Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. Bio-epigenetic sulphur deposits occur in Pecos, Reeves and Culberson Counties of far West Texas. Sulfate reducrng bacteria, utilizing hydrocarbons as energy, transformed gypsum into replacement limestone and hydrogen sulfide. Hydrogen sulfide, retained in the porosities of the replacement limestone, was subsequently oxidized by highly oxygenated groundwaters, and native sulphur precipitated. West Texas sulphur was first recognized at surface exposures by William P. Blake, a geologist attached to the Captain Pope Military/ Scientific Expedition of 1854. Attempts were made in the early 1900's to mine these sulphur vent exposures by a retort method, but the ventures met with little success. In 1967, Duval discovered a large sulphur deposit near some of the old sulphur works in Culberson County. Duval also extended a small sulphur deposit in Pecos County. The Frasch process, developed for producing sulphur from Gulf Coast salt domes, proved successful in West Texas type sulphur deposits also. However, modifications of the process were necessary to provide economical and efficient sulphur recovery from the varied ore modes. West Texas conditions and logistics require the ultimate in productivity to be competitive in the domestic and foreign sulphur markets. Several companies, in addition to Duval, are producing or have produced sulphur in West Texas. As of the first of June 1984, a total of 29.4 million long tons of sulphur had been produced west of the Pecos -aver. Duval produced more than 88 percent of that total.

Lime, soda ash and similar precipitants have been the industry standard for treatment of acid rock drainage (ARD) because of their proven ability and low per-gallon operational cost. However, these methods carry serious environmental drawbacks and high life-cycle costs. KEECO’s Silica Micro Encapsulation (SME) technology has all the positive characteristics of conventional ARD-treatment systems but none of the drawbacks. SME achieves highly effective treatment in a single step, provides options for ARD prevention and recovery of metals, requires lower capital expenditures, generates smaller volumes of higher-density sludge, consistently passes leach tests, and eliminates long-term liabilities associated with potential metal remobilization and hazardous waste landfilling.

The algorithms for the mathematical modeling to predict productivity of underground room-and-pillar mining systems are well known and documented. These algorithms consider the time-varying relationships between mining equipment for a given geometry of operations as well as other constraints. This paper presents WebConSim, a newly developed, Web-based, user-friendly computer simulation tool for the Windows environment. The simulator is easily customized for use by field engineers, planning engineers, and management and will help mine operators plan the optimum mining sequence for different mine geometries and equipment layouts. Program output includes production data and equipment utilization indices, as well as time driven event chains that can be used for virtual reality presentations.

