It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

The Tripoli deposits in the southwest corner of Missouri In Newton County and the northeast corner of Oklahoma in Ottawa County, located in the vicinity of Seneca, Missouri, contains an unusual and peculiar form of silica which has not been found any other place in the world. Its outstanding characteristic is the physical structure of the individual particle, The particle structure of the Missouri-Oklahoma type Tripoli accounts for its market. It is a soft, friable, porous, double-refracting silica of the chalcedony variety, The particle is porous, has a fibrous structure, no sharp edges or comers, ad an average size of less than .01 millimeter, It varies from 90 to 98 per cent Si02 with less than 1 per cent free silica in the form of quartz, 24; has ignition loss of 1 per cent and fractional percentages of iron, alumina, lime, etc.

In order to develop more accurate procedures for scale-up and design of semi-autogenous grinding mills through detailed mathematical models, a better understanding of the charge motion and rocklball segregation is needed. To achieve this a 0.61 m (2.0 ft) diam by 0.305m (1 .0ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video presentation (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rocksize distribution, and flow rates.

"The proposed Baltimore Red Line light rail system includes a 3.4 mile downtown tunnel (DTT) with five underground stations. The design of the underground stations involved overcoming several challenges, including limited right-of-way, high groundwater and uplift pressures, and metamorphic rock within the station depths. An innovative design was developed to maximize the internal station space while minimizing cost. The station designs use slurry walls for temporary and permanent support and groundwater control. Depths within rock are supported with cast-in-place concrete walls, the thickness of which are minimized through the use of permanent rock anchors for support of the rock mass and slurry wall toes. Permanent tiedown anchors are used for uplift resistance, which minimizes the station depths, volume of rock excavation, and the volume of deadweight concrete. Design considerations regarding individual elements and overall integration of the slurry walls, CIP walls, and multiple anchor types are presented.INTRODUCTION The Baltimore Red Line (BRL) project is a proposed light rail transit line for the Maryland Transit Administration (MTA) that runs east to west through Baltimore City and County. The project includes the Downtown Tunnel (DTT) consisting of 3.0 miles of twin running tunnels, two portals, five underground stations, and a pedestrian tunnel, as shown in Figure 1. The tunnels have an outside diameter of 21.8 feet and are designed to be mined using pressurized face tunnel boring machines (TBMs). The stations, portals, and the pedestrian tunnel are designed as cut-and-cover structures using slurry walls (concrete diaphragm walls) for both temporary support of excavation (SOE) and permanent structural walls. The dimensions of the five underground stations are summarized in Table 1. Design challenges included limited right-of-way (ROW), challenging soils conditions, strong metamorphic rock within the station depths, and high groundwater conditions. The final station designs included innovative use of slurry walls, tieback anchors, rock anchors, and tiedown anchors."

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical gold mine.

Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

Lack of visibility from cabs of the large haulage trucks used in open-pit mines has become a serious safety problem. This Anaconda research program was conducted to develop a low-cost system for alerting haulage truck operators of the presence of small vehicles in their blind areas. Several systems, developed and tested to help solve this problem, are summarized and evaluated in this paper. As the size of the haulage trucks used in large open-pit mines has increased, so have the blind areas. Mine utility vehicles, pickup tucks and cars become concealed within these blind areas and, thus, become a serious safety hazard. Figure 1 shows the typical blind areas of a 150-ton haulage truck. The areas of greatest concern are those at the rear center and front right corner of the truck. It is within these areas of "no visibility" that numerous small vehicles over the years have been crushed by the large haulage trucks at various mine sites. Although the occupants in most instances, have escaped the vehicle before it was destroyed, injuries and deaths have occurred. The accidents, in most cases, were attributed to negligence or carelessness on the part of the driver of the smaller vehicle, but the problem of limited visibility still exists, and a solution is needed.

A real time data acquisition system has been developed for implementing standard radiometric analytical techniques, applied to the monitoring and control of mineral processing plants. The system uses standard ECB-bus microprocessors and peripherals, in conjunction with a specially designed nucleonic pulse ADC. It is being applied to the accurate on-line analysis of naturally-,occurring radioelements in processing plants, for example by simultaneously measuring the intensity of 1.46 MeV gamma-rays from the naturally-occurring radioisotope K-40, and the stream density by gamma-ray transmission of 662 keV gamma-rays. Gain stabilisation of the NaI(T1) scintillation detectors is maintained by the microprocessor in slave units, each of which may control up to four sample presentation systems. Data analysis - including corrections for bulk density, radioactive decay of the Cs-137 gamma-ray source, pulse pile-up, dead time and external background - is carried out in a master computer which is connected to the slave unit, and can be interfaced to the plant control computer via data links.

