Nautilus Minerals was listed on the Toronto Stock Exchange in May 2006. The company now has major mining companies Anglo America (5.7%), Teck Cominco (7.2%) and Epion Holdings (22.4%) as significant shareholders, and has raised approximately $US346 million dollars to develop the world's first deep-water mine. The company is currently targeting high-grade copper and gold in seafloor massive sulphide mineralization, located near plate boundaries in back-arch basins of the Western Pacific. The first mine scheduled to be developed by the company is located in 1,600 meters of water at Solwara 1, in the relatively quite waters of the Bismarck Sea approximately 50 km from the port of Rabaul, within the Territorial Waters of Papua New Guinea. During 2006 and 2007 the company completed detailed environmental and geological studies, culminating in a number of world firsts, including the world?s first NI 43-101 compliant resource statement and environmental impact study for a seafloor massive sulphide system. Permitting is well advanced for the project, with initial production scheduled for late 2010, subject to timely grant of the permits. Extensive government and stakeholder liaison and engagement has been undertaken throughout the projects life, and is a core feature of Nautilus' desire to "do it right" in all aspects of this new industry.

Talc, when it can be isolated as a pure mineral, has a composition of 63.36% SiO2, 31.89% MgO, and 4.75% H,O. However, as a commercial commodity less than half of all talc sold has a purity exceeding 95%. Nevertheless, impure talc products find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are chlorite, dolomite, mica, magnesite, and tremolite. Steatite was originally a mineralogical term applied to pure talc. Today steatite usually denotes a high-talc ceramic body used as an electrical insulator, and the talc used in such applications is known as steatitic talc. Steatitic talc generally is found in massive, high- purity form and in the past was machined directly into electrical parts, which rarely is done today. Impure varieties of massive or block talc are still commonly termed soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soap- stone and talc this is natural, since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as slip) have been grouped together and called soapstone or talc. Further, there are mineralogical relationships between pyrophyllite and montmorillonite and between talc and hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Native Americans on Santa Catalina Island, CA. In the mid- 1800s soapstone from deposits along the western foothills of the Sierra Nevada Mountains was used by white settlers as building and ornamental stone and for the linings and foundations of furnaces (Anon., 1956). Previous to 1916 the annual recorded production in California did not exceed 1.8 kt. From 1912 to 1918, however, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 8.2 to 18.2 kt. There was another increase in the mid-1930s, when the use of talc in wall tile grew rapidly. In California the production of talc grew to 57.2 kt in 1943. The post-war building boom helped California's production to grow to 108.9 kt in 1951. Production stood at 149.8 kt in 1968, 13 1.6 kt in 1969, 167.9 kt in 1970, and 140.7 kt in 1972. In the mid-seventies and early eighties, however, California's talc production declined to approximately 20 kt in 1992 due to reserves exhaustion and the material's tremolite content, which raised significant product liability concerns at the time. Talc mining in New York State dates from about 1878, when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville. In 1893 this operation was sold to International Pulp Co., which changed its name to International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc., in 1974. A new talc operation, Gouverneur Talc Co., owned by R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 180 tpd (Gillingham, 1950). Subsequent expansions have increased capacity to more than 725 tpd. Talc was discovered in the area of Johnson, VT, in 1902, marking the birth of the Vermont talc industry. American Minerals Co. initiated plant operations at Johnson in 1904. MagnesiaTalc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963, Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine had a long history as a producer of talc crayons. Eastern Magnesia Talc Co. was formed in 1924 by the merger of Eastern Talc Co. and Magnesia Talc Co. In 1956 Vermont Mineral Co., with a talc mine at Hammondsville, VT, was also acquired. A new plant was then built at Gassetts to produce roofing products. In order to produce high grade products for several markets, Eastern Magnesia Talc Co. began operating a modem froth flotation plant at West Windsor, VT, in 1964. The ore was provided by the Hammondsville mine. This operation, known as Windsor Minerals, Inc., continued from 1972 to 1989 as a subsidiary of Johnson and Johnson Co. In 1989 Cyprus Minerals Co. acquired Vermont Talc, Inc. and Windsor Minerals, Inc.. thus consolidating the talc mining and processing operations at Hamm, Windham, Johnson, Chester, Ludlow, West Windsor, Troy, and Reading, VT, under one ownership. As the result of Cyprus' sale of its worldwide talc assets to the RTZ Group in 1992, its US talc operations are now part of Luzenac America, Inc.

