The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of cm size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of mm size. Based on Micro-XCT, it was expected that 85% of the copper for sample A could be recovered at 65% of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual energy (DE) X-ray radiography was used as a basis for sorting. Previous DE X-ray radiography of a drill core sample demonstrated that this rapid detection method can be used to identify rich or poor Cu-bearing coarse particles. Pilot scale X-ray sorting of sample A (10 × 1 cm) showed 31% rejection of a 0.08% Cu gangue product with a corresponding recovery of 90% copper.

Repeated noise exposure and occupational hearing loss are common health problems across industries and especially within the mining industry. Large mechanized processes, blasting, grinding, drilling, and work that is often in close quarters put many miners at an increased risk of noise overexposure. In stone, sand, and gravel mining, noise is generated from a variety of sources, depending on the type of ore being mined as well as the final consumer product provided by that mine. Depending on the source of noise generation, different strategies to reduce and avoid that noise should be implemented. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the noise profile at three operational surface stone, sand, and gravel mines. A-weighted sound level meter data as well as phase array beamforming data were collected throughout the mines in areas with high noise exposure or high personnel foot or vehicle traffic. Sound level meter data collected on a grid pattern was used to develop sound profiles of the working areas. These sound contour maps as well as phase array beamforming plots were provided to the mines as well as guidance to modify work areas or personnel traffic to reduce noise exposure.

To many, petroleum exploration and successful geophysics , are partly synonomous, This is not because natural petroleum is usually concentrated as a liquid, nor certainly not because oil can be detected directly. The reason is Chat geophysics helps to at least better understand and sometimes, to even explain the essential geology involved. That groundwater is similarly a liquid with all but a few of its basic geologic relationships practically identical to petroleum, seems to have escaped many of those most interested and responsible for complete geo-hydrologic knowledge. The paramount need to use every means at our disposal for maintaining and expanding our crustal resources reserves are generally obvious, However, in view of the rapidly mounting requirements, continual re-emphasis is worthwhile.

"Various numerical methods have been tried to estimate the cutting forces of a TBM disc cutter. In this study, SPH/FEM coupled method was newly employed to improve the traditional FEM analysis. The disc cutter and rock were modeled by Lagrange and SPH codes, respectively. The numerical cutting test was carried out for representative Korean rocks with different cutting conditions. The results show that the cutting forces obtained from numerical simulation had a good agreement with those from LCM tests, and that applying SPH method to rock cutting model has advantages and improvement compared to traditional FEM method. Erosion criterion and erosion limit were not required to simulate the rock fragmentation process, and the cutting forces from the numerical simulation was more stable and accurate. The results indicate that the numerical simulation can be successfully used to estimate cutting performance of a TBM. 1. INTRODUCTION Various numerical studies have been carried out to accurately simulate the limitations of linear cutting machine (LCM) tests. Numerical modelling methods have advantages comparing with full scale tests in terms of cost and time involved. Many numerical methods have been used to simulate rock cutting process by different cutting tools and the studies are summarized in Table 1.In 2D simulations listed in Table 1, because they do not take account of rolling force and horizontal rolling mechanism of a disc cutter, indenter was selected as cutting tool in their modelling. For these reason, 2D modelling is not suitable for rock cutting modelling using a disc cutter. In contrast, 3D numerical models can take account of the indentation process by thrust force and penetration processes controlled by rolling force."

The Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) has partnered with a narrow vein, hard rock underground mine to research the effects of the binder content on the elasticity and post-peak ductility of cemented hydraulic backfill (CHB). This is part of a larger study to enhance the long-term integrity of ground support in underground mines. As mining advances deeper and stresses increase, CHB mix designs will benefit if they can be modified to handle higher levels of strain which are induced by an increased stope closure, typically affected by a reduction in stope width and increased mining depth, or through dynamic loading resulting from a local seismic event. This portion of the research examined the impact of reductions in binder and their impact on Young’s modulus, peak strength, and post-peak ductility.

The economic value of calcium carbonate when used as an extender or filler basically falls into two categories: 1. Lessening the cost of the final product to which it is added. 2. Contributing desirable physicals to the final product. In most instances, a combination of these two may be achieved. The mineral limestone which is found in abundant quantities in many areas of the world is the source of 99% (+) of the calcium carbonate used as fillers and extenders. Precipitated, or chemically formed, calcium carbonate is also available, but by comparison, in very limited quantities.