The Leadville District has been a prominent metal producer since its discovery in 1860. Veins and replacement bodies both have contributed to district production. The latter have been the major metal sources and are hosted within the Paleozoic Leadville, Dyer, and Manitou Dolomites. Igneous bodies representing eight separate events cut the sedimentary section. The main intrusive complex within the district occurs in the Breece Hill area and was the thermal center about which the vein and replacement ores exhibit mineralogical zoning. Precious metal-pyrite-quartz veins (quartz Th= 422 to 469°C; salinity < 4.2 wt. percent eNaCI) occur within or peripheral to the Breece Hill Intrusive Complex, whereas base metal veins and replacement bodies extend from the complex margins outward as much as 2 mi. Pre-ore and post-ore igneous bodies occur, but Fragmental Porphyry dikes immediately post-date the ore event. The Fragmental Porphyry grades downward from a heterolithic breccia with rock-flour matrix to one with a dark, glassy, sulfide- and phenocryst-bearing matrix, commonly with quartz-feldspar porphyry selvages on the dike. Two types of replacement bodies are recognized in the district: 1) the Leadville-type (LTM), massive sulfide (> 60% sulfides) bodies with recoverable Zn, Pb, Ag, and Au, and 2) the Sherman-type (STM), sulfide bodies (low total sulfide) with barite, galena, sphalerite, argentian tetra.hedrite, and minor pyrite. The latter type occurs only within the Leadville Dolomite and is found throughout the Mosquito Range and extending into the Alma District. The Leadville-type replacement bodies are zoned with a pyritic margin and base metal core. Wallrock alteration and trace Pb-Zn dispersion are strongly developed in igneous wallrocks but are weakly developed in carbonate wallrocks. Cu:Zn, Ag:Zn, and Au:Fe ratios increase outward from the center to the margins of LTM. Some of the sulfide bodies are localized on earlier-formed magnetite skarns. Pyrrhotite, pyrite, and marcasite are the earliest formed sulfide phases while chalcopyrite, marmatite, and galena developed later. Tetrahedrite and electrum occur in vugs and fine veinlets cutting the sulfides. Late-stage barite, dolomite, and fluorite occur as minor phases. Pressure-corrected Th for quartz (375-410°C), sphalerite (374-387°C), barite (320-360°C), and dolomite (310-314°C) fluid inclusions with salinities < 5.2 wt. percent eNaCI characterize the fluid responsible for the formation of the Leadville-type orebodies. These values clearly demonstrate the high temperature and low salinity of the ore fluids. Sulfur isotope analyses for galena and barite from LTM are - 1.9 to + 0.9%o and 7.8%o, respectively. Proximity to feeder veins and favorable dolomite hosts are the principal controls on ore localization. The Sherman-type bodies are not internally zoned but commonly have host rock silicification near the orebody margin or in the footwall rocks adjacent to fluid flowpaths along faults. Early quartz, pyrite, dolomite, and white barite precede base metal-silver minerals which are followed by late quartz and golden barite. It is not clear whether the early quartz and the late quartz and barite are part of the STM-forming process. Fluid inclusion analyses yield trapping temperatures as follows: early quartz, 316-341 °C; barite, 264-347°C; low-iron sphalerite, 215-265°C; and late quartz, 260-278°C. All inclusion fluids have salinities < 8.1 wt. percent eNaCI. Sulfur isotope values for barite and galena from STM range from 13.2 to 24.00/00 (avg: 18.4%o) and -6.8 to -3.8%o (avg: -5.5o/00), respectively. A hydrothermal fluid d34SSS of about 15%o is needed in order for galena and barite in equilibrium to exhibit the observed sulfur isotope compositions. Equilibrium sulfur isotope fractionation between barite and galena indicates a 300°C temperature of deposition. Two separate hydrothermal events appear to have taken place to form the distinctive Leadville-type orebodies and those of the Sherman-type assemblage. The STM is known to be older than the LTM. The latter is likely mid-Tertiary in age, post-dating emplacement of the Johnson Gulch Porphyry. LTM is clearly related to meteoric leaching of sulfur and lead (and other metals) from the upper portions of the Breece Hill Stock. Fluids were transmitted along faults, bedding planes, and contacts, and cooled away from the intrusive complex. Early ore fluids were weakly acidic and developed argillic assemblages in the igneous rocks adjacent to the fluid conduits. Reaction/replacement of carbonate rocks occurred where fluids encountered dolomite, but rapid neutralization prevented any wide-spread alteration beyond the ore-carbonate host contact. Pressures based on sphalerite geobarometry and stratigraphic reconstruction were 1.0-1.2 Kb. The high temperatures of vein and replacement ore fluids indicate that chloride complexing was more effective in metal transport than bisulfide complexes. Cooling, dilution of ore fluids, and reaction with carbonate rocks were the major factors in LTM ore deposition. STM formed over wide expanses of the Leadville Dolomite terrain adjacent to (and possibly capping) the Sawatch uplift. Sedimentary sulfur was derived from Pennsylvanian evaporite-bearing sequences adjacent to the uplift. Ore leads are strongly radiogenic (J-type) and are compatible with a crustal-leaching model. Temperatures of ore formation are higher, and ore-fluid salinities are lower than Mississippi Valley-type ore fluids. Superimposed upon dark-gray, diagenetic Leadville Dolomite are several stages of hydrothermal dolomite regionally distributed astride intrusive centers of the Colorado Mineral Belt. The presence of these later dolomites argues for dolomitization and later ore deposition in response to an abnormal thermal gradient caused by emplacement of Laramide batholiths and their generation of convective flow of meteoric fluids.