Scope of Section The physical characterization of an ore or mineral mixture in such detail that mineral processing may be effectively applied to create more useful products is one part of the technology of sampling and testing. In addition, the evaluation of the multitude of separation processes, both physical and chemical, combined with ancillary opera¬tions and performed on samples at a laboratory scale, is another part of the testing procedure. Although analytical techniques provid¬ing quantitative determinations of elemental compositions are an im¬portant and necessary supplement to any testing program, that field of endeavor is a well-developed, separate entity beyond the scope of this Section. Sampling procedures cover the practice of selecting representative quantities of test materials in the field to evaluate mineral deposits, and extend to techniques of obtaining process samples in slurry and bulk ore as part of process evaluation. The same techniques are appli¬cable, of course, to standardized methods of metallurgical accounting. Sampling is also an important facet of successful on-line measurement of slurry properties such as assays and particle size in the practice of automation. However, the sampling methods in this case can be different from those needed for precise testing and accounting pur¬poses. Sampling was well defined in Taggart's Handbook as "the opera¬tion of removing a part convenient in size for testing, from a whole which is of much greater bulk, in such a way that the proportion and distribution of the quality to be tested (e.g., specific gravity, metal content, recoverability) are the same in both the whole and the part removed (SAMPLE). The conditions of the more stringent definition, that the sample shall be completely representative of the whole as regards all aspects save bulk, are practically never fulfilled when heterogenous mineral mixtures are sampled." Taggart's Handbook of Mineral Dressing, Section 19, "Sampling and Testing," continues to be a very useful compendium of principles and techniques, particularly as applied to manual methods for han¬dling samples. In the intervening years since its last revision, substan¬tial progress has been made in both the theory and the techniques; thus, this current contribution is designed to be an extension of the earlier work, yet complete enough to provide procedural guidelines to methods of continuing validity. Although basic principles of testing remain unchanged, the meth¬ods of applying those principles have undergone great change. New testing equipment has become available, yielding a greater precision of results. Testing methods have been refined which, in many cases, allows for a valid scale up of flowsheet designs without the necessity of costly pilot or prototype plant development. Justification for a Sampling and Testing Program* The proper evaluation of a mineral property is a complicated process. It often is done on a team basis with the exploration geologist, mining engineer, mineral process engineer (extractive metallurgist), economist, and product utilizer (ceramist, chemical engineer, chemist, metallurgist, etc.) all represented. The mineral processing engineer is a key member because he can provide a go no-go answer to the question, "Can this ore be processed economically?" In addition, his judgment on the response of even the initial sample to processing can be an invaluable guide to the proposed process and its mutations. Since the capital investment and operating costs are so sensitive to the type of process used, the judgment of the mineral processing engineer forms an important part of the early evaluation of the profitability of a new mining venture. This early estimation of the processing approach is all the more important since, for some metalliferous ores, the capital investment for mill, smelter, water supply, and tailings disposal exceeds the cost of the mine. At present, for commodities such as coal, the reverse is true. There is a smaller capital investment for the coal preparation plant than for the mine. In general, both the capital and operating costs escalate very rapidly in the following order: gravity concentration of alluvial deposits (e.g., dredging), gravity concentration of lode ores, flotation, simple hydrometallurgical processes, and complicated hydrometallurgical and pyrometallurgical processes. The latter two processes may cost 100 to 1,000 times more per ton treated than processing of a simple alluvial deposit. This dictates that the valuable mineral be concentrated as much as possible to minimize the total tonnage treated in the more expensive operations. Within each of these ore-processing categories there is a wide range of process sophistication and hence of capital and operating costs. Perhaps the greatest variations are in the chemical processing of ores. These range from the simple leaching of a copper waste dump to very sophisticated hydrometallurgical processing of ores in increasing order of cost. Because the overall cost of a mining venture is so sensitive to the process selected, it is essential that the mineral¬ processing engineer evaluate the ore in the initial stages of the development of an ore body. As better samples become available, he must continually revise his estimate of the process to be employed. The sampling and testing process must be a necessary and continuing activity throughout the life of a project. One fundamental aspect of nearly all mineral deposits is the inherent variability of the mineral assemblage and composition. A utopian goal of any processing plant is to have the process so flexible and so well-defined that an automatic process control system can optimize the economic recovery at all times. Since this is rarely possible, a continuing or at least a periodic testing program is desirable. Variables to be considered are: 1) Ore body inconsistencies. 