are: coal rank, maceral composition,, water, mineral matter, joints and fissures, seam depth and thickness, mine Layout, method of ventilation, etc. Susceptibility is high for low rank coals and generally decreases with increase in rank. Of the macerals, the exinites are generally most susceptible, the inertinites least and the vitrinites somewhere in between. Water plays a major role on the spontaneous heating of coal, assisting in someways and inhibiting in other. Unrecovered coal in the gob (generally in thick seams) is a major source of fire hazards and this is specially important in shallow mine. Proper design of mine ventilation system can substantially reduce the risk of mine fire. Panel layout and load transfer can affect the development of induced cracks which in turn influence spontaneous heating. Finally, the difference between the spontaneous heating of coal in a seam and that in storage or transportation is mainly due to the change in moistured content, air circulation through the coal and coal fragmentation. These aspects have been analyzed in this paper with a view o reducing the risk of spontaneous combustion.

The Karst asbestos deposit, discovered seventy years ago, is 32 miles south of Bozeman in southwestern Montana. The deposit is about one-half mile west of the Gallatin River which flows in a deep V-shaped valley flanked on either side by rugged mountains. The Madison range is west of the river and the Gallatin range lies to the east. A busy all-weather highway, U.S. No. 191, follows the river and is the major north-south route between Bozeman and the Gallatin valley to the north and Idaho and the west entrance of Yellowstone National Park to the south. The asbestos deposit is a large body of serpentinized peridotite in which anthophy11ite.occurs, both as distinct veins and as a disseminated mineral in the peridotite mass. The known exposures of the asbestos-bearing rock occur on a steen south slope at an "elevation of about 7000 feet, an elevation 'which is about 1200 feet above the Gallatin River. Over the years, a number of small companies have attempted to exploit the Karst asbestos deposit without continuing success. The present operator, Galaxy Mining Corporation, has attempted a systematic approach to the problem by utilizing geologic and engineering surveys to determine the economic and technical feasibility of a mine and plant to produce a finished asbestos pro-duct. The results of this work indicate a high probability of success for the project. In 1977, an article in World Mining (1) reported a total of 2726 rotary blast hole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher: Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item, to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to re¬ducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, five factors affect the rate of penetration. They are: 1. Bit selection 2. Weight on the bit 3. Rotary speed 4. Hole cleaning 5. Formation properties Of these factors, all but one may be control¬led by the operator. Looking at any one in detail may reveal possible improvements in the system. Cleaning the hole is a good place to start. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh, clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in re drilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole.

Newmont Mining Corporation and Barrick Goldstrike Mines, Inc. concluded an exchange of land and reserves in an agreement signed May 3, 1999.This exchange of assets allowed Newmont to develop the Deep Post underground mine from within Barrick’s Betze-Post open pit, thus reducing capital expenditures, lowering operating costs, and advancing the production schedule by nearly three years. Based on previous experience, Newmont is confident that the Deep Post underground mine can be successfully developed and operated within a large, active, open pit mine. The project also faces difficult geotechnical conditions including weak ground, scattered pockets of groundwater, and elevated rock temperatures.

