The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

A new step in the Bayer process has been used to recover NaOH and to reduce its content in red mud. After digestion, the residue is separated from the Bayer liquor and goes through press filters, which enables the recovery of NaOH and decreases the moisture content. It is well known that red mud is one of the most important sources of scandium. For this reason, the goal of this work was to characterize a Brazilian red mud (BRM) for scandium recovery. The sample was collected after the press filter system process. Analysis of energy-dispersive X-ray fluorescence (EDXRF), scanning electron microscopy/energy-dispersive X-ray spectroscopy (SEM/EDS), and X-ray diffraction (XRD) was performed. Microwave digestion using an acid mixture was carried out to determine the concentration of the main elements. Fe2O3 represented 40% of the BRM, and the Sc concentration was 43 mg/kg. The SiO2 content was 24%, which is the highest value found in the literature, whereas the sodium concentration was the lowest. A literature review was carried out to compare results with BRM, as well as the current studies for recovery of scandium by the leaching/ion-exchange process. Scandium recovery using a leaching/ion exchange process may be possible with efficiency higher than 90%. The greatest challenge is the occurrence of silica gel formation during leaching.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature's basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America. The concept of mine safety is highlighted in the literature of sustainable mining but not extensively discussed. This study analyzes various aspects of underground and surface mine safety and emphasizes its importance in the context of sustainable mining. More specifically, this research attempts to find the relationship between mine hazards and demographic characteristics, examine and compare the perceptual difference among miners, and determine the impact of mine hazards on workplace safety and safety climate. Descriptive analysis, chi-square test, independent samples t test, and linear regression modeling were conducted to achieve study objectives. Results confirmed that mine hazards were significantly associated with age and experience. Miners perceived lower levels of management safety practices, followed by supervisor safety, coworker safety, and job safety. The analysis showed that underground miners reported lower safety scores than surface miners. There was a statistically significant difference between miners’ perception of safety climate (p < 0.05). The results showed that the higher prevalence of mine hazards predicts poor workplace safety and a low safety climate. The regression models revealed that mine hazards have a significant effect on workplace safety (p < 0.05) and safety climate (p < 0.05). In conclusion, the distinctive model of mine safety presented here contributes to the monitoring and design of comprehensive safety interventions and helps to better understand how certain factors interact on multiple levels to influence the overall safety of the industry. In this study, some suggestions are put forward to provide directions to develop a sustainable mine safety system.

Utility coal specifications usually contain a requirement for a maximum moisture content in order to prevent coal handling problems and to minimize evaporative losses in the boiler. As most coal cleaning processes are water-based, dewatering and sometimes thermal drying steps are required to meet moisture specifications. Screens are often used for dewatering, with centrifuges and filters used to further reduce moisture in many cases. Algorithms to predict the performance of commercial dewatering devices were developed for the Coal Cleaning Simulator running under Aspen Plus? during a project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. These algorithms include calculations for size degradation in the devices and fines loss to effluents, where appropriate, and a calculation for moisture content of the product based on particle size and specific gravity distribution. This paper discusses the algorithm for coarse and fine coal centrifuges and gives comparisons between predicted moisture and solids loss and published moisture and solids loss values for various particle size ranges.

In operation of column flotation of fine coal, the smaller bubbles are required to effectively recovery of fine hydrophobic particles. However, smaller size bubbles alone does not ensure an efficient flotation for fine particles. The sufficient available bubble surface area per unit column are essential for effective column flotation. The experiments are conducted in a lab-scale column using two different bubble size distributions and three different particle size distributions for flotation of Pittsburgh No.8 seam coal. The interaction between particle size, aeration rate, feed rate and wash water addition are examined in this investigation to establish the optimal operation conditions for flotation of fine coal. Despite of wide range of operation conditions used in this study, it is found that the experimental data fall in a single characteristic recovery-ash curve for a given bubble size distribution and particle size distribution. The major parameters affect the flotation performance points along -the characteristic recovery-ash curves are aeration rate/frother dosage, feed rate and wash water rate-.