2) Zonal variations. 3) Feed variations from mining plan or methods. 4) Variable performance of processing units due to wear. 5) Seasonal or other changes affecting processing conditions such as water quality, temperature, etc. 6) Changing market conditions for product quality or byproducts. 7) Technological advances in processing methods or equipment. 8) Increasing demands for environmental control. 9) Changing economics of competitive processes, of supplies, of capital investment vs. labor costs, etc. Sampling Procedures Preliminary Guidelines for Sampling Ore Deposit Studies. t At a very early stage, it is essential that the mineral processing engineer receive a sample of the ore. This may be a portion of the diamond drill core or a split from the trench, pit, churn drill, channel, or sheet sample. Even a grab sample may have some value, but it should be selected by the mining engineer or exploration geologist to be as representative of the ore body as possible within his best judgment. The sample delivered to the process engineer should have been subjected to as little prior crushing as is practical since fine sizes are difficult to concentrate. In addition, finely ground ores are readily oxidized and thus may give misleading test results. Furthermore, ground samples may make it impossible to eval¬uate either the comminution or the coarse-gravity concentration pro¬cesses. For an initial evaluation, a good deal may often be learned from a sample of only a few pounds if that is all that is available. To obtain the maximum information from a sample, its selection should be carefully discussed with the mineral processing engineer. In addi¬tion to being as representative as possible, the mineralogically distinct samples should be carefully segregated rather than composited. Since drastically different processes are often needed to process samples of differing mineralogy, considerable care and time must be exercised during this sample collection step. The segregation of samples showing gross mineralogical differences, such as the oxide caping on a sulfide deposit or a laterized zone, is easy. It is the more subtle changes in mineralogy that can often elude the field man. Yet these differences are often sufficient to dictate that an entirely different type of process be used. Obviously, the selection of these initial samples for ore testing and mineralogical studies requires that it be done by a man of consider¬able experience and judgment. While the mining engineer or field geologist is collecting these samples, he should also note and convey to the processing engineer such details as water quality and availabil¬ity, terrain, potential mill location, tailings-disposal areas, case of transportation, etc. As the property is developed with additional drill holes, adits, etc., larger and more representative samples will be required to develop the ore-processing flowsheet more adequately. If pilot-plant studies are required, a very large sample may be necessary. Though the type and amount of sample collected for flowsheet development investigations vary widely, gathering a representative sample of the ore body is a prime requisite for any process development effort. Introduction Although autogenous grinding applications date back to the early years of mineral processing when tumbling-type mills were first used, there has been a renewed interest in this type of grinding over the past few decades. A review of the historical aspects of autogenous grinding is provided which follows the development of the various types of mills and processes. Wet and dry grinding operations using either autogenous or semiautogenous mills, including the Aerofall mill, are described. Em¬phasis has been placed on the test work required to evaluate the feasibility of using autogenous or semiautogenous grinding for a spe¬cific application. The factors which must be considered to establish the appropriate design criteria for these types of grinding circuits are discussed in detail. Successful application of these grinding circuits results from a thorough test program, a careful analysis of the test results, and a practical engineering approach to the design of the process flowsheet and milling equipment. Certain pebble milling applications, where the pebbles consist of the ore or rock itself, can be classified as autogenous pebble mill grinding, or better known as ore-pebble mill grinding. In the generic sense, pebble milling includes those grinding operations using a tum¬bling mill in which the grinding media consists of various types of pebbles, either ore or other pebbles, instead of metal balls. Conse¬quently, this subject is covered separately in Chapter 5, Pebble Mills. Operating data from many of the installations located throughout the world are included in this chapter. Our appreciation is extended to those companies who contributed this important information. History of Autogenous Grinding F. C. BOND Autogenous grinding, the grinding of ore by itself rather than by special metallic or nonmetallic grinding bodies distinct from the ore, has an old and honorable place in the art of mineral