This paper provides an utierstanding of the betivior and potenttil damage of homes resulting from sag-type mine subsidence. This is done with extemive research of numerom case histories in Illinois collected by the authors. The howe response to substience-itiuced ground displacements are summarized and evaluuted. A damage level criteriu, specifically developed for residenttil structures, is presented based primarily on repair costs. Damage levels and the associated subsidence profile characteristics for each case history are compared.

The contents emphasize personnel health and safety aspects and engineering design and control practices to ensure a productive health and safety environment. Reference is to the health and safety of the individual miners as well as to the safety of the working environment. This Handbook also contains references to health and safety regulations in Chapter 3.2 and environmental protection in Chapters 3.4 and 7.3.

Cement in 1975 indeed did operate in an unfriendly environment. World recession, escalating costs, fuel crises, reduced product demand . . . . all led to market conditions detrimental to industry profit margins and investment re turns. During the year plant utilizations fell, break-even points were raised, and competitive moves introduced to move built up inventory levels. A number of cement plants were temporarily taken out of production to help alleviate specific situations. Meanwhile, under resultant financial pressure, several companies omitted dividend payments, changed their top executives, and reorganized and reduced staff overheads. It was a difficult year for cement, yet a much more ominous note was sounded in permanent plant closings. Four more cement operations were shut down in 1975; to date in 1976 we know for sure of three additional plant closings, while rumour has it that at least one more may not be in production by year-end. The somber feature is found within the descriptions of the closed facilities, and in the stated reasons for their being taken out of cement manufacture.

With the federal climate change legislation in progress, there is a need for demonstration-stage technologies aimed at providing clean energy from coal. Our research aims to experimentally illustrate the feasibility of capturing CO2 on a novel sorbent system from a gaseous stream. The gas is then released resulting in a regenerated sorbent and a pressurized stream of pure CO2 to be used for storage. The proposed sorbent is a ceramic honey-comb structured monolith coated with CaO supported on a high-surface area alumina. CaO is a natural acceptor of CO2 and our design ensures the physical stability and chemical reactivity of CaO over a large number of CO2 capture/release cycles. Furthermore, the use of the monolith ensures a uniform flow through the reactor, minimizes pressure drop across the reactor, and maximizes the surface reactive area. In this paper, we will present the results from a flow-through laboratory-scale reactor that establishes the efficiency of the proposed system to capture CO2. Future applications of the reactor include integration within the new-generation coal gasification power plants, such as IGGC, as means of providing decarbonized electricity.

Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

1 Flotation Analogy To explain flotation in simpler terms the following analogy will be used. A factory (the flotation cell) manufactures a product (collector coated mineral). The product (collector coated mineral) is transported to market (the launder). A truck (the frother) is used to transport the product (collector coated mineral) to the market (the launder). The truck (the frother) transports the product over a road (the froth bed). The truck (the frother) and product (collector coated mineral) are supported by tires (the air). 2 Assumptions This operating philosophy assumes that the correct collector dosage is present along with the correct particle size distribution, pH conditions, etc. and that the minimum required frother dosage is correct. 3 Collector Addition The collector addition as used at a flotation plant is based on dosage rate as determined by the amount of mineral value entering the concentrator. Collector is normally added at two points in the concentrator: The primary flotation circuit and staged addition in the rougher scavenger circuit. Surveys have shown that the staged collector addition provides an increase in the kinetics and increases the recovery of the valued mineral in the rougher scavenger circuit. 4 Frother 4.1 Frother Dosage As explained in the above analogy, frother can be likened to the truck that transports the product (collector coated mineral) to market (the launder). Just as you would not use a truck rated at 15 tonnes to transport a 20 tonne load, you cannot expect to transport coarse minerals to the launder when there is insufficient frother present. Frother dosage must always be at, or above the minimum target. If less frother than the required minimum is used, then coarse mineral particles will not be supported and transported to launder where the mineral is recovered. To the naked eye the froth characteristics, even when insufficient frother is used, will appear to be correct. You cannot see the coarse particles that are not being recovered in the froth. (See Section 4.2 below for an explanation of why this occurs.)

Working with junior mining companies as a valuer, my experience with regulators is that simplicity works and the sales comparison method is the way to go. What I like about Mr. Ellis?s approach (as in his Table 7) is the integration of commodity prices with the timing of acquisitions and the implication of price changes in gold on the adjustment of individual project valuations. However, the sample gold-related appraisals in Ellis?s paper are pre-2008 transactions and readers should be made aware of the current market for such projects. Before moving on, to be noted is that the effective date of the Las Brisas appraisal (Ellis?s sample Appraisal 3) is Feb. 10, 2006; given that the subject value of Transaction 9, Choco 10 in Ellis?s Table 6 was listed as $353 million for a 95% interest in the con-cession, I am uncomfortable accepting that the acquisition was suddenly worth the adjusted value of $1,205 million (as given in Ellis?s Table 7). In some cases, illiquidity discounts can apply, and commodity-wise, in the one-month period between the acquisition in January 2006 and the adjustment to the Las Brisas conditions as of February 10, 2006, the indicated gold price change was only 41 cents/g ($12.60/oz); i.e., from $17.50/g to $17.91/g ($544.40/oz to $557/oz).