The dissolution behavior of gold and silver from Au/Ag alloys in aerated cyanide solutions has been investigated using rotating disc electrodes. The variables studied included concentration of cyanide, oxygen partial pressure and rotating speed of the disc. The dissolution potential and the rate of dissolution were obtained in view of the anodic and cathodic current-potential relationships. The results were discussed in terms of a mixed potential theory. The results showed that the dissolution rate of gold and silver from the alloys was partially controlled by chemical reaction, but largely by transport of either oxygen or cyanide, depending on their relative concentration under the experimental conditions employed in this study.

"INTRODUCTIONThe shales of the Greater Toronto Area (GTA) have been known to experience time-dependent deformations (TDD); those initiated by excavation-induced stress relief which progress with time as a function of rock porewater salinity, access to freshwater (or air) of lower salinity, clay and calcite content, and the buildup of swelling pressures within the rock mass. These deformations can induce long-term pressures on shaft walls and tunnel linings, especially if the permanent works are constructed soon after excavation, with very little time delay. This paper presents measurements of time dependent deformation of recent shaft and tunnel projects constructed in the GTA, and draws conclusions regarding the main influences on the TDD. The key input parameters for the numerical predictive model are critically assessed. Projects which are discussed include the Billy Bishop Airport Pedestrian Tunnel, Hydro One Midtown Tunnel and Hanlan Feedermain (Contract 3).MECHANISM OF TIME DEPENDENT DEFORMATIONExplanation of MechanismThe Georgian Bay Shale unit consists of typically moderately weathered to fresh, grey to dark grey, fine to very fine grained fissile shale interbedded with slightly weathered to fresh grey, fine grained calcareous siltstone and limestone interbeds. There are two distinctive features of the shale in the Greater Toronto Area (GTA). One is a high horizontal stress regime, and the second is long-term time dependent swelling behavior which develops when the following factors occur (Lo and Micic, 2010):• Stress relief of the rock mass• Outward salt concentration gradient from pore fluid of the rock to the ambient fluid• Availability of fresh waterThe swelling is a consequence of the reduction in confined stress in the rock which occurs upon excavation in combination with a differential gradient in salinity between the saline rock porewater and freshwater or even humid air. Osmotic and diffusive processes result in a decrease in the salinity of the rock porewater achieved by an overall increase in the water content, resulting in volumetric expansion of the shale rock over time. Siderite ore with high phosphorus content was reduced isothermally at 1,050° C with pulverized coal and different dosages of sodium carbonate. X-ray diffraction (XRD), scanning electron microscopy (SEM) and energydispersive analysis of X-rays (EDAX) were used to characterize the samples. The influence of sodium carbonate on the carbothermic reduction process was investigated. Sodium carbonate and its dosage played a considerable role in the carbothermic reduction. The iron particle size in the reduced ore was below 20 µm, and fayalite was abundant without sodium carbonate additive. With a mass ratio of Na2CO3-to-ore of 5% additive, the iron particle size in the reduced ore was generally above 50 µm, and the diffraction intensity associated with metallic iron in the XRD pattern increased. The effect of sodium carbonate on the phase transformation of fluorapatite during carbothermic reduction was also addressed via thermodynamic calculations and aqueous leaching experiments. The results showed that the fluorapatite was not reduced to P2 at 1,050° C, and a portion of the fluorapatite was converted to soluble phosphate. The reduction of siderite can be catalyzed by adding an appropriate amount of sodium carbonate. This catalytic activity was caused by an increase in the reducing reaction activity of FeO and the acceleration of the carbon gasification reactions. The decrease in phosphorous content in the iron concentrate was attributed to an improvement in the separation of the iron phase from the slag phase when sodium carbonate was added and with the formation of soluble phosphate.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. However, this efficiency comes at the cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impact of underlying assumptions in each method is essential to the proper use of results in mine design.