processing. It antedates the use of the rod mill and is only a few years younger than the development of the continuously fed rotating tumbling mill in which it is accomplished. Its history71, 72 is inextricably bound up with that of gold mining. Every important early development of autogenous grinding took place on ores of gold, except in one case of silver ore. In common with many other features of modern mineral processing, autogenous grinding would have been greatly retarded if the winning of gold had been so small a part of mining in the past as it is today. Gold unlocked the secrets of rock-on-rock grinding. In years past gold ores were crushed in stamp batteries and then flowed over copper plates covered with mercury which amalgamated the gold. The McArthur Forrest cyanide process for the dissolution of gold in a dilute alkaline cyanide solution appeared in 1890. With finer grinding it recovered more gold than could be won by amalgama¬tion alone. The first response was to stamp in cyanide solution and finer mesh screens guarding the stamp discharge. However, the fine screens greatly restricted the tonnage stamped, and they wore out rapidly. Rotating tumbling mills70, 73 were the obvious choice to grind the coarse product from stamps. Many of these were Gates tube mills; more than 1,000 of these were sold between 1907 and 1913. They were made in 6, 51h, and 5 ft diam, with lengths of 20 and 22 ft. The 5 x 22-ft size was the most popular. The term tube mill did not refer to the mill shape, but included all tumbling mills using grinding pebbles. The flint or chert rocks found along the coasts of Denmark and Normandy are probably the most durable and resistant to abrasive and tumbling wear of any on earth. They were much used in the early tube mills. The early linings were all silex or Danish flint blocks, cemented into place with portland cement. Local hard stones or cast iron blocks were also used later. The cast iron liners carried lifters and were not bolted to the shell, but were held in a tight circle against it by steel wedges hammered home between them. The first ribbed metal liners designed to hold grinding pebbles pounded into them by the mill action were developed at El Oro, Mexico, about 1905. These and the Forbes, Komata, and Tonopah types, as well as the Osborne type developed in South Africa within about five years, were very successful in reducing liner wear. They sometimes lasted two years or more, and equalled or exceeded the life of silex lining at a lower cost. Some of the types were patented. The pioneer name recorded in the history of autogenous grinding is that of Kenneth L. Graham. In 1907 at the Geldenhuis Deep Ltd. mine near Johannesburg, he ran a comparative test on two tube mills. One mill used pieces of the common gold ore, or banket, and the other used the customary imported Danish pebbles as grinding media. He published the first account of autogenous grinding.'' In a test lasting 81 days the ore pebbles showed a definite saving over the Danish pebbles. Graham's historic paper also describes the invention of B. Chew of the Crown Deep Mines of the first trammel to be attached to a grinding mill discharge. The first known account of autogenous grind¬ing printed outside of South Africa was the description of the Graham test in Mining and Scientific Press's The use of grate- vs. overflow¬discharge was also described at this time." The news of this successful test appears to have had immediate effect, for by the end of 1908 the number of tube mills on the Rand had increased from 72 to 120.76 Presumably, most of these mills were now using autogenous grinding. The ore was principally a hard conglomerate of quartz peb¬bles cemented by silica, and was eminently suitable for use as a grind¬ing media. It is unfortunate that in South Africa the new autogenous process continued to be called by its old name of pebble milling, since the name does not distinguish between grinding with ore and grinding with extraneous pebbles. For increased clarity the former is called rock pebble milling. The first historical stage in the development was what is now designated as secondary autogenous grinding, or rock pebble milling. It consists of grinding a feed all passing 'A in. or finer with ore pebbles about 2 to 4 in. in diameter. The next stage to develop was that now called intermediate autogenous grinding, where larger amounts of larger pebbles about 5 in. in size were used to grind ore which had been crushed to about rod mill feed size or somewhat finer. It was developed on the Rand and in other places where coarse stamp screens were used to increase mill tonnage. In many cases the early secondary and intermediate autogenous mills have now been replaced by conventional ball mills and rod mill-ball mill circuits, with the object of further increasing grinding capacity. The third stage to develop is designated as wet primary autogenous grinding, in which run-of-mine ore or a primary crusher product is all fed to the autogenous mill together. It developed many years later indepen¬dently in the United States and in South Africa. The fourth and most recent stage is that of dry primary autogenous grinding, which developed in the United States and Canada. All four stages originated in gold mining. The first use of commercial autogenous grinding outside of the Rand apparently took place five years later in 1912 at the Santa Gertrudis gold mine at Pachuca, 55 miles northeast of Mexico City. Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