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. To study the hydrogeological processes that control the movement of water through unsaturated waste rock, an intermediate-scale (8m x 8m x 5m) waste rock pile has been constructed and instrumented. The constructed pile is monitored for moisture content, matric suction, temperature, matrix water chemistry, gas chemistry, gas pressure, rainfall, evaporation, discharge volume and discharge chemistry. The pile is built upon a grid of 16 contiguous lysimeters. The experiment is designed to investigate the mechanisms that create rapid water flow through a pile and its exchange with slower-moving matrix water.

This paper presents the preliminary test results obtained using a 0.38-kg/s (3,000-lb/hr) beta prototype MagMill. In processing Upper Freeport coal, the beta prototype recovered 82 % of the weight of the feed and 91 % of the heat content while reducing the potential emissions of sulfur by 61%. Pyritic sulfur in the MagMill product was reduced by 78% compared with that in the feed. For all runs, the mill product particle size was controlled to between 70% and 80% -741m (200 mesh). Recoveries of mercury, arsenic and selenium ranged from 35% to 45% of the amounts found in the feed. Power draw was reduced by 26%, and mill throughput was increased by 9% compared to the pulverizer operating with no magnetic separator attached.

Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

An appropriate scale-up methodology is very useful for ball mill design and optimization of the grinding circuit. To date, the scale-up is based on the selection and breakage function model using lab mill data. However, a major drawback of that approach is that the charge motion in a lab mill is vastly different from that in a large industrial mill. Therefore, in the methodology proposed here, first the energy of individual collision in the mill is computed employing the discrete element method (DEM). Then the breakage of particles as a function of collision energy is studied in a separate experiment. Together, this information constitutes what is known as collision energy based population balance model. The appropriateness of this model is shown for different batch grinding mills.

Two epiclastic horizons in an Archean volcanic sequence host the gold occurrences on the Dunraine property near Wawa, Ontario, Canada. The Grace horizon of cherty and pelitic tuff strikes north-northwest and dips east. Native gold occurs with arsenopyrite in bedlike and podlike bodies of quartz lenses and stringers set in a pelitic matrix. The Parkhill horizon of lithic graywacke with associated flow-breccia strikes southwest and dips south. Native gold occurs with minor sulfides in similar bodies of quartz erratic within the Parkhill horizon. The auriferous bodies occupy paleotopographic channels and troughs within the two horizons. The former producers are the Parkhill mine with 1689 kg (54,300 oz) Au, Darwin mine with 473 kg (15,200 oz) Au, and Van Sickle mine with 48 kg (1536 oz) Au between 1902 and 1944. The gold occurrences are syndepositional with the host volcanic sediments laid during a pause in explosive volcanism. Fumaroles along steep gullies on the flank of a subaqueous volcanic center precipitated aprons of auriferous silica-sulfide mud. Downslope slumping resulted in exhalative debris flows; gold concentrated in flexures and depressions along stumpage channels. Renewed explosive volcanism covered the auriferous sediments with pyroclastic tuffs, arresting the slumping of in situ fumarolic deposits.

This biennial event, sponsored by SME, is one of the global underground construction industry?s major events. And this year?s RETC was the first one that included the new Underground Construction Association. [ ] (UCA) of SME. In addition, the conference?s exhibit attracted 125 equipment and service providers. The next Rapid Excavation and Tunneling Conference is set for June 14-17, 2009 at Caesar?s Palace, Las Vegas, NV.

This project includes the excavation and concrete lining of approximately 18 900 m (62 000 ft) of 5.5 m (18 ft) finished diameter subway tunnel for the Los Angeles MTA. The project required that four soft ground headings be excavated from a single shaft located near the mid point of the tunnels. The tunnels were classified "gassy" during the excavation phase. Because of the contract schedule requirements and the limited urban work site available, many logistical problems had to be overcome during the project while excavation was accomplished at a record setting pace. Some unique project features include the muck handling system and an access shaft using a high strength tieback support system. In order to accomplish the work, an extensive effort to plan and construct the main work site was required.

Tunnels in the granitic Climax stock at the Nevada Test Site were inspected for keyblock occurrence. Thirteen relatively large pyramidal keyblocks were located in about 230 m (750 it) of tunnel. Orientations, dimensions, joint roughness coefficients, and joint compressive strengths were measured for the faces of nine keyblocks. The measurements were used to back-analyze keyblock stability to check the validity of a numerical model for keyblock behavior. A newly developed three-dimensional numerical model correctly predicted whether or not each keyblock failed in six of eight cases. The two exceptions involved stress conditions and keyblock locations that clearly violated the assumptions that underlie the stability model. The observations also allowed the effect of tunnel orientation on keyblock occurrence to be evaluated. Of the thirteen observed keyblocks, nine large blocks were found in less than 30 m (100 ft) of the Piledriver drift (which runs N56E) while only four blocks of comparable size were observed in 200 m (656 ft) of the Spent Fuel Test--Climax drifts (N61W). The orientations of the keyblock faces were checked against known discontinuity set orientations; some of the faces correlated well with mean set orientations, whi.le other faces were fringe members of sets. Stereographic techniques were used to examine the frequency of keyblock occurrence and to determine the maximum keyblock size that could be encountered with a given combination of discontinuities. Keyblock occurrence was found to be affected by tunnel orientation in a predictable way; this can be used to guide or improve tunnel design practices.