The handling and disposal of mine water is a much larger problem than is apparent at first glance. Many more tons of water are removed from underground coal mines in the United States each year than tons of coal. In the old anthracite region of Pennsylvania the average was around 32.7 t (36 st) of water for each ton of coal produced, while bituminous mines average about 4.5 or 5.4 t (5 or 6 st). Water encountered in the mines may come from several different sources. In mines with light cover and without a firm solid roof, rain may seep directly into the workings. This is also true of deeper mines where pillar falls have broken the roof to the surface. The top under creek beds is generally faulty and broken and water comes through the roof at this point. Deeper mines are frequently overlain by water-bearing strata and pillar breaks and faulty top can admit water, while places running to the dip often accumulate water which comes up through the bottom. In all cases, except where passing under a year-round stream, the amount of water made is usually pretty closely connected with the weather-more water during the rainy season, less in the dry, although the deeper a mine is, the longer it is before changes in rainfall are felt. Another source of water, not connected with seasonal changes, is old water, accumulated over a period of time in abandoned workings of the mine, or from flooded adjacent mines. Here the water filters through the coal, the parting, or comes up through cracks in the bottom. Similarly, core holes, drilled to prospect the property, can be a source of unexpected water and modern safety requirements for dust-allaying water at the working faces can turn a pleasant working area into a soggy mess over the weekend if the system is not properly maintained and operated. Why water must be disposed of is obvious. If allowed to accumulate, sooner or later the mine will fill up, or at least it will become "roofed" in low places, blocking ventilation and traffic. It must be controlled long before it reaches this stage. Water standing in the working faces is unpleasant for the men who have to work there and also cuts down on the amount of work they can do, as they must watch where they step all the time. It is especially unpleasant in low coal.

A physical model has been developed to simulate the flows and mixing of gases in the waste of a longwall retreat coalface. The model is used in conjunction with computational modelling, and the distributions of permeability and gas emission in the model waste follow those in computer simulations (Pokryszka et al 1996). The physical model represents at 1170th scale a 200 m long, 3 m high coalface with a waste extending up to 280 m to the face start line. The model is tilted to the same seam slopes as the real face, e.g. 22° ascensional ventilation along the face and 7" slope to the dip. The purpose is to investigate the flow of three components: ventilation seepage flow through the waste; methane; and nitrogen injected to quell spontaneous combustion. A heavier-than-air surrogate gas (SF,) is used in place of methane, and therefore the model is inverted so that gas layers form along the &apos;roof". The main forces driving the flows in the waste (pressure gradients due to ventilation and the density difference of gas layers) are kept in proportion by appropriate scaling of the permeability. Calibration and validation used data from a coalface at a mine in the Lorraine coalfield. The model is now in operational use.

Recovering vanadium from vanadium titanium-magnetite (VTM) ore using ( NH4)2C2O4 is a clean hydrometallurgical process, but the drawback is the low recovery and slow kinetics due to the formation of inhibitor. A novel energy-efficient mathematical model was derived for green leaching of VTM in which the mechanical activation (MA) removed the inhibitor “δ” (formation of impermeable product layer of CaC2O4) covering the reacting core of the CaV2O6 leaching process in ( NH4)2C2O4 solution. Before the MA processing, the formation of the CaC2O4 layer affects the kinetics (slow) and NH4VO3 leachability (low recovery). The dissolution rate enhancement and economic importance (in terms of leaching kinetic/recovery) of mechanical activation (MA) pretreatment in hydrometallurgical processing cannot be overemphasized. It is shown from the experimental and developed mathematical model results that the rotating speed of the ball mill (ωb) has a significant effect on the NH4VO3 recovery. At 360 rpm, the experimental result gave an 82% optimum recovery rate and a reaction rate constant of 0.01889s−1 with close correlation with the present models at 82.8% and 81% for liquid-to-solid layer diffusion and chemical reaction controls, respectively, with a reaction rate constant of 0.018883s−1. The close correlation between the experimental recovery rate results and the diffusion recovery rate model result justifies that the leaching process is diffusion control shrinking core kinetic with experimentally measured activation energy (Ea) value of 19.502 kJ/mol . This present model proved that MA enhances the dissolution rate regardless of the formation of a passivation layer on the material and best describes the kinetics of the MA hydrometallurgical processes compared to the shrinking core model.