This paper describes the innovative procedures employed during the construction of 3 deep shafts within the confines of New York City. The shafts, which varied in diameter from 1.8m (6ft) to 7.3m (24ft) and had an overall depth of 199m (650ft), were excavated by both mechanical and conventional methods. These were subsequently concrete lined, clad steel riser pipes installed and associated surface structures were constructed. Tricky surface rock blasting coupled with the unearthing of unexpected obstructions caused constant uncertainty during the excavation phase. In addition, the necessity of handling men and material in restricted yet deep openings required the development of a safer and more productive shaft construction procedure.

In 2006 Arch Materials initiated the development of an underground limestone mining complex. The decision to proceed with the project was the end result of several years of market research and geological reconnaissance. The scope of the project included the construction of two declines to the mining horizons located approximately 900 feet below the surface, the means and methods of this phase will be the primary focus of this discussion. The design, fabrication and erection of a state of the art crushing and screening processing plant which when completed will have the primary crushing located on the mine level allowing uniformly sized material to be brought to the surface by means of a highly efficient conveyor system and a surface portion of the plant where material would be additionally processed, screened and stockpiled into specific product types. Also included in the scope of the project is the construction of offices, warehouse and shop facilities necessary to support the operations, commercial sales and distribution of the finished products.

Larger grinding mills continue to utilize large gear-driven drives or electrical wraparound drives. The panel will include presenters from operations with large mechanical and electrical drives. JIM HANDLEY: Before we get to the third and final session, I want to introduce my co-conspirator for this session, John Mansanti. John is manager of milling with Newrnont Gold Company, Carlin, Nevada, and was very active in securing participation in this innovative symposium. I'm Jim Handley and I'm with Cyprus-Amax Minerals at the Sierrita copper and molybdenum mine. Our third presentation is titled "Geared Up or Wrapped Up?" I hear this topic discussed, but never at great length. I think that's because the opinions are fairly strong and diverse, and people generally aren't reinforced properly in their arguments. The first person to enlighten us on this topic is Scott Bird. He has more than 20 years with Kennecott, is a graduate in metallurgical engineering from the University of Utah, and is currently operations superintendent and deals with this phenomenon every day.

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

A technique is described for the solvent extraction of zirconium. In this method, zirconium has been extracted quantitatively from 0.005 M sodium salicylate solution at pH 2.5 - 3 using 0.01 M triphenylphosphine oxide dissolved in toluene as an extractant. Zirconium has also been recovered quantitatively from 0.2 M potassium thiocyanate solution, but extractions in nitric and hydrochloric acids (as media) were negligible. The resulting extracted metal ion has been stripped with sulfuric acid (0.5 M) and determined with inductively coupled plasma atomic emission spectrometry. This method has been applied successfully to achieve 95% recovery of zirconium from zircon concentrate.