"A lot of incorrect, dangerous and misleading statements about the effect of CO2 on the human body can still be found in the internet, the media and in books. It is a fact that already low concentrations can lead to critical reactions, higher concentrations cause a narcosis. The real effect is not a lack of oxygen but an inner suffocation. The breathing reflex is decreased and the transport of oxygen in the blood is reduced due to a low pH value of the blood. Furthermore a reduced oxygen content in the air can also lead to the failure of diesel engines. MOTIVE Different gases can appear in active mines as well in abandoned mines, adits and caves. The most dangerous gases are CO, NO/NO2, H2S, SO2, CH4 and CO2. Although the general danger arising from these gases is mostly known some aspects are underestimated. Furthermore misleading or wrong statements exist about the detection and the effect of gases on the human body. This is especially true for CO2. In the last years a couple of accidents happened with a great number of injured persons and unfortunately also some fatalities. As a result wrong information and comments about the effect of CO2 have been published in the media. A huge unexpected CO2 outburst in a potash mine showed again some additional problems and limits for rescue troops. ORIGIN OF CO2 AND MISLEADING STATEMENTS ABOUT THE EFFECT ON THE HUMAN BODYCarbon dioxide can appear as free gas in the earth crust. It is especially known in significant concentrations in some potash deposits, in hard coal mines and some caves. Furthermore it can be formed due to complete oxidation of carbon. It can appear in technical processes. It is also used for or in technical processes, as fire extinguishing agent, as cooling agent, it is contained (added) in sparkling water or other soft drinks and it is formed by fermentation processes. Up to today a lot of wrong information about the effect of CO2 on the human body is published or is still in the mind of many people and unfortunately even in the mind of members or leaders of rescue troops. On August 16th 2008 a faulty CO2 extinguishing installation in the city of Mönchengladbach/Germany caused the injury of 107 people and the evacuation of further 150 people /1/. People on the streets became unconsciousness and felt down. Fortunately all could be rescued due to the immediate rescue operation of local fire fighters. Furthermore the CO2 concentration on the ground was diminished by help of a helicopter. What could have happen with the engine will be discussed later. After 6 days a second similar accident took place /2/. In the news members of the rescue teams explained that CO2 leads to suffocation due to a lack of oxygen. This is wrong! Also cave explorers often say that a burning candle can detect a low oxygen and/or high Carbon dioxide content in the air. This is also wrong and deadly dangerous! Similar statements we find nowadays in the internet /3, 4 and many other/. In a forum “science and mathematics > chemistry” several people say that winegrowers go with a candle into the vine-cellar to detect CO2 /5/. Again: this can be deadly! Another dangerous statement is that CO2 in higher concentrations leads to headaches so people should leave such areas. A last example found in the literature is that at 3 % the breathing volume is doubled and at a concentration of 20 % one can felt some warmth on the skin. Both is not wrong but can lead to false conclusions. /6/"

This paper contains the geometallurgical studies, performed for Mineração Rio do Norte bauxites, applied to a selected area belonging to Plateau Saracá III, referring to an exploitation period of one year and three months, approximately. It is worth mentioning that Mineração Rio do Norte has the biggest bauxite operation in Brazil producing 8,500,000 tons of concentrate per year. The studies included wide investigations directed to the final objective of establishing a precise mining and production planning, based on the different behavior of the distinct bauxite ores, when submitted to industrial processes. Geometallurgy can be defined as the study of the regionalization (space distribution) of the metallurgical variables of a mineral deposit. This study involves and integrates all process engineering, geology, geostatistics and mining planning, among others. The development and application of the geometallugical studies to Mineração Rio do Norte were motivated by several reasons and necessities, among them: 1. Improving the forecast of the amount of concentrate (metallurgical mass yield) produced; 2. Improving the equipment operational efficiency, providing a more homogeneous feed; 3. Conducting a more precise material balance that permits a better daily, monthly and yearly production control; 4. Improving the forecasts for the final products generated by each ore type; 5. Obtaining better knowledge of the behavior of several ore types, submitted to the different process unit operations; 6. Promoting adequate ore blending, producing an homogeneous feed during mining operation.