The 345 km long Taiwan High Speed Rail Project will connect the island’s two most populated cities, Taipei and Kaohsiung. Kaohsiung is the world’s third busiest port. The 23 km of alignment on Contract C230 requires the construction of 5,879 m of shallow mined tunnels ranging from 137 m to 1,285 m in length. All nine of these tunnels are mined using NATM methodology. Two of the tunnels, T01 and T08 are in the Toukoshan Formation. This paper will discuss the mining methods, ground support design, and the instrumentation installed to monitor and verify its effectiveness in the two aforementioned tunnels.

At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The&apos; Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research&apos; institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

Freeport-McMoRan Copper & Gold (FCX) is committed to preserving and enhancing biodiversity in the areas in which we operate. As a member of the ICMM, FCX is committed to implement the 10 Sustainable Development (SD) Principles throughout our business. FCX is also a member of the Wildlife Habitat Council (WHC), a nonprofit coalition dedicated to protecting and enhancing wildl ife habitat. In alignment with ICMM SD Principle 7 and our Environmental Policy, FCX has set a performance goal to prepare a biodiversity inventory in 2010 and land management plan by end of 2011 for all active mining sites. In 2010 FCX established a Biodiversity Task Force to assist sites in biodiversity management; optimize use of resources around the globe; implement FCX goals and targets; and align biodiversity programs with ICMM principles and guidance. The task force consists of Environment and SD Department management, scientists and engineers from FCX sites, and WHC staff. The Task Force recently issued a biodiversity inventory guidance document to set expectations and provide consistency across the sites when developing a biodiversity inventory and land management plan.

Exports of crude gypsum from Mexico currently comprise about 60% of all domestic shipments, and about 25% of the imported material consumed in the U.S. wallboard industry. However, of growing importance are the domestic markets for calcined gypsum in Mexico including building plasters and wallboard, which account for 55% of the internal demand for natural mined material. This paper will examine the current trends in the production and trade of natural mined gypsum in Mexico and North America and the opportunities and threats that are facing existing and new suppliers in this changing market.

With the ever increasing demand for Finer powders by industry there has been a continuing effort by air classifier manufacturers to improve and offer machinery capable of producing these fine powders. Common to these classifiers is the use of a multivaned rotor through which passes all of the air used to transport the particles to be classified. Rotor revolutions per minute and the amount of air passing through the rotor are the main variables in determining the particle sizes which will be able to pass through the spinning rotor. A simplified equation derived by setting the air drag force carrying a particle through the rotor equal to the centrifugal force due to the spinning rotor&apos;s action on the entering air and particle is: Diameter of Particle = [ ] Where K is a function of air viscosity, particle configuration, rotor and blade configuration; RPM is rotor revolutions per minute; M3/sec. is air quantity passing through the openings between the rotor blades.

It is generally accepted, that oxygen is a necessary reagent for the flotation of galena with xanthate. Recent measurements have shown (1) that under plant conditions oxygen may be in a short supply to the extent that it limits the rate of flotation. Thus, it becomes important to define the exact role of oxygen and establish a model for the rational design and control of flotation separations, involving oxygen as a reagent. All theories or, the flotation of galena assign oxygen the role of an oxidant. However, they disagree on a number of questions: 1) Is the galena or the xanthate being oxidized? 2) Is a lead dixanthate or dixanthogen the actual collector? 3) Is the oxidation process in which oxygen participates of a chemical or an electrochemical nature? The last question arises from the observation (2) that an anodic bias as well as oxygen will make a galena surface hydrophobic in the presence of xanthate. Theories which are based an the premise that the influence of oxygen is of an electrochemical nature offer elegant models of galena flotation. However, full advantage has not been taken of available electrochemical techniques to discriminate between theories and this is the area towards which this research has been directed (3).