Originally constructed in the 1930s, the 1-mile-long Sumner Tunnel is 31 feet in diameter and carries traffic deep below Boston Harbor, connecting Boston and East Boston. This project includes both design and construction for the rehabilitation of the nearly 100-year-old tunnel. The primary work includes repairing advanced deterioration at the tunnel crown with new precast arches that will add protection and strengthening. The restoration also consists of upgrading the tunnel systems, including permanently removing 75% of the existing exhaust duct suspended over the roadway to improve the overall ventilation system capacity and performance.

The Spa1lation Process Because of the low thermal conductivity of many hard rocks, rapid heating of these rocks produces a thin surface layer in which the temperatures attain high values. Thermal expansion of this surface layer is constrained by the reminder of the still cool rock, and when stresses within the surface rock become high enough, the surface rock breaks away from the cooler rock behind it and flies or falls off as a thin flake called a spall. Then the next, newly exposed surface is heated, and the process continues. This process is the basis of spallation drilling. The hot gases from a jet burner provide the heat for spallation to occur, and their high velocity provides a scouring action that transfers heat to the rock and removes the spalls as rapidly as they form. Spallation is a process which works in very hard rock. It is dependent upon the thermal expansion coefficient and the thermal diffusivity of the rock but is also affected by any discontinuities in the rock. To date the efforts which have been made to evaluate the various rock according to their spallability has been minimal. As the success of this process is dependent upon the characteristics of rock it is expected that the study of rock mechanics will prove to be of greater value to this program than to the other mechanism for drilling and excavating rock. Commercial Uses of SPALLATION In the 19408s, the Linde Air Products Division of Union Carbide (UC 1 began developing spallation for use in mining taconite ore, which is presently the chief source of iron in the United States. In this work UC developed a jet-piercing tool that burned fuel oil with oxygen to produce spallation and contained mechanical cutters to remove rock that was not amenable to spallation. The UC jet-piercing machines have since produced about 40 million feet of shallow blast holes used for emplacing explosives in the taconite mines. During this work it was found that hole diameters could be increased by merely reducing the advance rate of the burners and that existing holes could be enlarged by making another pass through the hole with the same burner. The Browning Engineering Go. of Hanover, N.H., has developed a hand-held spallation burner to cut slots in granite. It has been used for a quarter of a century and is now standard equipment for quarrying granite throughout the world. This burner, which resembles a small jet engine oriented with its exhaust pointed downward, is the forerunner of a flame jet burner used to spall experimental holes in granite at maximum rates in excess of 100 ft/hr when operating in hard, competent granite. It uses No. 2 fuel oil, which is burned with compressed air. The system uses water to cool the burner and the exhaust gases. These gases, along with the steam produced from the cooling water, blow the spalls from the hole. Experimental Work Theoretical and experimental work has been accomplished by the Massachusetts Institute of Technology and the Los Alamos National Laboratory. This work is reported in Refs. (3) and (4). To verify the experimental results of this work laboratory scaled down field tests were conducted using two we1 1 characterized granites from quarries in Barre, VT and Westerby, RI, under defined heating conditions. In the laboratory tests a propane - oxygen heating torch was used to direct a flame at the granite surface and the spal 1 ing process was examined at various heating rates with a high-speed video taping system operated at 200 frame per second. This produced a time-lapse sequence where the onset of the spallation process was easily distinguished. Also the heat flux from the torch to a flat surface at various stand off distances and flows was measured. The paper deals with the activity program and the preliminary results of a research work commissioned by IReR Research Centre and Regione Lombardia to the Department of Land, Environment and Geotechnologies of Politecnico di Torino. The aim is to define measurement, analysis and control criteria for the emission of chemical and physical pollutants from non-metal mining industries, with particular reference to noise and airborne particulates. Such emissions are related to health risks and annoyance problems, both for the working crews and the neighbouring population, and so, in order to get an effective sustainability of the industry, suitable reduction methods and assessment tools are required. A simple technique for the evaluation and forecasting of both the emission levels and deriving impact has been tested at different mining and quarrying sites, considering their differences in terms of layout and exploitation method, the latter ascribed to a series of main typologies as present in Lombardia region.

Room-and-pillar mining is a mining method used in the United States to extract coal from underground, and pillar recovery is widely practiced for maximizing coal recovery and mining economics. Under certain conditions, room-and-pillar mining can create high stresses in coal pillars resulting in a coal outburst. These outbursts represent one of the more severe safety hazards in underground coal mines, potentially causing injuries and fatalities. Over the past ten years, coal outbursts have resulted in three fatalities in U.S. room-and-pillar mines. Though coal outbursts generally occur under deep cover, they are more likely to occur during pillar recovery and under multiple-seam mining conditions. Coal outbursts are generally associated with strong roof and floor and heavy loading of coal pillars, but it is difficult to predict whether, where, and when they will occur. In this respect, risk management provides a proactive tool to prevent coal outbursts in room-and-pillar mining by identifying mining areas with high risk of outburst and mitigating the risk accordingly.

