"Horsehead Metal Products is a zinc refinery in Mooresboro NC treating crude Waelz Oxide (WOX) to produce Special High Grade Zinc by a hydrometallurgical process, comprising leaching, zinc solvent extraction/electrowinning (SX/EW), melting and casting and bleed treatment. Cadmium removal by zinc dust cementation plays an essential role in the bleed treatment circuit to prevent a build-up of cadmium in the circuit. Silica, although not present at significant levels in the WOX feed material (approximately 0.3%), had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also impacted. The silica levels were mapped throughout the circuit in an attempt to identify the source of the silica issues. Adjustments including using PLS as feed to cementation, pH control in WOX leaching and neutralization have been introduced to mitigate the issues created by silica gel in the circuit. INTRODUCTION Located in North Carolina, Horsehead Metal Products Inc. is a hydrometallurgical zinc refinery processing Waelz Oxide (WOX) to produce Special High Grade (SHG) zinc. The flowsheet, known as the Modified Zincex® process, consists of leaching, solvent extraction, electrowinning, melting and casting and bleed treatment as illustrated in Figure 1. Cadmium cementation, part of the bleed treatment process, provides an essential bleed of cadmium from the circuit, as metallic cement. The Cadmium cementation circuit consists of agitated cementation reactors, a zinc dust addition system, filter presses, agitated purification (releach) reactors and a cadmium concentrate filter press Silica can be found in several forms in acid leaching. The first form is fine silicate particles. The size of the particles can vary from one to twenty microns (1). Fine silicate particles can lead to the formation of crud in solvent extraction circuits (2, 3). At Mooresboro, crud has been observed in Depletion, which is part of the solvent extraction circuit. Silica content in the solution in this section is high. The second form of silica is monosilicic acid Si(OH)4, which begins to polymerize almost immediately upon being leached into solution. Monosilicic acid polymerizes to silica gel or a silica precipitate dependent primarily on supersaturation (5). Factors that influence the rate of polymerization include temperature, sulfuric acid concentration / pH, hydrofluoric acid concentration, seeding, and dissolved salts concentration such as zinc and aluminum in the solution (4, 5, 6). In sulfate systems, silica solubility is reported in the range of 150 to 450 ppm of SiO2 (3, 5, 7)."

Radon progeny have been a health and safety concern for miners since the mining of radioactive minerals began. Through the ?nuclear age?, it has become better understood and the regulations have become more robust. Ventilation and control practices have improved, thus reducing miners? exposures. This paper provides an overview of radon in mining, the progress of the regulations, and discusses some of the uranium miner studies that contributed to the knowledge of the pathology of radon.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

The classifiers on the primary grinding circuit at Cyprus Sierrita have been upgraded from 0.66 m (26 in) diameter hydrocyclones to 0.84 m (33 in) diameter hydrocyclones. This has resulted in a 4.3 % (11 t/h) (12 standard tons/hour) increase in mill throughput while producing a flotation feed which contains 4.8% less +300 micron (48 mesh Tyler screen size) material. This reduction in flotation feed particle size has increased copper (CU) recovery by 0.8 %. Various grinding circuit relationships were evaluated. These relationships include circulating load versus throughput, horizontal versus vertical cyclone configuration, and the effect of cyclone components on performance. We conclude that the improvements achieved are due to a shift in the overflow size distribution created by a cyclone diameter more suited to our operation, and by eliminating the cyclone capacity constraint in the grinding circuit.

Value added is a loosely used qualifier in the industrial minerals industry. What exactly does it mean? What does it take to make a value-added product? More importantly, how does a company maintain the value added to its products? Most people agree that value-added means the value of a mineral minus the cost to produce it. This is misleading, though, because producing value-added products does not necessarily guarantee the profitability of the products. In some cases, firms that make value-added products are not very profitable. It is important not only to understand how to make a value-added product but also how competitive forces in the market can erode the value added. Therefore, when looking at value-added opportunities, producers must understand how to obtain the value added and how to maintain that value. Four major factors limit a company's ability to add value to its products. This paper examines these factors. It uses the ground calcium carbonate and mica industries as examples.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

