INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." The Robbins Mobile miner has been in development for more than ten years. Two machines have been trialed in mining environments. While day to day performance to date has fallen short of the levels anticipated, instantaneous performance has been impressive for given rock conditions and continues to encourage further development. The Pasminco mobile miner has been committed for a 1.8km main decline extension at Broken Hill. M.I.M. Holdings, parent company of Mount Isa Mines, owner of the first mobile miner, are considering a new machine for McArthur River. Robbins, Pasminco, and The Centre for Mining Technology and Construction have, joined forces to accelerate development of .mechanical rock cutting techniques in general, and of the Mobile Miner in particular.

Many questions exist within the geotechnical industry as to the applicability of Strength Reduction Factor (SRF) values to the design acceptance criteria (DAC) of mining operations. There are many factors that contribute to changes in the SRF estimate, some of which are numerical (e.g. dilation angle) and some of which are geometric (e.g. model grid size)[1]. Numerous studies have confirmed equivalent values of SRF and FOS are found for soil slopes of limited height as presented in, [2] and [3]. However, significant deviation of the SRF value was observed for highly cohesive materials (rock slopes) of heights typically encountered in mining, [4]. This paper builds on the work presented in [4], providing a more rigorous examination of the modeling parameters that control the SRF estimate. The failure mechanism assumed for this study was a simple circular shear surface in a uniform material. Both LEM and numerical methods are suited well for analysis of this failure mechanism. A parametric study was completed to evaluate and test the relationships of key numerical variables that affect the estimated value of the SRF using Itasca’s Fast Lagrangian Analysis of Continua (FLACTM) software. The effect of groundwater has been tested and may be significant but is not presented as part of this body of work for brevity and simplicity of presentation.

The National Institute for Occupational Safety and Health (NIOSH) cooperated with 3M Company in the design and testing of a new environmentally controlled primary crusher operator booth at the company’s Wausau granite quarry near Wausau, WI. This quarry had an older crusher booth without a central heating, ventilation and air conditioning (HVAC) system, and without an air filtration and pressurization system. A new replacement operator booth was designed and installed by 3M based on design considerations from past NIOSH research on enclosed cab filtration systems. NIOSH conducted pre-testing of the old booth and post-testing of the new booth to assess the new filtration and pressurization system’s effectiveness in controlling airborne dusts and particulates. The booth’s dust and particulate control effectiveness is described by its protection factor, expressed as a ratio of the outside to inside concentrations measured during testing. Results indicate that the old booth provided negligible airborne respirable dust protection and low particulate protection from the outside environment. The newly installed booth provided average respirable dust protection factors from 2 to 25 over five shifts of dust sampling with occasional worker ingress and egress from the booth, allowing some unfiltered contaminants to enter the enclosure. Shorter-term particle count testing outside and inside the booth under near-steady-state conditions, with no workers entering or exiting the booth, resulted in protection factors from 35 to 127 on 0.3- to 1.0-µm respirable size particulates under various HVAC airflow operating conditions.

To promote the safety and health of U.S. mineworkers, researchers with the National Institute for Occupational Safety and Health (NIOSH) are currently involved in gathering additional field data from the nation’s underground coal mines. The purpose of this field study was to monitor ground movement and changes in pressure during mining where conditions include a thick parting in the coal seam. To accomplish this, three arrays of field instrumentation were installed in the wraparound bleeder of a room-and-pillar panel at the Maple Eagle mine located in southern West Virginia. Borehole pressure cells (BPCs) were used to monitor the change in pressure in pillars located adjacent to the gob. Roof extensometers were installed to measure roof sag at various horizons in the immediate roof, while rib extensometers were installed to measure displacement of the in-seam parting as mining progressed. Additionally, visual observations and manual measurements were taken during subsequent site visits. The repeatability of results, important from a scientific perspective, was accomplished by successfully obtaining field measurements from two nearly identical instrumentation sites. The data collected indicated that the front abutment extent at the edge of the panel was approximately 200 ft, corresponding to a distance of 9– 10 times the square root of the depth. Yielding of the slabbed pillar began when the pillar line was approximately 290 ft outby the instrumentation sites. This was followed by load shedding onto the abutments and the measurement of small amounts of roof sag in the No. 1 entry. Instrumentation data, as presented in this paper, can be used to better understand stress redistribution, pillar performance, and roof/rib displacements. Additionally, this data is suitable for assisting in the calibration of numerical models. Insight gained from applying these models can be used to make better engineering-based judgments for conditions that could potentially be encountered in the future.

