Contract required excavating 2,000 If of 14' horseshoe tunnel in rock, a 95' deep work shaft on shore, and a 50' deep intake shaft located in the middle of the Niagara River just above Niagara Falls. Large quantities of H2S were encountered in the range of 20 PPM with ventilation. Peak levels of 40 PPM were recorded. The original designed ventilation system required only a volume of 10,000 CFM to meet OSHA requirements. The volume of air was increased to 50,000 CFM to dilute the H2S to al- low workmen to work and comply with OSHA H2S action levels. The second phase of the tunnel consisted of placing 72" ID X 20 foot long concrete reinforced pipe in the tunnel. When the tunnel was holed through and both shafts were open, a substantial amount of work was required to take place in the shafts which eliminated the possibility of placing a bulkhead to secure proper ventilation. The ventilation team designed a jet system airlock. The design of this system was to bring fresh air down the work shaft in two duct systems; one 30" diameter and one 24" diameter. Following the excellent work of Jan Wolski (7th Mine Ventilation Symposium chapter 58) our design incorporated nozzles located approximately 100' in by the work shaft. The velocity of the 24" diameter duct was 6,365 FPMD2.2 MPH. The velocity of the 30" diameter duct was 6,117 FPMl69.5 MPH. Both systems were on blow and being that air expands at 3112 degrees per side this high velocity of air expanded and created an air bulk head through which men and the large sections of concrete pipe could be passed without any delay or additional cost to the project.

A process for the separation and recovery of cobalt and nickel was optimized for a sulfate leach solution of Indian Ocean sea nodules containing 80 g/m3 cobalt and 730 g/m3 nickel using the sodium salt of Cyanex 272 as the extractant. Extraction of both cobalt and nickel increased with an increase in equilibrium pH and extractant concentration. The extracted species with respect to cobalt appears to be CoA2.3HA. More than 99.6% extraction of cobalt was achieved using 0.04M solvent in a three-stage counter current simulation at the A:O phase ratio of 3:2. The co-extraction of nickel was about 0.6% only. Two-stage countercurrent stripping of cobalt from the loaded organic at an A:O ratio of 1: 7 resulted in a pregnant electrolyte enriched by 0.8 kg/m3, thus enabling a ten times overall enrichment of cobalt. From the cobalt free raffinate, nickel extraction was carried out using 0.25M solvent in two countercurrent stages, and the extraction showed a 99.8% recovery. Stripping of nickel from the loaded solvent was carried out at an equal phase ratio with the advance electrolyte of pH 1.75 in two countercurrent stages. The nickel stripping efficiency was found to be 98.8%. The present studies indicated that complete recovery of cobalt and nickel was possible using nine counter-current stages.