Introduction The mining of aggregates underground has grown steadily over the last 25 years. Growth has come in both production volume and in the importance this segment of the industry is playing in the continuing supply of construction aggregate. Underground aggregate mines will continue to grow in both number of operations and complexity, as the replacement of zoned reserves in metropolitan areas becomes crucial. This growth will result in a shortage of qualified mine managers, possibly limiting the success of these facilities. The aggregate industry will have to modify current practices in order to meet the growing demand for this specialized skill. Segment Growth Underground mining for aggregates is not a new idea. Martin Marietta has been operating underground mines since 1969, and currently operates 16 underground mines ranging in size from 250,000 tpy to 2,500,000 tpy. These mines represent less than 4% of the total number of operating locations, but contributed 9% of the annual production in 2004. Though they range in size and production capacity, the importance is evident. The 2000 United States Census revealed several trends that are of interest to the aggregate mining industry. For the period 1990-2000 the U.S. population grew by 33 million or 13%. There were nine major metropolitan areas with a population of five million or more. These nine areas accounted for 30% of the total U.S. population. More significant was the fact that the population growth in these nine metro areas was 25% of the growth for the entire country. These statistics tell us that the population is expanding in these major metropolitan areas at a staggering rate. The same thing is happening to some degree in every population center. Population growth increases the demand for local aggregate while reducing the available area to mine that aggregate. The need for an economical supply of aggregate to support community expansion is a problem that will grow as older quarries are mined out and closed. This will be an issue that communities of all sizes will have to deal with. A reliable and cost effective supply of quality aggregate is crucial to support community expansion.

"The Scale-Distance formula is one of the primary means of determining the maximum amount of explosives that can be safely detonated at one time by a single delay. This paper describes a method of applying the Scale-Distance formula to the entire mining area using gridded surfaces. Using this technique, the operator can better determine the economic impact of nearby structures on the mine plan. INTRODUCTION As the surface mining of coal and stone encroaches near populated areas, precautions must be taken to minimize blast vibration damage to protected structures. The common method employed to minimize vibration damage is not to reduce the total amount of explosive in the hole (which would negatively affect fragmentation), but rather to introduce delays to reduce the amount of explosive detonated at any point in time. The Scale-Distance formula, an industry-accepted standard, may be used to calculate the maximum weight of explosive that can be detonated at one time without damaging the structure. This information may then be used to determine the number of delays required for each hole. Detonators make up a large part of the cost of blasting. At roughly $15 per detonator an additional detonator in the hole can be significant. It is normal to set off hundreds of holes at in one shot. An additional detonator in each hole can cost additional thousands of dollars per shot. The number of detonators is also a function of the depth of the holes and the hole spacing. Being able to accurately forecast the economic impact of blasting near structures improves a company’s ability to make informed decisions on how to approach property owners. Operators basically have three options when dealing with property owners: 1. Buy the property and blast without restriction 2. Negotiate with property owner for a waiver to allow unrestricted blasting 3. Comply with the legal blasting restrictions This paper proposes a method for the engineer to forecast for all points in the proposed mining area the impact of nearby structures upon the blast design. Being able to create a contour map and ultimately estimate the number of delays required for the entire forecasted mining area, the engineer can create accurate economic forecasts of the cost of blasting. The objective is to reduce the level of uncertainty in the forecast of the blast component portion of the forecast."

The end of an era is here. The pony-express era of industrial relations in the coal industry is ending. Those professionals who know it must end to insure the industry's future are happy, relieved, but somewhat saddened. They are sad because it did have its elements of suspense, thrills, frustrations, and at times, plain fun. The days of the Company town are ended; the wildcats are declining; violence (while a big part of today's industrial relations) is beginning-to decline. The spirit of sound industrial relations is beginning to take hold. This has to happen for the industry to compete in today's economy and it is causing major changes for those who have grown accustomed to the pony-express type industrial relations.