Respirable coal mine dust (RCMD) is a complex mixture of carbonaceous and mineral particles with a variation in size and shape. Accumulation of RCMD in the lungs of underground coal miners results in severe respiratory damage and ultimately progressive pneumoconiosis known as the black lung disease. The occurrence of the black lung disease dropped to a low of 2.1% in 1990s but has increased to 3.1% in 2000s [1], prompting more research on coal mine dust mitigation. In addition to surveying the impact of new mining technologies on the size of generated dust and exposure measurement, a comprehensive characterization of physico-chemical properties of RCMD particles are essential for a better understanding of the adverse health effects of coal mine dust. Such vital factors include particle size, surface charge, morphology, composition, and agglomeration state. The respirable fraction of RCMD, has been designated as particles < 10 μm in diameter, and almost all studies on the RCMD toxicity have focused on micron-sized particles. However, recent toxicological studies have shown that nanoparticles (particles with one dimension less than 100 nm) can have a magnified toxicity compared to the larger particles with the same chemistry [2]. Nanoparticles have a much higher specific surface area compared to the same mass of larger particles and are thus more reactive. Most micron-size particles can be cleared by the body’s defense mechanism. However, inhaled nanoparticles can easily deposit in all regions of the respiratory tract and can translocate to vital organs. [2].

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

The sodium smectitic clays (bentonites), have more industrial applications in that class of mineral, a driving force to obtain this mineral. In Brazil, there are several occurrences of smectitic clays, unfortunately they are polycationic, with a distribution of several exchangeable cations, where the cation sodium occurs in minor quantity. In this work, the original polycationic smectitic clay was firstly proper characterized and then treated with sodium carbonate obtaining homoionic sodium smectitic clay. The rheological tests in the optimized sodium smectitic clay showed good results for drilling fluids, typical of a sodium bentonite ones.

Creede, one of the younger major mining camps in Colorado, grew spectacularly to a town of eight or ten thousand people in the early 1890&apos;s following discovery of rich ore in the Amethyst and Last Chance mines. Gross metal production in gold, silver, lead, copper and zinc rose to a maximum of four million dollars a year in 1893. Annual production dropped to much lower figures and ranged between one hundred and five hundred thousand dollars per year during the period from 1914 to 1940. Production reached a gross of eight hundred thousand to one million dollars per year by the mid-1950&apos;s. In the years 1953 to 1957, Steven and Ratté conducted geologic investigations which were carried on as part of a cooperative program of the U. S. Geological Survey and the Colorado Metal Mining Fund Board. In a preliminary report on the Creede District, Steven and Ratté suggested that the Bulldog Mountain Fault Zone appeared to be a favorable structure to prospect. On the basis of that recommendation, augmented by independent work done by Manning W. Cox, the property was acquired, transferred to Bulldog Mountain, Inc. and financed by an O. M. E. loan. Late in 1963 Homestake Mining Company, under a Lease and Option Agreement, backed the venture by furnishing additional funds plus management.

INTRODUCTION The demand for specialty metals in industrial applications is in it&apos;s healthiest state since the late 1970&apos;8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound&apos;s low electrical conductivity. Although the lanthanides&apos; conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it&apos;s spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. The preparation of graduate talent for the mining industry is a challenging process, given the multifaceted and complex array of decisions mining engineers make in discharging their responsibilities. As leaders, mining engineers must manage operations, lead project teams, mentor junior engineers, chart the technological directions of companies and deal with several organizations for maintaining the technical and economic feasibility of operations within strategic and tactical framework. Traditionally, the completion of the bachelor of science degree curriculum, with a minimum cumulative grade point average (CGPA), has been used as a graduation measure by Missouri University of Science and Technology (Missouri S&T). Companies have long realized the limitations of the CGPA for recruiting graduates because mining engineering is an applied engineering discipline. Company recruiters have sought to correct the limitations by factoring experience and behaviors into the selection process when recruiting knowledgeable and well-rounded graduates. In this paper, the authors introduce a new metric, which combines the current CGPA (knowledge) with experience and attribute (KEA) metrics to gauge the job readiness of graduating engineers. The KEA metric, also called the job-readiness factor (JRF), is the sum of K (50%), E (30%) and A (20%). The KEA process has been applied to a graduating class in Missouri S&T to demonstrate the value of the new metric system. The results show a fairly positive correlation between CGPA and the KEA metric, with a coefficient of determination of about 70%. Overall, the KEA metric system provides a better picture of the capacity and job readiness of graduates entering the workforce.

This paper discusses the replacement of AEROFLOAT ® 1 25 promoter by AERO ® 5688 promoter at Sonora Mining Corp.&apos;s California Mother Lode concentrator. Flotation concentrate is trucked 120 miles to a leach plant in Nevada, so the reduced mass resulting from higher gold grades and reduced talceous gangue and barren pyrite resulting from this change in promoters has brought about a major decrease in shipping costs. Preliminary laboratory testing indicated that free milling gold and controlled amounts of pyrite could be floated using Aero 5688 promoter with reduced dosages of Aero 350 xanthate.2 Extensive plant trials confirmed that the new reagent suite could indeed maintain gold recoveries while reducing total mass. Improved froth characteristics also improved operating flexibility in treating various ore types, and overall reagent costs have been reduced.

