We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

The deterioration rate of any metal or alloy is increased in a erosion-corrosion application because the passivated surface layer is removed by the solid particles contained in the pumping fluid and the material surface becomes corrosion active again. Numerous attempts were made to engineer a stainless steel with higher hardness and unaffected corrosion performance. Alloys of special interest in such an area are the duplex stainless steels particularly the CD4MCu material which has the capability of being hardened due to its ferrite-austenite microstructure. Unfortunately, the CD4MCu with higher hardness comprises different intermetallic compounds which will increase the corrosion rate. The paper is analyzing the erosion-corrosion performance of a new type CD4MCu with 32% higher hardness and superior wear performance. The corrosion performance of this new alloy is better than the corrosion performance of the common CD4MCu material which the industry could supply. The corrosion effectiveness was evaluated with the Huey test, the potentio-dynamic anodic polarization test and the weight loss test whereas the erosion resistance was established with a low stress ball-on-disk type apparatus. The Wilfley hard CD4MCu material had 39% lower weight loss and 32% smaller volume loss than the common CD4MCu alloy The hardness range of the centrifugal pump parts poured and processed with the Wilfley hard CD4MCu is 320-350 HBN versus 250-255 HBN hardness of the common CD4MCu. After approximately 18 months of experimentation and field testing it was clearly established that the life time of the Wilfley hard CD4MCu is higher than the common CD4MCu and consequently centrifugal pumps were supplied to different customers in North and South America. Biodegradation of cyanide by microorganisms isolated from solids previously exposed to cyanide has been investigated. The anaerobic cyanide biodegradation showed good, short-term removal of cyanide in the presence of nutrients (medium A). This system retained metabolic activity at cyanide concentrations up to 300 ppm at pH 10.5. Microscopic examination of stained specimens revealed that the bacteria were Gram-negative, rod-shaped bacilli. Strains capable of cyanide decomposition were identified as Pseudomonas and Alcaligenes. The kinetics of biodegradation were found to be first order with respect to cyanide concentration, and the overall reaction rate constant is k = 0.102 day-1. Studies with Na14CN showed that 17 % of 14C transformation went into the cells, 18 % into carbonate and 47 % into bicarbonate.

As will be seen, the initial investigation of the properties of the guanidine functionality in the solvent form for gold recovery lead to some significant metallurgical developments of their own but, the foremost objective was, and remains, the development of a resin for gold recovery. As a part of this development project, Henkel has entered into association with Mintek, South Africa, and this ongoing association has the potential to develop RIP/RIS technology for the gold industry. More details on Henkel's gold recovery technology and Mintek's role in this programme are given in (1). an The application of ion exchange resins to gold recovery is not new and many reviews have been published on the advantages of this process, and on the current state of the art of gold recovery by ion exchange resins. (2)(3)(4) Widespread application of ion exchange resin based processes for gold recovery has, however, not occurred to date. Fleming and Cromberge (5), described some significant pilot plant RIP trials in South Africa and the partial success of these pilot plant trials held out the tantalising possibility of a breakthrough in gold recovery based on RIP technology. Despite this pioneering work, only two really significant applications of RIP technology for gold recovery exist today. These are the Golden Jubilee Plant in the Eastern Transvaal South Africa and the widespread, although in some respects technically backward, use of ion exchange for gold recovery in the former USSR. There are two main reasons for the current scarcity of RIP and RIS plants used for gold recovery. These are: 1. 2. The perceived problems of engineering RIP plants The lack of a resin having suitable chemistry for both gold loading and gold elution The problems of engineering RIP plants have been largely overcome in the last 25 years. Much of the development in RIP plant design took place in the uranium industry during the rapid expansion of that industry in the mid 1970's. In addition, the development of CIP engineering systems has lead to the development of in-pulp solid extractant based metallurgical plant designs which can, with limited modification, be adopted to RIP. The lack of a resin having suitable chemical properties has almost certainly been the main reason for RIP/RIS not being introduced into the gold industry over the past decade. This work discusses the sulfur dioxide (SO2) leaching of low-grade ferruginous manganese ores to selectively recover manganese (Mn) as manganese sulfate (MnSO4), followed by electrowinning of the purified MnSO4 to produce electrolytic manganese dioxide (EMD). The effects of the leaching process parameters on Mn recovery were studied, and the leaching duration and SO2 flow rate were found to have significant effects. Under the optimum conditions derived for grade 1 ore (with total Mn content of approximately 17.16 percent), the specific SO2 requirement (SSR) — that is, the SO2 flow rate per gram of Mn in the leach slurry — was calculated to be 0.014 L/min. At the SO2 flow rate calculated using SSR for grade 2 ore (with total Mn content of approximately 26.29 percent), a Mn recovery rate of 94 percent was realized. Electrowinning of the purified MnSO4 generated after leaching resulted in EMD with 88.01 percent purity and a γ structure.