This paper proposes a new method to estimate the percentage of load carried by the gob in underground coal mines using a new parameter that introduces the site-specific overburden geology. The new parameter was defined as the total strong layer thickness (tstr) that represents the strength and stiffness of the overburden with a single value. Twelve field measurement case studies from 11 different U.S. longwall mines with different overburden geologies were used to develop the new methodology. 2D numerical models of these case studies (and additional parametric runs with different panel widths) were verified against field measurements such as surface subsidence and stress. Statistical analyses using the model results were conducted for a loading model with the new tstr parameter as one of the variables. The new methodology was found to have a coefficient of determination (R2) of 85% when compared to the field measurements and the parametric models. The method was then tested for practical implementation for pillar design. The percentages of load carried by the gob as estimated by the new method were implemented into the LaModel program, that is commonly used in the coal industry. The results obtained from LaModel were compared to the available field stress measurements, and the new method implemented into LaModel was found to give successful results.

Due to the unstable bearing capacity of the soil, it’s highly possible for us to find cracks in the area. This paper aims to build computer vision which able to detect truck’s distance from safe limit allowed during dumping activity. The system will warn the truck’s driver if the truck has crossed that predetermined safe limit.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

The traditional approach for the beneficiation of South African siliceous sedimentary phosphate ores has been reverse cationic flotation. The robustness of this approach, however, has been a concern due to its sensitivity to parameters such as slimes content, headgrade ( P2O5 and SiO2 content), reagent dosages and conditioning times. The phosphate mineralisation for the ore body under investigation is predominantly carbonate fluorapatite composed of mainly quartz and apatite and minor amounts of chlorite, ilmenite and carbonates. Beneficiation of low grade sedimentary ores containing calcareous impurities, such as calcite and/or dolomite in addition to siliceous gangue, is required to meet the increasing demand; therefore, much research has been carried out to find an alternative technique to beneficiate this material. This paper investigates traditional flotation approaches versus the currently adopted ‘Crago Process’. Comparative results are presented in terms of upgrade potential for the production of concentrate rock for downstream applications. The novelty of the ‘Crago Process’ lies in its double stage approach, i.e. direct fatty acid flotation followed by reverse cationic amine flotation. The Crago process was able to achieve higher upgrades reporting at 32.1% P2O5 compared to conventional cationic flotation only achieving grades of 18.5% P2O5. Furthermore, the recovery gain was 3%.

Nine western states contain significant barite deposits, but most deposits are in Nevada, which has been the principal western producer for more than three decades. Nevada produces about 85% of the total United States production, but about one-half of the barite consumed in the country is imported. Approximately 95% of the barite is used in drilling muds. Sharply decreased oil and gas drilling, starting in early 1982, severely depressed the domestic barite industry. Other problems for western barite include long distances to the areas of major drilling, high railroad-freight rates, and increased barite imports. Bedded deposits, formed by submarine exhalative processes, account for almost all western production, and reserves are large.

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilize crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realize reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

The program of study of pellet binder materials was begun by the ORF in 1963 to examine various Canadian materials as substitutes for bentonite which is imported in large tonnages (199,270 tons in 1969) from the U.S.A. for Canadian pellet plant operations. Most of the raw bentonite used in Canada originates in Wyoming, North Dakota and more recently Greece, resulting in relatively high transportation costs to pellet producers. Some Canadian bentonites available in Western Canada (Alberta) can be beneficiated for uses as pellet binders but could not compete in cost with U.S. sources due to the cost of beneficiation and the higher rail transport charges to Eastern Canada. It is difficult to find a substitute for bentonite, and many materials have been investigated by research groups but, so far, no economic substitute is in use. However, some success is apparent in studies of low cost materials such as clays, sea weed, peat moss and low grade coal, The work done by the ORF over several years has covered systematic test¬ing of Ontario clays, lignite, some types of tree bark, waste sulphite liquors of various kinds, and peat moss as binders for iron ore pellets. The major effort has been concentrated on peat moss and has included a study of the influence of different additives. Since analysis of peat moss for humic acid is difficult and time consuming, a certain amount of time was devoted to development of improved methods, the most useful of which was a spectrophotometric method based on extraction of peat by sodium pyrophosphate for determination of humic substances. In the present paper, only the most recent work concerning the use of peat moss with suitable additives is discussed in detail, since it is the most conclusive and best documented portion of the program.