"INTRODUCTION A positive workplace environmental, health, and safety (EHS) culture affords organizations and corporations many benefits, including increased trust and employee morale, sustainable EHS performance improvements, and reliable productivity and profit margin growth. Unfortunately, many leaders and EHS professionals struggle daily to achieve and maintain positive workplace cultures and consistent business results. While lack of management support, corporate or employee buy-in, resources, and time are common factors that conflict with an EHS culture and safe work behaviors and processes, there are many other actions that threaten the positive attributes of an organization’s culture. Often these culture killers are not recognized, or worse yet, ignored because they are considered taboo. For example, voicing observations or questioning long-held management practices or process that were initially designed to promote EHS values, but no longer do so. Unfortunately, this could be viewed as challenging authority, not being a team player or even not valuing EHS. And for those that speak up, the potential for negative consequences can be real impediments to positive change. Having an open mind, constantly striving to identify culture killers, and putting forth the effort to eliminate them are the first steps to begin reaping the benefits of having a sound workplace culture. This paper helps readers to: • Recognize culture killers that negatively impact fostering and maintaining sustainable EHS cultures in the workplace. • Understand how to prevent, avoid, and respond to culture killers, before they wreak havoc in your organization. • Assess EHS culture strength, and implement plans to continuously improve it. The desire to draw boundaries around concepts, put things into boxes, and nail down requirements for something that is virtually impossible to solidify for any length of time is quite fascinating! These desires can pose challenges when trying to define what the perfect EHS culture should look like. The very act of trying to define our culture tends to create silos, and these silos, in turn, can become “culture killers”. The following is one of the most common culture killers. UNBALANCED ORGANIZATIONS TRIGGER CULTURE KILLERS Unbalanced organizations occur when an organization’s constantly shifting focus forces other important needs to take a back seat--until the focus changes again. This balancing act can be detrimental and lead to catastrophic results including low morale, lack of trust, employee dissatisfaction, high turnover, increased incidents, poor profit margins, loss of market share, and ultimately into organization-wide failure."

To put coal in its proper perspective as a source of energy for electric power production, we must first compare it to other energy sources. A report of the Atomic Industrial Forum dated February 1958 records a number of authoritative though widely varying predictions. The most optimistic of these states that by 1968 there will be a total U.S. capacity of about 6000 megawatts of nuclear power, if growth continues at the present rate. Other sources indicate over 200,000 megawatts of total electrical capacity in utility plants by 1968. This is only 3% nuclear. Therefore, 97% of our total power production will be from non-nuclear energy. Fig. 1 shows the distribution of energy sources of electric utility product- ion in the U.S. as reported by the Federal Power Commission in 1954. Note that less than one quarter of the total is hydro and about one half of the total is coal. For 1957, the Edison Electric Institute reports that of the total steam- electric generation in the U. S., 68.6% was by coal, 7.9% was by oil and 23.5% was by gas. This is an increase for coal and a decrease for oil and gas in those three years. Thus we can conclude that two-thirds of the steam-electric power in the U. S. is now generated by coal. Fig. 2 shows the major markets for coal for 1947 vs 1957. The greatest in- crease has been in the electric utility market, where it has more than doubled in the ten years. One-third of the total coal produced goes to the utilities which now represent coal?s major market. Utilities used 160 million tons of coal in 1957, and the estimated quantity for 1967 is 275 million tons, and for 1977 is 525 million tons. It is predicted that 85% of steam-electric power will be generated by coal in 1975.

One of the Swiss transalpine highways includes two remarkable tunnels: the 16.3 km long Gotthard Road Tunnel and the 9.3 km long twin tube Seelisberg Tunnel, both presently under construction. Large diameter shafts up to 900 m long are required for ventilation. Excavation techniques for rock formations ranging from loose sedimentary rock to granite and very hard siliceous limestone were carefully evaluated. The methods finally applied include excavation of shafts in hard rock, conventional drilling and blasting, excavation by ripper-tooth excavator ("Big John") in marlstone, shield protected heading in loose material and soft rock, and tunnel and shaft lining, both by poured concrete and by prefabricated elements. A critical review of the success of these methods can now be made after a five year construction period.

The Bureau of Mines, as a result of its contract research program, is developing a retractable core bit for the wireline drilling system (Retractable Sit System, No, H0272004). The prime contractor, Longyear Company, Minneapolis, Minnesota, and the subcontractor, Doerfer Division, Cedar Falls, Iowa, have designed, fabricated, and are currently field testing the in-hole retractable bit system. he objective of the program is to develop a minerals exploration core drilling system that allows retraction of a worn out bit and insertion of a new core bit, without pulling the drill rods out of the hole. To date, the results of the project are encouraging, and the retractable bit contract is currently in the last phase of a four-phase program, which is on schedule and under budget.