The Manapouri Power Project is located in New Zealand&apos;s South Island Fiordland. The project is being constructed for the New Zealand Ministry of Works. Construction began in 1963 and is scheduled&apos; for completion in 1969. The project will divert water from the natural, glacially carved Lake Manapouri, at Elevation 580, through vertical- penstocks into an underground powerhouse 364 feet long, 127 feet high, and 59 feet wide excavated about 700 feet below ground surface and about 560 feet below the present lake level. The possible ultimate power installation will produce 700 megawatts from turbines located in the underground machine hall. The turbine flow will discharge through the 6-mile, 30-foot diameter tailrace tunnel into a fiord arm of the Tasman Sea. The rocks in the project area are primarily Paleozoic Fiordland Complex gneiss, schist, amphibolite, and marble intruded by granitic rocks and pegmatite. Shear zones have been encountered in the tunnels and machine hall. These produce water and occasionally require steel support. The machine hall arch was stabilized entirely by rock bolt reinforcement. Rock mechanics instrumentation has been used throughout the project both for pre-construction design calculations and to monitor tunnel rock loads and movements of the machine hall roof and walls. About 28 miles of the 100-mile transmission line will be constructed across glacially oversteepened slopes and debris or swamp filled valleys between the power plant and the eastern edge of the mountainous area. Steep glacially carved rock slopes and locally unstable glacial till complicated construction of the transmission line access roads.

"This paper outlines a comprehensive, cost-effective testing program for the acid-ferric sulfate heap leaching of oxide, supergene and primary copper ores. It is based on extensive experience in copper heap leaching and uses the many technological advances in the field developed over the past several decades. The approach described requires firstly a detailed resource evaluation, then a hydrodynamic characterization of representative samples and, finally, a focused metallurgical testing program. The principles communicated here can be applied to other acid leachable minerals. The program varies considerably from conventional testing in its disciplined, orderly, step-by-step approach, its application of hydrological and chemical principles to leaching, and its reliance on fewer, more tightly controlled column tests. The purpose of the test program is to optimize the financial, time and other resources devoted to the program, while minimizing the financial risks to the development company or companies and the project funding providers. IntroductionThe major goal of any process development testing program should be the successful implementation of the project. With respect to heap leaching, the metallurgical testing program plays a critical role in the larger objective, as described in Scheffel (2013, 2014). McNulty’s series of papers (1998, 2004, 2014) confirm that the success of any project is directly proportional to the extent and quality of the testing program on which the process is designed.Therefore, a key development objective is to conduct a well-focused metallurgical test program. While the primary focus of this paper is copper, the acid leaching of any substance would benefit from a similar approach.This paper addresses primarily the sulfate system, which is compatible with the bioleaching of sulfide minerals. Nicol et al. (2011) described the advantages of the chloride leaching of copper sulfide minerals. United States patents Nos. US 2009/0173188 A1, US 8,597,933 B2 and US2015/0232963 A1, assigned to BHP Chile Inc. and BHP Billiton S.A. Ltd, describe methods for both the oxidative and nonoxidative leaching of primary and secondary copper sulfides. Reyes (2013) and Ipinza and Flaquer (2014) described commercial applications of chloride-based heap leaching. The testing disciplines discussed in this paper will also apply to the development of an acidic chloride leaching system."

It is shown that dewatering of fine coal particles (D50 : 21 microns) is enhanced near the point of zero charge. The coal surface is modified by the addition of copper ions and adjusting pH to precipitate surface active metal hydroxy species which promote agglomeration and produce low moisture cakes. Filtration kinetics data are used in calculating filter cake parameters from an integrated form of Darcy&apos;s law. The influence of copper ions and pH on filter cake parameters and correlations among them are presented.

Lime is one of the most extensively used chemicals in industry. Other than sulfuric acid, it is used in greater quantities than any other man-made industrial chemical. In 1974 there were 20,368,000 tons of lime used in the United States, which amounts to approximately 190 pounds for each man, woman and child in our nation. Lime also is perhaps the most diversely used of any industrial chemical. It is used in such areas as pharmaceutical, chemical, steel making, glass making, production of copper and aluminum, sugar refining, agriculture, construction, ecological endeavors, potable water treatment and sanitation. Figure I lists the major uses of lime for 1974, which is the latest year for which this data is available. The impact of the use of lime for ecological reasons did not show up to any appreciable extent in 1974, but we expect this to be a significant factor within the next few years. Fortunately, in the United States and also in most of the world, there are many deposits of high quality limestone available for the production of hood quality lime. For this discussion, we will assure that a limestone of a suitable quality and size consist will be available in a storage bin or stockpile near the kiln. Quality requirements for the lime product will be covered. We also will give a brief description of the three most popular types of lime calcining systems, how they function, and expected lime product quality from each of these. Commercial fuels and major accessory equipment will be discussed briefly.