There is an old education maxim that a good teacher "first tells 'em what he's gonna tell 'em, then he tells 'em, and finally he tells 'em what he told 'em. I'm sure this says something about me as a teacher, and therefore as a student as well, but I'm going to begin by violating that maxim. The first thing I'm going to do is tell you what I'm not going to tell you. I'm not going to tell you that my company has found the solution to frozen coal problems. I'm not going to tell you that there is a miraculous new formula, and your frozen coal worries are over. Actually, it is really questionable whether there is a single step or process which will provide the answer. On the other hand, I do believe that at Union Electric we have made significant improvements in our ability to deal with frozen coal over the last couple of years, and I propose to describe some of the things we have done, what conclusions we have drawn so far, and the direction in which we are now headed. It would be well here to give a brief picture of the Union Electric system and the frozen coal problems we face. Union Electric is an investor owned electric utility with headquarters in St. Louis, Mo. Total generating capability is on the order of 6800 megawatts, which snakes us 24th or 25th largest in the United States. Power generation is by steam (both coal and oil fired), hydro, pumped hydro, and combustion turbine units. Although that is a diverse power supply, by far the largest source is our four coal fired steam plants. One receives coal exclusively by barge, the other three by rail. It is at these last three plants that the frozen coal difficulties arise.

Background Iron ore is the No. 1 metal mining industry in the U.S. with dollar value of $2.3 billion in 1984 (U.S.B.M Mineral Commodity Sunnnaries , 1985). However, during the past decade this nation's iron ore industry has been subjected to a major market depression and a correspondingly downward adjustment in output. The recent trend in the curtailment of iron ore production traces a slow-down of the country's steel industry. Both pig iron and steel production have decreased significantly over the past several years. These trends are shown in Figure 1 from data collected by the federal Bureau of Mines (U.S.B.M. Mineral Commodity Summaries, 1985; U.S.B.M. Mineral Industry Surveys 1986). The industry is presently operating at less than 60% of its annual capacity. The domestic steel industry has been forced by reduced profits or losses to close facilities, curtail operations and restructure the financial status of several corporations. Companies have been sold or are trying to sell selected properties to improve their financial circumstances. Even with such actions, many of the steel companies are in very serious straits, including the seventh largest steel company, LTV, which has filed for bankruptcy. Many of the major steel companies have financial interests in iron ore mining and thus their adverse economic conditions directly reflect those operations. Several iron ore producers have been shut down including Reserve Mining Company in May, 1986 and Butler Taconite in June, 1985. The latter recently filed for bankruptcy under Chapter 11. A1 so in mid-1986, U.S. Steel Corporation, owner of the Minntac mine and iron ore processing plant, underwent corporate restructuring. The effect on their Minnesota plant is not known at this time. An excellent summary of the interrelationship of the iron ore companies and the steel producers has been provided by Skillings (1986), and an analysis of the iron ore situation was given by Robert F. Anderson, CEO of M. A. Hanna Company, in his keynote address at the 1986 University of Minnesota Mining Symposium (Anderson, 1986). Steel imports to the United States decreased slightly in 1985 because of import restrictions, but the long-term import situation remains dim and uncertain. As shown in Figure 2, the imports averaged about 25% in 1985, and the preliminary indications are that this figure could be as high as 30% when the final 1986 information is collected by the U.S. Bureau of Mines. At best, the industry can only hope for imports to stabilize at a constant level in the near future. Although the tonnage is small, the quantity of U.S. export steel has fallen over 50%. With many other materials replacing steel , the projected demand through 1990 is expected to increase only about 1% per year. Consequently, 1986 U.S. iron ore production will probably be 15% lower than in 1985. The 41 mil lion tons of iron ore production expected in 1986 represents only 53% of the industrial capacity, which is about 74.5 mil lion tons. Over 95% of this iron ore is in the form of beneficiated pellets. Today there is not an iron ore producer west of the Mississippi River, nor is there any production in the South. The Birmingham (Alabama) iron ore industry has been shut down since 1971. The western producers ceased operations in the early 1980's. Only the taconite operations in Minnesota and the plants in the Upper Peninsula of Michigan remain as our major domestic iron ore source. The economic situation for both the iron ore producers and the steel industry can be described as confused and in turmoil. Such a condition directly impacts the iron ore processing plants' operations and plans for the future. Plant Practice At present the nation's eight major operating iron ore mines, listed below, are concentrated in northern Minnesota (Mesabi Range) and the Upper Peninsula of Michigan (Marquette Range). The effectiveness of pre-reinforcement as an immediate stabilization measure as well as its contribution to the permanent stabilization of a tunnel were studied through the use of physical (Figure 1) and numerical models (1). Physical models were designed for the investigation of two pre-reinforcement systems: first, reinforcing far ahead of the main excavation (Figure 2); second, spiling reinforcement ahead of the face (Figure 3). In both cases, the use of reinforcement was responsible for permanently stabilizing an otherwise unstable opening. Data from the physical models were used to calibrate a numerical model from which additional information on long term behavior, methods to account for the capacity of a pre-reinforcement system, and the mechanisms involved were ascertained. These studies indicated that pre-reinforcement can stabilize a rock mass effectively as it reduces deformations and thereby deterioration due to strain softening, provides rock mass confinement leading to increased available strength, and maintains rock arch continuity allowing for increased tangential stress in the immediate vicinity of the opening. Field studies verified the capacity of spiling reinforcement to restrain initial deformations.