In low-temperature diagenetic environments (0 c T c 60 - 80°C), elemental sulfur forms by six common processes: via (1) inorganic oxidation of H2S by molecular oxygen, (2) inorganic oxidation of H2S by ferric iron compounds, (3) polysulfide disproportion- ation; and via the microbial metabolic actions of (4) colorless sulfur bacteria, (5) colored sulfur bacteria, and (6) some types of thiobacilli. Economically viable deposits of native sulfur usually are formed by only one process: inorganic oxidation of H2S by molecular oxygen. The amount of elemental sulfur is also limited by three common processes that destroy it in low- temperature diagenetic environments: bacterial reduction, bacterial oxidation, and inorganic oxidation. In high-temperature diagenetic environments (80 - 10o°C c T c 150 - 200°C), particularly in sour gas reservoirs, there are seven common processes forming elemental sulfur: (1) SOdH2S reaction, (2) H2S- hydrocarbon reaction, (3) polysulfide disproportionation, (4) catalytic H2S decomposition, (5) C02-H2S reaction, (6) chlorinification, and (7) exsolution of physically dissolved elemental sulfur. Natural processes that destroy or remove elemental sulfur in such settings are hydrocarbon sulfurization, polysulfide formation, and advection. In most sour gas reservoirs, relatively small quantities of elemental sulfur occur as a free phase (solid or liquid). However, elemental sulfur often precipitates in copious amounts from the reservoir fluids via exsolution and polysulfide disproportionation during production of sour gas reservoirs. By extension, elemental sulfur may precipitate from reservoir fluids in relatively large quantities upon uplift and erosion of deep sour gas reservoirs, or from advection of sulfurous fluids into shallower settings via faults or other high-permeability pathways.

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

"Testing was conducted to determine the ability of foam to maintain roof coverage in a simulated longwall mining environment. Approximately 27% of the respirable coal mine dust can be attributed to longwall shield movement. Developing controls for this dust source has been difficult. The application of foam is a possible dust control method for this source. Laboratory testing of two foam agents was conducted to determine their ability of foam to adhere to a simulated longwall face roof surface. Two different foam generation methods were used; compressed air (CA) and blower air (BA). Using a new imaging technology, image processing and analysis utilizing ImageJ software produced quantifiable results of foam roof coverage. For CA foam in 3.3 m/s (3.3 m/s (650 fpm)) ventilation at 3 minutes after application, 98% of agent A was intact, while 95% of agent B was intact on the roof. At 30 minutes after application 94% of agent A was intact while only 20% of agent B remained. For BA in 3.3 m/s (3.3 m/s (650 fpm)) ventilation, the results were dependent upon nozzle type. Three different nozzles were tested. At 30 minutes after application 74-92% of foam agent A remained, while 3-50% of foam agent B remained. CA foam seems to remain intact for longer durations and is easier to apply than BA foam. However, more water drained from the foam when using CA foam which demonstrates that BA foam retains more water at the roof surface. Agent A seemed to be the better performer as far as roof application is concerned. This testing demonstrates that roof application of foam is feasible and is able withstand a typical face ventilation velocity, establishing this technique’s potential for longwall shield dust control. INTRODUCTION NIOSH personnel have visited many longwall operations at various geographical locations in the U.S., conducting benchmark surveys to characterize current operating practices and dust control measures in use. Sources of respirable dust generated from the longwall face have been identified as: intake (10%), stage loader (20%), shields (27%), and shearer (43%) [1]. Dust generated from the shearer, armored face conveyor, and the stage loader can mainly be controlled by water sprays and increases in ventilation air quantities, however, research has demonstrated limited effective controls for dusts generated by shield movements [2]. One possible approach to mitigating shield dust generation is to apply a layer of water or foam to the shield-roof interface. Once this interface is blanketed with foam or water, dust will be less likely to become airborne and contaminate the airways over the personnel walkways. Though water is an abundant and common dust control measure, roof applications have limited success because water is unable to remain in-place in adequate quantities for the necessary duration between application and shield advance. Past and current testing of foam for material properties has shown that it has longer applicability times, ranging from 10 to 60 minutes [3] and has shown better performance for dust control, ranging from 19-96% improved efficiency over water [4, 5, 6, 7, 8]. The majority of this foam dust control research has focused on dust control efficiency at the longwall shearer or continuous miner cutting drum."