Boddington Gold Mine is situated 130km South-east of Perth, WA. The operation is managed by Worsley Alumina Pty Ltd. The Direct Leach plant was commissioned in mid 1986 at a rate of 3 million tonnes per annum. The plant was upgraded to 4.5 mtpa in 1988 and almost immediately to 6mtpa in 1989. Subsequent debottlenecking resulted in further increases in throughput up to 7mtpa by 1991. The SupergenelBasement Plant was constructed in 1990 and commissioned in early 1991. It was designed to process both copper-gold-silver anomalies within the laterite gold orebody and future hard rock ores. The Supergene plant incorporated control potential s­ulphidisation (CPS) and flotation ahead of CIL to remove a host of copper minerals. It operated in that configuration for 2 years at rates up to 350,000 tpa and average grades of 6.0 git gold and 1.2% copper. Gold recovery averaged 90.7% and copper recovery averaged 80.0% before the flotation circuit was decommissioned in March 1993. Quartz hosted high grade, free milling oxide and basement ores were discovered at the northern end of the orebody in 1990 and now comprise the major feed source to the basement plant. Oxide ores are currently milled at a rate of 550,000 tpa, while basement ores are milled at a 420,000 tpa rate. Metallurgical testwork during the feasibility stages indicated that up to 30% of gold in plant feed could be recovered by gravity separation methods. It was also highlighted that signifi­cant improvements in overall plant recovery and reduced operating costs would be achieved by maximising gravity gold recovery ahead of cyanidation. To achieve this, rec;iesign and upgrade of the gravity circuit was necessary.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Many technical professionals (tp)* desire to occupy upper level management positions. But career paths for most scientists and engineers do not extend beyond their specific disciplines. This is unfortunate. Our technical frontiers are expanding so rapdily that it is difficult, if not impossible, to make sound top management decisions without understanding the technical complexities involved. Technical professionals often are not considered for upper level management positions because they lack the managerial and interpersonal skills necessary to become successful administrators. You've heard this before, but a key component of these skills is the ability to communicate. Technical professionals are often unable to communicate as well as they should with nontechnical professionals and nonprofessionals within the organizations that employ them. Communication is important for managerial success Communication is the network of interactions whereby knowledge and understanding are conveyed from one social set to another (Flippo and Munsinger, 1982). In order to be successful, managers must not only be "good" communicators, they must be "effective" communicators as well. Good communication occurs when managers are able to formulate and transmit their messages in such a way that they are received and understood. Effective communication goes one step further: It occurs when recipients accept messages as legitimate and respond to these messages in the manner desired. Before promotion into upper level positions, managers must have developed organizational skills (planning, decision making, organizing, and controlling) and interpersonal skills (directing, influencing, and motivating). Applying these skills effectively is difficult without a highly refined ability to communicate. Effective communication, then, is basic to managerial success. Nowhere, perhaps, has the importance of being able to communicate effectively been emphasized more than in Mintzberg's landmark study of managerial roles (Mintzberg, 1973). Mintzberg's results indicate that executives typically averaged 36 written and 16 verbal contacts a day. These contacts were both important and trivial. They generally occurred in a random manner. Time spent on each varied. Scheduled meetings averaged over an hour. Desk work, telephone calls, and unscheduled meetings required an average of 15 minutes or less. Why technical professionals have difficulty communicating Three reasons why technical professionals do not communicate well are: • The work motivational patterns and personal attitudes of technical professionals are not conducive to effective communication. • Students in technical professions are not encouraged by educational institutions to develop their communication skills. • Organizations do not insist that all technical professionals be able to communicate in the language of business. The work motivational patterns of most technical professionals are indicative of internals and high achievers (Hunt, Salisbury, and Whittington, 1968). As internals, they believe they control their own destinies. As high achievers, they believe that task accomplishment is a primary indicator of success. To ensure a task is completed in the manner desired, tp's attempt to structure and define work situations so they alone are responsible for results. TPs consider the task accomplished when they, and perhaps other tp's, are satisfied with the results. From the tp's perspective, the task may have been completed. From a communication standpoint, two other factors may apply. First, solving the problem required very little interaction (and thus, communication) with others. Second, the tp's, considering the task accomplished, have little concern for how their "technical" answers will be translated to nontechnical persons needing

The replacement of the dry mining method at Guajú Mine by the dredging method was a means of ensuring its feasibility by maintaining the production levels. Dry mining increased the cost of the deposit with the distance and presented a limited mined volume, while the decreasing grade of the deposit led to a production drop. With the new methodology, there was a considerable reduction in unit cost of the mine and an increase in the production level of a deposit with low heavy minerals content.

The idea of using only one strand for both sintering and cooling of the sinter is not new. In 1952, in the U.S.A. a sintering plant was built at Benson Mine (Star Lake, N.Y.), including : - 68 m2 or 735 sqft (8 wind boxes) for sintering, - 22 m2 or 237 sqft (3 wind boxes) for cooling. In the USSR, a large number of machines have been built allowing for cooling of the sinter on the strand, especially the 4 m (about 13 ft) machines, with : 252 m2 sintering grate area 60 m2 cooling grate area 312 m2 total grate area. However, such ventures did not prove very successful, and the IRSID embarked many years ago on a research program to discover : - what are the problems associated with cooling on a sintering strand ; - what are the possible solutions for industrial plants.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. The perlite review arrived too late to appear in the June issue. Worldwide production of perlite in 1991 was estimated to be 1.7 Mt (1.9 million st). Events in Eastern Europe and the former Soviet Union caused reporting of production, consumption and reserves from those regions to cease. The US Bureau of Mines reported data only from the US and Greece. Together, the two countries produced about 701 kt (773,000 st), down from 739 kt (815,000 st) in 1990. US production of perlite amounted to about 547 kt (603,000 st) last year. US production was supplied by 10 companies operating 11 mines in seven western states. There are 74 plants producing expanded perlite in 33 states and in Canada. All the companies engaged in mining perlite are also expanding it.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. This section of the lease describes the conditions under which one of the parties may terminate the lease (failure of the

In ore mining technology, the loading and hauling operations are undoubtedly the area where the most spectacular progress has been made during the last twenty years. I shall draw some examples from the Eastern France iron ore mines which I how well and whose production of 62 million tons for 1962 and 1963 constitute a worthwhile experience worldwide. The iron ore deposits of Lorraine are of sedimentary origin. They contain many mineralized horizons with workable seams situated from 330 to 830 ft. in depth. The dip of these seams is generally less than six percent. Their thickness varies from 6 to 23 ft. All seams are not workable throughout the whole area of occurrence, but in some mines there are five mineable seams in the same vertical section, with from 5 to 20 ft. of barren ground intervening between them. The iron content of the mineral varies from 28 to 36 percent. Specific gravity of the ore is 156 lb. per cu. ft. m place and 100 lb. per cu. ft. blasted. Reserves of iron ore in the Lorraine region are estimated at six billion tons with an iron content of more than 28 percent. These mines operate by means of rooms and pillars process, with pillar robbing; the final recovery is very good and averages 90 percent. Some years back, competition from richer, imported ores incited these mines to make constant efforts to increase their productivity and reduce mining costs, thus placing them in a leading position in mining technology, as evidenced by the dramatic evolution of their output per manshift (Figure No. 1).