Imaging spectroscopy is a relatively new remote sensing tool that provides a rapid method to screen entire mining districts for potential sources of surface acid drainage. An imaging spectrometer known as the Airborne Visible/InfraRed Imaging Spectrometer (AVIRIS) measures light reflected from the surface in 224 spectral channels from 0.4 - 2.5 µm. Spectral data from this instrument were used to evaluate mine waste at the California Gulch Superfluid Site near Leadville, Colorado. Here, the process of pyrite oxidation at the surface produces acidic water that is gradually neutralized as it drains away from mine waste, depositing a central jarosite zone surrounded by a jarosite + goethite zone, in turn surrounded by a goethite zone with a discontinuous hematite rim zone. Leaching tests show that pH is most acidic in the jarosite and jarosite + goethite zones and is near-neutral in the goethite zone. Measurements indicate that metals leach from minerals and amorphous materials in the jarosite + goethite and jarosite zones at concentrations 10 - 50 times higher than from goethite zone minerals. Goethite zones that fully encircle mine waste may indicate some attenuation of leachate metals and thus reduced metal loading to streams. The potential for impact by acidic drainage is highest where streams intersect the jarosite and jarosite + goethite zones. In these areas, metal-rich acidic dace runoff may flow directly into streams. The U.S. Environmental Protection Agency estimates (U.S. EPA, 1998) that mineral maps made from AVIRIS data at Leadville have accelerated remediation efforts by two years and saved over $2 million in cleanup costs.

Long term production planning in open pit mines requires the determination of cutoff grade, mining and milling production rates, mining sequence, mine life, and ultimate pit limits. These variables interact in a circular fashion, that is, the value of a variable can not be determined without the knowledge of the value of the preceding variable in the circle. Therefore, a genuine solution to the problem necessitates simultaneous determination of the variables. Such a solution methodology, comprised of a group of heuristic algorithms and an unconventional dynamic programming algorithm, is described in this paper. The methodology is applied to a small size Western US gold deposit to illustrate its logic and capabilities.

The effectiveness of modem spirals in the processing of fines from Brazilian coals is assessed and discussed. Coals representing the four major coalfields in Brazil have been cleaned in Reichert LD 9 spirals in pilot and industrial plants and performance results are here presented. Normalized distribution curves for all equipment and splitters are presented and were modeled using an empirical model. These data have been compared with those for shaking tables and water-only cyclones (WOC), and it has been observed that, in the size interval investigated, spirals have indeed superior accuracy than WOC and comparative performance to tables. By analyzing experimental as well as simulation results it could be observed that although limited by the poor liberation characteristics of most Brazilian coals, significant ash and sulfur removal could be achieved using spirals.

The theory, definition and practical application of cutoff grades have evolved over a long period. This evolution is reflected in the continuing flow of papers on this and other related matters though the rate has varied as new ideas and theories have become understood and applied in practice. Papers by Lane(l) in 1964 and Taylor(-2)- in 1972 provided landmarks in the understanding and general communication of cutoff grade theory and its application. The reasons for the continuing interest in cutoff grades are obvious. Too high a cutoff can reduce the mineral recovered and possibly the life of a deposit. Too low a cutoff would reduce the average grade (and hence profit) below acceptable levels. This paper provides a brief overview of existing cutoff grade theory and some particular aspects of its application.

The synthetic rock mass (SRM) approach and discrete fracture network (DFN) model, generated from the field surveys, are novel methodologies to study fracture rock mass behavior. In this paper, SRM and DFN methodologies were used to understand the influence of natural fractures on the mechanical response and failure mechanisms of stone mine pillars. First, a multi-stage up-scaling procedure with the homogenization process is established. Later, a stochastic sampling process on the SRM model to have further insight on the stone mine pillar mechanics is performed. Two-dimensional Universal Distinct Element Code (UDEC) is utilized to represent intact rock with the Voronoi-Trigon discretized blocks and to capture fractured rock mass behavior. The laboratory-size limestone mine rock specimens are systematically up-scaled to the average width of the field-size stone mine pillars. Then, the DFN model, generated from field data, is sampled to construct the SRM of the field-size pillars. By doing so, the effect of discrete discontinuities on pillar stability is studied by assessing the pillar strengths and failure mechanisms in various width-to-height ratios.

Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. Often geometallurgical models are prepared at various project stages from very few data and are assumed to be representative of very large tonnages. These may include recovery models; crushing and grinding parameters and models; models of concentrate grades; models of acid consumption; etc. These models commonly do not carry a measure of uncertainty or variability, and are taken at face value at the time of design and planning. This paper proposes a proactive approach to modelling variability, providing uncertainty estimates and thus allowing for risk analysis and mitigation of geometallurgical models. The variability model is built up by understanding the limitations of the pillars of a geometallurgical model: data uncertainty; geologic model uncertainty; domain definition uncertainty; and parameter estimation uncertainty. Of these factors, typically domain definition is the most significant contributor to geometallurgical model variability. First, the fundamental supports for these models are briefly discussed, with domain definition emphasized. Second, two methods for uncertainty modelling are proposed. The first, more applicable to conceptual or early-stage projects, is a simpler and more expedient alternative that provides initial assessments of variability. This is intended to aid management in decision-making related to budgeting, including further sampling and testing. The second, a block-by-block approach that allows a detailed assessment of risk for specific designs and mine plans, thus providing further opportunities for mitigation. In the example provided, emphasis is placed in communicating this variability to both management and technical personnel in the form of “measured-indicated-inferred” indicators and also block-by-block confidence intervals.

Compressed air is a relatively inefficient yet very convenient vehicle for transmitting mechanical energy. It is inefficient when compared to, say, hydraulic or electric energy systems since compressor and pneumatic machine efficiencies are quite low (in the range 20-65%) and reticulation losses can be quite high unless adequate pipe diameters are used to minimize friction drops. It is convenient in that capital and maintenance costs of pipes and machines are exceptionally low, the equipment is flexible and lightweight, the technological level is simple, the form of the energy supply is intrinsic- ally safe, and as an additional minor but psychologically important benefit, it provides a ready source of cooling and air supply for emergency use in deep hot mines. It is for these reasons that compressed air is a premier source of energy for many forms of underground equipment, in particular hand or rig-mounted rockdrills, some forms of rock- handling equipment, and a host of minor applications including agitators, small-lift pumps and temporary f am installations. In a typical S. African deep-level gold or platinum mine, compressed air generation accounts for 15% of the total mine electrical energy bill - more than is used for hoisting. In these mines it is not uncommon for over 100 km of underground compressed air piping to be installed, primarily to supply handheld rockdrills.

Elemental analysis of slurry streams using X-ray fluorescence (XRF) has long been employed. However, detector technology has limited the application of XRF devices. Using detector technology employed on NASA's Mars Pathfinder to analyze soil samples, Process Control, Inc. has developed an on-line analyzer to mount on a sampling system. The prototype XRF elemental analyzer was installed at Detroit Edison's Monroe Power Plant in January, 1998 and has been employed to monitor feedstock quality. A slurry system has been developed for flotation control. This paper describes the testing of the analyzer using the new, draft ISO standard for evaluating the performance of on-line analyzers (ISO/DIS 15239).

Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

The City of Toronto’s Coxwell Bypass Tunnel (CBT) is currently being constructed by North Tunnel Constructors ULC. The scope of the CBT project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five large diameter (20 and 22 meter) storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the CBT to date and reviews the approach taken in both design and construction of the tunnels and shafts to mitigate risks and reduce cost and schedule of construction.

American Indian lands contain a vast amount of renewable and non-renewable resources that have consequently been mined (Smith and Frehner). Therefore, it is understandable that tribes are concerned about environmental impacts from mining and their ability to minimize and mitigate these impacts. This has created a need to better understand mining and its environmental impacts. The University of Arizona Superfund Research Program Mining educational modules developed educational modules for tribal colleges focusing on environmental impacts of mining, remediation of mining wastes, and sociocultural impacts of mining. Educational modules are independently packaged units of study designed to enhance the learning process and can be modified and adapted to different learning scenarios and objectives. In addition to providing specialized knowledge, the modules feature hands-on activities, incorporation of technology, student involvement, discussion, and exchange of ideas. Modules will aim incorporate traditional ecological knowledge and approaches that promote effective science learning for native students. Modules are designed to augment existing associates of science programs (e.g. biology, chemistry) currently offered at tribal colleges and can be modified for use in K-12 education and for non-tribal audiences.