Phosphate rock, which is a prime source of phosphate used in fertilizer manufacture in the United States, contains uranium. In general, the uranium content of the rock increases with the phosphate content and most high-grade phosphate deposits (>30% P2O5) contain 0.01- 0.02% U3 8. The large tonnages of rock being mined represent a significant potential source of uranium that lends itself to recovery as a by-product of the wet-process phosphate industry. For example, in 1953, the U. S. Geological Survey estimated that recoverable phosphate reserves in the U. S. totaled about 5 billion tons and contained 600,000 tons of uranium. I This estimate did not include any rock from North Carolina which has since been estimated at about 2 billion tons. For the most part, the known, economically mineable U. S. reserves - estimated at about 7 billion tons - are concentrated in a few areas: 43% in the western states of Idaho, Montana, Utah and Wyoming; 28% in each of Florida and North Carolina and less than 1% in Tennessee. In the past, Florida has supplied about 80% of the total U. S. production, practically all of which is land pebble phosphate. All forecasts indicate increased production rates from North Carolina and the western states.

The amount of fines in run-of-mine coal has been increasing and coal quality has been deteriorating as a result of the increased use of mechanized and continuous mining methods. Removing the mineral matter and pyritic sulfur from coal prior to combustion will lower transportation costs, improve power plant performance and reduce sulfur dioxide emissions. Since physical cleaning methods can only remove individual particles of mineral matter and pyrite, it is necessary to crush and grind coal to fine sizes to separate these contaminants so they can be removed by deep cleaning processes. The increased portion of fines in run-of-mine coal together with attempts to increase the mineral matter removal efficiency have stimulated interest in fine coal cleaning technology. However, there are many problems to be solved before fine coal cleaning can be applied to power plant coals. These problems include: 1. coal cleaning plant capacity is reduced when conventional cleaning circuits are modifies to deep clean coals; 2. existing equipment and technology is not suitable for cleaning fine coal; 3. coal recovery is reduced; and 4. fine coal is difficult to dewater, dry, handle, transport and store.

INTRODUCTION Nevada Goldfields began underground mining development at the Kingston Project in September, 1986, followed by mill start-up in March, 1987. The first gold pour in April followed three years of preparatory work in establishing a North American operational base for the production of precious metals by Golconda Minerals N.L., an Australian mining firm. GENERAL CORPORATE BACKGROUND The Golconda Group of companies was established in early 1983 in Australia. It began operations by successfully retreating tailings at several old gold mining sites throughout Australia. With the limited reserves available for tailings retreatment, Golconda began to look toward the future by conducting a gold exploration program in Australia. However, the continued high price of gold in Australia had limited the possibilities of acquiring good properties at a reasonable cost and consideration was given to looking outside Australia in addition to Golconda's domestic exploration activities. North America was favored because of the proven potential for substantial gold deposits, the established infrastructure which would allow for rapid and cost-effective development of new projects and the advantages of similar political and economic climates. In mid-1984, Golconda established an office in California and began an extensive study of over 100 prospects throughout the United States. Two prospects were identified as a result of this study whch showed merit; one was located at Empire, Colorado and the other at Aurora, Nevada. Negotiations were then successfully undertaken to acquire these two properties. Golconda's U.S. offices were moved to Reno, Nevada in early 1985 to facilitate management of its projects. To operate and manage these projects, a small Canadian company listed on the Vancouver Stock Exchange, Cannon Minerals, was acquired by Golconda and renamed Nevada Goldfields Corporation. The current structure of the company is shown below in Figure 1. A private placement of 2,575,000 shares of common stock at US54.00 per share was arranged by Jacksons Limited of Australia in association with W.I. Carr (U.K.) Limited of London. This placement resulted in US510.3 million being available in May, 1986 for the acquisition and initial development of the Aurora and Empire projects. While the financing was underway, project planning commenced on both the Aurora and Empire projects. The Aurora project was selected as the one to be initially developed because of its relatively advanced stage of development. The