INTRODUCTION Construction is underway on a laboratory cavern 713 m below surface at the Soudan Mine, Tower-Soudan State Park, in northeastern Minnesota. The 13.9 in wide by 11.6 m high by 71.8 in long cavern will provide a laboratory space for basic research in physics, in which experiments can be conducted with greatly reduced interference from cosmic radiation. A first generation experiment, called the Soudan 1 detector, is currently operating in a converted drift 591 in below surface at the mine. The initial phase of the Soudan 2 detector will be an 1100-metric ton unit, which will occupy approximately a 19 m length of the cavern. Control and monitoring equipment will be in a prefabricated shop office enclosure erected in the cavern. The location and planned usage for the laboratory cavern present special excavation, lining, and outfitting requirements. Temperature and humidity control, a relatively clean dust-free environment, and a long service life are required. Low cost and risk to the owner were basic requirements due to the nature of the funding. The most common type of site selected to meet these two constraints is either an operational mine or a civil works facility such as a road tunnel. There are often serious problems for such laboratories because of ongoing operations such as blasting, hauling, etc. Most of these problems do not exist for the Soudan 2 laboratory because the mine is used as a historical site with regular tours only in the summer season. Along with kyanite and sillimanite, andalusite forms part of the sillimanite industrial minerals trimorphous alumina-silicate group. Theoretically, andalusite contains about 60% A1203 and 40% Si02, with a Mohs hardness of 7 to 7.5 and a specific gravity of 3.0-3.2. Andalusite generally occurs in the contact metamorphic zones of schists and shales, constituting about 10% of the ground mass ore body. The 5- to 20mm- (0.2- to 0.8-in.-) long crystals are usually liberated through crushing and magnetic/heavy-media separation. Relatively minor occurrences of andalusite are found in Andalusia, Spain (where it was first identified), Portugal, the former Soviet Union, Ghana, South Korea, California and North Carolina. It also occurs in China, France and South Africa. The latter two represent nearly all the andalusite that is exported. Andalusite is an inert refractory raw material that does not require calcining before use. It involves an internal conversion to mullite after heating to 1400° to 1600° C (2552° to 2912° F). At higher temperatures of about 1800° C (3272° F), the mullite converts to corundum and liquid silica.

During any rush hour, tens of thousands of automobiles clog the main highways leading into or out of our large cities. Inevitably one or more cars stall or plow into another, causing a momentous traffic jam. Traffic backs up for miles as drivers try to maneuver around the roadblock. As commuters, we grin and bear the inconvenience, rationalizing the delay as part of the price one pays to live in a modern society. The truth of the matter is that the engineers planning the roads have the know-how to build adequate bypass alternatives into their design. The problem is one of economics -- can the cost of eliminating roadblocks be justified? Engineers designing solutions to complex materials handling problems for modem distribution centers are just now beginning to ask this question in relation to their work. Unfortunately in many instances, it has taken an expensive "traffic jam" to bring this question to the front. In these cases, a seemingly practical system promising an attractive return on investment -- using the latest equipment and computer controls -- was designed and installed. Everything went according to plan until one day a breakdown occurred. .Product flow stopped, and management realized it was at the mercy of the "machine." In such situations, management had assumed it could minimize the risks of the breakdown by injecting extra manpower to operate the system manually and pay the associated costs. What it had not recognized is that manual intervention is nearly impossible with sophisticated systems. Thus, too often -- and sometimes too late -- management found itself footing a very high bill for losses incurred because of major production stoppages and missed customer shipments.