The Mount Baker Ridge Tunnel is a major improvement of Interstate Route 90 in the State of Washington. The total length of planned underground construction is about 3,400 feet (1,040 m) of which 1,332 feet (406 m) will be constructed by a stacked-drift tunneling method. Sized for vehicular traffic on two levels, the net interior diameter will be 63 feet (19.2 m) requiring an exterior diameter of about 80 feet (24.4 m). The material to be excavated is predominantly stiff clay, and this will be the largest-diameter tunnel ever attempted in soft ground. A construction contract for the stacked-drift tunnel was awarded in late 1982.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. The lack of an integrated approach makes the profitability of metallurgical plants lag behind that of other industries despite technical advances that have occurred in recent years. This results in significant deterioration in the ability to maintain a "smart” operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. Combining real-time infrastructure with portal technology is becoming an accepted methodology. This paper introduces real-time portals and team sites to support decision making by work- groups which require both real-time and documentary information from manufacturing assets, vendors, head office and the Internet. Workers get insight from the overall process effectiveness index based on key variables such as losses due to plant availability, performance efficiency and rate of quality. Real-time portals and smart clients are part of any real-time performance management (RtPM) solution. Three case studies in large metallurgical complexes are presented. Selenium (Se) in effluent waters has become a significant challenge for a number of industries. Toxicity studies and new reports of occurrence have certainly caused increased scrutiny and actions in the mining industry today (Sandy, DiSante, 2010). While initial activity in addressing selenium-laden waters were conducted in the coal mining industry, today a much broader range of mine types are beginning to search for solutions to selenium treatment of their mining waters, including both hard rock mining operations (gold, nickel, zinc, etc.) and soft rock mining (phosphate, uranium, etc.) Throughout North America, new regulations covering selenium discharge are either in place or being developed. While a number of physical/chemical approaches show promise in selenium treatment, when considering optimal cost and treatment efficacy issues, biological treatment ? particularly fixed-film biological treatment - is reported to be one of the most promising approaches to managing selenium-containing waters. Among biological treatment options, the fluidized bed reactor (FBR) has undergone extensive pilot testing for Se treatment in the last three years, including eight pilot programs, and the first FBR system is now operating at a coal mining site. In all tests, the FBR has been shown to be a highly cost-effective approach to selenium treatment based on its physical and performance characteristics. This is consistent with its history for reaching low levels of treatment in similar service for other oxyanions including perchlorate, nitrate and various metals. With the results from the most recent testing, the technology has been shown to be adaptable to an ever-broadening range of influent water conditions and flow rates, in varying terrains and weather conditions. Selenium occurs in various valence states from -2 to +6 (Sobolewski, 2005). The speciation of selenium plays a critical role in understanding the effectiveness of any approach for removal, especially to low levels. Elemental selenium is insoluble and has little effect on living organisms. Colloidal fractions are known to occur. In aqueous environments such as coal mining runoff, selenium is most often found as the oxygenated anions of selenite (SeO32-, Se4+) and selenate, (SeO42-, Se6+). Selenium is commonly found in mining waters in concentrations ranging from 3 to >12,000 µg/L. The U.S. National Primary Drinking Water Standard MCL is 50 µg/L for selenium (EU 10 µg/L; WHO 40 µg/L). The National Fresh Water Quality Standard is 5 µg/L for selenium. The U.S. Fish and Wildlife Service has recommended that the National Fresh Water Quality Standard be lowered to 2 µg/L to protect fish, waterfowl, and endangered aquatic species. Several states have followed with enforcement actions at these same low levels. In Canada, permits may require stakeholders to monitor levels in water or biota, or to comply with guidelines, at either the National or Provincial levels, which can be as low as 1 or 2 µg/L in surface waters. Treatment of selenium in all mining waters presents a series of challenges. It can be present in relatively dilute concentrations and in streams with variable and often high flow rates. It can be present in many soluble and particulate forms, which may affect process design and treatability. The conditions of influent selenium-containing waters can vary, with issues such as temperature, pH, total dissolved solids and other contaminants affecting the ability to remove selenium selectively and economically. Treatment of selenium often results in the generation of a concentrated by-product requiring disposal, and re-release from residuals can occur. Beyond these issues, the physical environment of a mining operation can offer challenges such as remoteness and harsh and/or cold weather. Currently available selenium treatment technology (Table 1) includes biological treatment and a number of physical-chemical processes ? such as ion exchange, membrane filtration and adsorption ? that vary widely in efficiency and cost. Most treatment options remain either too costly and/or unproven for selenium-containing streams for reasons that include poor removal efficiency, variability in volume and composition of influents, system sizing and logistics considerations, as well as operating requirements.