Production trends have been analyzed for 82 gob gas ventholes on 7 longwall panels in the Lower Kittanning Coalbed, Pennsylvania. Cumulative production from individual holes was found to vary considerably, ranging from 0.03 x 106 m&apos; to 10.1 x 106 m3. Peak production rates were generally about 0.03 to 0.06 x 106 &/d, but rates over 0.10 x 106 m3/d were observed. The variability of gas production from individual holes can be attributed to several factors including: completion practices and problems, the extent of fracture development in the strata above the extracted panel, water production, and location on the panel. Of particular significance, is hole location. Holes on the ends of the panels, where overburden strata are in tension due to the support of the surrounding pillars, were generally the highest and longest producers. This observation led to the experimental placement of gob gas ventholes in the zone of tension along the margin of a panel, instead of in the traditional centerline location which is in compression. Analysis of gob gas production data indicates that the experimental near-margin holes produced 77 pct more gas than did centerline holes on the same panel.

As the existing major U.S. - Canada rail tunnel was too small to accommodate double-stack container cars, Canadian National Railways is constructing a new parallel tunnel with a 50% greater diameter. Starting in Sarnia, Ontario, the new shallow-cover bored tunnel runs under a large research building and several other structures in an oil refinery before travelling under the St. Clair River. Maximum predicted settlements to be caused by the 9.2 meter diameter earth pressure balance TBM in the soft St. Clair till were in excess of 100 millimeters. As such, these settlements had the potential to cause severe damage and disruption to the existing refinery. In order to reinforce the soft clays below the refinery research building and other structures, and to compensate for settlement caused by the tunnelling, the ground improvement method of Soil Fracture grouting was successfully applied for the first time in North America. This paper will describe the details of both the soil fracture grouting application and the elaborate electrolevel remote monitoring system used.

A mine collapse severs communication with trapped miners. Landlines are crushed and commercially available radios cannot penetrate hundreds of feet of dense, conductive earth without the use of regenerative repeaters that may also be crushed. This paper describes a proof-of-concept device that uses seismic P-waves, instead of radio waves, to allow communication of a code that represents prearranged messages, including the safe haven location identifier, number of people and air quality, from trapped miners to aboveground rescue units. The transmitter designed is about 0.03 m3 (1 ft3) in size and can broadcast for four hours from its 27-kg (60-lb) battery pack. The receiver consists of a geophone and a 2.5-kg (5.5- lb) signal conditioning unit attached to a laptop computer, which displays the communication signal in real time. Testing in a bituminous coal mine with an MSHA representative revealed the device was able to transmit through 271 m (890 ft) of overburden, at 0° and 12° from vertical, using 500 W of power.

"Located in the northeast corner of Zacatecas State, Mexico, the Peñasquito operation is comprised of the Peñasco and Chile Colorado (Brecha Azul) deposits. Openpit mining (prestripping) began in 2010 and full production commenced during 2011. The openpit mines feed both a sulfide concentrator (mill) and a heap leach pad. The project is owned by Goldcorp Inc. Peñasquito is a poly metallic deposit with Au, Ag, Zn and Pb being recovered as payable metals.As a consequence of lower grade ores expected with advancing mine life, Peñasquito is facing a declining metal production profile. To maximize returns and asset value, plant modifications, including the addition of a carbon prefloat circuit and a pyrite leach circuit to improve recovery, are currently being undertaken. This carbon prefloat circuit will enable the recovery of precious and base metals from carbonaceous sediments. This material is currently being stockpiled. With the associated increase in complexity in the process circuit, the requirement of the ore control system to accurately predict ore feed characteristics is critical to maximizing metal recovery at the Peñasquito operation. The addition of the carbon prefloat circuit was also a key driver in allowing the Chile Colorado openpit to be developed.These conditions alongside Goldcorp’s drive to increase profitability and maximize net asset value has created challenges. These challenges are numerous and multifaceted. However, the ability to accurately route materials from the ore control system is critical to site success, and some of these challenges have been overcome by the adoption and implementation of a new ore control (OC) technology. Examples of these technological innovations in the ore control program are discussed in this article and include improvements in geomodeling, material routing and reconciliation. Successful implementation of these elements has led to significant improvements in selectivity, performance and data management, while reducing the variance between planning and execution, thus helping to drive overall improvement across the operation."