"This study presents the results of three laboratory experiments on pressure balancing carried out at the University of Utah’s coal mine ventilation model. The model includes simulations of two working areas, one longwall mine gob, and a set of stoppings and seals. It also includes a pressure chamber between the longwall face and the gob. The model is ventilated by one main fan and one bleeder fan. A carbon dioxide injection system, equipped with flow control valves operated by a microprocessor, is used to pressurize the chamber and to maintain the pressure in the chamber slightly higher than that of the gob. During each experiment, fan pressures and stopping resistances were changed, the carbon dioxide injection rate was regulated, and the differential pressures across the stoppings were monitored so that the chamber pressure is always kept slightly higher than that the gob pressure. Result of these experiments are reported in this paper. INTRODUCTION Spontaneous combustion (Sponcom) is a safety hazard in underground coal mines. The history of coal mining in the US is replete with mine fires and explosions. Sponcpm accounts for approximately 17% of the total number of fires recorded in the U.S. since 1990. In the U.S., by law, worked out areas in coal mines must be either ventilated by a bleeder system or isolated by explosion proof seals. Experience has shown that seals are not airtight structures and that they allow some leakage of air into or out of the gob. In fact, seals “breathe in and breathe out” with changes in barometric pressure (Francart 1997, and Chalmers 2010). These changes in pressure affect not only the methane emission rate but also the ingress of oxygen to the gob, the lower the pressure behind seals is, the higher the ingress of oxygen. In mines ventilated by a U-tube exhaust system, the gob is often kept under negative pressure. Under these circumstances, an increase in barometric pressure may cause an influx of fresh air into the gob. This quantity may be sufficient to start self-heating of the coal, which can lead to spontaneous combustion. Depending on the coal characteristics and the ventilation conditions, self-heating of coal can start at temperatures as low as 35 ºC. If the heat is not removed it will increase the coal temperature leading to ignition and fire. The risk of Sponcom fires can be reduced by isolating the mine gob using rated seals, and implementing a suitable ventilation system. However, isolation seals are not airtight structures, thus some leakage of air is expected unless the pressure in the gob is neutralized. The alternative is to use a pressure balancing system. This requires a thorough knowledge of the ventilation system, the seal/stopping construction techniques, the airflow behavior in the gob area, and the gas build-up behind the seal line."

Modification of kaolin with amino and mercapto silanes allows it to form crosslinks and confers significant improvements in modulus, abrasion resistance, compression set and other physical properties of a broad range of polymers.

This paper addresses strategic investment decisions when they are nested in a project development format where each project is implemented in phases and each phase is approved to move on to the next phase only if certain technical and economic requirements are met. This configuration is sometimes referred to as a ?Project Portfolio?. Mining companies maintain project portfolios in their exploration investment plan. This study proposes a procedure to best manage an exploration project portfolio including technical and economic uncertainties. The procedure may support decision makers in a simple and intuitive way, while maintaining the rigor and precision required by the rather large amount of financial resources typically called for by mining projects. The procedure was tested in a real case study of a gold mining company and its exploration projects portfolio. The procedure uses the following approaches: i) investment valuation methods under technical and market uncertainties based on Option Pricing Model, Real Option Theory and Option Space; ii) portfolio management and Stage Gate®1 method; iii) Monte Carlo simulation.