Longwall face-to-face transfers can cost over $100 per minute in lost production potential and $100,000 for personnel and supplies. Such high cost makes extensive planning and control of the transfer process a critical necessity for the economic feasibility of longwall operations. This paper reports operations research techniques used for the analysis and modeling of longwall face-to-face transfers. Transfer data has been collected from companies who operate over 30% of the total U.S. longwall faces. Comprehensive sequence networks of existing longwall transfers were developed; simulation models of transfers under varying conditions were generated; and, the economics of general transfers and time-cost tradeoffs in the transfer procedure were investigated.

Prompted by the need to conserve energy and reduce operating costs, Agrico Mining Company has made two significant improvements in the transportation of phosphate ore from the mine to the beneficiation plant. One improvement involves a change in a slurry pipeline system which substantially reduced pumping energy, and the other improvement is a major innovation for the phosphate mining industry which involves the transportation of the ore by railroad. This paper briefly describes these two projects.

For many reasons it appears that deep-rooted, perennial shrubs offer potential for improved stabilization and provide maintenance-free vegetative cover to harsh sites where perennial grasses have not been successful. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that long-range arid environment resource development may be greatly enhanced by utilization of desirable forage shrubs. An effort is underway to assemble information and plant materials of promising species from many arid regions of the world. Surprisingly, many of the better plants for arid sites are quite high in protein content, and with proper management, breeding, and selection may prove to be very desirable livestock feed. Advancements in arid-land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance-free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Because of high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh arid environments.

In a cooperative agreement between the U.S. Bureau of Mines and the U.S. Department of Energy, laboratory column-flotation tests were conducted to evaluate fluorosurfactants as selective fine coal flotation collectors. A Middle Kittaning seam coal responded to flotation with both anionic and nonionic fluorosurfactants. These fluorosurfactants were no more selective than MIBC alone. However, for increasing coal yields, nonionic fluorosurfactant systems did not increase total sulfur and ash contents as sharply as MIBC systems. Flotation selectivity also improved slightly when a combined anionic fluorosurfactant-MIBC system was used in acidic pulps (pH < 3.6). While the fluorosurfactants examined will not likely have direct application in current coal flotation practice, other fluorosurfactant systems could eventually prove beneficial for floating fine coals.

The Canadian Javelin Limited Cerro Colorado copper-porphyry deposit in Panama, possibly the largest known copper-porphyry, contains between 1350 and 450 meter elevations, drill proven and probable ore in excess of 3.0 billion tons averaging 0.65% of copper equivalent. The deposit is located in the Central Cordillera Range, straddling the Continental Divide at 1500 meter elevation. Local topography is very steep. Accessibility is difficult, all logistics made by helicopter, and only recently a 52 km. road from the Pan-American highway was completed into the area. The deposit was discovered in 1969, and since then 75 shallow exploratory holes and 98 deep holes, the deepest 1340 meters, totalling 45,000 meters have been drilled. Deep holes were drilled at the corners of a regular rectangular 150 meter grid.

Surface mining in arctic regions is characterized by many unique problems. Continuous and discontinuous permafrost (perennially frozen ground) occurs in most of the arctic and subarctic areas. Permafrost presents special problems of slope stability. Stability of permafrost depends on its temperature, moisture content and material type. Permafrost slope fails due to solifluction, disturbance of ice rich slopes, and liquefaction. Drilling and blasting of frozen ground present special problems. Depending on their degree of saturation with water, freezing soils and rocks have a number of important characteristics that affect blasting efficiency. Metals used in mining equipment and mining structures require special selection. At low temperatures many steels lose most of their normal ductility and toughness (resistance to brittle fracture). The paper discusses engineering solutions to unique problems of arctic mining.