The purpose of this paper is to describe the roles of cement and concrete in construction in general and, more specifically, as construction materials of the Southeast. For purpose of this discussion, the Southeast will include the geographic area composed. of the following 13 states: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Virginia and West Virginia. In one sense, cement by itself is not a construction material. It is a finely ground manufactured mineral product, usually gray in color. Cement is mixed with water and sand, gravel, crushed stone, or other aggregate to form concrete, the rock-like substance that is the most widely used construction material in the world. Because cement is seldom used by itself for construction but is usually a component of concrete, there is no such thing. as a "cement" sidewalk, a "cement" highway, or "cement" building. Neither is "portland" a brand name. It is a generic term used to describe any cement that hardens in the presence of water and is made to standard specifications .. For all practical construction purposes, therefore, all cement is "portland." The name "port-land" was selected by the English inventor of the product in 1824 because concrete made with his product resembled natural building stone quarried on Portland, an English island. Although portland cement is not the final material which finds its way into completed construction, as the principal component of the most widely used construction material in the world, the location and process of its manufacture warrant some discussion

Jetti Resources has developed a catalyst which overcomes the passivation of primary sulfides, enhancing the heap leach recovery of copper from chalcopyrite. It is important to emphasize that heap leaching of copper sulfides, whether with or without the Jetti catalyst, is a biooxidative process. We have demonstrated the efficacy of Jetti’s technology in bioreactors, with a chalcopyrite-dominant porphyry ore. In the presence of Jetti’s technology, optimal bioleaching conditions significantly increase copper extraction by 2.6 times that of the baseline.

LaModel is a displacement-discontinuity variation of the boundary element method, which is utilized to analyze the displacement and stress in flat-lying, tabular orebodies. In coal mining, the accuracy and reliability of LaModel are proven with the utilization of the Mark- Bieniawski coal pillar strength and the stress gradient formula with proposed methodologies. However, the application of LaModel is limited to coal mines due to the default coal pillar strength properties. Recently, the stress gradient functions have been established and used to derive concentric rings of zones to simulate stone mine pillar yielding in LaModel. Also, to gain a robust understanding of the brittle failure mechanism and its effect on pillar strength, an S-Shaped failure envelope, where rock mass' cohesive and frictional strength components mobilize as a function of confinement (e.g., minimum principal stress), has been implemented into FLAC3D software. Therefore, by employing brittle failure criteria, the pillar strength stages at various width-to-height ratios and different pillar dimensions are estimated for four benching stages. The estimated pillar strengths and stress gradients for benching conditions are then used to calibrate LaModel in-seam material properties and compare stresses computed by LaModel and FLAC3D. Consequently, this study aims to increase the safety measures in the stone mining industry by implementing the practical use of LaModel for underground stone mines' initial development to various stages of bench mining.

In 1984, work was started to determine the viability of heap leaching silver-containing waste dumps from Cerro Rico near Potosi - Bolivia, at an elevation of 4300 meters (14 100 it.). The result today is an unusual heap leach utilizing fine crushing, grinding, and agglomeration to process 1000 tonnes per day of ore containing 200 g/tonne silver. The unique metallurgical, economic, and political factors will be discussed which led to the decision to build a heap leach rather than a conventional agitation leach plant. Capital and operating costs will be given along with some of the uncommon process design and equipment problems encountered while developing the operation.

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. Although techniques and practices of mining are highly advanced, coal pillar bursts or bumps continue to occur. Many uncertainties remain because of the highly anisotropic characteristics of coal seams that are associated with geologic structure and the mining-induced spatial redistribution of stress in coal pillars. Thus, to prevent fatalities in underground coal mining, continuous efforts are required to better understand the catastrophic failure mechanisms in coal mines. In this study, 3DEC modeling in conjunction with the Discrete Fracture Networks (DFNs) technique was performed to better understand the true anisotropic behavior of the specimens acquired from a bump-prone underground coal mine. The spatial characteristics of the dis- continuities (i.e., cleats and bedding planes) as input data for the 3DEC model are estimated based on the results of the laboratory tests and field observations. The DFNs explicitly generated the coal seam that was poorly or well cleated, indicating the different spacing between cleat apertures using the probability distribution functions for fracture density (or frequency) and size. The heterogeneity of the engineering properties (i.e., cohesion and tensile strength) are also considered by Monte Carlo simulations. Simulation results of laboratory tests using the 3DEC model and DFNs technique agreed well with the results of the laboratory tests. These calibrated results can be used as we seek to evaluate bump risk by modeling at field scale.

Surface and underground mining operations are often hindered by unknown tunnels and stopes and the precise locations of adjacent workings. Mine safety and planning are adversely affected especially in previously undermined areas where historical records are incomplete or non-existent. The results of several Ground Penetrating Radar (GPR) studies for the detection of known mine tunnels in underground coal; salt, and gold mines are presented. A case study to locate unknown, abandoned mine workings at a surface gold mine successfully located all workings to a depth of 11 meters.