The U.S. Bureau of Mines has completed a laboratory evaluation of exhaust emissions from a diesel engine using an oxygenated diesel fuel. The fuels tested were soy methyl esters in a neat (100%) form and low sulfur, petroleum number 2 diesel fuel (D2). The engine tested was a Caterpillar 3304, indirect injection, naturally aspirated, 75 kW, diesel engine that is typical of engines used in underground mining applications. The objective was to determine the extent to which oxygenated fuels, such as methyl esters, reduce diesel particulate matter (DPM), and their influence on upon gaseous emissions such as total hydrocarbons, CO, NOx, NO2, formaldehyde, and other exhaust emissions. Heavy- and light-duty transient tests were used to simulate load cycles typical of mine applications. The soy methyl ester fuel produced greater amounts of volatile DPM (organic material) but much less nonvolatile DPM (carbon soot) for overall DPM reductions. A diesel oxidation catalyst (DOC) typical of the type commonly used in metal and nonmetal mines was tested with both fuels. The DOC further reduced the volatile and total DPM when used with the soy methyl esters, but increased the total DPM for D2 due to sulfate formation. The soy methyl ester fuel reduced CO and hydrocarbon, and NOx emissions. The DOC further reduced CO and hydrocarbon emissions.

Mina Maria is a high-grade, underground copper mine located in the Cananea district of Sonora, Mexico. The ore body is a massive sulfide breccia located in mountainous terrain. A major highway and an electric transmission line pass directly over the near-surface ore body. The mine is operated by Minera Maria SA de CV, a joint venture company that is 51 % owned by Empresas Frisco SA de CV and 49% by Cominco Resources International Ltd. Empresas Frisco is the operating partner. Production began in October 1990. The mining method used is undercut and fill. A continuous miner and a single-boom, hydraulic jumbo mine the ore. Backfill is a weakly cemented sand-gravel mixture that is pneumatically placed. The ore is treated by conventional crushing, milling and flotation. The Maria deposit is located about 40 km (25 miles) south of the Sonora-Arizona border and 11km (7 miles) northwest the city of Cananea and the Cananea Mine. The mine portal, at an elevation of 1780m (5840 ft), is on the east side of an important drainage divide. The mill site is situated about 800 m (2625 ft) northwest of the mine on the northwest side of the drainage divide where the drainage is more favorable. Its elevation is 1860 m (6100 ft) (Fig. 1).

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

This paper presents a review of the grouting works of Line 2 of the Greater Cairo MetroSystem. The Nile River alluvial deposits underlying this ancient city provided for a challenging and sometimes difficult grouting project. Permeation grouting using state-of-the-art computerized grouting techniques, as well as extensive ground treatment by jet grout, was per-formed for soil consolidation and/or groundwater control. During the project, over 425,000m3 of ground was treated, requiring 1.4 million linear meters of drilling and PVC injection pipe, 54,000 m3 of bentonite cement and 230,000 m3 of chemical and mineral grout. In addition, over 70,000 m3 of ground was treated using the jet grout method. Relative to major international transportation projects, the grouting works for Line 2 of the Cairo Metro represent one of the largest worldwide grouting endeavors to date.

The dissolution kinetics of cobalt in iodine/iodide solutions was investigated using a rotating disc technique. Variables studied here included temperature, rotating speed, concentration of lixiviants, and pH of the solution. The overall dissolution reaction was found to be limited by mass transfer of tri-iodide through the diffusion boundary layer with Arrhenius activation energy of less than 16.2 kJ/mol (4 kcal/mol) over the temperature range, 2-42°C. The pH of the solution had little effect as long as the pH of the solution was less than 8. However, when the pH of the solution became greater than 8, the dissolution rate decreased dramatically due to passivation. The rate of dissolution was in good agreement with the dissolution model developed by the authors earlier.

Two process enhancements for the biological oxidative pretreatment of sulfidic gold ore for subsequent treatment with cyanide are discussed. These are the use of a high areal density ring and pin packing (BioBalls™) as substrate, and the use of a novel biological ferric generator. The BioBall™ packing when coated with concentrates for heap leach processing offers higher areal densities, while leaving more open volume for fluid flow than more commonly used substrates such as aggregate. An oxidation rate study was performed on crushed auriferous arsenopyrite whole ore to demonstrate the benefits of using the packing. The auriferous arsenopyrite grading 2.9% Fe and .212 OPT gold was 50 percent oxidized in 24 days. The biological ferric generator is a passive air-side trickle bed reactor that efficiently converts ferrous to ferric in a process stream. Conversion rates of .8g/L h ferrous to ferric are routinely obtained. Although the biologically generated ferric solutions have not yet been tested on gold ores or concentrates, prior work has demonstrated that the high ferric solutions which will result in rapid oxidation of sulfidic gold ores or concentrates.