INTRODUCTION Dry concentration or pneumatic cleaning uses air currents as the separating medium. Pneumatic cleaning in the United States today is limited to three or four operations. In fact, the quantity of bituminous coal cleaned pneumatically has declined from its peak in 1965 of about 25.4 million tons (23.1 Mt) to its current level (1988) of less than 4 million tons (3.64 Mt) annually, as shown in Fig. 7-9 1. In 1940, pneumatic methods accounted for 15% of the bituminous coal and lignite cleaned in the United States as given in Table 7-32. Currently, pneumatic methods account for less than 2%. The largest air plant was built in Pennsylvania about 1968 with 14 units processing 1400 tph (1280 t/h) of 3/, in. X 0 (19 mm X 0) raw feed and two additional units retreating middlings. This same plant is one of only three or four plants still operating air-cleaning devices in the US. A wet plant was added in 1985 to increase the efficiency of cleaning the fines. The air plant is still used as a scalping operation for the coarse material. Five additional operations are either no longer in production or have discontinued the use of air tables within the last year. Wet cleaning methods are now being employed at the facilities that have discontinued air table operation. he advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. The advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. The real application for future dry cleaning processes is probably at the power plant between the pulverizer and the boiler feed where particles are already dry and ground to fine sizes (- 200 mesh [ -0.075 mm]), increasing the effectiveness of the separation and also, possibly, increasing the liberation of clean coal from finely disseminated impurities. From a utility's viewpoint, pneumatic cleaning offers the best delivered Btu cost, based on the premise that a percent of moisture is just as detrimental as a percent of ash. The paper discusses the background and theories of the conditions that led to the settlement of a Lovat TBM mining in an earth pressure balance mode on a recent project in Milwaukee, Wisconsin. The settlement occurred independent of human error and caused the cost of the project to increase 50 percent. The project was mined in the highly congested downtown area in alluvial and estuarine deposits, 7.6 m below the water table with a prescribed contract requirement that precluded dewatering in deference to concern for foundations of adjacent existing buildings.

We have searched and analyzed several modern technologies aiming at the best applications of environmental management, the studying of quarrying ? mining as well as the excavation sites ? utilization ? rehabilitation. We have used long-range reflectorless laser surveying systems, so as to achieve the fastest and most accurate surveying of the extractive work sites. We also used them, in order to collect field data, measure distances, surveying monitoring stations and environmental parameters ? data. Furthermore these systems can make the field work quite faster, more reliable and credible and have low cost in collecting data even in dangerous and non-approachable areas. We have used and processed on the field data in G.I.S. applications, in order to create 2-D and 3-D digital ground models. These G.I.S. applications present the existing relief and the management of the final stage of the area. The suggested techniques and works needed, for reclamation and utilization of the areas, could be tried, evaluated and well presented. The evolution and utilization of these ?smart? modern tools for the effective environmental management of quarrying ? mining ? extractive activity sites, will be presented by using case histories from the Hellenic territory.

The future of the world's minerals industries is often painted as bleak. Peter Drucker has repeatedly proposed that the demand for minerals has become "uncoupled" from world economic growth.' This implies that, while mineral demand was in the past linked to the growing demand for and consumption of goods and services, further world development will not require substantial mineral inputs. Lester Thurow noted that for these reasons the US minerals industry is diminishing in scale and economic importance.2 There is some documented evidence of such uncoupling, and the demand for minerals may indeed diminish in the future. But such announcements are, to this point, no more than speculation. For instance, is it not just as likely that renewed environmental concerns will cause increased demand for the relatively innocuous environmental properties of metals, replacing plastics? And even if the prophesied demand decreases do occur, a sufficient fall in metal prices due to technological advances could increase the quantity of minerals demanded above current levels, in spite of leftward shifting demand curves. Thus, worldwide mineral production activity may increase or decrease in the future and no one can say whether more or fewer of the earth's citizens will become involved in the extraction and processing of minerals.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. A flowsheet for the recovery of nickel and cobalt from laterite ores has been developed which involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-I and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent extraction plant and operating conditions are made.