The adsorption and desorption of gold cyanide by activated carbon is significantly influenced by particle size of the activated carbon particles and the chemical environment. A series of adsorption and elution experiments have been performed with ten different particle size fractions. The tests indicate that although the ultimate adsorption capacity is independent of the activated carbon particle size, the adsorption rate is strongly affected by the particle size. Further, desorption characteristics using traditional Mintek and atmospheric Zadra procedures reveal interesting trends with variation in particle size and will be discussed in this paper.

Basic design features, details of the face ventilation system, roof support and Operator protection system, certified lighting, and in-mine evaluation plans are presented for an Automated Extraction System (AES) that has been designed to fill needs which are present in the Mining Industry. The philosophy of design and proposed operation of the machine, as well as the relationships between these factors, are reviewed. The AES is designed to help overcome production problems resulting from the regulation of roof control, clean-up, ventilation, dust suppression, and operator protection required by the Federal Coal Mine Health and Safety Act of 1969. The design permits more continuous operation and greatly improves operator safety. The machine is a full-face drum-type continuous miner which includes self-advancing, continuous temporary roof support and permanent roof support equipment. Onboard self-advancing face ventilation, dust suppression, and air scrubbing equipment are also included in the design. A further improvement over existing equipment is the incorporation of an automatic programmed cutting cycle control system. All mining functions including movements of the roof support system are handled by this automatic system.

TBM utilization rate is a component of machine performance prediction and critical for developing a reliable estimate of the construction completion time and cost of the tunnel. Estimation of the utilization rate involves identifying and quantifying the time dedicated to each activity in a tunneling jobsite. Ring building is a common activity in TBM tunneling and takes a large amount of tunnel excavation time when using shielded TBMs. This paper concentrates on the effect of tunnel diameter on the duration of downtimes related to ring building and examines the impact of machine diameter on downtimes. For this purpose, the dependency of segment installation time to segment configuration, and also the diameter of the tunnel was investigated. Furthermore, the ring building time for four tunnels with different sizes of diameters and a variety of ring arrangement were analyzed and the relationship between TBM diameter and segment installation time and consequently TBM utilization was evaluated.

Among the methods of mineral processing, gravity concentration methods are, probably, those which have lower costs, higher capacities and lower operational complexity. In order to be really effective, these methods require a feed size distribution in which the particles are liberated. Further, there must be a significant difference (usually higher than 1-1.5) among the real densities of the particles. However, in most cases, the traditional gravity concentrators (jigs, shaking tables, spirals and dense medium hydrocyclones) lose efficiency (sharpness of cut and recovery) when the mean diameter of particles are lower than 0.05mm and the difference among densities are smaller than 1. Most gravity concentrators developed in the last 20 years are based on the use of centrifugal forces that create large "apparent gravitational gradient" seeking to overcome the limitations of particles size distribution. This paper presents the experience of the CVRD Research Center in evaluation and development of new process based on using this new generation of gravity concentrators.

Unit Rig & Equipment Co., manufacturer of Lectra Haul Trucks, is continually studying methods of reducing the operating costs of large haulage trucks. Reduction of haulage system operating costs is an important goal that equipment operators and equipment manufacturers constantly try to improve on. One of the most variable and important factors affecting operating costs is actual truck operating practices. An examination was centered on methods to optimize truck utilizaion. It was found that a very effective method of accomplishing this goal would be an Automatic Truck Control (ATC) system to automatically control a fleet of haulage trucks in a predetermined pattern. Economic studies were conducted which showed a very favorable reduction in mine operating costs by use of an ATC system. In 1970, Unit Rig & Equipment Company, in conjunction with SAAB-SCANIA began preliminary development of adapting for truck use a proven automated control system previously used for train systems, small trucks, and military target vehicles.

The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles) northeast of Winnemucca, Nevada. The deposit is owned by First Miss Gold Inc. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 m (1 400 ft.) to 671 m (2 200 ft.), along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate within the beds has been replaced with silica, pyrite and arsenic sulfides.

The existing Rome-Florence railroad capacity is inadequate for the traffic volume. To increase this capacity and to reduce the traveling time the Italian National Railroad Administration has decided to provide an additional 400% of rail capacity. This new rail line will be known as the Direttissima Roma-Florence line. It is planned to operate the trains on this connection at speeds of 250 km per hr. Table 1 lists the main design characteristics. [TABLE 1. Construction works for this new line have been divided by the railroad administration into eight sections. Five of these have already been committed to joint ventures. Castiglione Tunnel is a part of the fifth section, 42 km in length, which has been awarded to Consorzio Ferrofir which is a joint venture composed of the construction firms of Astaldi - Di Penta - Lodigiani - Sogene.