This paper describes the application of a cyclonic flotation column (CFC) for coal cleaning. A CFC makes use of centrifugal force to create a density gradient in a column to augment the froth flotation process. In a CFC, a series of angular helical inserts is attached to the wall of a conventional column and coal slurry is mixed with a series of impellers attached to a central shaft. The hydrophobic froth concentrates near the center shaft and moves upward, while the relatively heavy hydrophilic particles concentrate near the wall and are guided downward by the helical inserts. Results of pyritic sulfur removal from an Upper Freeport coal during CFC flotation are discussed in this paper.

High value materials, such as gold, platinum and other precious metals are subject to loss through unauthorized removal from mines, smelters, refiners, and other places where such materials are processed. A study published in 20011 determined that between 1994 and 1998 an average of 603 kilograms of gold per year was stolen from South African miners and subsequently recovered. This does not include the gold that was stolen but not recovered. At 2011 prices, 603 kilograms of gold would be worth approximately $33 million. Mine security personnel believe that the unrecovered stolen gold far exceeds what is recovered2. Traditionally, metal detectors have been used to screen personnel leaving secure areas to discourage such unauthorized removal. However, with the current near-record prices of gold, platinum, and other precious metals, it has become worthwhile for people exiting a facility to walk out with quantities of product that are too small for ordinary metal detectors to register, resulting in substantial financial losses.

The model originally proposed by Austin, et al., has been modified in the light of further investigation of the breakage laws in SAG milling. The model uses a fully-mixed reactor for short L/D mills and calculates the breakage of small particles by the nipping action of balls and pebbles. The autogenous self-breakage of larger lumps is treated as an effective means of fast breaking rock and much slower breaking rock. Experiments show that fast autogenous breakage can be treated as a first-order breakage with an overall specific breakage rate which incorporates fracture and chipping. Similarly, slow breakage incorporates fracture and abrasion. Autogenous breakage is cushioned by the accumulation of fine material. Simulation results are compared to results from tests in a 2 m diameter continuous pilot-scale SAG mill. Future work is discussed.

INTRODUCTION This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the US Bureau of Mines (USBM) and made possible through the cooperation of many mining companies in the US and foreign countries. The data presented have been obtained from papers previously published by the Bureau dealing with indi¬vidual mines, from the technical press, and from infor¬mation furnished by the mining companies. DEFINITIONS Top Slicing The term top slicing is commonly applied to that method of mining in which the ore is extracted by a series of timbered slices, beginning at the capping; the slice is caved, bringing down the capping to the floor of the slice; the succeeding lower slices are mined up to the overlying mat or gob, consisting of an accumulation of timber from the upper slices and broken capping, which follows the mining progressively downward (Fig. 1). The term has also come to be applied to the mining of ore bodies only one slice thick, by a series of tim¬bered slices one beside the other. The timbers are blasted out, bringing the capping down to the floor, suc¬ceeding slices being driven alongside those already caved (Fig. 2). In USBM classifications of mining methods, top slic¬ing has been placed under the heading caved stopes. The method differs fundamentally, however, from the cav¬ing methods of mining in which the breaking of the ore itself is accomplished by caving action induced by undercutting. In top slicing the ore is broken by the ordinary methods of drilling and blasting, and only the capping is broken up by caving. Main Levels or Haulage Levels Main or haulage levels are the main extraction levels on which the ore is hauled to the shaft. These levels and the shaft constitute the preliminary development of the mine.

The uncertain world conditions of the present time require that the United States be prepared to meet: a. all-out nuclear war with attack on the United States b. limited wars (anything smaller than (a.) c. political, economic, and/or psychological warfare. Our present position as a major world power derives in large measure from our free institutions and our great industrial productivity, and our productivity in turn depends on an ever-continuing flow of raw materials from the earth - metals, minerals, fuels, and agricultural products. The United States, with only about 6% of the world's population, uses from one-third to two-thirds of the world's annual supplies of 'most metals and minerals. The United States strategic materials stockpiling program is designed to enhance our national security posture: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence of the United States upon foreign nations for supplies of strategic and critical materials in times of national emergency. In times past, the Good Lord himself has ordered some stockpiling. The Book of Genesis in the Bible tells how Pharaoh of Egypt was directed to set aside one-fifth of the produce of the land in each of the seven good years to meet the needs of the seven bad years that were to follow: this would be a stockpile of about two years? normal use. Our cultural heritage often reminds us of the wisdom of stockpiling, as in the case of the stories about the provident squirrels that gather their nuts in an orderly manner in the f all to prepare for the winter's cold. And the old proverb about a bird in the hand being worth two in the bush points out clearly the value of something that is directly at hand.