Those involved in the mining and minerals industry really are an optimistic bunch. Faced with an economic downturn that has spread across the globe ? one, some say, that crept up on everyone ? mining professionals remain hopeful that the industry will return. An example of that optimism is the attendance at two of the industry?s key conferences and exhibitions. In February, more than 4,200 people attended the SME Annual Meeting and Exhibit in Denver, CO. And a week later, in Toronto, Ontario, more than 18,000 were on hand for the Prospectors and Developers Association of Canada?s (PDAC) meeting. Both are respectable numbers and run contrary to meeting attendance figures during previous downturns when attendance and the numbers of exhibitors fell off significantly. Like other downturns, this most recent one has resulted in massive layoffs, curtailments of production and outright closures. Exploration has been hard hit and many junior mining and exploration companies will either disappear or be swallowed up by others. Gold is its usual self The PDAC generally attracts the gold mining and exploration sectors. So that might explain some of the optimism at the meeting. Unlike base metals and construction materials, gold, not surprisingly, is doing well. And most of the companies in the Investors Exchange at PDAC were involved with gold. While the balance sheets for most base metals companies look bad, gold companies appear to be not as hard hit. Gold is doing what it usually does during a downturn ? act as a safe haven while the value of other assets collapse worldwide. Governments around the world are preparing to pour trillions of dollars in an attempt to resuscitate their economies. This will likely lead to inflation, some experts at the PDAC convention said, which will be good for gold. And gold mining companies are also benefiting from lower production costs. The result is that some gold watchers believe gold could reach $64/g ($2,000/oz) at some point.

Building a new tunnel to accommodate CN North America's needs for double stacked container traffic for the next 100 years presented new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 39 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming 6 to 9 months from the project schedule, at a great saving of direct and indirect costs. The Negotiated Compressed Process is an innovative formalized approach to risk sharing for complex infrastructure projects. Ads were placed in the international trade journals and a short list of "approved" contractors and suppliers was developed. The approval process for this international project involved contacts with over two hundred agencies, departments and interested stakeholders.

The chemical states and ions interaction were significant interest to understanding columbite mineral/acid solution interface dissolution and reaction. The present research work was focus to explore the specific cations ( Nb5+, Fe2+, Fe3+) distribution near the ferrocolumbite mineral/acid solution interface, and determine these cations leaching sequence in sulfuric acid solution. X-ray photoelectron spectroscopy had the potential to provide detailed dissolution information by resolving chemical state and ion distribution of ferrocolumbite during sulfuric acid leaching process. The binding energy decreased in sequence as Nb5+- O < Fe2+- O < Fe3+- O, and increased in sequence as Fe3+- SO4 < Fe2+- SO4 < Nb5+- SO4 which revealed Nb in ferrocolumbite mineral more easily leached comparing to Fe. The ratio of Fe2+- O/Fe3+-O on leaching residue decreased, and Fe2+- SO4/Fe3+-SO4 ratio increased as sulfuric acid contraction increasing suggested that the Fe2+ oxidized to Fe3+ and released Nb from mineral and dissolved into leaching solution. The ratio of Nb/Fe was lower 0.07 with sulfuric acid contraction increasing which meant Nb dissolution promoted by oxidation of iron. The dissolution mechanism of Fe element in ferrocolumbite mineral was Fe2+- O broken and generated Fe2+. Fe2+ was oxidized to Fe3+ in concentrated sulfuric acid leaching solution. The dissolution mechanism of Nb in ferrocolumbite was that Nb5+- O was directly digested by H+, and the released Nb5+ complex with SO4 2− ion formed cation − anion pairs. The coordination of formation Nb5+- SO4 pairs and oxidation Fe2+ in mineral could promote ferrocolumbite dissolution.

The formation of copper thio-complexes in sulfide solutions has been recognized for many years and the measured solubilities of certain copper sulfide minerals attributed to these complexes. Attempts to model this system have proposed either copper(I) or copper(II) thio-complexes, and these have been incorporated into computer programs for generating stability diagrams for the copper-sulfur-water system in order to delineate the region where the reductive dissolution of copper sulfide minerals is likely. In this paper it is proposed that the dissolution of copper from both ore bodies and sulfide tailings can be explained by the formation of the cupro-thio-complexes under anaerobic conditions. Stability diagrams are presented to depict the region and extent of the solubility.