For a variety of reasons, the need for automation of underground mining equipment is growing dramatically, e.g., improved safety and health, availability of labor, deeper mines, and desire for more focused excavation. While there has been tremendous progress made in this direction, much needs to be done to reach the holy grail of an autonomous mining machine. This paper reviews a number of technological developments and presents research and development needs for future development. A report on our current project for the Western Mining Resource Center at CSM is included.

Several case histories from Glencore’s Sudbury Operations show how passive seismic monitoring data is used for geotechnical decision making. The data comes from three different seismic arrays monitoring two open stoping deposits, and a narrow vein cut and fill/blasthole operation. Mining depths range between 1000 to 1680m below surface. The deposits are hosted in hard igneous rocks typical of the Sudbury basin, with characteristically high horizontal stress (approximately 1.8 times the depth of overburden). Rockbursting is the main geotechnical risk, due to the strong brittle nature of the rock and local high mining extraction. Fault related seismicity includes both fault slip events, and the stress channelling effect as the mining front approaches a major fault structure. Planar data trends generally line up with known faults and often indicate early stage fault activation. The structures are risk ranked based on their seismic response. This has been particularly useful at the Nickel Rim South Mine (NRS) where the structural fabric (jointing and small-scale faulting) is generally parallel to the more through going faults. The persistence of structures is difficult to measure, and the NRS faults generally have low offsets and thin gouge. The visual difference between the more persistent structures that occasionally generate large seismic events (up Mw 2.9 to date) and localised joints/slips is often minor. The seismic monitoring data clearly shows the more active structures. This information is highlighted on mine plans to help guide enhanced ground support and seismic re-entry protocol barricade locations. Pillar loading/yielding is a key element to the blasthole operations where a primary/secondary mining sequence is used. The secondary pillars are mined in a yielded state with just-in-time development. An example of the seismic signature of a secondary stope is shown with emphasis on the need for high location accuracy given the stope widths of 12.5 to 15m. The ratio of the shear wave energy to primary wave energy (Es/Ep) has long been used as a method to estimate source mechanisms; the higher the ratio, the more likely the event is fault slip versus rock fracturing. Data sets are filtered on Es/Ep ratios to highlight both fault slip populations and stress fracturing mechanisms. Examples of seismic data quality checks, high stress development, and re-entry protocols are also shown in the case histories.

Corrosion and product contamination have been difficult problems for extractive metallurgy industries in the U.S. because of the highly active chemicals used. During the past twelve years, other industries, particularly the chemical and paper segments, began to combat this problem with some degree of success using newer materials of construction, including reinforced plastics. These materials are made by combining a corrosion resistant thermosetting resin with a glass fiber reinforcing material and are used to con¬struct hoods, stacks, blowers, tanks, towers, pipe, and equipment of the most complex configurations. For service in contact with aggressive chemicals, the equipment is most often fabricated with the bisphenol-A fumarate polyester resins because of their resistance to corrosive attack. Data from both laboratory work and case histories of field applications are presented-for many common chemicals found in extractive processes. Information is also presented concerning design standards and recommended construction procedures

Mountain Pass, California is located 96 km southwest of Las Vegas, Nevada, and has an exposed surface orebody within view of Interstate Highway 15. Mineral prospecting in this region dates back to about 1860 followed by the discovery and subsequent mining (1870-1895) of silver bearing veins on the north slope of nearby Clark Mountain. In contrast to the four lane divided interstate highway of today, all supplies needed for mining during this early history were transported by wagons from San Bernardino which is 320 km west. Many small lead mines were active in the area during 1917-20, and a small gold mine operated in 1941-42 within 100 m of the orebody presently being worked. In 1949 two prospectors searching for uranium with a Geiger counter discovered a radioactive vein outcrop at Mountain Pass. Further investigation revealed the presence of a large amount of a light-brown, heavy mineral to a depth of about 2 m. A sample of this unidentified mineral was submitted to the Boulder City, Nevada, U.S. Bureau of Mines where a spectroscope examination shoved high level rare earth oxides, carbon dioxide, and fluorine. These results indicated the mineral was bastnasite.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold.
